Abstract:
The overall aim of the study was to investigate barriers to online professional information seeking, use and sharing occurring within the NHS in England, their possible effects (upon education, working practices, working lives and clinical and organisational effectiveness), and possible explanatory or causative factors. The investigation adopted a qualitative case study approach, using semi-structured interviews and documentary analysis as its methods, with three NHS Trusts of different types (acute - district general hospital, mental health / community, acute – teaching) as the nested sites of data collection. It aimed to be both exploratory and explanatory. A stratified sample of participants, including representatives of professions whose perspectives were deemed to be relevant, and clinicians with educational or staff development responsibilities, was recruited for each Trust. Three non-Trust specialists (the product manager of a secure web gateway vendor, an academic e-learning specialist, and the senior manager at NICE responsible for the NHS Evidence electronic content and web platform) were also interviewed. Policy documents, statistics, strategies, reports and quality accounts for the Trusts were obtained via public websites, from participants or via Freedom of Information requests. Thematic analysis following the approach of Braun and Clarke (2006) was adopted as the analytic method for both interviews and documents. The key themes of the results that emerged are presented: barriers to accessing and using information, education and training, professional cultures and norms, information governance and security, and communications policy. The findings are discussed under three main headings: power, culture, trust and risk in information security; use and regulation of Web 2.0 and social media, and the system of professions. It became evident that the roots of problems with access to and use of such information lay deep within the culture and organisational characteristics of the NHS and its use of IT. A possible model is presented to explain the interaction of the various technical and organisational factors that were identified as relevant. A number of policy recommendations are put forward to improve access to published information at Trust level, as well as recommendations for further research.

Dans l'optique d'un developpement durable du nucleaire, un des themes de recherche du CNRS dicte par la loi Bataille de 1991, est l'etude d'une nouvelle filiere nucleaire utilisant un combustible a base de minerai de thorium ($^(232)$Th) ou le noyau fissile est l'$^(233)$U. Le principal interet de ce type de combustible reside dans sa particularite de produire les dechets transuraniens en beaucoup plus faible quantite que les reacteurs a eau pressurisee actuels. Cependant certaines donnees nucleaires importantes concernant cette nouvelle filiere sont tres mal connues comme par exemple celles relatives au noyau charniere protactinium 233 ($^(233)$Pa). Sa periode de 27 jours lui confere un role particulier dans le cycle mais en raison de sa trop forte activite l'etude de ce noyau releve du defi experimental. Pour contourner cette difficulte, la probabilite d'emission de rayonnements gamma dans la reaction induite par neutrons $^(233)$Pa(n,$\gamma$) entre 0 et 1 MeV d'energie neutron a ete determinee a partir de la reaction transfert $^(232)Th(^(3)He,p)^(234)Pa*$. Le dispositif de mesure permettait d'identifier la particule de sortie signant ainsi la voie de reaction tandis que des scintillateurs de type C$_(6)$D$_(6)$ permettaient la detection en coincidence des rayonnements gamma emis. La methode d'analyse des evenements gamma a necessite la ponderation des spectres de photons par des fonctions mathematiques calculees dites "fonctions de poids". leurs determinations requierent neanmoins une connaissance parfaite du comportement des scintillateurs (efficacite, fonctions de reponse) dans la geometrie choisie. Pour ce faire, une etude preliminaire a ete realisee a l'aide de sources gamma et avec des reactions induites par protons sur des noyaux legers. Les simulations utilisant le code de transport MCNP ont ete validees par des resultats experimentaux.

Abstract:
Research has shown that students achieved higher standardized test scores in mathematics and gained more positive attitudes towards mathematics after learning from reform curricula. Because these studies involve actual students and teachers, there are classroom variables that are involved in these findings (Silver and Stein, 1996; Stein et al., 1996). To understand how much these curricula by themselves contribute to higher test scores, I have studied the cognitive demand of tasks in two traditional and two reform curricula. This work required the creation of a scale to categorize tasks based on their level of cognitive demand. This scale relates to those by Stein, Schoenfeld, and Bloom. Based on this task analysis, I have found that more tasks in the reform curricula require higher cognitive demand than tasks in the traditional curricula. These findings confirm other results that posing tasks with higher cognitive demand to students can lead to higher student achievement.

Abstract:
Quandles, which are algebraic structures related to knots, can be used to color knot diagrams, and the number of these colorings is called the quandle coloring invariant. We strengthen the quandle coloring invariant by considering a graph structure on the space of quandle colorings of a knot, and we call our graph the quandle coloring quiver. This structure is a categorification of the quandle coloring invariant. Then, we strengthen the quiver by decorating it with Boltzmann weights. Explicit examples of links that show that our enhancements are proper are provided, as well as background information in quandle theory.

Abstract:
In 2003 Cohn and Umans introduced a new group-theoretic framework for doing fast matrix multiplications, with several conjectures that would imply the matrix multiplication exponent $\omega$ is 2. Their methods have been used to match one of the fastest known algorithms by Coppersmith and Winograd, which runs in $O(n^{2.376})$ time and implies that $\omega \leq 2.376$. This thesis discusses the framework that Cohn and Umans came up with and presents some new results in constructing combinatorial objects called uniquely solvable puzzles that were introduced in a 2005 follow-up paper, and which play a crucial role in one of the $\omega = 2$ conjectures.

Abstract:
This thesis examines the evolution of the evaluation of the university library in Brazil. At present, the only applicable system takes place in the evaluation of academic by the Ministry of Education, through the National Institute for Studies and Research Educacionais Anísio Teixeira (INEP), the entity responsible for coordinating and implementing the process of evaluating the entire education system in Brazil. The starting point for addressing this investigation were the results of a case study developed at the Federal University of Bahia in 2001, under the assumption that the Ministry did not have criteria and appropriate instruments to reflect the library's role as a resource for educational qualifications. The review of the literature relevant Brazilian, British and Spanish regarding the subject, especially regarding experience with the Spanish University Libraries Network (REBIUN), were essential to know the trends and the state of affairs. It also took out a field work through questionnaires in 7 countries and 31 Latin American universities, in order to ascertain the current status of evaluation systems used in that region. The low response rate, about 50% of institutions surveyed, this was offset by the work of the Symposium on Electronic Library evaluator and Quality (Sociedad Argentina de report, 2002), an event of great significance to who came over 450 librarians and teachers. This initiative helped develop a comparative study that served to place the Brazilian reality and take into account the most similar case mix. All this enabled comply with the overall objective of this thesis: develop a model to evaluate university libraries in Brazil, from the state of affairs of the university library and Brazilian experiences located in Latin American countries. That model se basa en el Instrument INEP (2006), but its content is raised, taking into account different jobs: performance indicators for assessing the university library, REBIUN (2000), one of the documents PNBU, prepared Romcy by Maria Carmen de Carvalho (1995), Standards for university libraries in Chile (2001) and methodological guide for evaluating the libraries of institutions of higher education (Mexico, 2000). The final claim is that the Brazilian Ministry has a more comprehensive evaluation system, to be implemented and improved according to the data you make and, in turn, could be to build a bank of information management and a system of indicators performance.

Abstract:
Investigates theoretical and practical interfaces between terminology, philosophical ontology, computational ontology and documentary linguistics and the subsidies that they offer for the construction of documentary information. It was established as specific objectives, the analysis of the production, development, implementation and use of ontologies based on the information science theories, the research on the contribution of ontologies for the development of thesauri and vice versa and the discussion of the philosophical foundation of the application of ontologies based on the study of ontological categories present in classical philosophy and in the contemporary proposals. It argues that the understanding of ontologies through the communicative theory of terminology contributes to the organization of a less quantitative access (syntactic) and more qualitative (semantic) of information. Notes that, in spite of sharing some common goals, there is little dialogue between the information science (and, inside it, the documentary linguistics) and computer science. It argues that the computational and philosophical ontologies are not completely independent events, which have among themselves only the similarity of name, and notes that the discussion of categories and categorization in computer science, does not always have the emphasis it receives in information science in studies on knowledge representation. The approach of Deleuze and Guattari's rhizome, was treated as instigator of reflections on the validity of the hierarchical tree model structure and the possibilities of its expansion. It concludes that the construction of ontologies can not ignore the terminological and conceptual analysis, as it's understood by the terminology and by the information science accumulated in the theoretical and methodological basis for the construction of indexing languages and, on the other hand, the construction of flexible indexing languages can not ignore the representational model of ontologies which are more capable for formalization and interoperability.

In the first part, we studies academic libraries whose founding principles are change with the information society. The library manager looks for the best ways to lead a library. Evaluation and management tools on libraries are sources of insatisfactions because of the lack of a holistic vision of libraries they give. Constructivist approaches of management seems an alternative way to help library managers in designing a strategic vision of these organizations. In the second part, we build a modelization project with complex systems modelization of Jean-Louis Le Moigne and soft systems methodology of Peter Checkland. French academic libraries constitute our research field in which we use participant observations and staff and managers interviews. Our system is made up of the academic library in the vision of it leader. We build a three phase diagnostic. With the first phase, the manager can observ services supply as a three axes system which evolves with technologies, materials and humans means and bibliotheconomic knowledge. The second phase studies the informational system with environmental and flow observations. The third phase studies the decisional system, looking for its organization, ist internal information circulation and its decisional processes. This diagnostic is in continuous construction. It works in the library management continuity and is not the first step of a strategic planning. We use the diagnostic in five libraries. Results show modelization supply with the creation of evolving, transposable and learning models.

Abstract:
This thesis deals with a specific way of teaching information literacy: The library online-tutorial. After giving an introduction into information literacy or rather the teaching of information literacy, the author tries to design a typology of the online tutorial considering the context of e-learning. Furthermore, the work provides a survey of the current situation at German academic libraries concerning the use of tutorials. A crucial part of the thesis comprises the analysis and evaluation of three selected tutorials, which emerge as especially exemplary and forward-looking. Beforehand, a catalogue of criteria for the analysis and evaluation of the tutorials has been depicted. The master’s thesis shows that online-tutorials can be an efficient and effective way of teaching information literacy. This does not imply that the reference or teaching librarian will be completely replaced. At the same time, it becomes evident that in spite of some outstanding tutorial projects, the German academic libraries look after online-tutorials rather reluctantly. Lack of cooperation and fear of high expenses have to be seen as the main obstacles for the widespread use of tutorials.

The work's main purpose is the development of a quality-centered description model for usage scenarios in E-publishing and E-Learning. Important trends like transparency and openness of formats, structures and processes are integrated (Open...-Movement) as well as aspects of collaborative attempts in scientific and educational communication (Web 2.0 and community-based scenarios). Beside the quality-oriented approach, the central idea is the development of an integrated model for description and evaluation of digital content products and services, for their support and development, and the identification of different usage scenarios. At first a detailed look is directed at electronic publishing and learning in the scientific - mainly academic - sphere. The market and economic circumstances of higher education are examined, production, distribution, evaluation and reception are critically analyzed. A topical representation of the concepts of quality is followed by the development of a comprehensive and consistent model for quality-oriented description and assessment of internet-based publishing and learning services and products. This model then is applied to various usage scenarios such as blended learning, print-on-demand, collaborative publishing, digitization projects or long term preservation. The subject is examined on a broad basis, covering e-business, information business, knowledge management, e-learning and quality management, information technology and computer science. Central result is a very broadly applicable description and assessment model for digital content products, services and service providers. A final chapter draws a typology system of appropriate business models and looks at promising or controversial subjects like eScience and Grid, plagiarism or mandatory Open Access policies.

After the information explosion serials have increased rapidly. This increase required decision according to the criteria defined by the international databases. Selected journals were indexed by the international databases and presented to researchers worldwide. Articles in these databases were used and cited by researchers. As a result of this statistical information collected, it was used in the measurement of scientific activities. For example for authors, articles, journals, institutions, countries. These measurements can be made only with a few databases. In these databases using factor of citations received, used in measuring quality of journals. In the course of time, it was accepted in the scientific world that quality criteria of an academic journal being indexed in international databases and having high impact factors. These criteria were used as selection criteria in libraries to manage serials collections. Academic journals which do not meet these criteria stayed out of range and the problem occurred while these journals are being published. In this context, a study which cannot be accessed cannot be read. Unread publications cannot be cited. If the journal is not cited it’s impact factor will be low. Researchers do not want to send their publications to Journals with low impact factors with the concern of their publications not being read. If a journal cannot find a quality article to publish, it is going to end soon. In the light of these considerations, this study to primarily aims to investigate the causes of negative affects on the scientific quality of national periodicals. In this direction the most important two negative reasons of national academic serials publishing are national scientific policy in practice and accessibility to journals that are the subjects of this thesis. In our study national journals which were published in the field of medicine and health sciences were detected and access status in libraries and databases are investigated to find out the effect of scientific policy in practice on the national academic journals. We examined the journals and publications which are in the collections of national and international databases.

Abstract:
The university libraries evolve in the activities they carry out, most of these changes are generated by the use of ICT, one of these processes is the development of collections. In this context, university libraries and information professionals face new challenges, integrating digital resources into collections. An alternative to achieve access to electronic resources, without consuming part of the budget of the library, is the integration of Open Access documents. The main objective of this research was to demonstrate the situation of the repositories of public Higher Education Institutions, considering them as a resource that favors the use of digital collections, taking into account the process of traditional collections development; positioning libraries in their communities and collaborating to fulfill the essential functions of universities (teaching, research and dissemination of culture). The results were generated from the qualitative descriptive analysis in which the characteristics are considered from a comparison matrix, defined by the Fushimi Model versus the IFLA Model, among the platforms developed in OA (Redalyc, SciELO, Latindex and GREDOS). The analytical method was applied to the results obtained, which allowed defining if they meet the requirements that are foreseen; as the comparative method, where they are confronted establishing similarities and differences, through the Fushimi Model versus the IFLA Model. With this research it is possible to establish and apply criteria that allow the evaluation of digital collections.

Abstract:
This thesis reflects on how libraries and related organizations, their collections and services can be described in a structured, machine-readable way. It aims at assisting practitioners in enriching library websites with structured, machine-readable, RDF-compliant markup (RDFa). The reflections result from experiences made developing the Linked Open Data service lobid.org which led to the realization that the decentral curation of organizational information brings significant benefits compared to central directories. To this aim it is investigated by example which informations can be found on library websites to be enriched with structured, machine-readable markup. Based on the results, a comprehensive general model for describing libraries and related organisations is developped. Existing approaches of describing libraries and related organisations in a structured, standardized manner (the German projects Sigelverzeichnis and Deutsche Bibliotheksstatistik as well as WorldCat Registry) are described and common practices of description are worked out. RDF vocabularies are presented which could be useful following existing practices of description. Finally, a concrete proposal is made for the description of libraries and related organisations, exemplarily carried out with two libraries.

This study entitled ”The status of circulation section in Tribhuvan University Central Library” has been carried out basing upon the substantive issues raised by its users about the important aspect of circulation section, its opening time and duration. There is the problem of overdue books. And questions have been raised about the clearance certificate which is compulsory for the PG students, who, in fact are not the bonafied members of TUCL. The present study has been carried out with the objectives to find out the obvious reasons behind it revealing the present status of circulation services of TUCL. This study also discusses about the opening time of TUCL, book issued and returned per year, the users opinion about over dues and compulsory clearance system for the PG students. This study has not covered the over all aspects of TUCL, but only about its circulation section and faculty members and students of other department, are not included due to lack of time and resource. This study has great significance to know the present status of circulation system of TUCL and to find out the problem faced by PG students outside the University Campus, Kirtipur. Different literature, explaining circulation system of various academic and public libraries have been reviewed to get information related to our study. About eleven literature have been reviewed from books, Journals and web. The study has been focused on circulation system of TUCL. However, other activities like membership, overdue, and clearance certificate services have been implicitly carried out. Data have been collected using questionnaire method in this research. Collected data have been tabulated, analyzed and interpreted in a systematic way. Hundred questionnaires were distributed and they were duly filled and returned. 70 percentage of the respondents have said that they are satisfied with the present opening time and rest 30% showed their dissatisfaction. Majority of the respondents (76%) urged TUCL to provide more effective services. They ( 68%) suggested to improve the card filing strictly following alphabetical order. (68%) of the respondents expressed their concern about the proper shelving of books in the book shelves. Majority of the respondents(55%) also pointed the need of the library regular orientation program. A brief summary including all the facts and figures have been provided and a succinct conclusion has been drawn. Necessary recommendation has been made based upon the study. • Circulation service should be carried out till the library opens. • There must not be wide gap between library opening time and circulation service providing time. • Books are to be properly shelved. • Cards are to be filed strictly in alphabetical order. • Library orientation programs are to be conducted timely. • Advocacy of rules and regulation should be properly done. • Circulation section has to be well equipped technically. • Circulation staffs are to be made more cooperative and users friendly. • Some additional staffs are to be deputed in the circulation section. • New books are materials are to be supplied in the library. • The dissatisfied PG students of other campuses are to be reminded and explained about the reason and policy of TUCL.

The mobile services in Portugal are a useful and effective to convey library services to those who need, who have less means of access to cultural facilities, existing predominantly in the main cities. It exists some of this services, formerly provided by Calouste Gulbenkian’s Foundation, but it’s not a reality in the whole country. We propose a way for the current Portuguese circulating library to expand its performance, changing their way and adapt to the demands of the knowledge society, because it is the only way to become dynamic, innovative, competitive and widely recognized. In this context, it was important to accomplish the evaluation of these services, which is justified by the need for constant improvement. This service has to be more appropriate, efficient and effective. The implementation of a strategic review following a SWOT helped to prove that the circulating library should restore itself in the society, following a pro-active and a dynamic path in the transmission of knowledge. To identify the dimensions this circulation, we applied a questionnaire to the leaders. The data analysis was a safe way to seek the reality through the correct facts. And at the end we can make some proposals and recommendations, to improve the dynamism and quality of service aspects. We tried to launch a debate on the future circulating libraries, housed in a quality public service with modern forms of management of Public Administration, based on a clear definition of objectives and results to be achieved in methods of networking and active, collaborative, efficient, speedy, methodology and clear participation. These systems can be placed on the customer satisfaction and with it, we can, also, be near the user.

Objective : Goal of this study was to identify preference of tagging and the use of folders during Personal Information Management using the example of the PIM-Tool Evernote. This study also identifies motivations and demotivations which are leading to the choice of Tagging or Folders. Methods : This study was conducted using a combination of the scientifc methods content analysis, discourse analysis and social media monitoring. Import.io was used to extract the data from Evernotes user forums and MAXQDA to apply coding. Results : There was no significant leaning, neither towards tagging nor towards the use of folders. Instead there was a tendency to use both of these strategies in combination. There were lots of different motivations and demotivation, some of them are typicial for the particular strategie and some of them are influenced by the PIM-Tool. Conclusion : The results of the study indicate that the choice of the PIM-strategy is, apart from other factors, strongly affected by the PIM-Tool, in this case Evernote.

The management of change has become a top priority in academic libraries. A viable model is the learning organization, as it aims at enhancing the capacity of the staff at all levels for innovation and growth. This study investigates the relations between empowerment – considered to be the hub of this management practice - and communication – considered to be a strategic imperative in participative organizations. The research questions were: How do the Library System staff feel about empowerment? How do library directors feel about empowerment? How can communication affect empowerment practices? Both empowerment and communication are amply described in the literature as being context-bound, multi-faceted and multi-dimensional concepts, which can only be explored in a given environment from a constructivist perspective and with no a priori assumptions. This is accordingly an exploratory case study, based on a qualitative approach and on intensity sampling. Data were collected through in-depth semi-structured interviews (with library directors), mini focus groups (with the staff), and observations of meetings (of the Library System steering committee). Cross-analysis showed that there was common ground to build on through adequate negotiation, such as the aspiration for a people-centred organization and the importance of having a project and a vision. Both empowerment and communication, however, leave room for pitfalls and may create divisiveness if organizational communication is deficient and defective. Strategic and interpersonal communication turned out to have a fundamental role in building up the trust that makes empowerment practices possible by overcoming “us and them” feelings, local subcultures and defensive behaviours. The Library System should offer opportunities for meeting and exchanging opinions, sharing the vision, and developing a common sense of belonging and ownership.

What are the deontological positions that librarians have to adopt concerning works for which references miss and whose seriousness is sometimes contestable? Censoring is tempting but contradicts the encyclopaedic mission. Esoteric works also raise practical questions in terms of biblioeconomy: the limits of the domain are not always defined and their definition requires specific tools. The choices to be made for the classification and the indexing are characteristic of this type of literature. These questions are crucial as esotericism federates a wide and knowledgeable audience, and the libraries have to answer them.

Recent studies in the domain of digital preservation have demonstrated the principle feasibility of the migration-by-emulation approach. The migration-by-emulation approach is a method aimed to recreate original environments of the obsolete digital objects and using such environments, to automatically convert large amounts of digital artifacts, from obsolete formats into up-to-date formats. However, there are some issues hindering the creation of fast and reliable migration workflows. We studied a large number of migration workflows, and we provide an abstract description of the migration workflow based on that study. In such a description the mechanism to automatically handle unsuccessful migration workflows is also provided. Since we consider unattended migrations of a numerous digital objects, an approach of an execution of the migration worfklow for each digital object that is being migrated is not time-efficient. The abstract description of the migration workflow provided in this thesis, describes the process to repeat certain part of the migration workflow, according to the number of digital objects to be migrated. That allows to migrate large number of digital objects within one migration worfklow execution, which would increase the speed of such an execution. Moreover, we implemented a feature to create stages, which in this case serve as identifiers of the mentioned repeatable part of the migration workflow. By using the abstract description of the migration workflow and the feature to create stages, a user can choose or rearrange certain parts of the multi-format migration workflow, allowing the user to select the output formats needed. Such a workflow migrates a digital object from one format to several different ones. In this thesis, hindrances to create fast and reliable migration workflows are analyzed, and methods to optimize them are designed and implemented. About 3,35 times execution speed acceleration on 50 sample digital objects of such optimized migration workflows is observed in comparison with the ones that were created without our optimization method.

The exploratory descriptive qualitative study analyze the public information access on the State Public Archives websites and using criteria’s of the law n. 12.527, November 2011, focusing on the dissemination of information by electronic means. Considered whether the State Public Archives feature on their websites any indication of the law on access to public information – (Lei de Acesso à Informação) LAI; Characterized the mission of the State Public Archives; Investigating the use of Public Policy Informational for State Public Archives; Detecting the managers perception of the importance and need to use websites to provide information to users; Identifying the views of managers from the State Public Archives to the law n. 12.527 on access public information. The study was conducted from August to December 2013. The focus of the study population consists of 26 State Public Archives; the survey sample was restricted to 15 State Public Archives that owns a website running. Two tools were used to collect data: the analysis of the websites of the 15 State Public Archives, and, send by e-mail, a structured questionnaire with open questions to all managers of their State Public Archives. For the synthesis of collected data are employed the use of tables and spreadsheets. The Bardin (1977) method are used for the content analysis obtained by the open and structured questionnaire. The results analysis of websites was found that six State Archives indicated the law; By characterizing the mission of the Public Archives, it was investigated that there are two aspects of implementation: one is the document management, and the other is the provision of information access. In the analysis of the websites are found that 10 indicated use of Informational Public Policy. By analyzing the responses to the open and structured questionnaire were identified reporting the importance of using the website as a way to broaden the information dissemination. The manager’s opinion indicated the importance and applicability from the LAI to archives, exposing points that need to be revised in the law, and also increase the investment to do more implementation for the LAI. It was concluded: a) the archival the Public Archives State are some transformations on the scenario pervaded by the law on information access, for instance, changing gradually to meet the requirements of its applicability; b) as the archives profile, which are subordinates organs became to the public administration and those depend on public funds, their goal of existence is to organize and make access to available information; c) trends are related to the internal demands to the people skills (enforcement of the law) and the use of tools interactive communication and information, such as websites, blogs, social networks, dynamic databases, and others. The State Public Archives adapt themselves gradually to the new informational demands required by LAI.

This Final Project aims to study three talent shows with children. These programs, originally designed for adults, convey a very specific way for understanding a professional succeded adult. The aim of this study is to address how is the identity of professional success is build by these shows. Identity is one of those difficult words to define: everyone knows it but nobody knows how to define it. This study aims to understand the meaning and identity focus on identity work, which is what these programs puts in the first place. In addition, as a children show, the child is placed in a very specfici position to acquire an identity that does not correspond with their ages. We have analyzed three talent shows from Spanish television: La Voz Kids, You Cara Me Suena Mini and Junior Masterchef. The approach in this study is made from a combination of methodologies: textual analysis point out how the professional successful adult is represented, and interviews mark the process of indetifiation from receivers.

This dissertation focused on the investigation of the implementation and use of linked data across national libraries in Europe. Considering the increasing weight that the ‘Semantic Web’ discussion has been gaining on the international scene over the past decade or so, it was deemed necessary undertaking a study to understand the role that libraries are playing in such context. The selection of the research sample fell on national libraries, as organisations invested with the responsibility of leading and shaping the development of the cultural heritage network of their own country. The aim of the research is to deliver a comprehensive picture of the current state of linked data implementation in Europe, gathering information on reasons, purposes, and uses of this technology, together with perceptions on related benefits and challenges as per the experience of the information professionals involved in the implementing process. What emerged from this study is a strong need to spread the awareness of the Semantic Web potential within the library environment. Although various institutions have applied linked data to their resources, they are still in the minority, and a considerable lack of expertise has been identified. Some of the projects achieved have showed the advantages that linked data can deliver in terms of augmenting the visibility and discoverability of library data, alongside with overcoming linguistic barriers, and supporting interoperability. However, several issues still remain unsolved, requiring the efforts of further research. Whilst the early implementers bewailed a lack of guidelines and tools to assist their first steps, the situation has started to change, with an increasing number of vendors and developers contributing to the Semantic Web advancement. Nonetheless, libraries clearly expressed the demand for positive and successful cases of linked data use, that can best support and motivate their choice of adhering to the web of data principles.

This thesis reflects on the role of translation as a means of reconstructing identities in the context of diaspora, with a focus on Basque communities living in the English-speaking world. By examining the content and structure of the most significant diaspora organisations as well as other works written on the topic, I argue that translation often allows the basis of diaspora being largely built on a language different from that spoken among the members of the group that was originally displaced. This does not only apply to the Basque diaspora, but also to other minority cultures that have been undermined by a dominant group whose culture and language overcome those of the minority group. This could potentially give rise to a biased reassembling of their attributes and cultural elements, ultimately producing idealised representations of their identity. Spanish has been notoriously used as a source language to make Basque culture visible, frequently presenting a stereotyped vision of the status it holds in the world. Many ethical principles indirectly contribute to forging these ideals, which in turn function as ideological material that translators, on acting as cultural mediators, could infer from a limited knowledge of the source culture and then embed into the discourse of diaspora.

The main aim of this study was to check the understanding about the concept and application of knowledge management for the federal public administration in Brasília, where investigated the sample of federal public organizations that have headquarters in this city and which work with knowledge management, in a moment which the posture and values of public organizations are strongly changed joined up to the economic and social Brazilian environment changes. In accordance with this purpose, a theoretical framework integrating Information Science, Brazilian public administration, and knowledge management theories was searched, since all the theoretical framework that holds up the knowledge management is based on the Information Science theories. The interview was the used technique. Starting from the collected data, this research analyzed the aspects related to the perception of the interviewed managers about the concept and application of knowledge management in their organizations, proving the strategic, human, and technological actions of this practice, as well as the difficulties and benefits arising from it. The results showed that knowledge management, in agreement with the interviewed public manager´s opinion, is not, as concept, a new idea, but is a new process, of which aim in the human cognition area is inserted, just start to be depth discussed for this administration area in this beginning of the XXI century. The results also showed that the analyzed organizations of the public area have considerables investments in technology. However, they showed that investments in human resources, the essence of knowledge management process, are still necessary.

With the advent of Web 2.0 libraries started to focus on applications like weblogs, wikis, RSS feeds, podcasts, photosharing utilities, social bookmarking services, mashups and more. Libraries noticed that web services like these could help them to take into account the interests of their patrons and offer them new and improved library services. How libraries apply the concept of Library 2.0 is dependent on the type of library and what kinds of Web 2.0 services are implemented. The purpose of this thesis is to analyse what Library 2.0 is, how to describe it and what kind of applications are assigned to this concept. In addition, first implementations of Web 2.0 in Austrian libraries are presented. First, a review of current literature is undertaken in order to describe the concept Library 2.0 and its applications. Furthermore, social and participatory implications of Library 2.0, the influence on the management of a library and the advantages and disadvantages of Library 2.0 are explained. Then qualitative interviews are conducted with Austrian librarians. The interviews aim at measuring whether Austrian librarians are aware of Library 2.0, whether they already use Web 2.0 technologies and what their opinion of the concept is. The main outcome of this thesis is that although the university libraries of the Medical University in Vienna and the Vienna University of Economics and Business Administration implemented a weblog and a wiki, there is no Library 2.0 in Austria at the moment. The Austrian librarians are aware of the new technologies, but are still hesitant to use them. The findings suggest that there are some aspects of Library 2.0 which prevent the librarians from making full use of Web 2.0. This thesis gives an insight into the concept Library 2.0 and what kind of applications can be used to improve the services of a library.

Access to scientific production enables knowledge generation and therefore improves science development. As a corollary of the increase in State budgets for science and technology in Uruguay, there has been an increment in the country’s scientific output. The aim of this work was: i) to identify the main scientific communication model of social science within the Social Area of the National System of Researchers (SNI) of the National Agency of Research and Innovation of Uruguay; ii) to characterize the access to the production of social scientists in Uruguay; and iii) to analyze the open access model and policies for institutional repositories, particularly in South America, as an alternative to national scientific production. We identified scientific production of social scientists registered in the National Researchers System (SNI) between the years 2009 and 2010, using the SNI curriculum vitae system (CVuy). Subsequently, we verified scientific publications occurrence (article or monographs) in the data base of University libraries system of Universidad de la República (BIUR) as well as its internet availability. The identified communication model is similar to the one expected according to the studied bibliography. However, some differences appeared which points out the need to study this model further. The access to local social science production through the BIUR system in Uruguay is not significant, since this system only includes 24% of social science production. Another 15% of this production is available through internet (open access politics was not verified), while the remaining 61% is not available under open access politics. Hence, in Uruguay it is necessary to pay in order to access to this percentage of social knowledge, which has been generated with public funds. The Uruguayan open access policies are not strong enough when compared to those of other countries the region. Currently, countries with more complex situations (a large number of universities and public research institutions) are developing centralization of their repository systems. The development of this kind of repository system is expected to be easier in Uruguay, since most social researchers of SNI belong to one public institution: Universidad de la República. This fact facilitates national public policy making for institutional repositories consolidation.

The thesis presents in a complex way the content and peculiarities of a balanced scorecard (BSC) implementation as the basis of continuous and cyclic strategic management business process in the process-oriented management system of library as a complex open socio-communication system. The main features of the process approach in library management are discovered and described. The conceptual apparatus of library science concerning process-oriented management, strategic management, BSC and special management tools is specified. The library is considered as an interactive and interconnected system of business processes (directing, main, providing (supporting) and managerial), the model of process-oriented library management system in which strategic, resource, production management and personnel management are interdependent and in their interaction provide the efficiency of management, customer satisfaction, and the fulfillment of the library social role. The model of library strategic management as a directing continuous business process is designed and theoretically substantiated, and its structure is considered. During the development of the model IDEF0 methodology was used. IDEF0 is a methodology of functional modeling and graphical description of processes designed to describe the business processes. A comprehensive analysis of special management tools and its interconnection with BSC for the implementation of the strategic management business process and certain its sub-processes are carried out. The development of the theory and practice of strategic management in foreign and Ukrainian libraries has been studied. The model of the BSC for application as a basis of library strategic management has been improved and adapted.

Ever since the picturisation of Umberto Eco's novel "The name of the rose", monastery libraries are perceived by the public as inaccessible silos of valuable knowledge. It is less known that today's monastery libraries – provided that there is staff – are open for the public. Several of the libraries had to sell parts of their collections due to financial reasons. In order to facilitate reconstructing the provenance of books and manuscripts sold by monastery libraries, it is necessary to catalogue the collections as soon as possible. In the first part of this thesis, an overview of the current situation of Austria's monastery libraries is given. In the second part, the basics of the European union's "digital heritage" policy are presented with a focus on the cataloguing and presentation of cultural assets from Austrian monastery libraries. As an appendix, a list of 95 Austrian monastic libraries and statistic data about those libraries are provided.

Abstract:
: This thesis is about the art of paper making in German speaking countries in preindustrial times. It focuses on the spreading of paper mills. The first part defines the geographical and temporal frame of the thesis and gives an introduction to the topic of paper making. The second part deals with paper making in Europe and the working circumstances paper makers had in these times. In the third part some examples of paper mills and an overview over their history are given. The fourth part deals with the hypothesis underlying the study, its examination and the thesis' findings. The hypothesis is that the development of papermaking depends on the vicinity of a cultural or governmental centre. To check the hypothesis, a comparison between the examples shown in part two is made. Similarities and differences in the paper mills' histories are elaborated. The comparison serves as a method to check the hypothesis. The check showed that the hypothesis is in parts correct. The outcome of the comparison suggests that geographical as well as economical circumstances, had as much influence on the foundation of paper mills as politics or culture.

An analysis and caracterization of the access and use of technical standards by engineers in the electrical, chemical and mechanical fields. The search identified the behavior of users in the following ways: kind and source of information, time to find information, recognition of some idiomatic difficulties in technical standards, and satisfaction with results. In the tested population the critical incident was used for data collection. Results include the illustration of a balance between the use of formal and informal channels of communication to access the documents. Technical standards generally are used to find a solution to technical problems. The kind of technical standards more frequently used are technical specifications, technical procedures and assay methods. Most of the technical standards needed by the users appear in the Portuguese language, and secondly in the English language. Analysis included questions about the Brazilian context: production, advertising, reference services from technical standards organizations; and also professional training and scholarships for librarians and library scientists in tecnhical standards areas.

In contrast to contributions in the filed of information sciences, the introduced approach should be considered as signpost for politicians and managers. The second part of this thesis shows the results of an online-questionnaire about digital preservation at the Upper Austrian administration.

Between 1938 and 1945 thousands of books were looted by the National Socialists and brought to the Austrian National Library. This thesis gives an outline of the role of the library under the NS-regime and further presents current results from the provenience research project. The aim of this thesis is to create awareness among the public and media for the plundering of libraries and collections. Moreover, it highlights the painful fate of victims, which is hidden behind the looting of books. This thesis explains why it has taken the library decades to complete the restitutions and to come to terms with its past. First, a review of literature and a research on the internet is undertaken. Then qualitative interviews are conducted with four experts on this field. The interviews aim at identifying current results and barriers of the provenience research. Furthermore, an international conference is attended to gain new insights into the subject matter. In conclusion, reasons for the late restitution process are demonstrated and it is shown why the chapter of the National Socialist era represented a great taboo in the history of the Austrian National Library. Furthermore, this paper makes a significant contribution to the Austrian culture of remembrance commemorating the victims of the Nazi-regime. Moreover, the thesis is intended to encourage a diverse discussion among the public and to sensitise people to the issue of provenience research and restitution.

In an information retrieval process query modification can be done in many ways. An introducing presentation of the interdepency between the information need and the query is followed by a conceptual and typological approach to methods of query modification. Referring to a short characterization of data and information retrieval as well as the vectorspace model and the probabilistic model, intellectual, automatic and interactive methods of query modification are discussed. In addition to classical intellectual methods like the ‚building block’ approach and the ‚citation pearl growing’ strategy, automatic and interactive methods of query modification on the morphological, syntactical and semantical level of search terms are examined. Furthermore the use of relevance feedback, informetrical analyses and associative retrieval based on both clustering and terminological techniques, is discussed. Concludingly five practical realizations of the covered methods are presented.

The purpose of this study is to investigate the perception of the service quality of FECAP Central Library from its user’s perspective. In order to meet the objectives of the study, SERVQUAL methodology was used. Information was gathered via questionnaires which consisted of structured questions. All the closed ended questions were designed to elicit responses on a five-point Likert scale to measure both respondent satisfaction and importance of service quality. The results show that FECAP Central Library is not lacking quality service. The concept of service quality assessment through SERVQUAL is relatively a new concept among Brazilian librarians and there is a lack of previous studies using this methodology in private institutions academic libraries. Thus, this study intends to be a report to the librarians interested in measuring user’s satisfaction and also in contributing to the quality success of their institutions.

Subject of this thesis is a comparison of the library legislation in Denmark and Germany. Administrative structures and the political environment in both countries are introduced and compared from a librarianship perspective. Furthermore, library legislation in Denmark and the German Länder (regional states) is portrayed giving historical background and state of play. Another part of this thesis focuses on a detailled comparison of the Danish library act of 2000 with the Thuringian library act of 2008. In the conclusion perspectives for the German development are drawn from the Danish legislative tradition.
