Abstract:
This article provides an introduction to The Health Practitioners Competency Assurance Act (HPCAA) which took effect on 18 September 2004. The Act was introduced to provide consistent accountability across health professions and make it easier for the New Zealand public to understand what health service each registered professional provides. To make this transparent, each of the health profession’s Authorities registered under the Act, has consulted widely with members to establish a scope or scopes of practice which the profession operates in. By making these scopes of practice transparent, health professionals will be limitedto specific professional activities defined by their Registration Boards 1 and there will be penalties for operating outside these specified scopes of practice. Thirteen district meetingswere held in 2004 to provide information to field staff about what the HPCAA means for their practice and what they can do about shaping practice to match the requirements of the Act. These meetings raised issues from the field about provision of equipment, professional development, portfolios, competencies, complaints and reflective practice.

Abstract:
Objective: In this article, we reconstruct the hybrid data with hybrid principal component analysis (HPCA) as a feature extraction step and model them with functional regression as a modeling step, and comparing models and choose the best number of HPCA based on the prediction accuracy as an evaluation step. Method: We decompose the hybrid data to the eigencomponents with HPCA. The reconstructed data from HPCA were divided into the training and testing dataset. The function-on-function signal compression and scalar-on-function regressions were used. Three simulation scenarios and their applications in the neuroimaging datasets (EEG-fMRI) were studied. The number of HPCA was selected with the mean squared prediction error (MSPE). Result: The simulation shows that the raw data, reconstructed from the first and all HPCAs for the training dataset has median MSPE 0.1001, 0.0028, and 0.0174 respectively, and for the testing, the dataset has 0.3207, 0.1118, and 0.2484 respectively. The EEG-fMRI suggests that in both auditory and visual tasks and standard and target stimuli for different regions of the brain the first HPCA has the smallest MSPE. Conclusions: We conclude this method improves the prediction accuracy of the experiments with the EEG datasets. And we recommend that instead of using the functional PCA on the desired dimension, reconstruct the data with HPCA and average it on the other two dimensions for functional regression models.

Abstract:
Uranyl ions sorption by intergel system consisting of polymethacrylic acid hydrogel (hPMAA) and poly-4-vinylpyridine hydrogel (hP4VP) has been studied. First, reciprocal activation of PMAA and P4VP polymeric hydrogels in water environment was examined in order to predict intergel system sorption activity. Based on the obtained results, it was found that area of maximum hydrogel activation was within the ratios of 100 % hPMAA and 67 % hPMAA:33 % hP4VP. The maximum rate of uranyl ions extraction was also observed within these ratios. The highest uranyl ions sorption by intergel system occurred at 83 %hPMAA:17 % hP4VP ratio. Maximum uranyl ions extraction rate after 56 hours of hydrogels remote interaction was 82.5 %, when polymeric chain binding rate was 9.94 % and effective dynamic exchange capacity was 1.12 mmol/g. Significant increase of intergel system sorption activity within the ratios of 100 % hPMAA and 67 % hPMAA:33 % hP4VP in comparison with initial inactivated hydrogels 100 % hPMAA and 100 % hP4VP was confirmed by combined calculation data of extraction rates of inactivated PMAA and P4VP polymeric hydrogels. The obtained results illustrated changes of initial polymeric hydrogels’ electrochemical sorption properties in intergel system leading to functional groups obtaining higher reactive ability, which made it possible to use them for further development of highly efficient uranyl ions extraction sorption technology

The sorption extraction of uranyl ions by interpolymer system consisting of polymethacrylic acid hydrogel (hPMAA) and poly-4-vinylpyridine hydrogel (hP4VP) was studied. Sorption and kinetic characteristics of initial polymers and hPMAA-hP4VP intergel system were determined. Maximum uranyl ions extraction rate - 82,8% - is observed in interpolymer system within the ratios of 100% hPMAA and 67% hPMAA:33%hP4VP 56 hours later,when polymeric chain binding rate was 9,97% and effective dynamic exchange capacity was 1,15mmol/g. Obtained outcomes show changes of initial polymeric hydrogels sorption properties ininterpolymer system, which makes it possible to use them for further development of highly efficient uranyl ions extraction sorption technology.

But in my opinion there are more important issues that were not in the remit of the committee, namely the proliferation of many diagnostic and therapeutic interventions that are reliant on expensive equipment. Such equipment is often acquired because of its potential revenue generation and that often results in self-referral – a sure way of driving up medical costs through unnecessary procedures.

Abstract:
This paper is devoted to study of sorption properties (sorption degree, polymer chain binding degree) of intergel system hydrogel of polyacrylic acid (hPAA) – hydrogel of poly-4-vinylpyridine (hP4VP) in relation to neodymium and praseodymium ions. It was found that remote interaction of the polymers in intergel pairs provides significant changes of the electrochemical and volume gravimetric properties. Strong increase of the swelling degree of hPAA is observed at the ratio 17%hPAA-83%hP4VP; significant increase of swelling degree of hP4VP is observed at the ratio 83%hPAA-17%hP4VP. Individual hydrogels of PAA and P4VP do not have sufficiently high sorption properties – sorption degree of neodymium and praseodymium ions is not higher than 65 %, polymer chain binding degree is not higher than 55 %. High ionization of hPAA and hP4VP due to remote interaction effect provides significant increase (up to 30 %) of the sorption properties. Maximum sorption of neodymium and praseodymium ions occurs at the ratios 83%hPAA-17%hP4VP and 50%hPAA-50%hP4VP (sorption degree is 93.5 % and 93.6 %, respectively). The highest values of polymer chain binding degree (in relation to neodymium and praseodymium ions) are observed at the ratios 83%hPAA-17%hP4VP and 50%hPAA-50%hP4VP – binding degree is 73.2 % and 75.4 %, respectively. Remote interaction provides possibilities for creation of innovative sorption technologies for selective sorption of aimed rare-earth elements.

AbstractChildhood adversity is associated with increased risk for onset of depressive episodes. This review will present evidence that allostatic overload of the hypothalamic–pituitary–adrenal axis (HPAA) partially mediates this association. The HPAA is the physiological system that regulates levels of the stress hormone cortisol. First, data from animals and humans has shown that early environmental adversity is associated with long-term dysregulation of the HPAA. This may occur due to permanent epigenetic modification of the glucocorticoid receptor. Second, data from humans has demonstrated that HPAA dysregulation is associated with increased risk of future depression onset in healthy individuals, and pharmacological correction of HPAA dysregulation reduces depressive symptoms. HPAA dysregulation may result in corticoid-mediated abnormalities in neurogenesis in early life and/or neurotoxicity on neural systems that subserve emotion and cognition.

Abstract:
The ongoing pervasiveness of Internet access is intensively increasing Big Data production. This, in turn, increases demand on compute power to process this massive data, and thus rendering High Performance Computing (HPC) into a high solicited service. Based on the paradigm of providing computing as a utility, the Cloud is offering user-friendly infrastructures for processing Big Data, e.g., High Performance Computing as a Service (HPCaaS). Still, HPCaaS performance is tightly coupled with the underlying virtualization technique since the latter is responsible for the creation of virtual machines that carry out data processing jobs. In this paper, the authors evaluate the impact of virtualization on HPCaaS. They track HPC performance under different Cloud virtualization platforms, namely KVM and VMware-ESXi, and compare it against physical clusters. Each tested cluster provided different performance trends. Yet, the overall analysis of the findings proved that the selection of virtualization technology can lead to significant improvements when handling HPCaaS.

Phenomena of remote interaction in intergel systems polymethacrylic acid hydrogel – poly-4-vinylpyridine hydrogel (hPMAA-hP4VP) and polymethacrylic acid hydrogel – poly-2-methyl-5-vinylpyridine hydrogel (hPMAA-hP2M5VP) have been studied. It was found that there is a decrease of specific electric conductivity, pH and swelling degree of PMAA, P4VP, P2M5VP hydrogels during lanthanum ions sorption by the intergel systems. Significant increase of sorption properties (up to 30 %) in intergel systems comparatively with individual hydrogels of PMAA, P4VP, P2M5VP points to the fact of high ionization during mutual activation of the polymers. Maximum sorption of lanthanum ions occurs at the ratios of 17%hPMAA:83%hP4VP and 50%hPMAA:50%hP2M5VP. Data on obtained IR spectra evidence to the sorption of the rare-earth metal by these intergel systems. The obtained results show a significant importance of possible application of intregel systems based on rare-crosslinked polymer hydrogels of acid and basic nature for creation of new innovative sorption technologies in hydrometallurgy.

Abstract:
The outer segment is a specialized region of rod and cone photoreceptor cells located in vertebrate retina. It features stacks of membranous discs containing visual pigment molecules, and the membranous structures undergo continuous renewal process. In order to better understand the cellular mechanisms in the outer segment, Kwok et al. (2008) used tandem mass spectrometry on bovine rod outer segment preparations, and identified many proteins of unknown function, one of which was ankyrin repeat domain 33 (ankrd33). Ankrd33 belongs to the ankyrin repeat protein class, which has been described to be involved in a variety of functions, such as cell-cell signalling and cytoskeleton structure. However, the function and localization of Ankrd33 have not been previously investigated. In this project, ankrd33 was cloned from bovine retinal cDNA and RT-PCR experiments showed a retina specific gene expression of this protein. In addition, monoclonal antibodies were raised against N and C-termini of ankrd33. These antibodies were used to localize the protein in retina. In addition, they were used to identify the interacting partners of ankrd33 in photoreceptors. Ankrd33 was found to be exclusively expressed in the outer segments of photoreceptor cells and co-immunoprecipitation studies identified hippocalcin like 1 protein (HPCAL-1) as one of the interacting partners. HPCAL-1 belongs to the family of proteins called neuronal calcium sensors (NCS) which are EF-hand containing Ca2+-binding proteins and expressed in different neuronal cells. These proteins are involved in calcium modulation of numerous cellular activities based on the cell type and their interacting partners. As a first step in identifying the possible cellular pathways that ankrd33 and HPCAL-1 might be involved in, monoclonal antibodies were produced against the full length of HPCAL-1 and were used for immunofluorescence studies and in vitro confirmation of the interaction between the two proteins. Immunofluorescence studies showed labelling of ankr33 and HPCAL-1 in rod and cone outer segment with cone outer segment having a stronger signal. These results showed that ankrd33 and HPCAL-1 are both highly expressed in the cone outer segment and these proteins may be involved in calcium dependent-cone specific pathways.

Abstract:
The insulation systems used in the stator windings of electrical machines are not designed, for reasons of space, performance and economics, to withstand high voltage surges resulting from lightning, switching or faults in the power system. Specific standards are used to define the capability of the machines to withstand power surges. Due to its construction relevant differences, multitums coils type windings has a different behavior and supportability of the singleturns bars type windings when they are subjected to high frequency transients. The definition of a standardized modeling that will best represent the behavior of the machine during the high frequency transient phenomena is a complicated task due to the machine constructive complexity. Its winding distribution is not uniform, with consequent variations in its electrical parameters and therefore its impedance. In this work, some of the high frequency machines models proposed in the literature are presented and discussed. Field measurements were performed by applying a voltage step at the terminals of the winding of a large hydroelectric synchronous generator, in different configurations. The results are compared with some of the models presented in literature by means of computer simulations carried out in the ATP program. It was also evaluated some representative models of the machines surge impedances by comparing the values obtained between them to three real machines. It was also conducted laboratory tests and computer simulations to investigate the influence of the physical location of protection at the resultant voltage in the machine. It is observed that, depending on the characteristics of the machines and their supply lines, the best positioning of protection with respect to the machine can vary, for a better insulation coordination. We can conclude that some of the models available in the literature represent with good accuracy the machines behavior. However, some available models for very fast transients do not offer good accuracy to each other, and require further research to get more accurate results.
Os sistemas de isolamento utilizados nos enrolamentos do estator das máquinas elétricas não são projetados, por razões de espaço, desempenho e econômicas, para suportar os elevados surtos de tensão resultantes das descargas atmosféricas, chaveamentos ou faltas no sistema de potência. Normas especificas são utilizadas para a definição da suportabilidade das máquinas frente aos surtos de tensão. Em função de suas relevantes diferenças construtivas, os enrolamentos do tipo bobinas multiespiras tem um comportamento e uma suportabilidade diferente dos enrolamentos do tipo barras monoespiras, quando os mesmos são submetidos aos transitórios de alta freqüência. A definição de uma modelagem padronizada que represente bem o comportamento da máquina frente aos fenômenos transitórios de alta freqüência é uma tarefa complicada devido à complexidade construtiva da máquina. A distribuição do enrolamento ao longo da mesma não é uniforme, com conseqüentes variações dos seus parâmetros elétricos e conseqüentemente de sua impedância. Neste trabalho, alguns dos modelos das máquinas para alta freqüência propostos pela literatura são apresentados e discutidos. Foram realizadas medições de Campo com a aplicação de um degrau de tensão nos terminais do enrolamento de um grande gerador síncrono hidroelétrico, em várias configurações. Os resultados são comparados com alguns dos modelos apresentados na literatura através de simulações computacionais. Foram também avaliados alguns modelos representativos das impedâncias de surto das máquinas através de comparações entre os valores obtidos entre eles para três máquinas reais. Também foram feitos ensaios de laboratório e simulações computacionais para investigar a influência da localização física da proteção nos nrveis de tensão resultante na maquina. Observa­se que, dependendo das características das máquinas e de suas linhas de alimentação, o melhor posicionamento dessa proteção com relação à máquina pode variar, objetivando uma melhor coordenação de isolamento. Conclui-se que alguns dos modelos disponrveis na literatura representam com uma boa exatidão o comportamento das máquinas. Já outros modelos disponú/eis não oferecem uma boa padronização nos resultados alcançados, sendo necessária uma maior investigação para se buscar resultados mais precisos.

Problems involving long cable PWM motor drive systems are well documented in the literature. Solutions based on passive filters are traditionally used to suppress the undesired high-frequency phenomena that take place in such systems, but, in turn, bring up new considerations concerning filter size, weight, cost and electrical losses. In this context, the concept of an alternative motor drive system that overcome all these problems is outlined in this work, where the long cable is used to connect the rectifier to the inverter, thus establishing a DC power transmission link. Another important advantage of such system is the lower amount of copper required for the power transmission in comparison to the traditional configuration, whose accurate calculation is the main goal of the present work. A study concerning important issues regarding the system protection against faults within the DC link is also presented.
Problemas associados a sistemas de acionamento PWM utilizando cabos longos encontram-se já bastante difundidos na literatura. Soluções baseadas em filtros são tradicionalmente empregadas para minimizar os indesejáveis fenômenos de alta freqüência que se manifestam em tais sistemas, mas que, por sua vez, fomentam novas discussões acerca de seu tamanho, peso, custo e perdas elétricas envolvidas. Neste contexto, o conceito de uma configuração não-convencional para sistemas de acionamento é apresentado neste trabalho, onde o cabo longo requerido é utilizado na conexão do retificador ao inversor, estabelecendo-se assim uma linha de transmissão em corrente contínua. Uma outra importante vantagem associada a esta alternativa é a redução do volume de cobre requerido para a transmissão de energia em relação à configuração tradicional, cuja correta determinação é o objetivo principal do presente trabalho. Um estudo abrangendo importantes questões relacionadas à proteção deste sistema com relação a faltas na conexão CC é também apresentado.

Abstract:
This paper presents an assessment of the possible causes to premature faults in three-phase induction motors bearings when fed by inverters, based on a real study case. The preliminarily determined potential fault causes have been initially discussed on a theoretical basis and, subsequently, experimentally evaluated by means of collection and analysis of vibration data, stator current and common mode current/voltage. As a result of the investigation it was concluded that the presence of common mode currents in the levels verified may lead motor roller bearings to faults. Such diagnosis was confirmed during a shutdown of the machine caused by a new fault in its bearings. Afterwards, a comprehensive assessment was carried out comparing the different types of filters to minimize those currents, based on which the best alternative to implement a prototype was chosen. All simulationsand procedures for specifying filter size and constructive features are presented. Finally, after installing the filter to the referred to equipment, common mode measurements were carried out again and compared directly to those previously taken, thus showing that the filter used, characterized by a common mode transformer is enough to reduce both the peak value and the efficient value of the common mode current and, consequently, the undesirable related phenomena. The results from simulations and trials show that the common mode transformer represents a valuable alternative as compared to the conventional RL and RLC filters since, in addition to minimize the common mode phenomena, it dissipates a negligible amount of power.
Este trabalho apresenta uma análise das possíveis causas de falhas prematuras em rolamentos de motores de indução trifásicos acionados por inversores, contextualizada no estudo de um caso real. As causas potenciais de defeito, preliminarmente estabelecidas, foram inicialmente discutidas de forma teórica e, num segundo momento, avaliadas experimentalmente por meio da aquisição e análise de dados de vibração, corrente de estator e tensão/corrente de modo comum. Como resultado da investigação realizada, concluiu-se que a presença de correntes de modo comum, nos níveis verificados, é capaz de conduzir os rolamentos do motor à sua falha. Em virtude de uma parada da máquina, devido à ocorrência de um novo defeito em seus rolamentos, tal diagnóstico pôde ser confirmado. Posteriormente,foi conduzida uma ampla avaliação comparativa de diferentes tipos de filtros para a minimização dessas correntes, a partir da qual se elegeu a melhor opção para a implementação de um protótipo. Todas as simulações e procedimentos para o dimensionamento do filtro, bem como seus detalhes construtivos, são apresentados. Finalmente, após a instalação do mesmo no sistema de acionamento em foco, novas medições das grandezas de modo comum foram realizadas e comparadas diretamente com aquelas obtidas anteriormente, mostrando que o filtro utilizado, caracterizado por um transformador de modo comum, é eficiente na redução tanto do valor de pico, quanto do valor eficaz da corrente de modo comum, e, consequentemente, dos fenômenos indesejados a ela associados. Os resultados de simulações e experimentais mostraram que o transformador de modo comum representa uma alternativa vantajosa em relação aos tradicionais filtros RC e RLC, uma vez que, além de minimizar os fenômenos de modo comum, dissipa uma quantidade insignificante de potência.

Biomedical Laboratory Technologists play a fundamental role in the diagnosis of disease in patients. Their role in South Africa is currently undergoing profound changes with an emphasis placed on a four-year professional degree that will replace the National Diploma in Biomedical Technology at most Universities of Technology and Comprehensive Universities (UJ and NMU) by 2020. Training and competency programs, along with the retention of experienced staff, remain key in providing accurate laboratory results. It is therefore imperative to investigate this field in factors related to training, work experience and job satisfaction. This study aimed to evaluate the perceptions of Medical Technologists and Medical Technicians with regards to salary, interpersonal relationship, continuing professional development (CPD), work ethic and scope of practice within the profession. A mixed methods study was conducted to evaluate salary, career choice happiness and CPD compliance of Medical Technologists and Medical Technicians, as well as their perceptions around interpersonal relationships, work ethic and scope of practice. In sampling, a convenience sample was identified, after which a snowballing method was used. A link to a web-based survey was distributed to a group of Medical Technologists and Medical Technicians who attended the Society of Medical Laboratory Technology of South Africa (SMLTSA) Medical Laboratory Professionals congress. This congress was held in 2015 in Port Elizabeth, South Africa. A sample of 144 Medical Technicians and Medical Technologists was obtained, of which 98.6% were registered with the Health Professions Council of South Africa (HPCSA). Only 54.2% were active members of the Society of Medical Laboratory Technologist of South Africa. Age (r = 0.674, p < 0.05) and years worked at current employer (r = 0.533, p < 0.05) proved to have stronger relationships with salary than education (r = 0.195, p < 0.05). Those employed in the public sector earned significantly lower salaries than those in any other sector (p < 0.05), with the exception of those working in independent practice. Both Medical Technologists (44.2%) and Medical Technicians (34.4%) perceived that they did not receive the respect they deserved from Pathologists in their working relationship. In addition, 31.3% of Medical Technicians perceived that their roles were regarded as of lesser value, and that their knowledge, training and attained qualifications were not recognised by the Pathologists. Despite this, this study concluded respondents were generally happy with their career choice, as 71.9% of respondents reported. Findings of this study serve as a strong foundation for additional research on the topic of career happiness versus job satisfaction and retention of staff in medical diagnostic laboratories.

Abstract:
The profession of psychology in South Africa has not always been regulated by a statutory body such as the Health Professions Council of South Africa (HPCSA). Currently, the profession of psychology is regulated by the HPCSA and psychologists and the HPCSA find themselves in a lawful and interminable relationship. The HPCSA’s motto is to protect the public and to guide the profession, but it was questioned whether psychologists actually experience guidance from the HPCSA. In response to this problem, this study aimed to explore the subjective experiences of a group of South African psychologists regarding the HPCSA as well as the ethical code which serves as a guideline for the conduct of psychologists. This study made use of a sequential mixed method design, which comprised of a qualitative phase followed by a quantitative phase. All participants in this study were qualified psychologists. Seven participants took part in the qualitative phase and 74 participants took part in the quantitative phase. The data from the qualitative phase was grouped into broad categories and served as the basis for compiling a questionnaire for the quantitative phase. After collecting the completed questionnaires, the data was read into SPSS (Statistical Package for the Social Sciences), which was used for the statistical analysis of the data. The data was analysed by means of frequency distributions and mean scores. During the analysis of the data, six themes where identified: five regarding the HPCSA as the regulator of psychology and one regarding the ethical code that guides the conduct of psychologists. The themes include “guidance and mentorship”, “the HPCSA as a watchdog”, “the HPCSA’s motive”, “reverence that psychologists have for the HPCSA”, “the competence of the HPCSA” and “psychologists’ view on the ethical code”. The results indicated that an ambiguous relationship exists between this group of psychologists and the HPCSA, as these two entities seem to function separately. Generally, psychologists who took part in this research have a negative view towards the HPCSA, although they realise the necessity for the HPCSA as a regulating body for psychology. The recognition of this need is a platform for a workable relationship between psychologists and the HPCSA. The participants provided less detail and responded more neutral regarding their views on the ethical code, and it is concerning that quite a number of psychologists indicated that they did not know the code. This study concludes with recommendations for the HPCSA to be more approachable and to provide psychologists with more support.

Establishing and maintaining a high-performance computing (HPC) system is considered expensive for many organizations. Hence, increasing resource utilization has become a high profile issue. The traditional HPC system executes moldable tasks which require a specific number of processors before execution. However, it is often that the available resources may not fit the requirements, and thus slowing down the system productivity. This thesis develops a new scheduling approach for the HPCaaS platform. The proposed scheduling approach which tries to maximize the resource utilization by mixing the moldable and malleable tasks that are complementary to each other. Resource fragmentation often occurs in modern high performance computing systems due to the complex scheduling criteria. This thesis addresses both of the policy and technical issues of using unstable resources formed by fragmentation. We propose that the parallel Monte-Carlo tree search (MCTS) can be implemented as lightweight single-core tasks to adapt to the unstable fractured resources. Our system tends to assign the promising tree nodes to the reliable and responsive processors to confirm the best-first search. This thesis demonstrates a successful integration in which the MCTS computation gains significant resources.

The ongoing pervasiveness of Internet access is intensively increasing Big Data production. This, in turn, increases demand on compute power to process this massive data, and thus rendering High Performance Computing (HPC) into a high solicited service. Based on the paradigm of providing computing as a utility, the Cloud is offering user-friendly infrastructures for processing Big Data, e.g., High Performance Computing as a Service (HPCaaS). Still, HPCaaS performance is tightly coupled with the underlying virtualization technique since the latter is responsible for the creation of virtual machines that carry out data processing jobs. In this paper, the authors evaluate the impact of virtualization on HPCaaS. They track HPC performance under different Cloud virtualization platforms, namely KVM and VMware-ESXi, and compare it against physical clusters. Each tested cluster provided different performance trends. Yet, the overall analysis of the findings proved that the selection of virtualization technology can lead to significant improvements when handling HPCaaS.
