Abstract:
Purpose The purpose of this paper is to critically explore hybrid organisations in health care. It examines the broad literature on hybrids focusing on issues of perspective, definition, sub-type and level. It then presents the results of the literature review of hybrid health care organisations, exploring which organisations have been viewed as hybrids, and then examining studies in more detail with respect to the research questions. Design/methodology/approach It critically explores the literature on hybrid organisations in health care through a structured search. Findings It is found that a wide variety of hybrid forms exist, but not clear what they combine or how they combine it. However, the level of depth from some of these studies is rather limited, with little consensus on definition, and relatively few drawing on any explicit conceptual perspective. It seems that the wider hybridity literatures have limited influence of studies of hybrid health care organisations. Originality/value As far as the authors are aware, this paper is the first attempt to critically review the literature on hybrid organisations in health care. It is concluded that it is difficult to define and explain hybrid health care organisations. Health care hybrids appear to be chameleons as they appear to be able to change their form to different observers.

PurposeThe purpose of this paper is to explore the way “hybrid” clinical managers in Kenyan public hospitals interpret and enact hybrid clinical managerial roles in complex healthcare settings affected by professional, managerial and practical norms.Design/methodology/approachThe authors conducted a case study of two Kenyan district hospitals, involving repeated interviews with eight mid-level clinical managers complemented by interviews with 51 frontline workers and 6 senior managers, and 480 h of ethnographic field observations. The authors analysed and theorised data by combining inductive and deductive approaches in an iterative cycle.FindingsKenyan hybrid clinical managers were unprepared for managerial roles and mostly reluctant to do them. Therefore, hybrids’ understandings and enactment of their roles was determined by strong professional norms, official hospital management norms (perceived to be dysfunctional and unsupportive) and local practical norms developed in response to this context. To navigate the tensions between managerial and clinical roles in the absence of management skills and effective structures, hybrids drew meaning from clinical roles, navigating tensions using prevailing routines and unofficial practical norms.Practical implicationsUnderstanding hybrids’ interpretation and enactment of their roles is shaped by context and social norms and this is vital in determining the future development of health system’s leadership and governance. Thus, healthcare reforms or efforts aimed towards increasing compliance of public servants have little influence on behaviour of key actors because they fail to address or acknowledge the norms affecting behaviours in practice. The authors suggest that a key skill for clinical managers in managers in low- and middle-income country (LMIC) is learning how to read, navigate and when opportune use local practical norms to improve service delivery when possible and to help them operate in these new roles.Originality/valueThe authors believe that this paper is the first to empirically examine and discuss hybrid clinical healthcare in the LMICs context. The authors make a novel theoretical contribution by describing the important role of practical norms in LMIC healthcare contexts, alongside managerial and professional norms, and ways in which these provide hybrids with considerable agency which has not been previously discussed in the relevant literature.

Despite hybrids being grown on 30–40 percent of the maize area in Pakistan, the retail price of hybrid maize seed is high in Pakistan compared with its neighbors in South Asia and beyond. Hence, this paper analyzes the adoption and impact of hybrid maize on livelihoods using a cross-sectional dataset collected from 822 maize growers in Pakistan. The data were collected from two types of farmers: adopters and nonadopters of hybrid maize, from four major provinces of Pakistan (Punjab, Sindh, KPK, and Balochistan). We use the bivariate probit to analyze the factors influencing the adoption of hybrid maize and the propensity score-matching (PSM) approach to analyze the impact of hybrid maize adoption on livelihood of maize growers, as PSM helps correct sample selection biasedness. The empirical result shows that farm size, farm and household assets, the level of education of farmers, access to market, and social networks positively influence the adoption of hybrid maize in Pakistan. The results from PSM revealed that hybrid maize adopters had higher grain yields in the range of 94–124 kgs per hectare as compared with nonadopters. Similarly household income levels were more in the range of Pakistani rupees 2,176–3,518, while the poverty levels were lower in the range of 2-3 percent for hybrid maize adopters. As hybrid maize adoption has had a positive impact on the livelihood of farmers, policies should aim to scale up the adoption of hybrid maize through enhancing the supply and lowering the seed cost through research and subsidy programs, thereby enabling poor farmers in remote areas to adopt hybrid maize varieties.

Various control policies, such as skyhook and groundhook control, have often been considered for semi-active vehicle suspensions. Past studies have shown the performance limitations of these policies, as well as others that have been considered for vehicle applications. This study will provide a look into an alternative control technique called "hybrid control", which attempts to merge the performance benefits of skyhook and groundhook control. The results of this study are based on an experimental evaluation of hybrid control using a quarter-car rig and a magneto-rheological damper. The control policy is employed and evaluated under a steady-state or pure tone input, and a transient or step input. Peak-to-peak displacement and peak-to-peak acceleration are used to evaluate performance. The results indicate that hybrid control can offer benefits to both the sprung mass and the unsprung mass. The steady-state results reveal that hybrid control can be used to reduce the peak-to- peak displacements and accelerations of both bodies. The transient evaluation shows that hybrid control can be effective at reducing the peak-to-peak displacement of the sprung mass.

The un peace operations have undergone significant revisions to calibrate mission mandates in tandem with emerging threats to international peace and security, especially non-traditional security (nts) threats that stem from governance challenges. These multidimensional missions essentially perform statebuilding interventions (sbis) through capacity-building programmes. The future of these missions depends on negotiated political settlements that facilitate the creation of accountable institutions and inclusive societies. Scholars debate the future of un peace missions, especially as it relates to stabilization operations. On the one hand, are the “narrowers” who believe that peace operations should remain focused on stabilizing state authorities. On the other hand, are the “broadeners” who favor people-focused stabilization operations. This article argues for a broad approach. Focusing on the role of regional organizations under Chapter viii of the un Charter, it argues that successive failures by the African Union to implement its doctrinal instruments, particularly the Post Conflict Reconstruction and Development Policy, the African Charter on Democracy, Elections and Governance and the Common African Defence and Security Policy has narrowed its peace interventions in Africa to peace enforcement operations. To be relevant, the African Union needs to focus on the challenges of governance in Africa.

Most of the farmers are aware of about hybrid seeds; however almost all farmers and even technicians are not quite known about GMOs and associated effects. It is unspoken that use of hybrids has no adverse effect on the environment, human/animal health and our ecosystem if managed properly. Since, Nepal is in a very infant stage in hybrid research and development; however the demand is increasing over time. National legislative mechanism, human resources and physical facilities are not well established in testing and regulation of GMOs. So it is necessary to encourage policy-makers to strengthen their commitment and provide strong policy and financial support to promote hybrid research and development in Nepal through public private partnership for import substitution. Strong regulatory mechanism should be developed and adopted to reduce the inflow of hybrids and regulation of GMOs from abroad. National legislative, administrative and technical competency on research and testing of seed, plants, food, feed and animals with GMOs should be strengthened and regularized along with public participation for making decision whether to allow or restrict the import of the GMOs. Public participation is necessary in the decision making process of production, import, handling and use of GMOs and hybrids. As GMOs are very new and unknown about its implication on human health and the biological diversity, people at all levels should be aware of both the positive and negative aspects of GMOs. As a part of the public awareness program, it is required to disseminate available information on GMOs and products thereof through appropriate media, languages and publications and concerned stakeholders including growers, consumers, and business entrepreneurs. This paper proposes a generalized hybrid maintenance policy for maintenance scheduling with the help of both time-based maintenance and condition-based maintenance techniques, in which three-type product lifetime probabilistic models are utilized. A dispersion of lifetime estimates-based switcher is proposed to recommend the choice of time-based maintenance or condition-based predictive maintenance schedules in a real-time manner. Within the condition-based predictive maintenance policy, which is a part of the hybrid maintenance policy, a novel weighted average of the maintenance schedules is proposed to recommend maintenance acts, which are estimated based on two types of product lifetime probabilistic models namely type-II and type-III lifetime probabilistic models. The hybrid maintenance policy includes the classical time-based maintenance policy, the traditional condition-based predictive maintenance policy, and the proposed condition-based predictive maintenance policy as special cases. An extensive numerical investigation for the stochastic linear degradation model verifies the effectiveness of the proposed hybrid maintenance policy, highlighting the existence of a special space among time-based maintenance and condition-based predictive maintenance polices, which provides even better maintenance performance than a solely condition-based predictive maintenance policy.

<div>Three models of expert-public interaction in science and technology communication are central: the dissemination model (often called the deficit model), the dialogue model, and the participation model. These three models constitute a multi-model framework for studying science and technology communication and are often described along an evolutionary continuum, from dissemination to dialogue, and finally to participation. Underlying this description is an evaluation claiming that the two latter are “better” than the first. However, these three models can coexist as policy instruments, and do not exclude each other. Since 1975, concerns with public engagement over time have led to a mode that is more dialogical across the three models within science and technology communication policy in Norway. Through an active policy, sponsored hybrid forums that encourage participation have gradually been developed. In addition, social media increasingly allows for spontaneous public involvement in an increasing number of hybrid forums. Dialogue and participation thus have become crucial parts of science and technology communication and format public engagement and expertise.</div><div> </div>

This study analyzes the role of consumer choice in determining a strategic innovation policy. We establish an international Bertrand duopoly and conduct a choice modelling technique. The theoretical finding shows that an increase in investment in hybrid technology innovation increases the demand for hybrid cars. However, the empirical results show that consumers do not appreciate all attributes, only the hybrid battery, CO2 emission level and the sound of hybrid engines. We suggest that the government focus on the significant attributes in order to force not only the domestic automobile firm to innovate but the vendors as well.

In this paper, policy paradigm shifts of contemporary Chinese media are analyzed. Up till now, Chinese media policies have generally changed through three paradigms, including political unification policies (1949-1978), hybrid governance policies (1978-2013) and integrated governance policies (2013-now). All three-policy paradigms have been orienting towards political interests, but place emphasis on different aspects. Mainly politically oriented, the first policy paradigm focuses on seeking political interests. Guided by political, economic and social interests, the 2nd one is physically hybrid but not integrated owing to policy conflicts, overlaid management and poor efficiency. The 3rd media policy paradigm attempts to integrate policies for solving problems that appear during the 2nd policy paradigm.

Purpose The purpose of this paper is to investigate whether fiscal policy may be a complementary instrument to monetary policy in the macrostabilization process. Design/methodology/approach The authors developed a dynamic system with two linear differential equations in order to verify if an active fiscal policy can be compatible with macroeconomic equilibrium in three monetary policy regimes (conservative, alternative and hybrid). The authors also use numerical simulations because it is impossible to extract analytically full conclusions from the theoretical model. Findings The results suggest that fiscal policy can be a useful tool for macroeconomic stabilization; the counter-cyclical role of fiscal policy is compatible with dynamic equilibrium only if the monetary authority is not lenient towards inflation; and under an active fiscal policy a hybrid monetary regime is preferable to a conservative one. Originality/value This paper offers a theoretical contribution to explicate the macroeconomic implications of fiscal policy.

Purpose The purpose of this paper is to propose a predictive maintenance (PdM) system for hybrid degradation processes with continuous degradation and sudden damage to improve maintenance effectiveness. Design/methodology/approach The PdM system updates the degradation model using partial condition monitoring information based on degradation type judgment. In addition, an extended multi-step-ahead updating stopping condition is adopted for performance enhancement of the PdM system. Findings An extensive numerical investigation compares the performance of the PdM system with the corresponding preventive maintenance (PM) policy. By carefully choosing the updating stopping condition, the PdM policy performs better than the corresponding PM policy. Research limitations/implications The proposed PdM system is applicable to single-unit systems. And the continuous degradation process should be well modeled by the stochastic linear degradation model (Gebraeel et al., 2009). Originality/value In literature, there are abundant studies on PdM policies for continuous degradation processes. However, research on hybrid degradation processes still focuses on condition-based maintenance policy and a PdM policy for a hybrid degradation process is still unreported. In this paper, a PdM system for hybrid degradation processes with continuous degradation and sudden damage is proposed. The PdM system decides PM schedules by fully utilizing the condition monitoring data of each specific product, and can hopefully improve maintenance effectiveness.

The processes of globalization, manifestations of external military, political, economic aggression against Ukraine have led to the formation and strengthening of the destructive impact of hybrid threats, which led to the deployment of a negative chain reaction of aggravation of imbalances in the economic system. Under such conditions, the problem of developing strategic and tactical principles became relevant for the formation and implementation of public policy to combat hybrid threats to ensure the economic security of the state. The purpose of the study is to determine the strategic imperatives of the public policy to combat hybrid threats and ensure the economic security of Ukraine. Theoretical and methodological aspects of the spread of hybrid threats are generalized, its level and directions in the economy of Ukraine are determined, priority spheres, tasks and tools of the state policy of counteraction to hybrid threats and ensuring its economic security are substantiated. The directions of distribution and the set of hybrid threats to economic security at the present stage of socio-economic development of Ukraine are identified. The basic provisions of the Concept of counteraction to hybrid threats to the economic security of Ukraine are developed. It is concluded that the problem of hybrid threats became especially relevant for Ukraine after choosing the pro-European direction of development to which Russian Federation responded with the annexation of Crimea, military, and then political and economic aggression in the Donbas. Ukraine's economy continues to be significantly affected in the form of hybrid threats, which lead to the deployment of a negative reaction to the imbalance of political and socio-economic systems. Growing processes of global integration require the application of new approaches to the formation of high-quality and effective public policy to combat hybrid threats.

China’s environmental problems have long been criticized. The Communist Party of China (CPC) and the government have increasingly paid attention to developing environmental protection and included the construction of an ecological civilization in the “Five-in-One” development strategy. The improvement of regional eco-efficiency is an important way to realize the coordinated development of the entire society, and environmental policy instruments are a powerful means to enhance regional eco-efficiency. This paper categorizes environmental policy instruments into mandatory, hybrid, and voluntary types. Based on panel data from 31 provinces in China from 2005 to 2015, the paper discusses the impact of environmental policy instruments on regional eco-efficiency and the means of the impact. The research shows that (1) mandatory and hybrid environmental policy instruments play a significant role in promoting regional eco-efficiency, while the role of voluntary instruments is not significant in promoting regional eco-efficiency; (2) hybrid and mandatory environmental policy instruments have negative interactions; and (3) the level of economic development will positively affect the role of hybrid environmental policy instruments in promoting regional eco-efficiency but negatively affect the role of mandatory instruments in promoting regional efficiency.

As the renewable energy (wind energy, solar energy) being utilized more and more, there is strong demand for improvement on the policies of energy storage management. Several papers have shown that hybrid storage system is more efficient and economic than single storage system. In this paper, a policy based on the accurate prediction of wind speed in the near future is introduced and compared with state-of-charge (SOC) management approach and single storage system. The current simulation results demonstrate that the new policy proposed has a minor improvement on the set-up cost and the system performance over the state-of-charge policy.

Design/methodology/approach This paper draws on institutional and entrepreneurial theory to introduce the economic problem entrepreneurship in the early stages of new technologies, examines the diversity of self-governed hybrid solutions to coordinating entrepreneurial information and draws policy implications. Findings To perceive a valuable and actionable market opportunity, entrepreneurs must coordinate distributed non-price information under uncertainty with others. One potential class of transaction cost economising solution to this problem is private self-governance of information coordination within hybrids. This paper explores a diverse range of entrepreneurial hybrids coalescing around blockchain technology, with implications for innovation policy. Originality/value This paper points to the problem of how the defining of the innovation problem as either choice-theoretic or contract-theoretic changes the remit of innovation policy. Innovation policy and blockchain policy should extend beyond correcting sub-optimal investments or removing barriers to action, to incorporate how polices impact entrepreneurial choices over governance structures to coordinate information.

On the basis of an inductive multiple case study of ten social enterprises, we explore how social enterprises, which incorporate for-profit and not-for-profit logics as a hybrid form, gain legitimacy. Our analysis suggests the existence of three types of social entrepreneurs’ hybrid identities and shows how these hybrid identities systematically shape legitimation patterns of social enterprises. Furthermore, our findings suggest that social enterprises’ organizational types as hybrids also determine their legitimation patterns. These findings theoretically contribute to the research on hybrid organizing, legitimation of new ventures, and social entrepreneurship.

The article describes a case of applying biographical method to the study of the memory policy. The research featured archival sources, personal documents, and published family memoirs of foreign citizens repressed in the 1930s. The paper demonstrates advantages of using the method as part of interdisciplinary approach in a hybrid methodological complex and describes various techniques of the hybridization procedure. The hybrid methodological approach made it possible to reconstruct a person's life path against the background of the historical situation in the country, to understand the context of their lives, their meanings and goals in specific historical conditions. The comparative analysis of the biographies resulted in a typical biographical situation and a typical life path of a repressed foreigner in Russia. Against the background of the typical fate of repressed foreigners, each individual biography emphasizes both the striking similarity of the scenarios and the unique experience. The biographical method proved efficient in studying the memory policy, embodied in different scenarios. The author believes that Russia needs to develop a policy of memory as it could bring to harmony various narratives and meanings, thus strengthening the civil solidarity.

A network is defined as a set of nodes that are associated with a way to handle and transfer data and messages from source to destination. The congestion in the network occurs when a lot of traffic occurs, leads to delay, packet loss, bandwidth degradation, and high network overhead. Load balancing algorithms have been designed to reduce congestion in the network. Load Balancing is the redistribution of workload between two or more nodes to be executed at the same time. Two policies of load balancing algorithms: static and dynamic load balancing. This paper proposes a load balancing algorithm based on the hybrid (static and dynamic) policy using Network Simulator (version 2). The hybrid policy is used to improve network performance by redistributing the load between overloaded nodes to other nodes that are under loaded when congestion occurs. The simulation results show that the proposed algorithm used performance of the network with regard to throughput, packet delivery ratio, packet loss and the end-to-end delay.
