Abstract:
In most of the time information does not work in an isolate form and it always belongs to one context, making relationships with other entities. Legislative and legal information, in a certain way, is characterized by their high degree of relationships. Laws, bills, legal cases and doctrine are connected by several forms, creating a rich network of information. Efforts done for the organization of information generate artificial models that try to represent the real world, creating systems and schemes of concepts used in the classification processes and indexing of information resources. This research had the main objective of proposing a Generic Model of Relationship (GMR), based in a simple constructs which permitted the establishment of relationships between concepts and information units. In the conception of GMR were used Ingetraut Dahlberg’s Theory of Concept and the models CIDOC CRM (ISO 21.117:2006), FRBROO and Topic Maps (ISO 13.250:1999). The identification of relationship and the characteristics of information units in a legal domain were collected in the project "Coletânea Brasileira de Normas e Julgados de Telecomunicações", using the methodology of Action Research. Besides the development of GMR and its application in the legislative and legal information domains, the research also contributed with the definitions of one identification system of documents versions and a new meaning for the term “information unit”.

Abstract:
The scientific communication is suffering considerable alterations so much in its process as in its structure and philosophy. The open archives and open access initiatives are contributing significantly for the undoing of the traditional model of scientific communication and for the construction of a new disaggregated model and with interoperability, fairer and efficient to disseminate the research results and like this, the knowledge generated by the scientific communities. However, due to the progresses of the information and communication technologies, not only the structure and the flow of the scientific communication is suffering considerable alterations, as well as the own concept and support of the scientific documents. This has been generating the need of the development of tools to optimize the organization, description, exchange and information retrieval processes, besides the digital preservation, among others. Highlight that the MARC format it has been allowing per decades the description and the exchange of bibliographical and cataloging registrations to the institutions, favoring the access to the contents informacionais contained in several collections. However, with the exponential growth of information and of the documents generation (above all digital), this has been demanding larger flexibility and interoperability among the several information systems available. In this scenery, the XML markup language is presented as one of the current developments that has as purpose to facilitate and to optimize the administration, storage and transmission of contents through Internet, it being incorporate for several sections and areas of the knowledge for the handling easiness and operational flexibility. Front to that, an exploratory study of theoretical analysis was accomplished, identifying the adaptation of the MARCXML format in the construction in ways of descriptive representation for information resources in open archives, as a complex and flexible standard of metadata, that will make possible the interoperability among information systems heterogeneous, besides the access to the information. As result of this research, It's considered that MARCXML is an appropriate format for description of data in a complex structure. It’s ended that the measure that increases the complexity of the documents in the repositories and open archives, plus it’s justified a structure of metadata, as the MARCXML format, that support the description of the pecificities of the informational resources, once this initiative is not and nor it will be if restricting to scientific documents, but expanding the other types of informational resources more and more complex and specific, also demanding an appropriate description for the specificities of the bibliographical entities.

Abstract:
This thesis deals with metadata management in libraries. It examines to what extent the tools KNIME and Catmandu can be used to support libraries in typical tasks of metadata management. The technical developments in the field of metadata have become more complex due to the multitude of formats, interfaces, and applications. In order to prepare and use metadata, information about the suitability of different programs is needed. KNIME and Catmandu are both theoretically analyzed and practically tested. For this purpose it is examined, among other things, how the documentation is designed, and which data formats and interfaces are supported. Typical tasks like filtering, analysis, content enhancement, and data enrichment will be tested. The work shows that both tools have different strengths and weaknesses. Catmandu's strength is an easier introduction into the program and a variety of options for using library data formats and interfaces. An advantage of KNIME is that after an initial familiarization many problems can be solved quickly and special features are made available for numerous cases.

Abstract:
The development of Semantic Web includes not only new technologies like web service, search engines, ontologies but also different worlds like librarianship and other disciplines that for hundred of years have been working with knowledge organization (KOS). This thesis focuses the attention on this type of tools: the rapid growth of means and digital contents on the Web has increased the needs to organize the immense size of information. Tools for knowledge organization like thesauri, taxonomies, concept schemas are fundamental for the birth and the development of the Semantic Web. In this thesis it comes taken in consideration and analyzed one emergent technology candidate to become soon standard recommended from the W3C: SKOS. The standards are taken in consideration that discipline the construction of thesauri, existing technologies are analyzed and some simple examples are modeled. Moreover other alternative instruments are analyzed for the knowledge organisation system, and some real applications based on the SKOS framework are introduced. Abstract:
This report explores the IFLA’s document Functional Requirements for Bibliographic Records (FRBR). It discusses the notion of work in cataloguing as it was built since the 1950s, inasmuch this notion constitutes the conceptual framework for the proposal. Also, the entity-relationship database modeling (ERDM) system is described as far as such model provides to FRBR the operative elements that make it functional. ERDM gives to FRBR a user-centered approach as well. In its third chapter, the report tests the FRBR model through its application to a set of items belonging to the novel Rayuela, by Julio Cortázar, held at the Benson Latin American Collection of the University of Texas at Austin. Finally, some critical issues are raised along with general conclusions regarding the functionality of the model

Abstract:
This MSc dissertation thesis focuses upon two main issues. First issue is to review the international practices on FRBRization with special interest on clustering procedures. Second issue is to study the effectiveness of these procedures on Greek library catalogs. The study begins with a short history review of library catalogs aiming to designate the reasons which led to conceptual models such as the FRBR. A brief analysis of the FRBR follows emphasizing on the changes they bring on the methods with which library catalogs are structured along with other changes. In Chapter 3, the study attempts a rather holistic approach on the international FRBRization practices in addition to clustering procedures. The fourth chapter of the study discusses the implementation of the international clustering procedures on Greek metadata. To fulfil this part of the research it was considered necessary to elaborate on Greek catalogs’ existing metadata. This task helps mainly on reporting the problems which seem to affect the clustering procedure overall. The chapter continues with recommendations for modifications and adjustments of the existing international clustering techniques in order to match special needs and features of Greek catalog structures. This will lead to delivering better FRBRization results of Greek metadata. The fifth chapter concludes the study and is divided in two main sections. The first section presents the problems and objections regarding the FRBRization and the ways it is currently put into practice. The second section reviews briefly the hands-on effort of implementing international FRBRization techniques on Greek metadata. Results show that it is a prerequisite for the FRBRization procedure in Greek catalogs to take into consideration their special features. But even then the effectiveness of the FRBRization techniques already reported in the international bibliography is not fully proved with the Greek catalogs.

Abstract:
The purpose of the study was to investigate social tagging practice in science book context. In addition, it identified the usefulness of social tags as supplementary of controlled vocabulary to enhance the use of library resources. More specifically, this study examined to know to what extent the social tags match with controlled vocabulary, and whether or not any additional perception is provided by social tags to improve the accessibility and information retrieval in a digital environment. In both cases, the social tags were considered with respect to the appropriateness to the specific book. For the successful implementation of social tagging in library systems, there is a need to understand how users assign social tags to library collections, what vocabularies they use and how far the social tag relates to controlled vocabulary. This understanding can help libraries to decide on how to implement and review the social tagging. This study used a combination of both qualitative and quantitative research approaches. The LibraryThing website and Library of Congress Subject Headings were considered as a research site. Social tags have been collected from the LibraryThing website and LCSHs has been considered as controlled vocabulary. Twenty books from the science genre have been chosen purposefully. The sample has further been considered to include only those books that have also been available in the Library of Congress catalogue. Ten books have been taken from the academic group and the remaining were from the non-academic group. This study took into consideration only those social tags that occurred at least twice. A coding system has been developed to pull together all the similar social tags for further analysis. In the coding system, four broad categories have been defined, e.g., Social tags that match exactly with LCSHs, Social tags that match partially with LCSHs, Social tags that reflect bibliographic information and social tags that are user specific information. The last three categories were further sub-categorized. It is found that there is a clear difference between assigning expert created subject terms and social tagging practice to library books. Cataloguers assigned relatively few terms per book through the use of restricted and established vocabulary following firm rules, whereas, the end users enjoyed liberty with unlimited terms. More than fifty percent of social tags matched with expert created subject headings. The frequency of use of the social tags that matched with LCSHs terms was higher than the non-matched ones. The expert created subject headings were highly ranked in the social tags' lists, where end users more frequently assigned social tags that represented broader or narrower terms than the cataloguers’ assigned subject headings. In addition, the social tagging represented other aspects that could not be either covered within the strict subject headings assigned rules or cataloguing rules. Such diverse impressions can be seen as an access point to the same library collections according to users’ interest and opinions. This study revealed that as a standalone tool neither the controlled vocabulary nor the social tagging practice can work like a satisfactory information retrieval tool. A hybrid catalogue with combining both LCSHs and social tags would give its patrons the best of both worlds in terms of access to materials. This kind of practice may give more significant outcome for local research or university libraries where the users are more concentrated on a defined number of disciplines. Adapting users’ views in addition to controlled vocabulary through social tags may increase the efficiency of information retrieval process in library OPAC. This study implied both qualitative and quantitative support for the use of social tags in the library OPACs. The findings support many of the previous theories proposed in literature about social tagging and LCSHs. The qualitative analysis of social tags disclosed the diverse way of looking at the library resources by the end users in addition to subject descriptors.

The Ministry of Agriculture, Livestock and Fisheries of Argentina is part of the Open Government initiatives since 2016 when the administration issued the Decree 117 “Data Opening Plan” that instructs the Executive Branch to create an Open Data Plan so that its dependencies share their datasets through the national portal. In this context, the ministry’s library can join this trend identifying and publishing its own datasets that reflect the library activities and services. This approach can serve as an inspirational model for other government libraries. These actions might trigger more and better engagement with the community, increased visibility, and improved integration in this challenging scenario.

Open access movement is increasingly expanding from scientific publications to research data. Initiatives to make research data broadly accessible and fully available for reuse are emerging from a variety of stakeholders at international and European scale – states, funding agencies, publishers and scientific communities themselves. Research data openness is achieved through different policies, technical and legal mecanisms, but also lie on good data management practices. While France is beginning to get into the Open research data movement, it is important to consider that data policies are also needed at university level. Librarians have a serious part to play in leading on institutional data policy, understanding researchers needs and helping in metadata creation. Open access to research data is thus a unique opportunity for librarians to redesign their connection with scientific communities inside research institutions.

Abstract:
FRBR is a conceptual model for the bibliographic universe and aims to simplify browsing in online library catalogues with special regard to users' needs. The data format still in use in the Austrian Library Network is MAB2. Bibliographic records are created according to the rules for alphabetic cataloguing in academic libraries. In 2009 Primo was implemented – a software which is capable of normalizing bibliographic records for front-end display. This Master Thesis wants to highlight the possibilities in Primo for metadata display in accordance with FRBR and the problems occurring in this regard, illustrated by bibliographic records describing Franz Kafka's "Der Process" ("The trial"). The analysis focuses on three aspects: the concept of "work", expressions as valid entities and aggregates respectively multipart monographs. A short introduction into the FRBR model is followed by the attempt to create an ideal FRBR tree for the different manifestations of Kafka's "The trial". Problematic aspects within the model itself are highlighted. Subsequently bibliographic records from the Austrian Cooperative Catalogue are analyzed in order to show the FRBR capability of MAB2 and beyond that to explain the FRBR key options in Primo. Some limitations of FRBRizing MAB2 in Primo have been made particularly apparent: The data in MAB2 records is not consistent enough to enable catalogue displays in accordance with FRBR. Moreover, the possibilities of clustering works and facets may improve browsing for library users, but not as FRBR would propose.

The thesis describes a possibility to transform data in XML for the library search engine ALBERT. The data consist of information on journal holdings managed in the Electronic Journals Library (EZB = Elektronische Zeitschriftenbibliothek) and of information about new journal articles, which can be subscribed via the service JournalTOCs. The first part of the text shall explain what a library search engine is. Therefore the till then used catalog interfaces and reasons for the turn to the use of search engines are described. Then the tools, which are used for the transformation are shortly characterised: Xpath, XSLT and Apache Ant. On this basis the transformation prozess is explained in the last part of the text.

Abstract:
The effect of the information overload verified after the advent of the Web, in the 90s, has become a concern for researchers as to the capability of the users in the process of acquisition and utilization of relevant and useful contents. Scientific communication, in its informal as well as in its formal aspect, represented mainly by scientific periodicals, faces the same problem, since it also suffers with the influence of the advancements caused by the information and communication technologies. Distinctively, a growth in the scientific electronic periodical headings is verified, as a consequence of the agility in the electronic publication process, what leads to the increase of the bibliographical production. This way, the use of filters is becoming more and more required, what allows a selective dissemination of contents for specialized users, according to their real needs. Inserted in this context, the present research focusses on the study of the potential of an emergent technology: the RSS (Rich Site Summary, RDF Site Summary or even Really Simple Syndication), intended to the aggregation and distribution of digital contents. As an inquisitive study, the main objective was to perceive the possible applications of this resource in the scope of scientific communication, especially as to the aspect of dissemination. Additionally, a comment about the advantages and barriers of the technology is made, as well as the ways by which formats RSS have been employed in the academic field. Besides the analysis of pertinent literature, a study of informational behavior of a group of Information Science researchers involved with the process of scientific communication in order to test the viability of the proposal technology. Complementing the research, the creation of a prototype of an aggregation of thematic contents service is described as to illustrate the functionalities of the technology. The obtained results indicate a fertile and propitious field for implantation of the RSS in the studied context, suggesting an increase of the visibility of scientific information, besides the integration with other technological resources, such as databases, digital libraries and repositories.

Abstract:
Based on bibliography analysis, we discussed about the photograph as a document and the relationship between it, memory and the identity. We mined eleven works (theoretical and experiences reports) that discuss about photograph’s description and, based on works of Kossoy (1989), Smit (1989, 1996 and 2011) and Padilha e Café (2014), we propound a model of representation for the collection of 7.761 photographs, which have been amassed by the 67º Grupo Escoteiro Hongwanji for 45 years of existence. For the suggested model’s elaboration, we identified the relations of the use between the group’s members and their photography records, considering that we believe all the information system must be thinking according to their users. Furthermore, we thinking about the possibilities of persistence of the proceedings proposed too, without the necessity of specialist, therefore it is a simple and a cheap model. We present yet some recommendations of conservation and preservation for analog and digital photographs, considering the institution’s possibilities too. Last we indicated possibilities for the analysis’ unfolding about the theme.

Under the supervision of Giovanni Bergamin, Mauro Guerrini and Chiara Storti, the thesis aims to test the potentialities of using the software and the data model of Wikibase for the publication of bibliographic data as LOD, to provide them with the interoperability that MARC formats do not support. As case study we have selected a limited number of UNIMARC elements and a sample of records from the OPAC of the Biblioteca Nazionale Centrale di Firenze. We have operated a syntactical restructuring of each UNIMARC element (in agreement with Giovanni Bergamin, Cristian Bacchi, New ways of creating and sharing bibliographic information: an experiment of using the Wikibase data model for UNIMARC data, «JLIS.it», vol. 9, n. 3, 2018) and a mapping of them with many other ontologies (RDA, BIBFRAME, Dublin Core and Schema.org). The goal is to evaluate the impact of this transformation of bibliographic data in order to optimize their visibility on the semantic web.

Abstract:
The open access movement seeks to make as many scientific publications as possible freely available on the internet. In order to achieve this goal, besides establishing online journals which are free of charge, it follows the strategy of self-archiving. According to this strategy, scientists are required to make their peer-reviewed journal publications available in digital repositories while complying with copyright regulations. Meanwhile,such repositories have been established by many universities and research institutes. However, recent studies have shown that most academics do not make their publications available. In order to motivate scientists to deliver their publications to repositories and to record metadata, it is important that repositories provide an added value for scientists and that recording metadata about their studies becomes easier. The current study explores which quality criteria metadata must fulfill so that repositories can become an efficient tool for scientists and academics. In addition, it is argued that repositories must provide more extensive services and better interconnectedness to achieve this goal. I first discuss published findings from quantitative and qualitative surveys, which were conducted among scientists, to propose conceivable service models. After presenting general quality criteria for metadata, I illustrate how such criteria may be applied in repositories. Furthermore, functional requirements for the single elements of metadata are outlined. Finally, I describe procedures that should be introduced to decrease the efforts required by scientists as far as possible in recording metadata of their publications.

Abstract:
The topic of the thesis is the characterization of the state and development of museum digital information on websites. The thesis analyses the present state of the museum web presentations in the Czech Republic in 2000–2004. It finds out the incommensurate position of museum libraries and suggests the use of their information potential in the scope of museum institutions. The paper gives a solving suggestion that can help the museums in reorganizing information flows and in creating a basis for better offering of the information services. -- In the second part it presents selective projects in the sphere of foreign museum digital information flows. The possibilities and trends of further development are indicated by the exemple of the cooperation between the museum community and the digital libraries represented by the OAI and attempts for new information systems based on ontological foundations, their cooperation and the development indicated. In conclusion the necessary conditions for the improvement of the present state of Czech museum information services and for the successful development of proving digital informations using ICT are being listed.

The objective of this thesis is a section design of biographical data from a digital inter-operable library named VESTIGIUM. With this aim, we carried out an in-depth study on the regulation, technology and current projects concerning the information of persons, which we here refer to as biographical data or authority control. We therefore analysed the current level of name authority control, right from the first conceptualisations back in the 19th century, and the usual settings in which this type of data appears: libraries, archives and museums (LAM). We then analysed the current aspects of the new universe in which these abstract entities operate, since they can appear in multiple environments for different uses throughout the World Wide Web. This is the reason why the analysis becomes complex and limited, since authority records may be treated differently according to the context and use. The working method consists of both literature review techniques and fieldwork which aim to find information systems that operate with authority control on the internet as well as cases of use of linked data (LD). The creation of a regulatory framework in terms of name authority data in the scope of archives –International Standard Archival Authority Record For Corporate Bodies, Persons and Families (ISAAR (CPF)) and Encoded Archival Context – Corporate Bodies, Persons and Families (EAC-CPF)-, libraries and information science –Functional Requirements for Authority Data (FRAD), Guidelines for Authority Records and References (GARR), MARC 21 Format for Authority Data, Resource Description and Access (RDA), MARCXML, Metadata Authorities Description Schema (MADS)-, and in the implementation world of recommendations for metadata from the World Wide Web Consortium (W3C) –Dublin Core Metadata Initiative (DCMI), Resource Description Framework (RDF), Friend to Friend (FOAF), RELATIONSHIP, and BIO- have enabled us to create a prototype that acts as grounds for the inter-operability of biographical data, ensuring visibility at international level. Likewise, the formats of export defined according to the rules and standards of the application actually enable data exchange, taking into account that the use of technologies from the Semantic Web allows the integration of data originating from various systems. The data model proposed in author´s table with contextual information complies with the four basic principles defined by Berners Lee for the publication of linked data. The benefits achieved by using the semantic regulation on the table are the following: improvements in the process of obtaining links between entities semantically similar or related, vocabularies of values, groups of metadata elements or data groups that originate from different sources which in turn also provide this kind of data.

Information is an intrinsic element to human relations. When transmitted or stored in digital media, it needs to be well described so it can be efficiently retrieved, accessed and interpreted by society. Among the themes of interest to society today, agrobiodiversity is a broad concept that involves organisms and ecosystems related to agricultural production and crops. For computational systems, the representation of information produced about agrobiodiversity can be done with metadata. However, the existing metadata standards do not fully include the representation of some concepts of agrobiodiversity, as in the Darwin Core (DwC) standard. The aim of this research was to present principles for the creation of an extension of metadata for the DwC standard, having as scope the ecological interactions in the context of agrobiodiversity. To achieve the research aim, the methodology, characterized as exploratory, qualitative, applied and descriptive, was divided into two stages: 1) exploration of methodological and terminological inputs; 2) terminological definition and metadata modeling. The execution of the first stage of the methodology was organized into four substeps: a) systematic analysis of the literature on ecological interactions; b) analysis of the main core of DwC terms; c) analysis of the extensions to the DwC metadata standard; d) correlated terminological analysis of the classes of the model , DwC and concepts of ecological interactions. The first substep resulted in a conceptual model on ecological interactions; the second substep resulted in the translation of the definitions of the terms of the main core of the DwC and respective analyzes; the third substep presented a summary of the content of the metadata extensions developed for DwC in other projects; and, finally, the fourth substep consisted of analyzing in a correlated manner the classes of the model, which was developed by Embrapa in order to organize information on agrobiodiversity, the DwC term classes and their extensions and the conceptual model of ecological interactions. The second stage of the methodology resulted in three metadata elements, created to represent the interaction of parasitism, represented as a metadata record in Extensible Markup Language (XML). It is considered that the greatest contribution of this research was to present a set of methodological principles for the creation of an extension of metadata for the representation of ecological interactions in the context of agrobiodiversity, which can foster improvements in agricultural practices, which are important for the entire community. society, as well as for the field of information science studies.

The elaboration of an ontology on the subject of typhus in Mexico, 1904-1977, arises from the need for knowledge representation systems that allow the organization of information taking into account data of the document content and, therefore, allow its recovery considering these data as access points. The current information organization systems implemented in traditional libraries are very general and are adequate to the structure of a current scientific publication, taking into account the most common data, such as title, author (mention of responsibility), date of publication, etc. However, historical information systems require a more specialized treatment of the information and, in the absence of a generalized structure of the scientific text, they need to consider other data to form a genealogy of the formation of the scientific discourse, as is the case of the Historical Atlas of Mexican Science.

The document management system of the IVAC, implemented over a full-text DBMS, is not able to properly register data of film copies filed in each of its records. It neither allows to navigate simultaneously through different types of item. In this paper the causes of the problem are analysed; and it has been designed a procedure involving data extraction, analysis, and conversion to a relational database, which will allow to represent data accurately. The designed procedure is easy to be repeated. The result is a web application for consulting filmographic fund.

Automatic classification of text documents refers to the computerized allocation of class numbers from existing classification schemes to natural language texts by means of suitable algorithms. Based upon a comprehensive literature review, this thesis establishes an informed and up-to-date view of the applicability of automatic classification for the subject approach to electronic documents, particularly to Web resources. Both methodological aspects and the experiences drawn from relevant projects and applications are covered. Concerning methodology, the present state-of-the-art comprises a number of statistical approaches that rely on machine learning; these methods use pre-classified example documents for establishing a model - the "classifier" - which is then used for classifying new documents. However, the four large-scale projects conducted in the 1990s by the Universities of Lund, Wolverhampton and Oldenburg, and by OCLC (Dublin, OH), still used rather simple and more traditional methodological approaches. These projects are described and analyzed in detail. As they made use of traditional library classifications their results are significant for LIS, even if no permanent quality services have resulted from these endeavours. The analysis of other relevant applications and projects reveals a number of attempts to use automatic classification for document processing in the fields of patent and media documentation. Here, semi-automatic solutions that support human classifiers are preferred, due to the yet unsatisfactory classification results obtained by fully automated systems. Other interesting implementations include Web portals, search engines and (commercial) information services, whereas only little interest has been shown in the automatic classification of books and bibliographic records. In the concluding part of the study the author discusses the most significant applications and projects, and also addresses several problems and issues in the context of automatic classification.

Prevailing science is undergoing a change process in which different actors, norms and contexts are leading to a radically different way to discover and research, e-science. From the point of view of information, this new paradigm touches everything: resources, processes and outcomes, thus it is an imperative to know the construction of these new architectures of knowledge regarding issues such as access, opening or closing them. In this paper we approach to the cyberinfrastructure of the Large Hardon Collinder, LCH from the Centre Européenne pour la Recherche Nucléaire, CER,N and we do it, from the focus of the open science, ‘openness’, movement under construction which we try to inquire the scaffolding of their epistemology (knowledge as a common resource and public domain). For this we deconstruct, at first, the regulations at CERN, trying to trace its mesopolitics and discourse, its understandings and ways of conducting science in this current context. And ultimately, following other sociologists of science, we approached at a local research group from a Spanish university, part of the LHCb from the CERN collaboration to see how are shaping to these models of per-production, its reading, practices and behaviors in relation to issued / ignored discourses by the collaboration.

Subject of this diploma thesis are portal solutions for the presentation of electronic collections, including a market review and criteria for the acquisition decision from heilbronn business school´s point of view. In this thesis the heilbronn business school is presented and relevant basic conditions for the implementation of a portal solution are considered. Within the second part, the thesis focuses on the analysis of the term „portal“ and points out the features and elements of portal solutions. In the following the results of an interview with comparable universities are presented and a market review, introducing portal vendors and their portal solutions, is presented. Important aspects for the acquisition of a portal solution, relating to heilbronn business school´s perspective, are developed in the last part of the thesis. Finally an acquisition recommendation is given.

The high positions are the political base of the public administration in our country. The citizen knows them fundamentally, through the means, but this image provides a fragmented vision. The websites of the administration offer complete information about them and their competencies, but as a snapshot, of the corresponding legislature. So where is the map of the political power of an administration throughout its history? Nowhere. The dispersion of this information, so significant, and the lack of understanding may be acting to the detriment of the transparency of governments. The interest of the citizens in the politics and in the actions of the politicians supposes a social change in which the maximum is the transparency and the accessibility to the information of public character in a clear and organized form. The project proposes to build an automated methodology and a prototype of a graph based on this information from unstructured sources that is useful for citizenship and administration in order to relate and organize the information of the Generalitat Valenciana. The model with the data that support it will be released for later reuse and adaptation to other administrations.

Public procurement in Spain accounts for about 20% of the country's Gross Domestic Product. The large amounts of money that are moving in this area and the growing social concern about knowing what the public money is invested forces administrations to adopt measures on transparency and openness of public data. It is in this profile, in which this work is framed, on the one hand, does the public know how transparent the public administration is, and on the other hand, the administration knows what the optimal characteristics for each contract? The obstacles to comparing this type of information are based on the lack of details of the contracting portals, the different categorizations, the normative plurality and, in short, the difficulty of access to information. The information of the tenders is mostly published in the different portals of contracting of the Autonomous Communities, in addition to the national portal of public sector contracts. Even so, there remains a great difficulty of access and understanding. These evidences demonstrate that the development of this project will be relevant for the target audience. In a bid for the transparency of public administrations, the re-use of bidding data and public sector contracts and the improvement of access to information by citizens, proposes the creation of a technological tool capable of making comparisons between contracts and find the existing relationships. An advance of this project was presented to "Challenges Contribute 2017: The value of the data for the Administration" being selected as one of the ten finalists in Phase I of the 45 projects presented. Phase II of the Challenge will be held in the month of October of this same year.

The study examines preconditions to adopt semantic web technologies for a novel specialized medium of scholarly communication that – also interdisciplinary – enables the synchronicity of publication and knowledge representation on the one hand and the dynamic bundling of assertions on the other hand. Therefore it is first of all necessary to determine a concept of „(scholarly) publication“ and of neighbouring concepts. These considerations are fertilized by theories that can be related to the radical constructivism. Therefrom derives a critique of the mainstream of knowledge representation that resigns to being not able to represent the dynamics of knowledge. Finally the study evinces a conceptual outline of a technical system that is built upon the known concept of nanopublications and is called „scholarly network“. The increased effort while publishing in the scholarly network is outweighed by the benefits of this publication medium: It may help to render research outputs more precisely as well as to raise their connectivity through reducing the complexity of assertions. Beyond that it would generate an openly accessible and finely structured discourse archive – a wide participation provided.
