Abstract:
As the center of government and economy in the East Sumatra region during the Dutch colonial era, the city of Medan continued to develop and grow in line with the success of the surrounding plantation businesses. This situation resulted in many people coming to Medan to stay and settle down. The large number of people who came to Medan resulted in an increase in population in Medan which resulted in an increase in the number of housing needs at that time, especially houses that met health and safety standards. Since there were many houses that did not meet the standards at that time, the Medan City Government considered that this housing problem had to be taken seriously so they made a policy to establish public housing that met the standards set, which was called “Volkshuisvesting” or people's houses. This housing development policy was also widely carried out in several Gemeente in the Dutch East Indies at that time. Volkshuisvesting itself is public housing aimed at middle and low income people with the aim of helping them to have a decent place to live in. Many things have been prepared by the Medan City government to realize this public housing policy for the people or Volkshuisvesting, starting from planning, provision of funds, housing areas etc. Using historical methods and using sources such as the Dutch colonial archives, newspapers and books that discuss housing published during the Dutch colonial period, this article explains how the Medan City Government plans to build public housing in Medan.

Abstract:
The purpose of this research is to Know and explain the results of the evaluation of the quality of housing conditions for low-income people (MBR) in Medan City, Know and explain the implementation of Law no. 1 of 2011 concerning Housing and Settlement Areas for MBR in Medan City, Knowing and explaining the supporting factors and obstacles to improving the quality of housing conditions for low-income people (MBR) in Medan City. This research is a qualitative design. The research approach is based on phenomenology and the constructivism paradigm in developing science. The results of the research are normatively Law no. 1 of 2011 has been quite effective in accommodating the provision of housing support for low-income families. Implementation of 1 Year 2011, there are still many problems, especially those related to the role and capacity of local governments, both in terms of commitment and funding, so it is necessary to develop derivative regulations related to local governments. There are still weaknesses in housing regulations, among others, related to the current income limit for MBR, which is relatively 35% higher than the average wage / salary income of people in Indonesia, as well as the benchmark for common house prices which are 44% lower in value than the market price in accordance with construction costs on the market.

Investigation on residential satisfaction can be conducted to answer the question on how to plan a housing area which can be accepted by the middle income society. The main objective of this research is to identify the criteria of residential satisfaction and determine the expected housing criteria required in the overall planning of a housing area. Housing financial issue is very complex. Therefore, the socialization of the subsidized housing program is carried out to all stakeholders involved in the housing sector, whether from the central government, the private sector, and the community aiming to encourage them to build houses together, particularly for the low-income people (MBR). In this case, due to the high demand for housing, further encouragement and innovation are needed from the One Million Subsidized Housing Program in Indonesia. This qualitative research was conducted to investigate how the socialization of subsidized housing program policies in Indonesia was conducted through a case study in the Subsidized Housing of Villa Mutiara 2, Sumedang Regency, West Java. This financially subsidized housing was implemented both in the form of down payment subsidies and/or interest differences as well as the provision of long-term low-cost funds for low-income people. Based on the results of research that have been carried out, the overall policy of the one million subsidized housing program in Indonesia can reach low-income communities. In this case, the public communication performed by the central government for the subsidized housing program was done by launching applications and socialization through printed media, electronic media, social media, etc.

Abstract:
This study seeks to evaluate customer perceived value in housing in order to increase the construction of housing value from the consumer’s point of view. A total of 240 houseowners in the middle to upper housings in Medan city, Indonesia, participated in this study. The data analysis used in this study is the Partial Least Square (PLS) approach. The results indicate that the perception of consumer value is strongly influenced by the economic value of the housing and the location function of the housing. Housing offered should be able to meet the needs of consumers and has the good mobility and accessibility. The emphasis that needs to be put in encouraging the perception of consumer value is the ability of the product in general, namely housing units in answering the needs of consumers.

Compared to other countries, housing financing in Indonesia is relatively left behind. In Indonesia, housing financing is dominantly by banking’s mortgage loan. Furthermore, the ratio of home loan to GDP of the country is still insignificant. If we compare to other countries’ banking sector, Indonesia’s banking sector is less efficient. This could be observed from the interest rate spread of the banking sector. This article argues that, housing policy in Indonesia should focus on improving housing financing efficiency through: efficient primary housing financing, liquid and stable bond market, and supporting regulation based on cost and benefit analysis; in order to provide affordable housing for low income people in Indonesia. This article aims at discussing the New Public Management (NPM) approach that has been implemented in housing policies for low-income communities (MBR) in Indonesia and specifically describes how the NPM approach has diametrical relevance to the post-NPM approach. This research method uses a review approach. The data collection technique is through searching various sources and literature, both from NPM theories, regulations and historical documents on housing policy in Indonesia. Data analysis used in this study uses several stages, i.e., first a brief description of the history of Indonesia’s housing policy during the Old Order, New Order s provided; the second stage focuses on the new order or reform era and explains how the housing approach for MBR in Indonesia has adopted the NPM policy, and the final section presents the direction of the housing policy reform in Indonesia based on the post-NPM paradigm. The result of the study indicates that the NPM approach in the context of housing policy for low-income communities (MBR) in Indonesia has not been fully able to overcome housing problems for low-income communities (MBR) and in principle the NPM approach requires socio-cultural, economic and political adaptation of Indonesia. The main point of this article is to encourage the realisation of an ideal housing policy for low-income communities (MBR) in the future through the application of a post-NPM approach as a correction and evaluation instrument while at the same time encouraging the housing policy reform for low-income communities (MBR) in Indonesia.

<p>This study is conducted to assess and analyze whether urban areas Medan - Binjai - Deli Serdang optimal functioning as an economic driver of the region with the carrying capacity of the existing potential of the region that will have implications for the use of space.</p><p>This research is applied research with descriptive approach. To answer the research questions, then we do the analysisi on the Location Quotient (LQ), Specialization Index (SI), Typologi Klassen, MPE (Model Comparison Exponential) and AHP (Analytical Hierarchy Process) on various approaches commodity/sector seed, and the constellation of the region and produce factors driving the economy of the dominant and main policies.</p>Results shows that the urban area Medan- Binjai - Deli Serdang meet six criteria of 7 criteria primemover for Binjai and Deli Serdang, but the third growth region are no synergy and grow together. Based on analysis of AHP and MPE obtained utilization policy consists of four (4) sectors of economy, infrastructure, environmental, and socio-cultural. Carrying capacity of the commodity which has the function of competitiveness and cities in the region MEDAN - Binjai - Deli Serdang implications on the use of space is an attempt to create patterns and structures of space.

The Muslim family's important criteria that inhabited their house are the needs of his family's privacy, creating an Islamic behavior (modesty) and entertaining guests (hospitality) who came to visit. The perception of these needs included the development of a minimalist contemporary architecture that is now widely grown. Contemporary minimalism is one type of architecture emerged in Indonesia, especially in Medan. The type is simple and small dimensions characterize minimalism. Does every Muslim family in the area of Medan (sample) is easily adaptable to the needs that exist in minimalist contemporary architecture include the need for privacy, modesty, and hospitality?. Therefore, the research purpose is to discover a Muslim family adaptation to the needs of space and performance. The method used was a qualitative method of mapping the behavior by place-centered mapping. Results from this study are the adaptation of living in the house to appropriate their needs and recommending improvements in the design of houses.

Nowadays, housing development wide-spreads in various cities in Indonesia. This is due to the increasing needs of the community towards a safe residence with its complete facilities and infrastructure to support the needs of daily life. Housing is not only build and construct, but it should also have a protection effort to make residential shelter safe from disaster, such as fire. Fires in housing have a high level of risk and danger since it can cause material loss and loss of life. Fire passive protection system is an effort to overcome the fire. The use of passive fire protection system is to facilitate the community and firefighters in extinguishing the fire so that the spread of fire does not propagate to other buildings. The purpose of this study is to evaluate the reliability level of passive fire protection system in the housing environment by doing a case study at Perumnas Helvetia Medan. Then, it was done by giving layout design recommendation of the residential area by passive fire protection system theory of building and environment.

Abstract:
Language policy in Indonesia have not completely indicated the dignity of Bahasa Indonesia as the national language of Indonesia. One reason why this phenomenon takes place is the lack of socialization of Bahasa Indonesia in public space. The use of English in Indonesian housing names indicates the violation to the position of Bahasa Indonesia as the national language. Despite the issue of Law No. 24/ 2009, the lack of socialization influences the use of English in Indonesian housing names. By using descriptive qualitative research and interview, this article enlightens the use of English in housing names related to the language policy. Analysis was done by identifying the policy released by the local government, developers’ consideration in creating a housing name and buyers’ consideration in choosing a house. This result shows that the use of English in Indonesian housing names are caused by the lack of socialization of the language policy. It suggests that the collaboration among the government, stakeholders and society is essential in preserving the language policy.

The development of ring roads in Indonesia are not only as a means of transportation needs but also as a means for the urban regional development. Although it produces many economic benefits, this development produces many new problems, especially in metropolitan cities. The aim of this research is to formulate and describe the problems of ring road development in the metropolitan cities of Indonesia. The data collection was carried out through a survey and interview with related institutions in 7 cities, they are Medan, Palembang, Bandar Lampung, Surabaya, Makassar, Manado, and Jakarta. The result of this research shows that there are 23 problems found there. The most common problem found are the uncontrolled housing development (urban sprawl) and public transportation (occurs in 6 cities). The second most problems found are regional connectivity, ring road intersection, housing access, settlement facilities, and social problems (occurs in 5 cities). All the existing problems can be classified into 6 problem types, they are (1) problem of ring road preparation and construction, (2) problem of disobedience and inconsistency of regulation, (3) problem of spatial planning and urban development, (4) problem of housing growth and facilities provision, (5) problem of coordination among institution and regulatory synchronization, and (6) problem of environmental management related to the integration of ring road and settlement development.

Abstract:
The main objective of the implementation of Sustainable Development Goals (SDGs) in Indonesia is to bring accelerated development in all aspects so that the poverty rate is expected to decrease even disappear. One of the programs that aimed to reduce poverty rates in Indonesia is the provision of housing for the community, especially the underprivileged. Moreover, it is a the million houses program that proclaimed by the Ministry of Public Works and People's Housing, and this program is correlated with the SDGS, especially goal 11 (sustainable cities and communities). The research is relying on secondary data basis primarily from books, journals, published reports and online news. It is expected that this study is able to provide a new insight for the government in building a community residential area, which is to integrate development plans into three dimensions (social, economic, and environment) which are the pillars of sustainable development. Unfortunately, nowadays the government is relying too hard on achieving quantity and a little focus on quality. Furthermore, an experience on the MDGs edition can be an important lesson for the government in realizing SDGs, especially now that SDGs are in line with the points that contained in the RPJMN. Therefore, if the government is able to maximise this global development agenda, it is not impossible that the million houses program can be one of the leading programs in overcoming the problem of poverty, especially housing shortage in Indonesia.

<p>The fulfillment of adequate housing is the part of the fulfillment of human rights as stated in the constitution. The state can not ignore and have to do it when he has the ability to comply the adequate housing for poor people. Adequate housing is more than material it is correlated with the human existence, hence it is categorized as human rights. As part of human rights, the fulfillment of this adequate housing is need to be respect, comply, and protect either by the state and society. The state need to take part to the fulfillment of adequate housing for those who can not afford it. As the state have the capability to realize the adequate housing for the poor, they can not ignore the human rights unfulfillment. This research focused on law guarantee recognition and the pattern of the adequate housing fulfillment in Indonesia. It is revealed that the pattern is correlated with the state political law which is the policy in the form of laws and local regulation that decided the direction, purpose, and the law substance in housing. Beside its society, the policy also need the private sector involvement, as a result the fulfillment of the adequate housing rights has to be done by the three party.</p>

The background of this research is the low performance of the Office of Women's Empowerment, Child Protection and Community Empowerment (P3PAD) Medan City. This study aims to analyze and understand the effect of policy implementation, HR competence, and community empowerment on the performance of the Medan City P3APD office either partially or jointly. This research focuses on the variables of Policy Implementation, HR Competence, Community Empowerment and Performance. This research method is a quantitative approach method, data collection techniques using documentation techniques, questionnaires, and literature study. This research data collection tool is a questionnaire based on the Likert scale, observation, interviews. The data analysis technique in this research is validity test, F test and t test. The sampling technique in this study was proportionate stratified random sampling. The results of this study prove that Policy Implementation has an effect of 83.6%, HR Competence has an effect of 99.9%, Community Participation has an effect of 91.3%, Policy Implementation, HR Competence and Community Empowerment together have an effect of 99.9%. on the Performance of the Office of Women's Empowerment, Child Protection and Community Empowerment (P3PAD) Medan City. As a recommendation for the results of this study, namely: (1) carry out monitoring and evaluation of local regulations related to DP3APM agencies so that it describes the financing of work programs supported by the e-budgeting system, e-money for community empowerment in Medan City, etc., (2) increasing cooperation between multi stakeholders in the city Medan in increasing the competence of human resources through increasing knowledge based on science and technology and IMTAQ, (3) The regional government is expected to involve stakeholders in the health sector in order to increase the effectiveness of the community empowerment program in Medan City through socialization efforts, ToT, training and workshops so that occupational health and safety are in empowerment programs. Medan city community is more secure.

Abstract:
The purpose of this study is to discuss housing decentralization policies for urban Low-Income Communities based on three decentralization issues, namely politics, fiscal, and administration, and to recommend the concept of housing decentralization as an instrument and housing policy reform. The idea of decentralization of housing policy can’t be separated from various problems such as the debate over the authority of housing policy, the dependence of the regional government's housing budget on the central government, and various other obstacles. This study employed academic literature review related to decentralization studies and housing policies. The results of the study show that the three decentralization issues that are correlated with urban housing policies for Low-Income Communities have not yet fully provided an optimal impact on the realization of the ideal and desirable urban housing policies for Low-Income Communities. However, the very strong relationship between the three issues of decentralization and urban housing policy can be an important idea and recommendation to promote housing decentralization as an instrument and direction of urban housing policy reform for Low-Income Communities in Indonesia in the future.

Kampong Badur precisely is one of the slums in Medan City with the category of slum 'very bad' based on the Office of Housing and Settlements Medan 2015. Given the issues in various developing countries precisely in big cities in Indonesia are the increase of population and the process of urbanization. For that, the selection of strategies relating to the rearrangement by improving the old function and adding a new function is the strategy of Redevelopment. An urban redevelopment project that refers to the typical residential vernacular city of Indonesia called Kampong. So, in overcoming the problem of urban slum dwelling in low-income villagers who still put forward the typical residential vernacular Indonesia (kampong) is Kampong City Block. The concept of Kampong City Block is combined with the concept of economic improvement to overcome the problems of lowincome population slum area. In the case of Kampong Badur, social mapping in terms of livelihoods obtained some livelihoods that are considered to support the economic development of the population of trade, farming, chicken breeding, and small convection industry. The integration of these 4 sectors will be synergized in every design process. Then, the concept of Integrated Kampong City Block is also maintaining socio-culture of Badur people so that the approach to the theme of behavioral architecture and analysis of all aspects of the village community, ranging from the concept of macro and micro.

Housing development is often delayed (planning delay) due to the inefficient land provision process, on the other hand the housing backlog is increasing to 800,000 units per year so it is necessary to investigate the effectiveness of planning, especially in the housing sector that has been running in Indonesia. Econometry as a quantitative approach with various variances of analysis techniques has many benefits but has not been widely integrated in planning, especially in calculating the effectiveness of instruments in achieving spatial planning goals. This article aims to examine the effectiveness of planning, especially related to land value and housing development through an econometric model approach by taking samples in Surabaya. The technique used is multiple regression analysis which shows the level of influence between seven independent variables, consist of number of lots, accessibility, land status, types of developers, infrastructure, spatial policies, and sectoral strategies; while the dependent variable is the effectiveness of planning indicated by the development rate. Based on the regression results, it takes an average of one month to be constant, if other variables are considered absent, or it is interpreted that the phenomenon of housing development tends to be slower than housing planning in sectoral plans and spatial plans.

The subprime mortgage crisis in 2007-2009 which led to a global recession has highlighted the importance of regulating credit for housing market. The urgency arises not only to manage non-performing ratio, but further to manage price in the housing market which is a potent source of financial imbalance. Loan-to-value (LTV) regulation is imposed in order to dampen the housing price cycle, preventing the occurrence of bubble issue. This study tries to capture the influence of LTV implementation on housing price and assesses its effectiveness in the national scope. Error correction model is used to portray the short and long-term dynamics of housing cycle with regard to policy, macroeconomic, and financial variables. We concluded that LTV is an effective policy to dampen the price cycle in the long run, but not in the short run. In the short run, housing price is closely determined by the macroeconomic factors. Furthermore, we found that the implementation of LTV has made housing price to become more persistent, suggesting a change in the market expectation structure and the behavior of housing price cycle.

The implementation of this method aims to facilitate the selection of subsidied housing based on calculations from the criteria used as locations, public facilities, access to locations, the quality of buildings and the credibility of developers. The results of this system provide solutions in the form of the best alternatives to be determined based upon the ranking of smart calculations.

One reason for the emergence of slums is the Government's failure of policies and their implementation. This article aims to examine the prevention of slums settlements in the policy perspective of Law Number 1 of 2011 concerning Housing and Settlements Areas and the Regulation of the Minister of Public Works and Public Housing Number 14/PRT/M/2018 concerning Prevention and Quality Improvement of Slums. They are analyzed using a qualitative method with a normative juridical approach. The results of the analysis show that the slums prevention policy has several weaknesses; namely, prevention policy should start from planning not directly to control and supervision, slums prevention settlements is still focused on urban areas, slums prevention is not considered urgent, and there are some biases in the prevention of slums measurement of slums criteria which has the potential to make the policy of preventing slums settlements, not on target. For these reasons, the Government needs to make policies that are more operational in preparing plans of slums prevention; considering aspects of the causes of slums in policymaking; synergizing slum area improvement policies with slum prevention policies; campaigning for the importance of preventing slum in both urban and rural areas; refining slums criteria or indicators; involving stakeholders in the formulation and implementation of slum prevention policies; and increasing community social capital.

This study investigates the implementation of macroprudential policy on banking sector and society. The research applied a descriptive analysis by using an in-depth interview with Bank Indonesia, representative of commercial bank, and society. The result showed that macroprudential policy has no impact on individual, but it had an impact on industrial banking specifically on bank credit lending which caused by LTV regulation. The society responses to the LTV policy is that the majority do not object to the imposition of a maximum limit for housing credit enacted by bank because of the relatively long credit period. Furthermore, another instrument of macroprudential such as GWM-LFR does not have an impact on banking sector and society but capital buffer instrument assuming a sluggish economy condition is assessed to have an impact on lending by banks.

This study aims to find out about criminal acts without the right to carry sharp weapons in Medan City and criminal law policies against people without the right to carry sharp weapons in Medan City. This study uses a normative juridical research method with descriptive analysis with a case approach and a statutory approach, then the data analysis is carried out qualitatively. The results of the study indicate that the legal rules regarding the crime of carrying sharp weapons are regulated in the Emergency Law Number 12 of 1951 concerning the Regulation of Sharp Weapons, Law no. 2 of 2002 concerning the National Police of the Republic of Indonesia and Law Number 1 of 1946 concerning Regulations concerning Criminal Law. The driving faktors for the occurrence of criminal acts without the right to carry sharp weapons in the city of Medan are divided into internal faktors and external faktors. The criminal law policy against people who carry sharp weapons in Medan City consists of a penal policy and a non-penal policy where the penal policy is carried out by legally processing the perpetrators, followed by examining the defendant at trial. The non-penal policy is carried out by increasing public awareness through socialization, carrying out strict supervision by increasing raids and patrols, as well as the importance of parents' attention to their children.

The use of information technology for business resource management for creative products is still under-attentioned, which in turn has administrative, financial, process, and access to banking and financial institutions weaknesses. This study aims to formulate a strategy to increase added value for the MSME sector of North Sumatra Province, namely the Economic Value-Added method and implement efforts to cooperate with the Indonesia Stock Exchange through the mechanism of acceleration boards and Initial Public Offering (IPO) to obtain long-term financing facilities and introduce MSME business unit to the wider community into a medium-class public company. This scientific research also aims to provide recommendations for sustainable strategies for the MSME sector, especially in the province of North Sumatra in running a business amidst the Covid-19 pandemic. This type of research is qualitative research using a mix method by conducting interviews with the target population, namely 200 Micro, Small and Medium Enterprises spread in North Sumatra Province and formulating a model for increasing MSME productivity with the introduction of the acceleration board method and collaborating with the Indonesia Stock Exchange in the coaching process. In this study, a focus group discussion will be held by inviting local officials from related offices of North Sumatra province and academics to provide input in completing the strategy development model for increasing MSME productivity by focusing on the Economic value-added method. The high price of houses causes a person to not be able to buy a home. The way that someone can own a house is by taking advantage of the credit offers provided by the bank. A mcroprudential policy needed that aims to overcome financial system instability, one of which is the policy on easing the loan-to-value (LTV) ratio for housing loans (KPR). The adjustment of LTV ratio aims to increase the potential demand for property, especially housing and household appliances, in line with an increase in the incomes of the lower middle class, and to control risks in the property sector. This study analyzes the impact of savings, loan interest rates, property sector NPLs, and the number of housing loans before and after a LTV policy revision. The data analysis used the Paired t-test, Wilcoxon signed-rank test, and multiple linear regression. The study results showed that there were differences between savings, loan interest rates, property sector NPLs, and the number of mortgages before and after a LTV policy change. Savings and NPLs in the property sector have no impact on the demand for housing loans while loan interest rates and LTV policy significantly affect the demand for housing loans.

This study aims to determine the extent of the implementation of the governor's regulations and to determine the supporting and inhibiting factors for the implementation of the Trans Mebidang Bus Rapid Transit (BRT) policy in breaking down congestion in Medan City. In this study, researchers used descriptive methods with observation data collection techniques, interviews and literature studies. The data analysis technique used in this research is analysis using transcripts of the results of interviews, data reduction, analysis, data interpretation and triangulation.The results of the study, researchers found a phenomenon in the field that the implementation of policies in the Regulation of the Governor of North Sumatra Number 31 of 2014 concerning Road-Based Mass Public Transportation Services in the Urban Areas of Medan, Binjai and Deli Serdang. Based on the research focus set in accordance with Edward III's theory, the researcher can conclude that the supporting and inhibiting factors are influenced by aspects of communication, resources, disposition and bureaucratic structure, this can be seen in the summary of the research results that have been presented by the researcher in writing this thesis.

Studies on slum housing and settlements have been carried out in many countries. The various studies show that the problem of housing and settlement areas can no longer be considered a simple problem. Different from the various studies on housing and settlement areas, this research employs the perspective of policy networks as a new public administration paradigm. The development issue on housing and settlement areas is regarded as one of the contemporary international issues contained in one of the 17 Sustainable Development Goals (SDGs). Several countries have become the focus of attention, such as: India, Mongolia, Sri Lanka, Pakistan, and Thailand. In Indonesia, the development of housing and settlement areas is mandated by law. The Local Government of Bandung District has made efforts to improve the quality of housing and settlements through such programs as the PLPBK, Rutilahu, and Kotaku. However, the improvement in the quality of housing and settlements in general has not touched the basic problem, namely the welfare of the community. The development is limited to physical improvements and lasts 1 (one) to 2 (two) years. In the third year the restored area becomes irregular / slum again. Therefore, it is recommended that the Bandung District government issue a local regulation in the form of a Regent Regulation concerning the improvement of housing and settlement quality and a plan for handling it as the legal bases. In addition, a collaboration of actors in policy networks should be formed based on the pentahelix model incorporating the actors of business, government, community, academic, and media.

This study used Multiple Linear Regression Analysisthat includes classic assumption test, coefficient of determination test (R²), F statistic test,and t statistic test.The result of this research showed that DPK and NPL significantly positive influence toTotal of Housing Loans, housing loan interest rates has negative significant effect to Totalof Housing Loans. Whereas the determination of the test based on the research model thatcan explain the dependent variable well enough that it can be seen from the R Square valueof 0,47. Gated communities (GCs) have been demonized as a malicious form of urban segregation because they provide a secure neighbourhood and exclusive facilities. The objective of the Indonesian government policy related to balanced housing is to create mixed-income housing in order to foster interaction between social classes in neighbourhoods and reduce the alarming social gap. This study seeks to validate the occurrence of social interaction among different economic strata in a mixed-income GC. To understand social interaction among its residents, the reasons why residents from different economic strata selected their housing are examined. The research methodology includes a post-occupancy evaluation in a mixed-income GC in Cibubur, West Java, Indonesia, an area known for its high quality neighbourhoods and facilities. This study identifies security as a major housing preference factor for many people living in a mixed-income GC. However, the reduced exclusivity of such facilities decreases their usage frequency, giving rise to trans-cluster social interaction within the same class. This finding contradicts the objective of the balanced housing policy because the residents interact with others in a similar social class beyond the segregated walls of the housing clusters.

The results of this study indicate that the implementation of the Full Day School policy has been carried out based on the Character Education Strengthening Policy made by the Ministry of Education of the Republic of Indonesia. Problems that arise during the implementation of Full Day Schools include inadequate facilities and infrastructure, adaptation of teachers, employees and students which takes a relatively long time, concerns parents of students for their children who are in grades 7 and 8 and adjustments to school schedules and student activities outside of school that have been previously scheduled. The solution taken by the school with existing problems is to always socialize student activities in the Full Day School policy, provide dispensation for students who have previously scheduled activities outside of school, carry out weekly evaluations and collaborate with institutions that can support Full Day School activities in schools.

Based on the results of descriptive statistical analysis, housing provision is advised to address the preferences of beneficiaries, including priorities such as: (i) housing provision acessing proximity to public services; (ii) housing provision acessibility to work location; and (iii) specifications for housing provision adjusted to rank / class level. The conclusion which can be withdrawn in the ASN case bears theconcept of providing housing considering the four principles of: propriety, fairness, rationality, and conformity. During Jokowi’s tenure, a lot of programs and policies that focusing on housing sector were built by him. Package of Economic Policy XIII is one of many policy’s package that Jokowi develop for managed housing of people who have low income (MBR) with target that chosen is built one million houses. The lack of availability of housing for low-income people, is one of the reasons for the policy package. In this research, author used qualitative method to analyst the phenomenon. The results of this study are the high rate of housing backlogs, the difficulty of obtaining housing at affordable prices, and discussing KPR schemes in Indonesia. The existence of these government programs does not significantly eliminate the phenomenon of housing a backlog. In addition, the existence of the program must be accompanied by high supervision from the government and accompanied by laws that bind violators.

Abstract:
The property is a unique product that cannot be contrasted with other commercial products due to pricing conditions. Property price determination is one of the crucial aspects of property development activities because of the profit margin made by the developer and the purchasing preferences. This study attempts to extend the literature that has largely focused on factors of housing prices in developed markets and provided recent evidence of housing price determinants in two countries (i.e., Indonesia and Malaysia). Thus, this study examines the factors affecting housing prices in Jakarta Metropolitan Region and Greater Kuala Lumpur. A quantitative approach was used involving two countries, namely Indonesia and Malaysia. The data was collected using a survey questionnaire through purposive sampling. A total of 100 respondents (Indonesia) and 134 respondents (Malaysia) participated in this study. The data was analyzed using descriptive (frequency) and inferential statistics (chi-square test and multinomial regression). The results indicated that housing location, property funding, and health have a significant effect on residential property prices in Indonesia. Besides that, the results displayed that housing physical design, home design and construction, developer and real estate products, development concepts, housing location, property funding, social status, health, law provisions, and external factors do not affect residential property price in Malaysia. Despite being neighbors, Indonesia and Malaysia have distinct economic and landscape characteristics. Furthermore, considering Indonesia has a higher number of Covid-19 cases than Malaysia, significant information on how the pandemic has affected the demand, cost, and pricing of residential housing in Jakarta and Kuala Lumpur will be provided. The findings of this study will provide recommendations to investors, buyers, and policy about the residential housing industry's prospects for growth in emerging nations following the pandemic.

Through the Directorate General of Housing Financing, the Ministry of Public Works and Public Housing estimates that by 2025 the number of housing needs in Indonesia will reach 30 million units based on calculating housing needs (backlog) of population growth. In 2015, the Government Program's number of achievements for the Construction of One Million Houses was around 700 thousand units. In 2016, it reached 805,169 housing units, and in 2017 onwards, it is expected to reach the target of 1 million houses per year. The main problem in a housing development or the property sector is land availability and various communities' purchasing power. The government policy related to the construction of 1 million houses coupled with easy licensing of the land sector and provision of subsidies such as the liquid housing finance facility (FLPP) has stimulated the banking sector and other financial institutions to finance the property sector. The residential segment, namely apartments and housing, is the most significant contributor to the national property capitalization value, reaching 55.8%. The growth rate of the capitalization value of the residential sector reached 16.5%, from Rp. 152.7 trillion to Rp. 177.9 trillion in 2017. Focusing on KPR and KPA during the 2015-2017 period at banks listed on the Stock Exchange Indonesia.

This study aims to determine the impact of The CARE policies on SMEs and the strategies carried out by SMEs during the implementation of The CARE. This research is descriptive research with a qualitative approach. Methods of data collection are done by interview, observation, and documentation. Interviews were conducted with SME associations, SMEs actors, and SMEs regulators. The data analysis technique was carried out by data reduction, data display, and concluding. The data validity technique is done by triangulation of sources and member check. Based on the results of the study, it is known the impact of The CARE policy on SMEs in the city of Medan, namely decreased sales, decreased supplies of materials, layoffs, increased online transactions, and increased innovation. And the strategies carried out by SMEs in the city of Medan during the CARE period were digital marketing, the use of e-commerce, product and service diversification, product quality improvement, and customer relationship marketing.</em></p>

Purpose of the study: The research aims to analyze the financing of housing construction in West Bandung, West Java Province, Indonesia. Methodology: The research method used a qualitative approach. Primary data obtained through interview, while secondary data through literature study. The validity of the data obtained from the informants is tested through the triangulation technique. The data analysis technique is done by doing description and analysis of the object under study. Results: The results show that housing finance policy in West Bandung through advance assistance, interest subsidy, housing financing liquidity facility (FLPP in Indonesia) and direct assistance. Advance payment policies, interest subsidies and FLPP are channeled through banks targeting low-income, bankable communities. The non-bankable community is assisted through the Self-Help Housing Stimulant Stimulation Program from the central government, the Unfit Home Program from the provincial and district governments. Applications of this study: This research can be used for the universities, teachers, and students.

As one of the oldest cities in Indonesia, Palembang City is included in the ranks of the most populated cities in Indonesia. It should pay attention to the social life of its people, especially in terms of place of residence and residence. This study uses the concept of wisdom, the process of implementing wisdom, the factors that influence the implementation of wisdom. The results of this study indicate that the performance of low-cost housing for the people in Palembang City has not been optimal due to various dominant factors, namely communication and conflicts of interest between agencies so that it requires a strategy by carrying out different incremental policies such as regulatory reform, increasing resources, forming public opinion, and cooperation. This Road Transportation Policy Mapping Study in Indonesia departs from the problem of road congestion which is the cause of various problems of inefficiency, time wastage, depression, increasing pollutants that are not environmentally friendly. The government as a regulatory agent is demanded to provide a policy solution to avoid this problem again. All the policies taken by the government are never enough to stop congestion. Vehicle volume continues to increase every time while the length and width of the road does not increase. This study formulates the question of how is the road transportation policy map in Indonesia? By using the library research method. The findings show that the road transportation policy in Indonesia includes various policies on Transportation Development, Operational Policy, Road Traffic and Transport Network Policy, Traffic Engineering Management Policy, Infrastructure Monitoring and Maintenance Policy. The study of road transportation policy mapping in Indonesia also produced findings that it turns out that in Indonesia there is already a road transportation policy sitematics which in an orderly manner is already in an orderly hierarchy, starting from the highest policy to the lowest policy, namely technical in the field. From the study of road transportation policy mapping in Indonesia produced findings that all existing road transport policy products include: a. Abstract:
Abstract Dengue Hemorrhagic Fever (DHF) is public health problem in Indonesia and causes extraordinary event with high mortality rate. It is caused by Dengue virus infection of the genus Flavivirirus transmitted by Aedes aegypti bite. All regions in Indonesia are risky for contracting DHF because the virus and the mosquitoes have spread widely in residential housing and public places throughout Indonesia. This study used an observational analytic design with cross sectional method. The respondents were people in the Marelan District of Medan. Data on knowledge, attitudes and practices about DHF were obtained through a guided questionnaire. Data about the presence of Aedes aegypti larvae were obtained through direct observation of the environment around the respondent's houses. The chi square analysis showed that the level of knowledge about DHF was not related to the presence of larvae with a p value of 0.128 (p value> 0.05). For attitude and practice aspects indicate relationship with p values of 0.01 and 0.004 (p value< 0.05). Often the knowledge about DHF is not manifested as action to reduce the presence of mosquito larvae causing the disease in their environment. Still, guidance in intensive counseling and motivating the community about eradicating mosquito nests is very important. Abstrak Demam Berdarah Dengue (DBD) merupakan masalah kesehatan masyarakat di Indonesia dan sering menimbulkan kejadian luar biasa dengan tingkat kematian yang tinggi. Penyakit ini disebabkan oleh infeksi virus Dengue dari genus Flavivirus yang dapat masuk ke dalam tubuh manusia melalui perantaraan nyamuk Aedes aegypti. Seluruh wilayah di Indonesia berisiko terjangkit penyakit DBD, sebab baik virus penyebab maupun nyamuk penularnya sudah tersebar luas di perumahan penduduk maupun di tempat-tempat umum di seluruh Indonesia. Penelitian ini menggunakan disain penelitian analitik observasional dengan metode cross sectional. Responden dalam penelitian ini adalah masyarakat di Kecamatan Medan Marelan. Data variabel pengetahuan, sikap dan tindakan mengenai DBD diperoleh melalui kuesioner secara terpimpin. Data variabel keberadaan jentik nyamuk Aedes aegypti diperoleh melalui observasi secara langsung lingkungan sekitar rumah responden. Hasil analisis chi square menunjukkan bahwa tingkat pengetahuan mengenai penyakit DBD tidak berhubungan dengan keberadaan jentik dengan nilai p=0,128 (p value >0,05). Untuk aspek sikap dan tindakan menunjukkan adanya hubungan dengan nilai p masing-masing 0,01 dan 0,004 (p value <0,05). Seringkali pengetahuan mengenai DBD tidak diwujudnyatakan menjadi suatu tindakan untuk mengurangi keberadaan jentik nyamuk penyebab penyakit tersebut di lingkungan rumahnya. Walaupun demikian,pembinaan dalam penyuluhan dan motivasi yang intensif kepada masyarakat tentang pemberantasan sarang nyamuk tetap sangat penting dilakukan.
