Reutilization means to change the original purposes or the process of lasting reuse function in architecture’s life cycle. The purpose is to prevent historical buildings from destroy or leave unused. The project of historical buildings’ reutilization often cooperates by teams from different background to design its processes. Though different participants exchange large designing data and communicate to obtain coordination and consistency in designing results. Therefore, the key factor of the project success is depend on process design and the way of communicate. This study focuses on optimizing and improving the interactions among design activities of historic building renovation as well as establishing and verifying scheduling system analysis and modules. We tried to understand the steps taken by consultants during the design and planning process of historic building renovation through literatures and break down the processes according to Design Structure Matrix. By combining matrix and traditional tear method, we reduce mutual coupling in process design and offer problem solving that may occur. We use analysis model in practical cases to confirm the capable of process redesign, in order to achieve the purpose.

Historic buildings still prevalent considerable potential fire risk factors, if fire is weak when encountering monuments Vulcan, the consequences often cause significant losses of cultural assets, the relative importance of fire safety. Since the destruction of the fire damage is a comprehensive, some monument or historical building materials used in wood, bamboo and so less able to build a fire retardant material, if in the event of fire damage, prone to rage out of control hazards. Fire load is about the duration of the fire and the fire temperature an important factor to predict the actual fire behavior must grasp its value. In the building when the fire resistance design fire load is growing spread of fire prevention, fire resistance of building structures and building a fire inspection certificate to avoid security verification inspection, although the basic parameters. Also today historic buildings to use or reuse as much exhibition space for public use mostly, which is apt to cause fire damage deposit of combustible materials piled their way with the growth speed of the fire, so the fire hazard control, and we must first understand the monuments and historic buildings constructed of material itself, and then discusses the fire load in storage methods. In this study, the fire load capacity of the databases established, future in the Japanese-style wooden structure monuments and historic buildings fire protection design, providing Enter building combustible fire load capacity density or heat release rate to predict various fire Behavior basic parameters, such as the time of the fire continued, suggesting that the fire temperature and so on. Many of Taiwan’s historic buildings and blocks have slowly developed and become new landmarks. After an interview with a gourmet show or a tourist program,a large number of people come to visit these blocks during holidays. The original narrow streets become new gathering points because of the gathering business. We should understand what the current risk factors are, and put forward the solution to solve these risk factors. Avoiding risk factors cause harm to tourists’ personal safety when a fire rescue case or an emergency medical service is occurred. This study will be able to identify multiple risk factors that threaten the Hukou Township historic buildings and blocks by reviewing and analyzing the fire cases located at historical buildings and blocks. This study adopted literature review methods,case analysis methods, expert interview methods, questionnaire survey methods, the analytic hierarchy process (AHP) and other research methods to find out risk factors and develop the solving solution, and be provided as a reference for fire rescue authorities or relevant units to make the fire rescue, emergency medical service and personnel evacuation strategies. With a view to make a fast and correct response to the disasters, and increase the probability of evacuation effectively both for residents and tourists. The hierarchical structure of improvement plan of risk factors in the Hukou historic buildings and blocks was developed in this study, and contains 5 goals, 13 criteria, and 3 candidate improvement plans. The questionnaire survey was conducted of six fire brigades and summarized the weights of the basic goals and candidate plans through analytic hierarchical analysis. According to the statistics, we know the order of goals, which are funds (weight value:0.48 ), executive manpower (weight value:0.24 ),iii execution time (weight value:0.13 ), efficiency achievement (weight value:0.08 ), and advanced concept of disaster prevention (weight value:0.05 ), and the order of improvement plans, which are conducting regular fire drills and inspections by fire departments (integration weights:0.57), installing residential fire detectors in households located on historical streets (Integrated Weights:0.28), and promoting education and training for self-government committees in the business district (general weight:0.13) In conclusion, the best improvement plan of risk factors in the Hukou historic buildings and blocks is conducting regular fire drills and inspections by fire departments.

Historic sites and historical buildings are the crystals of artistic wisdom in history; they record the architectural styles and culture of the time. Once a fire occurs and it is not controlled immediately, the structures would be destroyed, seriously damaging the cultural and historical values. Thus, fire prevention in historical buildings is an important issue. This study collected the documents from 1853 to 2013 to discuss the fire causes. The results indicated that arson accounts for 33.33%, negligence of fire use accounts for 28.21%, electrical fire accounts for 20.51%, unknown cause accounts for 12.82%, and negligence in construction accounts for 2.56%. The conservation of historic sites and historical buildings should be accomplished by a reasonable and feasible fire prevention system. According to the discussion on the fire prevention management system, the historic sites and historical buildings are not outside of the applicable scope of the Fire Act, as indicated in the Cultural Assets Preservation Act. The fire prevention management should contain fire prevention concept and appropriate fire prevention management strategies. In order to detect fire early, an automatic notification mechanism needs to be adopted, while arson prevention, training on fire prevention and electrical equipment use should be provided for workers, and fire-fighting drills should be held regularly. The cultural management units should supervise the fire prevention management system, plan response strategies for disasters, evaluate fire risks of historic sites periodically, and combine the strategies of self-service, joint-service and public-service. The fire prevention plan should be performed by Plan, Do, Check and Act, so as to upgrade the fire safety level of historic sites and historical buildings. The case protection prospectus and fire prevention management strategy are made based on the concept of "management first and quick notification". The fire risk assessment method of this study refers to the results of Shen-Wen Chien , who used point planning method, and Chihkan Tower was treated as the research target. Although the evaluation result is of Class A (good), there are still some potential fire risk factors, such as fire prevention drill not meeting the fire scene, no broadcast system, and nighttime notification. The above problems are also the emphases on other historic sites and historical buildings in Taiwan.

In 1982, the Council for Cultural Affairs established "Cultural Heritage Preservation Act", which designates or registers architectural works with history and cultural value as monuments and historic buildings in order to make the next generation continuously understand the history by visiting them. However, there are many monuments and historic buildings which are not immediately preserved and maintained after designated or registered. Improper methods also lead monuments and historical buildings to lose the original appearance, or even to be damaged. Therefore, it is required that any of the monuments and historic buildings need to have an intact project of management and maintenance of monuments and historic buildings. Yongjing Wei Chengmei ancestral hall is the only one that was totally invested by owner to repair in Changhua. In 2004, it was praised by monument expert Li QianLang as "Taiwan's twenty folk ancient buildings". Afterward, Yongjing Wei Chengmei ancestral hall was registered as a historic building by Changhua county government on 2008. The structure is combined with many different construction materials. Therefore, the regular maintenance and preservation of the buildings rely on experts from different fields to propose a comprehensive project of management and maintenance. This study is expected to understand the advantages and disadvantages in project of the management and maintenance of and historic buildings, which has a great resource, to understand the problems of the management and maintenance in Taiwan, and to make suggestions.
