This thesis aims to develop the framework of a housing program designed to help current recipients of rental subsidies begin to build household wealth through homeownership. Its core beneficiaries are households in Boston and Cambridge earning between 60% and 80% of the area median income. It also proposes an extended program to help households earning between 80% and 135% AMI purchase a home, since they also face significant burdens from housing costs in the current market and are underserved by existing housing programs. The proposal does not aim to solve the overall housing crisis, nor to replace existing programs, but rather to act as a supplement to current programs. The first chapter examines the history of housing policy, and from that review draws six principles of effective housing programs which are used to guide the new proposal. The second chapter examines the needs of renters, home buyers, and property developers in order to identify basic criteria which a new program must meet. The third chapter evaluates individual potential elements of a new program with respect to the principles and criteria identified within the earlier chapters. Finally, the framework of the proposal for a new housing program is laid out.

The use of construction assistance is discussed upon in the micro finance sector. Many MFIs and their donors argue that MFIs should only provide financial services and that the cost of providing the service is not justified compared to its impact . But since construction assistance is a fairly new service in housing micro finance is it also so, that many of the MFIs don’t know what constructions assistance involves and what the impact is on the MFI and the end client. Therefore it is important to investigate and describe what construction assistance actually involves, what is the impact of construction assistance on the delivered service and can it be done in a financially sustainable way from the MFIs point of view? According to my investigations construction assistance raises and assures the quality of the home improvement and therefore the home itself. It also contributes to economic impact by raising the general quality of housing in the target area, but also to socio-political and personal impact by increasing the families’ asset and raising their self esteem. Construction assistance can also raise financial sustainability through the employment of cost-reducing systems such as construction and design programs. But it can also reduce the transaction costs that result from information asymmetry and moral hazard for both financial intermediaries and clients through the socio economic study and the actual time that the credit assessor spends with the client. The outreach is improved through the MFIs ability to discover and monitor the clients changing need by the help of construction assistance and it also improves the MFIs targeting mechanism through different marketing and promoting actions.

ENGLISH ABSTRACT: 'Housing' has been addressed as a basic human right. In South Africa this right has become a challenge, which cannot be met by the government alone. It also requires a vast contribution from the broader non-State (private) sector. This includes large companies who need to provide housing assistance to their employees. The aim of this research was to develop an educational computer programme which can be used by companies in their employee housing assistance programmes. The objectives of the research included establishing the extent to which companies provide employee housing assistance; the viability of an educational computer programme; the requirements of companies; criteria and content of a computer programme; and the development and testing of a pilot demonstration module of an educational computer programme for employee housing assistance. Exploratory research was carried out on a sample of 112 companies by means of both postal and telephonic questionnaires. The results of these surveys indicated that 41 of these companies have already established employee housing assistance, providing general information on housing and housing related issues. Most of these companies, however, are only offering financial assistance to their employees without the necessary education and training which should accompany it. A programme which provides these aspects benefits both the company and the employees and should be implemented by many more institutions throughout the country. The main findings of this research, indicated the viability of an educational computer programme and the surveyed companies were positive about using it as part of their employee housing assistance. Throughout the world, computers have proved to offer high-quality interaction and unique learning opportunities to users of varying levels of understanding. They have also demonstrated that they are convenient to use and assist in promoting effective management of time and finances. On the basis of the responses to the survey, essential elements of an educational computer programme for the use of companies in employee housing assistance were identified. A pilot demonstration module was developed using a holistic and didactically sound approach. The development of this educational computer programme, will allow lower income employees to receive beneficial housing assistance at their own pace and level of comprehension and education through an enjoyable and contemporary medium. The results of the initial (but limited) testing of the pilot demonstration module, suggested that there is justification for the further development of the programme and for research to be carried out to examine its effect in the private sector. This research sheds light on the present trends in the provision of employee housing assistance in the private sector and the positive contribution which companies can provide to the housing crisis in South Africa.

The Rental Assistance Demonstration ("RAD") program is a controversial federal effort to address public housing's financial crisis by opening it up to private investment and recapitalization; in essence, to mortgage public housing in order to save it. While some high profile examples of RAD's implementation have confirmed critics' fears about the loss of public control over a critical social safety net, other public housing authorities ("PHAs") have begun to use the program to empower themselves and ensure the financial stability and health of their entire portfolios. Since the program's pilot period began in 2012 at least three typologies of RAD implementation have emerged, each with their own unique outcomes and impact on PHA operation. This thesis investigates the organizational implications for the most challenging of these approaches, the "All-In" strategy, in which PHAs comprehensively address the capital needs of their entire portfolio while retaining the maximum degree of control over the process through in-house development. While RAD's use of private financing strategies is not new to public housing, the pressure on "All-In" PHAs to structurally internalize some private-sector models is a significant development for the organization and management of public housing. Case studies from Cambridge, MA and Tacoma, WA offer evidence of the unique challenges, emergent adaptations, and strategic opportunities for two "All-In" RAD agencies. The thesis describes the pressure on these PHAs to shift from a functional and hierarchical bureaucratic model to a flatter, more decentralized organizational structure and discusses some managerial strategies and tools public sector managers can use to navigate this transformation.

Abstract:
Housing, while a necessity of ???life???, goes beyond this definition in this research to also become a technology of government in the domestic distributional geopolitics of nation-states. Employing a Foucaultian approach to power and governance, this research examines how the provision of housing assistance was used in the government of rural public housing communities. Data for this research were collected through a series of archival resources that focused specifically on the transitional periods of 1935-1955 and 1985-2005. Data were also gathered through a questionnaire and interviews with public housing tenants and staff from four towns (Griffith, Cootamundra, Junee and Tumut) in the ???Riverina??? region of south-western New South Wales (NSW), Australia. This research makes five contributions to geographical understandings of distributional politics. First, the thesis contends that poststructuralist theoretical approaches to the analysis of power and governance enable innovative critical engagements with the distributional geopolitical agendas of governmental processes. The research also found that the distributional geopolitical agendas of Governments have been pursued through more than just the redistribution of fiscal resources, but also include the redistribution of human resources. In particular, housing assistance has been, and is used today, to perpetuate certain internal migration patterns to aid this human-distributional agenda. Third, the study argues that ??? while the broad shift to advanced liberal forms of government have resulted in changes to how distributional geopolitical agendas are pursued ??? ???distribution??? remains an integral feature of the geopolitical objectives of those who seek to govern in advanced liberal ways. This work also shows how these new advanced liberal distributional objectives remain open to being problematised and/or resisted at the local scale. However, while such governmental processes are always uncertain and open to contestation, these changes have brought about a new set of ethical and political consequences. We need to be alert to and critical of the ways in which these new distributional geopolitical agendas impact on our own and others??? ???freedoms???.

Abstract:

Disadvantaged communities in California and across the US encounter unique barriers to attracting competitive funding for affordable housing, economic development, sustainability initiatives and other needs. This paper examines an effort underway in California to overcome these barriers by providing subsidized technical assistance to disadvantaged communities that apply for certain cap and trade-funded grant programs. Specifically, we evaluate the effectiveness of California’s technical assistance (TA) pilot run by the California Strategic Growth Council (SGC) for the Affordable Housing & Sustainable Communities (AHSC) Grant Program. We find that applicants who received comprehensive technical assistance, such as the services provided by the SGC TA pilot, enjoyed a strong competitive advantage over those who do not receive assistance. We also find evidence that projects aimed at serving disadvantaged communities see greater benefits from technical assistance than projects in more affluent communities.

Abstract:
During a time of national and local debate over welfare reform, research is needed to determine the effectiveness of specific welfare programs and the impact on the lives of households participating in these programs. The objective of this study was to determine the effect housing and food expenditures have on the diet quality of low-income families. Participants for the study were drawn from government-subsidized housing rolls and housing assistance waiting lists. Diet quality was measured by 16 variables: percent RDA protein, fiber, vitamin A, vitamin C, iron, and calcium consumed; percent calories from protein, carbohydrates, fat, and alcohol; and the number of servings from each food group: bread and cereal, fruit, vegetable, meat and protein, dairy, and fats and sweets food groups. Pearson's correlation coefficient was used to analyze the relationship between the percent poverty level of the household and the percent of income spent on housing and food with each diet quality variable. No statistically significant correlations were found. Mann-Whitney U tests and t tests were used to determine if diet quality of participants who received housing assistance was different from participants who did not receive assistance. No statistical significance was found. Participant's diets who received food assistance and diets of participants who do not receive food assistance were also analyzed to determine any differences in diet quality. Again, no statistical significance was found between the two groups. The diets of the sample population were found to be fairly average in comparison to overall food consumption patterns of the United States. Consumption of fiber, fruits, vegetables, and dairy products was low. Increased consumer education programs are recommended to improve overall diet.

Abstract:
This thesis presents research into the housing pathways of newcomers in Ireland who receive status to remain in the country and come through the Irish direct provision reception system. In the global context of financialisation of housing and local context of state reliance on the private market to provide housing to all sections of society, cities in Ireland are experiencing severe housing crises like many other cities across the globe, characterised by shortage, increasing rents and persistent homelessness rates. Meanwhile, in response to increased migration and heightened border anxieties, Ireland has sought to deter forced migrants, in this case with dispersed and unattractive direct provision reception centres. What happens then to newcomers with status to remain in Ireland, an already particularly vulnerable group in the housing system, when they have to enter this system in crisis after year-long stays in dispersed reception centres? This thesis addresses this question, looking at the specific effects of the Irish housing regime, with its unique local and recognisable global characteristics, and Irish reception policy, with its particular direct provision system, on newcomers’ search for housing. For context, the historical development and current features of the Irish housing regime, as well as migration and reception policy are traced and outlined. The thesis then tracks previous literature from international and Irish settings that deals with the issue of housing for newcomers in the Global North, including the historical development of the field and its current trends. The research design makes use of a cross-sectional, mixed-method approach to achieve its objectives. Using a constructionist housing pathways framework of analysis, accompanied by important concepts from thinkers such as Lefebvre, Agamben and Bengtsson & Borevi, the research draws on a mixture of surveys and follow-up interviews to examine the constraints, structures, strategies and outcomes of households when they have been granted status to remain in Ireland and must leave reception centres and find their own housing. The research identifies identity and power as two crucial factors in the navigation of housing pathways for newcomers and shows the detrimental effect of the retreat of the state from housing provision and reliance on marketised social housing provision on the right to housing for this group. Finally, the thesis recommends potential future studies and the policy implications of the research, in light of the difficulties of finding housing through the HAP scheme reported in this research, urge caution for proposed further reliance on marketised social housing provision for newcomers.

The aim of this study was to explore the perceptions of RDP beneficiaries on the extent to which the RDP housing project meets their housing needs in South Africa through a case study of Golf Course Estate in Alice Town with the following specific objectives; to assess the extent to which the Alice Golf Course housing project has achieved the RDP programme objectives; to establish beneficiaries‟ perceptions on the extent the RDP Alice Golf Course houses meet their needs; and to explore the level of satisfaction on the RDP houses by beneficiaries. This study utilized triangulation of both quantitative and qualitative methodologies with qualitative as the dominant approach while quantitative was less dominant. The qualitative design took the form of a case study while the quantitative took the form of mini survey. The study sampled 72 participants from the study population. The study utilized an interview guide and a questionnaire as instruments of data collection. The findings indicated that the gender representation of the beneficiaries was skewed. This is because there were more females heading the houses than males; unemployment was also high; most participants were unmarried and most were adults. This study also discovered that most people residing in these houses are not the real owners who were allocated the houses. There were qualitative problems associated with the components of these houses such as poor roofing, doors, windows, floors and walls. Service delivery complaints were based on inadequate access to clean water, small size and spacing of the RDP house. Security was also a challenge because all the houses did not have street lights and the roads were very bad. Though it is commendable that drainage and sewer facilities are available, but they are not serving their purpose since there is no water in these houses. The findings also indicated that there were discrepancies in allocation of the houses; pervasiveness of social ills; inadequate consultative meetings between the RDP Administrator or social worker and the beneficiaries; as well as the pervasiveness of HIV/AIDS among other issues. This researcher recommended that the government needs to promote economic empowerment to deal with unemployment; to improve the quality of the material building the houses; improvement on service delivery gaps; to beef up infrastructure; renovation and revamping of current houses; to establish commissions of inquiry to deal with corruption; to honour and monitor waiting lists. Partnership with other stakeholders was also critical, in addressing access to social services and helps deal with social ills and run behaviour modification campaigns. This researcher also recommended that there is a need to carry out further research on the role played by the municipalities in the RDP housing project as well as conducting a purely qualitative research to further explore the perceptions of other stakeholders, NGOs, traditional leaders, church leaders, and police on the implementation of the housing project. This researcher advises that such a research could be carried out through focus group discussions and also since this study was bound by a case study it is also necessary for similar research to be carried out in different places in South Africa.

Este trabalho objetiva realizar um Plano de Ação Educacional relativo à Política de Assuntos Estudantis da Universidade Federal de Viçosa (UFV). Especificamente, o estudo se volta para a atuação da gestão da Divisão de Assistência Estudantil (DAE) frente à convivência dos graduandos moradores dos alojamentos da instituição. Assim, busca-se analisar em que medida a convivência entre estudantes de graduação nos alojamentos poderia ser melhorada através de ações da gestão dos alojamentos. O referencial teórico adotado pauta-se, principalmente, nos trabalhos de Lopes (2004; 2011), Del Giúdice (2013) e Mintzberg (2010). A metodologia utilizada foi a aplicação de questionários aos moradores dos alojamentos, entrevistas semiestruturadas aos gestores e um grupo focal com a Comissão de Moradores de Alojamento. A análise dos dados aponta para a multiface da problemática da assistência estudantil, que toca em questões de ordem acadêmica, expectativas do aluno e sua integração na universidade. As iniciativas da assistência estudantil mostraram-se desarticuladas, sem continuidade e com traços de paternalismo frente aos estudantes. Dessa forma, este plano de ação propõe: no âmbito da Pró-Reitoria de Assuntos Comunitários: a implantação do sistema de gerenciamento de projetos dotProject e pesquisa de segurança nos alojamentos; no âmbito da Divisão de Assistência Estudantil: capacitar-se para retomar seu protagonismo e sistematização das transferências de quarto, no âmbito da Divisão Psicossocial: reestruturação do projeto Conviver; no âmbito da Comissão de Moradores de Alojamento: reestruturar-se para atuar como ouvidoria; e no âmbito dos estudantes: realocação de moradoras do sexo feminino e promoção de um festival anual. Verificou-se a necessidade de mais políticas de integração e melhoria na infraestrutura dos alojamentos, além de uma gestão mais integrada e participativa, e uma equipe para mediar os conflitos existentes.
This paper aimed to make an Educational Action Plan on the Student's Affairs Policy of the Federal University of Viçosa (UFV). Specifically, the study observed the performance of the management of Student's Assistance Division (DAE) regarding to the coexistence of undergraduate residents of the institution's house-room in order to verify the existence of barriers to good relationships among them, observe already taken initiatives to improve the conviviality and also propose strategies for the management of DAE in that direction. Thus, we examined to what extent the coexistence between undergraduate students in the accommodations can be improved through actions of the accommodation's management. The theoretical framework adopted used mainly Lopes works (2004 and 2011), which analyzed the experience of the residents of accommodation under a psychological prism, Del Giúdice (2013), which studied the academic and personal effects of UFV’s student assistance in the lives of beneficiaries and Mintzberg (2010), fundamental for discussion from the perspective of management. The methodology used was the application of questionnaires to the residents, semi-structured interviews with managers and a focus group with the Committee on Housing Residents. Data analysis point to the multifaceted issue of student assistance, touching academic issues, students’ expectations and their integration within the university. The initiatives of student’s assistance proved to be disconnected, with no continuity and with traces of paternalism towards students. Thus, this action plan proposes: to the Dean of Community Affairs: the implementation of the dotProject management system and safety research within the accommodations; to the Student Assistance Division: self-capacitation in order to regain its leadership and systematization of room transfers; to the Psychosocial Division: restructuring of the Projeto Conviver; to the Housing Residents Committee: self-restructuration to act as ombudsman; and to the students: relocation of female residents and promotion of an annual festival. It was verified the need for more integration policies and improvement in infrastructure for accommodation, as well as a more integrated and participatory management, and a team to mediate the conflicts.

This dissertation aims to analyze Law 11.888 / 2008, Law of Public Technical Assistance, which gives instructions about the access to architecture and engineering technical services for population that has an income from 0 until 3 minimum wages, understanding that its effective use can become an important tool in the exercise of citizenship. The research initially rescues the consolidation of the Brazilian housing problems, including the practice of self-build house, as well as all historical formulation process by which passed the aforesaid Law, from initial discussions until its actual publication. Then, a systematic analysis of the major barriers to its use in municipal, state and federal levels is performed. The work continues with the presentation of some cases of application of the law in some municipalities, pointing out examples of good practice as well as some cases of failure, in order to extract, from this survey, important information to underlie future proposals. The research makes an approach to the object of study in the State of Paraíba, where ve municipalities are selected for analysis in situ, with the objective of demonstrating the level of information about the Law 11.888 / 2008. To complement the theoretical framework collected in the survey, it sought the position of the CAU – Conselho de Arquitetura e Urbanismo (Board of Architecture and Urbanism), both federal and state level, to verify which actions could be supported by this Board and how it can subsidize the multiplication of practices or programs of public architecture and Engineering, not only in Paraíba State, but also in the whole national territory. Finally some practical guidelines and conjunctural analysis of the entire panorama presented in this work are outlined. Thus, this dissertation seeks to contribute to the effective application of the Law 11,888 / 2008, in order to that this important Law does not become a dead letter, but an effective instrument to access a constitutional right, what contributes to exercise citizenship and to built a just city.
A presente dissertação objetiva analisar a Lei 11.888/2008, Lei da Assistência Técnica Pública e Gratuita, que predispõe sobre o acesso a serviços técnicos de arquitetura e de engenharia para um público de renda de 0 a 3 salários mínimos, entendendo que sua efetiva utilização possa se tornar uma importante ferramenta no exercício da cidadania. A pesquisa resgata inicialmente o processo de consolidação da problemática habitacional brasileira, inclusive a prática da autoconstrução, assim como todo o processo histórico de formulação pelo qual passou a referida Lei, desde os primeiros debates até sua efetiva publicação. Em seguida, é realizada uma análise sistemática dos principais entraves à sua utilização nos âmbitos municipal, estadual e federal. O trabalho prossegue com a apresentação de alguns casos de aplicação da referida Lei em alguns municípios brasileiros, apontando exemplos de boas práticas como também alguns casos de insucesso de forma a extrair, a partir desse levantamento, importantes informações para subsidiar futuras propostas. A pesquisa faz um recorte do objeto de estudo no Estado da Paraíba, onde são selecionados cinco municípios para análise in loco, com o objetivo de demonstrar o nível de informação a respeito da Lei 11.888/2008. Para complementar o arcabouço teórico coletado na pesquisa, buscou-se levantar o posicionamento do CAU - Conselho de Arquitetura e Urbanismo, tanto a nível federal como estadual, para vericar quais ações poderiam ser apoiadas pelo Conselho e como este poderia subsidiar a multiplicação de práticas ou programas de Arquitetura e Engenharia Públicas, não apenas em municípios paraibanos, como também em todo o território nacional. Finalmente são esboçadas algumas diretrizes práticas e análise conjuntural de todo o panorama apresentado neste trabalho. Desta forma, busca-se contribuir com a efetiva aplicação da Lei 11.888/2008, para que a Assistência Técnica Pública e Gratuita não se torne uma letra morta, mas um efetivo instrumento de acesso a um direito constitucional. Contribuindo, portanto, no exercício da cidadania e na construção de uma cidade mais justa.

I Sverige har synen på hur den äldre ska bo gått från att institutionsvård är det bästa till att kvarboende i det ordinära hemmet ska eftersträvas. Under Ädelreformen på 1990-talet fördes kvarboendeprincipen fram på allvar och kostnadsansvaret för de äldre togs över till större delen av kommunerna. Idag har de flesta kommuner inrättat särskilda boenden för äldre som behöver vård och omsorg som inte kan tillgodoses i det ordinära boendet. För att få komma till ett särskilt boende behöver den äldre få ett bifall på sin ansökan. Det är biståndshandläggarens uppgift att utreda den äldres ansökan och sedan fatta ett beslut. Ansatsen för denna uppsats är att försöka ta reda på vilka faktorer som väger tyngst vid biståndsbeslut av insatsen särskilt boende till individer över 65 år. Forskningsfrågorna har bland annat handlat om kommunen storlek påverkar biståndsbedömningen, om det skiljer sig beroende på hur biståndshandläggarens delegation ser ut, om det finns några alternativ mellan ordinärt boende och särskilt boende och vilken roll som kvarboendeprincipen spelar i biståndsbedömningen. För att få kunskap kring de aspekter som vägs in i biståndsbeslut fattade för särskilt boende gjordes en kvantitativ webbenkät. De aspekter som biståndshandläggaren fick värdera var den fysiska-, psykiska- och kognitiva funktionsförmågan, den sociala aspekten kring den äldre, utbudet av platser på särskilt boende samt kostnaden för hemtjänsten i jämförelse med kostnaden för särskilt boende.  Förfrågan om att besvara enkäten skickades ut till Sveriges alla 290 kommuner. Det blev ett relativt stort bortfall och det var endast 132 av kommunerna som besvarade enkäten. Respondenterna bestod av biståndshandläggare som handlade ärenden för personer under och över 65 år enligt Socialtjänstlagen på myndighetssidan. Dock var fokuset på hur de tänkte kring ärendehandläggningen av klienterna över 65 år. Det som framkom var att behovet alltid måste vara i fokus. Resultaten pekar på att den fysiska- och den kognitiva funktionsförmågan väger tyngst vid besluten. Genom fritextsvaren i webbenkäten och analysen av den insamlade data går det dock att se att det är ett komplext ämne.
In Sweden, the view of how the elderly should live has gone from institutional care being the best to the remaining accommodation in the ordinary home is something we should strive after. During the Noble Reform in the 1990s, the principle of remaining resident was taken seriously and the responsibility for the cost of the elderly was taken over by most of the municipalities. Today, most municipalities have set up housing, especially housing, for the elderly who need care and care that cannot be met in ordinary housing. In order to be allowed to come to a special accommodation, the elderly need to have their application approved. It is the task of the assistance officer to investigate the elderly person's application and then make a decision. The approach for this thesis is to try to find out which factors weigh most heavily in the development assistance decision of the initiative, especially housing for individuals over 65 years of age. The research questions have included whether the size of the municipality affects the development assistance assessment, whether it differs depending on what the development assistance officer's delegation looks like, whether there are any alternatives between ordinary housing and special housing and what role the residual housing principle plays in development assistance assessment. In order to gain knowledge about the aspects that are considered in development assistance decisions made for special housing, a quantitative online survey was conducted. The aspects that the development assistance officer had to evaluate were the physical, mental and cognitive functional ability, the social aspect around the elderly, the supply of places in special housing and the cost of home care in comparison with the cost of special housing. The request to answer the questionnaire was sent to all 290 municipalities in Sweden. There was a relatively large drop-out rate and only 132 of the municipalities answered the survey. The respondents consisted of development assistance officers who handled matters for persons under and over the age of 65 in accordance with the Social Services Act on the authority side. However, the focus was on how they thought about the case management of clients over 65 years of age. What emerged was that the need must always be in focus. The results indicate that physical and cognitive functioning weigh most heavily in decisions. However, through the free text answers in the web survey and the analysis of the collected data, it is possible to see that it is a complex topic.

This paper is the result of a study undertaken from 2009-2010 to analyze the perspectives of the residents of the Casa do Estudante (CEU) [Students‟ Home dormitory] at UFPel, about student assistance policies of the Federal University at Pelotas. It particularly focuses on students who participate in housing, transport and meal programs. Qualitative research was conducted, guided by a critical dialectical perspective. The research was conducted with 64 residents of the Student‟s Home at UFPel, corresponding to 30% of the residents. The principal tool was a semi-structured interview. The results indicate: the research subjects affirm that the student assistance programs represent a good opportunity to remain at the university and conclude college. Without the assistance they would not be able to finish. The students affirm that the programs are inclusionary policies that allow them to feel supported because of access to the university and new opportunities for social, political, cultural and intellectual ascension. They believe that the social assistants responsible for the programs need more time for interaction with the users. References were identified in the statements referring to the expansion of student housing, and the construction of another student house, something that they see to be a remote possibility. They emphasize that there should be an increase in the number of buffets and a reduction in the number of students in the lines at the university restaurant so that students can return to their activities more quickly. They support the need to expand the student assistance policies and the number of openings in the program due to the increase in the number of openings at UFPel. Most characterize student assistance as a form of help and support, while emphasizing that it is a responsibility of the State, a social right of students to remain inserted in a public university and conclude their courses
Este estudo resulta de uma pesquisa desenvolvida no período de 2009 e 2010, cujo objetivo é analisar a concepção dos moradores da Casa do Estudante (CEU) da UFPel, sobre as Políticas de Assistência Estudantil da Universidade Federal de Pelotas. Enfoca particularmente os alunos participantes dos programas de moradia, transporte e alimentação. Pesquisa de natureza qualitativa, norteia-se pela perspectiva crítica dialética. O processo investigativo, realizado com 64 moradores da Casa do Estudante da UFPel, correspondente a 30% do total de moradores, usou, como principal instrumento, a entrevista semiestruturada. Os resultados indicam: na concepção dos sujeitos da pesquisa, os Programas de Assistência Estudantil representam grande oportunidade para permanecer na Universidade e concluir um Curso Superior. É a alternativa principal, sem ela não teriam condições de concluir o curso. Os estudantes consideram que os programas revertem-se em políticas inclusivas, permitindo sentirem-se apoiados para terem acesso à Universidade e novas oportunidades de ascensão social, política, cultural e intelectual. Consideram necessário que os assistentes sociais responsáveis pelos programas disponibilizem mais tempo para interação com os usuários. Percebe-se, nas falas referentes à ampliação da moradia estudantil, com a construção de nova casa, uma expectativa remota sem muito crédito segundo eles. Salientam dever aumentar o número de Bufês e diminuir o número de alunos nas filas do Restaurante Universitário (RU) para os estudantes retornarem às suas atividades acadêmicas em tempo hábil. Ratificam a necessidade de ampliar as Políticas de Assistência Estudantil e o número de vagas nos programas devido ao aumento de vagas na UFPel. A maioria caracteriza a Assistência Estudantil como ajuda, apoio e poucos a ressaltam como um dever do Estado, direito social dos estudantes de se manterem inseridos numa Universidade pública e concluírem o curso

This research sought to understand the perceptions of the township dwellers who are the beneficiaries of the RDP houses in a selected township, Chris Hani block 3 in Mdantsane, East London, in the Eastern Cape. The study specifically sought to establish whether the houses delivered to the residents through the Reconstruction and Development Programme (RDP) adequately meet the basic standards prescribed by the relevant housing policy of South Africa. During the apartheid era black South Africans were marginalised, their development was separate from that of whites and they had no say in what was provided for them, hence they were inadequately housed. On coming into power, the post-apartheid government undertook through legislation to provide sustainable, adequate housing that would address the needs of the historically disadvantaged citizens/poor people of South Africa. The main finding of this study conducted on a sample of ten RDP housing beneficiaries, through personal interviews is that, the RDP is a good programme; however, its implementation is characterised by corruption and greed. The people, whom the programme is meant to benefit, have never been involved in their own development with the results that the houses provided to them, are of a sub-standard quality. The houses do not adequately address the housing needs of the people. The housing policies are also not adequately implemented. It is the author’s hope that the recommendations made by this study, if implemented, will improve the standard of the RDP houses provided to the poor people of South Africa.

This study examined disabled people’s access to independent living in Scotland and Norway. At the time of the field work for this research in 2012, the literature revealed no comparable social enquiry combining the concepts of citizenship, independent living and governance. Within disability studies, independent living denotes a perspective that recognises the interconnected nature of life areas that affect lived experiences of disablement and inclusion of disabled citizens. From the independent living movement, Centres for Inclusive Living emerged as unique governance structures with full service-user involvement and run by disabled people for disabled people. This study focused upon to what extent the organisational governance structures in the Glasgow Centre for Inclusive Living (GCIL) and Uloba Centre for Independent Living (Uloba) in Norway facilitate or impede disabled people’s access to independent living. The methodology adopted a mixed methods approach. The central method involved organisational case studies with GCIL and Uloba. This enabled an in-depth qualitative exploration through semi-structured interviews with the case study employees, service-user/co-owners and key experts within each country. In addition, an online survey was distributed to other organisations that operated within the disability field. The analytical framework used an integration of the social relational model of disability (Thomas, 1999) and meso level governance analysis (Lowe, 2004). The social relational model of disability provided structural (macro) and agency (micro) level interpretations and an emphasis on psychosocial elements of disability. It also enabled the synergy of a theory of impairment alongside a theory of disability. Meso (organisational) governance analysis focused attention on the connections between organisations in society. This focus revealed the lateral relationships with other meso level bodies, macro institutions and micro individual action. Research participants prioritised the areas of peer support, accessible housing and personal assistance. Peer support was found to take both informal and formal manifestations and acted as a foundation for the other two areas of independent living. The findings highlighted that Centres for Inclusive Living provide facilitation for access to independent living across macro, meso and micro tiers of society. In particular, empowerment, peer support and user led governance formed key strategies that enhanced disabled people’s access to independent living in Scotland and Norway.

The purpose of this study was to determine differences in satisfaction of public university Resident Assistants (RAs) with regard to several job satisfaction factors identified on the Resident Assistant Satisfaction Survey (RASS), specifically as compared to Casey’s (2009) normative sample of RAs in privatized university housing. The RASS outlined eight Employment Aspect Factors and three Criterion Factors to determine RA job satisfaction. This study also determined if there were differences in job satisfaction for public university RAs based on gender, racial ethnic identification, or academic class standing. Resident Assistants from three Research I Florida institutions in the United States completed the RASS. There has been very little research identifying the factors influencing job satisfaction of paraprofessional RAs, specifically at Florida public institutions of higher education and as compared to a privatized university housing company. Experiencing dissatisfaction with the job can negatively affect a Resident Assistant as both staff and student. In turn, it can lead to an overall poor job performance, which could be detrimental to students living in the residence halls. This study added to the current body of research and ascertained ways in which the RA position could be improved based on identified differences and determinants of student staff satisfaction. The results that were compiled and presented demonstrate a significant difference in satisfaction on the factors of supervisor, institution, pay, facilities, intended tenure and non-involvement between public university housing RAs and privatized housing company RAs. A significant difference was also found in job satisfaction for gender in regards to promotions, but no significant differences were found based on racial ethnic identification. A significant difference was found in job satisfaction for academic class standing in regards to pay, general affect, and non-involvement. The significance and recommendations for higher education practitioners was discussed. Implications and recommendations for future research were also suggested, which included improvements in job training, recognition initiatives, staff development, and other housing aspects.

Les principales normes des Droits de l’homme et du Droit des réfugiés adoptées dans le cadre des Nations unies, du Conseil de l’Europe et de l’Union européenne sont ainsi, pour la première fois sur ce sujet, confrontées, lues en combinaison et mises en perspective avec les réformes à venir. Il en ressort, en particulier, une cartographie des garanties offertes en fonction des statuts migratoires et situations personnelles, la définition des critères généraux déterminants émergés de la comparaison des systèmes, ou encore des arguments juridiques innovants
The integration of refugees includes providing access to healthcare and housing, schooling, vocational training and entry into the labour market. In short, it is about guaranteeing their social rights. Examining these issues, this thesis paves the way for the protection of rights to health, housing, education and work of every category of person in need of international protection. The main human rights and refugee norms adopted under the respective frameworks of the United Nations, the Council of Europe and the European Union are, for the very first time in this field, challenged, read in conjunction and put in to perspective in light of forthcoming reforms. The results are, in particular, a mapping of the various guarantees available according to one’s migration status and personal circumstances, the definitions of general determinative criteria which emerge from a comparison of respective systems, as well as innovative legal arguments

Aversive control measures in the form of punishment and negative reinforcement are widely used in business and other organizations. The purpose of the present study was to systematically evaluate an alternative to aversive control. The effect of a package intervention consisting of a weighted checklist, weekly graphic feedback, and contingent social positive reinforcement in the form of praise was used with a university housing staff to increase duty performance. Five undergraduate Resident Assistants served as participants. A multiple baseline across staff members was used to evaluate the effect of the intervention. Results indicate that the intervention increased performance by an average of 45% and decreased variability in performance. These results suggest that interventions based on feedback and positive reinforcement are effective, cost efficient, and represent a practical alternative to aversive control measures.

Dans un contexte de vieillissement rapide de la population, cette thèse explore les liens existants entre santé et modes de prise en charge des personnes âgées dépendantes et s'intéresse à la question du financement de la dépendance.La satisfaction des besoins d'aide des personnes âgées dépendantes constitue un objectif central de politiques publiques. Le Chapitre 1 estime l'effet de l'aide informelle (i.e. familiale) et de l'aide formelle (i.e. professionnelle) à domicile sur la santé mentale des personnes âgées dépendantes en France. Les résultats montrent que l'aide informelle réduit le risque de dépression et que l'aide formelle peut améliorer la santé mentale générale.De récentes études reconnaissent qu'aider un proche dépendant a des effets négatifs sur la santé des aidants et soulignent l'importance de les soutenir. Le Chapitre 2 s'intéresse à l'effet du soutien social sur la santé des aidants informels. In the context of a rapidly aging population, this doctoral dissertation explores the relationship between health and long-term care arrangements and addresses the issue of the financing of long-term care.Meeting the needs of dependent elderly is an important objective of public policy. Chapter 1 estimates the effects of both informal (i.e. family) care and formal (i.e. professional) home care on the mental health of French dependent elderly. The results highlight that informal care decreases the risk of depression and that formal care can improve general mental health.Recent studies acknowledge that providing informal care has adverse health effects and emphasize the importance of supporting caregivers. Chapter 2 examines the effect of social support on caregivers' health. It shows that formal care and informal support limit the negative consequences of caregiving on mental health.Finally, given the increasing financial and fiscal pressure on public systems, Chapter 3 investigates to what extent Europeans elderly are able to pay for their periods of long-term care needs on the basis of their income, financial assets and home equity. It also studies the role of reverse mortgages. The simulations stress that only a small proportion of individuals would be able to finance totally their long-term care expenses and that housing assets may play an important role in long-term care financing

While the graduate assistantship experience exists as an opportunity for aspiring professionals to gain practical experience, little research exists regarding one's selfefficacy beliefs related to specific responsibilities of an assistantship. This study of assistant residence hall directors at Ball State University aided seasoned Student Affairs professionals as they trained, supervised and mentored graduate students. Four first-year and four second-year assistant residence hall directors and three full-time residence hall directors, who were alumni of the graduate program and assistantship at the University were interviewed during April of the Spring 2004 semester. The researcher created an interview guide using Bandura's (1977) concept of self-efficacy. The researcher and later an unbiased individual identified themes within the data and offered recommendations for the application of the findings as well as recommendations for possible future studies.

Sverige nådde år 2015 en ny toppnotering vad gäller antal asylsökande. Detta förde med sig stora utmaningar för delar av socialtjänsten i relation till placering av ensamkommande barn och en snabbt stigande kostnadsutveckling för platser på asylboenden. Syftet med denna studie är att undersöka konsekvenserna av vad som sker när boendeformen för de asylsökande förändras. Undersökningen tar sin utgångspunkt i hur behandlingsassistenterna på ett kommunalt stödboende ser på sitt arbetet med ensamkommande ungdomar och hur de upplever sina möjligheter att hjälpa dem integreras i det svenska samhället. Studiens empiriska material består av sex semistrukturerade intervjuer med behandlingsassistenter som är verksamma på ett stödboende i Stockholm. Analyserna tar sin begreppsliga utgångspunkt i Michael Lipskys (1980/2010) teori om gräsrotsbyråkrater samt Ludvig Beckmans (2011) integrationsteori. Resultatet visar att behandlingsassistenterna tenderar att fokusera på allmän kunskap kring samhällsinstitutioner, språk och relationer som viktiga faktorer man försökte forma sitt arbete kring. Samtidigt upplever behandlingsassistenterna en konflikt mellan vad man kunde göra och vad man upplever att de ensamkommande ungdomarna behöver. Studien visar bland annat på utmaningar i inkluderandet av boendepersonal och kommuner i beslutandet kring olika policyn givet det extraordinära sammanhang landet befinner sig i.
At the end of the year 2015, Sweden peaked in regards to asylum-seeking refugees. Concequently, parts of the social service would face numerous challenges in regards to the placement of unaccompanied minors in out-of home care and in rising costs for asylum accommodation for unaccompanied minors. The purpose of this thesis is to examine the consequences of what happens when the asylum housing for unaccompanied minors changes. This thesis takes its starting point in how treatment assistants at a municipal support housing view integration in regards to their work with unaccompanied minors. The empirical basis for this study consists of six semi-structured interviews with treatment assistants at a municipal support housing in Stockholm. The analysis takes its conceptual basis in Michael Lipsky's (1980/2010) theory of street-level bureaucrats and Ludvig Beckman's (2011) integration- theory. The results showed that treatment assistants tend to focus on general knowledge about societal institutions, language and relationships as important factors that they attempted to shape their work around. At the same time, the treatment assistants experience a conflict between what they can do and what they perceived that the unaccompanied minor needs. The study shows i.a. the challenges in including housing staff and municipalities on the forming and decision-making off public policies in extraordinary situations.

Abstract:
The purpose of this study was to examine conditions under which functional ability predicts relocation of older persons. Data for this study came from a sample of 6,225 respondents aged 70 or older, who were interviewed both at Wave 1 (1993) and 2 (1995) of a longitudinal national survey of Asset and Health Dynamics Among the Oldest Old (AHEAD). Hierarchical logistic regression analyses were used to estimate the effects of functional ability, functional ability and assistance from human resources, and functional ability and built-environment features on the probability of relocation when socio-demographic variables were controlled. Important findings are, first, differences in functional ability differentially predict future relocation behavior of older persons and, second, the existence of built-environment features in a residence has a reducing effect on the probability of entrance into an institutional setting in conjunction with functional difficulty. Household ADL decline between 1993 and 1995, as well as advanced ADL (i.e., cognitive ADL) and lower body activity difficulty in 1993, were predictors of the increased probability of residential moves occurred over the same period. Basic, household, and advanced ADL decline between 1993 and 1995, as well as basic, household, advanced ADL, and lower body activity difficulty in 1993, were predictors of the increased probability of entrances into an institutional setting occurred over the same period. Older persons who lived in a residence with built-environment features in 1993 were less likely to enter an institutional setting when they experienced basic ADL or lower body activity declines between 1993 and 1995. The onset of LBA and/or AADL difficulty triggered residential moves. Efforts to enhance the independent living of older persons in the community setting should target the compensation of LBA and/or AADL difficulty.

Post-disaster temporary housing has been a significant challenge for the emergency management group and industries for many years. According to reports by the Department of Homeland Security (DHS), housing in states and territories is ranked as the second to last proficient in 32 core capabilities for preparedness.The number of temporary housing required in a geographic area is influenced by a variety of factors, including social issues, financial concerns, labor workforce availability, and climate conditions. Acknowledging and creating a balance between these interconnected needs is considered as one of the main challenges that need to be addressed. Post-disaster temporary housing is a multi-objective process, thus reaching the optimized model relies on how different elements and objectives interact, sometimes even conflicting, with each other. This makes decision making in post-disaster construction more restricted and challenging, which has caused ineffective management in post-disaster housing reconstruction.

Few researches have studied the use of Artificial Intelligence modeling to reduce the time and cost of post-disaster sheltering. However, there is a lack of research and knowledge gap regarding the selection and the magnitude of effect of different factors of the most optimized type of Temporary Housing Units (THU) in a post-disaster event.

The proposed framework in this research uses supervised machine learing to maximize certain design aspects of and minimize some of the difficulties to better support creating temporary houses in post-disaster situations. The outcome in this study is the classification type of the THU, more particularly, classifying THUs based on whether they are built on-site or off-site. In order to collect primary data for creating the model and evaluating the magnitude of effect for each factor in the process, a set of surveys were distributed between the key players and policymakers who play a role in providing temporary housing to people affected by natural disasters in the United States. The outcome of this framework benefits from tacit knowledge of the experts in the field to show the challenges and issues in the subject. The result of this study is a data-based multi-objective decision-making tool for selecting the THU type. Using this tool, policymakers who are in charge of selecting and allocating post-disaster accommodations can select the THU type most responsive to the local needs and characteristics of the affected people in each natural disaster.

The resident assistant (RA) position at higher education institutions is a position of great influence. RAs have the opportunity to impact many students’ lives through the various roles that they engage in as a RA. The most common roles that RAs are expected to perform include developing community, serving as a peer helper, being a friend to residents, and enforcing policy. The very nature of a multi-role position presents challenges for RAs in understanding how to effectively enact all of their roles. This study aimed at developing an understanding of the ways in which RAs engage in identity management strategies with residents. To accomplish this purpose, 143 RAs were surveyed using an identity management strategies scale designed for this study. In addition, a previously designed self-monitoring scale was also administered to test the relationship between identity management strategies and self-monitoring. These scales were applied to situations representing each of the four primary roles of a RA: community developer, peer helper, friend, and policy enforcer. The results indicate that RAs are more likely to engage in avoidance strategies during the policy enforcer role than any other strategy. In addition, first-year RAs generally use more effective identity management strategies when developing community than returner RAs use. First-year RAs’ identity management strategies also appear to be more influenced by the RAs’ desires to be friends with residents than returner RAs’ identity management strategies. The results also indicate that female RAs are more effective in the community development role than male RAs. However, male RAs are more effective than female RAs in the policy enforcement role. A result that was supported throughout the study was the finding that RAs with upperclassmen residents are not as actively engaged in communicating their roles to residents than are RAs with freshmen and upperclassmen residents or only freshmen residents. Finally, the relationship of perceived self-monitoring to RAs’ choice of identity management strategies was not supported. The results of the study, interpretation of the data analysis, study implications, and directions for future research are discussed in detail.

The aim of this thesis is to analyze the problem of poverty, describing the concept, explain the reasons and causes of poverty and to propose solutions for its prevention. Furthermore, the analysis of poverty in the Czech Republic and comparison with selected EU countries. The last part of my work will develop a proposal for measures in the fight against poverty. The thesis was divided into two parts. The first part featured a brief theoretical view of poverty as a social event. There were defining poverty, its types, forms, indicators of poverty by international organizations. This section was included in the issue of the causes of poverty, the effects of poverty, both primary and secondary, social exclusion (exclusion). This part is followed by chapter tools to eliminate poverty in the Czech social policy. These tools include: subsistence, assistance in material need, living allowance, housing subsidy, extraordinary immediate assistance and minimum wage. These tools form a complex, which currently works fairly well. Most of the tools work to eliminate poverty target, this means that these tools are used quite effectively. The VAT consequences of land expropriations appear to be a grey area with no definitive answer as to which expropriations are zero rated or vatable at 14%. While it is generally understood that the government performs expropriations, there are many departments within the government that have authority to perform these expropriations independently. Based on section 11(1)(s) and (t) of the VAT Act, depending on which department performs the expropriation and under which Act the expropriations are made it will be determined whether the expropriation will attract VAT at 14% or 0%. However, the detail contained in section 11(1)(s) and (t) does not lend itself to a clear cut explanation as to the motive behind why some expropriations are zero rated and others that are fundamentally similar are vatable at 14%. This study performs a comparison of expropriations under the Housing Act, Restitution of Land Rights Act and the Provision of Land and Assistance Act and their VAT consequences. The purpose of this study is to try and find the driving factor that determines the VAT consequences of the different expropriations and to determine whether there is a commonality. The study performs an analysis of the expropriating authorities of the different Acts mentioned above and determines whether their VAT vendor status has an influence as to whether VAT is levied at 0% or 14% or whether the entire transaction is an exempt supply. The conclusion reached is that the most appropriate course of action would be to apply a blanket rule of zero rating the supply. This would reduce confusion and uncertainty relating to the VAT consequences and would also assist all parties concerned to have the same expectation. It is important that the South African Revenue Service provides some guidelines to assist in understanding the VAT consequences of expropriations in South Africa, as they will be required to enforce the legislation. AFRIKAANS : Die BTW-gevolge van grondonteienings blyk ‘n grys gebied te wees met geen duidelike antwoorde wanneer dit kom by watter van hierdie onteienings onderhewig is aan nulkoers en watter onteienings belasbaar is teen 14% nie. Alhoewel die algemene gevoel is dat die regering onteienings uitvoer, is daar wel departemente binne die regering wat die volmag het om hierdie onteienings onafhanklik toe te pas. Op grond van artikel 11(1)(e) en (t) van die BTW-wet, sal vasgestel word watter onteienings aan 14% of nulkoers BTW onderhewig is deur te kyk na watter departement die onteienings uitvoer en onder watter wet die onteienings gemaak is. Die detail wat in artikel 11(1)(e) en (t) vervat word is nie heeltemal duidelik oor hoekom sekere onteienings aan nulkoers onderhewig is en ander, wat fundamenteel dieselfde is, belasbaar is teen 14% nie. ʼn Vergelyking van onteienings wat onder die Wet op Behuising, Wet op Herstel van Grondregte en die Wet op die Beskikbaarstelling van Grond en Bystand plaasvind, asook die BTW-gevolge van elke wet, word deur middel van hierdie studie gemaak. Die doel van hierdie studie is om te bepaal watter faktore die BTW-gevolge van die verskillende onteienings bepaal, en of die faktore iets in gemeen het. Die studie analiseer die onteieningsgesag wat by die verskillende wette soos hierbo genoem ter sprake is en bepaal of die BTW-ondernemer-status ‘n invloed het op of 1) BTW teen nulkoers of 14% toegedien word en of 2) die hele transaksie ‘n nie-belasbare lewering is. Die gevolgtrekking wat bereik word is dat die mees geskikte plan van aksie sal wees om alle lewerings onderhewig te maak aan ‘n nulkoers. Dit sal verwarring en onsekerheid met betrekking tot die BTW-gevolge verminder en verseker dat alle betrokke partye dieselfde verwagting sal hê. Dit is belangrik dat die Suid-Afrikaanse Inkomstediens riglyne sal verskaf wat kan help om die BTW-gevolge van onteienings in Suid-Afrika verstaanbaar te maak, aangesien daar in elk geval van die regering vereis word om wetgewing af te dwing.

This thesis discusses the involvement of informally housed communities in shaping local government policies aimed at poverty alleviation. Involving the poor in the design of anti-poverty policies at local level is regarded as an invaluable opportunity that should be used by municipal governments to make poverty alleviation efforts more demand-driven and therefore more relevant to the people they are meant to benefit. The argument is that because the poor know about poverty first-hand, they would be in a position to revive local government's capacity to respond effectively to their needs. But this does not come without a price. Because of the complexity of public management, participative democracy is liable to slow down the process of governance. It may also become advantageous to the interests of some people or groups of people at the expense of others if attention is not paid to the representation and consideration of all the voices in the community–to name two drawbacks. For this reason, it is essential to the realization of an effective bottom-up approach to anti-poverty policy-making that certain conditions are in existence and practical issues of involvement are worked through. Accordingly, it is the intention of this study to focus on two particular areas (conditions and practical issues that would facilitate the process of involving informally housed communities in the design of local government policies that affect their lives), which are investigated with particular reference to the South African context. Drawing upon a series of field surveys and a broad selection of relevant works of scholars from both the international and local scene, the picture that emerges is that there needs to be a proper level of government's commitment, capacity and legally binding responsibility coupled with a healthy degree of community's motivation, ability and organizational capacity in order to involve the poor in local governance efficiently. The study has also found that there needs to be proper forms of involvement (the most relevant of which are identified as an ombudsman, public meetings and residents' committees) that are to be employed with attention to such issues as stakeholders to be engaged, degree of participation, timing of involvement and topics for which public debate may be sought.

The aim of this diploma thesis is to familiarize with offer of welfare services for homeless people in Benešov City on the basis of theoretical knowledge and information about phenomenon of homelessness. Also to show the influence of social services offer on the life of homeless person, to call attention to other connections and importance of a form of social service help in a role of low-cost daily centre, doss-houses and field services for people without shelter. For research part of the thesis was chosen a qualitative research for its possibilities to examine some specific broadly defined phenomenon and to bring sufficient amount of information about it. Case study method was used. Results of the research part are summarized in the end. The effect of use of social services offer for homeless people in Benešov city on the quality of their lives is exposed. Discovered conclusions point out to importance of help and support which is offered through social services.
