Abstract:
Commentary on FTAs and the Doha Development Round. Rajesh Chadha is Chief Economist at the National Council of Applied Economic Research (NCAER) in New Delhi, India. His Teaching and research experience of more than 29 years includes the University of Delhi and the NCAER. Chadha’s specialization is international trade with significant experience in applied economic research and economic modeling. His international experience includes Visiting Scholar in the Department of Economics, University of Michigan, and in the Department of Economics, University of Melbourne, Australia. He has also held visiting faculty positions at IIT, Delhi; IIT, Roorkee; IEG, Delhi; IIFT, New Delhi; IIPA, New Delhi; MDI Gurgaon and AIMA, New Delhi. Chadha was consultant to the World Bank in 1989, 1990, and 1999, and Consultant to the Australian Government in 2002. He was nominated as a GTAP Research Fellow for 2004-2007 by Purdue University. His research experience includes national as well as international research projects sponsored by the Ministry of Commerce and the Ministry of Finance, Government of India; Government of Australia, Ford Foundation, European Union, World Bank, USAID, and ESCAP. He earned a B.Sc. Honours in Physics and an M.A. in Business Economics at the University of Delhi and a Ph.D. at the Indian Institute of Technology (IIT), Delhi.

Abstract:
Abstract Many studies refer that the figure knuckle comprises unique features. Therefore, it can be utilized in a biometric system to distinguishing between the peoples. In this paper, a combined global and local features technique has been proposed based on two descriptors, namely: Chebyshev Fourier moments (CHFMs) and Scale Invariant Feature Transform (SIFT) descriptors. The CHFMs descriptor is used to gaining the global features, while the scale invariant feature transform descriptor is utilized to extract local features. Each one of these descriptors has its advantages; therefore, combining them together leads to produce distinct features. Many experiments have been carried out using IIT-Delhi knuckle database to assess the accuracy of the proposed approach. The analysis of the results of these extensive experiments implies that the suggested technique has gained 98% accuracy rate. Furthermore, the robustness against the noise has been evaluated. The results of these experiments lead to concluding that the proposed technique is robust against the noise variation. In recent times, a significant number of studies on the composition and sources of fine particulate matters and volatile organic compounds have been carried out over Delhi, either initiated by or in association with the researchers from the Indian Institute of Technology Kanpur (IIT Kanpur), in collaboration with researchers from within and outside India. All these studies utilized highly time-resolved, campaign-mode observations made with state-of-the-art instrumentation during the late winter months (mid-January to March) of 2018. Individually, each of these studies were rigorous in nature, containing explicit detailing about different types of ambient air pollutants in Delhi such as organic aerosols, inorganic elements, metals, carbonaceous aerosols, and volatile organic compounds. This study consolidates the extremely useful knowledge on source attribution of these air pollutants in the Delhi National Capital Region currently contained in these fragmented studies, which is vital to further enhancing our understanding of composition, characteristics, and sources of air pollutants over Delhi, as well as to designing appropriate mitigation measures tailored to local specifics.

Biometrics is a scientific technology to recognize a person using their physical, behavior or chemical attributes. Biometrics is nowadays widely being used in several daily applications ranging from smart device user authentication to border crossing. A system that uses a single source of biometric information (e.g., single fingerprint) to recognize people is known as unimodal or unibiometrics system. Whereas, the system that consolidates data from multiple biometric sources of information (e.g., face and fingerprint) is called multimodal or multibiometrics system. Multibiometrics systems can alleviate the error rates and some inherent weaknesses of unibiometrics systems. Therefore, we present, in this study, a novel score level fusion-based scheme for multibiometric user recognition system. The proposed framework is hinged on Asymmetric Aggregation Operators (Asym-AOs). In particular, Asym-AOs are estimated via the generator functions of triangular norms (t-norms). The extensive set of experiments using seven publicly available benchmark databases, namely, National Institute of Standards and Technology (NIST)-Face, NIST-Multimodal, IIT Delhi Palmprint V1, IIT Delhi Ear, Hong Kong PolyU Contactless Hand Dorsal Images, Mobile Biometry (MOBIO) face, and Visible light mobile Ocular Biometric (VISOB) iPhone Day Light Ocular Mobile databases have been reported to show efficacy of the proposed scheme. The experimental results demonstrate that Asym-AOs based score fusion schemes not only are able to increase authentication rates compared to existing score level fusion methods (e.g., min, max, t-norms, symmetric-sum) but also is computationally fast.

The e-resources solve storage problems and control the flood of information. Print sources are being digitized. There is a great need to study the use of e-resources and investigate the factors that are a hindrance to their use. The present study is an attempt to examine the usage of electronic resources at IIT Delhi. The study confirmed that respondents were aware of the e-resources and various types of e-resources, e-database, and e-journals. The study recommended the improvement in the access facilities with high internet speed and subscription to more e-resources.

Academic and research organizations are the places where these technologies are actually ideated and/or invented. However, the process of technology transfer and its eventual successful commercialization covers many other facets, in addition to the scientific research alone. This study aims to draw attention towards certain policy gaps and thereby suggest plausible solutions for the improvement of technology transfer process in the Indian context.Design/methodology/approachHere, the authors present an extensive Web survey of technologies available for transfer/commercialization in 12 major Indian research organizations, namely, Indian Council of Agricultural Research (ICAR), Indian Council of Medical Research, Council of Scientific and Industrial Research, Defence Research and Development Organisation, Department of Atomic Energy, Department of Biotechnology, Indian Space Research Organisation, Indian Institute of Technology (IIT) Bombay, Indian Institute of Science Bangalore, IIT Delhi, IIT Kharagpur and IIT Kanpur.FindingsA total of 2,921 technologies were found to be available with respect to the above-mentioned organizations, with the highest of these in agricultural sciences and the maximum reported by ICAR.Research limitations/implicationsCertain significant policy interventions of this study include the need of a central framework for deposition, management and dissemination of institutionally developed technologies. More attention and support is required for the technologically less developed research areas, and there is a need for the promotion of funding mechanisms for the prototype development, in addition to the already available funding schemes for other stages of technology commercialization.Practical implicationsHence, the successful commercialization of the innovation from the Indian research labs requires the restructuring of the existing policies to eventually facilitate the economic growth of the nation.Originality/valueThis study discusses the major policy gaps of the Indian technology transfer process. For this, an extensive Web survey was carried out to enlist the various technologies available for transfer and commercialization in India from 12 major research organizations. The study presents the results and some major policy implications of the technology transfer and commercialization process in the Indian context.

Formal education has always been the principal model through which societies educate their young. Today, however, schools are seen as non-analytical and are being replaced by logic-based approach of competitive examinations. In India, the growth of shadow education, which is preponderant at the level of secondary education, is providing informal avenues through which the youth garner knowledge and skills. One such avenue is the private coaching for the Joint Entrance Exam to enter into the premier Indian Institute of Technology(s). The article draws on an exploratory study carried out in the city of Delhi and examines the credentialing strategies of IIT aspirants through Joint Entrance Exam coaching and how the pedagogical practices of coaching institutes influence the perceptions and proclivities of aspirants and their families towards school education. I also discuss the policy implications of such practices for formal schooling.

Abstract:
The Indian Institute of Technology (IIT) Madras was established between 1959 and 1974 with assistance of the Federal Republic of Germany, which was the largest West German enterprise in the field of technical education abroad. The support consisted of German experts for teaching and in setting up laboratories and workshops. In this article, I argue that the engagement of the Federal Republic at IIT Madras must be understood primarily as a political project. The Federal Republic saw itself in direct competition with the Soviet Union, but also with the USA and the UK, which in turn supported the establishment of the IITs in Bombay, Kanpur and Delhi. While West Germany’s engagement had initially been motivated by influencing India’s position on divided post-war Germany, this changed towards the end of the 1960s to the vested interest of German policymakers in long-term scientific and technical cooperation. The German assistance was reoriented, from workshop-based engineering education to setting up a technological research university. Planning and policy were guided by political premises, to which the educational and scientific aspects were subordinate, and German staff was controlled and restricted in its scientific freedom. The German faculty saw themselves confronted with implementing a project which had been politically predefined as a successful Indo-German collaboration, by establishing meaningful research and engineering training. As a case study, the article contributes to the important history of aid in technical educational as part of Westas well as East German development aid during the Cold War, which so far has received little if any attention among historians.

The security of people requires a beefy guarantee in our society, particularly, with the spread of terrorism throughout the world. In this context, palmprint identification based on texture analysis is amongst the pattern recognition applications to recognize people. In this article, the researchers investigated a deep texture analysis for the palmprint texture pattern representation based on a fusion between several texture information extractions through multiple descriptors, such as HOG and Gabor Filters, Fractal dimensions and GLCM corresponding respectively to the frequency, model, and statistical methodologies-based texture features. They assessed the proposed deep texture analysis method as well as the applicability of the dimensionality reduction techniques and the correlation concept between the features-based fusion on the challenging PolyU, CASIA and IIT-Delhi Palmprint databases. The experimental results show that the fusion of different texture types using the correlation concept for palmprint modality identification leads to promising results.

Biometric authentication is one of the most quickly increasing innovations in today's world; this promising technology has seen widespread use in a variety of fields, including surveillance services, safe financial transfers, credit-card authentication. in biometric verification processes such as gender, age, ethnicity is iris recognition technology is considered the most accurate compared to other vital features such as face, hand geometry, and fingerprints. Because the irises in the same person are not similar. In this work, the study of gender classification using Artificial Neural Networks (ANN) based on iris recognition. The eye image data were collected from the IIT Delhi IRIS Database. All datasets of images were processed using various image processing techniques using the neural network. The results obtained showed high performance in training and got good results in testing. ANN's training and testing process gave a maximum performance at 96.4% and 97% respectively.

Iris recognition, which is known to have outstanding performance among conventional biometrics techniques, requires a high-resolution camera and a sufficient amount of lighting to capture images containing various iris patterns. To address these issues, research is actively conducted on ocular recognition to include a periocular region in addition to the iris region, which also requires a high-resolution camera to capture images, indicating limited applications due to costs and size limitation. Accordingly, this study proposes an ocular super-resolution cycle-consistent generative adversarial network (OSRCycleGAN) for ocular super-resolution reconstruction, and additionally proposes a method to improve recognition performance in case that ocular images are acquired at a low-resolution. The results of the experiment conducted using open databases, namely, CASIA-iris-Distance and Lamp v4, and IIT Delhi iris database, showed that the equal error rate of recognition of the proposed method was 3.02%, 4.06% and 2.13% for each database, respectively, which outperformed state-of-the-art methods.

Automatic recognition of individuals is very important in modern eras. Biometric techniques have emerged as an answer to the matter of automatic individual recognition. This paper tends to give a technique to detect pupil which is a mixture of easy morphological operations and Hough Transform (HT) is presented in this paper. The circular area of the eye and pupil is divided by the morphological filter as well as the Hough Transform (HT) where the local Iris area has been converted into a rectangular block for the purpose of calculating inconsistencies in the image. This method is implemented and tested on the Chinese Academy of Sciences (CASIA V4) iris image database 249 person and the IIT Delhi (IITD) iris database v1 using MATLAB 2017a. This method has high accuracy in the center and radius finding reaches 97% for 2268 iris on CASIA V4 image and 99.77% for 2240 iris images on IITD, the speed is acceptable compared to the real-time detection speed and stable performance.

The ski jump, flight deck, hull, and superstructure of the carrier interact with the oncoming wind’s flow-field which creates a turbulent airflow behind the carrier. This ‘burble effect’ is very dangerous and has caused various mishaps in the past. To complement the work being undertaken at IIT Delhi to study the flow dynamics in the carrier environment, the present study investigates the effect of ski jump and superstructure on the flow around the generic aircraft carrier (GAC). Computational fluid dynamics (CFD) studies are undertaken to simulate the airwake and establish a baseline with the ski jump. Subsequently, further studies are carried out to analyse the sensitivity of the wake to changes in carrier geometry. The introduction of the ski generates a major proportion of turbulence encountered in the aft by the approaching pilot. This is reduced significantly by optimising ski jump geometry in various ways.

<span>The multibiometric recognition system considered more reliable than the unimodal biometric recognition system due to the addition of an extra information that increases the discrimination between the classes. In this paper, a multi-sample multi-instance biometric recognition system is proposed. The aim of the proposed system is to increase the robustness of the identification. the proposed system also addresses the overfitting to the train samples problem of a feature extraction algorithm, named 2-Dimensional Linear Discriminant analysis (2D-LDA). The samples in the proposed method are bootstrapped and the 2D-LDA performed on each group during the offline phase. While in the online phase, the tested class will be transformed into subspaces using different eigenvectors that obtained from different samplings, and the results matched with templates in the corresponding subspace. To evaluate the proposed method, two palmprint databases are used which are IIT Delhi Touchless Palmprint Database and PolyU palmprint database, and different rank-level fusion algorithms are investigated. The results of the proposed method show improvement in the identification rate.</span>

Alphonse Bertillon, who created a technique to identify a person by precise body measures, is credited with developing biometrics for the first time in Paris during the 1800s. Since then, biometrics have greatly aided in preserving human security and privacy. The proposed study offers a through investigation of the ear as a biometric system utilising a novel taxonomy. It also provides a detailed analysis of databases, performance evaluation criteria, and cutting-edge methodologies. This research work acquired 99.8% accuracy and 0.2% loss while training and testing the model. Convolution Neural Network (CNN) is used due to its proven accuracy in object detection. To achieve better results in large scale image recognition. The research has been supported with the datasets from Kaggle. As a benchmark for comparison, the database from IIT Delhi. The results show an enhancement over the existing techniques and act as a springboard for new ear biometrics researchers.

<p>Human recognition systems have gained great importance recently in a wide range of applications like access, control, criminal investigation and border security. Ear is an emerging biometric which has rich and stable structure and can potentially be implemented reliably and cost efficiently. Thus human ear recognition has been researched widely and made greatly progress. High recognition rates which are reported in most existing methods can be reached only under closely controlled conditions. Actually a slight amount of rotation and translation which is inescapable would be injurious for system performance. In this paper, a method that uses a transformed type of DCT is implemented to extract meaningful features from ear images. This algorithm is quite robust to ear rotation, translation and illumination. The proposed method is experimented on two popular databases, i.e. USTB II and IIT Delhi II, which achieves significant improvement in the performance in comparison to other methods with good efficiency based on LBP, DSIFT and Gabor. Also because of considering only important coefficients, this method is faster compared to other methods.<em></em></p>

Earthquake early warning (EEW) is considered one of the important real-time earthquake damage mitigation measures. The presence of seismogenic sources generating high seismicity in Himalayas and the cities of concern lying at appropriate distances makes Northern India a perfect case to be monitored using EEW systems. In the present study, an attempt has been made to estimate the lead times for Northern Indian cities for issuing early warning by using the EEW system deployed by IIT Roorkee in Central Himalayas. The instrumentation deployed at 100 locations between Uttarkashi and Chamoli has been used to estimate the lead time at six cities. The estimated lead time includes the time to reach S-wave after subtraction of the sum of P-wave arrival time at the station, time taken by EEW algorithm, transmission and processing delay. The study reveals that for Dehradun, Hardwar, Roorkee, Muzaffarnagar, Meerut, and Delhi the minimum calculated lead time is 5, 11, 20, 35, and 68 sec while the maximum lead time is 37, 36, 47, 59, and 90 sec, respectively. Such larger estimated lead times to these densely populated cities show that EEW can successfully work as one of the important real-time earthquake disaster reduction measures in Northern India.

Shelter is the most pressing need of the present times. Strategies to satisfy this need are urgently needed, particularly for the rural poor. Since eighty percent of the Indian population lives in the rural areas, the author tries to identify their demand for better houses and the required improvements in construction technology in rural India. This study is the result of a joint project of two institutes, i.e., Indian Institute of Technology (IIT) and Wissenschaftszentrum Berlin für Sozialforschung (Social Science Research Centre, Berlin) (WZB), based on a survey conducted in Tamil Nadu, India. The majority of the rural population covered by this study are landless labourers. The survey covered 300 households in 20 selected villages where 71 percent of the respondents were living in traditional katcha houses made of mud, bamboo, and palm leaves. The study concentrates on the poorest strata of rural society and collects information about socioeconomic properties such as income, occupation, education, energy, and water sources used by the respondents. The respondents were asked during the survey to reveal the household preferences for more living space, privacy, ownership, and availability of public services like piped water, electricity, sewerage system, etc. The analysis is based on 291 (out of 300) questionnaires (households schedule).

It is well-known that usually contact-based hand biometrics suffer from issues like deformation due to uneven distribution of pressure or improper placement on sensor, and hygienic concerns. Whereas, to mitigate such problems, contactless imaging is expected to collect the hand biometrics information without any deformation and leading to higher person recognition accuracy; besides maintaining hygienic and pandemic concerns. Towards this aim, in this paper, an effective multi-biometric scheme for person authentication based on contactless fingerprint and palmprint selfies has been proposed. In this study, for simplicity and efficiency, three local descriptors, i.e., local phase quantization (LPQ), local Ternary patterns (LTP), and binarized statistical image features (BSIF), have been employed to extract salient features from contactless fingerprint and palmprint selfies. The score level fusion based multi-biometric system developed in this work combines the matching scores using two different fusion techniques, i.e., transformation based-rules like triangular norms and classifier based-rules like SVM. Experimental results on two publicly available databases (i.e., PolyU contactless to contact-based fingerprint database and IIT-Delhi touchless palmprint dataset) show that the proposed contactless multi-biometric selfie system can easily outperform uni-biometrics.

During ARMEX-I several special observations were taken over Arabian Sea region and adjoining west coast of India, which gave an opportunity to study this region more thoroughly. To handle such voluminous data, ARMEX data center has been established at National Centre for Medium Range Weather Forecasting (NCMRWF), in collaboration with India Meteorological Department (IMD) and Indian Institute Technology (IIT), Delhi. One of the tasks of this center is to produce reanalysis for ARMEX period, utilizing these observations. It is essential to assimilate every observation from all available sources, especially over the data sparse oceanic regions for accurate determination of the three-dimensional structure of the atmospheric circulation. Before assimilating these data in global data assimilation system of NCMRWF, an attempt has been made to validate some of these data against observational facts from other sources. Upper-air observations (Digicora) from Dabolim, Goa have been compared with RS/RW observation of IMD, at Panjim, Goa. Though the trend in variations of all the meteorological parameters of these two stations is similar but there is a large difference in their absolute values. Reanalysis generated using the specially collected upper-air observations have been compared with the operational analysis of NCMRWF. The impact of these special observations on analysis and forecast system is found to be confined over the Arabian Sea region only in the lower troposphere. However, in the upper troposphere and stratosphere the impact is seen also over the equatorial Indian Ocean region.

The present study was aimed to provide an insight into the importance of a metalloproteinase involved in the pathological conditions of AKI and potentially is a unique target for therapeutic intervention during the disease; Meprin. The data obtained using literature search from PubMed and interaction networks analysis software STRING strongly support the concept that meprin acts as a major matrix degrading enzyme in the kidney, and thus creating an environment that leads to impairment in cellular function rather than cellular stability in response to AKI. The present study discerns the structure of meprin alpha subunit usingin silicotools SWISS-MODE, Phyre2 web server and identify the active site and critical amino acid residues in the active site using AADS (IIT Delhi), 3DLigandSite and DoGSiteScorer. Further it is documented that actinonin, a naturally occurring antibacterial agent as a pharmacologically active intervention for the metalloproteinase’s α subunit by blocking its active sites from the environment which was validated using molecular docking algorithms of SWISS-DOCK and FlexX.

Abstract Hydrogen plasma characterization was carried out in a large volume (dia∼ 1.0 m, h∼ 1.0 m) plasma chamber to evaluate the efficacy of production of uniform, large-area H- beam for fusion applications. Up to seven Compact ECR Plasma Sources (CEPS; Indian Patent #301583, Patentee: IIT Delhi) can be mounted on the top dome of the chamber (one in centre and six on a ∼60 cm dia circle). Axially poled permanent ring magnets provide the magnetic field for each CEPS and the total field in the chamber is the combined field of all CEPS. Separate experiments were conducted with: (i) six CEPS with opposite polarity on adjacent magnets, (ii) seven CEPS with identical polarity on all the magnets, and (iii) a single CEPS at the center. In case (ii) the field lines repel while for (i) a cusp field is formed between adjacent sources. For case (iii), one obtains a uniform plasma density over 35 cm radius (n ∼ 4 ϗ 1010 cm-3, Te ∼1-2 eV), ∼ 60 cm downstream (from central source mouth) with 400W power at ∼ 1-3 mTorr pressure, yielding ideal conditions for volume mode H- production over a large area. For case (ii), however, plasma from each source flows along its individual field lines, without forming uniform plasma down-tream. Whereas for case (i), because of cross-talk between adjacent sources, the system became unstable, giving oscillations in plasma formation and microwave reflected power. Hence, it appears that the single CEPS configuration is the most efficacious for large area H- generation.

This study looks at current issues with hydroponics, aeroponics, and aquaponics and explores if organic bioponics-based solutions are a viable alternative that is also sustainable. The study's findings emphasize the need of maintaining root health and nutrient delivery in aeroponic systems, monitoring water quality and striking a balance between the health of fish and plants in aquaponic systems, and maximizing resource utilization in both systems. The utilization of natural pest and disease management techniques and the sustainable use of resources are just two advantages of bioponics, according to comparative studies. The absence of organic food sources, inefficient insect control, and expensive upfront costs are cited as challenges. The development of various organic nutrient sources, optimisation of biological control agents, analysis of commercial feasibility and scalability, automation of processes, integration of technology, and environmental impact analysis are some future research objectives. This study demonstrates how bioponics may help progress environmentally friendly farming methods. By pursuing the suggested future research lines, scientists can further support organic farming methods, improve the effectiveness of food production, and lessen the influence of agriculture on the environment. By identifying low-cost organic material for Agri input development like that done in the year long trials done by VIRENXIA with IIT-Delhi, appropriate solutions for accelerating sustainable crop growth can be achieved. It also aims to create a virtuous cycle between society and an inclusive academic system, by providing knowledge and practices for emerging farmers and upgrading the capabilities of agriculture sectors, in responding to the development needs of rural India.

Initiated by two Indian Institute of Technology (IIT) Delhi students in 2010, the organization went on to be recognized for making leeway into the hitherto underserved need of blood security in India. The case describes BloodConnect's evolution with respect to different dimensions of blood shortages and the organization's acquisition of knowledge over the years. BloodConnect acted as a facilitator to bring multiple stakeholders, including potential donor segments, beneficiaries, hospitals, government and NGOs, on the same platform to collectively identify solutions, thereby increasing the ownership of each segment toward an issue of importance to the society. While the organization started gaining visibility and was on its way to making its operation structured, it desired to move beyond the confines of Delhi-NCR to raise the movement to the national level, but it was faced with challenges peppered with lack of resources, lack of funds, absence of a permanent leadership and complex dynamics between the multiple stakeholders. Donor dependency for funds and amateur management were the other major impediments for its sustenance. The case brings forth the major challenges threatening the very existence of the organization as it grappled to identify solutions that could provide revenue sustainability without dampening its mission of creating social value. The case is of relevance to social enterprises in the context of a developing nation as most of the low and middle income countries face similar challenges pertaining to blood security. In the present study, the respondents gathered the information through a structured questionnaire using the survey method. The questionnaires were distributed among 196 LIS professionals, and 171 filled-in questionnaires were collected personally and elicited 87.1%. The findings demonstrated that most LIS professionals are deficient regarding skills in burglar systems, electromagnetic security systems (ESS), access control system, quick response (QR) codes, biometric technology, content management systems, reference creation and management, R software in statistical package. On account of semi-professionals, it was revealed that they need to enhance ICT tool skills in digital library software, ESS, QR codes, biometric technology, content management system (CMS), reference management, and statistical software. The ICT tool skills will be at the centre of the necessary skills and fundamental to advancing learning skills, problem-solving, and critical, innovative, and systemic thinking towards improving their library services. The authors advocate that college libraries have to cross alongside technological adjustments that are taking location to continue to include value to higher learning establishments. AbstractIn a nine-year period 50 nasopharyngeal angiofibromas, of whom 13 had recurrent tumour, were treated surgically at the All India Institute of Medical Sciences, New Delhi. A new staging system according to the regions involved was used; 31 patients in whom the tumour was limited to the nasopharynx (Stage I) and those with superior spread into the ethmoid or sphenoid sinuses (Stage IIA) had their tumours removed by a transpalatal route, alone or in combination with other approaches. Tumours with lateral extensions into the pterygopalatine or infratemporal fossae or the cheek (Stage IIB), and those with simultaneous superior and lateral spread (Stage HI) underwent a transmaxillary excision (19 cases). In two of the three cases with intracranial extension (Stage IV), the tumour was removed successfully from below. There was no mortality. The usefulness of the transmaxillary approach, especially in recurrent cases, is emphasized. No adjuvant modalities were employed in this series and blood loss was acceptable.

Ministry of Law and Justice, Ministry of Corporate Affairs, Ministry of Agriculture and Farmers Welfare, Ministry of Commerce and Industry, Ministry of Housing and Urban Affairs and Ministry of Consumer Affairs, Food and Public Distribution that are situated in Delhi by way of collecting their qualitative and quantitative data on aforesaid parameters which could be directly related to their overall development. There are various studies on various types of government libraries however no study on ministerial libraries of the government of India has been done before. The research was designed through a structured questionnaire that aimed at collecting information about the overall collection, management, and functions of the libraries and subsequently, the librarians or heads of selected libraries alongwith their staff were approached for collection of the data specific to the structured questionnaire. Findings of the study show that these libraries are lacking professional skilled staff as well as the unavailability of adequate ICT components. Furthermore, there is a lack of proper information services which is hindering their overall development. Since these libraries are special libraries in nature and consists of a rare and useful collection related to their respective Ministry, hence, evaluation and study of these libraries to know their developmental status will be helpful to the library users.

In using technology in the classrooms, the efficiency of the teachers is directly proportional to the outcomes it follows. In the present study, the researcher tried to study the impact of ICT on the achievement level (in Mathematics Education) of elementary teacher trainees in Delhi and their opinions about using ICT in the classroom. The elementary teacher trainees of Delhi were the sample population for the current study. The opinions from various teacher educators, parents and teacher trainees were collected. The qualitative and quantitative data collected from different stakeholders were analysed and synthesised. It was found that the learning of all trainees was improved through the use of ICT in the classroom. However, the high achievers were more benefited than the low achievers. Moreover, trainees think that the use of technology in their classrooms has a positive impact on their academic scores, and they find learning easy with the use of technology. Trainees did not accept the positive role of technology in the learning of co-curricular subjects. Further, trainees with better technological infrastructure availablein institutes performed better on achievement tests. Despite having better technological infrastructure, trainees do not like the idea of total dependency on ICT with the 'no teacher in class’ method. They preferred and voted for the active role of educators in the classrooms.However, parents (mainly mother) consider that ICT has a positive impact on trainees’ learning. The interviews with teacher educators concluded that the trainees' basic writing, reading, calculating etc., were improved significantly by using ICT. However, they refused to accept any pedagogical advantage of using computers/overhead projectors in the teacher training programme.

<p class="a"><span lang="EN-US">This longitudinal, qualitative and Delphi technique-designed research study sought a reasonable consensus for identifying and prioritizing the best and most appropriate Web 2.0/3.0 nonlinear visual tools that can revolutionize the educational processes of thinking, teaching, learning, and leading in the digital knowledge age. The study also sought reasonable agreement on the criteria to measure the educational success of these new breeds of information and communication technology (ICT) tools. The results were very promising. The Delphi ICT experts, 80 personnel in total, reached significant agreement on the issues that were carefully deliberated in this study. The Delphi participants prioritized a list of the most relevant, reliable, and appropriate Web 2.0/3.0 nonlinear visual tools that can enhance the educational processes of thinking, teaching, learning, and leading in the digital knowledge age. Additionally, the participants recognized and prioritized certain criteria (i.e., measurements, standards, factors, benchmarks, and principles) that can assess and measure the success of Web 2.0/3.0 nonlinear visual tools and any ICT platform from educational perspectives. No significant differences were found among the Delphi subgroups when inferential statistics were performed. The qualitative nature of the Delphi technique research design, the deployment period, and the capability of examining a large sample size of ICT experts all notably helped in strengthening the statistical significance, reliability, and confidence in the collected data. The findings of this study comply with the postulated assumptions. These results can assist academics, educators, instructional technology leaders, practitioners, administrators, and policy and decision makers in ascertaining and defining appropriate solutions to educational challenges.</span></p>

Information and Communication Technology (ICT) has the potential to address critical considerations within rural advisory service (RAS) networks, specifically, getting the right information to audiences in a timely and appropriate manner. ICTs are technologies that facilitate knowledge and information sharing. For RAS networks, ICTs can be an important tool to ensure that both explicit and tacit information is shared with network members with the anticipated benefit of increased capacity of the network. Although the importance of ICTs are well documented within the literature, there are limited guidelines for what specific network capacities in ICT use are needed to better provide support for RAS providers to fulfill their responsibilities. Using the Delphi process, a panel of 31 experts from 24 countries arrived at consensus on 51 specific ICT use capacities associated with effective RAS networks. The results of the research provide a practical framework for RAS providers and networks to develop ICT use related capacity building and tactical planning activities. Purpose – The purpose of this paper is to find out about the collection development and management in the public libraries governed by the government or its agencies in Delhi and compare them with the international standards for public libraries. Design/methodology/approach – In all, Delhi has three chains of public libraries namely Delhi Public Library (DPL), like Hardayal Municipal Public Library (HMPL) and New Delhi Municipal Council (NDMC) public libraries. The librarian/heads of selected branches were approached with a structured questionnaire aimed at collecting information on the collection development and managements in these libraries and selected branches. The data were then analysed and interpreted. Findings – It was found that with the advent of ICT and its impact on the society, it is evident that the public libraries are not making the desired effort to reach out to the public and make it more appealing to the users. The main problem with the library remains to be the lack of membership. A few initiatives have been taken, but still there were not many digital services being provided by these public libraries in the present day digital environment. Research limitations/implications – The study was limited to the public libraries within the physical region of Delhi only. Practical implications – The evaluation sheds light on the existing scenario of public libraries in Delhi and may contribute in their future development. Social implications – With the acceptance of the international standards as suggested in the study, the public libraries in Delhi would be better able to provide information resources and services to the masses. The better learned masses make the society more advanced. An information rich society would thus lead to an overall growth and development of the state. Originality/value – There have been many studies in the past on DPL but none have intended to cover other public libraries chains like HMPL and NDMC public libraries which are governed by the government or its agencies and are established with aim of imparting information to the population of Delhi. Also, a similar the comparison with international standards was never done earlier.

Las actitudes negativas y el desinterés del profesorado parecen ser dos barreras que frenan la integración de las TIC en el sistema educativo. En educación física, además, faltan instrumentos específicos para estudiar y valorar estas variables. El objetivo del trabajo fue desarrollar y validar, por el método Delfhi, un cuestionario para conocer las actitudes y el interés del profesorado de educación física por las TIC atendiendo a la edad y al género. Posteriormente se aplicó a una muestra representativa de 145 docentes de enseñanza primaria de Valencia y área metropolitana. Los resultados indicaron que el cuestionario poseía una fiabilidad y validez adecuadas para estudiar dichas variables, confirmando la existencia de actitudes más positivas entre el profesorado joven respecto al de mayor edad. También revelaron que las actitudes funcionan como predictoras positivas del interés por las TIC y que la edad se relaciona negativamente con las actitudes. Estos hallazgos animan a profundizar en el estudio de las variables sociodemográficas en relación al uso de las TIC, pues su medición es clave para orientar los procesos de formación inicial y permanente del profesorado.Abstract. Negative attitudes and the lack of interest among teachers seem to be two of the main barriers to the integration of ICT in the educational system. In subjects such as physical education, there is a lack of specific instruments assessing teachers’ attitudes and interests towards ICT. The objective of this study was employ the Delphi method to develop and validate by age and gender a questionnaire to measure PE teachers’ attitudes and interest towards ICTs. Subsequently, the survey was applied to a representative sample of 145 primary school teachers from the city of Valencia and its metropolitan area. The results indicated that the questionnaire had good reliability and validity. Findings also showed that there are more positive attitudes among younger teachers than among the older ones. Moreover, the results showed that attitudes were positive correlates of ICT interest and that teachers’ age was negatively related to attitudes towards ICT. The present findings suggest the importance for future research to delve into sociodemographic variables in relation to the use of ICT.
