Ho Chi Minh's ideology on education is a system of comprehensive and profound perspectives, which includes his conceptions of the role and standards of a teacher. On the basis of theoretical research method, statistical method and the study of his speeches and articles, as well as inheriting the research results of previous works on Ho Chi Minh, the article aims to clarify Ho Chi Minh's conceptions of the role and standards of teachers in the Ho Chi Minh era. Research results show that in Ho Chi Minh's point of view, “without a teacher, there is no education” and that a true teacher must ensure ideological, professional and ethical standards. The above conceptions seem to be the implication of the problem of teacher training in pedagogical universities in the context of educational innovation and comprehensively meeting output standards.

Ho Chi Minh's political democracy is a term that arose from a novel approach to the study of politics in Vietnam as it grew in complexity. Ho Chi Minh's political democracy emerged from democracy and assumed a new relationship with politics. His constituents express themselves through his daily writings, speeches, and political style. Democratic theory is associated with Ho Chi Minh Ideology adherents. When the people take control of their democratic institutions and mechanisms, a "new type of state" emerges proletarian, constitutional, legal, and "of the people, by the people, and for the people." Increasingly, these views of Ho Chi Minh are being disseminated to the Vietnamese populace; however, it is still crucial for individuals to comprehend the intended audience for this viewpoint. Who needs democracy? How is the democracy of Ho Chi Minh viewed? Were these democratic conceptions of the state superior to those of the West? By analyzing and comparing the document's content, the article has demonstrated that Ho Chi Minh's views reflect not only the aspirations of the Vietnamese people but also the aspirations of all people for their progress. Together with the whole country to promote studying and following Ho Chi Minh's ideology, ethics, and style, in recent times, Cantho City Party Committee has attached importance to education and moral training for the party members of Ho Chi Minh's ideology. This work has contributed to building a clean and strong Party Committee, meeting the current requirements of promoting industrialization, modernization and international integration. However, the education and training of revolutionary ethics for party members at the Cantho City Party Committee still have certain shortcomings. The article focuses on studying the application of Ho Chi Minh's moral ideology in education and moral training for party members at Cantho City Party Committee, thereby proposing solutions that contribute to enhancing the effectiveness of this work in the current period.

The success of Vietnam's August Revolution of 1945 can be attributed in part to Ho Chi Minh's reconstitutive rhetoric, a form of rhetorical discourse that gave the Vietnamese people a new sense of identification. This reawakened identity in turn influenced a renewed demand for nationalism and independence. This study explores the reconstitutive rhetoric of Ho Chi Minh. In doing so, it advances rhetorical theory founded on nonWestern premises and examines the cultural differences responsible for creating a rhetoric whose focus is nonEurocentric. Most current thinking on reconstitutive discourse has focused on Western premises. Decaro challenges some of these premises and adds a new dimension to reconstitutive understanding. Ho Chi Minh utilized the cultural heritage of the Vietnamese people as a means of creating his persona—a powerful aspect of his ability to persuade. In understanding Ho Chi Minh's unique form of discourse, it is then possible to see how he was able to unify his country in order to sustain a protracted conflict with the goal of securing national independence.

Abstract Richard Nixon and Henry Kissinger faced an ongoing problem after the withdrawal of US troops from Cambodia: how to prevent the enemy from conducting a large-scale offensive during the interval before the presidential election in 1972. This chapter explains the resulting decision to have the Army of South Vietnam (ARVN) enter Laos in early 1971 to block North Vietnamese soldiers and supplies from moving down the Ho Chi Minh Trail. The critical actor in this planning was General Alexander Haig, who was the link between Nixon and Kissinger in Washington and General Creighton Abrams and President Thieu in Saigon. Secretary Rogers and CIA Director Richard Helms opposed the plan. In Vientiane, US Ambassador Godley enlisted Souvanna Phouma’s reluctant support. On the eve of the operation, Daniel Ellsberg confronted Henry Kissinger at an MIT gathering about the prospect of civilian casualties.

Preventing corruption is important in developing human resources, contributing to the protection of the achievements of the revolution, maintaining national and ethnic interests, and protecting the results of industrialization and modernization of the country. During Ho Chi Minh's revolutionary career, he always aimed for a prosperous and strong Vietnam, where there would be "rich people, a strong country, democracy, equality, and civilization". Building the country and preventing corruption are core contents in the sustainable development of the Vietnamese revolution. Therefore, the fight against corruption is one of the top tasks. To gain a full understanding of the great value of negative anti-corruption in Ho Chi Minh's ideology, the article uses qualitative methods, focusing on analyzing issues of embezzlement and corruption and its manifestations, thereby coming to the conclusion that his thoughts are associated with the current process of preventing this evil and its initial results. The research concludes that Ho Chi Minh's ideology on preventing corruption has great value, making an important contribution to the process of sustainable human development.

Talent development is an issue of strategic significance for Vietnam. In the history of thousands of years of building and defending the country, our nation has never lacked talent. But how to develop talent and serve the country's development needs is an urgent issue for the Party and State. In fact, in recent years, the issue of talent development in Vietnam still has some limitations and inadequacies. This leads to the consequence that the country has not fully exploited its talented resources, affecting socio-economic development. In this article, the author focuses on clarifying the content of talent development in Ho Chi Minh Thought. During his lifetime, President Ho Chi Minh always attached great importance to the role of cadres in the revolutionary cause. He emphasized that “cadres are the core of all tasks”, comparing them to “A tree’s roots without which the tree will get withered, a river’s headwaters without which the river will get dried”. Only with the implementation of cadres can every mission of the revolution be achieved. Also, he dubbed cadres machine lines associated with constituting parts. In case the machine line worked improperly, then the whole process would malfunction no matter how good the engine was. If the cadres were to fulfill their duties, they ought to work in a standardized and scientific manner. Furthermore, they were expected to take every task, less or more important, into careful consideration. Besides, they needed to take an objective, democratic, and realistic approach to developing plans, carrying out tasks. By studying and following Ho Chi Minh's thought, morality and style, the masses and the leadership, including cadres of party cells at military schools could enhance their capabilities and qualities.
