Abstract:
The pink stem borer (PSB), Sesamia cretica (Lepidoptera: Noctuidae) purple-lined borer (PLB), Chilo agamemnon (Lepidoptera: Crambidae) and European corn borer Ostrinia nubilalis, (Lepidoptera: Crambidae) are considered the most devastating insect pests of maize production in the Mediterranean region. The frequent use of chemical insecticides has resulted in the evolution of resistance to various insect pests as well as the pernicious impact on natural enemies and environmental hazardousness. Therefore, developing resistant and high-yielding hybrids is the best economic and environmental approach to cope with these destructive insects. Accordingly, the objective of the study was to estimate the combining ability of maize inbred lines (ILs), identify promising hybrids, determine gene action controlling agronomic traits and resistance to PSB and PLB, and investigate inter-relationships among evaluated traits. A half-diallel mating design was employed to cross seven diverse maize inbreds to generate 21 F1 hybrids. The developed F1 hybrids, alongside high-yielding commercial check hybrid (SC-132), were assessed in field trials for two years under natural infestation. Substantial variations were obtained among the evaluated hybrids for all recorded characteristics. The non-additive gene action was major for grain yield and its contributing traits, while the additive gene action was more important in controlling the inheritance of PSB and PLB resistance. The inbred line IL1 was identified to be a good combiner for earliness and developing short-stature genotypes. Additionally, IL6 and IL7 were recognized as excellent combiners to enhance resistance to PSB, PLB and grain yield. The hybrid combinations IL1×IL6, IL3×IL6, and IL3×IL7 were determined to be excellent specific combiners for resistance to PSB, PLB and grain yield. Strong positive associations were identified among grain yield, its related traits, and resistance to PSB and PLB. This implies their importance as useful traits for indirect selection for improving grain yield. Otherwise, the resistance against PSB and PLB was negatively associated with the silking date, indicating that earliness would be favorable for escaping from the borer’s attack. It could be concluded that the inheritance of PSB and PLB resistance can be governed by the additive gene effects, and the IL1×IL6, IL3×IL6, and IL3×IL7 hybrid combinations can be recommended as excellent combiners for resistance to PSB and PLB and good yield.

Abstract:
Abstract. Unanswered questions about the glacier and climate history preceding the global Last Glacial Maximum (LGM) in the southern temperate latitudes remain. The Marine Isotope Stage (MIS) 3 is normally understood as a global interstadial period; nonetheless its climate was punctuated by conspicuous variability, and its signature has not been resolved beyond the polar realms. In this paper, we compile a 10Be depth profile, single grain infrared (IR) stimulated luminescence dating and 14C samples to derive a new glacier record for the principal outwash plain complex, deposited by the western Patagonian Ice Sheet (PIS) during the last glacial period (Llanquihue Glaciation) on the Isla de Chiloé, southern Chile (42∘ S). In this region, the Golfo de Corcovado Ice Lobe left a distinct geomorphic and stratigraphic imprint, suitable for reconstructing former ice dynamics and timing of past climate change. Our data indicate that maximum glaciation occurred by 57.8±4.7 ka without reaching the Pacific Ocean coast. Ice readavanced and buttressed against the eastern side of the Cordillera de la Costa again by 26.0±2.9 ka. Our data further support the notion of a large ice extent during parts of the MIS 3 in Patagonia and New Zealand but appear to contradict near contemporaneous interstadial evidence in the southern midlatitudes, including Chiloé. We propose that the PIS expanded to its full-glacial Llanquihue moraines, recording a rapid response of southern mountain glaciers to the millennial-scale climate stadials that punctuated the MIS 3 at the poles and elsewhere.

Abstract:
Abstract In this study, we quantified the 3 pivotal genetic processes (i.e., genetic diversity, spatial genetic structuring, and migration) necessary for a better biological understanding and management of the singular “living-fossil” and near-threatened mouse opossum marsupial Dromiciops gliroides, the “Monito del Monte,” in south-central Chile. We used 11 microsatellite loci to genotype 47 individuals distributed on the mainland and northern Chiloé Island. Allelic richness, observed and expected heterozygosity, inbreeding coefficient, and levels of genetic differentiation were estimated. The genetic structure was assessed based on Bayesian clustering methods. In addition, potential migration scenarios were evaluated based on a coalescent theory framework and Bayesian approach to parameter estimations. Microsatellites revealed moderate to high levels of genetic diversity across sampled localities. Moreover, such molecular markers suggested that at least 2 consistent genetic clusters could be identified along the D. gliroides distribution (“Northern” and “Southern” cluster). However, general levels of genetic differentiation observed among localities and between the 2 genetic clusters were relatively low. Migration analyses showed that the most likely routes of migration of D. gliroides occurred 1) from the Southern cluster to the Northern cluster and 2) from the Mainland to Chiloé Island. Our results could represent critical information for future conservation programs and for a recent proposal about the taxonomic status of this unique mouse opossum marsupial.

Cette thèse porte sur les transformations de l’expérience vécue du rapport salarial des ouvriers et des ouvrières de l’industrie du saumon dans l’île de Chiloé, en Patagonie chilienne. Depuis les années 1980, plus d’une dizaine d’entreprises nationales et internationales de salmoniculture se sont implantées dans cette région, contribuant à hisser le Chili au rang de deuxième producteur mondial du saumon après la Norvège. En quelques années, cette industrie a provoqué de profondes transformations non seulement économiques, mais aussi sociales et culturelles sur ce territoire principalement rural où prédominait une économie familiale de subsistance. L’implantation de cette industrie a notamment provoqué une révolution locale caractérisée par le développement rapide d’un salariat de masse organisé autour d’un mode de production capitaliste consacré à l’exportation. Malgré le contexte industriel prospère et la stabilisation contractuelle de la main-d’œuvre, le travail est précaire et se développe dans un climat d’incertitude de différentes natures. Suite à une immersion ethnographique de 6 mois et de la réalisation de plus d'une trentaine d’entretiens auprès des acteurs engagés dans l’industrie du saumon (ouvriers, patrons, syndicats), la thèse s’intéresse aux expériences vécues de la relation salariale des travailleurs dans les usines de transformation de saumon. Elle propose d’explorer ce rapport à l’emploi sous la forme d’un processus. Ainsi, à partir d’une enquête s'étalant sur plusieurs années avec des séjours successifs sur le terrain, ce travail distingue quatre phases de la relation salariale. Ces phases permettent de comprendre les variations du rapport au travail en termes de protection et reconnaissance, ainsi que leur articulation à un emploi stable mais menacé: l’emploi enchanté ; l’emploi « réel » (par opposition au travail prescrit) ; l’emploi adapté ; et l’emploi disqualifié. La trajectoire ouvrière commence par l’enchantement survenu de la possibilité d’amélioration générale de la condition économique et sociale de l’individu et sa famille. Cependant, la contrepartie à ces bénéfices est l’engagement dans des processus de socialisation aux conditions tayloriennes de travail à la chaîne, et de l’apprentissage de la discipline et de la subordination. Cherchant à supporter le travail dans la durée, les travailleurs utilisent des moyens d’adaptation et de résistance pour contourner les tensions et sécuriser leur emploi. Toutefois, avec le temps les ouvriers et ouvrières, usés moralement et physiquement par la pénibilité des conditions de travail et par l’humiliation de l’encadrement, souhaitent se détacher de cette condition salariale, disqualifiée qui se caractérise par le cumul des formes de fragilisation et d’oppression au travail. La thèse montre que la dimension collective des expériences vécues par ces travailleurs donne non seulement la possibilité de définir une séquence socio-historique de transformation de la main-d’œuvre pour les usines mais aussi la définition d’une condition ouvrière éphémère. En utilisant les outils de la sociologie du travail, la thèse propose une sociologie du salariat qui intègre les modes de vie hors du travail. Ainsi, les résultats de cette recherche contribuent à enrichir la réflexion sur les défis contemporains auxquels sont confrontés les travailleurs dans les industries extractives et agroalimentaires, tout en soulignant l'importance de tenir compte des spécificités locales dans l'analyse des transformations du travail
This thesis focuses on the transformations in the experience of the employment relationship for male and female workers in the salmon industry on Chiloé Island, in Chilean Patagonia. Since the 1980s, over ten national and international salmon farming companies have established in this region, contributing to Chile becoming the second-largest global salmon producer after Norway. In just a few years, this industry has brought about profound changes not only economically but also socially and culturally in this primarily rural area where a family-based subsistence economy was predominant. The establishment of this industry has notably led to a local revolution characterized by the fast development of a mass workforce organized around a capitalist mode of production focused on exports. Despite the prosperous industrial context and the contractual stabilization of the labor force, work is precarious and develops in an atmosphere of various uncertainties. Following a six-month ethnographic immersion and conducting over thirty interviews with individuals involved in the salmon industry (workers, employers, unions), the thesis explores the lived experiences of the workers' wage relationship in salmon processing plants. It proposes to examine this employment relationship as a process. Based on a multi-year research with successive field visits, this work distinguishes four phases of the employment relationship. These phases help understand variations in the relationship to work in terms of protection and recognition, as well as their connection to stable but threatened employment: the enchanted employment; the "real" employment (as opposed to prescribed work); the adapted employment; and the disqualified employment. The workers' trajectory begins with enchantment arising from the possibility of a general improvement in the economic and social condition of the individual and their family. However, the trade-off for these benefits is the commitment to socialization processes under Taylorian conditions of assembly line work and the learning of discipline and subordination. Seeking to endure work over time, workers use adaptation and resistance means to bypass tensions and secure their employment. However, over time, morally and physically worn out by the arduous working conditions and the humiliation from the management, workers wish to detach themselves from this disqualified employment condition characterized by the accumulation of forms of vulnerability and oppression at work. The thesis demonstrates that the collective dimension of the lived experiences of these workers not only provides the possibility to define a socio-historical sequence of labor force transformation for the processing factories but also defines an ephemeral working-class condition. Using tools from labor sociology, the thesis proposes an employment sociology that incorporates lifestyles outside of work. Thus, the results of this research contribute to enriching the discussion on contemporary challenges faced by workers in extractive and agri-food industries, while emphasizing the importance of considering local specificities in the analysis of labor transformations

A pesar de que para Chile el sushi congelado representa una nueva categoría, en Europa ya se comercializa con éxito desde hace más de dos años bajo distintas marcas comerciales. Estas marcas extranjeras venden Sushi congelado de forma tradicional, y la incursión en el congelamiento criogénico es una absoluta novedad en la producción y venta de Sushi tanto a nivel local como global. El congelamiento criogénico implica una serie de ventajas por sobre el congelamiento tradicional lo que nos aporta una diferenciación y una ventaja competitiva y comparativa al ser la única empresa en aplicar esta tecnología. Al congelar alimentos con nitrógeno líquido las propiedades de lo que se congele, a nivel molecular, se ven prácticamente inalteradas, manteniendo su textura, consistencia y sabor al momento de ser consumidos. El mercado de los alimentos congelados preparados listos para su consumo es un mercado cuya demanda ha tenido un crecimiento sostenido en el último tiempo, y las tendencias mundiales y de estilos de vida modernos nos hacen pronosticar un aún mayor crecimiento del mismo. La aparición del Sushi congelado como una posibilidad más de alimentos preparados rompe con la idea preconcebida de que para consumir Sushi es necesario ir físicamente al local o esperar los tiempos de entrega de los Restaurantes Delivery, junto con agregar una variedad más a la gama de productos congelados que existen hoy en el mercado nacional. Ice Sushi basa sus políticas comerciales en la entrega de un producto de alta calidad y exigentes estándares de producción. La compañía busca una estrategia de precios competitiva, justa y equilibrada respecto de las condiciones del mercado y sus variables. Estas decisiones del alto mando son tomadas por el equipo emprendedor. Los objetivos estratégicos de Ice Sushi son posicionarse en el mercado de los alimentos congelados preparados como una marca diferente y única, siendo la diferenciación la fuente de nuestras ventajas competitivas. Abstract The behavior of middle-class youth became a prominent theme in the literature, laws, court cases, guild regulations, and thinking of fifteenth-century English society in an obsessive way uncharacteristic of preceding centuries. Books of advice for youth aspiring to make their way up the social ladder proliferated in manuscript form and spread even more with the invention of printing. Among the dominant metaphors were the relationship of the young to the old, the apprentice to the master, the uncultivated to the cultivated. The process of forming a concept of a societal ideal of middle-class adolescent behavior was, as Norbert Elias described, one in which meaning and form were picked up and polished in speech and writing and “tossed back and forth until they became efficient instruments for expressing what people had jointly experienced and wanted to communicate about.” In this chapter I will look at this process of polishing descriptions of adolescent behavior as they were circulated between literary and legal creations, on the one hand, and the actual experience of adolescence, on the other. The game of exchange between the literary and the historical leads to a fifteenth-century construction of adolescence. Although the ideal type may be seen in a number of written examples, the portrait appears most fully in a popular poem, “The Childe of Bristowe” and in its variant, “The Merchant and His Son.” These didactic narratives are a fifteenth-century version of Horatio Alger stories, adventure tales in which an aspiring lad overcomes the obstacles set in his way to achieve good fame and fortune.

The work of art is a triangulative, temporal process – not: either (1) understood and analysed from the position of the creator, since the work of art itself, after all, has an intrinsic temporality and a topography guiding the gaze (perception), or (2) understood and analysed from the position of the observer, simply because the work and the artist are historical-temporal in the sense of plot, while the principles of the work’s construction and the idea of beauty are timeless. The principles that can be found in a work of art are also temporal and “the work of art is a child of its time”. Attempts to revive the principles of a work of art, i.e., the notion of beauty in a foreign time, are like monkey imitations without any inner meaning. Art is not static – a painting is also characterised by [perceptual] temporality, as is poetry. This means that a work of art is the whole of its pictorial elements in form, not the sum. What constitutes a work of art is a triangulative process. Triangulatively hermeneutical in the sense that a work of art is a work of art when the artist [imaginatively] knows that someone will look at it as a work of art, and at him as an artist, and therefore sees in the work a search for the ornamental-temporal ordering or the topography (art) that unifies the elements, rather than some other significance (such as pragmatics). However, there is no universal understanding of beauty which, as an adapted standard, would determine the subordinate [universal] essence of a work of art – classical Greek beauty, for example. “The work of art is the child of its time and often the mother of our feelings. Thus, in every cultural epoch, a peculiar art arises which cannot be reproduced,” is how Kandinsky begins his collection of notes, “On the Spiritual in Art” (1911/1912) (Kandinsky, W. Über das Geistige in der Kunst. Insbesondere in der Malerei. München: R. Piper & Co., Verlag, 1912, S. 3). Heidegger reiterates: the essence of a work of art is poetry (Dichtung). That is to say, a structure that allows something existing to appear [growing] out of itself by virtue of the order given to/seen in it. The Greek words used by the philosopher to describe this peculiarity of any work of art – painting, sculpture, poetry – are: poiēsis is physis is a-alētheia. Klee writes in his “confession of the artist”: “Art does not express the visible, but makes it visible. [...] The elements of form in printmaking are: dots, linear, planar and spatial energies. [...] A topographical plan makes it possible to imagine a little journey into a land of better understanding.” (Klee, P. “Schöpferische Konfession”. In: Schriften, Rezensionen und Aufsätze. Köln: DuMont Buchverlag, 1976). The work of the artist is similar to the work of God in creating the world.

<div class="section abstract"><div class="htmlview paragraph">Effective smart cockpit interaction design can address the specific needs of children, offering ample entertainment and educational resources to enhance their on-board experience. Currently, substantial attention is focused on smart cockpit design to enrich the overall travel engagement for children. Recognizing the contrasts between children and adults in areas such as physical health, cognitive development, and emotional psychology, it becomes imperative to meticulously customize the design and optimization processes to cater explicitly to their individual requirements. However, a noticeable gap persists in both research methodologies and product offerings within this domain. This study employs user survey to delve into children’s on-board experiences and utilization of current child-centric in-cockpit interaction solutions (C-SI Solutions), that over 50% of the interviewees (children) got on-board at least several times per week and over half of the parents would pay for C-SI Solutions, but less than 8% of the interviewees reported actual usage. By employing an interdisciplinary approach that harmonizes Design Thinking and Developmental Psychology, this research reveals that the traditional cockpit is actually a liminal space for children, and introduces the ICE Model (Evaluation Model for In-Cockpit Child-Centric Interaction Solutions) for providing insights into C-SI solution design. This model is consisted of two modules: IPO-Based Structured Module and I&amp;C (Intelligence &amp; Consciousness) Evaluation Module. IPO-Based Structured Module is based on the IPO (Input-Process-Output) Model and for interpreting C-SI Solution’s structure, so that to realize the paradigm shift in Design Thinking. I&amp;C Evaluation Module, the second one, is for analyzing C-SI Solution’s psychological developmental function. The ICE model is then applied to conduct market research, aiming to identify challenges and shortcomings with current C-SI Solutions. Subsequently, this research offers recommendations and possibilities for the improvement of designing C-SI Solutions, that it requires not only seamless cooperation between designers and engineers, but also interdisciplinary collaboration.</div></div>

Abstract:
We study the socio-economic gradient of child development on a representative sample of low- and middle-income children aged 6-42 months in Bogota, using the Bayley Scales of Infant Development, a high quality test based on direct observation of the child's abilities. We find a statistically significant difference between children in the 90th and 10th percentile of the wealth distribution in our sample of 0.33 standard deviations (SD) in cognition, 0.29 SD in receptive language and 0.38 SD in expressive language at 14 months. The socio-economic gap increases substantially with age to 1 SD (cognition), 0.80 SD (receptive language) and 0.69 SD (expressivelanguage) by 42 months. While the gap persists after controlling for mediating factors such as parental and biomedical characteristics, the level of stimulation in the home, and the quality of the institutional care setting; its size is significantly reduced by variables related to the home environment i.e. parental investments in care quantity and quality. These findings have important implications for the design of well-targeted, effective and timely interventions that promote early childhood development.

Abstract:
This paper study the issue of institutional enforcement of regulations by focusing on labor-market policies and their potential link to economic performance. It test the different impacts of enforceable and non-enforceable labor regulations by proxying non-enforceable labor rigidity measures using data on conventions from the International Labor Organization (ILO). It has been argued that non-enforceable conventions -that is, those that exist on paper and are simply de jure regulations -appear to be more distortionary and tend to be the least enforced in practice (Squire and Suthiwart-Narueput, 1997). According to Freeman (1993), these conventions reflect the ideal regulatory framework from an institutionalist perspective and cover a variety of labor market issues, from child labor to placement agencies. Whereas in theory, a country's ratification of ILO conventions gives the country legal status and thus supersedes domestic regulations relating to those issues, in practice the degree of labor-market rigidity depends on how the conventions are enforced. It is the outcome of the regulations that matters, rather than their number.

Es sabido que los indicadores de confianza poseen poder de pronóstico para las economías y sectores productivos. La Araucanía es privilegiada al disponer de este tipo de medición, el cual es un valioso insumo a la hora de proyectar ciclos económicos, pronosticar el comportamiento del mercado laboral, establecer puntos de inflexión y detectar cambios en las fluctuaciones por medio de datos representativos que permitan la toma de decisiones empresariales fundamentadas. Según la propia Organización para la Cooperación y el Desarrollo Económico, estas mediciones exponen valiosa capacidad predictiva por su criterio de información, no obstante, lo que puede variar en diferentes latitudes y sectores económicos es el rezago con que estos indicadores impactan en la economía real. El Índice de Confianza Empresarial de La Araucanía, elaborado por la Facultad de Administración y Negocios de la Universidad Autónoma de Chile, mide desde el 2017 la confianza de los empresarios en distintos sectores como Agropecuario y Forestal, Comercio, Construcción, Financiero, Industrial y Transporte. A su vez, analiza la evolución mensual de las percepciones respecto a variables de interés de cada rubro en distintos ámbitos, para poder así pronosticar si la confianza de los empresarios será neutral, pesimista u optimista en distintos niveles. Se usa la metodología del ICE Nacional elaborado por la Universidad del Desarrollo, que es el indicador de confianza empresarial más completo y confiable en Chile para medir percepciones pasadas, presentes y futuras.

La irrupción del COVID 19 ha impactado la educación superior en América Latina. La crisis económica desatada por la pandemia tiene el potencial de afectar la matrícula universitaria en la región. De no contar con herramientas complementarias de subsidio y financiamiento, muchos estudiantes no podrán acceder o desertarán de la educación superior. Esta nota técnica recoge y analiza las medidas que los principales actores del financiamiento de la educación superior -Gobiernos, Instituciones de Crédito Educativo (ICE) e Instituciones de Educación Superior (IES)- tomaron para apoyar a los estudiantes durante el 2020, y explora diferentes alternativas y políticas para ayudar a los países a re-imaginar los sistemas de financiamiento. Para esto, se realizó una encuesta regional a Gobiernos, ICE e IES en 11 países de la región: Argentina, Brasil, Chile, Colombia, Costa Rica, El Salvador, Honduras, México, Perú, República Dominicana y Uruguay. En la región fueron desplegadas diversas estrategias financieras y no financieras de ayuda a los estudiantes. Sin embargo, condiciones estructurales de los sistemas de educación superior, como altas tasas de matrícula privada con amplias restricciones de los gobiernos para el apoyo directo a las universidades privadas, y alta dependencia de las universidades públicas a las transferencias de los gobiernos y al pago de matrículas en las privadas en un contexto económico desfavorable, limitan las acciones e imponen riesgos a la sostenibilidad de muchas iniciativas y estrategias emprendidas. Son necesarios en la región más y mejores instrumentos de financiamiento para la educación superior, que incentiven la matricula, sean financieramente sostenibles y propendan por aumentar la calidad de los programas.

Durante las últimas décadas, hemos evidenciado un incremento en el número y la profundidad de los acuerdos de integración regionales (AIR) alrededor del mundo. La proliferación de acuerdos comerciales ha sido considerablemente amplia. La antigua Comunidad Económica Europea evolucionó hacia un único mercado (UE) y la mayoría de sus miembros recientemente han adoptado una moneda común. Otros países europeos han conformado áreas de libre comercio con la UE o se encuentran actualmente en espera para obtener la accesión. De igual forma, los países de la Asociación de Naciones del Sudeste Asiático (ASEAN) acordaron conformar el Área de Libre Comercio de la ASEAN. Las Américas no son la excepción a esta tendencia. Esto por cuanto han surgido una serie de acuerdos de integración regional (i.e. MERCOSUR y TLCAN) o por que otros han sido fortalecidos (Comunidad Andina). Algunos países como México y Chile han estado activos en el establecimiento de tratados bilaterales de comercio tanto con países del continente como con países de otras regiones. De suma importancia es la negociación actual del Área de Libre Comercio de las Américas (ALCA), la cual conformaría un área de libre comercio desde Alaska hasta la Tierra del Fuego para el año 2005.

Abstract:
This document is a collection of available data on solid waste management in Latin America and the Caribbean (LAC). The following bullet points contain a brief description of the most relevant data: The regional average per capita generation of Domestic Solid Waste (DSW) and Municipal Solid Waste (MSW) is 0.6 kg/cap/day and 0.9 kg/cap/day, respectively. DSW represents, on average, 67% of the MSW generated in the region. The MSW regional average collection rate is 89.9% (as a percentage of the population). Compared with a worldwide average of 73.6%, LAC has a high level of coverage, reflecting the priority the region gives to this service. LAC's coverage is higher than that of Africa (46%), South Asia (65%), and the Middle East and Northern Africa (approximately 85%). Argentina, Chile, Colombia, Dominican Republic, Trinidad & Tobago, Uruguay and Venezuela have MSW collection rates close to 100% (universal coverage). About 53% of LAC's population receives 2to-5-days a week waste collection service, 45% daily service and 2% once-a-week service. Separate MSW collection, commonly known as selective collection is still uncommon in the region. However, there are cases like that of Brazil, where 62% of municipalities implement selective MSW collection programs. Average unitary collection costs have been estimated at US$34 per collected ton, with high cost variance between countries. For example, the cost in Argentina is US$54, while in Paraguay is only US$6.6 (a US$47 difference). These variations typically reflect differences associated with the (higher-lower) quality of service. Adequate MSW final disposal coverage (i.e., in landfills) is approximately 55% (as a percentage of the population), which means that there is still a large amount of waste that is not disposed and/or treated adequately (45%). The average final disposal cost is US$20.4 per ton disposed. There is a first group of countries where disposal costs are around US$10 (US$5.6 in Ecuador, US$11.4 in Chile), a second group where it costs around US$20 (US$18.8 in Costa Rica, US$23.3 in Colombia), and then there¿s Brazil, where costs are, on average, considerably higher (US$31.5). In several LAC countries MSW management costs are directly afforded by the municipality. The average cost recovery is 51.6%xii. Municipalities typically use property taxes as the main revenue collection system. This collection mechanism represents 52.1% of the total, followed by direct billing to users, with 20.2%; the electricity bill (15.3%); and the water & sanitation bill (12.4%).
