Abstract:
The author considers the combination of tradition and innovation in the solutions of decoration of facades destroyed during the great Patriotic war, their relationship and influence on the formation of a new "identity" of the city. Pre-war and post-war photographs, as well as modern photographs and measurements of the architecture of the historic city center, are a useful tool for understanding the processes of formation of the architectural and artistic appearance of urban development. The study of archival materials allows to get an impression of the projected changes in the development of the main highways as part of the post-war restoration, their implementation and the impact that they had on the historical development of the city. The purpose of this work is to identify techniques for artistic and stylistic solutions of building facades in the framework of post-war reconstruction. As a result of changes in the stylistic design of the facades of buildings of the main highways of the city, the he development becomes more concise and calm forms, eliminating all elements that do not meet the requirements and attitude to pre-war styles. New elements are introduced that emphasize the ideology of power. During the restoration work, the differentiation between the main highways and secondary buildings is emphasized. It arose as a result of the investment of fixed assets (financial, human, material) in the reconstruction of the main highways.

Around 1998, internet postings began appearing under the alias ‘Timetravel_0’. This alias was later replaced by ‘John Titor’, and it's as such I'll designate the posts' author(s). Remarkably, Titor claimed to have time-travelled from 2036 on a mission to retrieve an IBM 5100 in 1975. Titor refrained from public appearances and any evidence for his story remains web-bound but before closing shop c. March 24th 2001, he described various future events, e.g.: Y2K is a disaster. Many people die on the highways when they freeze to death trying to get to warmer weather.Cancellation of the Olympics after 2004 due to world conflict.America will soon be engaged in civil war with itself; a civil war that we'll see the beginnings of during 2004 and 2005, escalating until it is indisputable by 2008.(Y2K predictions diminished after 1st Jan 2000. One wonders how America could suffer civil war other than with itself or do so disputably for three years. Titorists still found signs of civil war in 2008.) This equivocal civil war fizzles until global nuclear war kills three billion people in 2015. (On the plus side, hats are popular in 2036.)

Abstract:
Abstract Research Question What happened to US traffic safety during the first US COVID-19 lockdown, and why was the pattern the opposite of that observed in previous sudden declines of traffic volume? Data National and local statistics on US traffic volume, traffic fatalities, injury accidents, speeding violations, running of stop signs, and other indicators of vehicular driving behavior, both in 2020 and in previous US economic recessions affecting the volume of road traffic. Methods Comparative analysis of the similarities and differences between the data for the COVID-19 lockdown in parts of the USA in March 2020 and similar data for the 2008–2009 global economic crisis, as well as other US cases of major reductions in traffic volume. Findings The volume of traffic contracted sharply once a COVID-19 national emergency was declared and most states issued stay-at-home orders, but motor vehicle fatality rates, injury accidents, and speeding violations went up, and remained elevated even as traffic began returning toward normal. This pattern does not fit post-World War II recessions where fatality rates declined with the volume of traffic nor does the 2020 pattern match the pattern during World War II when traffic dropped substantially with little change in motor vehicle fatality rates. Conclusions The findings are consistent with a theory of social distancing on highways undermining compliance with social norms, a social cost of COVID which, if not corrected, poses potential long-term increases in non-compliance and dangerous driving.

Ukraine’s transport infrastructure, in particular, railway, motor, aviation and maritime, is analyzed from the point of view of military logistics. The influence of transport geologistics, and in particular transport infrastructure development on Ukraine’s defence capability level in the modern war conditions is substantiated. Based on the graph theory the estimation of transport and geographical position of motor transport junctions on the major highways, as an important factor of transport geologistics in Ukraine, is made. The ways of increasing the level of Ukraine’s defense capability in the context of transport geologistics are proposed.

AbstractThis article examines the subtle and not so subtle shifts in Canadian political culture that have taken place in, through and alongside the so-called ‘return’ of the Canadian warrior. It begins from the contention that while the racialised dimensions of the post 9/11 Canadian security state have been well analysed elsewhere, the gendered dimensions have not been fully explored. This article explores the re-emergence of a sacrificial imaginary in Canadian culture through an examination of seemingly irreconcilable accounts that have emerged of the Canadian security state – one that reads ‘Canada’ through the story of the torture and repatriation of Canadian citizen, Maher Arar, and one that tells the story of ‘Canada at War’ through the warrior's return. It examines both in terms of the tensions and instabilities they reveal in the Western liberal imaginary and in terms of the ways in which they collectively operate to redefine the aesthetic borders of the Canadian political community. The article argues that the sacralisation of violence which has refound this political community has been enabled by a remasculinised aesthetic that delimits the ‘progressive liberalism’ which animated the Canada of Old – ostensibly in order to protect it.

Transportation officials continuously seek to prevent and reduce wrong-way crashes on interstate highways in the United States. These crashes typically have a high probability of head-on vehicle crashes, resulting in fatalities or serious injuries due to excessive vehicle speeds, and decreased room to maneuver because of fixed barriers or rough shoulders. This research project studied wrong-way crashes on interstate highways in Kansas in order to determine what, if any, statistically significant variables contribute to wrong-way driving crashes. Although these crashes represented only 0.05 percent of all vehicle crashes in Kansas in 2015, wrong-way crashes were found to have a higher rate of fatalities and injuries. In Kansas, 22.6 percent of all crashes and 56 percent of all wrong-way crashes resulted in fatalities and injuries, even though typical vehicle crashes in Kansas occur at non-intersection locations in daylight or in the presence of streetlights without negative factors of adverse weather conditions or drivers influenced by alcohol or drugs. Using crash data provided by the Kansas Department of Transportation from the years 2005 to 2015, the research team examined 372 wrong-way crashes. A cumulative logit statistical model was developed to identify significant characteristics of variables associated with each wrong-way crash. Results showed that driver not under the influence of alcohol or drugs was a significant characteristic in fatal and injury wrong-way crashes. Additionally, certain days of the week were associated with decreased vehicle crash rates when compared to the reference category.

Abstract:
This thesis contains the results of the development of crash prediction models for curved segments of rural two-lane two-way highways in the state of Utah. The modeling effort included the calibration of the predictive model found in the Highway Safety Manual (HSM) as well as the development of Utah-specific models developed using negative binomial regression. The data for these models came from randomly sampled curved segments in Utah, with crash data coming from years 2008-2012. The total number of randomly sampled curved segments was 1,495. The HSM predictive model for rural two-lane two-way highways consists of a safety performance function (SPF), crash modification factors (CMFs), and a jurisdiction-specific calibration factor. For this research, two sample periods were used: a three-year period from 2010 to 2012 and a five-year period from 2008 to 2012. The calibration factor for the HSM predictive model was determined to be 1.50 for the three-year period and 1.60 for the five-year period. These factors are to be used in conjunction with the HSM SPF and all applicable CMFs. A negative binomial model was used to develop Utah-specific crash prediction models based on both the three-year and five-year sample periods. A backward stepwise regression technique was used to isolate the variables that would significantly affect highway safety. The independent variables used for negative binomial regression included the same set of variables used in the HSM predictive model along with other variables such as speed limit and truck traffic that were considered to have a significant effect on potential crash occurrence. The significant variables at the 95 percent confidence level were found to be average annual daily traffic, segment length, total truck percentage, and curve radius. The main benefit of the Utah-specific crash prediction models is that they provide a reasonable level of accuracy for crash prediction yet only require four variables, thus requiring much less effort in data collection compared to using the HSM predictive model.

ENGLISH ABSTRACT: Speed-flow-density relationships are the most useful tools in the highway design and planning process. They are useful in predicting the roadway capacity, in determining the adequate level-of-service of traffic flow and in determining travel time for a given roadway. Two-lane two-way rural highways constitute the vast majority of the rural road network in South Africa. Nowadays in the Western Cape and other provinces of South Africa, the speed-flow-density relationships normally used for rural transportation studies are derived from the Highway Capacity Manual, which reflects the traffic conditions in the North American situation. Since the North American traffic conditions may be different from the South African conditions, a need to investigate speed-flow-density relationships on these highways in South Africa arises in order to justify any investment made on these roads. In this context, a video technique was used to collect traffic flow data during morning peak hours on two rural two-lane two-way highways in the Western Cape Province in order to investigate these relationships. Through the use of Adobe premiere C.S 6 software, travel time of individual vehicles and distance headways were measured and used in computation of average speed and average density. Several researchers have developed models to describe the relationships between traffic characteristics on uninterrupted flow facilities. In this study, some of these models were tested using collected data in order to investigate which model fits the data satisfactorily. Statistical methods were used to evaluate the ability of each model to predict the flow characteristics over the whole range of data. Average speed and density data were used through regression analysis to perform curve fitting and testing of these developed models. In the next stage, the model which provided a best representation of the data on each section was selected and through the application of the steady-state equation (2.1), flow-density and speed-flow relationships were established on these sections. The available data were also used to investigate the impact the observation time has on the speed-flow curve and the resulting capacity value. Finally, the developed speed-flow curves were used to determine the capacities of the study sections. These capacity values were used to determine if the shoulder usage contributes in increasing the capacity of two-lane two-way highways by comparing them to the capacity provided by HCM.
AFRIKAANSE OPSOMMING: Spoed-vloei-digtheid verhoudings is baie handig in die beplanning en ontwerp van paaie. Dit kan ook gebruik word in die voorspelling van kapasiteit, diensvlak en reistyd. Twee-laan twee-rigting paaie maak die grootste deel van die Suid-Afrikaanse padnetwerk uit en vir die beplanning daarvan word van Amerikaanse spoed-vloei-digtheid verhoudings gebruik gemaak aangesien daar nog nie voorheen ‘n studie hiervan in SA gemaak is nie. Video-opnames is gebruik om verkeersvloeidata op twee paaie in die omgewing van Stellenbosch te versamel. Die reistyd en digtheid van individuele voertuie is tydens spitstye waargeneem. Die data is gebruik om te bepaal watter modelle die beste is om die spoed-vloei-digtheid verhoudings vir hierdie paaie te modelleer. Die beste modelle is dan gebruik om die kapasiteit van die paaie te bepaal en dit te vergelyk met die Amerikaanse waardes.

Freeways have had a strong influence not only on the urban transportation but also on downtown areas both physically and socially. Certainly, they have extended the commuting limits of the city and made lower land costs more accessible. However, many of the mid-century freeways, once championed by planners as tools for urban renewal, have created swaths of blight through city neighborhoods. Their negative impacts on the larger urban framework requires new ideas for healthier alternatives to aid in preserving and building sustainable cities. Removal of any downtown highway requires careful thought— even more consideration than when it was built. Quick solutions are what resulted in the problems that downtown highways of the Interstate-Era have today. If it is the simple interactions between people and place are that make up the positive aspects an urban environment, then what are the possibilities and strategies for removing urban highway, which are one of the primary impediments separating people in place in contemporary cities? This question is the focus of this thesis. At its core, the removal of freeways represents a trade-off between mobility objectives and economic development objectives. Evidence from other cities’ decisions to redesign or remove their downtown highways suggests multiple benefits. Making design changes, such as to replace a downtown highway with a well-designed surface boulevard, can stimulate economic activities without necessarily causing traffic chaos. Solutions come in different shapes and sizes. The selected case studies in this thesis reflect a diversity of approaches – suggesting no single strategy exists for addressing downtown highway issues. This reflects the fact that multiple alternatives must be considered in every situation because each approach varies in costs and opportunities. A typology of highway alternations derived from the case studies includes seven different techniques: burying, demolishing, taming, capping or bridging, elevating, retaining, and relocating. The final chapter applies the conclusions from the case studies to the Downtown Connector– Interstate 75/85– in Downtown Atlanta, Georgia. Urban design and transportation planning has an emerging new set of values. Transportation planning is seeking to promote alternate modes of transportation to the private vehicle, like transit, by foot, or by bicycle. We now understand that connectivity is not served only by highways but also by urban street networks that invite modes other than just automobiles. An important role for urban design will be to shape the way these interactions are made to benefit the citizens, its urban spaces, and the economy.

This chapter is a study of maritime trade during the ‘mercantilism’ period of the seventeenth and eighteenth centuries. It explores the way oceans functioned as highways for ships, people, and commodities, and briefly introduces the Newfoundland fish trade in the eighteenth century - the framework through which the rest of the journal approaches the subject of maritime trade. It offers an overview of the developments in commodity trade in the period, primarily in the Atlantic community; the environment factors such as wind or current patterns that plagued sailing vessels; the risks inherent to ocean voyages during the period; the way family and kinship influenced maritime commerce; the types of trade undertaken; the safeguarding of investments; and the increase in both the military and government presence in maritime trade affairs. It concludes that in order to fully understand the importance of oceanic highways the intricacies of the land-sea relationship must be considered in detail.

Abstract:
Medog County, located in the southeast of Tibet, was the last county inaccessible by road in China and was widely described as ‘a lotus in the hidden place’. The Medog Highway, linking Medog with the rest of the country, was constructed first in 1994 and, following years of landslides and natural disasters, completed for the second time in 2013. Utilizing ethnographic insights into the usage and non-usage of the Medog Highway, this chapter reveals how the road was constructed and used in specific political, social and cultural contexts. In terms of state formation, the road was not only used as a material infrastructure to integrate the Medog people and a strategic investment of international politics, but also as a discursive symbol to enhance the state’s legitimacy to the whole nation. This chapter argues that, besides connection and integration, two other techniques – channelling and filtering – are also constitutive of state formation via road construction. With this road, goods and ideas connected to broader processes of globalization were also channelled into the area, producing both asymmetric connectivity and one-way integration. In Tharparkar, south-east Pakistan, over 300 kilometres of roads are being constructed to facilitate access to a coalfield intended to provide power to an electricity-starved country. The new roads are often sold as harbingers of great change and signs of modernity. Industry and the sought-after prize of foreign direct investment are presented as being just around the corner. I was often told that Thar (Tharparkar) would become ‘a Dubai’, which represented an ultimate symbol of modernity. Scholars have argued that neoliberalism’s achievements are double: narrowing the window of political debate, while promising prospects without limit. In Tharparkar, the immediate roads effect has been increased land speculation, with little tangible improvements with regards to local employment. I argue that the ‘transition rhetoric’ being used by the state and the local political elite has no relation to the actual economic and political processes, except to veil interests of the elite groups. The material from Tharparker demonstrates that roads as symbols of ‘modernity’ can be used to deconstruct some of the contradictions at the heart of many modernization myths.

This chapter examines the longest and most developed road in the Maldives archipelago, a fifteen-kilometre-long link road connecting four islands of the Laamu (or Haddummati) Atoll. In the planning phase, there were tensions between those who argued that the road should connect houses to the school and the mosque and those who argued that the road should connect the harbour to the market. Such appeals, bifurcated along gender lines, reflect local mobility concerns and were tied to existing political rifts between the four islands that were intensified by the appearance of a new infrastructural asset. The built road facilitates a multitude of local encounters as people travel further and more regularly, but it is also through the road that islanders encounter the global forces of capital and construction that shape their islands. The Laamu link road was a ‘gift’ from the Chinese government, constructed by the Jiangsu Transportation Engineering Group (JTEG), and amidst local mobility concerns and inter-island politics swirl rumours and hearsay of land grabs and international power struggles between China, India, the US, and Saudi Arabia. This chapter, as well as being an ethnographic exposition of Chinese infrastructure development in a South Asian archipelago, explores the road as a social experience as it crosscuts competing visions of modernity, global connectivity, and anxiety about material change on remote coral atolls in the Indian Ocean.

ABSTRACT Two construction aggregate companies, Cemex and Hanson Aggregates, operate respective crushed stone quarries on the east and west slopes of Mount Zion in Clayton, California. These sidehill quarries utilize a single highwall and mine Jurassic diabase of the Coast Range ophiolite that formed as a sheeted dike complex. Hydrothermal veins, some containing 20%–30% disseminated pyrite and chalcopyrite, cut the diabase. The east quarry, operated by Cemex, was started by the Harrison-Birdwell Company in 1947. The west quarry, operated by Hanson, was started by the Henry J. Kaiser Sand and Gravel Company in 1954. The Cemex quarry highwall is visible as you come into the city of Clayton on Marsh Creek Road, with a height of ~280 m (920 ft). The height of the highwall at the Hanson quarry is ~215 m (700 ft). Both operations remove weathered diabase overburden to expose fresh diabase, which is drilled, blasted, and hauled to the plant for processing. To ensure aggregate is suitable for construction, quality assurance testing is conducted in accordance with the specifications of various agencies. These quarries supply the surrounding area with aggregate for hospitals, schools, highways, dams, and other buildings. Noteworthy projects supplied by the Clayton quarries include the Concord BART Station, Interstate-680, Interstate-580, Calaveras Dam, Sherman Island Levee, Highway 4, Highway 24, and Bay Bridge epoxy asphalt. Before aggregate was mined, Mount Zion was the site of a copper rush from 1862 to 1864. Gold and silver were also reported in various assays from the Clayton district. Although prospecting created excitement around Clayton, no productive orebodies were ever discovered.

The trajectory of transport infrastructure provision in Brazil and its performance assessment framework are mentioned, as well as an approach of the level of service concept and the Highway Capacity Manual (HCM). An inventory of the highway with the necessary data to the model is proposed. This database should incorporate information from multiple data sources and its use will be important for the processing and compilation of raw data in order to structure a full informational basis. Then, it is developed a method for segmentation of homogeneous road sections, as conceptualized by HCM, and proposed a way of level of service measurement. Abstract Noise barriers are common configurations along highways. They are originally designed to impede and absorb the noise from vehicles on highways. Recent research has suggested that noise barriers have significant impacts on near-road automobile emissions. Highway noise barriers can make a great difference on the dispersion of air pollutants on and downstream of highway than those with non-barriers features. Certain shaped noise barriers have better performance on reduction noise than others, but the noise barrier shape effects on emission dispersion are still not clear. In this paper a 3-dimensional computational fluid dynamics (CFD) model has been developed to simulate the shape effects on highway downstream and nearby region emission dispersion. The realizable k-ε turbulence model was adopted to simulate the turbulent flow caused by fast moving vehicles on highway. A non-reaction species transport model was applied to simulate emission dispersion. The model was first used to simulate rectangular shaped noise barriers effect on highway emission dispersion. Results were compared with the data from literature, and good agreements were observed. Further, simulations were conducted to reveal the noise barrier shape as well as various height effects on emission dispersion on highway and nearby regions.

Erosion due to storm surges and wave actions damages coastal highway and levee systems in Gulf coast. During previous hurricanes, a large portion of coastal highways were damaged by the storm surge. The damages are often on the downstream shoulder of the highways. In this study, numerical and experimental analyses were conducted to uncover the erosion-causing flow physics, which aims to improve the erosion-resistant design of coastal structures. The impacts of wave actions, especially frequency components, on the coastal structures were investigated. A test levee was built, and was placed on a Gulf beach for experiment. Real time wave action pressure data on the surface of the test levee were collected and analyzed. The frequency components of the pressure data agree with numerical simulation results. Numerically, FLUENT was used to simulate this wave-structure interaction problem.

Expansion of roadways or adding additional intercity flights has been a relatively straightforward way to address intercity travel demand; but, as highway construction becomes more costly, additional highway right-of-way in urban areas becomes scarce, aviation fuel and operational costs rise, and airport/airspace capacity is consumed due to an increasing number of flights, Texas may need to shift some investments to passenger rail or express bus transit service to maintain and maximize mobility and efficient operation of the overall transportation system. This paper describes a recent study and method to quantify existing intercity passenger corridors in Texas and to identify potential intercity rail and bus transit routes that could be part of a future statewide transit system. This research approach looked at future growth, existing highway capacity, and demographic forecasts to determine corridors where new intercity travel options should be studied.

Abstract The development of third world countries is surrounded by a thousand challenges, one of them is to increase and modernize the transport infrastructure to improve competitiveness in an increasingly interconnected world. Colombia in recent years has undertaken a titanic task of construction of highways to meet this purpose, have hired more than 8170 km of roads, however, this task generates a major challenge for the oil industry since the construction of these roads generates an unplanned interference with the hydrocarbon transport infrastructure that, if not handled correctly, can cause ruptures or damage in the pipelines and the consequent economic and environmental losses. In 2015 the design of the highway that interconnects the municipalities of Remedios and Caucasia in the department of Antioquia began. This project was called Autopistas del Nordeste. The road was designed to pass through the Pocune river valley, however, the environmental licensing of this type of project requires the revision of the interference with other networks. It was found that the new road crossed the Ocensa pipeline at 26 points. The geographical conditions require the use of this small corridor by many lines, 2 pipelines (Ocensa and ODC), a 500 KV power line and, of course, the current tertiary route and the projected highway that connects these municipalities. The challenge is huge, in this article the project is described, the negotiation stages that have been necessary to carry out with the way to make compatible the projects and the threats that have been overcome in the constructive stage.

Traffic wave, also known as stop wave or traffic shockwave, is travelling disturbance in the distribution of vehicles on the highways. In this paper, we attempt to study this problem using a simulation approach. Largely inspired by an interesting observation from ant chain movement, we explore how such a vivid pattern can be mathematically modeled and whether the similar way of behavior is helpful for dealing traffic wave issue in our highway systems. Therefore, a decentralized fast-adaptive clustering approach is proposed jointly with considerations for traffic optimization. To validate the proposed approach and to better understand its mechanism in lifting traffic flow, simulation study is carried out using real-world traffic data. Results have revealed the applicability and effectiveness of the proposed approach and have also indicated that both road configuration and traffic demand affect the effectiveness of the proposed model.

The objectives of this study are these three items. 1) To find better indices than dB(A) for representing annoyances caused by motor vehicle traffic noise along highways. 2) To find the frequency range of motor vehicle exterior noise that should primarily be controlled to achieve better indoor sound environment along highways. 3) To find suitable vehicle driving conditions for evaluating indoor sound environment. To obtain the desired results psycho-acoustic experiments were conducted. Firstly, sound samples were collected with microphones placed at such locations as on a sidewalk, in front of a small house and at the center of a room inside of the house. The number of test vehicles was fifteen, consisting of six motorcycles and nine passenger cars. The driving conditions were full acceleration and mild acceleration usually found in normal traffic flow. Secondly, semantic differentiation method was used. Ten pairs of adjectives were used to scale the impressions of each sound sample. Finally, physical characters of the sound samples and their subjective evaluations were compared. The results were obtained as follows. 1) Six sound samples got more uncomfortable impression at indoors. These sound samples were collected by vehicles with sport-type mufflers. 2) The samples that indoor sound quality is degraded than outdoor contain high power in low frequency range below 200 Hz. These low frequency components penetrate through the housing walls more easily than higher frequency components. 3) The degradation of comfort impression was found in mild acceleration conditions. The low frequency components of sound samples for mild acceleration are larger than those for full acceleration. Though the throttle is not fully open in mild acceleration, low engine speed generates low frequency components, and eventually increased indoor sound power in the frequency range. The conclusions drawn from these results are, 1) Indoor sound samples should be included for evaluating sound environment along highways. 2) Mild acceleration is a better driving condition for evaluating indoor sound environment along highways. In this condition, very low engine speed causes low frequency component emission that penetrate into housing more than in heavy accelerating conditions. 3) Engine exhaust systems that emit very loud low-frequency components should be focused upon in regulating traffic noise. 4) Extensive collection and analysis of housing sound insulation, absorption and resonance data along highways are necessary for further investigations. 5) Better psycho-acoustic experiment methods should be developed for investigating sound context effects on panelists.

Hence, the construction of the Damansara-Shah Alam Elevated Highway (DASH) project was proposed to ease traffic congestion, by efficiently dispersing the traffic coming from the surrounding townships, and by providing connectivity between the Puncak Alam catchment and the Damansara North area. The case study, namely the DASH project, will be a 16.3 km expressway traversing from Puncak Perdana in the west to Damansara Perdana in the east. The DASH project has been chosen to illustrate the various processes and challenges involved in its planning and design and in the fulfillment of its pre-construction requirements. Currently, this project is at its early stage of construction and is scheduled to be completed by August 2020.</p>

Air pollution has been proven as a significant risk factor for multiple health conditions. A major portion of urban air pollution is attributed to vehicle emissions. In this study, a high school which is close to an interstate highway is numerical simulated to estimate the impact of traffic emissions on air quality. Two probability density functions, Weibull distribution and Rayleigh distribution, were used in wind data statistical analysis. A numerical method was used to estimate the wind speed at study site based on the wind data in meteorology stations. Both indoor and outdoor environment were simulated using computational fluid dynamics (CFD). The airflow and the dispersion of particulate air pollutants emitted from the highways surrounding the high school building were analyzed. The wind flow was simulated using Reynolds-Averaged Navier Stokes (RANS) model. The particulate matters are tracked using Lagrangian model. For the indoor simulation, the standard k-ε model is employed to model the air-phase turbulence. Discrete phase model (DPM) and Eulerian multiphase model were utilized for the particle phase, respectively. The comparison shows that the Lagrangian approach has better agreement since the dispersed-phase volume fractions are less than 10%.

As the State of California continues to grow, demand for enhanced infrastructure such as roadways and highways escalates. In view of the current average highway lifespan of 15–20 years, the improvement of asphalt binders leads to material sustainability by decreasing required maintenance and increasing the lifespan of roadways. In the present investigation, enhancement of asphalt binder properties was achieved by different methods of mixing varying compositions of graphene nanoparticles with an SBS polymer and asphalt binder. Additionally, experimental evaluation and comparison of the rheological and mechanical properties of each specimen is presented. Graphene nanoparticles have attracted great curiosity in the field of highway materials due to their incredible rigidity, even in small quantities. Addition of as little as 1.0%nanoparticles in combination with polymers in an asphalt binder is expected to increase the rigidity of the material while also maintaining the beneficial polymer characteristics. Evaluation of the effect of the mixing design established that the methods for application of graphene to the polymer-modified asphalt binder are critical in the improvement of a roadway, resulting in resistance to premature aging and strain from constant road operation.

The Indiana Department of Transportation (INDOT) is tasked with the stewardship of billions of dollars’ worth of public invested highway infrastructure. Not only does INDOT continually seek design and operational policies that foster cost effective project delivery and procurement, they also seek opportunities for revenue generation. Due to population growth and the increased demand for online connectivity and global information transmission, the fiber-optic cable industry has experienced rapid growth over the past few years. Information and communication technology (ICT) companies have long sought to achieve higher economic productivity by installing fiber-optic cables in the right of way (ROW) of access-controlled highways. Based on these developments, an experiment was conducted to measure the economic impact in Indiana. To determine this impact, a database was developed by compartmentalizing the analysis into (1) GDP per county per industry type, (2) the natural growth of GDP as a factor, and (3) the extent of contribution of broadband in the growth of GDP. A general formula was developed to incorporate the adjusted median income on both the industry and county levels, along with a broadband contribution factor. This formula was employed to determine policies that can produce optimum economic outcome by leveraging the Pareto method.

Truck platooning has many benefits over traditional truck mobility. Literature shows that platooning improves safety and reduces fuel consumption between 5% and 15% based on platoon configuration. In Illinois, trucks carry more than 50% of freight tonnage and constitute 25% of the traffic on interstates. Deployment of truck platooning within interstate highways would result in significant fuel savings, but may have a direct impact on flexible pavement performance. The channelization of the platoon and reduced rest time between consecutive loads would accelerate the damage accumulation at the channelized position. Ultimately, this would lead to pavement service life reduction and a subsequent increase in maintenance and rehabilitation costs. Therefore, the main objective of this project is to quantify the effects of platooning on flexible pavements and provide guidelines for the state of Illinois by considering the aforementioned factors. Although the benefits of platooning are quantifiable, not every truck route is platoonable. For efficient platooning, trucks need to travel at a constant high speed for extended distances. The integrity of the platoon should be preserved because interfering vehicles would compromise the platooning benefits and road safety. An introduced high-level approach considers the volume/capacity of a roadway and the expected number of highway exit and entry conflicts. Using these parameters, each roadway section is assigned a level of platoonability, ranging from one to five—with five being the highest. A framework was developed to analyze the Illinois highway network. It was found that 89% of the network highway is platoonable under average capacity conditions.

Many small cities and towns in rural states such as Indiana are crossed by arterial highways. The local traffic on these roads, particularly vulnerable road users, face the excessive risk of injury and death. This danger is amplified with local land development, driveways, and on-street parking in town centers. This report presents an Indiana study of the speeding problem on arterial roads passing through small communities. Past research on various countermeasures suitable for the studied conditions were identified and the connection between speed reduction and safety improvements was investigated in a sample of Indiana small towns. Promising speed-reduction measures include speed feedback signs and converging chevrons with speed limit legends marked on the pavement. Point-to-point enforcement is a modern and highly effective alternative that may be applicable on highways passing small towns if the through traffic prevails with limited interruptions. This report provides a method of evaluating the benefits of speed reduction in the studied conditions where the risk of severe injury and fatality is excessive to road users while the frequency of crashes is low. The method includes the proactive estimation of the economic benefit. The results indicate that both the local and through traffic on highways passing a small town benefit considerably from speed reduction even after accounting for the loss of time. An Excel spreadsheet developed in the study facilitates the calculations.

This paper proposes a novel semi-automated approach for understanding the effect of environmental factors on drivers’ emotions and behavioral changes through a naturalistic driving study. This setup includes a frontal road and facial camera, a smart watch for tracking physiological measurements, and a Controller Area Network (CAN) serial data logger. The results suggest that the driver’s affect is highly influenced by the type of road and the weather conditions, which have the potential to change driving behaviors. For instance, when the research defines emotional metrics as valence and engagement, results reveal there exist significant differences between human emotion in different weather conditions and road types. Participants’ engagement was higher in rainy and clear weather compared to cloudy weather. More-over, engagement was higher on city streets and highways compared to one-lane roads and two-lane highways.

Abstract:
As a public agency, interacting with and understanding the public’s perspective regarding agency activities is an important endeavor for the Indiana Department of Transportation (INDOT). Although INDOT conducts a biennial customer satisfaction survey, it is occasionally necessary to capture public perception regarding more specific aspects of INDOT’s activities. In particular, INDOT needs an effective way to measure and track public opinions and awareness or understanding of a select set of its traffic engineering practices. To evaluate public acceptance of specific INDOT traffic engineering activities, a survey consisting of 1.000 adults residing within the State of Indiana was conducted. The survey population was representative in terms of age and gender of the state as of the 2010 U.S. Census. The survey was administered during the months of July and August 2020. Public awareness regarding emerging treatments not currently implemented in Indiana is low and opposition to the same new technologies is prominent. Older or female drivers are less likely to be aware of emerging treatments, and older drivers are more likely to oppose potential implementation of these treatments. Although roundabouts are commonplace in Indiana, multi-lane roundabouts remain controversial among the public. Regarding maintenance and protection of traffic during work zones and considering full or partial roadway closure, public preference is for partial closure; this preference is stronger in rural areas. The public equally agrees and disagrees that INDOT minimizes construction related traffic delays. Approximately 76% of Indiana drivers believe themselves to above average drivers, while an additional 23% believe themselves to be average. Driver perceptions of average highway speeds speed are not aligned with posted speed limit as the perceived average speed on Indiana’s urban freeways and rural and urban state highways is considerably higher than the actual speed limit.
