This study seeks to focus on the extent to which the newly formed Mangaung Metropolitan Municipality (MMM) in the Free State Province of South Africa has been able to close the socio-economic gap between the former homelands’ socio economic status and the current MMM such that the local development in former homeland areas post 1994 is scruitinised with the MMM serving as a unit of study for the scrutiny. A brief history of the three towns that form the Mangaung Metro Police such as Bloemfontein, Botshabelo and Thaba Nchu, the population statistics and economic sectors contributing to its economic environment will be provided. The study will also look into the historical background of Local Economic Development and practices in South Africa.

Abstract:
The value and economic contribution of agricultural production in the former homelands of South Africa has become increasingly important to measure because it is critical to our understanding of the role agriculture plays in household food security in these regions and the contribution by this section of the agricultural sector to the economy. Yet, two decades into the Democratic South Africa we still fail to consistently provide accurate estimates of this sectors value. The fundamental premise of this dissertation is to estimate the value and economic contribution of agricultural production in the former homelands of South Africa so that the subsistence agricultural sector can be well understood in terms of its characteristics and its value. The main focus of this study is therefore placed on black subsistence farmers in the former homelands of South Africa, mostly because these areas are under great pressure to maintain food self-sufficiency. The main hypothesis of this study is that, the value and economic contribution of agricultural production in the former homelands is significant when compared with the contribution by the commercial agricultural sector in South African. In order to test this hypothesis, three different data sets were analysed because none of these data sets individually provide exhaustive information for the purposes of this study. These data sets include primary data, such as the Agricultural Research Council (ARC) sample survey data from the OR Tambo District municipality conducted in 2015. The secondary data used in this study include the ARC sample survey 2013, the Income and Expenditure Survey (IES) 2010/2011 conducted by Statistics South Africa (Stats SA), and the National Income Dynamics Study (NIDS) waves 1 to 3 conducted by the Southern African Labour Development Research Unit (SALDRU). The Gross Margin (GM) analysis approach was used in this study to estimate the economic contribution of agricultural production. In interrogating the NIDS waves and IES 2010/2011 data sets, two types of variables which can be used to estimate the economic contribution of agricultural production are provided. The first type of variables are the self-reported values of agricultural goods consumed from home production, which are found in both the NIDS and IES datasets. The second type of variables are quantities of agricultural goods harvested and the value of sales from home production, found in the NIDS datasets. The variables to estimate the economic contribution of agricultural production would appear to be the self-reported values of agricultural goods consumed from home production. Using the NIDS data the estimated value of consumption from home production in current prices was R207 million based on wave 1 data, R80,5 million based on wave 2 data, and R529 million based on wave 3 data. Using the IES data the estimated value of production for home consumption in current prices was R359 million in 2010/2011. In investigating the 2010/2011 figures estimated in this study several issues arise with regard to the number of agriculturally active households and the value of agricultural goods consumed from home production. The most important issue, is that self-reported values of agricultural goods consumed by households introduce an added source of inequality to the measurement of output. According to the UNSD (2005), households can inaccurately assign values to self-produced goods because of a lack of information about local market prices. In order to avoid this source of inequality in the measurement of the agricultural sectors contribution, estimates of the economic contribution of agricultural production were pursued, based on local market prices. It was determined that only the NIDS and the ARC data sets have variables to directly estimate the economic contribution of agricultural production based on the GM approach. The variables include: quantities of crop and livestock goods harvested and the value of sales from own production. Using the ARCs data it was estimated that the annual GM per household per year in 2012 prices was R1 985.32 based on the 2013 data and R8 892.85 based on the 2015 data. Using the NIDS waves 1 and 3 data, it was estimated that the annual GM per household was R1 017.85 based on wave 1 data and R3 535.42 based on wave 3 data in 2012 prices. The NIDS wave 2 data set does not provide farm input cost and livestock production variables. As a result, it was only possible to estimate the annual Gross Farm Income (GFI) per household which was R1 973 in 2010/2011 in 2012 prices. The latter results are somewhat consistent with the ARC 2013 and 2015 figures, although not directly comparable. The Agricultural Research Council-Department of Rural Development and Land Reform (ARC-DRDLR) project introduced in the OR Tambo District municipality has played a key role in terms of changing the mind-set of farmers. Therefore, programmes such as the ARC-DRDLR project should be introduced with more vigour. Such programmes should, however, not undermine subsistence households consumption type activates.

ENGLISH ABSTRACT: It is remarkable that population, which is at the centre of the economic problem - the Wealth if not the Poverty of Nations - has received scant attention in economic research in South Africa. Which is probably why we can have a NEW - so designated in the Draft Report - population policy propounded by government (in 1997) which manifests little appreciation of the economics of population. This dissertation is an attempt to demonstrate why the void should be filled and to bring to light specific topics within the broader subject matter that could be fruitfully researched. The demographic scene in South Africa lends itself to a telling demonstration of the economic effects of population movements by way of contrasting the experience of the high fertility, youthful Black population - with a total fertility rate of around 37 after having been 6,75 in the 1950s - and that of the demographically older non-Blacks, among whom the Whites exhibit a fertility level way below the replacement rate of 2,1, while that of the Asians (Indians) and Coloureds has almost reached that rate. Since the former has a share of more than a dominant three-quarters in the aggregate South African population, the emphasis is inevitably on the economic consequences of rapid population growth and its attendant demographic magnitudes: fertility, mortality, migration, age and sex composition, spatial distribution and, what is called "economic quality" of the population as manifested in its supply of enterprise. The analysis is presented in the traditional supply and demand paradigm. Supply is examined by linking demographic forces to the five factors of production whose co-operation is responsible for the generation of the national product: entrepreneurship, (ordinary) labour, natural resources, technology and capital. The population has to generate an adequate supply of entrepreneurs, and the two human factors of production have to have one or more of the non-human factors at their disposal to accommodate the population economically. Proliferating human numbers can be destructive of natural resources, and in conflict with the formation of capital, the accumulation of technology and their potential economic welfare-enhancing operation. The demand aspects are analysed by linking on to the four macro demand components in the national accounts system: Household consumption, Government consumption, Investment (visa- vis saving) and foreign trade. Some of the issues discussed are: the stability deriving from a population elasticity of demand close to 1,0; the comparative significance of the population versus the affluence factor; the role of high fertility in the acquisition, at the election polls, of economic power via political power, and its consequences for the diversion of demand; the capital absorbed in "demographic investments"; and the significance of the South African factor endowment for its foreign trade. From the above analyses conclusions could be drawn about econormc growth, poverty, unemployment and the economic value of a life. In human populations, in sub-Saharan Africa at least, quantity is the adversary of quality.
AFRIKAANSE OPSOMMING: Dit is merkwaardig dat Bevolking, wat aan die middelpunt staan van die Rykdom van Volkere indien nie van die Armoede nie, so weinig aandag in die ekonomiese literatuur van Suid-Afrika geniet. Dit is waarskynlik waarom die regering in 1997 'n NUWE bevolkingsbeleid - so gespesifiseer in die konsepwitskrif - kan voorstel wat weinig aanduiding toon van 'n waardering vir die Ekonomie van Demografiese tendense. Abstract:
The purpose of this treatise is to ascertain the impact of economic downturn on Black Economic Empowerment (BEE) and Banks. This has been sparked by the huge speculations in the market as to what will happen to BEE and how will the banks cope in general with the impact of this scourge. It is imperative to understand the influence of the 2008+ economic downturn on socio-economic reconstruction and development in South Africa and the black economic empowerment and its funding mechanisms. The treatise has two phases the, namely the theoretical phase and a bit of narrative phase. In the theoretical phase the research study interrogates what the literature review reveals about the economic downturn, BEE as well as performances of different banks across the world. This shows the economic impact that the banks have had to endure during the economic downturn. This resulted in stock markets losing their value. The dividend earners were significantly affected including a sizeable number of BEE companies. The BEE companies are perceived to be too reliant on debt on to finance their deals and this treatise will look at various options of financing a BEE deal and what is deem to the most suited financing structure. The narrative phase involves semi-structured interviews that were conducted in order to ascertain the real impact that South African were faced with and how they have managed to steer clear of the turbulent waters. This also looked at how the BEE consultant views the current occurrences in the market.

Abstract:
The Introduction to the statement explains that its aim is to contribute to the search for a more just, equitable and sustainable economic dispensation. It reminds people that, as a nation, we have overcome the horrors of apartheid and made significant progress towards peace and stability. However, we are sitting on an economic time-bomb; if we do not strive for economic justice we must expect a deepening of our social problems such as crime, lawlessness, poverty and unemployment. The second section considers the Church's Prophetic Duty to speak out and to bring Gospel values to bear on political, economic and social matters. A second transformation is needed: massive, and overwhelmingly positive, political change has occurred, but the same has not yet happened in the economy, with the result that the majority of our people still have little chance of fulfilling their reasonable hopes for a better life. Section three turns to the question of Discerning Economic Justice. It is asserted that every economy has a moral quality which makes it possible for us to pass judgements as to whether or not it is a just economy. In order to make such judgements the presence or absence of various factors must be assessed, including poverty, unemployment, discrimination, materialism and environmental degradation. Next, the statement deals briefly with Economic Structure. The fact that economies are complex, and that most people are unfamiliar with economic terminology, results in many people feeling powerless. They believe that, as individuals, they have no influence over, or responsibility for, the way an economy operates. Some of the negative consequences of such a belief are mentioned, and it is pointed out that we have a moral duty to make the correct choices, even in complex matters. Section four, Christian Economic Values, offers some guidelines for those striving to make these choices. The section summarises some of the main concepts and principles developed by the Church as ways of making concrete the commandment to 'love your neighbour as yourself'. These include the common good, solidarity, the option for the poor, the common destiny of goods, and the integrity of creation. The South African Economy is analysed in section six, according to the criteria mentioned in section three. Poverty, unemployment, materialism, greed, the lack of women's economic empowerment, debt and corruption are among the features identified as contributing to economic injustice in our country. But the gap between rich and poor is singled out as the defining characteristic of our economy, with millions of South Africans surviving, like Lazarus, on crumbs from the rich man's table. No country's economy exists in isolation, free from outside influences. Therefore, in section seven, some attention is given to The World Economy, especially to aspects which affect South Africa. The point is made that international factors can act as powerful constraints on moves towards economic justice at home, without their being, however, an excuse for a lack of effort in this direction. When statements such as the present one are published, people have a right to expect the authors to make specific and practical recommendations. This is attempted in section eight, What Can Be Done? The major role-players in the economy are identified and various steps are suggested for each of them; these range from fiscal initiatives to encourage job-creation, through changes to personal taxation and measures to improve productivity and training, to the promotion of the interests of the unemployed. However, it is conceded that even the most enlightened economic measures will not be able to withstand selfish and destructive attitudes. The question of people's attitudes to each other and to economic choices is therefore addressed, with particular emphasis being placed on the role of the religious community in this regard. By way of Conclusion the statement points out that economic justice is demanded not just by the poor and by forthcoming generations, but by God. In striving for a just economy we are carrying forward Jesus' great task of bringing fullness of life to all people.

Abstract:
A country’s performance is commonly measured by its Gross Domestic Product (GDP). The Gross Domestic Product in Developing Countries (DCs) can be seen confusing and unbalanced, with regular and unconditional falls and booms. This study aims at examining the factors that affect the Gross Domestic Product (GDP) of Developing Countries (DCs) whereby South Africa is being selected as a representative. An econometric analysis of the Keynesian model is adopted to test the South African Gross Domestic Product (GDP) over a decade (10 years). The methodology conducted uses quarterly time series data from the South African Reserve Bank (SARB) where the South African Gross Domestic Product (GDP) is modelled as a function of consumption expenditure, domestic investment, government spending and export/import of the country. This is in order to determine which of these factors best explain South African economic growth dynamics. The variables in the model are tested for stationary and the result shows that the variables become stationary at 1st difference, except for consumption which become stationary at 2nd difference. The Ordinary Least Squares (OLS) results confirm that consumption, investment, government spending and net export all have a positive impact on Gross Domestic Product (GDP). The findings suggest that the South African Gross Domestic Product is mainly influenced by consumption, followed by investment. In the recommendation context, the study recommends that South Africa should continue to maintain price stability while at the same time endeavour to attract more investment to the country. Moreover, Developing Countries need to maintain a fiscal discipline without necessarily losing sight of the international dynamics. For further areas of studies, the study recommends more analysis on macroeconomic policies that are comprehensive and can cover all aspects related to the Keynesian model of economic growth. Finally, it is necessary to remind that the findings and recommendations drawn from the study are limited to the concept of South Africa and are based only on the results from the empirical analysis conducted.

Abstract:
Various studies conclude that accelerated economic growth and development are necessary in South Africa to make a significant contribution towards reducing high levels of unemployment, inequality and poverty. Moreover, in theories of economic growth the export sector is frequently accorded a special role in encouraging faster economic growth, which is often supported by empirical evidence. Nonetheless, a question that remains unresolved is whether higher export growth leads to higher economic growth in South Africa and what particular role exports may play within the overall economic growth process of the country. This study applies Johansen’s cointegration procedure, impulse response functions, variance decomposition analysis and Granger causality tests to shed light on the channels through which export growth may impact South Africa’s economic growth rate. Quarterly time series data ranging from 1975q1 to 2012q4 is employed in the study’s empirical tests. The empirical results lend support to the idea that the role of exports in the economic growth process fundamentally lies in their ability to encourage investment and capital formation. While export growth supports higher economic growth in the short-run, it does not have the same effect in the long-run. Nonetheless, with export growth supporting faster capital formation in South Africa, and capital formation, in turn, significantly increasing economic growth in the long-run, the impetus to growth stemming from exports has been found to lie in the channel to capital formation. On the basis of the empirical results, not only are exports a critical requirement of higher investment, but they are also anticipated to play a prominent role in lifting the balance of payments constraint that would make investment-led growth possible in the first place. Overall, a strategy of export-led growth that does not explicitly emphasise the export-capital-growth connection is likely to fall short of reflecting the dynamics contained within the exports-growth relationship in South Africa.

This document has been prepared for debate within the ranks of the ANC. It does not represent an agreed policy, but rather seeks to contribute to a democratic process of formulating our movement's economic policy. The movement believes that economic policy should address itself to the demands and needs of the majority of the people, and active discussion and debate is essential if they are to have a more prominent place. The ANC has long recognised the necessity for political liberation and constitutional changes to be accompanied by socioeconomic transformation. The Freedom Charter proclaimed the necessity for the people to share in the countries wealth, for the land to be distributed to those who work it, for there to housing, security and comfort for all, and for the doors of learning and culture to opened. The constitutional guidelines also recognised the need for economic restructuring to be part of the process of constitutional change.

This study examined the role the Malaysian government played in developing the Malaysian economy as a means to eliminating poverty and inequality and explored the lessons South Africa can learn from Malaysia's development experience. Under British colonial rule Malaysia developed a divided multi-ethnic society characterised by gross inequality and high levels of poverty. Jolted by the 1969 race riots and in a major departure from the laissez-faire economic policy, the government embarked on the New Economic Policy in 1970. This ambitious twenty-year social engineering plan ushered in greater state intervention in the economy. It greatly reduced poverty among indigenous Malays and made substantial progress towards achieving inter-ethnic economic parity.

ENGLISH ABSTRACT: Poverty is a widespread phenomenon within the coloured community of South Africa. In 1976 the Theron Commission reported on coloured poverty and recommended widespread reform to the apartheid system to incorporate coloureds into social and economic life on an equal footing with whites. The commission was of the opinion that the poorest 40% of coloureds lived in a state of chronic community poverty. This conclusion was based on the culture of poverty approach, which states that negative external factors and an internal process of self-perpetuation can sometimes combine to cause a povertysyndrome. The original culture of poverty approach was widely misinterpreted and criticised and consequently lost much of its support. However, if properly understood, the approach can still be used effectively. Since the Theron commission made a healthy reinterpretation of this approach it also provides a good theoretical framework to analyse coloured poverty. The socio-economic position of coloureds has improved markedly since the era of the Theron commission. Total fertility rates and infant mortality rates declined, while life expectancy increased. The educational status of coloureds increased considerably. There is, however, still a large disparity between rural and urban coloureds. The per capita income of coloureds almost doubled in this period. This rise in income can be attributed to an improvement in occupational status (which was in turn influenced by an improvement in educational status) as well as a decrease in wage discrimination. In spite of the overall improvement in the socio-economic position of coloureds, poverty rates did not decrease significantly since the era of the Theron Commission. Although poverty is still more widespread in rural areas, there has been a relative improvement in the socioeconomic position of rural coloureds and agricultural labourers. This has partly been caused by the urbanisation of the rural poor. Coloured poverty is, however, still at much lower levels than black poverty. Since the era of the Theron Commission the culture of poverty has been positively influenced by several factors: racial discrimination in public education and other social spending decreased, levels of education improved and contributed to the rise in per capita income, social work has become better focussed and is provided on a more equal basis and the socio-political emancipation of coloureds were achieved with the rise of a democratic society. However, it seems that the good economic growth rates during the 1960's and early 1970's provided the biggest thrust to the upward socio-economic mobility of coloureds and played a more important role than the Theron report or any other socio-political changes. It can be concluded that the culture of poverty as it existed at the time of the Theron report has weakened considerably and that the approach should therefore not be used as the basic model to describe the socio-economic position of poor coloureds any more. Current anti-poverty measures should be focussed on job creation, community building and education.
AFRIKAANSE OPSOMMING: Armoede is 'n wydverspreide probleem in die kleurlinggemeenskap van Suid- Afrika. In 1976 het die Theron Kommissie ondersoek ingestel na kleurling armoede en hulle het drastiese veranderinge aan die apartheidstelsel voorgestel om die sosio-ekonomiese vooruitgang van kleurlinge te verseker. Die kommissie het aangevoer dat die armste 40% van die kleurlingbevolking in 'n toestand van chroniese gemeenskapsarmoede verkeer. Hierdie gevolgtrekking is gebaseer op die kultuur van armoede teorie, wat veronderstel dat In armoedesiklus kan ontstaan wanneer daar 'n wisselwerking is tussen negatiewe omgewingsfaktore en In interne proses van selfvoortplanting deur middel van die gesin. Die oorspronklike kultuur van armoede benadering was onderhewig aan verskeie misinterpretasies en kritiek en het derhalwe baie aanhang verloor. Tog kan die kultuur van armoede teorie steeds met vrug aangewend word indien dit korrek toegepas word. Aangesien die Theron Kommissie die oorspronklike teorie op In gesonde manier geherinterpreteer het, verskaf dit 'n goeie teoretiese raamwerk waarbinne kleurlingarmoede ondersoek kan word. Die sosio-ekonomiese posisie van kleurlinge het In merkwaardige verbetering getoon sedert die era van die Theron Kommissie. Fertiliteitskoerse en suigelingsterftekoerse het afgeneem, terwyl lewensverwagting toegeneem het. Die onderwyspeil van kleurlinge het ook drasties verbeter, alhoewel daar steeds In groot gaping is tussen landelike en stedelike kleurlinge. Die per capita inkomste van kleurlinge het amper verdubbel in die periode. Die verhoging kan toegeskryf word aan In verhoogde beroepstatus (wat weer deur verbeterde onderwyspeile beïnvloed is) sowel as laer vlakke van loondiskriminasie. Ten spyte van die algehele verbetering in die sosio-ekonomiese posisie van kleurlinge, het armoedevlakke sedert die Theron era nie noemenswaardig verminder nie. Alhoewel armoede steeds wydverspreid is in landelike gebiede, het daar In relatiewe verbetering in die sosio-ekonomiese posisie van landelike kleurlinge en die plaaswerkersgemeenskap plaasgevind. Dit is deels veroorsaak deur verstedeliking van arm landelike inwoners. Kleurling armoede is egter steeds op 'n baie laer vlak as swart armoede. Sedert die era van die Theron Kommissie is die toestand van chroniese gemeenskapsarmoede deur verskeie positiewe faktore beïnvloed: rassediskriminasie ten opsigte van onderwys en ander sosiale besteding het verminder, vlakke van onderwys het verbeter en het bygedra tot 'n verhoging in per capita inkome, sosiale werk is beter gefokus en word op 'n meer gelyke skaal verskaf en met die demokratiseringsproses is die sosio-politiese emansipasie van kleurlinge verkry. Tog lyk dit of die goeie ekonomiese groei van die sestigerjare en vroeë sewentqerjare 'n groter invloed op die opwaartse sosioekonomiese mobiliteit van kleurlinge gehad het as die Theron verslag en ander sosio-politieke veranderinge. Die gevolgtrekking kan gemaak word dat die kultuur van armoede soos dit gemanifesteer het in die tyd van die Theron verslag in so 'n mate verswak het dat die benadering nie meer gebruik moet word as die basiese model om die sosioekonomiese toestand van arm kleurlinge te beskryf nie. Dit beteken egter nie dat daar nie nog steeds akute armoedeprobleme in sekere dele van die kleurlinggemeenskap bestaan nie. Huidige armoede-verligtingsbeleid moet fokus op werkskepping, gemeenskapsbou en onderwys.

Abstract:
Enos John Nganani Mabuza's life and work is used as a case study to highlight the conceptual and methodological theories and challenges in academic biographical writing regarding history, memory and legacies. This thesis answers the question: Who was Mabuza and what is his place or relevance in South Africa's history? We over-simplify and stereotype people because it is convenient. We judge others but there is no saint without a past or a sinner without a future. Mabuza reconciled with the main liberation movements and moved from a maligned position on the political fringes to a respectable one within the emerging black economic elite. History, like reference systems and values is not calcified or static. It is prone to interpretation, adaptation, modification, invention, manipulation, decomposition and re-composition. Bourdieu's habitus-field analysis, theory or logic of practice, notions of capital (symbolic, political, social, cultural and economic) is used together with Latour's actor-network theory as the basis of analysis of the social contracts and trust bonds that Mabuza was able to create and which enabled him to navigate South Africa's socio-political and economic milieus during apartheid and the transition in the early 1990s. As people or actors, we believe in the mantra, nothing ventured, nothing gained. We exercise agency and take risks every day. We make choices and those choices have consequences. Mabuza's choices in the fields of education, politics and business had implications for how he is perceived or has been written into history. His choices put notions of identity, citizenship, power, legitimacy, ambition, elite accommodation, class, personal and professional networks, popular struggles, agency and structure under the spotlight. Mabuza's involvement in Bantustan politics, for instance, is contextualised in terms of a historical overview of the unpopular role played by traditional authorities in South Africa before and during colonialism and apartheid. His later foray into the world of business, however, was facilitated in part, by the personal and professional contacts that he made whilst he was in politics and the opportunities which opened up during the country's political transition. Mabuza adapted to changing circumstances and demonstrated a level of versatility which other Bantustan functionaries did not or could not exercise.

Abstract:
This Working Paper contains the results of a pilot investigation undertaken in 1986/87 in selected areas of the Keiskammahoek District of Ciskei. The pilot study was undertaken in order to compile a comprehensive plan for a long-term study of the Keiskammahoek District as a whole. Such a study would be designed to analyse socio-economic and political changes which have taken place in the District, measured against the results of a major multidisciplinary research project (The Keiskammahoek Rural Survey) which was undertaken in the area between 1948 and 1950. The existence of the Keiskammahoek Rural Survey affords a unique opportunity for comparative social science research, particularly because it is well known that substantial changes have taken place in the District. However, the precise nature and scale of the changes were unknown; hence, the decision to conduct a pilot survey first. The results of the pilot survey, published here, have turned out to be extremely valuable in formulating proposals for a subsequent on-going research undertaking; and have fully justified the time and money devoted to the exploratory investigation which constituted the basis of the pilot project.

The LED programme will also give effect to the “Growth, Employment and Redistribution: A Macro Economic Strategy” framework that outlines the strategy for rebuilding and restructuring the South African economy. The document confirms Government’s commitment: “It is Government’s conviction that we have to mobilise all our energy in a new burst of economic activity. South Africa has undergone a remarkable political transformation since the birth of democracy in 1994, yet it remains plagued by extremely high levels of socio-economic inequality, violent crime and social unrest. Although inequality is often regarded as a major driver of many social problems, the evidence base concerning inequality in South Africa is relatively limited, consisting primarily of national level Gini coefficients or General Entropy measures based upon household income, expenditure or consumption data. In this thesis I argue that these broad national level measures say little about people's actual day-to-day lived experiences of inequality and how these individual experiences of inequality may be shaped by the local geographical areas in which people live and go about their daily lives. I construct a series of empirical measures of exposure to socio-economic inequality which reflect the socio-spatial environments in which people live. I argue that these new measures can be used as explanatory factors in the study of other social outcomes, both at an individual level (for example, individuals' attitudes) and at an area level (for example, rates of violent crime). Exposure to inequality is measured both from the perspective of the 'poor' population and the perspective of the 'non-poor' population and the measures are constructed and presented at small area level using the Datazone statistical geography. I analyse the spatial distribution of exposure to inequality and find that exposure to inequality is typically highest in urban neighbourhoods, particularly in the major metropolitan areas. I develop a measure of intensity of exposure in order to highlight areas with both high exposure and high levels of deprivation. I also present one example of how my new measures can be used to explore associations with other outcomes, specifically looking at the relationship between people's lived experience of inequality and their attitudes towards inequality and redress.

The focus of this thesis is on the bilateral relationship between South Africa and Malaysia. The thesis appropriates ‘critical theory,’ and as a flexible theoretical tool, and, as an open-ended, loose frame in order to give voice to the marginalized and voiceless from the South. The thesis thus looks at the politico-economic ties that have been developed and brings into view the socio-cultural relations that had been established between the peoples of the two sovereign nation-states during the apartheid and post-apartheid eras respectively. The basic purpose of this study was fivefold: (a) to contribute to the extant literature that concentrates on South Africa’s relations with Malaysia, (b) to examine the relationship at political and economic ties in some detail, (c) to demonstrate that apart from the afore-mentioned bonds IR specialists should also take into account the socio-cultural dimensions of international relations, (d) to bring to light the nation-state’s limitations when discussing the role of non-state actors and considering the contributions of other factors such as globalization, and (e) to stimulate further research on bilateral and multilateral relations in the South – particularly between South Africa and other states in Asia and Latin America - that would assist to better understand the past, present and perhaps the future.

South Africa is currently experiencing ever-increasing rural-urban migration with many citizens from the former homeland areas migrating to cities to seek employment. Despite long-term residence in urban areas, many township dwellers do not consider these places to be home. Research into circular migration patterns reveal the lifelong relationships that migrants (amagoduka) have with their family home (ekhayeni). This study aimed to explore this relationship, looking in particular at the meanings imbued in the locality of home. In addition, the role of natural landscapes and social components in constructing meanings and attachments to ekhayeni for Xhosa-speaking migrants in Cape Town townships, who have family linkages to rural villages in the Transkei, was also explored. The study found that the landscape of home remains central to migrants’ cultural identity, belonging and well-being. Childhood experiences in nature, and cultural and recreational activities that continue to take rural inhabitants into these landscapes, remain key to this relationship. The rural area, as a geographical entity embodied with social and cultural/spiritual components continued to supply and satisfy many human needs for migrants, which were seen as crucial for psychological, mental and spiritual well-being.

South Africa has become a significant role player in the international relations since being readmitted into the world community after the first democratic election in 1994. The primary focus of country’s international relations is the African continent. South Africa has played a pivotal role in bringing peace across the continent. There has also been an increase in South Africa’s engagement with the continent on economic and trade issues. South Africa’s economic diplomacy has been scrutinized from different angles. There has been perceptions of a South Africa with imperialists or hegemonic tendencies resembling those of the West. There are also those who view South Africa’s economic role in the continent in the positive light as a contributor to economic growth and development. The South African governments have always preached the notion of the “African agenda” and the interest in fair trade and engagement with the continent. This study assesses different debates regarding South Africa’s economic diplomacy in Africa and explores if this is benefiting the continent’s development. The study also considers if such economic diplomacy has positive spin off for the South African economy. Since economic diplomacy is operated at government level the study also considers how economic diplomacy is coordinated in South Africa. There are a number of recommendations presented for the improvement of economic diplomacy in South Africa.

This study examines the relationship between fiscal policy and economic growth in South Africa for the period 1994-2014. This study examines the relationship between fiscal policy and economic growth within the context of the endogenous growth theory. Three models are estimated. The variables included in the first model are; real GDP, aggregate government expenditure, total taxes and private investment. The second and third models disaggregate government expenditure into productive and non-productive and taxes into distortionary and non-distortionary. The Vector Autoregressive is used to estimate the relationship between fiscal policy and economic growth. The data is quarterly in frequency. The findings of the study suggest that government investment expenditure has negative impact on growth, while government consumption expenditure has positive impact on growth. Furthermore, the findings of the study are that direct taxes have negative impact on the economy while indirect taxes have positive impact on economic growth.

ENGLISH ABSTRACT: The traction of Foreign Direct Investment (FDI) has been viewed as a viable strategy for growing the economy and for solving such challenges as unemployment, the acquire skills and technology transfer. Many developing economies have implemented a number of macro-economic policies with the aim of boosting their economies. South Africa has, similarly, implemented a range of policies – including incentives aimed at attracting FDI. This study analyses the inward trends of FDI for South Africa and the key determinants of FDI. The study uses as variables annual key economic indicators such as gross domestic product (GDP), government size (GOVSIZ), export/import trade, the exchange rate, inflation and the interest rate, for the period 1970 to 2013. The study reviews global FDI trends and their geographic distribution as well as FDI trends in Africa and in key sectors, including FDI trends and FDI policy in South Africa. The literature review analyses the fundamental theories of international trade and foreign investment. A number of empirical researches indicate that factors such as skilled labour, infrastructure, financial development, political stability, market size, natural resources and better economic management (comparatively speaking) are key determinants for FDI. Following the theoretical review, the formulation of an empirical model to estimate the empirical determinants of South African FDI is discussed. The use of Johansen cointegration and the vector error correction model (VECM) framework is described. The discussion of cointegration analysis includes the use of impulse response and decomposition analysis to establish the long- and short-run determinants of FDI in South Africa. The results from the trend analysis showed that South Africa is still performing poorly in terms of receiving FDI when compared to other developing countries in regions such as Latin America and South Asia. The information and communications technology (ICT) and financial services sector are currently the major recipient of FDI, followed by manufacturing and mining. The USA, followed by the UK, are the primary sources of FDI in South Africa. The empirical results showed that FDI, GDP, GOVSIZ, trade, inflation, exchange and return on credit were long-run determinants. The VECM results revealed that GDP, GOVSIZ, trade openness and return on credit tend to have a positive impact on FDI, whereas the exchange rate and inflation have a negative impact on it.

Xenophobia became known as manifest of relations and perceptions of an "in–group" towards an "out-group", including a fear of losing identity, suspicion of its activities, aggressions, and desire to eliminate its presence to secure a presumed purity. This study aims to address the socio-economic impacts of xenophobia in South Africa. As a matter of fact, the 2008 xenophobia attacks amongst others were violent and acted as visible wake-up call to the country to focus attention on the reality of human migration. South African democratic constitution recognises immigration, and gives multiple reasons why nationals from other countries have to migrate to settle in South Africa. This study was grounded within the field of Development studies and undertook a case study of investigating the socio- economic impacts of xenophobia in Nelson Mandela Bay Metropole (NMBM) as a case study. The study employed the use of semi- structured interviews whereby a questionnaire was used to guide the researcher in the interview process. A total of 40 officials were interviewed, ranging from governmental department through to civil societies to private immigration consultants and immigrants in South Africa, in order to avoid the generation of biases. The data obtained from respondents were presented, analysed, and discussed. From the data collected, it was possible to single out the impacts of xenophobia in NMBM. Some of the consequences generated from the fact that the community need more awareness programs, the local and national government need to capacitate the citizens to create sustainable jobs and the DoHA‟s activities greatly relegate immigrants to the backyard. Based on the study findings, the main recommendations offered to NMBM was to create a forum to advice the DoHA to channel efforts into managing migration issues sustainably rather than "stopping" it. Furthermore to catalyse Civil Society and NGOs to initiate support mechanisms to hold government accountable. This will greatly provide a perfect platform for development.

South Africa is endowed with a well-developed and regulated financial system which compares favourably with those of other developed economies. Therefore the financial sector is intended to play a significant role in supporting the real economy, by enhancing trade and stimulating economic growth and development. Despite the existence of a stable, developed and well-regulated financial sector, the South African economy has experienced current account deficits for the past 10 years and economic growth rates have mostly trailed behind the targets prescribed by the socio-economic programs formulated and implemented since 1994. To solve the trade – financial development – economic growth nexus problem, most studies have focused on other countries while research studies on South Africa did not explicitly investigate the trade – financial development – economic growth triangle, the linkage which failed to yield the desired outcome for South Africa’s post 1994 era.Therefore, this study employs Cointegration Vector Autoregressive (CVAR) methodology to investigate the relationship between trade, financial development and economic growth in South Africa. The unit root test revealed that the variables considered in the study are I(1) variables and the Johansen cointegration test justified the existence of a long run relationship among the variables. The empirical findings indicate that imports and financial development are positively related to exports whilst economic growth is negatively related to exports. The VAR Ganger causality test has shown that there is a uni-directional causality running from financial development to economic growth, exports and imports and that imports Granger cause exports. The results of this study form the basis for further investigation into the non-performance of exports and economic growth in the nexus. The research study opens up new policy insights by suggesting that financial policy can be used to be more supportive to the production of intermediate and finished products destined for both international and domestic markets.

The enormous social, economic, and political government-led societal transformation South Africans have experienced over the past 15 years have brought about numerous societal and identity changes. The aim of the present study was to explore how dominant (White participants) and non-dominant (Black participants) groups experiencing the government-led societal transformation process deal with perceptions of intergroup differences based on Social Identity Theory (Tajfel & Turner, 1979, 1986) and related field research. Social Identity Theory predicts that in the presence of intergroup differences group members irrespective of their status position will apply identity management strategies to either improve or maintain their status position. The relationships between perceptions of intergroup relations and identity management strategies as proposed by Social Identity Theory were tested studying 170 second year Rhodes University psychology students. Sixty participants indicated themselves as Black South Africans (representing non-dominant group) and 110 participants identified themselves as White South Africans (dominant group). The results revealed that dominant and non-dominant groups differ systematically regarding the functional interaction between beliefs about the intergroup situation and identity management strategies. The results of the study indicate too, that ingroup identification differentiates between individual and collective strategies irrespective of the group’s status position.

Abstract:
Urban areas have become strategic locations where many throng to for a better life. However, wealth and economic opportunities are not evenly distributed in these urban spaces. South Africa is a fairly young democracy whose urban landscape has been largely shaped by the colonial apartheid system. The apartheid system segregated and relegated the black majority to the fringes of the cities into crowded communities characterised by poor living conditions, exclusion from the mainstream economy and limited urban amenities. Townships epitomise the harsh reality of the urban poor and how underdevelopment has been perpetuated. South Africa came up with different policies to redress the historical imbalances and inform urban development strategies. Urban renewal has been implemented as a development strategy in various cities across the world in an attempt to revive and improve the social, economic and environmental state of derelict urban spaces. Townships in South Africa have been the target areas for urban renewal with 8 presidential nodes having been initially identified for such in 2001. Eventually, Helenvale was added to the mix as a prime node in 2006 and the Helenvale Urban Renewal Project (HURP) was birthed - Helenvale and HURP being the identified site and project for this research respectively. An evaluative approach was adopted in assessing the socio-economic impact of urban renewal in South Africa townships and more specifically the socio-economic impact of HURP. Helenvale, like most townships in South Africa, is characterised by a high density settlement pattern, poverty, high unemployment, high rate of violence and crime, drug trade and substance abuse as well as a high rate of school dropouts. The Helenvale Urban Renewal Project (HURP) was implemented by the Nelson Mandela Bay Municipality (NMBM) and eventually the Mandela Bay Development Agency (MBDA) with the intention to rejuvenate the community on the social, economic and environmental front. The study findings showed that Helenvale, like all urban renewal nodes in South Africa had a number of socio-economic issues which prompted HURP. These include high unemployment (was 53.5% in 2013); alarming levels of violence and crime; drug trade and substance abuse and high rate of school dropout. Between 2007 and 2014, different projects were implemented under HURP, focusing mainly on physical development and community building. Study respondents had mixed reactions and perceptions of the impact of HURP. On one hand, the project saw the community benefit from the constructed public facilities like recreational parks and resource centre as well as capacity development and created employment opportunities. On the other hand, unemployment has persisted with only a small proportion of the population benefiting from the created jobs; crime remains unabated; drug trade has persisted leaving parents fearing for their young and gang violence has rendered the provided safe public physical features ineffective and the housing challenge has also not been resolved. By and large urban renewal and in this particular study, HURP has made great strides in improving the social and economic standing of the township community despite the challenges that are still lurking. A number of recommendations were proposed for similar studies and for urban renewal initiatives in South Africa. For the latter the study recommended having a robust policy that speaks to urban renewal directly and informs such. Other propositions include allowing the community to own and be stewards of urban renewal initiatives; allocating enough resources, both human and financial; and tailoring the project to respond to the needs of a particular community and not a one size fits all approach. In terms of similar studies the study recommends using a mixed methods approach to evaluate the impact of such ventures as well as evaluating more than one urban renewal initiatives for comparison and to allow for the generalizability of the findings.

Abstract:
It is widely accepted by governments of many developing countries that Foreign Direct Investment (FDI) is crucial to the socio-economic development of their nations and have developed various policies in an effort to attract FDI, as a result. FDI is a crucial source of technology, capital and skills for developing countries for economic growth that may ultimately lead to poverty reduction, employment creation and modernisation. However, results from many studies have been inconclusive and have failed to find a direct link between the increase of FDI and the associated socio-economic development of recipient nations. South Africa is no exception to this debate as it seeks to turn its back on decades long apartheid, which has entrenched poverty in the majority of its population and exacerbated social tensions. The main socio-economic challenges that South Africa faces include high unemployment, skills shortages, poverty and high inequality, and the 2008/2009 global financial and economic crisis has exacerbated the crisis. Despite these challenges South Africa‘s macro-economic strategies have had a good reputation since 2000. The monetary policy has turned out to be more transparent and predictable, and a sound fiscal policy has sustained its framework. The study analyses the role that FDI plays in the socio-economic development of South Africa since 1995 by focusing on selected case studies: ABSA Bank, General Motors South Africa (GMSA) and the Mining Sector of South Africa. The research concludes that although ABSA Bank has implemented several corporate social responsibility (CSR), and various employee development programmes, there is hardly any evidence to suggest that Barclays Bank‘s takeover of ABSA Bank has positively impacted on these programmes. General Motors South Africa (GMSA), which came into South Africa many decades ago through a Greenfield Investment, has played a positive role in the economy of the Eastern Cape Province as well as that of South Africa, having created jobs directly and indirectly. The company has also designed and implemented various educational, housing as well as health and awareness programmes for its employees and for the communities. Mining companies that operate in South Africa formed partnerships in the communities in which they operate in an effort to improve the lives of people. While these various projects have been a source of employment, they have had a limited impact on the core causes of social problems surrounding the mines. Many of these root causes relate to core business practices of the mining companies, especially employee recruitment, wages and housing. These root causes where witnessed in the Lonmin tragedy and in other strikes that spread throughout the sector in 2012. The study concludes that although FDI does play a role in the socio-economic development of South Africa, especially Greenfield investment, the same argument could not be made on Mergers and acquisitions (M&As). Finally, the South African government needs to play a proactive role in ensuring that foreign companies that invest in the country need to be well aware of the socio-economic needs of South Africa, and be willing to play a positive role in that regard.

Broad-Based Black Economic Empowerment (B-BBEE) has been the epitome of policy reform pervading South Africa (SA) since 1994, the end of apartheid. Often making media headlines, it inherently arrogates itself to all stakeholders engaged in commerce with/within SA. The impetus for the study ensued owing to recent (2013) changes to the B-BBEE legislative landscape. More specifically, the focus of the study was on one segment: Qualifying Small Enterprises (QSEs), operating within the same realm as Small Medium and Micro Enterprises (SMMEs). The rationale for such a focus stemmed from this market segment’s seemingly rigid response to such change, deemed to support this study’s results. The literature review embarked upon in Chapters 2 to 4, that is, collecting secondary data, provided for a solid foundation relative to a subject matter embedded with technical jargon and often driven by highly emotive/subjective inputs from stakeholders. The literature primarily drew from untested assumptions: these were mainly due to the high degree of contentiousness surrounding B-BBEE as subject matter, the lack of research (statistical results) relative to B-BBEE legislative change and more specifically, the lack of the latter relative to this study’s scope. The above introduction initiates the notion of there being inherent demarcations to this study, dictating the most relevant research design and methodology suited thereto. A pragmatic research philosophy was adopted, owing to its qualitative, exploratory enquiry. Furthermore, the unit of analysis, consisting of 16 samples, was conveniently selected. Although convenience sampling was regarded the most suitable approach to collecting data, it gave rise to the study’s biggest limitation: its inability to generalise findings. On that note, its findings were in line with the researcher’s precedential assumption upon its initiation: legislative change to Broad-Based Black Economic Empowerment (B-BBEE) for Qualifying Small Enterprises (QSEs) lead(s) to non-compliance and impeded transformation goals. The results give rise to a plethora of valuable insights into the dynamics of the industry, not only for strategic direction to be set for/by stakeholders on both a micro and macro level, but also providing a solid foundation relative to further research to be embarked upon – a notion highly advocated in supporting the integration of sustainable transformation in modern South Africa (SA).

Few legal developments in South Africa and elsewhere in the world in recent times have excited such controversy as the legal recognition of social and economic rights. South Africa has created a special place for itself in world affairs for being one of the countries that recognise socio-economic rights in a justiciable Bill of Rights. Partly this is in response to the appalling levels of poverty prevalent in the country which could potentially destabilise the new democracy. Improvement of the quality of life of every citizen is a crucial step in consolidating the constitutional democracy. The question that will face any court in giving effect to socio-economic rights is: how are these rights to be judicially enforced in a given context? The crux of this thesis lies in the resolution of this question. Firstly this thesis traces the philosophical foundations to the legal recognition of socio-economic rights. It is stated that the recognition of these rights in a justiciable bill of rights requires a conceptually sound understanding of the nature of obligations that these rights place on the state. It is emphasised that it is imperative that access to justice be facilitated to poor and vulnerable members of society for the realisation of the constitutional goal of addressing inequality. Particular concern and priority should in this context be given to women, children and the disabled. The study explores various judicial remedies and makes suggestions on new and innovative constitutional mechanisms for judicial enforcement of these rights. It is concluded that there is an important role to be played by civil society in giving meaningful effect to socio-economic rights.

Amartya Sen argued that poverty was the “deprivation” of the capability to lead a “good life”, therefore ending poverty meant meeting basic physical and social needs, and enabling meaningful economic and political choices. The principal objective of this research was to investigate whether (and if so, in what ways) post-apartheid state-provided non-contributory cash social grants in South Africa reduced “poverty” in Sen’s sense. This thesis used Ezibeleni, a historically black working class township at Queenstown, in the Eastern Cape, as a reference area. Using in-depth interviews, it found that social grants did help reduce poverty, both in terms of helping meet basic needs and enabling grant recipients to make more choices, including facilitating job searches and small businesses. However, it was also found that grants fall short of ending poverty, as the grants were too small to adequately cover basic needs in the context of large family sizes, a serious and long-term lack of resources, persistent unemployment, and high indebtedness, and could also enable only a limited expansion of choices. The grants played a positive role, but were inadequate to remove the “unfreedoms” facing the poor.

Many research papers have documented the positive relationship between the slope of the yield curve and future real economic activity in different countries and different time periods. One explanation of this link is based on monetary policy. The forecasting ability of the term spread on economic growth is based on the fact that interest rates reflect the expectations of investors about the future economic situation when deciding about their plans for consumption and investment. This thesis examined the predictive ability of the term structure of interest rates on economic activity, and the effects of different monetary policy regimes on the predictive ability of the term spread. The South African experience offers a unique opportunity to examine this issue, as the country has experienced numerous monetary policy frameworks since the 1970s. The study employed the Generalised Method Moments technique, since it is considered to be more efficient than Ordinary Least Squares. Results presented in this thesis established that the term structure successfully predicted real economic activity during the entire research period with the exception of the last sub-period (2000-2004) when using the multivariate model. In the periods of financial market liberalisation and interest rates deregulation the term structure was found to be a better predictor of economic activity in South Africa. These findings emphasise the importance of considering the prevailing economic environment in testing the term structure theory.

The study arose from a research issue that is both practical and theoretical. The apparent challenges of a stakeholder management nature in the execution of urban development projects in South Africa led to the conception of the study. However, the most compelling need for the study was the theoretical gap – in the urban development theory, in the projects theory, and particularly in the stakeholder management theory – on the management of stakeholders in the South African urban development projects. As a result, the value of the study is both managerial and scholarly. The urban development concept is understood to be referring to the development of urban areas for the purpose of improving the quality of life in the cities, and the development of the infrastructure to enable economic growth. Urban development projects, as vehicles for accomplishing urban development, are important for a newly industrialised economy (NIE) like South Africa. Also, as a result of the political past – in the form of a systematic preferential development based on racial segregation by the previous government, and the two decades of subjection of South Africa to economic and cultural isolation by the international community – South Africa has a huge backlog with regard to the two general purposes of urban development: social progress and economic progress. Consequently, urban development projects in South Africa are very critical and important, particularly for geopolitical and socio-economic reasons. Judging by the extensive negative media coverage, many of the South African urban development projects demonstrate poor stakeholder management. The list of urban development projects that have experienced stakeholder related challenges in South Africa is endless: the Johannesburg BRT project, the Gauteng Freeway Improvement project, the Transnet multi-product pipeline-construction project, the Chapman’s Peak toll-road project, the Kusile and Medupi power stations construction projects, are some examples. The project management profession and body of knowledge view stakeholder management in a serious light, actually a failure in adequately implementing stakeholder management in a project is tantamount to a failure of the project itself. There is also a consensus among numerous researchers that there is a general lack of knowledge for project managers on how to manage stakeholders, particularly external stakeholders. Stakeholder management is a poorly understood and, usually a very badly implemented project management discipline. Managing projects in Africa, and by inference in South Africa, can be particularly complex – given the involvement of multiple stakeholders and their historical, geopolitical, economic relationships, and cultural differences. The study set out to develop a framework to improve the management of stakeholders in urban development projects – by investigating the critical success factors that have an influence on stakeholder management success in urban development projects in South Africa. This study is important primarily because there seems to be no previous research conducted on this important project management discipline, stakeholder management of urban development projects; and there seems to be a neglect of stakeholder management duties by urban development projects agencies, and by inference, projects practitioners in South Africa. A theoretical space was created for this study in the fraternal literature of previous studies on critical success factors and/or stakeholder management in construction projects – as there seem to be none undertaken in the urban development environment, particularly in the South African context.

The post-apartheid developmental state of South Africa had a challenge of turning around an economy that was on deficit which it inherited in 1994, to a positive growth that will be sustainable and shared. The process followed in creating a sustainable economic development was first establishing a constitutional democratic government which was constituted in terms of the provisions of the Constitution of the Republic of South Africa, 1996, as three equal spheres of government, viz: the national, provincial and local spheres of government. Initiatives on innovative economic development become a reconstruction programme not only of the national and provincial spheres of government, but also of the local sphere of government which is closest to the people it governs and deliver municipal goods and services to. For an example, section 152 (1) (c) of the Constitution of the Republic of South Africa, 1996, provides that the local sphere of government which is constituted by 283 wall-to-wall municipalities must “improve social and economic development” of the people. Out of the 283 municipalities, 6 are metropolitan municipalities, and are the: City of Cape Town, City of Johannesburg, City of Tshwane, Ekurhuleni, Ethekwini, and Nelson Mandela Bay Municipality. This research project is limited to the City of Cape Town (CCT) and the Nelson Mandela Bay Municipalities (NMBM). In the second process, a number of legislations and policies providing for external mechanisms to be used to improve local economic development (LED) in an inclusive, shared and equitable manner were introduced. Policies that were introduced by the democratic government and serve as policy directive for economic development are: the Reconstruction and Development Programme (RDP) of 1994; the Growth, Employment and Redistribution (GEAR) of 1996; and the Accelerated and Shared Growth Initiative of South Africa (ASGISA) of 2006. The relevant legislations to the local sphere of government which were introduced and provided for the appropriate mechanism for enabling sustainable growth of local economies by developmental local government in partnerships with other stakeholders such as private sector and civil society movements are: the Local Government: Municipal Systems Act, 2000 (Act 32 of 2000); Municipal Service Policy of 2000; Guidelines on Municipal Service Partnerships of 2006-2010; and the National Framework for Local Economic Development in South Africa (NFLED) of 2006-2010. The above xviii legislations provide the following external mechanisms to improve local economic development in municipal areas, viz: public-private partnerships; public-public partnerships, and public-community partnerships. This research project is about the first external mechanism which is the public-private partnerships (PPPs) to enable municipalities to improve local economies that provide for job creations and employment for the local inhabitants. According to the National Treasury Regulation 16 (2004:1), PPP means a “commercial transaction between an institution, for example a metropolitan government, and a private party in terms of which: 1. The private party either performs an institutional function on behalf of the institution [in this regard a metropolitan government] for a specified or indefinite period or acquires the use of a state property for its own commercial purposes for a specified or indefinite period. 2. The private party receives a benefit for performing the function or by utilising state property, either by way of compensation from a revenue fund, or by charges or fees collected by the private party from users or customers of a service provided for them; or a combination of such compensation and such fees”. The first goal of this research project is to develop the most appropriate public-private partnership model for South African metropolitan government with special reference to the City of Cape Town (CCT) and the Nelson Mandela Bay Municipality (NMBM) in enabling and guiding them to improve and sustain local economic development (LED) in their respective areas of jurisdiction. The application of public-private partnerships (PPPs) as a policy strategy to achieve local economic development (LED) in CCT and NMBM was investigated, in order to determine whether these activities can be improved. Followed is the development of a conceptual framework for optimal PPP implementation in order to improve local economic development in the CCT and NMBM and other metropolitan and municipal areas in South Africa. A more appropriate PPP model called the Participatory Development Systems Model (PDSM) has been constructed for this purpose from a number of sources and proven good practices both locally in South Africa and internationally. The PDSM model uses the strategic prioritisation and management by a municipality of the integrated development of physical, economic, human and social capital in its region in a more participatory way, as a point of departure for PPPs. The PDSM model for PPPs also emphasises consistent systematic assessment of these strategies against the strategic LED goals of the municipality concerned in order to ensure that lessons are learnt from these experiences and used to refine or revise future LED and PPP strategies accordingly. This thesis makes an original contribution to the existing body of knowledge about the promotion of LED through PPPs in metropolitan municipalities in South Africa and elsewhere, by conceptualising PPPs in a clear and coherent way as an integrated dimension of strategic management processes in municipalities that need to be implemented in a more participatory way in order to achieve the overall strategic goal of sustainable LED.

ENGLISH ABSTRACT: China has experienced phenomenal economic growth over the past 20 years and has developed from a pure socialist economy into a market driven economy_ However the transfonnation process is not yet complete. China has a pegged currency system (this was the case up until 2110712005) that is coupled to the US dollar. The result of this was that their currency fluctuated much less than other developing country currencies and hence became a very attractive investment destination. In addition to this labour in China is very cheap and access to economies of scale is available. But despite the many positive aspects of the Chinese economy there are also a number of elements that have very negative consequences for the economy and need to be addressed if China wishes to create prosperity for all its citizens. The value of the yuan has been a topic of great contention, and there are very different opinions as to what the currency value should be. After careful consideration of the various options available to China it was assessed that it would be highly detrimental for China to suddenly free float its currency. However it is essential for China to gradually liberate their monetary system so as to create more monetary autonomy. To ensure that liberalization is done in an orderly and non~djsruptjve way, it is important that China refonns other aspects of its economy (such as its banking system, its unprofitable state owned enterprises, its need for energy, income inequality, the protection of intellectual property, its legal system, worker rights and growing unemployment). South Africa, as an emerging economy, also faces a number of challenges to create more opportunities for its people (of whom many are still living in poverty). Obstacles to economic growth include the effects of HN and AIDS, low productivity, discrepancy between the available and the needed skills, unemployment, crime and so forth. A number of positive aspects also exist that need to be harnessed more creatively to ensure that South Africans reap the rewards of sustained economic development. However, it is important that all the people in the economy (i.e. government, business, communities and NGOs) work together to create a positive business environment.
AFRIKAANSE OPSOMMING: China het indrukwekkende ekonomiese groei oor die afgelope 20 jaar ervaar en het ontwikkel van 'n sosiale ekonomie tot 'n markgedrewe ekonomie. Die transforrnasie proses is egter nog nie voltooi nie. China het 'n gekoppelde geldeenheid (dit was die geval tot en met 21107/2005) wat aan die Amerikaanse dollar gekoppel was. Die resultaat was dat hulle geldeenheid minder gefluktueer het as ander ontwikkelende ekonomiee, en China het dus 'n gesogte beleggingsoord geword. Daarmee saam is die koste van arbeid in China baie goedkoop en kan daar van skaalvoordele gebruik gemaak word. Maar ten spyte van die positiewe aspekte. is daar ook 'n aantal elemente wat baie negatiewe gevolge vir die ekonomie inhou en wat aangespreek moet word as China voorspoed vir al sy landsburgers wil verseker. All different spheres of government, organs of civil society and business have a tremendous role to play in pursuit of sustainable economic growth and development. In Khayelitsha there are emerging trends of bulk infrastructure spending and community led partnership that seek to unlock the economic potential however this progress has thus far been limited to retail development with no productive industrial development.

The main objective of this study is to examine the long run relationship between stock market development and economic growth in the case of South Africa. The study used quarterly data covering the period from 1990Q1 to 2010Q4. To empirically test the link between the two variables, the study used the Johnson’s cointegration approach and Granger causality so as to test the direction of the relationship. The Vector Error Correction Model was also employed to capture both short run and long run dynamics. Generally, the results reveal that a long run relationship exists between the two variables and the causality flows from economic growth to stock market development. Also, the extent to which of stock market development impacts on growth is statistically weak.

The Policy Unit of the Development Bank of Southern Africa (DBSA) has developed a number of strategic themes embracing many cross-cutting issues. The main thrust of the Unit’s work, however, focuses on the core mandate of the Bank - infrastructure. In order to provide for a coherent whole, rural infrastructure must fit into a broader policy framework. Globally, the goals set for the first two decades of the next millennium are to address poverty and achieve food security. The DBSA can contribute to South Africa’s position on these global themes by addressing the issue of rural infrastructure delivery, taking cognisance of the South African government’s Growth, Employment and Redistribution (GEAR) programme. This discussion document will specifically address the local economic development activities of farm production and rural livelihoods in order to achieve food security, address poverty and foster economic growth in the marginalised, infrastructure-deprived rural areas of the country. It is assumed that additional entrepreneurial economic opportunities will arise at village and town level as producers become nett surplus producers, eg in small grain milling, cottage industry, village markets, processing (value adding), etc. In contrast to urban development, where economic activity is assumed by investing in infrastructure, the DBSA will actively have to support the transformation of economic activity in the rural scenario. One of the past successes of the DBSA has been the introduction of the Farmer Support Programme (FSP). The FSP’s provision of services and support, based on the needs of existing smallholders, is embedded in participatory planning and action. Without local initiatives, rural infrastructure cannot be delivered effectively to bolster economic growth, create jobs and redistribute income. Most of the country’s poor live in rural areas, and without rural development there can be no GEAR. Life in these areas needs to be made liveable by encouraging entrepreneurial development, which includes facilitating agriculture, creating jobs and increasing rural income through appropriate government actions for improving the welfare of rural households. One of the ways in which national, provincial and local government could have a broad-based impact is by providing rural economic infrastructure and, to this end, local government, including regional and district councils, has been mandated to develop integrated development plans. These plans have to include economic development plans, and entrepreneurial development has been singled out as important in this regard. From this it follows that district councils and municipalities have a prime responsibility for developing entrepreneurs, including farmers in their rural constituency.

This study attempts to make a contribution to the debate on the role of South Africa within Southern African Development Community. An attempt is made to analyse this role within the context of regional integration debate. This role has been conceptualised within the dichotomies of hegemon versus partner. The study argues that South Africa is a hegemon in the region of SADC, and that given its overarching economic dominance and it has the potential of establishing its hegemony in the region. It maintains that there are several factors, which could facilitate South Africa's hegemonic dominance such as in military, technology and manufacturing sector. It concludes by arguing that given the changing geopolitical factors both within the region and the globe impedes South Africa from firmly expressing this hegemonic dominance. Furthermore, South Africa's pioneering role in the struggle to change the status quo globally in favour of the Southern states is another crucial factor, which imposes limitations on its hegemonic intentions regionally.

This study examines the influence of crime on the residents of Gugulethu, a previously disadvantaged urban community in the Cape Metropole. The research is particularly focused on the growing crime rate, which is perceived to adversely affect community development.Qualitative and quantitative research methods were employed in this study and two techniques of data collection were adhered to namely, self-administered questionnaires and person-to-person interviews. The target population of the survey were the residents of Gugulethu.The study found that the Gugulethu area suffers from problems associated with high levels of crime, high unemployment and lack of physical infrastructure. Violent crimes such as robbery, rape and assault are commonplace, occurring during daytime as well as at night. The range of criminal activity is comprehensive though. The study found that crime impacted negatively on citizens’ social and economic well-being in that economic opportunities were limited and economic investment curtailed. The situation is similar to that experienced with other deprived areas in the Cape Metropole, including parts of Mitchells Plain as well as Khayelitsha. Gugulethu is a smaller, more established urban area than Khayelitsha.The study forwards several recommendations relating to interventions which should be taken to ensure a secure environment for local residents, potential developers and investors, thus facilitating continued and much needed development in the area. Among the recommendations put forward are the upgrading of local infrastructure, the establishment of a healthy relationship between the community and the police,including the development of such initiatives as effectual Community Policing Forums (CPFs) and community development safety centres.

This study in local history describes socio-economic developments in Grahamstown between 1918 - 1945, and analyses the extent to which these developments mirrored trends in the macrocosm. During these years the city failed to become ndustrialised, but enhanced her reputation as an eminent educational centre. Despite being financially handicapped, the City Council undertook large public works schemes for the provision of essential services, such as electricity and an adequate supply of water. In addition a water-borne sewerage scheme was introduced, and roads were repaired and tarred. The influx of a large number of poor rural Blacks into the urban area placed a considerable strain on the city's health services, and housing projects had to be implemented. Local political affiliations and race relations are examined against the background of national developments, especially the growing entrenchment by the State of the policy of segregation. Attention is also devoted to the impact upon the community of international political crises. The cultural and sporting pursuits, as well as the entertainments enjoyed by Grahamstonians, are investigated; and a picture of the local "mentalite" is presented.

Abstract:
The history of economic thought is ‘flooded’ with neo-classical accounts despite the fact that neoclassical economics did not occupy history alone. This has caused the discourses on ‘lost alternatives’ to be relegated as the deterministic ‘straight line’ neo-classical historical discourses are elevated. Globally hegemonic neo-classical discourse aided this phenomenon as it served to subordinate any counterhegemonic local discursive processes towards alternatives. This study is premised on the theme of non-neoclassical ‘lost alternatives’ using the post-apartheid South Africa as a case study. Emerging from the apartheid regime, the impetus towards non-neoclassical redistributive policies was strong in South Africa but this did not gain traction as the ANC’s ‘growth through redistribution’ was replaced by globally hegemonic discourse which favoured ‘redistribution through growth’. This thesis postulates the idea of two waves of ‘internal’ discursive formations; capturing the transition to democracy up to 1996 as the first wave and the period from 2005 to about 2009 as the second wave. The developmental state paradigm (DSP) emerged as the central heterodox paradigm with ideas such as industrial policy, welfare, and social dialogue/compacts being main elements. The DSP was expressly chosen in the early 1990s, the first period of strong internal discursive formation, but faded as neo-classical policies, epitomised through GEAR, dominated the policy space. The DSP discourse gained vitality in the second wave of internal discursive formation (2005-2009) and it was associated with the subsequent Zuma’s administration. The study illustrates that the DSP has failed to be fully developed into a practical framework but remained only at rhetorical level with the phrase ‘developmental state’ inserted into government policy documents and documents of ANC as a ruling party. The thesis further illustrates that the DSP fared well ideologically because of its inclination to the ideology of ‘developmentalism’ tended to trump any socialist inclined policies such as a generous welfare regime. The thesis rebuts the notion of the DSP in South Africa which has only been amorphously developed with the phrase ‘developmental state’ becoming a mere buzzword. The thesis argues that the DSP in the 21st century is much more complex and the growing ‘tertiarisation’ of the economy makes the Social Democratic Paradigm SDP’s capability centric approach much more relevant for South Africa. The study goes further to argue that a (SDP) is much more suitable alternative for addressing South African colonial/apartheid legacies and consolidation of democracy.

Abstract:
This study examined the role of export diversification on economic growth in South Africa. The study used annual time series data for the period covering 1980 to 2010 and employed a Vector Error Correction Model to determine the effects of export diversification and possible factors that affect it on economic growth. Possible factors that affect export diversification considered as independent variables in this study include gross capital formation, human capital, real effective exchange rate and trade openness. Results of the study reveal that export diversification and trade openness are positively related to economic growth while real effective exchange rate, capital formation and human capital have negative long run relationships with economic growth. The study recommended the continual implementation of trade liberalisation by the South African government. The South African government is also encouraged to promote the production of a diversified export basket through subsidisation, promotion of innovation and production of new products.

ENGLISH ABSTRACT: Land has been a revolutionary metaphor for wealth and power in the world. Ideally, land reform in Africa should contribute to social and economic progress and ultimately result in social equity, as well as increased agricultural productivity. This study is devoted to the history of the land ownership in Southern Africa, as well as the meaning and explanation of land reform programmes after the transition to democracy. Moreover, it is dedicated to familiarising the reader with the various meanings and issues concerning land reform, particularly in South Africa and Zimbabwe. The outcome of the study is to promote further discussion on the need and about the revival of land reform programmes in the region of Southern Africa. In this study, South Africa and Zimbabwe are discussed comparatively with regards to three main areas of land reform: restitution, redistribution and tenure reform. The goal of this study is to gauge the possibility of South Africa following in the footsteps of Zimbabwe in terms of land invasions supported by the government. Zimbabwe faces the painful reality that its political revolutions have only brought them halfway to true independence. The objective for Zimbabwe is to establish a functional socialist economy where decision-making would be under political control so as to bring about the drastic redistribution of wealth from whites to blacks. The fulfilment of the rule of law must become the first priority of the Zimbabwean government. If the government continues to belittle the rule of law, corrupt decisions benefiting only those in support of the government, will continually be made. The importance of land in Zimbabwe did not so much arise from the social and economic inequalities, but rather the inability to access land, accompanied by a growing overpopulation, landlessness, land deterioration and escalating poverty in the black areas. This was further paralleled with severe under-utilisation of land in the white farming areas. South Africa, on the other hand, did make space at an earlier stage of transition in their constitution, for organised and methodical land reform to occur. Unfortunately, this process has taken much slower than first predicted, which has led to unrest among the landless, and those who have made claims for the land. South Africa very recently made some decisions to speed up the land reform process through expropriation if negotiations fail. With the Zimbabwean situation, the issue may not so much be about land in itself, but may reflect the need for employment, especially regarding infrastructure and investment in industrialisation within the rural areas. This study concludes that South Africa, although showing many similar signs of a downward spiral, will not follow the route which Zimbabwe has taken. It would appear that the government of South Africa would not allow land invasions by the landless, organised under the banner the 'Landless Peoples Movement (LPM), as was seen in Zimbabwe with the war veterans. The reason for this is that the South African government has made continuous statements that land invasions will not be tolerated in South Africa, and that they will abide by the legislation set out, when it comes to land reform and restitution. The government has the power to enforce the rule of law if land invasions do start to occur. Although the LPM have a similar manifesto and goal as to the war veterans in Zimbabwe, they seem a lot less militant and ready to work with the government and the people to ensure the best for South Africa's land reform process. This study thus looks at land reform issues that face South Africa and Zimbabwe, and fleshes out ideas as to creating a regional procedure for the best method of land reform for implementation by the South African Development Community.
AFRIKAANSE OPSOMMING: Gesien in die lig dat grond die revolusionêre metafoor van rykdom en mag in die wêreld is, sal dit ideaal wees as grondhervorming tot sosiale en ekonomiese bevordering in Afrika kan bydra en uiteindelik kan lei tot sosiale gelykheid en toename in produktiwiteit in die Landbou-sektor. Hierdie studie is toegewy aan die geskiedenis van grond-eienaarskap in Suider- Afrika, sowel as die betekenis en verduideliking van grondhervormingsprogramme na afloop van die transisie na 'n demokrasie stelsel. Die studie fokus ook daarop om die leser meer in te lig oor die verskeie menings en uitgangspunte rakende grondhervorming in die algemeen, maar meer speisfiek in Suid Afrika en Zimbabwe. Die doel van die studie is om verdere besprekings oor die behoefte en die heroplewing van grondhervormingsprogramme in Suider-Afrika. Suid-Afrika en Zimbabwe word in die studie op drie gronde met mekaar vergelyk: Die teruggawe van grondeiendom, die herverdeling van grondeiendom en die hervorming van besitreg. Die doel van die studie is om te bepaal of Suid-Afrika in die voetspore van Zimbabwe gaan volg. Zimbabwe staar die pynlike realiteit in die oë dat hul politieke revolusies hulle slegs halfpad tot ware onafhanklikheid gebring het. Die belangrikheid van grondbesit het nie werklik in die sosiale en ekonomiese ongelykhede gelê nie, maar in die onvermoë om grond te bekom tesame met 'n toenemende oorbevolkingsyfer, grondloosheid, grondverarming en toenemende armoede in swart gebiede. 'n Bydraende faktor was die groot mate van onderbenutting van grond in blanke boerdery gebiede. Aan die ander kant, het Suid Afrika baie vroeg in die oorgangsfase voorsiening vir 'n georganiseerde en stelselmatige grondhervormingsproses, in die grondwet gemaak. Ongelukkig het die proses baie langer gesloer as wat aanvanklik beplan is. Dit het tot onrustigheid onder die mense wat geen grondeiendom besit het nie en dié wat grondeise ingedien het, gelei. Suid Afrika het onlangs besluite geneem om die proses te bespoedig deur 'n paar belangrike besluite te neem, om die grondhervormings proses, vinniger te maak Dit word gedoen deur ekspropriasie as onderhandelinge onsuksesvol is. Soos in Zimbabwe, mag die werklike probleem nie slegs oor geondbesit gaan nie. Dit reflekteer die behoefte aan werkverskaffing, veral in die infrastruktuur van arm gebiede en die investering industrialisasie. Alhoewel dit lyk asof Suid-Afrika nie suksesvol in die herverdeling van grond is nie, kom die studie tot die slotsom dat die land nie in die spore van Zimbabwe sal volg nie. Die owerheid het die mag om die wet toe te pas in situasies waar grond onregmatig ingeneem word. ENGLISH ABSTRACT: Socio-economic rights are the subject of much debate in South Africa and elsewhere. At first they were simply denied the status of any rights at all. Lately, there is a fair amount of recognition for them as rights. The tendency is, however, to relegate them to paper rights and invest very little effort in bringing about their actual realisation. In this thesis I inquire into the question of what a human right, properly so called, is, and then whether, in the light of that inquiry, there is a basis for the reluctance to embrace socio-economic rights. South Africa is uniquely fortunate in having a constitution that gives recognition to socio-economic rights and requiring the Human Rights Commission to monitor their implementation. But again there is a risk that the recognition of socioeconomic rights is left as a constitutional matter, and nothing or little is done for their practical implementation. Therefore I inquire into the manner in which the Human Rights Commission monitors the implementation of these rights. The inquiry into the Human Rights Commission's monitoring role is largely a question of methodology. Whether, in other words, the methods of the Commission are such as to yield reliable information on the subject. I also inquire whether the government's budgetary allocations indicate a serious approach to these rights. The budgetary allocations that are brought under the microscope relate to the seven core rights enshrined in the constitution, namely, housing, health care, food, water, social security, education, and environmental rights.
AFRIKAANSE OPSOMMING: Sosio-ekonomiese regte is die onderwerp van vele debatte in Suid-Afrika en elders. Aanvanklik was daar nie erkenning gegee aan die status van hierdie regte nie. Hierdie situasie het die afgelope tyd begin verander. Die tendens is egter steeds om dit te sien as regte slegs op papier en daar word nie 'n poging aangewend vir die realisering van hierdie regte nie. Ek ondersoek in hierdie tesis die kwessie van wat 'n mensereg, korrek so genoem, is en ook of, in die lig van hierdie ondersoek, daar 'n basis is vir die huiwering om sosio-ekonomiese regte te aanvaar. Suid-Afrika is uniek in die sin dat die konstitusie erkenning gee aan sosioekonomiese regte en die Waarheid-en Versoeningskommissie opdrag gegee het om die implementering daarvan te monitor. Daar is egter weereens die risiko dat die erkenning van sosio-ekonomiese regte slegs gesien word as 'n konstitusionele aangeleentheid en dat niks of baie min gedoen word rakende die praktiese implementering daarvan. Ek stel daarom ook ondersoek in na die wyse waarop die Menseregtekommissie die implementering van hierdie regte moniteer. Thirteen years in the new democratic South Africa, South Africa is still faced with socio-economic problems such as high rates of unemployment, shortage of housing, crime and HIV/Aids. Buffalo city falls within the Amathole District Municipality (ADM). ADM population is estimated at + 1, 67 million, being predominantly rural and living in low socio-economic conditions. The demographic trends of ADM population depict high poverty, illiteracy and unemployment rates, rendering them prone to high morbidity and mortality (www.amathole.gov.za, 2007). The aim of this research was to assess the role of the SMMEs in the socio-economic development of Buffalo City. This study is based on exploratory quantitative and qualitative research methodologies. Using a convenience sampling technique structured questionnaires were used to collect data amongst 28 SMMEs in Buffalo City. The findings of this study suggest that SMMEs play a vital role in the socio-economic development of Buffalo City. The SMMEs create employment and incomes; provide human capital investment in form of training programs and HIV/Aids programs; make donations to community structures; give sponsors to various sports clubs and food to the homeless. Finally SMMEs contribute towards tax revenues that in turn help reduce poverty and redistribute wealth. However, SMMEs in Buffalo City face a number of constraints, namely, lack of access to funding, lack of operating space, and high cost of property to lease and difficulty in finding trained competent staff. Further, the perceptions of the SMMEs about the adjudication of tenders was some biasness in the adjudication of tender in favour of those who were close to the public officials. There was no accountability and professionalism amongst the adjudicating officials. Finally the government was not doing enough to encourage SMME development in Buffalo City. In view of the socio-economic benefits of the SMMEs in Buffalo city, it is recommended that support programmes to the SMMEs should be enhanced. On the basis of the findings in this study, it is suggested that assistance to the SMMEs should go beyond institutional support such as Ntsika, Khula, DTI and/or SEDA but should be targeted to funding opportunities for the SMMEs. Commercial banks should be involved in ensuring that SMMEs obtain access to funding. Infrastructural facilities such as affordable business premises should be provided for the SMMEs. Affordable premises will reduce the overhead costs of the SMMEs and in turn increase the profits of these SMMEs. Increase the profits of the SMMEs will ensure the survival of the SMMEs and will in turn contribute towards the upliftment of the socio-economic status of the people who would have otherwise been unemployed, destitute and poor.

ENGLISH ABSTRACT: The United Nations (UN) declared the period 1983 to 1992 the “Decade of Disabled Persons”, and introduced the Standard Rules on the Equalization of Opportunities for Persons with Disabilities. The Rules demonstrate a strong commitment to upholding human rights and provide guidance for policy formulation to improve the lives of persons with disabilities through their equal participation and maximizing their welfare. There is no consensus on a definition and measurement of disability (Altman, 2001; Mitra 2005:7). The study used the medical, social, and theological models to explore the theoretical, conceptual and theological meaning of living with disabilities; examine the respondents’ perceptions of the church’s influence on their spirituality and daily lives; describe the respondents’ socio-economic conditions with particular attention to civic participation, discrimination, employment, education and health, and make recommendations, based on the findings, to inform policy on people with disabilities in South Africa. The researcher adopted a qualitative and quantitative approach in the study. The population consisted of parents or caregivers to minor and adult children with varying degrees of disabilities, adults with physical disabilities, and family members with disabled persons. Data was collected by means of informal and semi-structured interviews, focus group discussions, and observation. The main barriers to participation were that the respondents did not feel well enough to participate owing to their disabilities; lack of money; lack of confidence, and the attitudes of others either in the community, at work or at service points. Choice and control in the respondents’ lives was established to be an important aspect of wellbeing and life satisfaction. The respondents who felt they had a choice were satisfied with the services they received. The respondents with mental health conditions reported the least positive experiences and outcomes. Many of the barriers they reported related to their lack of confidence and the attitudes of others in their communities. The study was limited to a relatively small sample of respondents in the greater Cape Town area in the Western Cape, comprising only Evangelical Christians. Consequently, the findings cannot be generalised to all areas of the country and all the Christian churches.

Abstract:
Through collaborative monitoring and case study comparison, this thesis explores conceptual and methodological approaches to monitoring transitions toward adaptive co-management. In so doing, a number of knowledge gaps are addressed. Firstly, conceptual and methodological frameworks are developed for monitoring transitions toward adaptive co-management. Secondly, a conceptual and practical approach to monitoring the processes of collaboration and learning is developed and tested. Thirdly, a conceptual and practical approach to monitoring the governance outcomes of adaptive co-management is developed and tested. Fourthly, a conceptual and practical approach to monitoring the livelihood outcomes of adaptive co-management is developed and tested. Based on the outcomes from these four components of the study, this thesis explores the ways in which transitions toward adaptive co-management might be initiated under the resource poor conditions that characterise South Africa's communal areas. The four case studies explored in the study are described as 'resource poor' in terms of institutional capacity, ecosystem productivity and social vulnerability. From a resilience perspective these case studies can be described as being in the re-organisation phase of the adaptive cycle following multiple disturbances over time, largely due to South Africa's historical 'separate development' policies. Scholars have suggested that it is in this re-organisation phase that innovation and novelty might occur. The lens of social learning is applied to analyse collaborative processes within these contexts. Results indicate that the institutional innovation necessary for transitions toward adaptive co-management relies on careful facilitation by an 'honest broker'. Equally important is finding a balance between maintaining key individuals and knowledge holders within decision making networks, and preventing rigidity and vulnerability within communities of practice. The results point to an over simplification in the rhetoric that currently surrounds the learning outcomes of multi level networks. The governance outcomes of the initiatives are explored through the lenses of adaptive governance, social capital, adaptive capacity and self-organisation. Results indicate that under resource poor conditions creating the conditions that facilitate self-organisation is the major challenge facing transformations toward adaptive governance. Long term access to reliable information and capacity and financial support for adaptive management are key constraining variables. The livelihood outcomes of the initiatives are analysed through the lens of resilience and diversification. Results suggest that flexibility, rather than livelihood diversity, is the key livelihood strategy employed by households in situations were options are limited. Interventions that enhance opportunities for households to specialise in situ by actively dealing with structural constraints, such as access to markets and credit, is vital to encouraging innovation during transitions toward adaptive co-management. Based on the results from monitoring, this study identifies key focus areas that require a great deal more attention if transitions toward adaptive co-management are to be initiated under resource poor conditions.
