Abstract:
The dissertation "Independent Hostels: the case of Lisbon" offers a systematic approach of a particular tourist accommodation type – hostel- in Lisbon, and its effectiveness for the image of the city as a tourist destination for young travelers. The hostels are a part of the supply sector of tourist accommodation in the budget segment, where there has been a market evolution, in a quantitative and qualitive matter, possibly as a consequence of contemporary Western society habits, where tourism experiences are increasingly valued at younger ages. The Power of Youth Travel Report (UNWTO, 2012) points out to the relevant extent of the youth travel market in international arrivals and tourism receipts. Hostels, the most frequently used accommodation type by this segment, have been adapted to the “new tourism” specifities, and presently offer a wide variety of answers meeting the specific needs of its target audience. The hostel supply in Lisbon city was choosen as a case study, for its strong growth in recent years, and its international proeminence for its good business practices. It has also contributed to a significant improvement of the ability to receive young tourists, based in a concept of tourist accommodation offering good price, location and informality. The importance of the youth travel market in the international tourism emphasizes today the hostel prominent role. The city of Lisbon is expected to benefit with an increase of young travelers arrivals, related with new travel habits, especially price sensitive, intensive user of information technologies and wide information-sharing on social networks and other platforms, among friends and acquaintances. This practice enhances the influence among potential tourists to Lisbon. In addition, it sustains a potencial gain towards long-term loyalty of young visitors who, satisfied with their visit to Lisbon, may return at a later stage, spending more, as they represent the adult tourists of the future. The findings of this study enhance the contribution of this accommodation sector for the consolidation of Lisbon’s image perceived in the youth segment. This dissertation relies on a conceptual reflection, embodied in the descriptive analysis of the case study. The methodological plan, designed for an integrated interpretation of primary and secondary information sources, allowed to lecture on the most important issue raised: what kind of opportunities brings the youth tourism segment to tourist destinations?

Bonotto, Corinna <1992&gt. "Rebranding in service companies a&o Hostels case." Master's Degree Thesis, Università Ca' Foscari Venezia, 2019. http://hdl.handle.net/10579/14324.

Abstract:
Mergers and acquisitions as well as the want to enter in new markets, if well projected, usually lead to the rebranding process. The whole company organization lives a turning point. A change in name, as useful as dangerous, is a process that allows the company to change consumers’ perceptions about the company, deleting all the previous connections with the older name. The repositioning strategy, accordingly, aims to make people positively thinking about the brand; their “top of mind” brand associations should mirror as homogeneously as possible a positive image of the company. In service companies, employees play an essential role: by interacting directly with customers, they have to convey exactly the core values of the brand identity; a brand mantra, with few words, may remind to all stakeholders what the company believes in. In the hospitality industry, in particular, the relationship between corporate brand, clients and workers is fundamental. The a&o Hostels case presents an overview on the main changes a service corporate brand lives. Rebranding in the accommodation/hospitality industry is a very delicate phase, and the brand image plays consequently a powerful role. Rebranding is hence an opportunity to exploit if the brand identity remains coherent to its core values and enough brave to navigate towards the unknown world of innovation.

The means of lodging, as important components for the tourist activity, have a set of elements that contribute to the competitiveness of the sector. The hostels are one of these elements, and in particular, they have been highlighted because they have the opportunity to offer the exchange of experiences to their guests. In this sense, knowledge about the behavioral changes of its consumers becomes important for the generation of competitive advantage, considering the complexity of the study of consumer behavior and the factors that influence choice decisions. The importance of identifying consumer values, whether intrinsic or extrinsic, is emphasized. This research presents as main objective, the analysis of the motivational attributes to choose the hostels as means of lodging. The methodology used to reach the goal proposed in this study consists of two steps: first, the questionnaire was applied, containing six closed-ended questions to identify the profile of the new consumer of hostels in Brazil; Then online focus groups were conducted through the Messenger application in order to identify the main attributes of hostel choice. Thus, the research is characterized as exploratory-descriptive, with a qualitative approach. For the analysis of the data, NVivo 11 software was used with ways to facilitate the critical interpretation of the content. Abstract:
Over time, there has been a growth in the hostel sector, due to the increase in tourism demand by young people, the context of the global economic crisis, and the decrease in purchasing power of individuals, who wanted to continue to travel and experience new cultures, with minimal associated costs. The relevance of hostels, both in the economy and in the culture of the region, place, destination, or country, led to the need to analyze the main motivations inherent to the choice of a hostel in the travel/visit destination. Thus, the objective of this dissertation is to understand to analyze the profile of tourists who choose hostels in the city of Évora. To meet this challenge, we chose to adopt a quantitative approach methodology, by applying questionnaire surveys to tourists staying in hostels in the historic center of the city of Évora. The main results found that Évora is on track to be a destination of choice for tourists who want to stay in hostels, due to its cultural and intangible heritage, namely monuments, gastronomy, and wines.

Abstract:
Most universities have long recognised the importance and contribution of on-campus hostels to the learning process. In so doing, most of these institutions have provided and maintained building facilities for academic purposes (teaching and research). Hostels are integral components of most campuses of Nigerian universities, and they are part of the built assets of the institutions in terms of both administration and maintenance management. Currently, there is little understanding of the maintenance management systems of on-campus hostel buildings in both the public and the private universities. Moreover, there is a dearth of research evidence demonstrating that there is an appreciable difference in the maintenance management systems of the Federal, State and private universities in Nigeria. This research aimed at establishing an understanding of maintenance management systems of on-campus hostel buildings at Nigerian universities owned by the Federal and State governments and the Private Sector, relative to stipulated criteria for best practice. The qualitative method of research inquiry that is rooted in the phenomenological paradigm was employed in the investigations. The research activities included a comprehensive review of the related literature and study of selected cases. The North-central geopolitical zone of Nigeria was the selected geographical scope of this research. Ten universities were purposefully selected for the study, and they include three Federal, four state and three private universities. The nature and differences in the research questions necessitated generating different forms of data. The questions that were related to the maintenance management systems for the hostels in place at the universities were addressed with the outcomes of interviews with the hostel managers. The questions that were about the structures and current conditions of the hostel buildings at the three categories of universities were addressed with data that were generated from condition assessments of the facilities and physical observations with the aid of cameras. The study reveals apparent deteriorated and unhealthy conditions of most of the on-campus hostels at the public universities, while those of the private universities are satisfactory. The research also found that the maintenance management systems in use at all the universities are reactive and lack proper planning and coordination of maintenance activities. There is no significant difference in the maintenance management systems of hostels at the public and the private universities and the systems have major negative impact on the conditions of the buildings and their performances. The research has developed a conceptual model for the study of maintenance management informed by the theoretical framework. The model considered the impact of the external environmental factors on the management and maintenance of the hostels. Secondly, the interrelationships of strategic and performance management with maintenance management in developing an effective maintenance management system were established. The study has achieved its aim of establishing an understanding of maintenance management systems of on-campus hostel buildings at Nigerian universities owned by the Federal and, State governments and the Private Sector. The maintenance management model developed in the study is recommended to maintenance management departments as a guide for effective maintenance of the built facilities in their institutions.

Hostels play a significant role in the lodging industry throughout the world and even in some locations in the United States (U.S.). However, in many places in the U.S. hostels have yet to be introduced. They have the potential to offer budget lodging accommodation, but hotels and motels remain the most popular forms of lodging. This study investigated the perceptions of Kansas State University (KSU) students about hostels and their intent to use hostels. A focus group was used to gain insight into students’ perceptions of hostels and aided in the development of a written survey. An online survey was used to gather information from KSU students. It was sent to a randomly selected sample of 5,000 KSU students. There was a response rate of 8% (n=401). Respondents knew about hostels and were willing to stay in them. A factor analysis was conducted on 31 characteristics of hostels that might be important to hostel users and it was determined that these items could be reduced to three factors: Safety and Amenities ([alpha]=.92); Location and Socializing([alpha]=.91); and Accommodations ([alpha]=.60). Safety and Amenities had the highest mean scores for individual items in the factor while Accommodations had the lowest. Multiple linear regression was used to determine if the three factors would predict KSU students’ intent to stay in a hostel. The regression model was significant (p[less than or equal to].000) and all three factors were significant. The model had an R Square of .31. A t-test was used to determine if males and females differed in intent to stay in a hostel, Safety and Amenities, Location and Socializing, and Accommodation. Females had higher mean scores for Safety and Amenities and Location and Socializing than did males. This study showed that college students would stay in a hostel. Hostel owners/operators and hostel organizations can use this information to better market their hostel and it will help them to determine which amenities they will need to have to meet customer demands. Research should be conducted with a larger and more geographically diverse sample to determine if the results can be generalized beyond KSU students. Research with actual hostel users will help to determine characteristics they think are important and to compare results with this study.

Nilsen, Jilltoft William, and Emil Westman. "The Spanish property market, Investment opportunities in hostels & short term housing." Thesis, KTH, Fastigheter och byggande, 2014. http://urn.kb.se/resolve?urn=urn:nbn:se:kth:diva-146609.

Full text
Abstract:
This thesis discusses the general development of the Spanish property market over the last decade and future perspectives. A particular focus is on the city of Barcelona and the city’s local property market. The Spanish property market has since the latter half of 2007, beginning of 2008, dropped closer to 50 percent. Starting in the early years of the 21: st century, up to 2007 the Spanish construction sector in many ways drove the Spanish economy upwards. When the financial crisis hit, the economy stagnated and Spain fell into a deep recession. This resulted in an unemployment rate that as of today is running at 25 percent, weak domestic purchase power, an all-time high supply of property and a constantly declining number of property transactions. In May 2014 the country is at a junction trying to determine which way the Spanish property market is heading. Within some segments of the property market and in several areas where tourism is high there are, although weak, signs of growth in the property market prices. However in smaller regions with less tourism the property prices are still declining by up to 12 percent annually. The strong foreign demand on Spanish property contributes to a well-needed injection of foreign currency but these investments alone will not be enough to boost the Spanish economy. What we conclude is needed in order for property prices to increase in the long run is a stronger domestic purchase power, something we probably won’t see in years. Considering Barcelona, the city had the fourth most visitors of all the cities in Europe. This along with the unique culture, sports, food, and the constant stream of tourists as well as the modest property prices makes Barcelona an interesting city for property investment. In the thesis we compare investments being made in a hostel and short term housing for tourists. The result leads us to the conclusion that any property investment in Barcelona should be regarded as a risk and that you would need a steady stream of cash flow in order to hedge a continuing decline in property prices. Of the two options, short term housing for tourists would be the better of the two investments.

Meddings, Sara. "Staff attributions and management of violent incidents in hostels for homeless people." Thesis, University of Leicester, 1996. http://hdl.handle.net/2381/34672.

Full text
Abstract:
Staff often have to deal with, explain and manage violent incidents in direct access hostels for homeless people. It may be hypothesised that staff's attributions and preferred management strategies would vary according to their attitudes and whether they believed the violent person had schizophrenia. The present study examines the attributions and preferred management strategies of 59 hostel workers in response to a hypothetical vignette of a violent incident. Half of the participants were told that the individual described had schizophrenia. Agreement with attributional statements was assessed using Likert scales, and later grouped according to the internal temporary, internal enduring and external dimensions. Management strategies were grouped as punitive, talking/caring and medical. Attitudes towards homeless people and people with schizophrenia were assessed using social distance scales and the Public Attitudes Towards Homelessness Scale. The Just World Scale was also administered. Staff reported internal temporary, internal enduring and external attributions for the incident. The results indicated that staff made fewer internal enduring attributions about the behaviour of a homeless person with schizophrenia than a homeless person without a diagnosis, otherwise, they made quite similar attributions. Staff rated psychiatric strategies as more useful in managing the behaviour of a person with schizophrenia. Staff were found to have positive attitudes towards homeless people and people with schizophrenia. External attributions, positive attitudes and talking/caring management strategies were associated. The findings are discussed in the context of theories of attribution, balance and helping behaviour. They are also compared with other studies of attributions, attitudes and violence. The clinical implications of the current study are explored. Finally, directions for future research are suggested.

In recent years, there has been a growth in the digital evolution which has led to various changes regarding the process choice made by consumers of the hotel industry, thus making it possible for customers to be more aware of the existing offer and at the same time help in the decision making process. (Xiang and Gretzel, 2010). The present dissertation has as main objective to investigate which dimensions positively influence customer satisfaction, and if it translates into electronic word-of-mouth and recommendation adoption, and if electronic word-of-mouth has a direct impact in recommendation adoption, that translates in reservation of hostels, focusing on the TripAdvisor review site. As a result, a non-probabilistic quantitative convenience study was conducted, in which 256 valid answers were obtained, collected personally through a questionnaire survey. The results obtained through statistical analysis revealed that the quality of service and the perceived value significantly influence customer satisfaction through a simple linear regression, which translates not only into eWOM communication, but also into the adoption of recommendation, as was possible to observe through a simple regression, It was also possible to confirm that eWOM has an impact on the adoption of recommendation, with customers adopting reviews and booking stays in hostels. Additionally, the Manova test was performed to conclude if there are any differences between the dimensions in relation to nationality. Thus it can be concluded that the main object of the present dissertation is satisfied.

Smith, Raymond. "Social housing as heritage : case study : Langa hostels : whose values and what significance?" Master's thesis, University of Cape Town, 2014. http://hdl.handle.net/11427/13066.

Abstract:
Includes bibliographical references.
This study examines the first identification and assignment of heritage values and significance undertaken by the “establishment”, the South African Heritage Resources Agency (SAHRA) and the City of Cape Town (CCT) in the Township of Langa in the Cape Province a decade ago. In brief, this is the story of Langa migrant labour hostels reviewed for its meaning as heritage to the diverse communities within Langa, compared with an earlier 2001/2 official evaluation by the state-led heritage management institutions. It is within a broader socio-political, cultural and heritage discourse context that this research project explores what the residents of Langa find significant. This is done with particular reference to the migrant labour hostel schemes since the intention was to establish to what extent conservation and heritage management is an appropriate response in an environment of material, economic and social difficulties; and, if so, to what degree the inhabitants of the hostels’ sense of value correspond to that articulated in the “official statement of significance” of 2004. This study questions the validity of nominating migrant labour hostels as “Grade I” national heritage resources.

Hunter, Alistair Pursell. "Retirement home? : France's migrant worker hostels and the dilemma of late-in-life return." Thesis, University of Edinburgh, 2012. http://hdl.handle.net/1842/6463.

Full text
Abstract:
Unlike many of their North African and West African compatriots who reunified with family and settled in France in the 1970s and 80s, the decision of migrant worker hostel residents not to return definitively to places of origin at retirement is puzzling. Firstly, it calls into question the assumptions of the ‘myth of return’ literature, which explains non-return on the basis of family localisation. In the case of ‘geographically-single’ hostel residents, however, the grounds for non-return cannot be family localisation, since the men’s families remain in places of origin. Secondly, older hostel residents also remain unmoved by the financial incentives of a return homewards, where their French state pensions would have far greater purchasing power. Instead of definitive return, the overwhelming preference of hostel residents is for back-and-forth migration, between the hostel in France and communities of origin. The aim of this dissertation is to resolve this puzzle, by asking: What explains the hostel residents’ preference for back-and-forth mobility over definitive return at retirement? In order to make sense of these mobility decisions, several theories of migration are presented and evaluated against qualitative data from a multi-sited research design incorporating ethnography, life story and semi-structured interviews, and archive material. This fieldwork was carried out across France, Morocco and Senegal. Although no one theory adequately accounts for all the phenomena observed, the added value of each theory becomes most apparent when levels of analysis are kept distinct: at the household level as regards remittances; at the kinship/village level as regards re-integration in the home context; at the meso-level of ethnic communities in terms of migrants’ transnational ties; and at the macro-level of social systems concerning inclusion in healthcare and administrative organisations. Widening the focus beyond the puzzle/dilemma of late-in-life mobility, the thesis concludes by questioning what ‘home’ can mean for the retired hostel residents. An innovative way of theorising home – building on conventional conceptions of home based on territory and community – is outlined, arguing that to be ‘at home’ can also mean to be ‘included’ in different ‘social systems’. With this argument the thesis aims to contribute to broader debates on what it means for immigrants to belong and achieve inclusion in society.

Hill, Adrian. "From incarceration to decarceration : care in the community in two hostels for the homeless." Thesis, University of Derby, 2004. http://hdl.handle.net/10545/338678.

Full text
Abstract:
This thesis is based on an ethnographic study of the way in which care in the community was delivered in two privately run specialist hostels for homeless people. One was for people recovering from severe mental illness, the other for people with addiction to alcohol. Medication was a significant part of the intended therapy and its use and management was rooted in the wider culture of the two hostels. The study aimed to understand what care in the community meant for the lives of the people who lived in these hostels. I set out to discover what kind of care such hostels were providing and to evaluate the provision against the aspirations expressed in the community care legislation and guidelines. The main aims of care in the community included: a reduction in the numbers in hospitals, a reduction in the negative effects of institutionalisation, improving standards of accommodation, humanising the care, developing more psycho-therapeutic approaches, recognising the civil rights of vulnerable groups, directing the right services to the right people who needed them, develop systems that ensured the CO-ordination and continuity of care and involving service users in formulating, implementing and reviewing care. The model of care espoused in both hostels was skills-based rehabilitation towards independent living but analYSis of the data evoked enduring aspects of the culture of care that echoed life in Goffman's (1961) "Asylums". While much had changed in the physical environment and in the expressed objectives by staff data collected from participant observation and interviewing fell broadly into two categories: staff practices that worked in harmony with residents' patterns of needs and those that repeatedly resulted in control and conflict. Medication use had to be seen in this context. Analogies could be drawn with what Goffman (1961) conceptualised as "privileges" and "mortifications". Further similarities with Goffman's study were apparent in the way hostel staff rationalised their actions. Goffman's approach to "career" and "stigma" were also used in an 11 analysis of discourses in the social life of the two hostels. I drew on Foucault's (1967, 1982) work on discourse to make links with power and knowledge structures in relation to mental illness. Two discourses were evident; one based on risk-as-danger and stigma and the other on liberal independence and integration. Risk-as-danger discourses were dominant. This discursive framework also links to wider policy and practice, including legislation and guidelines. The notion of surveillance (Foucault 1977) adds further insight into the issues of danger, control and independence. I argue that these continuities reflect a culture of control that has transcended the closure of the total institution. I locate the causes in social stigma, the unaccountable autonomy of hostel managers, the lack of staff training and a model of rehabilitation that focuses on basic domestic tasks, rather than specific therapeutic interventions appropriate for individual recovery. The conflict around medication, the mistrust of care givers and the breaks in the continuity of care when residents moved to independent living tended to lead to relapse and readmission to hospital. Although residents benefited greatly from the social relations they developed with one another.

Abstract:
This study focuses on the significance of the changes that are currently taking place at the KwaMashu hostel, the conversion of the hostel system and the transformation of migrant spaces and livelihoods. I trace the stories of hostel dwellers and the processes that take place when former single sex workers' hostels of the apartheid era are turned into Community Residential Units (CRUs). CRUs are family housing that has been designed by the government to replace workers' hostels. This thesis examines the sociology of the everyday life struggles of the migrants who live in CRUs. The "units" and the people who reside in them constitute the primary unit of analysis. Their families and social networks constitute the secondary unit of analysis. The CRUs are a significant site for the exploration of the redefinition of rural-urban connections in our society; connections which originate from the stubborn survival of migrancy as a key form of livelihoods procurement among large numbers of African working-class people.

Fast, Hildegarde Helene. "Pondoks, houses, and hostels : a history of Nyanga 1946-1970, with a special focus on housing." Doctoral thesis, University of Cape Town, 1996. http://hdl.handle.net/11427/16123.

Full text
Abstract:
Bibliography: pages 344-361.
In this thesis I outline the history of Nyanga up to 1970. Diverse aspects are covered, including location politics, women's protests, rent arrears and boycotts, and gangsterism. There is a special focus on housing issues, for they were related to most facets of location life and demonstrated the contradictions within apartheid policy. Four themes are followed throughout the thesis. First, the extent to which the state achieved control of the African urban population is assessed, particularly in terms of its housing and influx control policies. I argue that the formulation and implementation of policies were influenced minimally by pressures "from below", and that central and local authorities achieved extensive control over the lives of urban Africans. Nevertheless, government officials did not succeed in curbing African urbanisation or controlling the residential movement of urban Africans, as witnessed by the high number of "illegal" Africans and consistently high tenancy turnover. A second topic that threads its way through the thesis is the role of African constables and clerks in Nyanga. I show that residents working with the location administration were attracted particularly to the material benefits of collaboration. Utilising their linguistic skills and knowledge of location inhabitants, they extracted money and sexual favours from Nyanga residents and were given first priority in the allocation of Old Location houses. They did not, however, form an identifiable social group as they came from diverse occupational and educational backgrounds and did not associate closely with one another. A third theme is the differential impact of apartheid laws on African women. I outline the laws that applied to urban African women and describe the actual process by which they were expelled from the Cape Peninsula. Arising from this, the changing nature and scope of women's demonstrations in Nyanga is described. My research shows that the protests of the early 1950s, which were small, infrequent, and centred on local issues, broadened in the late 1950s to include the application of pass laws to African women. The reasons for the change are shown to be both political and material in nature, with their origin in the forced removals from Peninsula shack settlements. Fourthly, I have concentrated on spatial dynamics at various points. There were significant differences in physical space between Mau-Mau and the Old Location, which contributed to the social distance between the two neighbourhoods. During the massive "black spot" clearance campaign of the 1950s, the authorities succeeded in gaining spatial control over Africans by forcing them into segregated, fenced locations where entry and exit was monitored. To counteract this, residents asserted their control over the transit camp by constructing shacks in such a way as to impede raiding pass officials and make administrative surveillance of their lives difficult. The contradictory effects of placing contract workers in accommodation next to families are also examined: on the one hand, there was considerable socialising and cooperation between the two groups; on the other, much friction developed over the relationships between women in the married quarters and men in the hostels.

Abstract:
This study focuses on assessing the effects of the indoor climate on student occupants in typical multi-storey hostels in Malaysia through objective, subjective and evidence based prioritisation measurements. The objective measurements consisted of operative temperature daylight ratio luminance and sound pressure level. The subjective measurements were sampled from the student occupants' thermal, visual, acoustic and overall indoor comfort votes. The prioritisation measurement using Multiple Linear Regression and Friedman Tests assessed the relationship between physical indoor thermal, visual and acoustic conditions and students' overall indoor comfort perception vote. The investigations were conducted throughout a two month period starting form 12th May until 3rd July 2007. The hostels selected were namely, Twelfth Residential College, Universiti Malaya (H1) Eleventh Residential College, Universiti Putra Malaysia (H2) and Murni Student Apartment, Universiti Tenaga Nasional (H3). These hostels were located in the Klang Valley district. In general, the findings showed that despite the temperature, daylight ratio and sound pressure level differences recorded in the objective measurement, the subjective surveys showed almost identical thermal, visual and acoustic comfort perception votes (i.e.: within the neutral vote category) regardless of the room location (i.e.: floor level and orientations) in each hostel. However, comparison between thermal comfort responses from student occupants in different hostels showed that occupants staying in shaded rooms (in HI) were slightly cooler than the ones staying in un-shaded rooms (in H2 and H3). There was a corresponding different in temperature of 3° C between the un-shaded and shaded rooms.

For man is joined spirit and body, And therefore must serve as spirit and body. Visible and invisible, two worlds meet in Man; Visible and invisible must meet in his temple; You must not deny the body. Choruses from "The Rock" T.S. Eliot We read in this stanza, from a T.S. We witness the coexistence of these two worlds in life and death, in our ideals and our temporality, in what we desire to be and what we are. Cowe, Francis Bartholomew. "Hostels : greenhouses or warehouses? : an ethnographic and theoretical study of the origins, development and purposes of approved premises." Thesis, Cardiff University, 2008. http://orca.cf.ac.uk/55743/.

Full text
Abstract:
This thesis explores the development of hostels / approved premises and considers the existence of an 'unexplored' past that may help cast light on their current purposes. Drawing on historical and theoretical domains it constructs a hinterland from which to undertake critical exploration of their current practices and possible futures. A staged ethnographic study of two hostels is offered, with a four year gap in between to allow consideration as to whether hostels are changing and whether wider policy shifts impacting on probation more generally, can be seen to be shaping hostels' possible future(s). Observations, interviews, engagement in both formal and informal meetings with staff, residents and managers have been used to develop a view of hostels from the underside of practice. Critical theorising and exploration of hostels' past has been located against both the wider social and political shifts that may be seen to have impacted on the rehabilitative and re-integrative role of the hostel, and the emerging themes emanating from the ethnographic work. Key points of discussion include: an argument for a longer history of hostels than is currently suggested, an exploration of the relationship between hostels and the wider probation service and criminal justice system, the centrality of re-integration to rehabilitation and the impact of new punitiveness on hostels' changing role and function at the start of the 21st century. It is argued that a retreat from integration of offenders into society and a devaluing of their social agency and moral worth is now at risk of becoming accepted as part of hostels' 'new' public protection role. Consideration is given to how staff and residents may be experiencing the 'risk driven' changes that are taking place and what wider implications this works findings may have for policy, practice and rehabilitative theory. An alternative penology is offered that both takes account of hostels past and acknowledges their changed clientele.

Rolph, Sheena. "The history of community care for people with learning difficulties in Norfolk 1930-1980 : the role of two hostels." Thesis, Open University, 1999. http://oro.open.ac.uk/19859/.

Full text
Abstract:
This thesis explores the history of community care for people with learning difficulties in Norfolk between 1930 and 1980 through case studies of two hostels. It also examines ways in which people with learning difficulties can make a contribution to a construction of the past. Historical evidence is drawn from biographical and oral history interviews, group discussions and written and photographic archival sources. These methods make it possible to examine the relationship of the hostels to community and institutional care: make comparisons concerning gender, geographical location and culture; and elicit the views of those who had experienced hostel care either as residents or staff. The research showed that though there are many conflicting definitions of community carc, the hostels played a significant role in the development of care in the community in the inter-war period and in the post-war period. The. case studies suggest that community care has a longer history than is usually acknowledged. It was not necessarily the benign alternative to institutional care, but existed as an adjunct to it while retaining a distinctive character.
