Abstract:
Many women become homeless each year, both women who are alone and women with children. Both groups face substantial risks to their physical and mental health, as do the children of homeless mothers. Little is known about the similarities and differences between these two groups in terms of their demographic characteristics, their circumstances on presentation to specialist homelessness services, and the factors that have contributed to their homelessness. The current study analysed data from 163 single mothers with children and 126 lone women who presented to a specialist homelessness service in Australia. It found some similarities between groups, but also considerable heterogeneity. Single mothers were more likely to be younger, to have been born overseas, and to have been homeless in the past 12 months. Lone women were more likely to have medical issues, a mental health condition, addiction issues, admission to a psychiatric ward in the past 12 months, and to not be in the labour force. Implications for service delivery are discussed.

The new-born child arrives in the world with an awesome array of capacities and reflexes. They can suck, cough, cry, squirm, turn their heads and grip objects (Segal and Segal, 1985). As Somerville points out, however, what we have to remember is that all children are born ‘prematurely’, in that their character and personality are yet to be fully formed (1982: 242).It was Wilhelm Reich, I believe, who clearly portrayed the shock of being born. After 40 weeks or thereabouts of security, the newborn arrives in a world that is far less warm and far more threatening than the womb. The baby is picked up by the legs, slapped briskly and removed from his or her mother. Reich argued that the world was destined to remain in a mess while new residents are greeted in such a fashion. For some children, even in wealthy countries like Australia, those first few minutes set the scene for much of their future lives.

The resurgence and visibility of homelessness since the 1980s have become significant social and political issues, widely debated in academic circles and in the popular press. The composition of the homeless population has changed markedly in this period, and now includes more women and children, and more of the deinstitutionalised mentally ill. The lives of street kids in the city of Newcastle, Australia show patterns of structured behaviour and territorial and social organisation. They have a distinctive group identity and moral order. Their subculture is complex with strains of nonpatriarchal and patriarchal relations combined with little tolerance of forms of difference. The moral code of the youth subculture may be a form of resistance to their histories of abuse but is also conservative in reproducing aspects of the culture that they resist. The social networks generated on the street provide a self-maintaining force which contributes to a culture of chronic homelessness.

The media coverage of foster care in Australia is replete with adoration for foster carers who look after disadvantaged and difficult children and youth. As this article is being written, New South Wales is holding a ‘foster care week’ with enhanced media coverage and praise for foster carers, the recruitment of new foster carers and acclaim for the ‘foster carer of the year’. Yet, there is another side to foster care that offers less than ideal circumstances for children in care. There is the worrying issue of multiple placements, the problem with children and young people running away from foster care before they reach the legal age for discharge, and evidence of increased incidence of poor educational attainment and involvement in juvenile offending for young people in foster care. In addition, there are cases of foster children being abused by foster carers. As adults, former foster-care children and youth are over-represented among the homeless, in adult correction centres, the unemployed and the users of mental health services. This article documents these negative outcomes of entering the foster-care system, and asks whether family (or non-relative) foster care can survive this evidence. For too many children and young people, family foster care may not provide better outcomes than less-than-optimal parental care from which the children were removed. An alternative is to reduce the use of family foster care and increase intensive support and parenting education services for birth parents who have limited parenting capacity. The aim should be to limit the number of children being taken into care.

Abstract:
This article offers a consideration of the figure of the feral child in Australian writer Eva Hornung’s Dog Boy (2009), a novel based on stories circulating in the media about children raised by dogs in post-perestroika Russia. The book was praised for its exploration of the liminal space occupied by its protagonist, Romochka, the ecocritical potential in the idea of ferality, and its grimly realistic portrayal of both Romochka’s privations and the comfort offered by the company and loyalty of dogs. I read the novel less optimistically, through Giorgio Agamben’s conception of “bare life” and the metaphorical instrument of its production, the anthropological machine as described in The Open: Man and Animal. Romochka is excluded from political life and from legal protection, yet is subject to state intervention. Further, I argue that the novel is engaged in Australian and international debates about people excluded from political life and from the protection of the law, such as the homeless and refugees, who are nonetheless exposed to state power and surveillance.

Australia’s incarceration rates are the highest they have been in a century. Bail and remand contribute much to this trend, and yet the reasons why police refuse bail to vulnerable people are currently unclear. What is clear, though, is that a disproportionate number of vulnerable people are being refused bail, resulting in periods of remand incarceration which end up either longer than the prison sentence given by a magistrate, or undue if the alleged offender is found not guilty. This tendency is particularly observable for the most vulnerable: Aboriginal people, children, people with a mental health condition, the homeless, and women. The authors investigated how magistrates grant or refuse bail as part of the court process, then looked at two tipping points bracketing the bail continuum: 1) policing interactions leading to court appearance, and 2) the impact of bail refusal on public health and community safety and well-being in general. In the present article, they examined how authorized police officers consider refusing or granting bail. This new project aims to investigate the police bail decision-making process and generate new knowledge about the impact of bail refusal on vulnerable people. Through an iterative process with national practitioners and international experts, the authors aimed to identify factors to consider when bail involves vulnerable people. Expected outcomes included the development of mechanisms to benefit the full remit of criminal justice, reduce costs, and improve fairness, accountability, and procedural justice.

Abstract Aim: This article documents the impact of a Nurse Practitioner-led primary health service for disadvantaged children living in housing instability or homelessness. It identifies that First Nations children miss out on essential primary care, particularly immunisation, but have less severe health conditions than non-First Nations children living in housing insecurity. Background: Health services for homeless populations focus on the 11% of rough sleepers, little is done for the 22% of children in Australia living in housing instability; many of whom are from First Nations families. Little is known of the health status of these children or their connections to appropriate primary health care. Methods: This research implemented an innovative model of extended health care delivery, embedding a Nurse Practitioner in a homeless service to work with families providing health assessments and referrals, using clinically validated assessment tools. This article reports on proof of concept findings on the service that measured immunisation rates, developmental, medical, dental and mental health needs of children, particularly First Nations children, using a three-point severity level scale with Level 3 being the most severe and in need of immediate referral to a specialist medical service. Findings: Forty-three children were referred by the service to the Nurse Practitioner over a 6-month period, with nine identifying as First Nations children. Differences in severity levels between First Nations/non-First Nations children were Level 1, First Nations/non-First Nations 0/15%; Level 2, 10/17%; and Level 3, 45/29%. Forty-five percent of First Nations children had no health problems, as compared to 29% on non-First Nations children. Immunisation rates were low for both cohorts. No First Nations child was immunised and only 9% of the non-First Nations children. While numbers for both cohorts are too low for valid statistical analysis, the lower levels of severity for First Nations children suggest stronger extended family support and the positive impact of cultural norms of reciprocity.

Introduction The aim of this paper is to examine whether recent catastrophic tsunamis have driven a cultural shift in the awareness of Australians to the danger associated with this natural hazard and whether the media have contributed to the emergence of “tsunami” as a new Australian catastrophe. Prior to the devastating 2004 Indian Ocean Tsunami disaster (2004 IOT), tsunamis as a type of hazard capable of generating widespread catastrophe were not well known by the general public and had barely registered within the wider scientific community. As a university based lecturer who specialises in natural disasters, I always started my public talks or student lectures with an attempt at a detailed description of what a tsunami is. With little high quality visual and media imagery to use, this was not easy. The Australian geologist Ted Bryant was right when he named his 2001 book Tsunami: The Underrated Hazard. That changed on 26 December 2004 when the third largest earthquake ever recorded occurred northwest of Sumatra, Indonesia, triggering the most catastrophic tsunami ever experienced. The 2004 IOT claimed at least 220,000 lives—probably more—injured tens of thousands, destroyed widespread coastal infrastructure and left millions homeless. Beyond the catastrophic impacts, this tsunami was conspicuous because, for the first time, such a devastating tsunami was widely captured on video and other forms of moving and still imagery. This occurred for two reasons. Firstly, the tsunami took place during daylight hours in good weather conditions—factors conducive to capturing high quality visual images. Secondly, many people—both local residents and westerners who were on beachside holidays and at the coast at multiple locations impacted by the tsunami—were able to capture images of the tsunami on their cameras, videos, and smart phones. The extensive media coverage—including horrifying television, video, and still imagery that raced around the globe in the hours and days after the tsunami, filling our television screens, homes, and lives regardless of where we lived—had a dramatic effect. This single event drove a quantum shift in the wider cultural awareness of this type of catastrophe and acted as a catalyst for improved individual and societal understanding of the nature and effects of disaster landscapes. Since this event, there have been several notable tsunamis, including the March 2011 Japan catastrophe. Once again, this event occurred during daylight hours and was widely captured by multiple forms of media. These events have resulted in a cascade of media coverage across television, radio, movie, and documentary channels, in the print media, online, and in the popular press and on social media—very little of which was available prior to 2004. Much of this has been documentary and informative in style, but there have also been numerous television dramas and movies. For example, an episode of the popular American television series CSI Miami entitled Crime Wave (Season 3, Episode 7) featured a tsunami, triggered by a volcanic eruption in the Atlantic and impacting Miami, as the backdrop to a standard crime-filled episode ("CSI," IMDb; Wikipedia). In 2010, Warner Bros Studios released the supernatural drama fantasy film Hereafter directed by Clint Eastwood. In the movie, a television journalist survives a near-death experience during the 2004 IOT in what might be the most dramatic, and probably accurate, cinematic portrayal of a tsunami ("Hereafter," IMDb; Wikipedia). Thus, these creative and entertaining forms of media, influenced by the catastrophic nature of tsunamis, are impetuses for creativity that also contribute to a transformation of cultural knowledge of catastrophe. The transformative potential of creative media, together with national and intergovernmental disaster risk reduction activity such as community education, awareness campaigns, community evacuation planning and drills, may be indirectly inferred from rapid and positive community behavioural responses. By this I mean many people in coastal communities who experience strong earthquakes are starting a process of self-evacuation, even if regional tsunami warning centres have not issued an alert or warning. For example, when people in coastal locations in Samoa felt a large earthquake on 29 September 2009, many self-evacuated to higher ground or sought information and instruction from relevant authorities because they expected a tsunami to occur. When interviewed, survivors stated that the memory of television and media coverage of the 2004 IOT acted as a catalyst for their affirmative behavioural response (Dominey-Howes and Thaman 1). Thus, individual and community cultural understandings of the nature and effects of tsunami catastrophes are incredibly important for shaping resilience and reducing vulnerability. However, this cultural shift is not playing out evenly.Are Australia and Its People at Risk from Tsunamis?Prior to the 2004 IOT, there was little discussion about, research in to, or awareness about tsunamis and Australia. Ted Bryant from the University of Wollongong had controversially proposed that Australia had been affected by tsunamis much bigger than the 2004 IOT six to eight times during the last 10,000 years and that it was only a matter of when, not if, such an event repeated itself (Bryant, "Second Edition"). Whilst his claims had received some media attention, his ideas did not achieve widespread scientific, cultural, or community acceptance. Not-with-standing this, Australia has been affected by more than 60 small tsunamis since European colonisation (Dominey-Howes 239). Indeed, the 2004 IOT and 2006 Java tsunami caused significant flooding of parts of the Northern Territory and Western Australia (Prendergast and Brown 69). However, the affected areas were sparsely populated and experienced very little in the way of damage or loss. Thus they did not cross any sort of critical threshold of “catastrophe” and failed to achieve meaningful community consciousness—they were not agents of cultural transformation.Regardless of the risk faced by Australia’s coastline, Australians travel to, and holiday in, places that experience tsunamis. In fact, 26 Australians were killed during the 2004 IOT (DFAT) and five were killed by the September 2009 South Pacific tsunami (Caldwell et al. 26). What Role Do the Media Play in Preparing for and Responding to Catastrophe?Regardless of the type of hazard/disaster/catastrophe, the key functions the media play include (but are not limited to): pre-event community education, awareness raising, and planning and preparations; during-event preparation and action, including status updates, evacuation warnings and notices, and recommendations for affirmative behaviours; and post-event responses and recovery actions to follow, including where to gain aid and support. Further, the media also play a role in providing a forum for debate and post-event analysis and reflection, as a mechanism to hold decision makers to account. From time to time, the media also provide a platform for examining who, if anyone, might be to blame for losses sustained during catastrophes and can act as a powerful conduit for driving socio-cultural, behavioural, and policy change. Many of these functions are elegantly described and a series of best practices outlined by The Caribbean Disaster Emergency Management Agency in a tsunami specific publication freely available online (CDEMA 1). What Has Been the Media Coverage in Australia about Tsunamis and Their Effects on Australians?A manifest contents analysis of media material covering tsunamis over the last decade using the framework of Cox et al. reveals that coverage falls into distinctive and repetitive forms or themes. After tsunamis, I have collected articles (more than 130 to date) published in key Australian national broadsheets (e.g., The Australian and Sydney Morning Herald) and tabloid (e.g., The Telegraph) newspapers and have watched on television and monitored on social media, such as YouTube and Facebook, the types of coverage given to tsunamis either affecting Australia, or Australians domestically and overseas. In all cases, I continued to monitor and collect these stories and accounts for a fixed period of four weeks after each event, commencing on the day of the tsunami. The themes raised in the coverage include: the nature of the event. For example, where, when, why did it occur, how big was it, and what were the effects; what emergency response and recovery actions are being undertaken by the emergency services and how these are being provided; exploration of how the event was made worse or better by poor/good planning and prior knowledge, action or inaction, confusion and misunderstanding; the attribution of blame and responsibility; the good news story—often the discovery and rescue of an “iconic victim/survivor”—usually a child days to weeks later; and follow-up reporting weeks to months later and on anniversaries. This coverage generally focuses on how things are improving and is often juxtaposed with the ongoing suffering of victims. I select the word “victims” purposefully for the media frequently prefer this over the more affirmative “survivor.”The media seldom carry reports of “behind the scenes” disaster preparatory work such as community education programs, the development and installation of warning and monitoring systems, and ongoing training and policy work by response agencies and governments since such stories tend to be less glamorous in terms of the disaster gore factor and less newsworthy (Cox et al. 469; Miles and Morse 365; Ploughman 308).With regard to Australians specifically, the manifest contents analysis reveals that coverage can be described as follows. First, it focuses on those Australians killed and injured. Such coverage provides elements of a biography of the victims, telling their stories, personalising these individuals so we build empathy for their suffering and the suffering of their families. The Australian victims are not unknown strangers—they are named and pictures of their smiling faces are printed or broadcast. Second, the media describe and catalogue the loss and ongoing suffering of the victims (survivors). Third, the media use phrases to describe Australians such as “innocent victims in the wrong place at the wrong time.” This narrative establishes the sense that these “innocents” have been somehow wronged and transgressed and that suffering should not be experienced by them. The fourth theme addresses the difficulties Australians have in accessing Consular support and in acquiring replacement passports in order to return home. It usually goes on to describe how they have difficulty in gaining access to accommodation, clothing, food, and water and any necessary medicines and the challenges associated with booking travel home and the complexities of communicating with family and friends. The last theme focuses on how Australians were often (usually?) not given relevant safety information by “responsible people” or “those in the know” in the place where they were at the time of the tsunami. This establishes a sense that Australians were left out and not considered by the relevant authorities. This narrative pays little attention to the wide scale impact upon and suffering of resident local populations who lack the capacity to escape the landscape of catastrophe.How Does Australian Media Coverage of (Tsunami) Catastrophe Compare with Elsewhere?A review of the available literature suggests media coverage of catastrophes involving domestic citizens is similar globally. For example, Olofsson (557) in an analysis of newspaper articles in Sweden about the 2004 IOT showed that the tsunami was framed as a Swedish disaster heavily focused on Sweden, Swedish victims, and Thailand, and that there was a division between “us” (Swedes) and “them” (others or non-Swedes). Olofsson (557) described two types of “us” and “them.” At the international level Sweden, i.e. “us,” was glorified and contrasted with “inferior” countries such as Thailand, “them.” Olofsson (557) concluded that mediated frames of catastrophe are influenced by stereotypes and nationalistic values.Such nationalistic approaches preface one type of suffering in catastrophe over others and delegitimises the experiences of some survivors. Thus, catastrophes are not evenly experienced. Importantly, Olofsson although not explicitly using the term, explains that the underlying reason for this construction of “them” and “us” is a form of imperialism and colonialism. Sharp refers to “historically rooted power hierarchies between countries and regions of the world” (304)—this is especially so of western news media reporting on catastrophes within and affecting “other” (non-western) countries. Sharp goes much further in relation to western representations and imaginations of the “war on terror” (arguably a global catastrophe) by explicitly noting the near universal western-centric dominance of this representation and the construction of the “west” as good and all “non-west” as not (299). Like it or not, the western media, including elements of the mainstream Australian media, adhere to this imperialistic representation. Studies of tsunami and other catastrophes drawing upon different types of media (still images, video, film, camera, and social media such as Facebook, Twitter, and the like) and from different national settings have explored the multiple functions of media. These functions include: providing information, questioning the authorities, and offering a chance for transformative learning. Further, they alleviate pain and suffering, providing new virtual communities of shared experience and hearing that facilitate resilience and recovery from catastrophe. Lastly, they contribute to a cultural transformation of catastrophe—both positive and negative (Hjorth and Kyoung-hwa "The Mourning"; "Good Grief"; McCargo and Hyon-Suk 236; Brown and Minty 9; Lau et al. 675; Morgan and de Goyet 33; Piotrowski and Armstrong 341; Sood et al. 27).Has Extensive Media Coverage Resulted in an Improved Awareness of the Catastrophic Potential of Tsunami for Australians?In playing devil’s advocate, my simple response is NO! This because I have been interviewing Australians about their perceptions and knowledge of tsunamis as a catastrophe, after events have occurred. These events have triggered alerts and warnings by the Australian Tsunami Warning System (ATWS) for selected coastal regions of Australia. Consequently, I have visited coastal suburbs and interviewed people about tsunamis generally and those events specifically. Formal interviews (surveys) and informal conversations have revolved around what people perceived about the hazard, the likely consequences, what they knew about the warning, where they got their information from, how they behaved and why, and so forth. I have undertaken this work after the 2007 Solomon Islands, 2009 New Zealand, 2009 South Pacific, the February 2010 Chile, and March 2011 Japan tsunamis. I have now spoken to more than 800 people. Detailed research results will be presented elsewhere, but of relevance here, I have discovered that, to begin with, Australians have a reasonable and shared cultural knowledge of the potential catastrophic effects that tsunamis can have. They use terms such as “devastating; death; damage; loss; frightening; economic impact; societal loss; horrific; overwhelming and catastrophic.” Secondly, when I ask Australians about their sources of information about tsunamis, they describe the television (80%); Internet (85%); radio (25%); newspaper (35%); and social media including YouTube (65%). This tells me that the media are critical to underpinning knowledge of catastrophe and are a powerful transformative medium for the acquisition of knowledge. Thirdly, when asked about where people get information about live warning messages and alerts, Australians stated the “television (95%); Internet (70%); family and friends (65%).” Fourthly and significantly, when individuals were asked what they thought being caught in a tsunami would be like, responses included “fun (50%); awesome (75%); like in a movie (40%).” Fifthly, when people were asked about what they would do (i.e., their “stated behaviour”) during a real tsunami arriving at the coast, responses included “go down to the beach to swim/surf the tsunami (40%); go to the sea to watch (85%); video the tsunami and sell to the news media people (40%).”An independent and powerful representation of the disjunct between Australians’ knowledge of the catastrophic potential of tsunamis and their “negative” behavioral response can be found in viewing live television news coverage broadcast from Sydney beaches on the morning of Sunday 28 February 2010. The Chilean tsunami had taken more than 14 hours to travel from Chile to the eastern seaboard of Australia and the ATWS had issued an accurate warning and had correctly forecast the arrival time of the tsunami (approximately 08.30 am). The television and radio media had dutifully broadcast the warning issued by the State Emergency Services. The message was simple: “Stay out of the water, evacuate the beaches and move to higher ground.” As the tsunami arrived, those news broadcasts showed volunteer State Emergency Service personnel and Surf Life Saving Australia lifeguards “begging” with literally hundreds (probably thousands up and down the eastern seaboard of Australia) of members of the public to stop swimming in the incoming tsunami and to evacuate the beaches. On that occasion, Australians were lucky and the tsunami was inconsequential. What do these responses mean? Clearly Australians recognise and can describe the consequences of a tsunami. However, they are not associating the catastrophic nature of tsunami with their own lives or experience. They are avoiding or disallowing the reality; they normalise and dramaticise the event. Thus in Australia, to date, a cultural transformation about the catastrophic nature of tsunami has not occurred for reasons that are not entirely clear but are the subject of ongoing study.The Emergence of Tsunami as a “New Australian Catastrophe”?As a natural disaster expert with nearly two decades experience, in my mind tsunami has emerged as a “new Australian catastrophe.” I believe this has occurred for a number of reasons. Firstly, the 2004 IOT was devastating and did impact northwestern Australia, raising the flag on this hitherto, unknown threat. Australia is now known to be vulnerable to the tsunami catastrophe. The media have played a critical role here. Secondly, in the 2004 IOT and other tsunamis since, Australians have died and their deaths have been widely reported in the Australian media. Thirdly, the emergence of various forms of social media has facilitated an explosion in information and material that can be consumed, digested, reimagined, and normalised by Australians hungry for the gore of catastrophe—it feeds our desire for catastrophic death and destruction. Fourthly, catastrophe has been creatively imagined and retold for a story-hungry viewing public. Whether through regular television shows easily consumed from a comfy chair at home, or whilst eating popcorn at a cinema, tsunami catastrophe is being fed to us in a way that reaffirms its naturalness. Juxtaposed against this idea though is that, despite all the graphic imagery of tsunami catastrophe, especially images of dead children in other countries, Australian media do not and culturally cannot, display images of dead Australian children. Such images are widely considered too gruesome but are well known to drive changes in cultural behaviour because of the iconic significance of the child within our society. As such, a cultural shift has not yet occurred and so the potential of catastrophe remains waiting to strike. Fifthly and significantly, given the fact that large numbers of Australians have not died during recent tsunamis means that again, the catastrophic potential of tsunamis is not yet realised and has not resulted in cultural changes to more affirmative behaviour. Lastly, Australians are probably more aware of “regular or common” catastrophes such as floods and bush fires that are normal to the Australian climate system and which are endlessly experienced individually and culturally and covered by the media in all forms. The Australian summer of 2012–13 has again been dominated by floods and fires. If this idea is accepted, the media construct a uniquely Australian imaginary of catastrophe and cultural discourse of disaster. The familiarity with these common climate catastrophes makes us “culturally blind” to the catastrophe that is tsunami.The consequences of a major tsunami affecting Australia some point in the future are likely to be of a scale not yet comprehensible. Abstract:
i) In Australia we do a lot of thinking about home. Or so it would seem from all the talk about belonging, home, being at home (see Read). A sure sign of displacement, some might say. In his recent memoir, John Hughes writes: It is a particularly Australian experience that our personal heritage and sense of identity includes a place and a history not really our own, not really accessible to us. The fact that our sense of self-discovery and self-realisation takes place in foreign lands is one of the rich and complex ironies of being Australian. (24-25) My sense of self-discovery did not occur in a foreign land. However, my personal heritage and sense of identity includes places and histories that are not really my own. Unlike Hughes I don’t have what is often portrayed as an exotic heritage; I am plainly white Australian. I grew up on the Far North Coast of New South Wales, on farms that every year knew drought and flood. My place in this country – both local and national – seemingly was beyond question. I am after all a white, settler Australian. But I left Kyogle twenty years ago and since then much has changed. My project is very different than Hughes’. However, reading his memoir led me to reflect upon my sense of belonging. What is my home made from? Like Hughes I want to deploy memories from my childhood and youth to unpack my idea of home. White settler Australians’ sense of belonging is often expressed as a profound feeling of attachment; imagined as unmediated (Moreton-Robinson 31). It is a connection somehow untroubled by the worldliness of the world: it is an oasis of plentitude. For Indigenous Australians, Aileen Moreton-Robinson argues, non-Indigenous Australians sense of belonging is tied to migrancy, while the Indigenous subject has an ontological relationship to land and these modes are incommensurable (31). Since colonisation the nation state has attempted through an array of social, legal, economic and cultural practices to break Indigenous people’s ontological connections to land, and to cast them as homeless in the ‘modern’ world. The expression of belonging as a profound sense of attachment – beyond the material – denies not only the racialised power relations of belonging and dispossession, but also the history of this sentiment. This is why I want to stay right here and take up Moreton-Robinson’s challenge to further theorise (and reflect) upon how non-Indigenous subjects are positioned in relation to the original owners not through migrancy but through possession (37). ii) Australia has changed a lot. Now most understand Australia to be comprised of a plurality of contradictory memories, imaginaries and histories, generated from different cultural identities and social bodies. Indigenous Australians, who have been previously spoken for, written about, categorised and critiqued by non-Indigenous people, have in the last three decades begun to be heard by mainstream Australia. In a diversity of mediums and avenues Indigenous stories, in all their multiplicity, penetrated the field of Australian culture and society. In so doing, they enter into a dialogue about Australia’s past, present and future. The students I teach at university arrive from school with an awareness that Australia was colonised, not discovered as I was taught. Recent critical historiography, by both Indigenous and non-Indigenous writers and academics, calls for and creates a new Australian memory (Hage 80). A memory, or memories, which the reconciliation movement not only want acknowledged by mainstream Australia but also integrated into national consciousness. Over the last twenty years, many Australian historians have reinforced the truths of fictional and autobiographical accounts of colonial violence against Indigenous people. The benign and peaceful settlement of Australia, which was portrayed in school history lessons and public discourse, began to be replaced by empirical historical evidence of the brutal subjugation of Indigenous people and the violent appropriation of Indigenous land. Indigenous struggles for recognition and sovereignty and revisionist history have created a cultural transformation. However, for all the big changes there has been limited investigation into white Australians’ sense of belonging continuing to be informed and shaped by settler colonial desire. Indigenous memories not only contest and contradict other memories, but they are also derived from different cultural bodies and social and historical contexts. My memory of our farm carved out of Toonumbah State Forest is of a peaceful place, without history; a memory which is sure to contradict Bundjalung memories. To me Kyogle was a town with only a few racial problems; except for the silences and all those questions left unasked. Ghassan Hage argues that a national memory or non-contradictory plurality of memories of colonisation in Australia is impossible because although there has been a cultural war, the two opposing sides have not assimilated to become one (92). There remain within Australia, ‘two communal subjects with two wills over one land; two sovereignties of unequal strength’ (Hage 93). The will of one is not the will of the other. I would argue that there is barely recognition of Indigenous sovereignty by non-Indigenous Australians; for so many there is only one will, one way. Furthermore, Hage maintains that: For a long time to come, Australia is destined to become an unfinished Western colonial project as well as a land in a permanent state of decolonisation. A nation inhabited by both the will of the coloniser and the will of the colonised, each with their identity based on their specific understanding, and memory, of the colonial encounter: what was before it and what is after it. Any national project of reconciliation that fails to fully accept the existence of a distinct Indigenous will, a distinct Indigenous conatus, whose striving is bound to make the settlers experience ‘sadness’, is destined to be a momentary cover-up of the reality of the forces that made Australia what it is. (94) Why must Indigenous will make settlers experience sad passions? Perhaps this is a naïve question. I am not dismissing Hage’s concerns, and agree with his critique of the failure of the project of reconciliation. However, if we are to understand the forces that made Australia what it is – to know our place – then as Hage writes we need not only to acknowledge these opposing forces, but understand how they made us who we are. The narrative of benign settlement might have resulted in a cultural amnesia, but I’m not convinced that settler Australians didn’t know about colonial violence and its aftermath. Unlike Henry Reynolds who asked ‘why didn’t we know?’ I think the question should be, as Fiona Nicoll asks, ‘what is it we know but refuse to tell?’ (7). Or how did I get here? In asking what makes home, one needs to question what is excluded to enable one to stay in place. iii) When I think of my childhood home there is one particular farm that comes to mind. From my birth to when I left home at eighteen I lived in about six different homes; all but one where on farms. The longest was for about eight years, on a farm only a few kilometres from town; conveniently close for a teenager wanting all the ‘action’ of town life. It was just up the road from my grandparents’ place, whose fridge I would raid most afternoons while my grandmother lovingly listened to my triumphs and woes (at least those I thought appropriate for her ears). Our house was set back just a little from the road. On this farm, my brother and I floated paper boats down flooded gullies; there, my sisters, brother and I formed a secret society on the banks of the picturesque creek, which was too quickly torn apart by factional infighting. In this home, my older sisters received nightly phone calls from boys, and I cried to my mother, ‘When will it be my turn’. She comforted me with, ‘Don’t worry, they will soon’. And sure enough they did. There I hung out with my first boyfriend, who would ride out on his motor bike, then later his car. We lolled around on our oddly sloping front lawn and talked for hours about nothing. But this isn’t the place which readily comes to mind when I think of a childhood home. Afterlee Rd, as we called it, never felt like home. Behind the house, over the other side of the creek, were hills. Before my teens I regularly walked to the top of the first hill and rode around the farm, but not all the way to the boundary fence. I didn’t belong there. It was too exposed to passing traffic, yet people rarely stopped to add to our day. For me excitement and life existed elsewhere: the Gold Coast or Lismore. When I think of my childhood home an image comes to mind: a girl child standing on the flat between our house and yards, with hills and eucalypts at her back, and a rock-faced mountain rising up behind the yards at her front. (Sometimes there is a dog by her side, but I think it’s a late edition.) The district was known as Toonumbah because of its proximity (as the crow flies) to Toonumbah Dam. My siblings and I ventured across the farm and we rode with my father to muster, or sometimes through the adjoining State Forest to visit our neighbours who lived deep in the bush. I thought the trees whispered to me and watched over us. They were all seeing, all knowing, as they often are for children – a forest of gods. Sometime during my childhood I read the children’s novel Z for Zachariah: a story of a lone survivor of an apocalypse saved by remaining in a safe and abundant valley, while the rest of the community went out to explore what happened (O’Brien). This was my idea of Toonumbah. And like Zachariah’s valley it was isolated and for that reason, in spite of its plenty, a strange home. It was too disconnected from the world. Despite my sense of homeliness, I never felt sovereign. My disquiet wasn’t due to a sense that at any moment we might be cast out. Quite the opposite, we were there to stay. And not because I was a child and sovereignty is the domain of adults. I don’t think, at least as a feeling, it is. But rather because sovereignty is tied to movement or crossings. Not just being in place, but leaving and returning, freely moving through and around, and welcoming others who recognise it as ‘our’ place. Home is necessitated upon movement. And my idea of this childhood home is reliant upon a romanticised, ‘profound’ feeling of attachment; a legacy of settler colonial desire. There is no place like home. Home is far more than a place, it is, as Blunt and Dowling suggest, about feelings, desire, intimacy and belonging and relationships between places and connections with others (2). One’s sense of home has a history. To be at home one must limit the chaos of the world – create order. As we know, the environment is also ordered to enable a sense of bodily alignment and integrity. How or rather with whom does one establish connections with to create a sense of home? To create a sense of order, who does one recognise as belonging or not? Who is deemed a part of the chaos? Here Sara Ahmed’s idea of the stranger is helpful. Spaces are claimed, or ‘owned’, she argues, not so much by inhabiting what is already there, but rather movement or ‘passing through’ creates boundaries, making places by giving them a value (33). Settlers moved out and across the country, and in so doing created the colonies and later the nation by prescribing an economic value to the land. Colonialism attempts to enclose both Indigenous people and the country within its own logic. To take possession of the country the colonisers attempted to fix Indigenous people in place. A place ordered according to colonial logic; making the Indigenous subject out of place. Thus the Indigenous ‘stranger’ came into view. The stranger is not simply constituted by being recognised by the other, but rather it is the recognition of strangers which forms the local (Ahmed 21-22). The settler community was produced and bounded by their recognition of strangers; their belonging was reliant upon others not belonging. The doctrine of terra nullius cleared the country not only of people, but also of the specifics of Indigenous place, in an attempt to recreate another place inspired by the economic and strategic needs of the colonisers. Indigenous people were further exposed as strangers in the ‘new’ country by not participating in the colonial economy and systems of exchange. Indigenous people’s movement to visit family, to perform ceremony or maintain connections with country were largely dismissed by the colonial culture and little understood as maintaining and re-making sovereignty. European forms of commerce made the settlers sovereign – held them in place. And in turn, this exchange continues to bind settler Australians to ways of being that de-limit connections to place and people. It created a sense of order that still constrains ideas of home. Colonial logic dominates Australian ideas of sovereignty, thus of being at home or belonging in this country. Indeed, I would argue that it enforces a strange attachment: clinging fast as if to a too absent parent or romancing it, wooing a desired but permissive lover. We don’t know, as Fiona Nicoll questions, what Indigenous sovereignty might look like. Discussions of sovereignty are on Western terms. If Indigenous sovereignty is recognised at all, it is largely figured as impractical, impossible or dangerous (Nicoll 9). The fear and forgetting of the long history of Indigenous struggles for sovereignty, Nicoll writes, conceals the everydayness of the contestation (1). Indigenous sovereignty is both unknown and too familiar, thus it continues to be the stranger which must be expelled to enable belonging. Yet without it we cannot know the country. iv) I carry around a map of Australia. It is a simple image, a crude outline of the giant landmass; like what you find on cheap souvenir tea-towels. To be honest it’s just the continent – an islandless island – even Tasmania has dropped off my map. My map is not in my pocket but my head. It comes to mind so regularly I think of it as the shape of my idea of home. It is a place shared by many, yet singularly mine. I want to say that it is not the nation, but the country itself, but of course this isn’t true. My sense of Australia as my home is forged from an imaginary nation. However, I have problems calling Australia home – as if being at home in the nation is like being in an idealised family home. What is too often sentimentalised and fetishised as closed and secure: a place of comfort and seamless belonging (Fortier 119). Making home an infantile place where everything is there for me. But we understand that nations are beyond us and all that they are composed of we cannot know. Even putting aside the romantic notions, nations aren’t very much like home. They are, however, relational. Like bower birds, we collect sticks, stones, shells and coloured things, building connections with the outside world to create something a bit like home in the imaginary nation. I fill my rough map with ‘things’ that hold me in place. We might ask, is a home a home if we don’t go outside? My idea of home borrows from Meaghan Morris. In Ecstasy and Economics, she is attempting to create what Deleuze and Guattari call home. She writes: In their sense of the term, “home does not pre-exist”; it is the product of an effort to “organize a limited space”, and the limit involved is not a figure of containment but of provisional (or “working”) definition. This kind of home is always made of mixed components, and the interior space it creates is a filter or a sieve rather than a sealed-in consistency; it is not a place of origin, but an “aspect” of a process which it enables (“as though the circle tended on its own to open into a future, as a function of the working forces it shelters”) but does not precede – and so it is not an enclosure, but a way of going outside. (92) If home is a way of going outside then we need to know something about outside. Belonging is a desire and we make home from the desire to belong. In desiring belonging we should not forsake the worldliness of the world. What is configured as outside home are often the legal, political, economic and cultural conditions that have produced contemporary Australia. However, by refusing to engage with how colonialism and Indigenous sovereignty have made Australia one might not be able to go outside; risk imprisoning oneself in a too comfortable space. By letting in some of the elements which are strange and unhomely, one might begin to build connections which aid the reimagining of the self and the social, which in turn enables one to not only live in postcolonial Australia but participate in creating it (Probyn). A strange place: unsettled by other desires, histories, knowledge and memories, but a place more like home. I am arguing that we need to know our place. But knowing our place cannot be taken for granted. We need many hearts and minds to allow us to see what is here. The childhood home I write of is not my home, nor do I want it to be. However, the remembering or rather investigation of my idea of home is important. Where has it come from? There has been a lot of discussion about non-Indigenous Australians being unsettled by revisionist historiography and Indigenous demands for recognition and this is true, but the unsettlement has been enabling. Given that settler Australians are afforded so much sovereignty then there seems plenty of room for uncertainty. We don’t need to despair, or if we do, it could be used productively to remake our idea of home. If someone were to ask that tired question, ‘Generations of my family have lived here, where am I going to go?’ The answer is no where. You’re going no where, but here. Abstract:
One of the first challenges faced by new Australian Prime Minister, Kevin Rudd, was what to do with the former government’s controversial citizenship test. While a quick evaluation of the test shows that 93 percent of those who have sat it ‘passed’ (Hoare), most media controversy has focussed less on the validity of such a test than whether questions relating to Australian cricketing legend, Don Bradman, are appropriate (Hawley). While the citizenship test seems nothing more that a crude and populist measure imposed by the former Howard government in its ongoing nationalistic agenda, which included paying schools to raise the Australian flag (“PM Unfurls Flag”), its imposition seems a timely reminder of the challenge of understanding citizenship today. For as the demographic structures around us continue to change, so must our understandings of ‘citizenship’. More importantly, this fluid understanding of citizenship is not limited to academics, and policy-makers, but new technologies, the processes of globalisation including a globalised media, changing demographic patterns including migration, as well as environmental challenges that place pressure on limited resources is altering the citizens understanding of their own role as well as those around them. This paper aims to sketch out a proposed new research agenda that seeks to investigate this fluid and heterogenous nature of citizenship. The focus of the research has so far been Sydney and is enveloped by a broader aim of promoting an increased level of citizen engagement both within formal and informal political structures. I begin by sketching the complex nature of Sydney before presenting some initial research findings. Sydney – A Complex City The so-called ‘emerald city’ of Sydney has been described in many ways: from a ‘global’ city (Fagan, Dowling and Longdale 1) to an ‘angry’ city (Price 16). Sarah Price’s investigative article included research from the University of Western Sydney’s Centre of Culture Research, the Bureau of Crime Statistics and interviews with Tony Grabs, the director of trauma at St Vincent’s Hospital in inner city Darlinghurst. Price found that both injuries from alcohol and drug-related violence had risen dramatically over the last few years and seemed to be driven by increasing frustrations of a city that is perceived to be lacking appropriate infrastructure and rising levels of personal and household debt. Sydney’s famous harbour and postcard landmarks are surrounded by places of controversy and poverty, with residents of very backgrounds living in close proximity: often harmoniously and sometimes less so. According to recent research by Griffith University’s Urban Research Program, the city is becoming increasingly polarised, with the wealthiest enjoying high levels of access to amenities while other sections of the population experiencing increasing deprivation (Frew 7). Sydney is often segmented into different regions: the growth corridors of the western suburbs which include the ‘Aspirational class’; the affluent eastern suburb; the southern beachside suburbs surrounding Cronulla affectionately known by local residents as ‘the Shire’, and so on. This, however, hides that fact that these areas are themselves complex and heterogenous in character (Frew 7). As a result, the many clichés associated with such segments lead to an over simplification of regional characteristics. The ‘growth corridors’ of Western Sydney, for example, have, in recent times, become a focal point of political and social commentary. From the rise of the ‘Aspirational’ voter (Anderson), seen to be a key ‘powerbroker’ in federal and state politics, to growing levels of disenfranchised young people, this region is multifaceted and should not be simplified. These areas often see large-scale, private housing estates; what Brendan Gleeson describes as ‘privatopias’, situated next to rising levels of homelessness (“What’s Driving”): a powerful and concerning image that should not escape our attention. (Chamberlain and Mackenzie pay due attention to the issue in Homeless Careers.) It is also home to a growing immigrant population who often arrive as business migrants and as well as a rising refugee population traumatised by war and displacement (Collins 1). These growth corridors then, seem to simultaneously capture both the ambitions and the fears of Sydney. That is, they are seen as both areas of potential economic boom as well as social stress and potential conflict (Gleeson 89). One way to comprehend the complexity associated with such diversity and change is to reflect on the proximity of the twin suburbs of Macquarie Links and Macquarie Fields situated in Sydney’s south-western suburbs. Separated by the clichéd ‘railway tracks’, one is home to the growing Aspirational class while the other continues to be plagued by the stigma of being, what David Burchell describes as, a ‘dysfunctional dumping ground’ whose plight became national headlines during the riots in 2005. The riots were sparked after a police chase involving a stolen car led to a crash and the death of a 17 year-old and 19 year-old passengers. Residents blamed police for the deaths and the subsequent riots lasted for four nights – involving 150 teenagers clashing with New South Wales Police. The dysfunction, Burchell notes is seen in crime statistics that include 114 stolen cars, 227 burglaries, 457 cases of property damage and 279 assaults – all in 2005 alone. Interestingly, both these populations are surrounded by exclusionary boundaries: one because of the financial demands to enter the ‘Links’ estate, and the other because of the self-imposed exclusion. Such disparities not only provide challenges for policy makers generally, but also have important implications on the attitudes that citizens’ experience towards their relationship with each other as well as the civic institutions that are meant to represent them. This is particular the case if civic institutions are seen to either neglect or favour certain groups. This, in part, has given rise to what I describe here as a ‘citizenship surplus’ as well as a ‘citizenship deficit’. Research Agenda: Investigating Citizenship Surpluses and Deficits This changing city has meant that there has also been a change in the way that different groups interact with, and perceive, civic bodies. As noted, my initial research shows that this has led to the emergence of both citizenship surpluses and deficits. Though the concept of a ‘citizen deficits and surpluses’ have not emerged within the broader literature, there is a wide range of literature that discusses how some sections of the population lack of access to democratic processes. There are three broad areas of research that have emerged relevant here: citizenship and young people (see Arvanitakis; Dee); citizenship and globalisation (see Della Porta; Pusey); and citizenship and immigration (see Baldassar et al.; Gow). While a discussion of each of these research areas is beyond the scope of this paper, a regular theme is the emergence of a ‘democratic deficit’ (Chari et al. 422). Dee, for example, looks at how there exist unequal relationships between local and central governments, young people, communities and property developers in relation to space. Dee argues that this shapes social policy in a range of settings and contexts including their relationship with broader civic institutions and understandings of citizenship. Dee finds that claims for land use that involve young people rarely succeed and there is limited, if any, recourse to civic institutions. As such, we see a democratic deficit emerge because the various civic institutions involved fail in meeting their obligations to citizens. In addition, a great deal of work has emerged that investigates attempts to re-engage citizens through mechanisms to promote citizenship education and a more active citizenship which has also been accompanied by government programs with the same goals (See for example the Western Australian government’s ‘Citizenscape’ program ). For example Hahn (231) undertakes a comparative study of civic education in six countries (including Australia) and the policies and practices with respect to citizenship education and how to promote citizen activism. The results are positive, though the research was undertaken before the tumultuous events of the terrorist attacks in New York, the emergence of the ‘war on terror’ and the rise of ‘Muslim-phobia’. A gap rises, however, within the Australian literature when we consider both the fluid and heterogenous nature of citizenship. That is, how do we understand the relationship between these diverse groups living within such proximity to each other overlayed by changing migration patterns, ongoing globalised processes and changing political environments as well as their relations to civic institutions? Further, how does this influence the way individuals perceive their rights, expectations and responsibilities to the state? Given this, I believe that there is a need to understand citizenship as a fluid and heterogenous phenomenon that can be in surplus, deficit, progressive and reactionary. When discussing citizenship I am interested in how people perceive both their rights and responsibilities to civic institutions as well as to the residents around them. A second, obviously related, area of interest is ‘civic engagement’: that is, “the activities of people in the various organisations and associations that make up what scholars call ‘civil society’” (Portney and Leary 4). Before describing these categories in more detail, I would like to briefly outline the methodological processes employed thus far. Much of the research to this point is based on a combination of established literature, my informal discussions with citizen groups and my observations as ‘an activist.’ That is, over the last few years I have worked with a broad cross section of community-based organisations as well as specific individuals that have attempted to confront perceived injustices. I have undertaken this work as both an activist – with organisations such as Aid/Watch and Oxfam Australia – as well as an academic invited to share my research. This work has involved designing and implementing policy and advocacy strategies including media and public education programs. All interactions begin with a detailed discussion of the aims, resources, abilities and knowledge of the groups involved, followed by workshopping campaigning strategies. This has led to the publication of an ‘activist handbook’ titled ‘From Sitting on the Couch to Changing the World’, which is used to both draft the campaign aims as well as design a systematic strategy. (The booklet, which is currently being re-drafted, is published by Oxfam Australia and registered under a creative commons licence. Much research is also sourced from direct feedback given by participants in reviewing the workshops and strategies The aim of tis paper then, is to sketch out the initial findings as well as an agenda for more formalised research. The initial findings have identified the heterogenous nature of citizenship that I have separated into four ‘citizenship spaces.’ The term space is used because these are not stable groupings as many quickly move between the areas identified as both the structures and personal situations change. 1. Marginalisation and Citizenship Deficit The first category is a citizenship deficit brought on by a sense of marginalisation. This is determined by a belief that it is pointless to interact with civic institutions, as the result is always the same: people’s opinions and needs will be ignored. Or in the case of residents from areas such as Macquarie Fields, the relationship with civic institutions, including police, is antagonistic and best avoided (White par. 21). This means that there is no connection between the population and the civic institutions around them – there is no loyalty or belief that efforts to be involved in political and civic processes will be rewarded. Here groups sense that they do not have access to political avenues to be heard, represented or demand change. This is leading to an experience of disconnection from political processes. The result is both a sense of disengagement and disempowerment. One example here emerged in discussions with protesters around the proposed development of the former Australian Defence Industry (ADI) site in St Marys, an outer-western suburb of Sydney. The development, which was largely approved, was for a large-scale housing estate proposed on sensitive bushlands in a locality that resident’s note is under-serviced in terms of public space. (For details of these discussions, see http://www.adisite.org/.) Residents often took the attitude that whatever the desire of the local community, the development would go ahead regardless. Those who worked at information booths during the resident protests informed me that the attitude was one best summarised by: “Why bother, we always get stuffed around any way.” This was confirmed by my own discussions with local residents – even those who joined the resident action group. 2. Privatisation and Citizenship Deficit This citizenship deficit not only applies to the marginalised, however, for there are also much wealthier populations who also appear to experience a deficit that results from a lack of access to civic institutions. This tends to leads to a privatisation of decision-making and withdrawal from the public arena as well as democratic processes. Consequently, the residents in the pockets of wealth may not be acting as citizens but more like consumers – asserting themselves in terms of Castells’s ‘collective consumption’ (par. 25). This citizenship deficit is brought on by ongoing privatisation. That is, there is a belief that civic institutions (including government bodies) are unable or at least unwilling to service the local community. As a result there is a tendency to turn to private suppliers and believe that individualisation is the best way to manage the community. The result is that citizens feel no connection to the civic institutions around them, not because there is no desire, but there are no services. This group of citizens has often been described as the ‘Aspirationals’ and are most often found in the growth corridors of Sydney. There is no reason to believe that this group is this way because of choice – but rather a failure by government authorities to service their needs. This is confirmed by research undertaken as early as 1990 which found that the residents now labelled Aspirational, were demanding access to public infrastructure services including public schools, but have been neglected by different levels of government. (This was clearly stated by NSW Labor MP for Liverpool, Paul Lynch, who argued for such services as a way to ensure a functioning community particularly for Western Sydney; NSWPD 2001.) As a result there is a reliance on private schools, neighbourhoods, transport and so on. Any ‘why bother’ attitude is thus driven by a lack of evidence that civic institutions can or are not willing to meet their needs. There is a strong sense of local community – but this localisation limited to others in the same geographical location and similar lifestyle. 3. Citizenship Surplus – Empowered Not Engaged The third space of citizenship is based on a ‘surplus’ even if there is limited or no political engagement. This group has quite a lot in common with the ‘Aspirationals’ but may come from areas that are higher serviced by civic institutions: the choice not to engage is therefore voluntary. There is a strong push for self-sufficiency – believing that their social capital, wealth and status mean that they do not require the services of civic institutions. While not antagonistic towards such institutions, there is often a belief is that the services provided by the private sector are ultimately superior to public ones. Consequently, they feel empowered through their social background but are not engaged with civic institutions or the political process. Despite this, my initial research findings show that this group has a strong connection to decision-makers – both politicians and bureaucrats. This lack of engagement changes if there is a perceived injustice to their quality of life or their values system – and hence should not be dismissed as NIMBYs (not in my backyard). They believe they have the resources to mobilise and demand change. I believe that we see this group materialise in mobilisations around proposed developments that threaten the perceived quality of life of the local environment. One example brought to my attention was the rapid response of local residents to the proposed White City development near Sydney’s eastern suburbs that was to see tennis courts and public space replaced by residential and commercial buildings (Nicholls). As one resident informed me, she had never seen any political engagement by local residents previously – an engagement that was accompanied by a belief that the development would be stopped as well as a mobilisation of some impressive resources. Such mobilisations also occur when there is a perceived injustice. Examples of this group can be found in what Hugh Mackay (13) describes as ‘doctor’s wives’ (a term that I am not wholly comfortable with). Here we see the emergence of ‘Chilout’: Children out of Detention. This was an organisation whose membership was described to me as ‘north shore professionals’, drew heavily on those who believed the forced incarceration of young refugee children was an affront to their values system. 4. Insurgent Citizenship – Empowered and Engaged The final space is the insurgent citizen: that is, the citizen who is both engaged and empowered. This is a term borrowed from South Africa and the USA (Holston 1) – and it should be seen as having two, almost diametrically opposed, sides: progressive and reactionary. This group may not have access to a great deal of financial resources, but has high social capital and both a willingness and ability to engage in political processes. Consequently, there is a sense of empowerment and engagement with civic institutions. There is also a strong push for self-sufficiency – but this is encased in a belief that civic institutions have a responsibility to provide services to the public, and that some services are naturally better provided by the public sector. Despite this, there is often an antagonistic relationship with such institutions. From the progressive perspective, we see ‘activists’ promoting social justice issues (including students, academics, unionists and so on). Organisations such as A Just Australia are strongly supported by various student organisations, unions and other social justice and activist groups. From a reactionary perspective, we see the emergence of groups that take an anti-immigration stance (such as ‘anti-immigration’ groups including Australia First that draw both activists and have an established political party). One way to understand the relationship between these groups is through the engagement/empowered typology below. While a detailed discussion of the limitations of typologies is beyond the scope of this paper, it is important to acknowledge that any typology is a simplification and generalisation of the arguments presented. Likewise, it is unlikely that any typology has the ability to cover all cases and situations. This typology can, however, be used to underscore the relational nature of citizenship. The purpose here is to highlight that there are relationships between the different citizenship spaces and individuals can move between groups and each cluster has significant internal variation. Key here is that this can frame future studies. Conclusion and Next Steps There is little doubt there is a relationship between attitudes to citizenship and the health of a democracy. In Australia, democracy is robust in some ways, but many feel disempowered, disengaged and some feel both – often believing they are remote from the workings of civic institutions. It would appear that for many, interest in the process of (formal) government is at an all-time low as reflected in declining membership of political parties (Jaensch et al. 58). Democracy is not a ‘once for ever’ achievement – it needs to be protected and promoted. To do this, we must ensure that there are avenues for representation for all. This point also highlights one of the fundamental flaws of the aforementioned citizenship test. According to the Department of Immigration and Citizenship, the test is designed to: help migrants integrate and maximise the opportunities available to them in Australia, and enable their full participation in the Australian community as citizens. (par. 4) Those designing the test have assumed that citizenship is both stable and, once achieved, automatically ensures representation. This paper directly challenges these assumptions and offers an alternative research agenda with the ultimate aim of promoting high levels of engagement and empowerment.
