Abstract:
As the center of government and economy in the East Sumatra region during the Dutch colonial era, the city of Medan continued to develop and grow in line with the success of the surrounding plantation businesses. This situation resulted in many people coming to Medan to stay and settle down. The large number of people who came to Medan resulted in an increase in population in Medan which resulted in an increase in the number of housing needs at that time, especially houses that met health and safety standards. Since there were many houses that did not meet the standards at that time, the Medan City Government considered that this housing problem had to be taken seriously so they made a policy to establish public housing that met the standards set, which was called “Volkshuisvesting” or people's houses. This housing development policy was also widely carried out in several Gemeente in the Dutch East Indies at that time. Volkshuisvesting itself is public housing aimed at middle and low income people with the aim of helping them to have a decent place to live in. Many things have been prepared by the Medan City government to realize this public housing policy for the people or Volkshuisvesting, starting from planning, provision of funds, housing areas etc. Using historical methods and using sources such as the Dutch colonial archives, newspapers and books that discuss housing published during the Dutch colonial period, this article explains how the Medan City Government plans to build public housing in Medan.

Abstract:
The purpose of this research is to Know and explain the results of the evaluation of the quality of housing conditions for low-income people (MBR) in Medan City, Know and explain the implementation of Law no. 1 of 2011 concerning Housing and Settlement Areas for MBR in Medan City, Knowing and explaining the supporting factors and obstacles to improving the quality of housing conditions for low-income people (MBR) in Medan City. This research is a qualitative design. The research approach is based on phenomenology and the constructivism paradigm in developing science. The results of the research are normatively Law no. 1 of 2011 has been quite effective in accommodating the provision of housing support for low-income families. Implementation of 1 Year 2011, there are still many problems, especially those related to the role and capacity of local governments, both in terms of commitment and funding, so it is necessary to develop derivative regulations related to local governments. There are still weaknesses in housing regulations, among others, related to the current income limit for MBR, which is relatively 35% higher than the average wage / salary income of people in Indonesia, as well as the benchmark for common house prices which are 44% lower in value than the market price in accordance with construction costs on the market.

Investigation on residential satisfaction can be conducted to answer the question on how to plan a housing area which can be accepted by the middle income society. The main objective of this research is to identify the criteria of residential satisfaction and determine the expected housing criteria required in the overall planning of a housing area. The research conducted using cross-sectional survey method, field investigation and picture. It is discovered that housing location, housing design and public facilities are physical satisfaction criteria and security, social interaction and housing tenure are non physical criteria. 2398-4295 © 2016. Abstract:
Housing financial issue is very complex. Therefore, the socialization of the subsidized housing program is carried out to all stakeholders involved in the housing sector, whether from the central government, the private sector, and the community aiming to encourage them to build houses together, particularly for the low-income people (MBR). In this case, due to the high demand for housing, further encouragement and innovation are needed from the One Million Subsidized Housing Program in Indonesia. This qualitative research was conducted to investigate how the socialization of subsidized housing program policies in Indonesia was conducted through a case study in the Subsidized Housing of Villa Mutiara 2, Sumedang Regency, West Java. This financially subsidized housing was implemented both in the form of down payment subsidies and/or interest differences as well as the provision of long-term low-cost funds for low-income people. Based on the results of research that have been carried out, the overall policy of the one million subsidized housing program in Indonesia can reach low-income communities. In this case, the public communication performed by the central government for the subsidized housing program was done by launching applications and socialization through printed media, electronic media, social media, etc.

Abstract:
This study seeks to evaluate customer perceived value in housing in order to increase the construction of housing value from the consumer’s point of view. A total of 240 houseowners in the middle to upper housings in Medan city, Indonesia, participated in this study. The data analysis used in this study is the Partial Least Square (PLS) approach. The results indicate that the perception of consumer value is strongly influenced by the economic value of the housing and the location function of the housing. Housing offered should be able to meet the needs of consumers and has the good mobility and accessibility. The emphasis that needs to be put in encouraging the perception of consumer value is the ability of the product in general, namely housing units in answering the needs of consumers.

Compared to other countries, housing financing in Indonesia is relatively left behind. In Indonesia, housing financing is dominantly by banking’s mortgage loan. Furthermore, the ratio of home loan to GDP of the country is still insignificant. If we compare to other countries’ banking sector, Indonesia’s banking sector is less efficient. This could be observed from the interest rate spread of the banking sector. This article argues that, housing policy in Indonesia should focus on improving housing financing efficiency through: efficient primary housing financing, liquid and stable bond market, and supporting regulation based on cost and benefit analysis; in order to provide affordable housing for low income people in Indonesia. Abstract:
This article aims at discussing the New Public Management (NPM) approach that has been implemented in housing policies for low-income communities (MBR) in Indonesia and specifically describes how the NPM approach has diametrical relevance to the post-NPM approach. This research method uses a review approach. The data collection technique is through searching various sources and literature, both from NPM theories, regulations and historical documents on housing policy in Indonesia. Data analysis used in this study uses several stages, i.e., first a brief description of the history of Indonesia’s housing policy during the Old Order, New Order s provided; the second stage focuses on the new order or reform era and explains how the housing approach for MBR in Indonesia has adopted the NPM policy, and the final section presents the direction of the housing policy reform in Indonesia based on the post-NPM paradigm. The result of the study indicates that the NPM approach in the context of housing policy for low-income communities (MBR) in Indonesia has not been fully able to overcome housing problems for low-income communities (MBR) and in principle the NPM approach requires socio-cultural, economic and political adaptation of Indonesia. The main point of this article is to encourage the realisation of an ideal housing policy for low-income communities (MBR) in the future through the application of a post-NPM approach as a correction and evaluation instrument while at the same time encouraging the housing policy reform for low-income communities (MBR) in Indonesia.
