Abstract:
Ensuring adequate provision of municipal infrastructure, utilities and services constitutes a major rationale for the local government administration in Nigeria. This paper examined the road infrastructure delivery performance (provision, maintenance and rehabilitation) of the local administration in the two local government areas of Ile-Ife, Nigeria. Data were obtained with the aid of questionnaire and key-informant interview. Using multistage sampling, 600 residents were surveyed. The key-informant interviews were conducted on three local government senior administrative officers. Descriptive statistics and thematic content analysis were employed in the analysis. The study found that the local administrations in the city lacked autonomy, as they practically advance the cause of the state government. Thus, they could neither initiate nor execute any infrastructure project independently. It was also found that residents in the city were often required to contribute financially towards the construction and maintenance of transport infrastructure in their neighbourhoods. The study concluded that the performance of the local administration in the city was poor in terms of its statutory duty of municipal road infrastructure delivery. Consequently, the paper recommends the enhancement of the overall performance of local administration in Osun State through the granting of full political and financial autonomy to the local government.

Dragan Živadinov creates conceptual total works of art that are procedural and processual in nature. At the centre of interest of his art is the spectator, or the gaze, since the essence of this theatre is produced by a constant turning of the perspective. The project(ile) Noordung 1995-2045 has been conceived as a 50-year project to show the instability of the relation between body and technology. It stages itself and thus repeats the drama of the cosmos. A theatre of repetition that again finds the primary (ritual) sense of theatre.

Abstract:
Social scientists have advocated for the use of participatory research methods for Global Health project design and planning. However, community-engaged approaches can be time and resource-intensive. This article proposes a feasible framework for conducting a participatory needs assessment in time-limited settings using multiple, triangulated qualitative methods. This framework is outlined through a case study: a participatory needs assessment to inform the design of an ultrasound-guided biopsy training program in Nigeria. Breast cancer is the leading cause of death for Nigerian women and most cases in Nigeria are diagnosed at an advanced stage; timely diagnosis is impeded by fractious referral pathways, costly imaging equipment, and limited access outside urban centers. The project involved participant observation, surveys, and focus groups at the African Research Group for Oncology (ARGO) in Ile-Ife, Nigeria. Through this timely research and engagement, participants spoke about diagnostic challenges, institutional power dynamics, and infrastructure considerations for program implementation.

Abstract. The (re)construction of the ecological continuity is stated as one of the main objectives of the European Water Framework Directive for watershed management in Europe. Analysing the social, political, technical and scientific processes characterising the implementation of different projects of ecological continuity in two adjacent peri-urban territories in Ile-de-France, we observed science-driven approaches disregarding the social contexts. We show that, in urbanized areas, ecological continuity requires not only important technical and ecological expertise, but also social and political participation to the definition of a common vision and action plan. Being a challenge for both, technical water management institutions and “classical” ecological policies, we propose some social science contributions to deal with ecological unpredictability and reconsider stakeholder resistance to this kind of project.

Abstract:
In recent years much progress has been made in the study of the sanctuaries of the Cyclades, both in the field, with new excavations, as well as in restoration projects, and also towards their publication.A research project entitled Sanctuaries and Cults in the Cyclades was approved as part of a research grant attached to the Chaire Internationale Blaise Pascal for 2012/2013 awarded to me by the French state and the Regional Council of Ile-de-France. The project started in October 2012, in collaboration with the University of Paris 1 (Franis Prost) and the École pratique des hautes études (François de Polignac), and is still in progress. I have been assisted by Jean-Sébastien Gros, who designed the related website and database, Yannis Kalliontzis, who is responsible for the compilation of the written sources associated with the cults in the Cyclades (mostly the inscriptions referring to cult and cult places) and Olga Kaklamani who is responsible for compiling the basic bibliography and catalogues of cult places. The chronological scope of the project is restricted to the Geometric and Archaic periods, though the developments of the Classical era are largely taken into account. The Hellenistic and Roman periods have not been included in the compilation of the archaeological data, with the exception of late inscriptions which could refer to possible earlier cults. An interactive website and online database are in preparation and will be launched soon, hosted by the server of the Department of History, Archaeology and Social Anthropology of the University of Thessaly.

Abstract:
A high school located in Ile-Ife, Nigeria with a student population of 1,100 was used for a demonstration project of harnessing rainwater and storing it for use throughout the year. Bacteriological analyses of the underground harnessed rainwater and its piped water distribution system were carried out at bi-monthly intervals during the rainy season and three times a month during the dry season. The rainwater catchments and underground storage reservoir were constructed during 1981-1982, and the collection of bacterial parameters initiated after the first rains to establish its pollution pattern. Aerobic heterotrophic bacteria, streptococci and coliforms were enumerated. Data collected during the study period indicate few coliforms. There were no faecal coliforms isolated. Rainwater harnessing should be practised for domestic use particularly in the tropical rain forest areas like the southern parts of Nigeria to alleviate shortage of water supply.

Abstract. The "Étude et Simulation de la QUalité de l'air en Ile de France" (ESQUIF) project is the first integrated project dedicated to the study of the processes leading to air pollution events over the Paris area. The project was carried out over two years (summer 1998 to winter 2000) to document all types of meteorological conditions favourable to air quality degradation, and in particular to photo oxydant formation. The goals of ESQUIF are (1) to improve our understanding of the relevant chemical and dynamical processes and, in turn, improve their parametrizations in numerical models, and (2) to improve and validate existing models dedicated to pollution analysis, scenarios and/or forecasting, by establishing a comprehensive and thorough database. We present the rationale of the ESQUIF project and we describe the experimental set-up. We also report on the first experiments which took place during the summer of 1998 involving surface networks, and remote sensing instruments as well as several aircraft. Focusing on three days of August 1998, the relative contributions of long-range transported and locally-produced ozone to the elevated ozone concentrations observed during this period are discussed and chemistry-transport model preliminary results on this period are compared to measurements.Key words: Atmospheric composition and structure (pollution – urban and regional; troposphere – composition and chemistry) – Meteorology and atmospheric dynamics (mesoscale meteorology)

Dolgorouky, Cristina. "Mesure de la réactivité atmosphérique totale avec les radicaux hydroxyles (OH) : développement et applications en Ile-de-France." Phd thesis, Université Paris Sud - Paris XI, 2012. http://tel.archives-ouvertes.fr/tel-00684758.

Full text
Abstract:

Abstract:
Is it possible for technological spaces to be created that can provide a community atmosphere one in which learners are not restrained by pre-determined syllabi and have the ability to direct their learning according to their own interests, pace and goals? If so, it would be notable to discover which kinds of interactions might be possible, or might eventuate, and how the participants in such a learning space would organize themselves. Also of interest would be the kinds of power structures that emerged through participant interaction, the direction/interactions undertaken by the participants and the improvements that could be made in order to respect and accommodate the differences between learners in a social online learning space. In order to further study this hypothesised need to investigate these questions, this researcher developed an online, English as a Second/Foreign Language learning environment for advanced adult learners of English. She reviewed the appropriate literature in order to theorise how to commence this research direction and investigated various learning platforms and software tools. The result was the development of a multiplatform environment which consisted of a content management system and a 3D microworld. Tools, exercises and content were developed and/or gathered as starting points for learners and the various software had to be learnt in order to orient others on their use. Finally, the environment was trialed over a four week duration with a group of advanced to native speakers of English (volunteers) and the results have been presented in this thesis for discussion. The trial, entitled the ILE Project, attempted to study the problems involved in the technical development of such spaces, to observe the interactions between the learners in a 3D microworld and uncover issues relating to its implementation. Some issues raised by the project concerned techno-literacy, personality-driven interaction differences and organizational power shifts within the 3D community. This thesis closes with an argument that redefines the notion of the learner autonomy, proposes certain modifications to both the pedagogic and technical structure of the online environment and discusses the issues raised in this research. The latter discussion would require further re-conceptualization of the spaces, stakes and support structures that educators can create/provide in an attempt to improve online language learning.

Donner, Nicolas. "La clé des champs : enclavement et immunité territoriale de l'exploitation pétrolière en Afrique centrale (Tchad, Guinée Équatoriale, São Tomé et Príncipe)." Thesis, Paris 1, 2014. http://www.theses.fr/2014PA010607.

Full text
Abstract:
This thesis aims to conceptualize the oil production areas’ territorial status in central Africa. It first proposes to explore – behind the false evidence of an “enclave status” which is commonly accepted without being theorized – their architectural patterns: both those of the “oil enclaves” as such – which will be conceptualized as “artificial islands” by mirroring them with the vast domain of human technical constructions –, and those of the international spatial systems without which they could not exist – oil production spaces appearing as keystones of such systems. They thus highlight one of the contemporary world’s greatest tensions, which stand between the increasingly vital nature of international interdependences and territorial permeations, and the persistence and continuation – as well fundamental – of the territorial and sovereign partition of our world. Oil production – and we will inquire about the truth that hides such a paradox – concurrently appearing as a powerful factor in building international borders (which we will be discuss some current dynamics in the gulf of Guinea) and as creating various ways of unbundling territories and sovereignties, given that nor the activity nor its financial investors easily bear being at sovereign powers’ mercy. We will thus explore – through the contractual relations that intimately tie oil companies and sovereign powers, and through financing techniques such as those Exxon called up in the Chad-Cameroon project – how oil production – because it requires being consequently immunized against political and sovereigns' risks – tends to create various ways of territorial enclaving. And here is what this thesis seeks to demonstrate: that oil enclaves are territories – territories which claim to be conceptualized so as to reconcile their “extraterritorial” extent and their still crucial implant in the sovereign territory

Abstract:
The main aim of this piece of work is to propose an adjustment to the ICE methodology with an increased applicability for small projects. The emphasis is especially given to the most important areas of the methodology that can be easily adjusted or simplified. The theoretical part of this paper consists of four main chapters. The first chapter is called "Project and Project Management". This chapter holistically explains the meaning of project and project management terms. It describes a project from a general point of view and looks at its individual components. The second chapter so called "Methodology" explores particular project management methodologies. It focuses on two basic project lifecycle models along with an analysis of traditional and agile methodologies. The third "Small Project Methodologies" chapter examines the modified methodologies suitable for management of small projects. The final chapter of the theoretical part is the "ICE Methodology Analysis". The analysis represents the key pillar for this work without which the practical part could not be concluded. The practical part of this piece of work focuses on specifics of the ICE methodology modification in accordance with the analysis carried out in the theoretical part. The basis for this modification is represented by the general methodology framework for small projects. The general framework is fully based on the analysis undertaken in the theoretical part of this paper and plays a significant role in the ICE methodology modification process. The main areas of the ICE methodology modification are defined in "The ICE Methodology for Small Projects - Simplification Proposal". The practical part's conclusion presents the unmodified and modified ICE methodology comparison.

Abstract:
Several studies have shown that the main problem in the construction industry is low productivity. Therefore, this study focuses on developing a proposal through a methodology that can increase productivity in the construction of buildings. The proposed methodology is Virtual Design and Construction (VDC), which has 4 pillars: Building Information Modeling (BIM), Integrated Concurrent Engineering (ICE), metrics and Project Production Management (PPM). However, the article mainly develops BIM and ICE sessions. In addition, in the ICE sessions, "work executors"will be added, so that the information is fed back by both parties, specialist engineers and work executors. Finally, the proposal will be applied in a multi-family building project in the city of Lima - Peru, in order to obtain improvement results.

McCollam, Allyson. "An evaluation of an employment project for mentally ill people." Thesis, University of Edinburgh, 1988. http://hdl.handle.net/1842/28569.

Full text
Abstract:
This thesis is concerned with the rehabilitation and employment of mentally ill people. It focusses on a Community Programme which offers a year's employment to people with a mental illness. Fifty -three people recruited to the Sprout project were interviewed at various stages during their career on the project. The study sets out to evaluate the project's impact on participants, both during their employment there and subsequently. Participants' views on employment in general and on Sprout were obtained, along with details of their employment and psychiatric histories and of their social circumstances. At a time of high general unemployment, there is much debate about the emphasis work should be given in rehabilitation. In the thesis, I rehearse some of the arguments and counterarguments and consider what light the views of service -users can throw on the issue. It emerges that many mentally ill people believe that they benefit from being in work. They want to work and, given a supportive setting, are capable of doing so. However, there were few opportunities for those leaving Sprout to take up either sheltered or open employment elsewhere. The outcomes for Sprout participants were highly diverse and it seems imperative that such diversity should be reflected in a range of provision which catered for variations in ability and interest. To polarise discussion and debate whether or not work has a place in rehabilitation seems unhelpful. The project had, on the whole, disappointingly little long -term effect on the abilities and quality of life of participants. However, when viewed in the context of other research findings, these results are not surprising as rehabilitation rarely succeeds in bringing about lasting improvements in ability. Moreover, it was evident that Sprout participants often faced substantial difficulties in their lives outside work and yet received little or no support from health or welfare services. This may have affected outcome. The thesis points up deficiencies in current services for mentally ill people and suggests ways in which the employment opportunities of this group might be enhanced. It is insufficient to look only at the employability of the individuals concerned, without also considering the wider social factors which influence access to and retention of employment.

Shirley Jackson's fiction continues to be placed within the gothic horror genre because of its supernatural and horror images. I contend the major focus of her work is her critique of the social norms constructed for women by an archaic and inauthentic patriarchial system of rules and domestic expectation for women that result in madness for the resisting female.

Abstract:
TransCanada was faced with a significant challenge to inspect a 941 km NPS 48 pipeline. The options for the inline inspection (ILI) were multiple segments which would cause an increased cost with new pigging facilities required and a delay to the ILI schedule or attempt to pig the longest natural gas pipeline section in North America. The extraordinary proposal would require a massive 48″ combination Magnetic Flux Leakage (MFL) tool to traverse a high-speed gas pipeline 941km from Burstall, Saskatchewan to Ile des Chenes, Manitoba, Canada. Given the alternative of the installation of 3 additional launcher and receiver stations and the risk to overall project schedule from extended inspection operations, TransCanada took the bold decision to perform an MFL inspection in a single pass. However, as expected, this option created a new set of challenges to guarantee first run success in one of the harshest environments for an ILI tool and in a line where the cleanliness condition was unknown. This last factor, was a critical concern as the volumes of debris that could be collected with the highly aggressive MFL tool brushes, could easily and very quickly have led to very significant debris build up during inspection that at best would likely cause degraded data leading to an unwanted re-run and at worst the possibility of a stuck pig and subsequent retrieval program. From a project perspective either occurance was considered to be mission critical — if either occurred there was no easy solution to collecting the much needed condition data of the pipeline. In July 2017, a successful VECTRA HD GEMINI inspection was completed. This paper discusses the main program risks, mitigation steps taken over and above a standard ILI run. Key considerations and actions taken relating to additional engineering and tool modifications to various components of the inspection vehicle itself will be discussed. Lastly, insight will be given into an extensive smart cleaning program developed with the ILI vendor, using a combination of mechanical cleaning associated and debris level assessment, specifically designed and tailored for the project to ensure that the pipeline was both ready for ILI and that cleaning had reached optimum for ILI so that full, high quality MFL data would be collected the first time.

Abstract:
The project “Social network tools and procedures for developing entrepreneurial skills in PhD programmes” (prodPhD) aims to implement innovative social network-based methodologies for teaching and learning entrepreneurship in PhD programmes. The multidisciplinary teaching and learning methodologies to be developed will enable entrepreneurship education to be introduced into any PhD programme, providing students with the knowledge, skills, and motivation to engage in entrepreneurial activities. However, the use of the output of the project will depend on the nature and profile of the research or scientific field. In this context, key performance indicators (KPIs) form the base on which the quality and scope of the methodologies developed in the project will be quantified and benchmarked. The project’s final product will be an online tool that higher education students can use to learn entrepreneurship from a social network perspective. Performance measurement is one of the first steps of any project and involves the choice and use of indicators to measure the effectiveness and success of the project’s methods and results. All the KPIs have been selected according to criteria of relevance, measurability, reliability, and adequacy, and they cover the process, dissemination methods, and overall quality of the project. In this document, each KPI is defined together with the units and instruments for measuring it. In the case of qualitative KPIs, five-level Likert scales are defined to improve indicator measurability and reliability. The KPIs for prodPhD are divided into three main dimensions, depending on the stage of the project they evaluate. The three main dimensions are performance and development (which are highly related to the project’s process), dissemination and impact (which are more closely correlated with the project’s output), and overall project quality. Different sources (i.e., European projects and papers) have been drawn upon to define a set of 51 KPIs classified into six categories, according to the project phase they aim to evaluate. An Excel tool has been developed that collects all the KPIs analysed in the production of this document. This tool is shared in the Scipedia repository.

Abstract:
This study estimates and analyzes the economic impact of ongoing and future infrastructure development projects in Nepal by using the geographical simulation model developed by the Institute of Developing Economies (IDE-GSM). The IDE-GSM is a computational general equilibrium model based on spatial economics. The simulation analysis reveals that ongoing infrastructure development projects in Nepal benefit the country’s economy, and that the planned connectivity improvement with India will have positive impact with anticipated major shift in mode of transport for trade. The study takes into consideration efforts by the Government of Nepal to promote and strengthen international connectivity under the South Asia Subregional Economic Cooperation framework.

Ribeiro, João A., Paulo J. Pereira, and Elísio M. Brandão. A real options model to determine the optimal contractual penalty for a BOT project. CICEE. Universidade Autónoma de Lisboa, 2021. http://dx.doi.org/10.26619/ual-cicee/wp06.2021.

Full text
Abstract:
Public-Private Partnerships (PPP) became one of the most common types of public procurement arrangements and Build-Own-Transfer (BOT) projects, awarded through adequate bidding competitions, have been increasingly promoted by governments. The theoretical model herein proposed is based on a contractual framework where the government grants leeway to the private entity regarding the timing for project implementation. However, the government is aware that delaying the beginning of operations will lead to the emergence of social costs, i.e., the costs that result from the corresponding loss of social welfare. This fact should motivate the government to include a contractual penalty in case the private firm does not implement the project immediately. The government also recognizes that the private entity is more efficient in constructing the project facility and also in running the subsequent operations. The model’s outcome is the optimal value for the legal penalty the government should include in the contract form. Sensitivity analysis reveals that there is a level for each of the comparative efficiency factors above which there is no need to impose a contractual penalty, for a given level of social costs. Finally, the effects of including a non-optimal penalty value in the contract form, which derives from overestimating or underestimating the selected bidder’s real comparative efficiency are examined, using a numerical example. Results demonstrate that overestimating (underestimating) the selected bidder’s real comparative efficiency leads to the inclusion of a below-optimal (above-optimal) value for the legal penalty in the contract and produces effects the government should prevent by estimating the comparative efficiency factors with full accurac.
