Abstract:
Purpose The purpose of this paper is to discuss a tool for evaluating resilience of housing, which was tested in the Cook Islands. The Pacific Islands is widely known as being highly vulnerable to climate change impacts. In addition to long-term impacts such as sea level rise, current impacts such as tropical cyclones wreak havoc and the housing sector is often most severely affected. There is therefore a critical need for assessing the resilience of housing in the region. In response to that need, an evaluation tool for assessing housing resilience was developed, discussed in this paper. Design/methodology/approach The analytical framework of the tool consists of five main factors – inputs, output, result, impacts & effects and external factors – and the tool was tested in the Cook Islands. Two housing case studies implemented and/or facilitated by Australia-based agencies on two different island locations were examined: On Aitutaki, it was a reconstruction project built after Cyclone Pat in 2010; in Mangaia, it was a program for strengthening roofing against cyclones. Findings It was found that in different ways both the projects had improved the resilience of the beneficiary communities. However, a number of challenges were also evident in meeting the wider needs of the beneficiaries and long-term sustainability. The sustainability of these interventions, and indeed that of the islands facing severe resource constraints and rapid demographic and environmental change, posed serious questions. Originality/value The study allowed confirming the importance of the evaluation tool in the global context of climate change and consequent widespread disaster occurrence, and the devastating impact on the housing sector. In that respect, while there are obvious implications for other Pacific islands, the findings of the study offer wider global lessons for the multiplicity of agencies engaged in housing reconstruction, disaster risk reduction and development.

Despite growing signs of urban shrinkage in countries such as Korea, Japan and China, few studies have examined the generalisable pattern of urban shrinkage and its relationship to the characteristics of housing abandonment in the East Asian context. This study explores five major paths that may explain the emergence of vacant houses in declining inner-city areas, based on empirical observations in the city of Incheon, South Korea. The paths are: (1) strong government-led new built-up area development plans (pull factor for population movement); (2) delay and cancellation of indiscriminate redevelopment projects (push factor for population movement); (3) initial poor development and concentration of substandard houses; (4) aging of the elderly population; and (5) the outflow of infrastructure and services. These paths, also found in Japan or China, are expected to be combined in a local context, leading to more serious housing abandonment. This study suggests that it is important to take appropriate countermeasures based on the identification of the paths causing vacant houses.

Abstract:
This study investigates the role of regional networks for economic development (RENEDs) in regions suffering from industrial dislocation. It proposes that RENEDs significantly affect regional development. It also investigates the aspects of RENEDs that promote interorganisational collaboration on projects, and examines how RENEDs foster and manage them. The research uses a case study approach, and presents two regions suffering from the decline of their main economic source. These regions are the Hunter region of New South Wales (Australia) and the Le??n province of Castilla Y Le??n (Spain). A pilot study and a survey were conducted in both regions. Three types of analysis were applied: network, statistical and qualitative. The research method makes it possible to replicate research and develop a theory of regional networks for economic development. The results show that success of RENEDs is determined by capital investment generated by the projects, their influence in changing the economic bases of the regions, and the improvement to regional network capital. This study found that frequency of communication is a structural element that significantly affects the production of projects. However, other variables affect projects, such as external pressures from globalisation, government policies and ideologies, and internal constraints from the public, private and civic sectors. This thesis concludes that RENEDs have an important role in regional planning through the formulation of specific projects that target economic disparity. RENEDs represent a system of relationship that enrich the network capital of the regions as an important asset for their future.

The provision of housing is a developmental practice and development cannot prevail without public participation. This is echoed in the Manila Declaration on People‟s Participation and Sustainable Development, 1989 as follows, “Public participation is an essential part of human growth that is the development of self-confidence, pride, initiative, responsibility, cooperation. Without such development within the people themselves, all efforts to alleviate their poverty will be immensely more difficult, if not impossible” (Burkey, 1993:56). Housing provision plays a vital role in meeting basic needs; dwellings provide the security required for basic functioning and are thus essential for both human development and the alleviation of poverty. South Africa has one of the most progressive constitutions in the world. It includes the municipal legislative framework that provides for community participation in decision-making at municipal level. However, in practice, citizens have had little experience of this, which is particularly relevant in contexts of severe poverty and failure by the state to provide basic services. This case study demonstrates the challenges faced by the Centre for Public Participation (CPP), a national NGO, when working to influence central government policy on citizen participation. It also explores the role and influence of international donors in promoting this agenda. From the literature review, it was evident that service delivery is essential in the communities, and, as such, government departments and municipalities have a critical role to play. In order to achieve this goal, an interview was conducted with various interviewees. The participants ranged from the youth to the elderly citizens in the community as well as government officials. The main patterns that emerged from the collected data related to the dissatisfaction of the community about the lack of consultation. It would be advisable for government, especially municipalities, to take cognizance of the results and concerns, in an effort to improve and ensure the effective service delivery, as stipulated in the Reconstruction and Development Programme (RDP) document.

Dissertation submitted in partial fulfilment of the requirements for the degree Master of Technology: Environmental Management in the Faculty of Applied Science at the Cape Peninsula University of Technology
The concept “Sustainable Development” (SD) is defined and interpreted differently worldwide with the result that it encompasses different meanings to different people. The environmental impact assessment (EIA) process has been identified as a key tool for the implementation of SD. This research focuses on the concept of SD and its interpretation, meaning and implementation in terms of the legislation governing EIAs in South Africa. The research methodology employed in the thesis involves a literature study of the historical development and emergence of the concept of SD and the legal framework in which it is contextualised in South Africa. This is followed by a critical evaluation of the concept and its implementation using Jacob’s six Fault Lines. These Fault Lines include (i) the degree of environmental protection that is envisaged to attain SD, (ii) the emphasis placed on equality as a prerequisite for SD, (iii) the measure of participation required to attain SD, (iv) the scope of the concept of SD, (v) the environmental monitoring and evaluation that is required for SD as well as (vi) environmental planning to achieve the goal of SD. The second half of the thesis employs a case study methodology to evaluate the implementation of SD in five separate housing EIA processes in the Stellenbosch Municipal Area. Personal interviews and site observations are used to inform the case studies. The study identifies major conceptual flaws associated with the interpretation and implementation of the concept of SD as well as the challenges preventing EIAs from being an effective tool to enhance SD.The main findings are that EIAs do not sufficiently take into account the cumulative impacts of developments, they are unable to protect the environment from the increasing demand for additional housing in South Africa and that there is insufficient monitoring of EIA processes to ensure adequate long-term environmental protection.

Abstract:
Thesis Statement The thesis argument is that theory can be developed about the implementation, maintenance and dissemination of school health education based on a school development approach. Such theory development can assist teachers to design programs appropriate to the needs of their classrooms, schools and communities. Thesis Setting The implementation and maintenance of school health education programs has not usually been the focus of research and as a consequence is rarely reported in the literature. The research in this thesis draws upon many disciplines and fields but in order to answer the thesis questions methodological processes were required that were consistent with current school situations. The earlier School Development in Health Education (SDHE) program's work in research, development and dissemination provided the setting for the thesis. Methodology of the Research The methodology of the research study involved a case study approach using both multiple and single case studies. Data have been drawn from SDHE schools in South Australia undertaking health, sexuality and drug education. The methodology adopted for the studies in this thesis is a case study design incorporating an iterative theory-study-theory sequence in which an initial theory statement derived from the literature guides the development of a multiple case study which, in effect, 'tests' the theory in a qualitative way. The finding of the case study then informs development and elaboration of the theory statement in its second version. This is then used to test the next multiple case study which leads to further development of the theory in its third version. The third iteration of the theory is tested in a single case study that leads to the fourth and final version of the theory. Data analysis was aided by the use of the Q.S.R. NUD.IST computer package that helped to manage and explore the thesis ideas about the data. In establishing these syntheses the chain of evidence in the data sets was maintained. The analysis also allowed the thesis findings to be used to test theories about the data that answered the thesis questions. Thesis Findings The findings of the thesis are contained in the final version of the theory. The theory is structured around program drivers, phases, types and processes that together produce implementation, maintenance and dissemination. This final theory statement is the basis for drawing the thesis conclusions. Thesis Conclusions It was concluded that patterns of factors that enhance and inhibit the implementation, maintenance and dissemination of school health education programs could be placed in a theoretical framework that can guide practice in school health education. To be successful school health education programs have to include three critical elements: leadership, action research and funding. Leaders or program drivers need to be identified and resourced; they may be principals or designated teaching staff with access to decision making, policy processes and resource allocation in schools. Teachers need to engage in a reflective action research process to develop, modify and sustain their curriculum development work. Programs require adequate funding resources for teachers' professional development, including action research, and the purchase of human and material resources. Schools planning to introduce programs may learn from the experience of others but they must themselves engage in the critical and essential program features identified in the final version of the theory. Implications The thesis conclusions imply the need to use more efficient ways of bringing schools' and teachers' hidden competence to the fore to support school health education program through varied patterns of professional development, technical support and curriculum development and implementation, and through funding of enhanced professional practice for health literacy. A major implication for the health sector is that many health workers need to learn collaborative skills since there is a tendency to take control and attempt to direct what teachers should do rather than work with and support them. An implication for programs in complex social environments is the need for careful planning in collaboration with other stakeholders. The critical elements developed in this thesis also apply - leadership, action research and funding. Evaluation can adopt a case study approach as a more suitable method for examining what happens in programs than an overly simplistic approach of assessing goals and objectives which ignores the differences in program implementation for different sites with the necessary localisation. Further Research Further research suggested by the thesis findings are in the areas of school health education in the changing administrative and management environment today, and of the use of various types of case study research in tandem to answer comprehensive and complex program performance questions.

This study is about the gender dimensions of land reform in South Africa. The case study is that of a housing and resettlement project in Daggakraal, Mpumalanga Province. The aim of the study was to describe and analyse empirical realities for rural women, in relation to land, in Daggakraal. The focus was on the research questions for the study namely the nature of land reform practice; whether gender issues were central in land reform at all stages of the project; whether or not participation of women was truly genuine; and the constraints that were faced in the process of land reform delivery. The study was conducted in Daggakraal, a rural town in Mpumalanga province, South Africa. Research methods employed were both quantitative and qualitative with more emphasis on the latter. A total of 100 respondents participated in the study. This number included 10 key informants 3 of whom were trained as research assistants. The findings indicate that there was very little gender analysis carried out prior to land reform. For this reason land reform has not benefitted the women and men of Daggakraal. Land reform policies and other legislation put in place were not followed to the letter in Daggakraal and in other areas of the country where land reform was implemented; the first land reform (SLAG) has not benefitted the poor, especially women; the rural terrain is an area of contestation and competing interests between women and men. There is also a lack of institutional arrangements to implement a gendered approach to land reform. This study demonstrates the need to tackle and transform the existing power relations at the household level, if government is serious about the gender dimension of land reform in South Africa. In a small way it is hoped that this study will contribute to the limited writing on land reform and gender and also provide a gendered critique of the land reform programme in South Africa. The Gender Analysis Framework (GAF) and the feminist and gender perspectives have helped the researcher to understand and explain the gender dynamics in Daggakraal.

This study, Women's participation in housing delivery in South Africa: the extent of empowerment in post 1994 era, with specific reference to case studies in KwciZulu-Natal, begins with the premise that post-apartheid housing policies, compared to those of the apartheid era, have provided women with greater access to housing. In 1994 the housing backlog was estimated to be about 3.5 million units, with the majority of those in need of shelter being African women. This backlog was due to past policies that largely excluded women from ownership and access to capital or resources to build formal housing. The changes wrought by the democratic dispensation, such as constitutional provision for gender equality, promised women greater participation in the social , political and economic spheres of the country. The recognition of gender equality and housing as rights protected within the constitution was reinforced by pronouncements in various policy documents, such as the housing White Paper that underlined the need for women's involvement in shelter development. The aims of this study are to examine women's participation in housing delivery and to assess the extent of empowerment arising from their involvement in post-1994 housing development. The emphasis in this study on empowerment arises from the fact that housing development.is set within a participatory and empowerment paradigm in the current housing policy. The study discusses participation in "shelter" as embodied in notions of self-help and as appl ied by implementing agencies such as the World Bank, local government municipals and non-governmental organisations. The analysis indicates that to understand women's role in the housing process, there is a need to move beyond the project approach used by implementing agencies, to a multi-relational approach that focuses on the relationships, processes, and levels of involvement at the implementation and post-implementation stages. The scope of empirical material is confined to KwaZuluNatal , although South African national past and present policy is analysed in the earl y chapters. The question this study raises is whether women will be able to make substantial improvements to the core structure provided through the subsidy, due to their weak economic position. Through a gender analysis of the participation process, the study sheds light on women's roles and examines the extent to which women, in particular, have been empowered. Both qualitative and quantitative research instruments were employed to gather data on women's involvement in housing development in the KwaZulu-Natal region chosen for the case studies. The specific areas studied were Nthutukoville, Glenwood II and Thembalihle in Pietermaritzburg and Luganda and Ezilweleni in Durban. The findings of this study show that women were involved at various levels in the housing delivery process and at varying degrees. The findings of this study yielded different levels of participation which were taken to be indicators of the level of empowerment. These were for instance, decision-making, implementation, post-implementation activities and small business development. In all the areas studied, all the top leadership positions were held by men; in the lower levels the gender representation was equal. In two areas, women played a central role in decision-making and this appears to have been influenced by the high level of consultation with the community. In three areas, women played a marginal role in decision-making, an issue that appears to have been influenced by their roles in the household as well as the influence of the local authorities in the projects. In all the areas except one, women held their stereotypical position of secretary. Where they held the position of treasurer, it was based on the stereotypical notion that they were more trustworthy in money matters than men. The representation of women in decision-making did not challenge the gender ideology that entrenches their subordination, an area that has to be addressed in housing projects if women are to take control of their lives. Few women compared to men were trained in construction. The reasons for this point to both a strong male bias as well as societal attitudes about gender roles in society. Both men and women learnt skills such as plumbing, plastering, and painting, on the job through their involvement in providing labour. The role of women in housing delivery extended to the post-implementation level where they were involved in urban greening and microenterprises. Women were also involved in the production and distribution of bricks in three communities but they did not benefit from selling to the subsidy beneficiaries, a situation that calls for government support of their activities through the awarding of supply contracts. The elements of these indicators point to the level of women's empowerment as shown in the areas studied. These indicators combined to form what this study refers to as the multi-relational linkages approach to women's participation in shelter delivery. Although various factors are shown to constrain women's involvement at the different levels, the model highlights the role of women and the sustainability of their empowerment as well as the gaps, and points to ways in which these can be addressed. This study therefore recommends the adoption of the multi-relational linkages approach in understanding women's empowerment in shelter delivery and future policy framing . The conclusion argues that women's participation in shelter development cannot be understood by examining their role in one aspect of delivery; the role of women in various aspects is what constitutes their empowerment.

This volume brings together different varieties of English that have so far been treated separately: postcolonial and non-postcolonial Englishes. The different contributions examine these varieties of English against the backdrop of current World Englishes theorising, with a special focus on the Extra- and Intra-territorial Forces (EIF) Model (Buschfeld and Kautzsch 2017). Building on the general conception of Schneider’s (2003, 2007) Dynamic Model, the EIF Model aims at integrating postcolonial and non-postcolonial Englishes in a unified framework of World Englishes. The editors of the proposed volume claim that in the development of any kind of English around the world, forces from both outside and inside the community are in operation and lead to different outcomes as regards the status and characteristics of English. Each chapter tests the validity of this new model, analyses a different variety of English and assesses it in relation to current models of World Englishes. Nationalism: Past as Prologue began as a single volume being compiled by Ad Akande, a scholar from South Africa, who proposed it to me as co-author about two years ago. The original idea was to examine how the damaging roots of nationalism have been corroding political systems around the world, and creating dangerous obstacles for necessary international cooperation. Since I (Bruce E. Johansen) has written profusely about climate change (global warming, a.k.a. infrared forcing), I suggested a concerted effort in that direction. This is a worldwide existential threat that affects every living thing on Earth. It often compounds upon itself, so delays in reducing emissions of fossil fuels are shortening the amount of time remaining to eliminate the use of fossil fuels to preserve a livable planet. Nationalism often impedes solutions to this problem (among many others), as nations place their singular needs above the common good. Our initial proposal got around, and abstracts on many subjects arrived. Within a few weeks, we had enough good material for a 100,000-word book. The book then fattened to two moderate volumes and then to four two very hefty tomes. We tried several different titles as good submissions swelled. We also discovered that our best contributors were experts in their fields, which ranged the world. We settled on three stand-alone books:” 1/ nationalism and racial justice. Our first volume grew as the growth of Black Lives Matter following the brutal killing of George Floyd ignited protests over police brutality and other issues during 2020, following the police assassination of Floyd in Minneapolis. It is estimated that more people took part in protests of police brutality during the summer of 2020 than any other series of marches in United States history. This includes upheavals during the 1960s over racial issues and against the war in Southeast Asia (notably Vietnam). We choose a volume on racism because it is one of nationalism’s main motive forces. This volume provides a worldwide array of work on nationalism’s growth in various countries, usually by authors residing in them, or in the United States with ethnic ties to the nation being examined, often recent immigrants to the United States from them. Our roster of contributors comprises a small United Nations of insightful, well-written research and commentary from Indonesia, New Zealand, Australia, China, India, South Africa, France, Portugal, Estonia, Hungary, Russia, Poland, Kazakhstan, Georgia, and the United States. Volume 2 (this one) describes and analyzes nationalism, by country, around the world, except for the United States; and 3/material directly related to President Donald Trump, and the United States. The first volume is under consideration at the Texas A & M University Press. The other two are under contract to Nova Science Publishers (which includes social sciences). These three volumes may be used individually or as a set. Environmental material is taken up in appropriate places in each of the three books. * * * * * What became the United States of America has been strongly nationalist since the English of present-day Massachusetts and Jamestown first hit North America’s eastern shores. The country propelled itself across North America with the self-serving ideology of “manifest destiny” for four centuries before Donald Trump came along. Anyone who believes that a Trumpian affection for deportation of “illegals” is a new thing ought to take a look at immigration and deportation statistics in Adam Goodman’s The Deportation Machine: America’s Long History of Deporting Immigrants (Princeton University Press, 2020). Between 1920 and 2018, the United States deported 56.3 million people, compared with 51.7 million who were granted legal immigration status during the same dates. Nearly nine of ten deportees were Mexican (Nolan, 2020, 83). This kind of nationalism, has become an assassin of democracy as well as an impediment to solving global problems. Paul Krugman wrote in the New York Times (2019:A-25): that “In their 2018 book, How Democracies Die, the political scientists Steven Levitsky and Daniel Ziblatt documented how this process has played out in many countries, from Vladimir Putin’s Russia, to Recep Erdogan’s Turkey, to Viktor Orban’s Hungary. Add to these India’s Narendra Modi, China’s Xi Jinping, and the United States’ Donald Trump, among others. Bit by bit, the guardrails of democracy have been torn down, as institutions meant to serve the public became tools of ruling parties and self-serving ideologies, weaponized to punish and intimidate opposition parties’ opponents. On paper, these countries are still democracies; in practice, they have become one-party regimes….And it’s happening here [the United States] as we speak. If you are not worried about the future of American democracy, you aren’t paying attention” (Krugmam, 2019, A-25). We are reminded continuously that the late Carl Sagan, one of our most insightful scientific public intellectuals, had an interesting theory about highly developed civilizations. Given the number of stars and planets that must exist in the vast reaches of the universe, he said, there must be other highly developed and organized forms of life. Distance may keep us from making physical contact, but Sagan said that another reason we may never be on speaking terms with another intelligent race is (judging from our own example) could be their penchant for destroying themselves in relatively short order after reaching technological complexity. This book’s chapters, introduction, and conclusion examine the worldwide rise of partisan nationalism and the damage it has wrought on the worldwide pursuit of solutions for issues requiring worldwide scope, such scientific co-operation public health and others, mixing analysis of both. We use both historical description and analysis. This analysis concludes with a description of why we must avoid the isolating nature of nationalism that isolates people and encourages separation if we are to deal with issues of world-wide concern, and to maintain a sustainable, survivable Earth, placing the dominant political movement of our time against the Earth’s existential crises. Our contributors, all experts in their fields, each have assumed responsibility for a country, or two if they are related. This work entwines themes of worldwide concern with the political growth of nationalism because leaders with such a worldview are disinclined to co-operate internationally at a time when nations must find ways to solve common problems, such as the climate crisis. Inability to cooperate at this stage may doom everyone, eventually, to an overheated, stormy future plagued by droughts and deluges portending shortages of food and other essential commodities, meanwhile destroying large coastal urban areas because of rising sea levels. Future historians may look back at our time and wonder why as well as how our world succumbed to isolating nationalism at a time when time was so short for cooperative intervention which is crucial for survival of a sustainable earth. Pride in language and culture is salubrious to individuals’ sense of history and identity. Excess nationalism that prevents international co-operation on harmful worldwide maladies is quite another. As Pope Francis has pointed out: For all of our connectivity due to expansion of social media, ability to communicate can breed contempt as well as mutual trust. “For all our hyper-connectivity,” said Francis, “We witnessed a fragmentation that made it more difficult to resolve problems that affect us all” (Horowitz, 2020, A-12). The pope’s encyclical, titled “Brothers All,” also said: “The forces of myopic, extremist, resentful, and aggressive nationalism are on the rise.” The pope’s document also advocates support for migrants, as well as resistance to nationalist and tribal populism. Francis broadened his critique to the role of market capitalism, as well as nationalism has failed the peoples of the world when they need co-operation and solidarity in the face of the world-wide corona virus pandemic. Humankind needs to unite into “a new sense of the human family [Fratelli Tutti, “Brothers All”], that rejects war at all costs” (Pope, 2020, 6-A). Our journey takes us first to Russia, with the able eye and honed expertise of Richard D. Anderson, Jr. who teaches as UCLA and publishes on the subject of his chapter: “Putin, Russian identity, and Russia’s conduct at home and abroad.” Readers should find Dr. Anderson’s analysis fascinating because Vladimir Putin, the singular leader of Russian foreign and domestic policy these days (and perhaps for the rest of his life, given how malleable Russia’s Constitution has become) may be a short man physically, but has high ambitions. One of these involves restoring the old Russian (and Soviet) empire, which would involve re-subjugating a number of nations that broke off as the old order dissolved about 30 years ago. President (shall we say czar?) Putin also has international ambitions, notably by destabilizing the United States, where election meddling has become a specialty. The sight of Putin and U.S. president Donald Trump, two very rich men (Putin $70-$200 billion; Trump $2.5 billion), nuzzling in friendship would probably set Thomas Jefferson and Vladimir Lenin spinning in their graves. The road of history can take some unanticipated twists and turns. Consider Poland, from which we have an expert native analysis in chapter 2, Bartosz Hlebowicz, who is a Polish anthropologist and journalist. His piece is titled “Lawless and Unjust: How to Quickly Make Your Own Country a Puppet State Run by a Group of Hoodlums – the Hopeless Case of Poland (2015–2020).” When I visited Poland to teach and lecture twice between 2006 and 2008, most people seemed to be walking on air induced by freedom to conduct their own affairs to an unusual degree for a state usually squeezed between nationalists in Germany and Russia. What did the Poles then do in a couple of decades? Read Hlebowicz’ chapter and decide. It certainly isn’t soft-bellied liberalism. In Chapter 3, with Bruce E. Johansen, we visit China’s western provinces, the lands of Tibet as well as the Uighurs and other Muslims in the Xinjiang region, who would most assuredly resent being characterized as being possessed by the Chinese of the Han to the east. As a student of Native American history, I had never before thought of the Tibetans and Uighurs as Native peoples struggling against the Independence-minded peoples of a land that is called an adjunct of China on most of our maps. The random act of sitting next to a young woman on an Air India flight out of Hyderabad, bound for New Delhi taught me that the Tibetans had something to share with the Lakota, the Iroquois, and hundreds of other Native American states and nations in North America. Active resistance to Chinese rule lasted into the mid-nineteenth century, and continues today in a subversive manner, even in song, as I learned in 2018 when I acted as a foreign adjudicator on a Ph.D. dissertation by a Tibetan student at the University of Madras (in what is now in a city called Chennai), in southwestern India on resistance in song during Tibet’s recent history. Tibet is one of very few places on Earth where a young dissident can get shot to death for singing a song that troubles China’s Quest for Lebensraum. The situation in Xinjiang region, where close to a million Muslims have been interned in “reeducation” camps surrounded with brick walls and barbed wire. They sing, too. Come with us and hear the music. Back to Europe now, in Chapter 4, to Portugal and Spain, we find a break in the general pattern of nationalism. Portugal has been more progressive governmentally than most. Spain varies from a liberal majority to military coups, a pattern which has been exported to Latin America. A situation such as this can make use of the term “populism” problematic, because general usage in our time usually ties the word into a right-wing connotative straightjacket. “Populism” can be used to describe progressive (left-wing) insurgencies as well. José Pinto, who is native to Portugal and also researches and writes in Spanish as well as English, in “Populism in Portugal and Spain: a Real Neighbourhood?” provides insight into these historical paradoxes. Hungary shares some historical inclinations with Poland (above). Both emerged from Soviet dominance in an air of developing freedom and multicultural diversity after the Berlin Wall fell and the Soviet Union collapsed. Then, gradually at first, right wing-forces began to tighten up, stripping structures supporting popular freedom, from the courts, mass media, and other institutions. In Chapter 5, Bernard Tamas, in “From Youth Movement to Right-Liberal Wing Authoritarianism: The Rise of Fidesz and the Decline of Hungarian Democracy” puts the renewed growth of political and social repression into a context of worldwide nationalism. Tamas, an associate professor of political science at Valdosta State University, has been a postdoctoral fellow at Harvard University and a Fulbright scholar at the Central European University in Budapest, Hungary. His books include From Dissident to Party Politics: The Struggle for Democracy in Post-Communist Hungary (2007). Bear in mind that not everyone shares Orbán’s vision of what will make this nation great, again. On graffiti-covered walls in Budapest, Runes (traditional Hungarian script) has been found that read “Orbán is a motherfucker” (Mikanowski, 2019, 58). Also in Europe, in Chapter 6, Professor Ronan Le Coadic, of the University of Rennes, Rennes, France, in “Is There a Revival of French Nationalism?” Stating this title in the form of a question is quite appropriate because France’s nationalistic shift has built and ebbed several times during the last few decades. For a time after 2000, it came close to assuming the role of a substantial minority, only to ebb after that. In 2017, the candidate of the National Front reached the second round of the French presidential election. This was the second time this nationalist party reached the second round of the presidential election in the history of the Fifth Republic. In 2002, however, Jean-Marie Le Pen had only obtained 17.79% of the votes, while fifteen years later his daughter, Marine Le Pen, almost doubled her father's record, reaching 33.90% of the votes cast. Moreover, in the 2019 European elections, re-named Rassemblement National obtained the largest number of votes of all French political formations and can therefore boast of being "the leading party in France.” The brutality of oppressive nationalism may be expressed in personal relationships, such as child abuse. While Indonesia and Aotearoa [the Maoris’ name for New Zealand] hold very different ranks in the United Nations Human Development Programme assessments, where Indonesia is classified as a medium development country and Aotearoa New Zealand as a very high development country. In Chapter 7, “Domestic Violence Against Women in Indonesia and Aotearoa New Zealand: Making Sense of Differences and Similarities” co-authors, in Chapter 8, Mandy Morgan and Dr. Elli N. Hayati, from New Zealand and Indonesia respectively, found that despite their socio-economic differences, one in three women in each country experience physical or sexual intimate partner violence over their lifetime. In this chapter ther authors aim to deepen understandings of domestic violence through discussion of the socio-economic and demographic characteristics of theit countries to address domestic violence alongside studies of women’s attitudes to gender norms and experiences of intimate partner violence. One of the most surprising and upsetting scholarly journeys that a North American student may take involves Adolf Hitler’s comments on oppression of American Indians and Blacks as he imagined the construction of the Nazi state, a genesis of nationalism that is all but unknown in the United States of America, traced in this volume (Chapter 8) by co-editor Johansen. Beginning in Mein Kampf, during the 1920s, Hitler explicitly used the westward expansion of the United States across North America as a model and justification for Nazi conquest and anticipated colonization by Germans of what the Nazis called the “wild East” – the Slavic nations of Poland, the Baltic states, Ukraine, and Russia, most of which were under control of the Soviet Union. The Volga River (in Russia) was styled by Hitler as the Germans’ Mississippi, and covered wagons were readied for the German “manifest destiny” of imprisoning, eradicating, and replacing peoples the Nazis deemed inferior, all with direct references to events in North America during the previous century. At the same time, with no sense of contradiction, the Nazis partook of a long-standing German romanticism of Native Americans. One of Goebbels’ less propitious schemes was to confer honorary Aryan status on Native American tribes, in the hope that they would rise up against their oppressors. U.S. racial attitudes were “evidence [to the Nazis] that America was evolving in the right direction, despite its specious rhetoric about equality.” Ming Xie, originally from Beijing, in the People’s Republic of China, in Chapter 9, “News Coverage and Public Perceptions of the Social Credit System in China,” writes that The State Council of China in 2014 announced “that a nationwide social credit system would be established” in China. “Under this system, individuals, private companies, social organizations, and governmental agencies are assigned a score which will be calculated based on their trustworthiness and daily actions such as transaction history, professional conduct, obedience to law, corruption, tax evasion, and academic plagiarism.” The “nationalism” in this case is that of the state over the individual. China has 1.4 billion people; this system takes their measure for the purpose of state control. Once fully operational, control will be more subtle. People who are subject to it, through modern technology (most often smart phones) will prompt many people to self-censor. Orwell, modernized, might write: “Your smart phone is watching you.” Ming Xie holds two Ph.Ds, one in Public Administration from University of Nebraska at Omaha and another in Cultural Anthropology from the Chinese Academy of Social Sciences, Beijing, where she also worked for more than 10 years at a national think tank in the same institution. While there she summarized news from non-Chinese sources for senior members of the Chinese Communist Party. Ming is presently an assistant professor at the Department of Political Science and Criminal Justice, West Texas A&M University. In Chapter 10, analyzing native peoples and nationhood, Barbara Alice Mann, Professor of Honours at the University of Toledo, in “Divide, et Impera: The Self-Genocide Game” details ways in which European-American invaders deprive the conquered of their sense of nationhood as part of a subjugation system that amounts to genocide, rubbing out their languages and cultures -- and ultimately forcing the native peoples to assimilate on their own, for survival in a culture that is foreign to them. Mann is one of Native American Studies’ most acute critics of conquests’ contradictions, and an author who retrieves Native history with a powerful sense of voice and purpose, having authored roughly a dozen books and numerous book chapters, among many other works, who has traveled around the world lecturing and publishing on many subjects. Nalanda Roy and S. Mae Pedron in Chapter 11, “Understanding the Face of Humanity: The Rohingya Genocide.” describe one of the largest forced migrations in the history of the human race, the removal of 700,000 to 800,000 Muslims from Buddhist Myanmar to Bangladesh, which itself is already one of the most crowded and impoverished nations on Earth. With about 150 million people packed into an area the size of Nebraska and Iowa (population less than a tenth that of Bangladesh, a country that is losing land steadily to rising sea levels and erosion of the Ganges river delta. The Rohingyas’ refugee camp has been squeezed onto a gigantic, eroding, muddy slope that contains nearly no vegetation. However, Bangladesh is majority Muslim, so while the Rohingya may starve, they won’t be shot to death by marauding armies. Both authors of this exquisite (and excruciating) account teach at Georgia Southern University in Savannah, Georgia, Roy as an associate professor of International Studies and Asian politics, and Pedron as a graduate student; Roy originally hails from very eastern India, close to both Myanmar and Bangladesh, so he has special insight into the context of one of the most brutal genocides of our time, or any other. This is our case describing the problems that nationalism has and will pose for the sustainability of the Earth as our little blue-and-green orb becomes more crowded over time. The old ways, in which national arguments often end in devastating wars, are obsolete, given that the Earth and all the people, plants, and other animals that it sustains are faced with the existential threat of a climate crisis that within two centuries, more or less, will flood large parts of coastal cities, and endanger many species of plants and animals. To survive, we must listen to the Earth, and observe her travails, because they are increasingly our own.

The political and economic benefits of decentralization have been cogently represented, to the extent that decentralization and devolution comprise identifiable programs of reform across a range of polities. However, the public policy question of finance following function – and the oversight of this process – is less resolved. Further, concerns over the financial sustainability of sub-national governments continue across a range of polities. Against the backdrop of reforms to municipal finance in both Australia and China, this chapter provides an account of the formation and functioning of two successful sub-national financial institutions, the Local Government Finance Authority of South Australia (LGFA) and the Municipal Finance Authority of British Colombia. The case studies suggest that sub-national finance may not be the thorn in the side of decentralization it sometimes appears to be. The broader introduction of such financial instruments is considered.

Chapter 4 provides a few case studies of rivers to illustrate the consequences of the Commercial approach. These rivers are: the Colorado River of the United States; the Murray-Darling river system of Australia; the Amu Darya and Syr Darya of the former Soviet Union; the Nile River of Africa; and the Indus River of South Asia. It shows that in each case, the application of the Commercial approach has led to river fragmentation and excessive withdrawal of water, leading to exhaustion of rivers, which in turn led to salinity intrusion and erosion, subsidence, and desiccation of the deltas. The ecology of the river basins has been damaged, including loss of aquatic and terrestrial biodiversity. In case of the Amu Darya and Syr Darya Rivers, this damage includes the destruction of the Aral Sea, once considered the second-largest inland waterbody of the world. In each case, the Commercial approach has led to conflicts among co-riparian countries.

Energy was not stated as one of the millennium development goals (MDGs) but played an indirect role in helping meet the MDGs especially in the areas of housing, health, education, and poverty reduction in Africa. In contrast, the United Nations’ 2030 agenda includes 17 sustainable development goals (SDGs), one of which is devoted to energy. SDG7 seeks to ensure “access to affordable, reliable, sustainable, and modern energy for all,” thereby creating a vital role for the energy sector to join in the task of achieving SDGs. Renewable energy including solar energy will play a significant role in improving energy security in Africa and diversifying the energy mix by reducing reliance on fossil fuels. This chapter examines the advantages of solar technologies in the context of social, economic, and environment benefits using case studies from Kenya and South Africa. This chapter also examines some of the key challenges that are associated with the application of solar energy technologies in these countries. Finally, the chapter discusses how solar energy technologies can help meet SDGs and summarizes policy and programs targeting the promotion of solar energy technologies for the implementation of SDGs.

Designers and engineers seem finally to be awakening to the challenge that sustainable development presents. Educators and students alike are keenly aware of the need to become more effective in the training and practice of their specific disciplines with respect to sustainability (Mulder, Segalas-Coral, & Ferrer- Balas, 2010). This chapter illustrates and animates a number of critical themes in education for sustainable design that have been developed within the Irish context. However, these are scalable within the international context for training and ‘up skilling' of product designers, engineers and other design professionals. The chapter focuses on the co-design, development, validation and piloting over two years of a CPD (Continuing Professional Development) course for Design Professionals in Sustainable Design. The research outlined in this work also qualitatively assesses appropriate models for educating for sustainable design thinking with design professionals, small to medium enterprise (SME) employees and undergraduate design students. The educational methodologies that were developed were evaluated over an eight year period with case study groups including: Industrial and Product Design undergraduate students at the Institute of Technology, Carlow (IT Carlow) and Professional designers taking the SDI (Sustainable Design Innovation) Certificate at IT Carlow. A parallel program (Winnovate) which aimed to up skill SME's in the South East of Ireland was also developed as a separate case study. All the case studies were benchmarked against initiatives in the Netherlands, Germany, Spain, Wales and Australia as well as collaboration with the University of Limerick, Ireland as a means of establishing current best practice.

The Australian Catholic University (ACU National at www.acu.edu.au) is a public university funded by the Australian Government. There are six campuses across the country, located in Brisbane, Queensland; North Sydney, New South Wales; Strathfield, New South Wales; Canberra, Australian Capital Territory (ACT); Ballarat, Victoria; and Melbourne, Victoria. The university serves a total of approximately 27,000 students, including both full- and part-time students, and those enrolled in undergraduate and postgraduate studies. Through fostering and advancing knowledge in education, health, commerce, the humanities, science and technology, and the creative arts, ACU National seeks to make specific and targeted contributions to its local, national, and international communities. The university explicitly engages the social, ethical, and religious dimensions of the questions it faces in teaching, research, and service. In its endeavors, it is guided by a fundamental concern for social justice, equity, and inclusivity. The university is open to all, irrespective of religious belief or background. ACU National opened its doors in 1991 following the amalgamation of four Catholic tertiary institutions in eastern Australia. The institutions that merged to form the university had their origins in the mid-17th century when religious orders and institutes became involved in the preparation of teachers for Catholic schools and, later, nurses for Catholic hospitals. As a result of a series of amalgamations, relocations, transfers of responsibilities, and diocesan initiatives, more than twenty historical entities have contributed to the creation of ACU National. Today, ACU National operates within a rapidly changing educational and industrial context. Student numbers are increasing, areas of teaching and learning have changed and expanded, e-learning plays an important role, and there is greater emphasis on research. In its 2005–2009 Strategic Plan, the university commits to the adoption of quality teaching, an internationalized curriculum, as well as the cultivation of generic skills in students, to meet the challenges of the dynamic university and information environment (ACU National, 2008). The Graduate Diploma of Education (Secondary) Program at ACU Canberra Situated in Australia’s capital city, the Canberra campus is one of the smallest campuses of ACU National, where there are approximately 800 undergraduate and 200 postgraduate students studying to be primary or secondary school teachers through the School of Education (ACT). Other programs offered at this campus include nursing, theology, social work, arts, and religious education. A new model of pre-service secondary teacher education commenced with the introduction of the Graduate Diploma of Education (Secondary) program at this campus in 2005. It marked an innovative collaboration between the university and a cohort of experienced secondary school teachers in the ACT and its surrounding region. This partnership was forged to allow student teachers undertaking the program to be inducted into the teaching profession with the cooperation of leading practitioners from schools in and around the ACT. In the preparation of novices for the teaching profession, an enduring challenge is to create learning experiences capable of transforming practice, and to instill in the novices an array of professional skills, attributes, and competencies (Putnam & Borko, 2000). Another dimension of the beginning teacher experience is the need to bridge theory and practice, and to apply pedagogical content knowledge in real-life classroom practice. During the one-year Graduate Diploma program, the student teachers undertake two four-week block practicum placements, during which they have the opportunity to observe exemplary lessons, as well as to commence teaching. The goals of the practicum include improving participants’ access to innovative pedagogy and educational theory, helping them situate their own prior knowledge regarding pedagogy, and assisting them in reflecting on and evaluating their own practice. Each student teacher is paired with a more experienced teacher based at the school where he/she is placed, who serves as a supervisor and mentor. In 2007, a new dimension to the teaching practicum was added to facilitate online peer mentoring among the pre-service teachers at the Canberra campus of ACU National, and provide them with opportunities to reflect on teaching prior to entering full-time employment at a school. The creation of an online community to facilitate this mentorship and professional development process forms the context for the present case study. While on their practicum, students used social software in the form of collaborative web logging (blogging) and threaded voice discussion tools that were integrated into the university’s course management system (CMS), to share and reflect on their experiences, identify critical incidents, and invite comment on their responses and reactions from peers.

Abstract:
According to the World Bank (2015) Africa’s urbanization rate has surpassed other parts of the world. It is believed that by 2030, over 50% of Africans will reside in Urban Centres. Kenya is among the African counties that has experienced a tremendous increase in her urban population. This is most visible in the capital, the primate city of Nairobi. The growth has led to increased pressure on basic needs like housing, transport, water, education and security. Coupled with unequal economic development and social benefits, the result has been the tremendous expansion of informal sectors across fields. To respond to some of this pressure, the central government has vowed initiate large projects in housing, transport, water and others (Republic of Kenya, 2018). Newly enacted legislation also provides for the establishment of multi-sectoral urban boards to oversee the delivery of some services. Among the major projects coming up include Affordable Housing schemes and Mass Rapid Transport investments such as Bus Rapid Transit and expanded commuter rail systems. However, experience from the past both in Nairobi and other Cities has taught us the importance of inclusion, empathy and participation in such projects. Recent times have shown that public projects tend to ignore these and other key elements leading to massive failure of investment. The paper investigates case studies from similar projects in other parts of Africa, Bus Rapid Transit Projects in Lagos, Dar es Salaam and South African Cities; past Slum Upgrading and Housing Projects in Nairobi and other parts of the continent. The research methods also involve data collection on inclusion and participation from those who are affected directly by these proposed projects as well as the impacts that previous projects have had. The results from the study show that without proper communication and participation there are several misunderstandings on liveable spaces in cities. These include misinterpretations of the challenge’s citizens face, on the intentions of proposed solutions as well as the socioeconomic decision-making process of citizens. The implication of this leaves an unhealthy competition between existing informal ‘structures’ in various sectors against the new government driven proposals. The results are that those meant to benefit end up not being the primary beneficiaries. In conclusion, the role of putting people primarily as the centre objective of planning remains critical and key. For African planners, diverting from this will increase the existing inequalities and lead to further social divisions.
