S’aporten dades provisionals sobre els resultats empírics del procés i s’analitzen els seus condicionants i els seus obstacles, entre els quals es troba el sistema bancari, que és objecte d’un tractament específic. A les conclusions, remarquem el caràcter no estratègic de les mesures adoptades, la visió a curt termini i l’influéncia de les inversions estrangeres.

Abstract:
This thesis demonstrates how a Taylor rule could capture the monetary policy decision pro- cess with imperfect information. The changes in the weights present in the rule reflect policy regime shifts. This framework is suitable in studying a small open transitional economy such as Hungary in recent years. This thesis employs the State-Space model which may capture the time-varying weights in the Taylor rule and an Autoregressive Hidden Markov Model which may identify unobservable or hidden underlying regimes using structural breaks. This thesis employs a sample period from 2000Q1-2020Q2, which finds that an active monetary policy regime transitions to a passive regime which becomes dominant in the second half of the sample, namely from 2014Q1 onward. Additionally, evidence of ineffective monetary policy is found. As general evidence, this thesis finds support for the Taylor rule constructed through the partial use of intermediate policy targets such as the real effective exchange rate. Which becomes ineffective towards the end of the sample, as the nominal interest rate degrades from two percent towards the zero lower bound.

Abstract:
The goal of this diploma work is to evaluate the process and form of determination for czechoslovak crown's exchange rate at beginning of the autonomous Czechoslovak republic and consequential implementation of monetary policy according to the development of economic situation until the beginning of the Second World War. At first I will aim to outline initial economic and monetary situation in the Czech countries before the Austria-Hungary empire break-up. The main focus of the whole work is the monetary reform in the Czechoslovak republic in 1919 whose creator was Alois Rašín. Consequently I will focus on formation of the Czechoslovak monetary policy and monetary stabilization until the world economic crisis. The important step in this period was the foundation of the autonomous emissive bank, which should have strengthened the confidence of currency and separated monetary policy from political interests. The start of the world economic crisis caused breakdown of all economics including the czechoslovak one. Due to this situation I would like to focus also on consequences of the crisis and the solutions suggested by Karel Engliš. At the end of this diploma work I would like to describe the final years of independence of the czechoslovak monetary policy before occupation and the Second World War.

Abstract:
In the 2003 Treaty of Accession, the signatories agreed that all New Member States (NMS) that joined the European Union (EU) in 2004, would adopt the euro, even if no timetable was provided. Why have some NMS not been able to join the euro area even if they made serious attempts at the outset? What are the circumstances and policies in these countries that have led them not yet to adopt the euro? Has it been lack of political will on the part of the government, a strong voice in the opposition, a euroskeptic president, insufficient administrative capacity, or lack of policy learning? Though there is no consensus among economists as to whether or not adopting the euro in the short run is a good idea, an economic cost-benefit analysis would suggest that in the long run euro adoption is positive for NMS. Yet, macroeconomic analyses cannot explain the change in government policies that may lead to euro adoption. Political scientists have typically focused on collective identity, policy learning, ideas and knowledge transfer among central bankers and other political elites, as well as adjustment to global pressures and Europeanization. This political science literature is unable to provide a satisfactory explanation as to why the Czech Republic, Hungary and Poland have not adopted the euro yet. I argue that the role of domestic politics is key to explaining the process of euro adoption in Czech Republic, Hungary and Poland: government policies, elections, electoral cycles as well as constitutional rules, veto points, central banks, public opinion and the media turn out to be crucial in explaining the lagging euro adoption process in these countries.

Abstract:
While 'book hunger' in Third World societies was regarded by a 'first generation' of theorists, working in the modernization/diffusion of innovation paradigm, as a cause of underdevelopment (and thus requiring the correction of problems relating to the undersupply of books to Third World countries by means of book aid policies, transfer of expertise and technology, and development of modern (western) publishing and distribution procedures and infrastructures), a 'second generation' of theorists working in the dependency/disassociation paradigm responded by insisting that 'book hunger' was an effect of the underdevelopment of peripheral economies, and a symptom of the debilitating cultural effects of the global economic order, with its skewed international distribution of knowledge, resources and capital. In recent approaches to the topic of 'book hunger' (which are wary of the sweeping dichotomies of dependency theory), 'book hunger' serves to describe a chronic shortage of books which results from complex structural inequities and antagonisms, from the distorting effects of global rationalization, as well as from local economic arrangements and policy mechanisms which do not adequately meet the knowledge and information needs of competing local cultural formations. 'Book hunger' is seen to derive from a range of causes, and to produce a range of effects, which correspond to the varying needs, resources, and conditions operative in - and the cultural media and knowledge infrastructures available within specific societies. Obviously, 'book hunger' is rooted to a considerable degree in the specific historical configurations and socioeconomic circumstances of specific countries. An understanding of complex, globally-interlinked socio-cultural, political and economic structures and practices is thus crucial to understanding 'book hunger' in South Africa. A survey of global and local environments within which scholarly books are produced and circulated - including South African distribution systems and knowledge dissemination networks - makes it possible to sketch an approach to South Africa's own 'book hunger:' which is sensitive to the complexity and the specificity of conditions in the local booktrade, and which is able to contribute to the complex debates on local knowledge infrastructures, strategies for book development and new forms of distribution which are now beginning to take place in South Africa.

Power, and how it is exercised within social relations is pivotal in explaining policy change. Hence, this dissertation explores policy change in Kenya by examining the transfer and subsequent adoption of social protection policies in the form of cash transfer schemes. Instead of the current analytical frameworks drawing from political settlements, political institutions, and ideational approaches in explaining policy uptake, the research studies policy making from a policy transfer and power nexus. The study examines power relations among multiple actors in the national context to explain the adoption of social protection policies. Hence this dissertation articulates power dynamics and asymmetries inherent in policy-making involving national and transnational actors as underpinning policy transfer processes. The thesis is premised on the following interrelated arguments; firstly, I show how transnational actors created and manipulated interests and incentives based on their resource base in three significant ways: controlling the policy agenda, constraining the agency of other actors and influencing the preferences of actors in the policy space. The interaction of interests and resources – financial, and ideas and knowledge – converged to bring about policy change. Secondly, I focus on the role of ideas and knowledge within policy space to show how the creation of a discursive hegemony and a structure of knowledge, social construction and policy narratives played a significant role in shaping learning and influencing national actors. Thirdly, I argue that transnational actors used structural mechanisms based on financing and coerced government to adopt social protection policies through a catalysing mechanism and imposition of conditionalities. The study depicts how transnational actors conditioned and manipulated national context and institutions to align with the idea of cash transfers. This thesis employs a qualitative approach to study policy transfer and subsequent adoption of two cases of transfer schemes in Kenya, the Cash Transfer for Orphans and Vulnerable Children (CT-OVC) and the Hunger Safety Net Programme (HSNP).

Abstract:
This study aims at investigating household food accessibility categories (food insecure, vulnerable, marginal and food secure) of rural households in Sekhukhune district of Limpopo province. The study is based on five wards in Mamone village in the Limpopo province of South Africa. Ten households from each ward were randomly selected for the study. Structured questionnaires administered by enumerators were used to collect information from household heads. In all 50 household heads constitutes the sample size for the study. Data was collected from 20 August 2007 to 25 August 2007. Responses in the questionnaires were tabulated, coded and processed using Statistical Package for Social Sciences (SPSS) programme. Based on comprehensive food security and vulnerability analysis the study showed that over 70 per cent of the sampled households were food insecure. Lack of education, income sources, water source, and infrastructure were some of the important factors contributing to food insecurity. The government should also give special attention to policy measures that guide towards the provision of household assets. It is recommended that special attention be given to measures that will provide the necessary factors that negatively affect household food security and vulnerability.
