Abstract:
Chapter 7 focuses on the four phases of national human rights action planning in practice. In the preparatory phase, it suggests the idea of establishing a national network of different stakeholders for implementing human rights and discusses the five key elements of a comprehensive baseline study before proceeding with the eleven elements of an effective action plan in the development phase. In the implementation phase, Chapter 7 addresses the questions as to how to cope with ‘complex situations’ when different factors external to the plan and not often under its control negatively influence its performance, and how to enhance a plan’s sustainability over time. This chapter ends with a discussion of six types of accountability mechanisms and a seven-feature model of assessment along with some suggestions on methodological techniques for planning.

These leaders included religious leaders, government officials, office holders of community-based organizations, teachers and school principals. The assessment adapted and applied International IDEA’s constitutional performance assessment methodology to collect these leaders’ perceptions on the constitutional text and realities on current constitution, the Presidency, human rights and the nature of political and economic order. The Constitutional Performance Assessment was undertaken through a partnership between the Centre for Policy Alternatives (CPA), the International Institute for Democracy and Electoral Assistance (International IDEA) and the Edinburgh Centre for Constitutional Law (ECCL).

This chapter asks whether environmental and human health are well served by the creation and use of simple indices, such as the California Communities Environmental Health Screening Tool and the Environmental Performance Index. Reducing vast complexity to a single number offers the possibility of helping to communicate complex science to the public and to decision-makers. Indices are appealing because they are quantitative, have the appearance of being data-based, and seem objective. However, the biases and potential errors inherent in simplifying multidimensional data can result in misleading or incorrect conclusions. This chapter details some problems inherent to environmental indices, examines how these issues have led wellintentioned studies astray, and offers solutions to navigate the indices landscape.

Abstract:
The chapter explores the long-run evolution of Italy's performance in technological innovation as a function of international technology transfer, reconstructing the different phases and dimensions of Italian innovative activity, tracking the transfer of foreign technological knowledge through a number of channels, analyzing the impact of imported technology. The study is based on a newly constructed dataset, over the 1861-2009 period, composed of variables related to innovation activity performance, foreign technology transfer, and domestic absorptive and innovative capability. The analysis highlights, also by econometric assessment, the significant contribution of foreign technology to innovation activity results. Machinery imports and the accumulation of technical human capital contributed positively to innovation activity; inward FDI contributed positively to productivity growth, but not to indigenous innovation activity results. Differences across channels of technology transfer and historical phases emerge, also in connection with the evolution of human capital endowment and domestic innovative capacity.
