Abstract:
The purpose of this dissertation is to describe the transfer of a specific technology to a program intended to benefit a segment of the older population. The study interprets the implications of this transfer process for human service programs responsive to the public interest. This provides a lucrative realm for examining the process as an outgrowth of public-private partnerships. Analysis of a partnership in five case studies illustrates the dynamics between nonprofit and for-profit organizations and potential tensions related to differing goals, means, and values. Theoretical grounding draws on relevant organization theory that guides the consideration of prominent concepts, such as responsiveness to the public and the potential for cooptation of public goals in public-private organizational partnerships. With this as a base, the dissertation provides implications for the development of theory on technology transfer in the delivery of human services.

Abstract:
It is argued in this thesis that because of the androcentric nature of the military institution women in combat arms positions in the armed forces of Canada, the United Kingdom and the United States of America are or will be tokens. In order to investigate and support the hypothesis several areas of literature had to be examined and interviews undertaken with military policy-makers/advisers, recruiters and retired female brigadier generals.Chapter One examines the broad body of literature in the field of military sociology. This chapter details the history of the evolution of the military from a mercenary force to mass armies sustained by conscription through to all-volunteer forces. It also exammes the effect of technology on the military, the changing role of the military in society, and theories of occupationalization versus the institutionalization/professionalization of the armed forces.Chapter Two examines and critiques the notions of inherent female pacifism and inherent male aggression expounded within some of the feminist literature. By detailmg a cross-cultural history of women warriors and female combatants the aforementioned notions are dismissed as untenable. Chapter Three continues with a presentation of the history of the utilization of women in the armed forces of the three countries from their first unofficial presence as "camp-followers" to the present day expanded roles in combat positions.In Chapter Four the theories of tokenism utilized in this thesis are detailed. This chapter presents and assesses the definitions of "token" and "tokenism". A review of the literature of women in male-dominated occupations and women in the military as "tokens" is also undertaken.The fifth chapter details the methodology utilized in this thesis. The fieldwork and questionnaire developmental processes, the interview questionnaires, details of the respondents and the locations of the interviews, and problems encountered in the research are presented.Chapter Six involves a presentation of the results of the interviews with military policymakers/ advisers, recruiters and retired female general officers. The results are presented on a person-by-person basis followed by overall generalizations and generalizations based on country and occupational category all of which provide the impetus for the supporting of the hypothesis.It is in the eighth chapter that theory is applied to practice in that the theories and definitions of tokens and tokenism are applied to the results of the interviews and supplemented by defence document studies to support the hypothesis that because of the androcentric nature of the military institution women in combat arms positions in the armed forces of Canada, the United Kingdom and the United States of America are or will be tokens.

Abstract:
This study investigated the current practices of strategic human resources planning (SHRP) at large industrial and service companies in the United States and compared these practices with Walker's Four Stages of Human Resources planning model. The data for this study were collected from 130 industrial companies and 117 service companies listed in Fortune directories of the largest 500 industrial and largest 500 service companies in the United States. The study investigated also the impact of internal and external environmental factors on these companies' practices of SHRP. MANOVA, Factor Analysis, and Percentile Analysis were used as prime statistical methods in this study. Environmental factors studied were found to explain 78 per cent of the variances among large American companies. No significant difference was found between industrial and service companies in their SHRP practices. Significant improvements have taken place in large United States business corporations' practices of SHRP since the introduction of Walker's model (1974). These improvements took place in human resources information systems, forecasting human resource needs, human resource planning and development, and evaluation of SHRP projects, but the improvements were unbalanced. The improvements in corporate-centered SHRP activities were greater than the improvements in employee-centered SHRP activities. The reasons for unbalanced developments were explained and future directions were predicted. The findings of this study were compared to the findings of many recent studies in SHRP fields and future directions of the developments of SHRP were discussed. The conclusions of this study suggested that United States corporations are in need of balanced development in both employee-centered and corporate-centered SHRP. American companies are in need of advanced models to shape their practice in SHRP fields. Walker's model has been evaluated as the best available model. The study showed that mediumsized companies in the United States will benefit from SHRP and that they are able to pay the cost of SHRP projects. Several implications and recommendations for future studies and for business and educational institutions are listed.

Currently human trafficking is named the fastest growing criminal enterprise in the world. It is the second largest social problem in the global community, just behind narcotics and drug trade. Approximately 70% of trafficking is in the form of sexual exploitation. Victims of human trafficking often go undetected because of the deceptive nature of the crime, however once identified there are social services available to help re-integrate these individuals back into society. This research seeks to illuminate social work in human sex trafficking and how the phenomenon of trafficking manifests itself in the United States and Lithuania. The question is asked what are the services provided to victims of sex trafficking in the United States and Lithuania and how does the perceived inherent differences between the victims of phenomenon in each nation impact the delivery of these services, and the understanding of empowerment? In relation to the above research question and objective, the concepts of human trafficking, prostitution, social services, empowerment and international social work will be theoretically explored. The Medical Reserve Corps (MRC) was formed to provide a cadre of trained medical volunteers to support and strengthen the public health infrastructure and improve its' emergency preparedness level. Training policies and standards are left to the discretion of the local MRC coordinator so the program maintains its flexibility to meet community needs. Training varies from unit to unit, and there are no protocols in place to measure or evaluate the effectiveness of that training. According to recent studies and surveys, disaster operations are an unfamiliar role for most MRC volunteers and the public health workforce in general. Evidence also suggests that few medical and public health workers receive this important preparedness training. In 2005, MRC working group members developed a list of core competency recommendations to provide training guidance, but specific educational content to satisfy those competencies were not defined. This thesis offers specific training content guidelines and strategies for achieving competency. The MRC must be able to integrate into the disaster environment while working safely, effectively and efficiently. Standards will set the mark for success, enabling the MRC to respond in a coordinated manner and at a consistently higher level to any public health emergency.

Abstract:
This research extended and refined an in-service assessment model used in Project Genethics resulting in an evaluation of Project Genethics and a test of the model's utility. The model guided analyses of the correlational relationships between (a) teacher competency measured by a written 50-item validated posttest (Teacher 50), (b) the number of teaching strategies reported by the participant teachers (Strategy 20), and (c) student competency measured by a written 25-item validated posttest (Student 25) using a Pearson product-moment correlation coefficient Lr). A multiple R statistic and stepwise linear regression with an F ratio were used to determine the association of Teacher 50 and Strategy 20 with the criterion, Student 25.The model is hierarchical. Subsets of test items and teaching strategies related to core genetics concepts (Mendelian genetics, mitosis and meiosis, pedigrees and probability, polygenic inheritance, and chromosome aberrations) were analyzed in teacher posttests, student posttests, and reported teaching strategies. Stepwise linear regression was used to determine the relative impact of the predictors on the criterion, Student 25.The research population consisted of 78 secondary biology teachers and 4,920 of their students. The teachers attend one of six Project Genethics workshops conducted in the summer of 1991, . funded by the National Science Foundation, and implemented by staff of the Human Genetics and Bioethics Education Laboratory (HGABEL).The researcher employed an ex g facto design. A summative data form was designed and used with project data for testing eight null hypotheses. A significant positive linear correlation was found between teacher competency and student competency and the number of strategies used in both full and subset analyses. No significant correlation was found between the number of strategies used and student performance in both full and subset analyses. The number of strategies used did not add significantly to the predictability of student competency after teacher competency was considered.The conceptual understanding of secondary students should be the ultimate criterion by which the effectiveness of in-service programs is measured provided the assessment items are congruent with the student conceptual level of understanding. Teacher knowledge was the most highly associated predictor of student concept attainment.

In 1962 Congress enacted legislation which made social services an important instrument of public welfare reform. The law represented the culmination of a half-century effort on the part of public welfare officials to secure recognition for public social services as a distinctive yet integral feature of progressive social welfare policy in the United States. This dissertation traces the evolution of this effort from its origins in the Progressive period to the passage of the Public Welfare Amendments of 1962.The Progressive ideal of social welfare focused on building an institution of public welfare which would satisfy the economic, social, and psychological needs of all citizens. Public welfare officials viewed social services as playing a key role in the realization of this goal. The paper examines how social services became a means of protecting and expanding the functions of public welfare.The history of public social services has been marked by controversy. Throughout most of the twentieth century, the institution of public welfare has been subjected to periodic assaults by the taxpaying public. The stigma associated with welfare has caused many professional social workers to oppose the idea of incorporating social services into public welfare. The response of public welfare officials to these sources of conflict is a major topic which the paper explores.The context for and the ramifications of the dispute between professional social workers and public welfare officials over the propriety of public social services are discussed in the first three chapters of the paper. The last three chapters recount the political strategies used by public welfare officials to gain acceptance of their plan for integrating social services with public welfare policy.

This study analyzes the divisions, attitudes, and background characteristics of political consultants. The political consulting field has grown greatly within the last decade, and a growing amount of attention is being paid to these once obscure political professionals. To help answer some of the questions raised about the political consulting field, I have written this thesis. The first part is an overview of the history of political consulting. The history tracks the growing use of political consultants in political campaigns, as well as the birth of new campaign technologies and their effect.The second part of the thesis is an examination of some of the major areas of political consulting. These areas include Campaign Planning/Management, Computer Listing, Direct Mail, Fundraising, Media Planning/Production/Placement, Phone Banks, Political Action Committee Solicitation, Public Opinion Polling/Surveys, Public Relations, Research, Speechwriting, Vote Demographic Analysis, and Voter Contact/Turnout.The third part of the thesis is a description of, and the results of a survey conducted of political consultants. The questionnaire probed into areas such as ideology, party preference, attitudes toward the electorate, candidates, and campaign services. Also explored were motivating factors in taking on a campaign, advantages and disadvantages of being a political consultant, and their involvement in regional/international political consulting.The results of the survey are described in terms of frequency distribution and cross tabulation by campaign service areas in an analysis of the findings at the end of the thesis.

The last decade has witnessed the development of a private launch industry. Under international space law, in particular the Outer Space Treaty of 1967, States shall supervise and authorize the activities of their nationals, including private launch companies, in Outer Space. In the United States, a substantial set of regulations has been elaborated to exercise this control over the activities of the private launch industry. This thesis analyzes, in a first chapter, the evolution which led to these regulations. The Commercial Space Launch Act of 1984 and the subsequent regulations issued by the Office of Commercial Space Transportation, regarding the licensing process are dealt with in the second chapter. The third chapter examines the most important practical legal issue relating to private launch services, namely liability and insurance.

Abstract:
This research documents the societal worth of riparian resources in the Southwestern United States. Two case studies are developed for this inquiry, the first being Aravaipa Canyon Wilderness in Southern Arizona, an area containing one of the last perennial streams in the Sonoran Desert bioregion. A hiking use value per visitor-day is estimated via the Travel Cost Method at $25.06 and $17.31 (2003 dollars) respectively for two access sites. I hypothesize the value discrepancy to indicate a premium for remote recreation. These valuation results compare well with other published recreational use value estimates, though it is the only valuation study associated with instream recreation in the Sonoran Desert of which I am aware. Indeed the environmental valuation literature is thin for the desert region in any respect.The second case study values public restoration preferences for the Albuquerque reach of the Rio Grande in Central New Mexico. A Choice Experiment and Contingent Valuation are employed within an original survey instrument to estimate human values for various restoration strategies planned for the region. Through focus groups and stakeholder interactions four restoration attributes were defined: vegetation density; tree type; fish and wildlife population; and natural river processes. Quantified values for Albuquerque area households were estimated for each restoration attribute level of change, allowing construction of total benefits anticipated for various restoration scenarios considered for the region. This research is at the vanguard of quantifying human benefit for saltcedar control, and this particular restoration characteristic was the most highly valued of all, at $59.03 per household per year. Full restoration was valued at $156.60 per household per year. These results have meaning beyond the study area since river restoration efforts are increasing across the Western US, with many focusing on controlling saltcedar, an exotic invasive plant.The final phase of this research integrates riparian valuation concepts within a dynamic simulation framework to guide systems-level riparian management. Control variables are combined with known valuation pathways to predict riparian investment funding optimal in benefit-cost ratio. The model is built for the Middle Rio Grande in Albuquerque, however it was designed for easy adaptation to other Southwestern riparian areas. A detailed forest module is included, through which seven defined forest stocks may be managed through thinning, clearing, and revegetation. River management may occur through environmental river flow releases, reconstructing stream-overbank connections, and wetland construction. Recreational amenities may be improved through the four infrastructure categories of trails, toilet facilities, picnic areas, and parking areas. Benefits and costs are estimated through original research and region benefit transfer, and tracked for different investment scenarios to predict the highest-return strategies over a 100 year planning horizon. A sensitivity analysis is used to suggest areas of future research.

The thesis seeks to interrogate historically the relationship between multinational healthcare service companies and states in the pursuit of market-oriented reforms for healthcare. It constitutes a critical reading of the idea of globalisation as a concept with substantive explanatory value to analyse the causal role of multinational service firms in a commercial transformation in national healthcare service sectors. It analyses the development and expansion of commercial (for-profit) healthcare service provision and financing in the healthcare systems of OECD countries. The hospital and health insurance sectors in the US and UK are analysed as case studies towards developing this critical reading from a more specific national setting. The thesis contributes to developing a framework for analysing the emergence of an international market for trade in healthcare services, which is a recently emerging area of research in the social sciences. As such, it uses an interdisciplinary approach, utilising insights from health policy and international political economy. The research entails a longitudinal study of secondary and primary sources of qualitative data broadly covering the period 1975-2005. I have also made extensive use of quantitative data to illustrate key economic trends that are relevant to the changes in the particular healthcare services sectors analysed. The research finds a substantive shift in the mixed economy of healthcare in which commercial healthcare service provision and financing are increasing. However, while the internationalisation of healthcare service firms is a key element in helping to drive some of this change, the changes are ultimately highly dependent on state-level decision making and regulation. In this context, the thesis argues that globalisation presents an inadequate and potentially misleading conceptual framework for analysing these changes without a historical grounding in the particular developments of national and international markets for healthcare services.

MBA Professional Report
The purpose of this MBA project is to determine how the United States Army manages and oversees the acquisition of services. To accomplish this objective, the authors deployed a survey to 81 separate contracting centers to collect empirical data. The survey, created by Meinshausen and Compton as part of a prior NPS MBA project, was designed to collect data on contract characteristics, life-cycle approach, project management, organization structure, and training provided to acquisition personnel. The survey was available for two full weeks in early March 2009. During this period, 61 respondents completed the survey, representing a 75% response rate. The results show that the vast majority of contracting centers are using competitively bid, fixed-price contracts without any type of incentives. This research also shows that a project team approach often is utilized; however, the contracting officer routinely leads the acquisition effort. Additionally, the respondents indicated that there are not enough acquisition workforce billets, the current billets are not adequately filled, and that training resources are lacking. The results of this project will be used for further research in a DoD wide analysis of lifecycle management of service acquisitions.

In the past two decades, the prison population has increased considerably in many industrialized countries. In the United States, for example, the prison population has more than quadrupled since 1980. As a response to the considerable incarceration costs, the number of private prisons and the number of prisoners working for private corporations have increased significantly. Proponents of private sector involvement in prison industries argue that inmate labour can reduce the incarceration costs and contribute to rehabilitation of prisoners.
The question of private sector involvement in prison facilities raises significant concerns as regards to international labour standards. Opponents of private sector involvement argue that private hiring of prison labour can involve exploitation. They also argue that the authority for punishment is a core governmental function that cannot be delegated to the private sector. Furthermore, in most cases, labour and social security laws are not applied to inmates. Therefore, prison labour can constitute unfair competition with free labour or even go as far as to replace free labour.

MBA Professional Report
The purpose of this MBA project is to review policies and practices of the United States Air Force (USAF) in the area of service acquisition and oversight. Additionally, this research will discuss Government Accountability Office (GAO) concerns in the area of service acquisition and oversight. The survey employed herein was taken from a prior NPS MBA project (Meinshausen and Compton) and distributed to 50 Contracting Squadron Commanders across seven separate Air Force Major Commands (MAJCOMs). The researchers conducted the survey between mid-June to mid-July 2008 and received a 68% response rate. Our research shows that contracting officers are serving in the capacity as program managers for a majority of service acquisitions at the installation level. Additionally, this research shows that contracting squadron leadership identifies manning as a major issue for their organization. The results of this project will be used for further research in the area of lifecycle management of service acquisitions.

Human trafficking is an international crisis which has emerged as a human rights issue of the highest priority for many nations. This is not a new occurrence, although the onset of globalization has provoked increased intensity in this international crime. Recent studies, including the U.S. State Department's 2009 Trafficking in Persons Report have predicted that the recent global economic crisis will inflate these numbers to an even larger number of victims. This thesis will investigate these phenomena ultimately asking: Do immigration policies and economic conditions contribute to the recent proliferation in cases of human trafficking for labor purposes? Moreover with the recent global economic crisis, has consumer demand affected an increase in cheap migrant labor furthering vulnerabilities that create prime situations for human trafficking and forced labor? This thesis will investigate these questions by focusing on the geographic parameters of the United States and Mexico due to their physical proximity and the history of immigration between these neighboring countries.

Women are a significant presence in today's workforce; however, few rise to the top management ranks. Therefore, there is a critical need to better understand the factors that facilitate their success. This study examined several variables that may contribute to women's objective (income, span of control, promotions) and subjective (self-reported satisfaction) success. Predictive variables include human capital (training, experience), individual (perception of promotability, motivation for training), organizational (supervisor gender, percentage of male subordinates) and power (extent of supervisory authority) factors. Participants were members of the National Longitudinal Surveys Young Women cohort, conducted by the Bureau of Labor Statistics. Data were analyzed through simultaneous multiple regression analysis, and the results indicated that education was significantly related to income for all women. For women in management positions, their degree of supervisory power was also predictive of higher income, yet negatively associated with job satisfaction. Further, their span of control was positively influenced by the amount of time they spent in on-the-job training. The implications for women's career advancement, study limitations, and future research possibilities are also discussed.

Department of Defense (DoD) spending on services has been trending upwards for over a decade and, as of 2011, accounts for 56% of total contract spending. The increased reliance on services contractors has prompted the Government Accountability Office (GAO) to look more closely at the acquisition and contract management process. The term program management describes the approach and methodology needed for the management of complicated projects. We used the program management approach to address the following questions (1) how do different stakeholders define successful services contracts within the Navy (2) how do different stakeholders measure services contracts within the Navy and (3) how should Navy services contracts be defined and measured We conducted a survey of 168 key stakeholders. We discovered that when defining and measuring the success of a service contract all stakeholders tend to utilize outcome-related factors over process-oriented factors. We believe this is because outcomes tend to drive perceptions of success more than processes and are more easily quantifiable. Metrics used to measure success are typically related to cost, schedule, and performance. Based on these findings, we provide recommendations on establishing better internal control measures, putting in place an operational audit process, and creating a standardized reporting process.

The concept of ecosystem services has become ubiquitous in environmental planning and policy. One way of turning the insight that society depends on nature for a wide range of benefits into practice is by creating markets for ecosystem services. Despite much enthusiasm and research, relatively few such markets have been implemented successfully. The basic question that this dissertation seeks to answer is why has it been so difficult to create successful markets for ecosystem services in the United States? Based on an in-depth analysis of efforts to create markets for ecosystem services in the Willamette River basin and the Chesapeake Bay watershed, I have identified three important challenges to ecosystem service market (ESM) creation. The first is push back from people care deeply about particular places. It is hard to honor such concerns when basic market logic assumes that environmental qualities can and should be easily moved from place to place. The second reason is dissatisfaction with measurement systems used to calculate how many credits a particular project or place is worth. Since many of the participants in a proposed market have different interests, the demands they create on these measurement tools are incompatible. The third and final reason it has been so difficult to create markets for ecosystem services in the United States is that it is difficult to bring together all the relevant stakeholders and give them a chance to participate in decisions regarding market design. Who should participate, what form this engagement should take and who has the authority to initiate a market are all questions that are exceedingly difficult to answer. I offer several suggestions regarding ways of overcoming these three challenges.

International students constitute an important cohort in the United States (U.S.) colleges and universities. In order for the U.S. colleges and universities to better accommodate the significant number of international students and to recruit them in the future, it is critical to identify factors that influence these students’ acculturation and adjustment processes and provide professionals with guidelines for creating culturally appropriate services and programs for them. Therefore the current study examined international students’ adaptation to the U.S. in relation to their acculturation levels, coping processes, and intent to stay in the U.S. after their graduation. Center for Epidemiologic Studies - Depression scale was used as a measure of psychological adaptation. In addition, Sociocultural Adaptation Scale, Acculturation Index, and Ways of Coping Questionnaire, were used to measure sociocultural adaptation, acculturation dimensions, and coping processes, respectively. A total of 204 F1 visa holding international students participated in the current study. This project was a cross-sectional, exploratory study that measured depression and sociocultural adaptation among international students. Cronbach’s alpha for each instrument was calculated to determine the internal reliability for the current sample. Pearson product moment correlational analyses were performed to examine the relations between interval variables. Analysis of variance was utilized to examine gender differences in coping processes. Multiple regression analyses were conducted in order to explore the predictors of international students’ psychological and sociocultural adaptations. Results showed that in females identification with the host culture was associated with lower levels of depression, and Escape-Avoidance was associated with higher levels of depression. Identification with the host culture and Escape-Avoidance were predictors of sociocultural adaptation for both genders. Specifically, students who identified more strongly with the American culture were less likely to experience difficulty functioning in the U.S. In addition, these students were more likely to report higher levels of English proficiency, higher likelihood of staying in the U.S. after graduation, and lower levels of depression. The study identified important gender differences with regards to acculturation dimensions and coping processes. Implications and suggestions for future research were discussed.
