Abstract:
Metalearning algorithm learns the base learning algorithm, targeted for improving the performance of the learning system. The incremental delta-bar-delta (IDBD) algorithm is such a metalearning algorithm. On the other hand, sparse algorithms are gaining popularity due to their good performance and wide applications. In this paper, we propose a sparse IDBD algorithm by taking the sparsity of the systems into account. Thenorm penalty is contained in the cost function of the standard IDBD, which is equivalent to adding a zero attractor in the iterations, thus can speed up convergence if the system of interest is indeed sparse. Simulations demonstrate that the proposed algorithm is superior to the competing algorithms in sparse system identification.

Adaptive array processing technology for a phased array radar is usually based on the assumption of a stationary environment; however, in real-world scenarios, nonstationary interference and noise deteriorate the performance of the traditional gradient descent algorithm, in which the learning rate of the tap weights is fixed, leading to errors in the beam pattern and a reduced output signal-to-noise ratio (SNR). In this paper, we use the incremental delta-bar-delta (IDBD) algorithm, which has been widely used for system identification problems in nonstationary environments, to control the time-varying learning rates of the tap weights. The designed iteration formula for the learning rate ensures that the tap weights adaptively track the Wiener solution. The results of numerical simulations show that in a nonstationary environment, the traditional gradient descent algorithm with a fixed learning rate has a distorted beam pattern and reduced output SNR; however, the IDBD-based beamforming algorithm, in which a secondary control mechanism is used to adaptively update the learning rates, showed a similar beam pattern and output SNR to a traditional beamformer in a Gaussian white noise background; that is, the main beam and null satisfied the pointing constraints, and the optimal output SNR was obtained. Although the proposed algorithm contains a matrix inversion operation, which has considerable computational complexity, this operation could be replaced by the Levinson–Durbin iteration due to the Toeplitz characteristic of the matrix; therefore, the computational complexity could be decreased to O(n), so additional computing resources are not required. Moreover, according to some intuitive interpretations, the reliability and stability of the algorithm are guaranteed.

Abstract:
We examine the relation between the presence of an independent director who is a blockholder (IDB) and corporate policies, risk-taking, and market valuation. After accounting for endogeneity, firms with an IDB have significantly (1) lower levels of cash holdings, payout and research and development (R&D) expenditures, (2) higher levels of capital expenditures, and (3) lower risk. The market appears to value IDB presence and the associated decrease in dividend yield. About 75% of the IDBs in our sample are individual investors, who drive most of our results. Our findings suggest that IDB presence plays a valuable role in shaping some corporate policies and allocating corporate resources.

During epitaxial lateral overgrowth, the lateral polarity inversion of c-GaN domains from Ga to N polarity, triggered at the boundary of an SiO2 mask pattern, resulted in inversion domain boundaries (IDBs) forming preferentially on the \{11{\overline 2}0\} plane, although the formation energy of IDBs on the \{1{\overline 1}00\} plane is known to be lower than that on the \{11{\overline 2}0\} plane. A model that takes a geometrical factor into consideration can explain this preferential tendency of IDB formation on the \{11{\overline 2}0\} plane, and computational simulations based on the proposed model are consistent with experimental results. In contrast with the vertically upright IDBs observed in N-to-Ga polarity inversion, vertically slanted IDBs were formed in some samples during the inversion from Ga to N polarity. These polarity inversions, which appeared to randomly occur on the mask pattern, turned out to be triggered at the mask pattern boundaries.

Abstract:
Abstract Image segmentation is a critical step in computer-aided diagnosis that could speed up Leukemia detection. Leukemia is a cancer of the blood that has a reputation for being particularly lethal. Based on the immunohistochemical method, the leukocytes can be manually counted in a stained peripheral blood smear image to detect Acute Lymphoblastic Leukemia (ALL). Regrettably, the manual diagnosis process takes about 3 to 24 hours to complete, which is insufficient. This paper introduced a new and straightforward ALL image segmentation approach based on color image transformation. First, Leukemia, ALL-IDB1, ALL-IDB2, and ALL image datasets were used in this paper. The Leukemia dataset includes 208 ALL-IDB1 and ALL-IDB2 images, while The ALL dataset has 3256 images. Next, we use the HSV model to transform ALL images. In addition, we modified the HSV model by pre-processing the saturation channel for better results. Then, the pre-processed images were segmented based on a fixed threshold. After that, various metrics are utilized to measure the output of the proposed method. Finally, the proposed methodology is compared to currently used benchmarks. The proposed method outperforms previous approaches regarding accuracy, specificity, sensitivity, and time. In addition, results show that the proposed technique improves performance measures significantly.

Abstract:
We find that the presence of independent directors who are blockholders (IDBs) in firms promotes better CEO contracting and monitoring, and higher firm valuation. Using a panel of about 11,500 firm-years with a unique, hand-collected dataset on IDB-identity and a novel instrument, we find that firms with IDBs have lower excess CEO pay, lower flow and stock of CEO equity incentives, and higher valuations. These effects are substantial and robust. Our findings imply that by making it easier for blockholders to obtain a board seat, proxy access rules or bylaws can benefit shareholders.

Abstract:
Insider deviant behavior (IDB) in information security (IS) poses significant threats to public and private organizations. To enhance our understanding of IDB, we conducted a systematic review of existing literature, analyzing theories from the fields of criminology (e.g., Deterrence Theory), sociology (e.g., Social Control Theory), and psychology (e.g., Neutralization Techniques) utilized in IS research on IDB. We identified 46 theories from these disciplines, which we categorized into four main groups: psychological and behavioral, organizational, sociocultural, and decision-making. Additionally, we classified their constructs into eight key factors. Further, ten IDBs frequently studied in IS were identified. Our analysis identified relationships among these theories emphasizing shared concepts that improve our comprehension of IDB. These relationships and their implications for theory and practice are discussed offering insights into the multifaceted nature of insider deviance and the diverse theoretical lenses through which they can be examined. This review not only consolidates existing knowledge but also lays the groundwork for future research in effectively addressing insider deviant behavior.

The practical importance of the research is to clarify the practical relevance of IDB financing strategies by shedding light on how they affect economic growth and sustainability. The results of the research - this study also confirms that IDB financing has a transformative effect, demonstrates positive results in economic growth, and adheres to project sustainability and sustainability goals. The originality and scientific novelty of the research - this study contributes to the academic discourse by offering a nuanced examination of the role of IDBs in infrastructure financing. In addition, the study provides new perspectives by examining the response of the IDB to the challenges posed by the COVID-19 pandemic, highlighting the need for digital infrastructure and healthcare development.

Les polymères de coordination poreux, plus communément connus comme des MOF « Metal-Organic Frameworks » sont une classe émergente de matériaux poreux formés par assemblage d’ions métalliques et de ligands organiques. En raison de leurs structures et propriétés, les MOF ont suscité un grand intérêt pour un large éventail d’applications, principalement au stockage et à la séparation des gaz, à la catalyse, à l’optique, au stockage d’énergie…. L’un des principaux avantages de ces matériaux repose sur la possibilité de moduler, voire améliorer leurs propriétés par la fonctionnalisation. La fonctionnalisation de ces matériaux s’effectue en grande majorité par voie chimique humide qui présente souvent quelques contraintes, notamment la durée des réactions, le coût énergétique…. Les travaux présentés dans ce mémoire concernent l’étude de la fonctionnalisation de ces matériaux par une voie chimique sèche, en l’occurrence par un traitement plasma de type décharge à barrière diélectrique en régime impulsionnel (I-DBD). À notre connaissance, aucun procédé de fonctionnalisation des MOF par plasma n’a encore été étudié dans la littérature. L’objectif principal de cette thèse est d’étudier la fonctionnalisation de ces matériaux par DBD par greffage de groupements amines. Une étude paramétrique des conditions de décharge DBD a permis de déterminer les paramètres/conditions de la décharge DBD les plus favorables à la production de radicaux azotés dans le plasma. Ainsi, cette production est favorisée par l’utilisation d’un plasma de NH3 comparativement aux plasmas N2/H2 ou Ar/N2/H2. En outre, les conditions de décharges optimisées pour réaliser des traitement DBD en régime impulsionnel en NH3 sont comme suit ; une tension de 6 kVp-p, une fréquence de 4 kHz, une distance inter-électrode de 3 mm et une pression de 104 Pa. Une première étude de pré-fonctionnalisation de l’acide téréphtalique a montré l’efficacité du procédé DBD à greffer des groupements a mines sur le ligand de pontage. Ces travaux se sont poursuivis avec l’étude approfondie du traitement par plasma DBD de deux MOF : MOF-5 à base de zinc et le MIL-53 à base d’aluminium. Ces investigations ont mis en évidence l’instabilité du MOF-5 vis-à-vis de l’ammoniac, mettant ainsi en exergue l’importance de travailler avec des cations trivalents, voire tétravalents pour faire des traitements plasma en NH3. Le traitement DBD du MIL-53 Al a prouvé une fonctionnalisation réussie par d’insertion par substitution d’un carbone par un azote au sein du ligand organique, ce qui ouvre la possibilité d’utiliser cette voie pour fonctionnaliser d’autres MOF. Finalement, l’analyse des propriétés texturales et d’adsorption d’hydrogène à température ambiante et pression atmosphérique ont montré une amélioration de la quantité d’hydrogène stockée dans le MIL-53 Al traité par DBD, qui reste faible mais ce résultat est prometteur pour développer des matériaux permettant d’avoir une capacité d’adso rption plus importante aux conditions environnementales de pression et de température
Porous coordination polymers, more commonly known as MOFs "Metal-Organic Frameworks", are an emerging class of porous materials formed by the assembly of metal ions and organic ligands. Due to their structures and properties, MOFs have attracted great interest for a wide range of applications, mainly in gas storage and separation, catalysis, optics, energy storage…. One of the main advantages of these materials lies in the possibility of modulating or even enhancing their properties through functionalization. The functionalization of these materials is mostly carried out by wet chemical process that often presents some constraints like the duration of the reactions, the energy cost…. The work presented in this thesis concerns the study of the functionalization of these materials by a dry chemical method, in this case by a plasma treatment using an impulse dielectric barrier discharge (I-DBD). To the best of our knowledge, no method of functionalization of MOFs by plasma has yet been reported in the literature. The main objective of this thesis is to study the functionalization of these materials by DBD by grafting amino groups. A parametric study of the DBD discharge conditions made it possible to determine the most favorable DBD discharge parameters/conditions to produce nitrogen radicals in the plasma. Thus, this production is favored using an NH3 plasma compared to N2/H2 or Ar/N2/H2 plasmas. In addition, the discharge conditions optimized for carrying out DBD treatment in pulsed regime in NH3 are as follow: a voltage of 6 kVp-p, a frequency of 4 kHz, an inter-electrode distance of 3 mm and a pressure of 104 Pa. A first study of pre-functionalization of terephthalic acid showed the effectiveness of the DBD process in grafting amine groups onto the organic ligand. This work continued with the in-depth study of the DBD plasma treatment of two MOFs: zinc-based MOF-5 and aluminum-based MIL-53. These investigations have highlighted the ins tability of MOF-5 with respect to ammonia, thus highlighting the importance of working with trivalent or even tetravalent cations to carry out plasma treatments in NH3. The DBD treatment of MIL-53 Al has proven successful functionalization via insertion by substituting a carbon atom with a nitrogen one within the organic ligand, which opens the possibility of using this pathway to functionalize other MOFs. Finally, the analysis of the textural and hydrogen adsorption properties at room temperature and atmospheric pressure showed an improvement of the amount of hydrogen stored in the MIL-53 Al treated with DBD. Although this amount remains low, these results are promising to develop materials with a higher adsorption capacity at room temperature, or even at atmospheric pressure

Le projet SYNERGY (ANR) dans lequel s’inscrit ma thèse se donne pour objectif long terme d’optimiser les propriétés de sorption et de désorption d’un matériau poreux (e.g. MOFs) en rassemblant et couplant dans un seul et même matériau différents mécanismes de sorption, à la fois physique et chimique. Pour ce faire, deux types de procédés plasmas sont retenus : le premier ayant pour but de fonctionnaliser la surface dudit matériau et le second d’imprégner dans son volume des éléments métalliques réagissant positivement au stockage de l’hydrogène. Dans le but de mettre en place de tels procédés plasmas, il est alors nécessaire de s’intéresser au milieu plasma qui représente le réservoir des espèces actives et dont l’interaction avec le matériau détermine le résultat final. Ainsi, les objectifs qui soutiennent mes travaux de thèse reposent sur le développement de régimes impulsionnels hautes tensions transitoires sub-microsecondes et la compréhension de leur impact sur la dynamique du plasma associé à de tels procédés. La première est de type décharge à barrière diélectrique qui opère en régime impulsionnel, à haute pression (> 104 Pa) et en gaz d’ammoniac pur, source d’espèces aminées pour la fonctionnalisation. L’observation de cette décharge iDBD en ammoniac pur montre pour la première fois l’obtention d’une décharge stable en mode diffus. Par ailleurs, Les différents résultats obtenus par imagerie rapide et par E-FISH fournissent des pistes quant à l’obtention de ce mode. La seconde est un nouveau régime de décharge haute tension et sub-microseconde nommé FHiVI², opérant à basse pression (1 Pa). Conçu et breveté au cours de ma thèse, l’objectif d’un tel régime est l’amélioration du taux d’ionisation lors de procédés plasmas tout en limitant les phénomènes de rétro-attraction des ions générés à la cathode, phénomène courant dans le cas des procédés de pulvérisation assistée par plasma. Couplé avec un régime HiPIMS, les tous premiers résultats de ce nouveau régime FHiVI² indiquent qu’il peut permettre au minimum doubler le taux d’ionisation par rapport au régime HiPIMS
The long-term aim of the SYNERGY project (ANR), in which my thesis is involved, is to optimize the sorption and desorption properties of a porous material (e.g. MOFs) by combining and coupling different sorption mechanisms, both physical and chemical, in a single material. To achieve this, two types of plasma processes are used: the first to functionalize the surface of the material, and the second to impregnate its volume with metallic elements that react positively to hydrogen storage. To implement such plasma processes, it is necessary to focus on the plasma medium, which represents the reservoir of active species, and whose interaction with the material determines the final result. Thus, the objectives underlying my thesis work are based on the development of sub-microsecond transient high-voltage pulse regimes and understanding their impact on the plasma dynamics associated with such processes. The first is a dielectric barrier discharge (iDB) operating in a pulsed regime, at high pressure (> 104 Pa) and in pure ammonia gas, providing amino species for functionalization. Observation of this iDBD discharge in pure ammonia shows for the first time that a stable discharge can be obtained in diffuse mode. In addition, the various results obtained by fast imaging and E-FISH provide clues as to how this mode can be achieved. The second is a new high-voltage, sub-microsecond discharge regime called FHiVI², operating at low pressure (1 Pa). Designed and patented during my thesis, the aim of such a regime is to improve the ionization rate during plasma processes, while limiting the back-attraction of ions generated at the cathode, a common phenomenon in plasma-assisted sputtering processes. Coupled with a HiPIMS regime, the very first results from this new FHiVI² regime indicate that it can at least double the ionization rate compared with the HiPIMS regime

RESUMO: A paracoccidioidomicose (PCM) é uma micose sistêmica causada pelo fungo dimórfico Paracoccidioides brasiliensis. Está entre as infecções fúngicas mais frequentes da América Latina, sendo o Brasil o país de maior endemicidade, com maior prevalência na região Sudeste. O diagnóstico considerado por muitos autores padrão-ouro para a PCM é o encontro de células fúngicas sugestivas de Paracoccidioides brasiliensis no Exame Microscópico Direto (EMD) de escarro ou outros espécimes clinico, como raspado de lesão, aspirado de linfonodos, biopsia, etc. As provas sorológicas têm grande importância, complementando ou substituindo o exame micológico no diagnóstico/prognóstico da doença. O objetivo do presente estudo foi comparar dois desses testes sorológicos para PCM: a imunodifusão dupla (IDD) e o ensaio imunoenzimático ELISA. A metodologia foi estabelecida comparando-se títulos de anticorpos obtidos de três grupos de pacientes: 142 amostras de soros de 83 pacientes com PCM (Grupo I), 49 doadores saudáveis (Grupo II) e 13 pacientes com IDD positiva para outras micoses pulmonares: 11 com histoplasmose e 2 com aspergilose (Grupo III). Nossos resultados mostraram que a 8 (9,6%) e 5 (6,0%) dos pacientes com PCM foram falso negativo ao teste de IDD e ELISA, respectivamente. Dentro do grupo de pacientes saudáveis, não houve casos de falso positivo na IDD, porém, 5 (10,2%) amostras foram positivas com títulos baixos no ELISA. Entre os 13 pacientes com outras micoses, o ELISA mostrou que 10 (77,0%) foram positivos enquanto a IDD não apresentou nenhum caso de reação cruzada. A sensibilidade do ELISA (93,9%) foi um pouco superior ao da IDD (90,3%). A especificidade do ELISA calculada como base o controle saudável e os pacientes com outras micoses foi 89,7% e 23,1%, respectivamente. A IDD mostrou uma especificidade de 100% para ambos os casos. Os valores preditivos positivos e negativos foram de 100% e 83,8% para IDD e de 88,5% e 90,3% para ELISA, respectivamente. Individuals with intellectual and developmental disabilities (IDD) are prone to certain diseases in their lifetime, such as osteoporosis. Absorption of calcium is essential to maintaining good bone health and preventing osteoporosis. This study examined primary care providers’ (PCPs) choice of calcium supplementation, as well as type of calcium supplementation, and the relationship between variables in the IDD population. Ten PCPs were asked to complete a 14-question web-based survey, with five surveys completed. Calcium citrate was the preferred supplement among respondents at 50%. Retrospective data was collected from patient records and included type of calcium supplement prescribed, bone density test results, and other variable factors. The type of calcium supplement prescribed did not affect bone density results in subjects with IDD. There was a weak significance between calcium supplement type and gender and vitamin D. It is of modest benefit to include vitamin D with calcium supplementation to enhance calcium absorption.

Social climate is defined as a set of long-standing features which impact upon the people within the environment, such as the restrictions of the setting and staff-patient relationships. Chapter 1 introduces the social climate research and highlights gaps in the literature. Chapter 2 presents a systematic review of the literature of social climate in forensic mental health services and the links to aggression. Chapter 3 critiques the Essen Climate Evaluation Schema (EssenCES; Schalast, Redies, Collins, Stacey, & Howells, 2008), a social climate measure commonly-used in the United Kingdom. Chapter 4 examines the perceptions of social climate among offenders with Intellectual Developmental Disabilities (IDD) using the EssenCES, and the views of staff working with them via focus groups together with using an adapted version of the Attitudes To Prisoners scale (ATP; Melvin, Gramling, & Gardner, 1985). Whilst no significant relationships were found between patient and staff questionnaire ratings and the frequency of incidents, the staff focus groups highlighted that factors such as inadequate staff training, inconsistent working practices, and patients being inappropriately placed in certain environments had an impact upon patient behaviours. Chapter 5 draws together the findings from the previous chapters and implications for research and practice are discussed.

A paracoccidioidomicose (PCM) é uma micose sistêmica causada pelo fungo dimórfico Paracoccidioides brasiliensis. Está entre as infecções fúngicas mais frequentes da América Latina, sendo o Brasil o país de maior endemicidade, com maior prevalência na região Sudeste. O diagnóstico considerado por muitos autores padrão-ouro para a PCM é o encontro de células fúngicas sugestivas de Paracoccidioides brasiliensis no Exame Microscópico Direto (EMD) de escarro ou outros espécimes clínicos, como raspado de lesão, aspirado de linfonodos, biopsia, etc. As provas sorológicas têm grande importância, complementando ou substituindo o exame micológico no diagnóstico/prognóstico da doença. O objetivo do presente estudo foi comparar dois desses testes sorológicos para PCM: a imunodifusão dupla (IDD) e o ensaio imunoenzimático ELISA. A metodologia foi estabelecida comparando-se títulos de anticorpos obtidos de três grupos de pacientes: 145 amostras de soros de 83 pacientes com PCM (Grupo I), 49 doadores saudáveis (Grupo II) e 13 pacientes com IDD positiva para outras micoses pulmonares: 11 com histoplasmose e 2 com aspergilose (Grupo III). Nossos resultados mostraram que 8 (9,6%) e 5 (6,0%) dos pacientes com PCM foram falso-negativos ao teste de IDD e ELISA, respectivamente. Dentro do grupo de pacientes saudáveis, não houve casos de falso positivo na IDD, porém, 5 (10,2%) amostras foram positivas com títulos baixos no ELISA. Entre os 13 pacientes com outras micoses, o ELISA mostrou que 10 (77,0%) foram positivos enquanto a IDD não apresentou qualquer caso de reação cruzada. A sensibilidade do ELISA (93,9%) foi um pouco superior ao da IDD (90,3%). A especificidade do ELISA calculada como base o controle saudável e os pacientes com outras micoses foi 89,7% e 23,1%, respectivamente. A IDD mostrou uma especificidade de 100% para ambos os casos. Os valores preditivos positivos e negativos foram de 100% e 83,8% para IDD e de 88,5% e 90,3% para ELISA, respectivamente. A acurácia dos testes também foi calculada: a IDD teve 94,4% e o ELISA 86,2% de acurácia.
Paracoccidioidomycosis (PCM) is a systemic mycosis caused by the dimorphic fungus Paracoccidioides brasiliensis. It is among the most common fungal infections in Latin America, with Brazil being the country of highest endemicity, mainly in the Southeast part. The diagnosis considered by many authors as gold standard for the PCM is the finding of suggestive yeast cells of Paracoccidioides brasiliensis in the Direct Microscopic Examination of sputum or other clinical specimens, such as scraping the lesion, lymph node aspirate, biopsy, etc. The serological tests are of great importance, since they complement or replace the mycological examination in the diagnosis / prognosis of the disease. The aim of this study was to compare two serological tests for PCM: a double immunodiffusion (IDD) and Enzyme-Linked Immunoabsorbent Assay (ELISA). The methodology was established by comparing antibody titers obtained from three groups of patients: 145 serum samples from 83 patients with PCM (Group I), 49 healthy blood donors (Group II) and 13 patients with IDD positive for other pulmonary mycoses: 11 with histoplasmosis and 2 with aspergillosis (Group III). Our results showed that eight (9.6%) and 5 (6.0%) of patients with PCM were false negative to the IDD and ELISA tests, respectively. In the group of healthy patients, no cases of false positive in IDD were observed; however, 5 (10.2%) of samples were positive with low titers in ELISA. Among the 13 patients with other mycoses, the ELISA showed that 10 (77.0%) were positive while the IDD tests did not show any case of cross-reaction. The sensitivity of the ELISA (93.9%) was slightly higher than the IDD (90.3%). The specificity of the ELISA calculated basing on the healthy control and patients with other mycoses was 89.7% and 23.1%, respectively. IDD showed 100% of specificity for both cases. The positive predictive and negative predictive values were 100% and 83.8% for IDD and 88.5% and 90.3% for ELISA, respectively. The accuracy of the tests was also calculated: the IDD was 94.4% while ELISA was 86.2%.

L’obiettivo di questo lavoro è l’analisi e l’interpretazione giuridica degli effetti nel mercato assicurativo europeo, con ovvi sviluppi nelle legislazioni nazionali, conseguenti all’approvazione della nuova direttiva riguardante la distribuzione assicurativa, ovvero la Direttiva 2016/97/UE del Parlamento europeo e del Consiglio, denominata “Direttiva IDD”. L’acronimo IDD sta ad indicare l’espressione Insurance Distribution Directive, ossia la disciplina della distribuzione assicurativa in generale. Si fa riferimento alla nozione di “distribuzione”, in alternativa a quella di “intermediazione” assicurativa impiegata dalla precedente direttiva 2002/92/CE (“IMD”: Insurance Mediation Directive), poiché raggruppa tutti i soggetti che procedono alla vendita dei prodotti assicurativi, ampliando la cerchia dei destinatari delle disposizioni in questione. Dopo una breve introduzione concernente il cambiamento normativo negli ultimi anni del panorama assicurativo europeo, innanzitutto in questo elaborato si evidenziano le fasi dello sviluppo normativo riguardante gli intermediari assicurativi in Italia. In seguito, questo studio delinea e riassume le novità principali frutto della nuova direttiva “IDD”, la quale ha modificato, integrato e sostituito la direttiva precedente; quest’ultima, infatti, risulterà definitivamente abrogata dal 1 ottobre 2018. A fronte degli attuali e considerevoli cambiamenti che stanno interessando il settore della distribuzione assicurativa a livello europeo, infine, il presente lavoro si propone di approfondire l’analisi del recente schema di Decreto Legislativo, approvato in esame preliminare dal Consiglio dei Ministri lo scorso 8 febbraio 2018, diretto a dare attuazione in Italia alla già citata Direttiva n. 2016/97/UE; la materia in esame è comprensibilmente mutevole e di ampia portata e si può facilmente ipotizzare che tale tema costituirà, nel prossimo futuro, uno dei principali leitmotiv dell’attività assicurativa.

The modified deep hole drilling technique (iDHD) has been developed to allow near yield residual stresses to be measured and has been validated for axisymmetric residual stress fields. In the present investigation, the application of the iDHD technique was extended to non-axisymmetric stress fields. First, a finite element simulation of the iDHD technique was carried out to demonstrate its effectiveness at measuring near yield residual stress. Experimental measurements were then carried out on shrink fit specimens to investigate the performance of the technique in practice. These shrink fit specimens were assembled in such a way that either axisymmetric or non-axisymmetric stress fields could be generated. The results indicated that the iDHD technique is capable of measuring non-axisymmetric residual stresses in presence of plasticity.

This paper presents design and construction details of two types of slab track installed at the Facility for Accelerated Service Testing (FAST), near Pueblo, Colorado. Direct fixation slab track (DFST) and independent dual block track (IDBT) were installed on a 5-degree curve with 4-inch superelevation. The slab track test section was 500 feet long, consisting of 250 feet of DFST and 250 feet of IDBT. The slab track test section was designed to support 39-ton axle load train operations, while maintaining track geometry for high-speed track standards.

Abstract:
The objective of this report is to assess the full and effective implementation of the Bank's support to Haiti in the wake of the 2010 earthquake, in fulfillment of the mandates of IDB-9, which included full debt forgiveness, delivery of concessional resources in 2010, and expansion of the Bank's Grant Facility to provide Haiti US$200 million per year for a period of 10 years (2011-2020), subject to annual approval by the Governors. The evaluation confirms that the financial mandates included in IDB-9 have been fulfilled. The Bank wrote off Haiti's debt and transferred resources to the Grant Facility to approve grants to the country over the amount previously established, for US$231.6 million in 2010. In 2011 and 2012, the Bank transferred US$200 million per year in Ordinary Capital resources to the Grant Facility. The Bank financed a program for an amount that exceeded the transfers made, totaling US$231.0 million in 2011 and US$228.0 million in 2012. As regards the Bank's role in catalyzing resources from other donors, there were intense efforts, and the Bank leveraged US$136 million in the period 2010-2012. That figure, however, is somewhat lower than for the period preceding the earthquake and the annual amounts received have fallen. Coordination of international donors has proven inadequate, given the challenges facing the country and the management and execution capacity of the Haitian government. In this context, the Bank's sector coordination work in some key sectors is both recognized and valued. The intervention strategy adopted by the Bank emphasized long-term efforts in the sectors where it had been operating, rather than reconstruction, and had very ambitious targets given the limited management capacities of the Government of Haiti. Execution problems, such as poor designs and preinvestment studies, combined with low execution and supervision capacity in executing units, limited the results of these programs. New programs for development in the northern hub, along with institutional support at the sectoral level, involve risks that need to be addressed in a timely manner to ensure results in the long term. Meanwhile, the urgent need for approval and disbursement of US$200 million each year for 10 years does open up new opportunities for establishing a long-term country strategy, but is hindered by the slow, complex process of institution building. The result is pressure on specialists from the Bank and in the country, and this does not necessarily lead to disbursements or to effective efforts to overcome the problems of Haitian society. Haiti remains a major challenge for the IDB, and international coordination is vital if progress is to be made in overcoming the country¿s urgent problems of poverty and low economic growth. In this regard, OVE believes that the effectiveness of the Bank's actions in Haiti will depend on assessing the constraints associated with country's fragile condition, redefining sector targets and outcomes in line with the context, and paying special attention to reconstruction efforts. Abstract:
This approach paper defines the objective, scope, and methodology for the Office of Evaluation and Oversight's (OVE) stocktaking of Private Finance Mobilization (PFM) at the Inter-American Development Bank Group (IDBG or the Group). This work is included in OVE's 2022-2023 Work Program (document RE-574-1) to address the interest of the IDB and IDB Invest Executive Boards in exploring the Group's experience of mobilizing private finance. This stocktaking will be delivered at a time when the IDBG and its shareholders are looking for innovative ways to mobilize additional financing to support Latin America and the Caribbean (LAC) and meet the Sustainable Development Goals (SDGs). Furthermore, this exercise takes place in a context where the IDBG is developing its new institutional strategy, and IDB Invest is preparing a capitalization proposal, both to be delivered to Governors in the 2024 Annual Meeting.
