Abstract:
In the span of two decades, Hizballah has evolved from an armed resistance movement against Israeli occupation into an efficient political party and---by extension---into a permanent fixture on Lebanon's mainstream political stage. The present analysis traces the evolution of the party from its inception and assesses its performance vis-a-vis the major players of Iran, Israel and Syria. Factors including the characteristics of the movement and the Shiite community itself, the shifting position, interests and policies of various regional actors, and the changing domestic conditions in Lebanon were isolated in order to adequately explain the behaviour and development of Hizballah. As a result, such alternatives to cultural factors (i.e the "Islamic variable") were found to be stronger explanatory factors rather than the Islamic factor. Ultimately, the essay illustrates that Islamic considerations are secondary, if not tertiary, when political decisions are to be made in different contexts. Rather, it is the interests of the more powerful actors that govern the organization's next move, in addition to the aforementioned variables. On the basis of such assumptions and findings, conclusions were finally drawn regarding Hizballah's future developments and its prospects following an Israeli withdrawal.

Abstract:
This study investigates Hizb'allah's successful but competing dual development as an extra-institutional Shi'a social movement and an institutional political party. Hizb'allah has traditionally been studied from the perspective of one of its many natures, such as a social movement, Islamic movement, resistance, or political party, each perspective bringing with it limitations and differing interpretations of its identity, motivations, and success. The motivation behind this research was to seek an interpretation of the movement's development and success that would encompass these multiple natures. Through an interpretation of social movement ‘life-cycles', a social movement ‘development model' is proposed that accounts for contradicting theories on the ‘success' of social movements, interpreting success instead as an ability to exhibit simultaneous institutional and extra-institutional natures. The hypothesis provided in this work is that it is an ability to simultaneously exhibit institutional and extra-institutional natures that can be a source of strength and success for a movement, drawing capital from both while avoiding accountability that typically accompanies institutional politics. This challenges traditional theoretical approaches in terms of linear life-cycles with few paths for the social movement to choose from. In turn, questions arise regarding notions of social movement life-cycles being uni-directional, continuously progressing towards ‘institutionalization' or demise. Ideas of an ‘end-date' or ‘inevitable outcome' of social movements are also confronted. This interdisciplinary study is conducted by means of media, archival, and empirical research (participant observation, interviews, and surveys), focusing on changing constituent perceptions of the movement between 1985 and 2013. It is also argued that Hizb'allah's strength is its ability to draw from both extra-institutional and institutional resources while simultaneously avoiding accountability. However, it was also found that, by forming the 2011 governing coalition, the movement upset this balance by subjecting itself to accountability inherent in governance, in turn leading to ‘schizophrenic behaviour' as Hizb'allah sought to serve conflicting constituent and state interests. The significance of this research is that it not only provides an explanation for Hizb'allah's success, but also provides an interpretation of social movement development that accounts for multi-natured movements.

Abstract:
This study is a comparative analysis of the survival strategies of two regimes: Jordan's King Hussein and Lebanon's Fu'ad Shihab. It is an exploration of the domestic determinants of foreign policy behaviour, and the relation between foreign policy behaviour and regime consolidation, legitimation, and survival in small, weak state actors located in a permeable regional system. The study advances an hypothesis of four explanatory variables to explain the success and failure of Hussein and Shihab's respective strategies. Husseinism's 'success'--as opposed to Shihabism's 'failure'--may be explained by a successful insulatory regional policy, the historical process of state formation, the availability of economic resources under state control, and the ability of the state to use its coercive resources without hindrance. This enabled the Hashemite regime to restructure state-society relations to consolidate social control, mitigate the effects of trans-national ideologies on the domestic arena, and achieve an acceptable level of national integration among the different segments of the society gaining the state allegiance from a sizeable number, or from strategic sectors, of the population.

Abstract:
This thesis addresses the question of the shift in the sectarian framing of political conflict and violence in Lebanon by focusing on the period between 2000 and 2010. Lebanon represents an interesting case where the saliencies of sectarian dichotomies have been drastically remodelled in only a few years following the Hariri assassination in 2005. Whereas most studies focus on long-term ethnic and sectarian conflicts, few have addressed the issue of fast remodelling of sectarian divisions in times of political turmoil. How do sectarian schisms shift in a short period of time? Why do some political changes affect sectarian dichotomies and not others? What factors can push some people to take part in clashes framed as sectarian violence? In short, how does political closure happen along sectarian lines? In order to answer these questions, this thesis uses a triangulation of qualitative and quantitative methods to disentangle the relationship between political change and sectarianism. Building on the social movement literature, it argues that street mobilisations, understood as peaceful or violent collective action, are important mechanisms through which political conflict can assume sectarian overtones. It relies on a compiled dataset of protest events that occurred in Beirut between 2000 and 2010, and applies network analysis techniques in order to study coalition formations and shifts in alliances. This analysis is combined with semi-structured interviews with a sample of 29 residents of Beirut neighbourhoods that witnessed violent clashes in 2007/8. The analysis of my data suggests that the Hariri assassination marked a turning point in the dynamics of contentious politics in Lebanon, and acted as a catalyst for the emergence and consolidation of new coalitions and sectarian dichotomies. The study argues that sectarian political parties are the main channels through which political and sectarian depictions become interchangeable. It suggests that in order for a political shift to be understood in sectarian terms, two main factors need to be taken into account: (i) the competing political parties should represent sectarian communities that are able to compete demographically (in terms of size), and (ii) the competing parties should be able to represent the majority of their sectarian communities (intra-sectarian homogeneity). The analysis of my qualitative data explores the mechanisms at work during periods of collective violence, and shows that drivers such as peer pressure, neighbourhood-level networks, material grievances, pleasure in agency, ideology and previous fighting experience seem to explain individual decisions to participate in collective violence more than sectarian hatred. In fact, rather than being the primary cause of the violence, sectarian cleavages seem to have been crystallised by the 2007/8 episodes of violence. Consequently, this thesis concludes that whereas the conflict in Lebanon today is often understood and framed in sectarian terms, a closer analysis suggests that the conflict at a macro level is essentially political and its implications at the micro level can best be understood beyond the notion of sectarianism.

Abstract:
This thesis highlights a new approach to the programs and agenda of the Shi`ite representative body in Lebanon known under the acronym AMAL. The period studied is from 1969--1984. Previous studies have drawn insufficient attention to the important and quintessentially Islamic relation between religion and politics for this particular community. This relation becomes a focal point for this thesis.
Here, I study and tell the story of how a politically and socially marginalized sector of a society awakened unto itself and sought change in its political, social and economic position. This change involved a reaffirmation of specifically Shi`i doctrines, beliefs and motifs which helped this community assert themselves with a new identity during this fifteen year period.

Abstract:
This dissertation looks at democracy in Lebanon, a country that has a pluralistic society with many societal cleavages. The subject of this study is the consolidation of democracy in Lebanon, described by Arend Lijphart as a "consociational democracy". The research question and sub-question posed are: 1- How consolidated is democracy in Lebanon? 2- What are the challenges facing the consolidation of democracy in Lebanon? The preamble of the 1926 Lebanese Constitution declares the country to be a parliamentary democratic republic. The political regime is a democracy, but one that is not built on the rule of the majority in numbers, since the numbers do not reflect the history of the country and its distinguishing characteristics. The division of power is built on religion, which defies the concept prevailing in western democracies of the separation between church and state. As the internal and the external conditions change, sometimes in a violent manner, the democracy in the country still survives. Today, after the war that ravaged Lebanon from 1975 to 1990, the Syrian occupation that lasted until 2005, the Israeli war in the summer of 2006, and the roadblocks in the face of the overdue presidential election in 2008, democracy is still struggling to stay alive in the country. There is no denying or ignoring the challenges and the attempts against democracy in Lebanon from 1975 to the present. Even with these challenges, there are some strong elements that let democracy survive all these predicaments. The reasons and events of the 1975-1995 war are still being sorted out and only history will clear that up. Can we say today that the Consociational democracy in Lebanon is consolidated? To answer this question Linz & Stepan's three elements of a consolidated democracy are used as the criteria: the constitution of the land, people's attitude towards democracy and their behavior. The analysis examines the Lebanese Constitution, surveys about people's attitude towards democracy, and reported events about their behavior, such as political demonstrations and political violence narrated in the media. The findings of this study show that although the Lebanese find democracy as being the only game in town, the consolidation of democracy in the country still faces some challenges, both internal and external. The study also shows that the criteria used for western democracies need to be adjusted to apply to a society such as the one in Lebanon: plural, religious and traditional.

Depuis les attentats du 11 septembre 2001, le galvaudage intensif du concept d’« islamisme » par les sphères médiatiques et politiques a eu pour effet de catégoriser de manière simpliste et illusoire des phénomènes sociaux très différents de par le monde, dans le registre du terrorisme. Dans ce contexte, le Hezbollah libanais -pourtant chiite et farouchement opposé à Al-Qaïda- a acquis un statut particulier dans la mesure où le Secrétariat d’Etat américain l’a désigné comme la principale menace terroriste dès 2002. Nous proposons ici une recherche casuistique sur le « Parti de Dieu ». Etude longitudinale retraçant l’évolution de ce mouvement milicien devenu parti politique, notre travail vise à mieux cerner ce « fait social » et à situer celui-ci au sein du vaste spectre des islams politiques. Nous synthétisons ici les phases de maturation idéologique que celui-ci a connues depuis son émergence et retraçons l’évolution structurelle de ce parti politique avant tout caractérisé par son projet de « société résistante ». Chacun de ces deux volets (idéologique et structurel) laisse entrevoir les interactions bilatérales qui se sont créées, dans la diachronie, entre le religieux et le politique au sein du Hezbollah, mais illustre surtout la soumission polymorphe de l’un comme de l’autre à la cause inébranlable de la résistance face à Israël. L’élément fondamentalement nouveau que nous apportons à la littérature scientifique spécialisée est une grille d’interprétation du cheminement global d’une grande partie de la communauté chiite du Liban. Celle-ci a pour point de départ le concept -initialement psychologique- de « résilience », et propose la transposition de ce dernier dans le champ sociopolitique. L’analyse qui en découle met en perspective l’« idéologie résiliente » et la « structure résiliente » que le Hezbollah a progressivement développées dans une optique stratégique.

Abstract:
The purpose for undertaking this case study of the Shi'a in Lebanon is threefold. First, as a hypothesis-generating case study, its objective is to formulate relevant hypotheses about religious resurgence and religious terrorism. This study achieves this objective by formulating 14 general and nine special hypotheses, and testing and confirming the latter. Second, the purpose of this study is also to explore the trajectory of the Lebanese Shi'a's sectarian mobilization. This exploration permits the conceptualization of geocultural immobility and its effect upon a religious minority. It deduces that the Lebanese Shiga's geo-cultural immobility is directly related to their active religious resurgence. The third purpose is to study the changes in the objectives and tactics of a religious minority, that of the Muslim Shi'a in Lebanon. This research is able, via its primary and secondary data, to show a relationship between the Lebanese Shiga's religious resurgence and their use of religious terrorism. This study introduces the concept of geo-cultural immobility. A minority's geo-cultural immobility is identified as an imposed low geographic mobility within a nation with low cultural pluralism. It establishes the Lebanese Shi'a's geo-cultural immobility, to which it attributes their religious resurgence. This Lebanese Shi'a religious resurgence is proven in this research to produce zealots needed by religious terrorist organizations. This study also introduces and defines religious terrorism as violent acts performed by elements of a religious organization or sect, growing out of a commitment to communicate a divine message. It distinguishes between religious terrorism, secular terrorism, and fighters for religious freedom, which are based on the actors' motives, affinities, and consciousness of the maliciousness of their acts. The primary and secondary data and the quasi-experiment in this research support its special hypotheses. They indicate a statistical correlation between eight Lebanese Shi'a cultural and religious attributes: (1) age, (2) marital status, (3) extent of Shi'a Imam's militancy, (4) personal religious commitment and religious resurgence, (5) zealotry, (6) geo-cultural immobility, (7) imprisonment of family members, and (8) willingness to commit terrorism.

ENGLISH ABSTRACT: The small Middle Eastern country of Lebanon was once recognised as the exemplar of power-sharing democracy, upholding a system that promoted peace and coexistence between Christians and Muslims. Power was divided proportionally amongst confessional groups, granting each sect power according to their demographic proportion. This division of power was aimed at promoting national unity, but changes in the Lebanese demography made the division undemocratic, and the constitution no longer accurately represented Lebanese society. The 1926 constitution, supplemented by the National Pact in 1943, which had upheld this division of power, baulked under the pressure of a 15-year civil war, to the surprise of many scholars who had praised the Lebanese system. While many place the blame on the outside influences, it has been determined that the problem lay within the system. The static characteristic of the system did not sufficiently provide for changing demographics, or a change in interest groups. The problem lay in the fixed nature of the proportionality of the consociational system. The prolonged civil war, sometimes referred to as a proxy war between Israel and Syria, came to an end with the signing of the Taif Accord in 1990. Though none were satisfied with its provision, the Accord brought an end to the escalating violence. The Accord paved the way for the rebuilding of state institutions, enabling parliamentary elections in 1992 and 1996; general municipal elections in 1998; the peaceful transfer of power between presidents; as well as the reconstruction of the Lebanese economy. The main objective of this study of Lebanon is to determine whether the amended Lebanese constitution of 1990 adheres to the principles provided in the theoretical framework regarding constitutional endurance. This study is in the form of a qualitative case study. It aims to describe, at length, and to form an in-depth understanding of the actors and events leading up to the Taif Accord, as well as the formation and implementation thereof. The research questions include: What factors relating to flexibility, specificity and inclusion contributed to the breakdown of the 1943 National Pact?; What steps were taken leading to the Taif Accord?; and Have the changes made in the Lebanese constitution by means of the 1990 Taif Accord facilitated the endurance of the constitution? The study aims to contribute through its application of the theoretical framework to a particular case study, namely that of Lebanon. By 'testing' this theoretical framework, this study also provides an in-depth analysis of the happenings in Lebanon over the past 80 years. It remains in question whether the Taif Accord‟s amendments to the constitution have sufficiently provided for the resilience of thereof. Twenty years of relative peace have not convinced Lebanese citizens of the legitimacy and efficacy of the Accord. While the over-centralisation of power within the system was curbed by shifting power away from the president to a cabinet equally divided between Christian and Muslims, the Accord failed to effectively deal with the preset nature of the proportionality within the system. 20 years of relative peace may be enough to ensure the endurance of the constitution, but regional factors as well as the presence of radicalised groups play an important role in destabilising the fragile balance within the country. Should the Lebanese state continue to be inclusive and flexible in the wake of a constantly changing environment, it may endure. However, the tumultuous nature of the region in which Lebanon finds itself may eventually provide external shocks that the Lebanese system fails to weather. The hope is that the system builds on sound, systemic foundations in order to be able to endure regional conflict.
AFRIKAANSE OPSOMMING: Die klein Midde-Oosterse land Lebanon, was vroeër 'n voorbeeld van 'n magsdelende demokrasie wat 'n stelsel gehandhaaf het wat vrede en naasbestaan tussen Christene en Moslems bevorder het. Mag is proporsioneel onder geloofsgroepe verdeel volgens hul demografiese verhouding tot die ander groepe. Hierdie verdeling van mag was gemik op die bevordering van nasionale eenheid, maar veranderinge in die Lebanese demografie het veroorsaak dat die grondwet nie meer verteenwoordigend was van die Lebanese samelewing nie. Die Lebanese Grondwet van 1926, tesame met die Nasionale Verdrag van 1943, wat hierdie verdeling gehandhaaf het, het onder die druk van 'n 15-jare Burgeroorlog inmekaar gestort, ten spyte van die vertroue wat in die stelsel was. Alhoewel die oor-sentralisering van mag binne die stelsel ingeperk is deur die verskuiwing van mag weg van die President, na 'n kabinet wat gelykop tussen Christene en Moslems verdeel is, het die Verdrag versuim om effektief met die proporsionele aard van die grondwet te handel. Dit is egter belangrik om op die uniekheid van die Lebanese geval te let, ten spyte van die vele faktore rondom die saak. Maar die onstuimige aard van die streek waarin Lebanon homself bevind mag eksterne negatiewe faktore na vore bring wat die Lebanese stelsel nie kan hanteer nie. Die hoop is dat hierdie stelsel sal voortbou op sterk, sistemiese fondasies om in staat te wees om eksterne, sowel as interne, konflik te hanteer.

Abstract:
This thesis examines political mobilisation into secular groups within Palestinian refugee camps in Lebanon. It focuses on context and identity in order to find out why and how Palestinians in the camps mobilise into these groups. The thesis uses a framework that incorporates three levels of analysis: structural; organisational; and individual. An ethnographic methodology is deployed involving interviews and participant observation in refugee camps in Lebanon. The thesis starts by looking at what sort of theoretical framework is necessary in order to understand the three key levels of analysis, including literature focusing on opportunities and constraints; human needs; resources; recruitment; social construction; and identity. The next focus is on context, looking at both the legal issues surrounding refugees - international, regional and local - as well as the historical context. The last three chapters examine the three levels of analysis individually, using them in conjunction with ethnographic research data to find out why and how Palestinians in the camps mobilise. The conclusion shows that, contrary to what one would imagine from most of the mobilisation literature, the Palestinians in the camps are not mobilising as would be expected. Instead the ethnographic research results found that the political groups within the camps are not as politically and militarily active as would be presumed. Mobilisation into these political groups is happening for different reasons than in previous findings – focusing instead on solidarity and social issues. This change has happened for contextual and financial reasons, including the end of the Civil War and the Palestinian Revolution in Lebanon, as well as a severe lack of resources available to the political groups. The research results found that although there is still mobilisation into the political groups, there was also disillusionment among many youths at the political groups' inability to facilitate their return to Palestine from Lebanon, as well as dismay at what they saw as disunity between the Palestinian political groups.

This thesis addresses the determinants of militia decision-making. Focussing on the Lebanese Forces (LF), the major Christian militia in Lebanon's Civil War, it analyses the motives which drove the LF to accept the Ta'if Accord--an acceptance that stands in stark contrast to its rejection of two earlier settlement blueprints, the Lausanne talks and the Tripartite Agreement. Steering away from the literature's focus on ideology as the prime mover of militias, the research explores other dimensions of militia decision-making, notably the impact of inter-communal power struggles, of the extra-communal balance of power, and of the international setting. Particular attention is given to the impact of the process of institutionalization. By rendering decisions more sensitive to cost-benefit and other prasmatic considerations, institutionalization is insruumental in bringing the more hawkish of militias to the negotiation table and in opening a window of opportunity for lasting conflict resolution.

Abstract:
his study attempts to obtain a holistic view of ICT application and its impact in the context of a developing economy taking the Lebanese Ministry of Finance as a case study. It draws on the works of Heeks and Stanforth (2007) and Tseng (2008) for the pre-deployment phase of the e-Gov application and the post-implementation phase respectively. Heeks and Stanforth used actor network theory to study the trajectory taken by the Sri Lankan e-Gov project, while Tseng used a form of Structuration theory known as Orlikowski's Model of Technology to gauge the impact of an Electronic Government Information System (EGIS) on the Taiwanese Ministry employees. To the knowledge of the researcher the chosen research site has never been investigated before. This necessitated that the design phase of the study needed to be assessed first in order to get in-depth information about the contingent and local contextual factors and to ascertain the level of progress in the design and deployment of the ICT tools and techniques. For the post- implementation phase, this longitudinal study assessed the perceived effectiveness of the ICT impact on the end users - the employees. In addition, secondary data collected from the Ministry and the International Monetary Fund was used to corroborate the research. The study found that the use of 'trajectory mapping' was a crucial tool for investigating the initial ICT adoption process. This is due to its strength in exposing contextual factors, its ability to identify social and technical determinism at different stages of the investigation and its suitability in revealing political wrangling and identifying the dynamism of power in a public institution. The study's findings also reveal the presence of both technical determinism and social determinism throughout the project, restructuring of the organisation due to the introduction of an ICT unit and job redesign in the whole MoF. The study also found out that ICT resulted in a power shift within the organisation by having the IT unit gain power due to its ICT knowledge. The investigation, however, could not find a direct relationship between the 'degree of success' end point suggested by Heeks and Stanforth (2007) and the sought benefits from the ICT impact. In other words, the proposed 'degree of success' may only explain the design aspect of the EGIS, however, this study found that success or demise depends also on the implementation process and the preparedness of citizens to receive such IT services. Furthermore, the study was able to empirically investigate the applicability of the three layered model suggested by Omoteso et al. (2007) and found out that considering contingency as dynamic is more applicable than the static contingency proposed in the model. The study realised that there is a great need for a continuous, contemporary training process in the ever-changing ICT environment in order to achieve uninterrupted positive results. Finally, the study indicates that lack of vertical communication, as observed in the Lebanese public institution, between users, ICT designers, and decision makers weaken the whole change process. Therefore, it suggests a form of knowledge management application using ICT as the main venue, a transition from the current mechanistic (bureaucratic) structure to an organic (flat) structure.
