Abstract:
Knowledge management has been developed in the context of enterprises and has its research and applications related to the organisational knowledge perspective. Nevertheless, there are other contexts within which knowledge management can be studied, such as the academic context, which is concerned with the scientific knowledge perspective. Whatever is the context in which knowledge management is studied, communication processes constitute a fundamental issue to be taken into account. As a matter of fact, the relationship between communication and knowledge management has recurrently been approached in the literature, under the technological perspective, having the processes themselves being apparently neglected. Within the academic environment, scholarly communication is also a crucial constituent of knowledge management. However, studies on scientific knowledge management that take account of the scholarly communication process are rare. This piece of research, therefore, aimed to investigate the relationship between knowledge management and the scholarly communication process at a conceptual level, bearing in mind the peculiarities of the scientific knowledge and the academic context. The study is particularly concerned with a theoretical construction of a conceptual model for the knowledge management in the academic context, having the scholarly communication process as its foundation. This theoretical, exploratory, qualitative research is based on the abducting reasoning and the evidential paradigm. Research objectives have been achieved through the combination of two different strategies. The first one consisted of the theoretical construction built upon the literature. The second, via interviews carried out with researchers from different divisions of knowledge. Based on the methods applied, it was possible to draw conclusions. The first one was to associate knowledge management principles to the communication process perspective, particularly to the scholarly communication process. The second was the identification of clues that point to the relationship between tacit scientific knowledge, explicit scientific knowledge and the creation of scientific knowledge in the academic context. The third was to identify the constituents of the knowledge management process within a university environment. The forth was to identify processes related to scientific knowledge management under the open access approach. From these results it was possible to build a conceptual model of the scientific knowledge management, on its tacit and explicit aspects, in the academic context

Abstract:
Departing from the serials crisis, this paper seeks to point out the areas of conflict, which are dominated by three principal agents: the scientific community, publishing houses and libraries. In order to facilitate interaction between these agents the open access movement has been formed, which receives considerable support from the librarianship. Abutted to the Anglo-American university presses, it has been postulated in the scientific community that German universities engage in publishing activities too. The focal point of this work is - apart from an assessment of the current situation and an overview of the Anglo-American university presses - a critical account of the German university press. On the basis of qualitative interviews different publishing houses are critically assessed in terms of their services offered. In a short excursus this paper describes subject-related publishing activities in the context of the open access movement. In conclusion this paper will expound the problems of German university presses – and formulate an outlook as to what may be the future course of the industry.

Abstract:
The scientific communication is suffering considerable alterations so much in its process as in its structure and philosophy. The open archives and open access initiatives are contributing significantly for the undoing of the traditional model of scientific communication and for the construction of a new disaggregated model and with interoperability, fairer and efficient to disseminate the research results and like this, the knowledge generated by the scientific communities. However, due to the progresses of the information and communication technologies, not only the structure and the flow of the scientific communication is suffering considerable alterations, as well as the own concept and support of the scientific documents. This has been generating the need of the development of tools to optimize the organization, description, exchange and information retrieval processes, besides the digital preservation, among others. Highlight that the MARC format it has been allowing per decades the description and the exchange of bibliographical and cataloging registrations to the institutions, favoring the access to the contents informacionais contained in several collections. However, with the exponential growth of information and of the documents generation (above all digital), this has been demanding larger flexibility and interoperability among the several information systems available. In this scenery, the XML markup language is presented as one of the current developments that has as purpose to facilitate and to optimize the administration, storage and transmission of contents through Internet, it being incorporate for several sections and areas of the knowledge for the handling easiness and operational flexibility. Front to that, an exploratory study of theoretical analysis was accomplished, identifying the adaptation of the MARCXML format in the construction in ways of descriptive representation for information resources in open archives, as a complex and flexible standard of metadata, that will make possible the interoperability among information systems heterogeneous, besides the access to the information. As result of this research, It's considered that MARCXML is an appropriate format for description of data in a complex structure. It’s ended that the measure that increases the complexity of the documents in the repositories and open archives, plus it’s justified a structure of metadata, as the MARCXML format, that support the description of the pecificities of the informational resources, once this initiative is not and nor it will be if restricting to scientific documents, but expanding the other types of informational resources more and more complex and specific, also demanding an appropriate description for the specificities of the bibliographical entities.

Abstract:
The advent of the internet has revolutionized the way scientists communicate their research results increasing the power to disseminate and to access scientific production. This fact was responsible to restructure the scientific information flow that has incorporated its own characteristics from the digital culture. The Open Archives Initiative constituted the infrastructure that supports this restructuring. It was also responsible for the institutionalization of a model called e-prints repositories (ER), that stores, disseminates and promotes scientific production, published or not, in a place managed by the scientific community itself, that allows the inclusion of their public commmentaries about contents of that production. The hypothesis of this work suggests that the adherence to this model by the scientific communities depends on the level of understanding and acceptance, of the profile of the field interfering with the adoption of the innovation and its legitimation. Through a case study of Brazilian researchers from the Communication Sciences field it had been carried out the electronic focus group technique among 18 researchers, whose profile was formed by researches leaders registered at CNPq with backgroung in the field. The exploratory study identified many questions present in the dynamics of scientific communication of the field leading to proof of the hypothesis. From among results, distinguish low perception of that this model optimized the scientific information flow and strong tendency to not accept the model becauce of field profile. In conclusion, the level of adherence to the model is inserted in a medium to low scale.

Abstract:
La presente investigación tiene como objetivo determinar la influencia del marketing de contenidos dentro del proceso de decisión de compra del cliente de telefonía móvil. Para cumplir con dicho objetivo, se usó como objeto de estudio al blog de una empresa de telecomunicaciones en el Perú. A partir de ello, el estudio plantea una fase inicial de exploración para poder conocer a profundidad los conceptos del marketing de contenidos así como los cambios en el proceso de decisión de compra del cliente. En ese sentido, se elaboró un marco teórico que permitiera conocer a detalle las etapas que componen a cada eje conceptual. Posteriormente, de manera descriptiva, se realizó el estudio de un caso en particular que permite aterrizar los conceptos revisados para la investigación y a la vez, analizar la estrategia de contenidos dentro del proceso de decisión de compra del cliente. A través de este análisis, en primer lugar, se puede conocer específicamente cuáles han sido los resultados más influyentes producto de la aplicación de la estrategia, a fin de conocer los beneficios que trae adoptar la estrategia digital de contenidos; y, en segundo lugar, ver su participación en el proceso de decisión de compra del cliente. De esta forma, se podrá evidenciar si efectivamente esta estrategia va acorde con los objetivos de la misma. Como se ha mencionado anteriormente, se ha tomado como objetivo de estudio el blog de una empresa de telecomunicaciones en el Perú. La presente empresa se sitúa en una industria altamente competitiva lo cual ha demandado cambios en los lineamientos estratégicos del área de marketing a partir de la entrada de nuevos competidores. Debido a ello, es que la empresa decidió buscar nuevas estrategias que le permita sobrellevar los cambios en la industria y ofrecer un valor agregado a sus clientes. Como resultado del estudio se exponen, en primer lugar, los hallazgos relativos a la participación del blog en estudio en cada una de las etapas del proceso de decisión de compra desde el punto de vista de quienes diseñan y ejecutan la estrategia, y de los clientes del mismo. Posteriormente, los hallazgos encontrados sirvieron como base para proponer recomendaciones para mejorar el desempeño de la herramienta digital de contenidos, aprovechar las oportunidades de mejora y afianzar las fortalezas determinadas en el análisis. Finalmente, se presentan las conclusiones, las cuales comprenden todo el estudio de investigación.

All the aspects of scientific communication are explained. An analysis of the impact of the movement for open access to scientific and academic literature was performed: here you will find a full description of its beginnings, definitions of the main terms, goals, the most significant initiatives undertaken all around the world and those strategies designed to get it; the open access journals and self-archiving in repositories - focusing on the progress of the latter – represent the most radical alternative for the development of open access. Then the different practices and attitudes adopted by Argentine librarians towards the self-archiving of their work in the thematic repository E-Lis are also analyzed. We try to determine which factors contribute to the use or non use of the repository.

Abstract:
The Federal Institutions of Higher Education in Brazil can give more transparency to the financial resources allocated to science development by providing various information sources in its repositories. The purpose was analyzed the policies and information sources from Institutional Repositories from the Federal Institutions of Higher Education. Also identified those federal institutions of higher education that keep institutional repositories policies, identification of typology about information sources and established policies and made it available for users. It was adopted the basic research methodology, from the point of view of its nature, and descriptive, because of its form of object study. The descriptive research was developed as documentary research supported on the bibliographical research to contextualizing the matter, getting qualitative character. The research‟s universe was formed by the 97 Federal Institutions of Higher Education in Brazil, knowing that the scientific research, that was performed in these institutions, aim for the constant improvement of the products and services to the internal and external users. These institutions, 57 are federal universities, 38 are federal institutes and 02 are federal centers of technical education. The population of survey is formed for 23 institutions that keep repositories and the sample is formed for 07 institutions that keep repositories with instituted policies made available for users. It was concluded that the Institutional Repositories present information primary and secondary sources. The repositories that have only primary sources are 71,42%; 28,58% of the IRs, besides of presenting primary sources, presents secondary sources as well. It was not observed tertiary sources. The information sources considered relevant by FIHE to fill up of repositories were: thesis and dissertation; journal‟s articles; papers presented at events; final project in graduation; photographic collection; final project in postgraduation; documents (minutes); books; books chapters, and basics references for newspapers news. The study allowed the federal institutions of higher education knew the information sources used in its repositories, because the policies made the organization and the dissemination easy, that brings benefits to the scientific and institutional community and to the society in general, including the Information Science area.

Open Access Repositories enable free of charge access to scholarly publications. A new conception for the Zurich Open Repsitory and Archive (ZORA) at the University of Zurich is planned. The Open Access Team at Zurich is therefore interested in functionality offered by repository software and the boundaries to other systems in an academic environment. This document illustrates, based on the available literature and example systems, the potential of repository software in two directions. One is the perspective of Current Research Information Systems, the other one the perspective of Virtual Research Environments. It is shown that repository software can fulfill many tasks in both directions. But when it comes to specific requirements, as research evaluation or third party funds, a fully-fledged Current Reasearch Information System has many advantages. In this case only a strategic positioning in the scope of Virtual Research Environments is left for the repository in Zurich.

The concept of the institutional repository is currently discussed in library science and in practice around the globe. Many universities hope for significant advantages caused by publishing servers collecting the outflow of their scientific institutions as electronic documents and providing them via internet. If nothing else they count on a huge advertising impact for their own institution. For this reason, in recent years, many universities and scientific institutions in Germany as in the rest of the world decided to build their own document server. From the beginning, there has been a close link between this approach and the international open-access movement. Not a few represent the view, both concepts could create a decisive influence on the changing system of scientific publishing. But contrary to the initial optimistic estimates, many operators of this type of archive servers today find themselves confronted with significant difficulties. In this regard primarily the lack of acceptance by the scientific authors proves to be a fundamental problem that may threaten the success of the concept.

"Digital preservation in institutional repositories: Gredos" is the title of a masters dissertation of the Master in Digital Information Systems, University of Salamanca, academic year 2009-2010. In the past seven years, two related events such as the Open Access movement and the creation of institutional repositories have caused that the preservation issue become one of the most studied in the field of digital documentation. This study focuses on digital preservation of open access institutional repositories, aimed at ensuring the accessibility and long-term use of digital objects deposited. The thesis intended also to reflect the current state of the digital preservation and to provide a practical application for Gredos (= Repository Management System Documentation at the University of Salamanca). The ultimate goal was, therefore, to establish the modus operandi in the development and implementation of a digital preservation plan for Gredos.

Abstract:
The attitudes and behaviours of academics from different disciplines towards depositing their work in institutional repositories are compared. This is achieved through the use of a survey strategy, and by examination of the contents of a twenty-five UK institutional repositories. The survey targets humanities academics, and the data is compared to that from previous surveys focusing on scientific, technical and medical (STM) disciplines. The number of humanities documents in institutional repositories is currently far lower than that in STM disciplines. Awareness of Open Access amongst humanities academics is also low. However they perceive many advantages to depositing their work in institutional repositories, especially for the reader, not for themselves. Around two-thirds of respondents would deposit work in institutional repositories, despite having several concerns. Those who would not deposit work in this way perceive the same disadvantages: potential for plagiarism, the apprehension of interfering with publishing their work elsewhere, and the fragility of online means of dissemination. Increased depositing in institutional repositories in the future depends on encouraging authors of the advantages of doing so, not only to others but also to themselves. At this early stage of development understanding the attitudes of academics in different disciplines is crucial.

As a reaction to the serials crisis a movement has formed, which aims at open and charge free access to scientific literature in the internet. Open Access can be achieved by selfarchiving or by open access journals, which are financed by author payments. This master thesis provides a survey about the current state of the art of the movement, about the different conditions in the scientific disciplines and the networked initiatives. The situation is considered from the libraries’ point of view, focusing on science libraries in Austria. The instruments for retrieval were identified as a week point. An additional obstacle for Open Access is the importance of the citation rate when scientific publications are evaluated. Due to the installation of e-print-servers a new assignment for libraries has developed.

In regard of current state of public funding, the return to the community of investments made becomes paramount, especially in institutions dedicated to culture, R&D and education. These organizations also seek ways to manage the information they hold in order to adapt to their user needs and to the potentialities of the available technology. The implementation project of an open repository capable of managing and disseminating the Presidential Museum’s technical and scientific production emerged upon these assumptions. The initial phase of the project ascertained important aspects such as: appropriate procedures for planning and building an institutional repository; strategies, initiatives and tools advised by the Open Access movement in order to extend its potential to the spreading of significant materials held by Museum; the dimensions a digital repository can adopt, namely the technology, the use and the management of such a system; and the identification of good practices in presidential or monarchy museums that run open digital libraries or repositories responsible for the diffusion of archival, bibliographical or museological contents. The implementation phase of the prototype, Mus@, was characterized by: firstly, the establishment of existing information needs of the Presidential Museum and the users, both internal and external; essential system points, like policies, organization, functions, contents and metadata, where specified; the selection, installation and customization of the prototype’s software, EPrints, was described, as well as the loading of selected digital objects and the producing of associated metadata; finally, some considerations about the institutional repository’s evaluation and future consolidation process were made. An original technological artifact was produced, capable of providing, on the one hand, powerful information management functionalities to Museum’s collaborators and, on the other hand, free and universal access to the organization’s technical and scientific outputs. It was made clear that the developed system is not only ready to meet the community’s information and utilization needs but also to testify innovations on the way museums could face the dissemination of the unique and plentiful information resources they hold.

Abstract:
The aim of this investigation was to look at user groups of institutional repositories. Past research on repository users has focused on authors and depositors at the expense of other users, and little is known about what types of user groups are associated with institutional repositories. This investigation used the research techniques of link analysis and content analysis to investigate links to institutional repository websites and determine what types of user groups are using repositories. These techniques were also examined for their use in providing a comparative evaluation of institutional repositories. After an initial pilot study, four UK institutional repositories were selected for investigation. A link analysis was carried out using dedicated software. The results of the link analysis were then subjected to a content analysis to provide additional context. The findings of the research were able to partially answer the research questions. Using link analysis alone it was not possible to gather detailed enough data to identify distinct user groups. When combined with content analysis, broad user groups were identifiable. The user groups shown in the results included those identified elsewhere in the literature, such as authors, academics and repository administrators. In addition, there was evidence of use by teaching and research related users, professional and public users. It was found that link analysis of institutional repositories was not suitable for comparative analysis, as results were more closely linked with the age of the repository than other factors. The results sample available for content analysis was found to be too small to produce suitable results for comparative evaluation, although a larger sample size would be able to overcome this in any further studies.

This work of experimental thesis considers an actual reality that concerns, from a few years, with the process of scientific communication: Open Archives and the OAI initiative (Open Archive Initiative). The interest for such matter has sprung from the reading of an article, published on the News-bulletin of the SIMAI (Italian Society of Applied and Industrial Mathematics) by Dott.ssa Antonella De Robbio, Responsible of the library of the CAB (Center of athenaeum for libraries) beside the University of the Studies in Padua, in which some open problems were underlined related to the communication of the research results inside the academic scientific community. Particularly this thesis focuses the attention on the OAI protocol for the metadata harvesting developed by the same organization. Are so evidentiated technical aspects related to the computer communication through the web, giving particular importance to the Data Provider subject, that is the active actor in such communicative process. Another important treated aspect is made up of OAI-Rights: internal initiative of the same OAI, which investigates on a new reality that is the guardianship of the intellectual ownership right regarding the bibliografical metadata. The experimental part of this work consists in the application of the CDSware software (Cern Document Server Software) for the web representation of bibliographical records imported by the library managerial system Aleph 500. The present elaborate of experimental thesis considers an actual reality that concerns, from few years, with the process of scientific communication: Open Archives and the OAI Initiative (Open Archive Initiatives). The interest for such matter has sprung from the reading of an article, published on the News-bulletin of the SIMAI (Italian Society of Applied and Industrial Mathematics) by Dott.ssa Antonella De Robbio, Responsible of the library of the CAB (Center of athenaeum for libraries) besides the university of the Studies in Padua, in which some open problems were underlined related to the communication of the research results inside the academic scientific community. Particularly this elaborate focuses the attention on the metadata and their importance for the realization of the scientific communication on which the OAI puts back its own efforts. As it regards the metadata they come particularly deepened the Dublin Core format, adopted as base by the OAI, and the MARC 21 format, one of the few formats able to manage data highly formalized, as for instance those of the bibliographical catalogs. Other treated aspect, regarding the metadata inside such initiative, it is their format XML of representation. Importance also is given to one of the active subjects in the process of communication among Open Archive: the Service Provider. The experimental part of the elaborate consists in the application of the software CDSware (Cern Document Server Software) for the conversion of the bibliographical records imported by the managerial system of library Aleph 500 in UNIMARC format to the XML MARC 21 format. Particularly, the realization of such part is focused on the use of the CDSware internal module: BibConvert, that allows the conversion of the bibliographical records withdrawn by an external source in the inside format of the CDSware system.

Access to scientific production enables knowledge generation and therefore improves science development. As a corollary of the increase in State budgets for science and technology in Uruguay, there has been an increment in the country’s scientific output. The aim of this work was: i) to identify the main scientific communication model of social science within the Social Area of the National System of Researchers (SNI) of the National Agency of Research and Innovation of Uruguay; ii) to characterize the access to the production of social scientists in Uruguay; and iii) to analyze the open access model and policies for institutional repositories, particularly in South America, as an alternative to national scientific production. We identified scientific production of social scientists registered in the National Researchers System (SNI) between the years 2009 and 2010, using the SNI curriculum vitae system (CVuy). Subsequently, we verified scientific publications occurrence (article or monographs) in the data base of University libraries system of Universidad de la República (BIUR) as well as its internet availability. The identified communication model is similar to the one expected according to the studied bibliography. However, some differences appeared which points out the need to study this model further. The access to local social science production through the BIUR system in Uruguay is not significant, since this system only includes 24% of social science production. Another 15% of this production is available through internet (open access politics was not verified), while the remaining 61% is not available under open access politics. Hence, in Uruguay it is necessary to pay in order to access to this percentage of social knowledge, which has been generated with public funds. The Uruguayan open access policies are not strong enough when compared to those of other countries the region. Currently, countries with more complex situations (a large number of universities and public research institutions) are developing centralization of their repository systems. The development of this kind of repository system is expected to be easier in Uruguay, since most social researchers of SNI belong to one public institution: Universidad de la República. This fact facilitates national public policy making for institutional repositories consolidation.

In the field of scientific publishing, the model of open access can provide accelerated distribution of scientific information without access barriers. The open access movement can be seen as a new publishing system reaching back to the attempt to establish alternatives to the present publishing system. The aim of this thesis is to give an overview of initial open access projects in Austria regarding crucial issues as well as their developments. Case study interviews with open access project managers have been carried out. Furthermore, the collected data was enriched with additional project information and analysed in a further step. Consequently, the retrieved information was compared to each other. Regarding to open access developments worldwide this thesis results in a summary and comparison of open access projects in Austria. It provides recommendations for the introduction of open access and an outlook of further developments.

The university libraries evolve in the activities they carry out, most of these changes are generated by the use of ICT, one of these processes is the development of collections. In this context, university libraries and information professionals face new challenges, integrating digital resources into collections. An alternative to achieve access to electronic resources, without consuming part of the budget of the library, is the integration of Open Access documents. The main objective of this research was to demonstrate the situation of the repositories of public Higher Education Institutions, considering them as a resource that favors the use of digital collections, taking into account the process of traditional collections development; positioning libraries in their communities and collaborating to fulfill the essential functions of universities (teaching, research and dissemination of culture). The results were generated from the qualitative descriptive analysis in which the characteristics are considered from a comparison matrix, defined by the Fushimi Model versus the IFLA Model, among the platforms developed in OA (Redalyc, SciELO, Latindex and GREDOS). The analytical method was applied to the results obtained, which allowed defining if they meet the requirements that are foreseen; as the comparative method, where they are confronted establishing similarities and differences, through the Fushimi Model versus the IFLA Model. With this research it is possible to establish and apply criteria that allow the evaluation of digital collections.

The open access movement seeks to make as many scientific publications as possible freely available on the internet. In order to achieve this goal, besides establishing online journals which are free of charge, it follows the strategy of self-archiving. According to this strategy, scientists are required to make their peer-reviewed journal publications available in digital repositories while complying with copyright regulations. Meanwhile,such repositories have been established by many universities and research institutes. However, recent studies have shown that most academics do not make their publications available. In order to motivate scientists to deliver their publications to repositories and to record metadata, it is important that repositories provide an added value for scientists and that recording metadata about their studies becomes easier. The current study explores which quality criteria metadata must fulfill so that repositories can become an efficient tool for scientists and academics. In addition, it is argued that repositories must provide more extensive services and better interconnectedness to achieve this goal. I first discuss published findings from quantitative and qualitative surveys, which were conducted among scientists, to propose conceivable service models. After presenting general quality criteria for metadata, I illustrate how such criteria may be applied in repositories. Furthermore, functional requirements for the single elements of metadata are outlined. Finally, I describe procedures that should be introduced to decrease the efforts required by scientists as far as possible in recording metadata of their publications.

This research proposes the necessary elements for construction of open access policies in Brazilian universities through a critical debate using Sandra Braman’s concept of Information Policy Regime also used by other theorists in order to analyse the Institutional Repositories (Irs) . From the concept of information policy,this research discusses open-access policies in higher education and research institutions in Brazil. The methodological procedure adopted was the literature review within the library economy’s and information science’s domains of scientific databases and repositories on the following themes: repositories, policies, and policy Regime Information. In addition, from the OpenDOAR and ROAR MAP’s records, it has been chosen the institutional repositories in Brazil that composed this study’s empirical corpus. This study examined the policies of these Irs on the basis of the four characteristics of information policy: transparency, networks such as organizational principles, shared responsibilities between public and private sectors and informational power as a dominant power. As a complementary methodology managers’ interviews were conducted aiming at understanding the building policies’ process, as well as the implementation of these universities’ repositories. It is concluded that the open access policy makers should follow four guidelines, namely: prioritization of informational transparency; recognition that an institutional policy is an outcome of a dialogue between the various sectors of the University; build a dialogue between the University and the private sector; show that informational power has governed institutional actions. The present research proposes further investigation on topics such as the national policy of open access, digital preservation policy and informational modes of a democratic science promotion. This research intended to contribute as theoretical and methodological basis to the proposition of open access policies, which aim at the implementation of Institutional Repositories in Brazilian universities.

The purpose of this research is to evaluate performance of information retrieval systems designed for open archives, and standards/protocols enabling retrieving and organizing information in open archives. In this regard, an open archive was developed with 2215 text-based documents from "Turkish Librarianship" journal and three different information retrieval systems based on Boolean and Vector Space models were designed in order to evaluate information retrieval performances in the open archive developed. The designed information retrieval systems are: "metadata information retrieval system" (ÜBES) involving indexing with metadata created based only on human, "full-text information retrieval system" (TBES) involving (automatic) indexing based on only machine, and "mixed information retrieval system" (KBES) involving indexing based both on human and machine. Descriptive research method is used to describe the current situation and findings are evaluated based on literature. In order to evaluate performances of information retrieval systems, "precision and recall" and "normalized recall" measurements are made. The following results are found at the end of the research: It is determined that the precision performance of KBES information retrieval system designed for open archives creates statistically significant difference in comparison to ÜBES and TBES. In each information retrieval system, a strong negative correlation is identified between recall and precision, where precision decreases as recall increases. It is determined that the "normalized recall" performance of ÜBES and KBES create statistically significant difference in comparison to TBES. In "normalized recall" performance, no statistically significant difference is identified between ÜBES and KBES. ÜBES is the information retrieval system through which minimum number of relevant and nonrelevant documents; TBES, through which maximum number of nonrelevant and second most relevant documents, and KBES, through which maximum number of relevant and second most nonrelevant documents are retrieved. It is concluded that using OAI-PMH and OAI-ORE protocols together rather than using only OAI-PMH protocol fits the purpose of open archives.

As the value of research data has become increasingly recognized in the United Kingdom by public funding organizations, pressure has been placed on higher education institutions to provide access to research data or risk future funding. As a result, research data services have emerged rapidly over the past few years. However, it is not clear whether these services effectively ensure the long-term preservation of research data or apply appropriate data curation measures. Through a three-part methodology, the dissertation research aimed to provide a clear picture of the current state of data curation in UK HEIs, including adherence to best practices and the existence of provisions for data curation efforts. A survey questionnaire was disseminated as the primary method of data collection, and additional information was gathered through a literature review and an analysis of online resources and institutional policies. Data curation practices were found to be mostly inconsistent with best practices and were largely focused on facilitating access to research data. However, there is an awareness of the underdeveloped areas of data curation, especially preservation, and efforts are being made to improve these areas. Institutional policies were found to be mostly documents that defined roles and responsibilities and provided little guidance for follow-through. The role of researchers was repeatedly emphasized in both policy and practice and was essential in understanding the current state of data curation.

Municipal Libraries of León: A proposal to create a digital institutional repository. In this thesis we mention the role of libraries in the new framework of digital information and communication, seen as an adaptation to a new society that has arisen from the intensive use of ICT and that has left behind the days of card catalogues and book loans which were noted down with a pen. After that, we will see how libraries have evolved as a result of the huge amount of information generated by a world overloaded with data and news, the enormous flow of information and the included data that circulate through the net at a dizzying and difficult to control pace, and which has made that, for years, the need to collect all that information, select it, filter it and guard it has arisen, so that, where appropriate, we can use it to be able to make decisions that will help us to carry out our daily work. From this need arises the idea of creating a digital institutional repository to safeguard all that huge amount of information, so that it can be recovered for consultation whenever it is needed. This master’s dissertation examines the way forward to achieve this goal, which is, through innovation, to provide services that meet the needs of as wide a target population as possible. This dissertation ends with the steps that have to be taken, both technically and theoretically, to make the creation of the repository viable.

The legal deposit is a process of submitting a required number of copies from each recorded material to an officially identified institution by the publisher in order to enable their preservation for the use of future generations. The history of legal deposit in the developed countries goes as far back as 16th century. Whereas in Turkey this process started only in the mid 19th century, and the applications to this extent has been far from meeting the expressed requirements. Therefore, the aims of this study are to identify the major shortcomings of legal deposit applications and further more to provide guide lines and recommendations in order to reforming the process. In the lights of the above mentioned aims of the study, the problem of our research has been formulated as “what are the major factors that hindered the effective development of legal deposit in Turkey which is vitally important for the cultural life of the country?” As for the hypothesis that has been proved is “despite the fact of expressing the need for a new legal deposit act, every effort to this end has emphasised on the political instead of cultural dimensions”. The historical method has been used in this study. The development of legal deposit activities since 1850’s has been discussed and examined throughly. The finding of the research has proved our hypothesis. Finally a list of recommendations has been provided.

The online self-archiving by authors of their scholarly articles has been proposed as an alternative to author-pays open access publication, but has the potential to undermine journal publisher income if the ready availability of self-archived articles leads to a drop in subscriptions. This study investigated the awareness of self-archiving and use of self-archived articles in a survey of a mainly academic population including both authors and non-authors, and looks at their attitudes to self-archived papers and whether they view them as an authoritative alternative to subscription access. In total, 70% of respondents had heard of self-archiving, though only 15% knew a lot about it, and 71% had used self-archived papers. These proportions are higher than in previous studies, suggesting that awareness has grown. Most self-archived papers used came from websites rather than repositories, particularly among those whose awareness of self-archiving was low. Use of self-archived articles was greater amongst those who had published more papers and also depended strongly on subject field – use and awareness were both particularly low in the field of medicine. People who were more aware of self-archiving were less likely to view the publisher’s official version as the only authoritative version and more likely not to care about the online location of articles. Moreover, authors who had self-archived tended to archive the publisher’s official version regardless of whether they were permitted to. These results suggest that the awareness of self-archiving is currently mostly limited to academic authors and is unlikely to grow beyond this in the short term. However, in the long term, the combination of high rates of self-archiving of the publisher’s official version, coupled with the devaluation of the journal as the authoritative source of material together with increased convenience of access to self-archived material, could result in fewer people accessing articles through subscription-based methods.

More than three centuries after the creation of the first scientific journal this type of publications are the means par excellence to spread and disseminate avant-garde knowledge, allowing the propagation of the theoretical and empirical advances of science. With the emergence of the Internet, journals have found in the open access movement a paradigm that since the 1990s has significantly altered scientific communication, allowing a worldwide and simultaneous reach for all types of audiences. Curiously, Latin America is the region with the greatest growth in open access, therefore, delineating good editorial practices in the context of the twenty-first century is fundamental for the social, cultural and scientific advance, and so that the editors of the region manage better journals and increase the quality and impact of these. Based on a comparative study of ten journals included in the Scopus, Web of Science, DOAJ, SciELO, Redalyc, Latindex, Biblat, and Redib databases, the criteria and policies that can guarantee optimal editorial management facing the international positioning of Social Sciences journals in open access in Latin America are delineated, and compliance with these criteria is verified in each of the selected journals. After analyzing the data, it is concluded that open access is a fundamental component of this type of publications in the region and that their editorial process do not deviate from international standards, despite the low professionalization and specialized training of directors and editors, hence, their visibility and impact depend on additional variables that do not categorically determine the scientific quality of the journals. With this in mind, a guide of good editorial practices for Social Sciences journals in open access in Latin America is proposed, so that both publishers and publishing institutions can comprehensively and appropriately address the editorial processes, in an effort to contribute to the quality of the journals in the region.

Digitization of collections enables wide dissemination of content from our documentary heritage and increases access to rare documents and current research literature in library collections. Indian digitization initiatives have produced a vast amount of digitized documents. They are made accessible through intranets or Internet channels. However, maintaining an Internet-based online digital library system has several problems such as availability of web server for 24X7 timeframe, robust broadband connectivity, efficient retrieval engine, ownership of digitized documents, etc. This study address such issues affecting Indian initiatives. It also documents the digitization and digital preservation practices by many national and institutional initiatives. The study gives special reference to India’s largest digitization initiatives – Digital Library of India, theses and dissertations in universities, heritage items of Indira Gandhi National Centre for the Arts, National Mission for Manuscripts, and digitization of Indian journal collections. The study found that many Indian institutions have established a defined path of capacity, competency and capability development in digitization of documentary heritage. They have secured support from concerned stakeholders, parent bodies and various funding agencies. While multi-stakeholder participation is secured in digitization projects, self-sustainability of the project was also ensured. Every information system project has a life cycle. After completion of digitization project and establishment of an online or intranet-based retrieval system, normally digitization work gets discontinued. Information retrieval system needs to be continued to achieve project goals and objectives, and to serve the target audiences on long-term basis. Institutional support is also necessary for self-sustainability of such projects. Open Access to knowledge and information proves to be an efficient diffusion model for scholarly literature. Study observed that some Indian projects have established Open Access repositories at institutional or national level for worldwide dissemination of information. These repositories enhance international visibility of India’s research output

Taking libraries as "technologies of intelligence" the author develops a reflection where tradicional library is "opposed" to its virtual counterpart. Models of information retrieval are discussed within the two mentioned models of libraries. New virtual concepts as "navigation" or "surfing" are compared with those present in more traditional information retrieval systems, as "the best match". Here are some other opposite concepts discussed: fuzzy set theory opposed to boolean logic; the interrelation between the basis of information technology and the development of information retrieval tools are also under scrutinity. At last, it discusses the specificity of hypermidia environment which poses new questions to the development of Information Retrieval Theory. The radical differences perceived between tradicional and virtual libraries does not leads the author to a polarization when considering the future. Although digitalization is an irreversible tendency related to information world, the author concludes by the complementarity of the two models of libraries.

The development of new information technologies and communication, which arose in the second half of the twentieth century, the scientific community has brought new ways of communicating science, interacting on a global scale, making the boundaries of knowledge increasingly blurred. Scientific communication, subject to the interests of large commercial publishers have tried to free themselves from the shackles imposed by them, seeking an autonomy that has been difficult to achieve, but gradually achieved thanks to the Open Access Movement, thereby allowing access and sharing of knowledge and enhancing research, researchers and institutions to which they are inextricably linked. Institutional repositories are strategically defined as dissemination tools of the produced knowledge, especially in higher education institutions, enabling the pursuit of the objectives set by that movement, helping to provide the visibility and impact so necessary for scientific work, especially during economic, political and social difficult times with consequences that have an effect on the scientific community. The work presented here had as objective to understand the attitudes and behaviour of the teaching community of Polytechnic Institute of Coimbra (IPC), in relation to access of scientific information and the need for publication by teachers, seeking to identify potential constraints to the development of a own repository, having been used, for this purpose, a questionnaire with a form of an online survey near the IPC teaching community.This study has shown that the teaching community makes extensive use of digital technologies to look up necessary information for their research work, thus supporting principles underlying Open Access, which considers this an effective and efficient means for the diffusion of scientific literature. However, this study has also indicated that in practice there are some drawbacks due to constraints related to copyright laws, publication costs and other worries, thereby supporting the implementation of a policy based on this model.

Action research was the method used and the object of study to Digital Library of Theses and Dissertations of the Community Library of the Federal University of São Carlos (BDTD / UFSCar). The results ensure that the contribution of cultural, historical and scientific research community UFSCar expressed increasingly by manifestations of digital documents, can be continuously accessed in terms of content and features through technological resources available at the time, with guaranteed integrity , authenticity and reliability.

Open access movement is increasingly expanding from scientific publications to research data. Initiatives to make research data broadly accessible and fully available for reuse are emerging from a variety of stakeholders at international and European scale – states, funding agencies, publishers and scientific communities themselves. Research data openness is achieved through different policies, technical and legal mecanisms, but also lie on good data management practices. While France is beginning to get into the Open research data movement, it is important to consider that data policies are also needed at university level. Librarians have a serious part to play in leading on institutional data policy, understanding researchers needs and helping in metadata creation. Open access to research data is thus a unique opportunity for librarians to redesign their connection with scientific communities inside research institutions.

O desenvolvimento das novas tecnologias da informação e da comunicação, surgidas na segunda metade do século XX, veio trazer à comunidade científica novas formas de comunicar a ciência, interagindo numa dimensão globalizada e tornando as fronteiras do conhecimento cada vez mais esbatidas. A comunicação científica, sujeita aos interesses das grandes editoras comerciais tem tentado libertar-se das grilhetas por elas impostas, procurando obter uma autonomia que tem sido difícil de conquistar, mas paulatinamente conseguida graças ao Movimento de Acesso aberto, permitindo, desse modo, o acesso e a partilha do conhecimento e potenciando a investigação, os investigadores e as instituições a que estão umbilicalmente ligados. Os repositórios institucionais, estrategicamente definidos como ferramentas de divulgação do conhecimento produzido, sobretudo nas instituições de ensino superior, permitem a prossecução dos objetivos estabelecidos por aquele movimento, contribuindo para dar a visibilidade e o impacto tão necessários ao labor científico, sobretudo em situações de conjuntura económica, política e social mais difíceis cujas consequências se refletem junto da comunidade científica. O trabalho que ora se apresenta, pretendeu compreender as atitudes e os comportamentos da comunidade docente do Instituto Politécnico de Coimbra (IPC), no que respeita ao acesso à informação científica e à necessidade de publicação por parte dos docentes, procurando identificar os potenciais constrangimentos ao desenvolvimento de um repositório próprio, tendo sido utilizado, para esse efeito, um questionário sob a forma de inquérito em linha junto da comunidade docente do IPC. Conclui-se que a comunidade docente faz um amplo uso das tecnologias digitais na procura da informação necessária ao seu trabalho de investigação, mostrando-se favorável aos princípios do Acesso aberto que considera ser mais eficaz para divulgação da literatura científica. No entanto, evidencia uma prática diferente, resultante de alguns constrangimentos relacionados com direitos de autor, custos de publicação e alguns receios, mostrando-se favorável à implementação de uma política baseada neste modelo.
The development of new information technologies and communication, which arose in the second half of the twentieth century, the scientific community has brought new ways of communicating science, interacting on a global scale, making the boundaries of knowledge increasingly blurred. Scientific communication, subject to the interests of large commercial publishers have tried to free themselves from the shackles imposed by them, seeking an autonomy that has been difficult to achieve, but gradually achieved thanks to the Open Access Movement, thereby allowing access and sharing of knowledge and enhancing research, researchers and institutions to which they are inextricably linked. Institutional repositories are strategically defined as dissemination tools of the produced knowledge, especially in higher education institutions, enabling the pursuit of the objectives set by that movement, helping to provide the visibility and impact so necessary for scientific work, especially during economic, political and social difficult times with consequences that have an effect on the scientific community. The work presented here had as objective to understand the attitudes and behaviour of the teaching community of Polytechnic Institute of Coimbra (IPC), in relation to access of scientific information and the need for publication by teachers, seeking to identify potential constraints to the development of a own repository, having been used, for this purpose, a questionnaire with a form of an online survey near the IPC teaching community. This study has shown that the teaching community makes extensive use of digital technologies to look up necessary information for their research work, thus supporting principles underlying Open Access, which considers this an effective and efficient means for the diffusion of scientific literature. However, this study has also indicated that in practice there are some drawbacks due to constraints related to copyright laws, publication costs and other worries, thereby supporting the implementation of a policy based on this model.

The "serial pricing crisis" that has hit the Scholarly Communication system generated a great deal of initiatives and projects designed to transform radically the ways in which knowledge circulates. The first reaction to this crisis was new forms of cooperation between libraries which led to the creation of consortia for the shared purchasing of electronic resources. The academic community, resorting to sustainable electronic Publishing and Open Access to scientific literature, then sought new channels of communication able to satisfy the demand for widespread and rapid circulation of ideas and research findings. Open models of scientific communication achieved by the two strategies of "Open Access Publishing" and "Open Access Self-Archiving" represent an innovative approach that is capable of guaranteeing the dissemination of research literature. Some Open Access Journals, a new generation of freely accessible electronic periodicals, are already acclaimed. However, the affordability of their business model and their financial and other repercussions has generated a lively debate that still rages within the international community involved in the evolution of new models of Scholarly Communication.

This study adopts a qualitative approach and uses the case study method. Fourteen researchers and librarians were interviewed in four organizations in Addis Ababa, Ethiopia. The responses based on the semi-structured interviews provide information about the current status of scholarly communication, the awareness of researchers and librarians about open access and the actual and potential challenges in implementing open access strategies in Ethiopia. This research is believed to illuminate the practicalities and procedures of how open access scholarly communication models could foster and support knowledge sharing and collaboration among Ethiopian researchers. The results of the study show that Ethiopian researchers suffer from lack of adequate access to scholarly literature. There is also lack of scholarly communication outlets to publish and disseminate their research results. This study reveals that the current scholarly communication system in Ethiopia is faced with technological and social challenges. Open access is proposed as a viable alternative for Ethiopia. The research indicates that if Ethiopian universities and research institutions adopt open access policies and strategies, it would help them improve the access and dissemination of scientific research results. A concerted effort is required from administrators, librarians, researchers, funding agencies and government to implement and fully harness open access in Ethiopia.

In this work it is presented a study about the practices, perceptions and values possessed by researchers at the Facultad de Filosofía y Humanidades (FFyH) of the Universidad Nacional de Córdoba (UNC) in relation to the mode of scientific publishing in open access (OA). This new paradigm of communication, which was supported by the international scientific community, was born with the technological advances that allow editing and electronic distribution of their articles using the Internet and also due to the major economic barriers imposed by the corporation publishers to access this type of specialized information. In order to develop this work four research centers were selected: Centro de Investigaciones y Estudios sobre Cultura y Sociedad (CIECS), Instituto de Antropología de Córdoba (IDACOR) Instituto de Humanidades (IDH) and Centro de Investigaciones de la Facultad de Filosofía y Humanidades (CIFFyH). All of these belong to the FFyH. Through an exploratory study and using the survey online, it was investigated dissemination practices, perception and values that these scientists give to OA publications. It was also studied the factors, difficulties and concerns about the choice of journals where they prefer to publish the result of their investigations. The use of OA journals, institutional repositories and journals portal at UNC as source of information was researched and also the reasons and motives that influence on the choice of model of publications. The use, the reasons and the choice were studied in order to determine the predispositions or resistance the FFyH researchers regarding the publication in OA. The results were analyzed and compared with other national and international studies on the subject of OA. It can be said that this work reached to similar conclusions.

South African science shows a decline in its global competitiveness in that its scholarly publication rate has not kept pace with that of other countries, both developed and developing. This, together with a decline in publication rate especially among junior South African scholars, suggests a structural problem in the South African national system of innovation. A declining publication rate indicates a problem of knowledge diffusion for South Africa, and hints at a possible knowledge generation problem. This thesis limits itself to the dynamics of knowledge diffusion with specific reference to Open Access scholarly communication. Open Access scholarly communication is an overt intervention regarding knowledge diffusion. The marginalisation of science in and of developing countries, leading to a state of knowledge imperialism and knowledge dependence, is addressed, and it is argued that knowledge diffusion and generation are at the heart of long-term economic growth. This thesis has been structured around two core sections, a theoretical framework based in the literature, and empirical study. The central concepts of scholarly communication and Open Access, national information policy (NIP), and national system of innovation (NSI) are elaborated upon in the theoretical framework (Chapters 2 and 3). The empirical part of this study (Chapters 4 and 5) in turn consist of two parts. Both parts used the survey method, however the first part made use of a questionnaire instrument, and the second part made use of a structured record review. Both empirical studies were used to assess levels of activity and extent of adoption of Open Access within a defined South African scholarly community, one discipline-based, the other institution-based. The aims of this study were two-fold: to assess levels of awareness of and investment in Open Access modes of scholarly communication within defined scholarly communities; and to create a benchmark document of South Africa’s involvement to date in various Open Access initiatives. The argument is made for the openness of scholarly systems, and furthermore that the disparate and uncoordinated nature of Open Access in South Africa needs a policy intervention. The policy intervention so identified would exist within an enabling policy environment and would be minimally disruptive to the South African science system. Said policy intervention would constitute a National Information Policy since it would address the storage, dissemination, and retrieval of scholarly research output. This thesis recommends the amendment of the current statutory reporting mechanism - used by scholars to report and obtain publication rate subsidies – which would require that scholars make their research available via an Open Access mode of scholarly communication, and moreover, would require scholars to report on having done so.

The internet is drastically changing the framework of scholary publishing. Scientific publications are increasingly available to the public over the internet, often replacing those found in classical scientific media such as specialist books and journals. The implementation of an electronic publishing process is prerequisite for the successful distribution of scientific information via internet. This however requires the observance of certain rules and regulations which, if not followed, would threaten to create unwanted island solutions through system incompatibilty. The following work elucidates the technical and legal framework of online publications in the context of copyright amandment and open access movement and introduces projects and initiatives which deal within the area of scholary publishing. Further interviews serve to explore problem areas of the current publishing process of master theses. Finally, based on a solution analysis as well as on previous expositions, an electronic publishing process is shaped.

The thesis represents research of theoretical and methodological basis for providing satisfactory infometrics analysis of the flow of Ukrainian web-based library and information science research articles. The origins and historical survey of the infometric technique is presented and the up-to-date infometric classification research methodologies is developed. As the result of the research, the necessity of multiple infometric diagnostic methods implementaton for better understanding of the scientific web communication status and efficiency in Ukrainian library science is developed. The extent of open access web publications being used by library scientists is determined by webometrics monitoring and the structure and dynamics of libraran scientists` web publications is analysed. A conceptual model of infometric online diagnostics was developed to identify perspective directions of the online publications flow. Semantically this model is divided into multi-disciplinary, specialized and individual directions. The importance of the theoretical and methodological foundations for enhancing the infometric diagnostics as the base for improving communication, representation of the Ukrainian library science professionals` scientific accomplishments in the global web, as well as the base for intensifying scientometric statistics and forming profound and high-quality web source in the field of library science and related disciplines, is pointed out. Open access consolidated web source for library scientists with effective webometric tools for monitoring scholar activity of individual library professionals, academic institutions and others` research activities is used to ground new conceptual model of Ukrainian library scientists' online publications infometric diagnostics. A number of management decisions and policies, as well as technical and technological factors that can intensify the level of open access movement by Ukrainian library scientists are pointed out.

The high positions are the political base of the public administration in our country. The citizen knows them fundamentally, through the means, but this image provides a fragmented vision. The websites of the administration offer complete information about them and their competencies, but as a snapshot, of the corresponding legislature. So where is the map of the political power of an administration throughout its history? Nowhere. The dispersion of this information, so significant, and the lack of understanding may be acting to the detriment of the transparency of governments. The interest of the citizens in the politics and in the actions of the politicians supposes a social change in which the maximum is the transparency and the accessibility to the information of public character in a clear and organized form. The project proposes to build an automated methodology and a prototype of a graph based on this information from unstructured sources that is useful for citizenship and administration in order to relate and organize the information of the Generalitat Valenciana. The model with the data that support it will be released for later reuse and adaptation to other administrations.
