Abstract:
When the UN Security Council (UNSC) created the International Tribunals for the former Yugoslavia (ICTY) in 1993, and Rwanda (ICTR) in 1994, it had in mind that the Tribunals were ad hoc and should have a brief life, enough only to bring to justice those responsible for serious violations of international humanitarian law in those countries. In 2010, as a part of the Completion Strategy, the UNSC established the Mechanism for International Criminal Tribunals as a new ad hoc body, with the purpose of making sure that the Tribunals conclude their missions timely and successfully. The ICTR was officially closed on 31 December 2015. The ICTY will finish its work at the end of 2017. In this article is the analysis of the cases decided by the ICTY in 2015, providing the relevant facts of each case, the reasoning and the decision issued.

Abstract:
Chapter 3 is the second chapter dedicated to the technological imperative stage of the political communication cycle (PCC). It focuses on the technological component of political communication revolutions (PCRs) and addresses how the cost, rate of diffusion, and perceived benefits of each new information and communication technology (ICT) affects its political utility. In other words, chapter 3 evaluates how new ICTs become politically viable. A politically viable ICT does not enter American politics without active choices made on the part of political actors who try to use these new tools in innovative ways. All widely diffused ICTs do not share wide-scale political utility. As a result, some ICTs—like mass-marketed newspapers, radio, television, and the internet—have had a major impact on communication practices broadly and political communication innovations specifically, while others like the telephone and telegraph have transformed social communication but not political communication.

Abstract:
Created in 1993, the International Criminal Tribunal for the former Yugoslavia (ICTY) has operated longer than any war crimes tribunal in history. It thus offers a singularly important case study of how and why the local impact of an international criminal tribunal (ICT) evolves over time; the circumstances in which international justice can advance the normative, reparative, and other aims of transitional justice; and, more generally, the goals ICTs are either well-suited or unlikely to advance. The book explores the ICTY’s impact in Serbia, whose wartime leader plunged the former Yugoslavia into vicious ethnic conflict, and Bosnia-Herzegovina, which experienced searing atrocities culminating in the Srebrenica genocide, over the life of the Tribunal. It focuses on the Tribunal’s impact in three spheres: victims’ experience of justice; official, elite, and community discourses about wartime atrocities, as well as official gestures of acknowledgment; and domestic accountability processes, including the work of a hybrid court in Bosnia. While highlighting the perspectives of Bosnians and Serbians interviewed by the author, the book incorporates a rich body of interdisciplinary research to deepen their insights.

Abstract:
This chapter examines recent historical trends to better understand how the massive restructuring of the information and communications technology (ICT) sector sparked a shift into networks in capitalist development. Profound technical and institutional changes in the ICT industry, which lies at the epicenter of an emerging digital capitalism, caused commodity chains that had seemed stable to buckle and recompose. The result was not uniform growth but ragged unevenness: expansionary dynamism alongside devastation. This chapter discusses how communications and information processing became the largest sectoral source of demand for ICTs and whether this major axis of change around computer networks revived the growth prospects of the wider political economy. It also considers a series of developments that radically enlarged the interoperable internet during the late 1980s and 1990s.
