Abstract:
Addressing fatalities on road is a major concern in most countries in the world. South-East Asian countries are no exception. In Indonesia, three persons die on road every hour. Understanding where and how road traffic crashes happen is imperative before the most efficient countermeasures can be devised and implemented. In this paper, three tools—hot spots, hot zones and hot clusters—are used to identify sections of two main highways in the Province of Aceh that require most urgent action. Many countermeasures have been developed to address the problem of black sites (hot spots). Examples of implementation often come from Australia, Europe or North America. Less research exists on countermeasures in hot zones, even less so in the Global South (less developed countries from Southeast Asia, Africa and Latin America). This research applies quantitative spatial analysis that builds on existing works using the hot zone methodology and goes a step further by suggesting relevant countermeasures. More precisely, by taking into consideration the global urban-rural divide, this paper attempts to identify the most dangerous highway sections, in Indonesia, and to suggest appropriate hot zone countermeasures based on the characteristics of these hot zones. The results showed that urban highways, when compared to rural highways, were characterized by higher crash rates and a larger number of hot zones. Formulating hot zone countermeasures in urban environments should therefore consider their associated dangerousness and environmental features. Proposed countermeasures in urban roads include a stricter monitoring of the use of helmet, seat belt and cellphone, and the development of periodic communication and awareness campaigns.

Abstract:
Planning for a low-carbon future in Australia will need to address simultaneously three aspects of sustainable development: centralisation/regional development, mobility and communication. After reviewing existing roadmaps for low-carbon growth by 2050, the article identifies the importance for Australia of an integrated and mutually reinforcing set of measures, based on a bold approach to urban and regional planning. Taking account of national geography, the approach is based on the decentralisation of energy production, use and storage, and on new uses of communication, transport and the location of food, water and mineral resources. Revitalised regional centres could be connected, through new energy and transport solutions, by a national transport arc and electrified highways. The use of infrastructure funding to support low-carbon regional development would avoid the ‘tragedy of the commons’, transcending incremental, cumulative approaches based on compensation and incentives for household, business and sectoral abatement efforts. It would generate long-term environmentally sustainable development.

Background A novel coronavirus first reported in Wuhan City in China in 2019 (COVID-19) developed into a global pandemic throughout 2020. Many countries around the world implemented strict social distancing policies to curb the spread of the virus. In this study we aimed to examine potential change in mental/physical health and social relationships during a highly restrictive COVID-19 lockdown period in Australia during April 2020. Methods Our survey (n = 1, 599) included questions about concerns, social behaviour, perceived change in relationship quality, social media use, frequency of exercise, physical health, and mental health during COVID-19 lockdown (April, 2020). Results When estimating their mental health for the previous year 13% of participants reported more negative than positive emotion, whereas this increased to 41% when participants reflected on their time during COVID-19 lockdown. A substantial proportion (39–54%) of participants reported deterioration in mental health, physical health, financial situation, and work productivity. However, most of these participants reported ’somewhat’ rather than ’a lot’ of deterioration, and many others reported ’no change’ (40–50%) or even ’improvement’ (6–17%). Even less impact was apparent for social relationships (68% reported ’no change’) as participants compensated for decreased face-to-face interaction via increased technology-mediated interaction. Conclusions The psychological toll of COVID-19 on Australians may not have been as large as other parts of the world with greater infection rates. Our findings highlight how technology-mediated communication can allow people to adequately maintain social relationships during an extreme lockdown event.

Abstract:
The progress of work on the creation of an "intelligent transport system" in Kazakhstan, the development and modernization of the road industry will be reported. The economic and social effectiveness of several transport corridors and new projects were analyzed. Transport corridors of foreign countries, methods of providing logistics services were presented. In his address, the head of state paid special attention to the issues of digitalization of all spheres of life of the population, including the transport sector of Kazakhstan. Currently, the Ministry of investment and development of the Republic of Kazakhstan is working on the creation of an "intelligent transport system" within the framework of the state program «Digital Kazakhstan» (ITS). ITS goal is to systematically integrate transport infrastructure, transport devices and users with modern information and communication technologies aimed at improving the safety and efficiency of the transport process. The concept will include 11 components in ITS. One of them is a special automated measuring instruments (UAVs), which are installed in the main automobile corridors. This device is designed to measure moving vehicles without contact and eliminate unjustified stops. This year, it is planned to put into operation 10 units of RSPP, and by 2020 it is planned to increase their number to 46 units. It is also planned to introduce a traffic management system that will inform drivers about the situation on the roads, a system for forecasting and analyzing climatic conditions, which is carried out through a network of weather stations along the roads, a network of video monitoring and special video cameras for detecting traffic violations, toll road systems that cover the cost of maintenance of the national road network, etc. They will be introduced in stages until 2021. The implementation of this project will reduce road deaths, increase the volume of transit traffic and the speed of logistics services, fully cover the main highways with measuring instruments and create favorable conditions for drivers on the roads. Such systems are already operating in South Korea, Japan, Australia, Europe and the United States.

Abstract:
Connecting I’ve moved house on the weekend, closer to the centre of an Australian capital city. I had recently signed up for broadband, with a major Australian Internet company (my first contact, cf. Turner). Now I am the proud owner of a larger modem than I have ever owned: a white cable modem. I gaze out into our new street: two thick black cables cosseted in silver wire. I am relieved. My new home is located in one of those streets, double-cabled by Telstra and Optus in the data-rush of the mid-1990s. Otherwise, I’d be moth-balling the cable modem, and the thrill of my data percolating down coaxial cable. And it would be off to the computer supermarket to buy an ASDL modem, then to pick a provider, to squeeze some twenty-first century connectivity out of old copper (the phone network our grandparents and great-grandparents built). If I still lived in the country, or the outskirts of the city, or anywhere else more than four kilometres from the phone exchange, and somewhere that cable pay TV will never reach, it would be a dish for me — satellite. Our digital lives are premised upon infrastructure, the networks through which we shape what we do, fashion the meanings of our customs and practices, and exchange signs with others. Infrastructure is not simply the material or the technical (Lamberton), but it is the dense, fibrous knotting together of social visions, cultural resources, individual desires, and connections. No more can one easily discern between ‘society’ and ‘technology’, ‘carriage’ and ‘content’, ‘base’ and ‘superstructure’, or ‘infrastructure’ and ‘applications’ (or ‘services’ or ‘content’). To understand telecommunications in action, or the vectors of fibre, we need to consider the long and heterogeneous list of links among different human and non-human actors — the long networks, to take Bruno Latour’s evocative concept, that confect our broadband networks (Latour). The co-ordinates of our infrastructure still build on a century-long history of telecommunications networks, on the nineteenth-century centrality of telegraphy preceding this, and on the histories of the public and private so inscribed. Yet we are in the midst of a long, slow dismantling of the posts-telegraph-telephone (PTT) model of the monopoly carrier for each nation that dominated the twentieth century, with its deep colonial foundations. Instead our New World Information and Communication Order is not the decolonising UNESCO vision of the late 1970s and early 1980s (MacBride, Maitland). Rather it is the neoliberal, free trade, market access model, its symbol the 1984 US judicial decision to require the break-up of AT&T and the UK legislation in the same year that underpinned the Thatcherite twin move to privatize British Telecom and introduce telecommunications competition. Between 1984 and 1999, 110 telecommunications companies were privatized, and the ‘acquisition of privatized PTOs [public telecommunications operators] by European and American operators does follow colonial lines’ (Winseck 396; see also Mody, Bauer & Straubhaar). The competitive market has now been uneasily installed as the paradigm for convergent communications networks, not least with the World Trade Organisation’s 1994 General Agreement on Trade in Services and Annex on Telecommunications. As the citizen is recast as consumer and customer (Goggin, ‘Citizens and Beyond’), we rethink our cultural and political axioms as well as the axes that orient our understandings in this area. Information might travel close to the speed of light, and we might fantasise about optical fibre to the home (or pillow), but our terrain, our band where the struggle lies today, is narrower than we wish. Begging for broadband, it seems, is a long way from warchalking for WiFi. Policy Circuits The dreary everyday business of getting connected plugs the individual netizen into a tangled mess of policy circuits, as much as tricky network negotiations. Broadband in mid-2003 in Australia is a curious chimera, welded together from a patchwork of technologies, old and newer communications industries, emerging economies and patterns of use. Broadband conjures up grander visions, however, of communication and cultural cornucopia. Broadband is high-speed, high-bandwidth, ‘always-on’, networked communications. People can send and receive video, engage in multimedia exchanges of all sorts, make the most of online education, realise the vision of home-based work and trading, have access to telemedicine, and entertainment. Broadband really entered the lexicon with the mass takeup of the Internet in the early to mid-1990s, and with the debates about something called the ‘information superhighway’. The rise of the Internet, the deregulation of telecommunications, and the involuted convergence of communications and media technologies saw broadband positioned at the centre of policy debates nearly a decade ago. In 1993-1994, Australia had its Broadband Services Expert Group (BSEG), established by the then Labor government. The BSEG was charged with inquiring into ‘issues relating to the delivery of broadband services to homes, schools and businesses’. Stung by criticisms of elite composition (a narrow membership, with only one woman among its twelve members, and no consumer or citizen group representation), the BSEG was prompted into wider public discussion and consultation (Goggin & Newell). The then Bureau of Transport and Communications Economics (BTCE), since transmogrified into the Communications Research Unit of the Department of Communications, Information Technology and the Arts (DCITA), conducted its large-scale Communications Futures Project (BTCE and Luck). The BSEG Final report posed the question starkly: As a society we have choices to make. If we ignore the opportunities we run the risk of being left behind as other countries introduce new services and make themselves more competitive: we will become consumers of other countries’ content, culture and technologies rather than our own. Or we could adopt new technologies at any cost…This report puts forward a different approach, one based on developing a new, user-oriented strategy for communications. The emphasis will be on communication among people... (BSEG v) The BSEG proposed a ‘National Strategy for New Communications Networks’ based on three aspects: education and community access, industry development, and the role of government (BSEG x). Ironically, while the nation, or at least its policy elites, pondered the weighty question of broadband, Australia’s two largest telcos were doing it. The commercial decision of Telstra/Foxtel and Optus Vision, and their various television partners, was to nail their colours (black) to the mast, or rather telegraph pole, and to lay cable in the major capital cities. In fact, they duplicated the infrastructure in cities such as Sydney and Melbourne, then deciding it would not be profitable to cable up even regional centres, let alone small country towns or settlements. As Terry Flew and Christina Spurgeon observe: This wasteful duplication contrasted with many other parts of the country that would never have access to this infrastructure, or to the social and economic benefits that it was perceived to deliver. (Flew & Spurgeon 72) The implications of this decision for Australia’s telecommunications and television were profound, but there was little, if any, public input into this. Then Minister Michael Lee was very proud of his anti-siphoning list of programs, such as national sporting events, that would remain on free-to-air television rather than screen on pay, but was unwilling, or unable, to develop policy on broadband and pay TV cable infrastructure (on the ironies of Australia’s television history, see Given’s masterly account). During this period also, it may be remembered, Australia’s Internet was being passed into private hands, with the tendering out of AARNET (see Spurgeon for discussion). No such national strategy on broadband really emerged in the intervening years, nor has the market provided integrated, accessible broadband services. In 1997, landmark telecommunications legislation was enacted that provided a comprehensive framework for competition in telecommunications, as well as consolidating and extending consumer protection, universal service, customer service standards, and other reforms (CLC). Carrier and reseller competition had commenced in 1991, and the 1997 legislation gave it further impetus. Effective competition is now well established in long distance telephone markets, and in mobiles. Rivalrous competition exists in the market for local-call services, though viable alternatives to Telstra’s dominance are still few (Fels). Broadband too is an area where there is symbolic rivalry rather than effective competition. This is most visible in advertised ADSL offerings in large cities, yet most of the infrastructure for these services is comprised by Telstra’s copper, fixed-line network. Facilities-based duopoly competition exists principally where Telstra/Foxtel and Optus cable networks have been laid, though there are quite a number of ventures underway by regional telcos, power companies, and, most substantial perhaps, the ACT government’s TransACT broadband network. Policymakers and industry have been greatly concerned about what they see as slow takeup of broadband, compared to other countries, and by barriers to broadband competition and access to ‘bottleneck’ facilities (such as Telstra or Optus’s networks) by potential competitors. The government has alternated between trying to talk up broadband benefits and rates of take up and recognising the real difficulties Australia faces as a large country with a relative small and dispersed population. In March 2003, Minister Alston directed the ACCC to implement new monitoring and reporting arrangements on competition in the broadband industry. A key site for discussion of these matters has been the competition policy institution, the Australian Competition and Consumer Commission, and its various inquiries, reports, and considerations (consult ACCC’s telecommunications homepage at http://www.accc.gov.au/telco/fs-telecom.htm). Another key site has been the Productivity Commission (http://www.pc.gov.au), while a third is the National Office on the Information Economy (NOIE - http://www.noie.gov.au/projects/access/access/broadband1.htm). Others have questioned whether even the most perfectly competitive market in broadband will actually provide access to citizens and consumers. A great deal of work on this issue has been undertaken by DCITA, NOIE, the regulators, and industry bodies, not to mention consumer and public interest groups. Since 1997, there have been a number of governmental inquiries undertaken or in progress concerning the takeup of broadband and networked new media (for example, a House of Representatives Wireless Broadband Inquiry), as well as important inquiries into the still most strategically important of Australia’s companies in this area, Telstra. Much of this effort on an ersatz broadband policy has been piecemeal and fragmented. There are fundamental difficulties with the large size of the Australian continent and its harsh terrain, the small size of the Australian market, the number of providers, and the dominant position effectively still held by Telstra, as well as Singtel Optus (Optus’s previous overseas investors included Cable & Wireless and Bell South), and the larger telecommunications and Internet companies (such as Ozemail). Many consumers living in metropolitan Australia still face real difficulties in realising the slogan ‘bandwidth for all’, but the situation in parts of rural Australia is far worse. Satellite ‘broadband’ solutions are available, through Telstra Countrywide or other providers, but these offer limited two-way interactivity. Data can be received at reasonable speeds (though at far lower data rates than how ‘broadband’ used to be defined), but can only be sent at far slower rates (Goggin, Rural Communities Online). The cultural implications of these digital constraints may well be considerable. Computer gamers, for instance, are frustrated by slow return paths. In this light, the final report of the January 2003 Broadband Advisory Group (BAG) is very timely. The BAG report opens with a broadband rhapsody: Broadband communications technologies can deliver substantial economic and social benefits to Australia…As well as producing productivity gains in traditional and new industries, advanced connectivity can enrich community life, particularly in rural and regional areas. It provides the basis for integration of remote communities into national economic, cultural and social life. (BAG 1, 7) Its prescriptions include: Australia will be a world leader in the availability and effective use of broadband...and to capture the economic and social benefits of broadband connectivity...Broadband should be available to all Australians at fair and reasonable prices…Market arrangements should be pro-competitive and encourage investment...The Government should adopt a National Broadband Strategy (BAG 1) And, like its predecessor nine years earlier, the BAG report does make reference to a national broadband strategy aiming to maximise “choice in work and recreation activities available to all Australians independent of location, background, age or interests” (17). However, the idea of a national broadband strategy is not something the BAG really comes to grips with. The final report is keen on encouraging broadband adoption, but not explicit on how barriers to broadband can be addressed. Perhaps this is not surprising given that the membership of the BAG, dominated by representatives of large corporations and senior bureaucrats was even less representative than its BSEG predecessor. Some months after the BAG report, the Federal government did declare a broadband strategy. It did so, intriguingly enough, under the rubric of its response to the Regional Telecommunications Inquiry report (Estens), the second inquiry responsible for reassuring citizens nervous about the full-privatisation of Telstra (the first inquiry being Besley). The government’s grand $142.8 million National Broadband Strategy focusses on the ‘broadband needs of regional Australians, in partnership with all levels of government’ (Alston, ‘National Broadband Strategy’). Among other things, the government claims that the Strategy will result in “improved outcomes in terms of services and prices for regional broadband access; [and] the development of national broadband infrastructure assets.” (Alston, ‘National Broadband Strategy’) At the same time, the government announced an overall response to the Estens Inquiry, with specific safeguards for Telstra’s role in regional communications — a preliminary to the full Telstra sale (Alston, ‘Future Proofing’). Less publicised was the government’s further initiative in indigenous telecommunications, complementing its Telecommunications Action Plan for Remote Indigenous Communities (DCITA). Indigenous people, it can be argued, were never really contemplated as citizens with the ken of the universal service policy taken to underpin the twentieth-century government monopoly PTT project. In Australia during the deregulatory and re-regulatory 1990s, there was a great reluctance on the part of Labor and Coalition Federal governments, Telstra and other industry participants, even to research issues of access to and use of telecommunications by indigenous communicators. Telstra, and to a lesser extent Optus (who had purchased AUSSAT as part of their licence arrangements), shrouded the issue of indigenous communications in mystery that policymakers were very reluctant to uncover, let alone systematically address. Then regulator, the Australian Telecommunications Authority (AUSTEL), had raised grave concerns about indigenous telecommunications access in its 1991 Rural Communications inquiry. However, there was no government consideration of, nor research upon, these issues until Alston commissioned a study in 2001 — the basis for the TAPRIC strategy (DCITA). The elision of indigenous telecommunications from mainstream industry and government policy is all the more puzzling, if one considers the extraordinarily varied and significant experiments by indigenous Australians in telecommunications and Internet (not least in the early work of the Tanami community, made famous in media and cultural studies by the writings of anthropologist Eric Michaels). While the government’s mid-2003 moves on a ‘National Broadband Strategy’ attend to some details of the broadband predicament, they fall well short of an integrated framework that grasps the shortcomings of the neoliberal communications model. The funding offered is a token amount. The view from the seat of government is a glance from the rear-view mirror: taking a snapshot of rural communications in the years 2000-2002 and projecting this tableau into a safety-net ‘future proofing’ for the inevitable turning away of a fully-privately-owned Telstra from its previously universal, ‘carrier of last resort’ responsibilities. In this aetiolated, residualist policy gaze, citizens remain constructed as consumers in a very narrow sense in this incremental, quietist version of state securing of market arrangements. What is missing is any more expansive notion of citizens, their varied needs, expectations, uses, and cultural imaginings of ‘always on’ broadband networks. Hybrid Networks “Most people on earth will eventually have access to networks that are all switched, interactive, and broadband”, wrote Frances Cairncross in 1998. ‘Eventually’ is a very appropriate word to describe the parlous state of broadband technology implementation. Broadband is in a slow state of evolution and invention. The story of broadband so far underscores the predicament for Australian access to bandwidth, when we lack any comprehensive, integrated, effective, and fair policy in communications and information technology. We have only begun to experiment with broadband technologies and understand their evolving uses, cultural forms, and the sense in which they rework us as subjects. Our communications networks are not superhighways, to invoke an enduring artefact from an older technology. Nor any longer are they a single ‘public’ switched telecommunications network, like those presided over by the post-telegraph-telephone monopolies of old. Like roads themselves, or the nascent postal system of the sixteenth century, broadband is a patchwork quilt. The ‘fibre’ of our communications networks is hybrid. To be sure, powerful corporations dominate, like the Tassis or Taxis who served as postmasters to the Habsburg emperors (Briggs & Burke 25). Activating broadband today provides a perspective on the path dependency of technology history, and how we can open up new threads of a communications fabric. Our options for transforming our multitudinous networked lives emerge as much from everyday tactics and strategies as they do from grander schemes and unifying policies. We may care to reflect on the waning potential for nation-building technology, in the wake of globalisation. We no longer gather our imagined community around a Community Telephone Plan as it was called in 1960 (Barr, Moyal, and PMG). Yet we do require national and international strategies to get and stay connected (Barr), ideas and funding that concretely address the wider dimensions of access and use. We do need to debate the respective roles of Telstra, the state, community initiatives, and industry competition in fair telecommunications futures. Networks have global reach and require global and national integration. Here vision, co-ordination, and resources are urgently required for our commonweal and moral fibre. To feel the width of the band we desire, we need to plug into and activate the policy circuits. Abstract:
The following article is in response to a research project that took the form of a road trip from Perth to Lombadina re-enacting the journey undertaken by the characters in the play Bran Nue Dae by playwright Jimmy Chi and Broome band Kuckles. This project was facilitated by the assistance of a Creative and Research Publication Grant from the Faculty of Communications and Creative Industries, Edith Cowan University, Western Australia. The project was carried out by researchers Kara Jacob and Margaret Hair. One thing is plainly clear. Aboriginal art expresses the possibility of human intimacy with landscapes. This is the key to its power: it makes available a rich tradition of human ethics and relationships with place and other species to a worldwide audience. For the settler Australian audience, caught ambiguously between old and new lands, their appreciation of this art embodies at least a striving for the kind of citizenship that republicans wanted: to belong to this place rather than to another (Marcia Langton in Watson 191). Marcia Langton is talking here about painting. My question is whether this “kind of citizenship” can also be accessed through appreciation of indigenous theatre, and specifically through the play Bran Nue Dae, by playwright Jimmy Chi and Broome band Kuckles, a play closely linked to the Western Australian landscape through its appropriation of the road trip genre. The physical journey taken by the characters metaphorically takes them also through the contact history of black and white Australians in Western Australia. Significantly, the non-indigenous characters experience the redemptive power of “human intimacy with landscapes” through travelling to the traditional country of their road trip companions. The road trip genre typically places its characters on a quest for knowledge. American poet Gary Snyder says that the two sources of human knowledge are symbols and sense-impressions (vii). Bran Nue Dae abounds with symbols, from the priest’s cassock and mitre to Roebourne prison; however, the sense impressions, which are so strong in the performance of the play, are missing from the written text, apart from ironic comments on the weather. In my efforts to understand Bran Nue Dae, I undertook the road trip from Perth to the Kimberley myself in order to discover those missing sense-impressions, as they form part of the “back story” of the play. In the play there is a void between the time the characters leave Perth and reach first Roebourne, where they are locked up, and then Roebuck Plains, not far from Broome, yet in the “real world” they would have travelled more than two thousand kilometres. What would they have seen and experienced on this journey? I took note of Krim Benterrak, Paddy Roe and Stephen Muecke’s Reading the Country, a cross-cultural and cross-textual study on Roebuck Plains, near Broome. Muecke talks about “stories being contingent upon place … Aboriginal storytellers have a similar policy. If one is not prepared to take the trouble to go to the place, then its story can only be given as a short version” (72). In preparing for the trip, I collected tourist brochures and maps. The use of maps, seemingly essential on any road trip as guides to “having a look at” country (Muecke ibid.), was instantly problematic in itself, in that maps represent country as colonised space. In Saltwater People, Nonie Sharp discusses the “distinction between mapping and personal journeying”: Maps and mapping describe space in a way that depersonalises it. Mapping removes the footprints of named creatures – animal, human, ancestral – who belong to this place or that place. A map can be anywhere. ‘Itineraries’, however, are actions and movements within a named and footprinted land (Sharp 199-200). The country journeyed through in Bran Nue Dae, which privileges indigenous experience, could be designated as the potentially dangerous liminal space between the “map” and the “itinerary”. This “space between” resonates with untold stories, with invisibilities. One of the most telling discoveries on the research trip was the thoroughness with which indigenous people have been made to disappear from the “mapped” zones through various colonial policies. It was very evident that indigenous people are still relegated to the fringes of town, as in Onslow and Port Hedland, in housing situations closely resembling the old missions and reserves. Although my travelling companion and I made an effort in every place we visited to pay our respects by at least finding out the language group of the traditional owners, it became clear that a major challenge in travelling through post-colonial space is in avoiding becoming complicit in the disappearance of indigenous people. We wanted our focus to be “on the people whose bodies, territories, beliefs and values have been travelled though” (Tuhiwai Smith 78) but our experience was that finding even written guides into the “footprinted land” is not easy when few tourist pamphlets acknowledge the traditional owners of the country. Even when “local Aboriginal” words are quoted, as in the CALM brochure for Nambung National Park (i.e., the Pinnacles), the actual language or language group is not mentioned. In many interpretive brochures and facilities, traditional owners are represented as absent, as victims or as prisoners. The fate of the “original inhabitants of the Greenough Flats”, the Yabbaroo people, is alluded to in the Greenough River Nature Walk Trail Guide, under the title, “A short history of Greenough River from the Rivermouth to Westbank Road”: The Gregory brothers, exploring for pastoral land in 1848, peacefully met with a large group of Aborigines camped beside a freshwater spring in a dense Melaleuca thicket. They named the spring Bootenal, from the Nyungar word Boolungal, meaning pelican. Gregory’s glowing reports of good grazing prompted pastoralists to move their flocks to Greenough, and by 1852 William Criddle was watering cattle for the Cattle Company at the Bootenal Spring. The Aborigines soon resented this intrusion and in 1854, large numbers with many from surrounding tribes, gathered in the relative safety of the Bootenal thicket. Making forays at night, they killed cattle and sheep and attacked homesteads. The pastoralists retaliated by forming a posse at Glengarry under the command of the Resident Magistrate. On the night of the 4th/5th July they rode to Bootenal and drove the Aborigines from the thicket. No arrests were made and no official report given of casualties. Aboriginal resistance in the area was finished. The fact that the extract actually describes a massacre while purporting to be a “history of Greenough River” subverts the notion that the land can ever really be “depersonalised”. At the very heart of the difference lie different ways of being human: in Aboriginal classical tradition the person dwells within a personified landscape which is alive, named, inscribed by spiritual and human agents. It is a ‘Thou’ not an ‘It’, and I and Thou belong together (Sharp 199-200). Peter Read’s book Belonging: Australians, Place and Aboriginal Ownership contains a section titled “The Past Embedded in the Landscape” in which Read discusses whether the land holds the memory of events enacted upon it, so forming a tangible link between the dispossessed and the possessors. While discussing Judith Wright’s poem Bora Ring, Read states: “The unlaid violence of dispossession lingers at the sites of evil or old magic”, bringing to mind Wright’s notion of Australia as “a haunted country” (14). It is not surprising that the “unlaid violence of dispossession lingers” at the sites of old prisons and lock-ups, since it is built into the very architecture. The visitor pamphlet states that the 1890s design by George Temple Poole of the third Roebourne gaol, further up the great Northern Highway from Greenough and beautifully constructed from stone, “represents a way in which the state ideology of control of a remote and potentially dangerous population could be expressed in buildings”. The current Roebourne prison, still holding a majority of Aboriginal inmates, does away with any pretence of architectural elegance but expresses the same state ideology with its fence topped with razor wire. Without a guide like Bran Nue Dae’s Uncle Tadpole to keep us “off the track”, non-indigenous visitors to these old gaols, now largely museums, may be quickly led by the interpretation into the “mapped zone” – the narrative of imperialist expansion. However, we can follow Paul Carter’s injunction to “deepen grooves” and start with John Pat’s story at the Roebourne police lock-up, or the story of any indigenous inmate of the present Roebuck prison, spiralling back a century to the first Roebuck prison in settler John Withnell’s woolshed (Weightman 4). Then we gain a sense of the contact experience of the local indigenous peoples. John Withnell and his wife Emma are represented as particularly resourceful by the interpretation at the old Roebourne gaol (now Roebourne Visitors Centre and Museum). The museum has a replica of a whalebone armchair that John Withnell built for his wife with vertebrae as the seat and other bones as the back and armrests. The family also invented the canvas waterbag. The interpretation fails to mention that the same John Withnell beat an Aboriginal woman named Talarong so severely for refusing to care for sheep at Withnell’s Hillside Station that “she retreated into the bush and died of her injuries two days later”. No charges were brought against Withnell because, according to the Acting Government Resident, of the “great provocation” by Talarong in the incident (Hunt 99-100). Such omissions and silences in the official record force indigenous people into a parallel “invisible country” and leave us stranded on the highways of the “mapped zone”, bereft of our rights and responsibilities to connect either to the country or to its traditional owners. Roebourne, and its coastal port Cossack, stand on the hauntingly beautiful country of the Ngarluma and seaside Yapurarra peoples. Settlers first arrived in the 1860s and Aboriginal people began to be officially imprisoned soon after, primarily as a result of their resistance to being “blackbirded” and exploited as labour for the pearling and pastoral industries. Prisoners were chained by the neck, day and night, and forced to build roads and tramlines, ostensibly a “civilising” practice. As the history pamphlet for The Old Roebourne Gaol reads: “It was widely believed that the Roebourne Gaol was where the ‘benefit’ of white civilisation could be shown to the ‘savage’ Aboriginal” (Weightman 2). The “back story” I discovered on this research trip was one of disappearance – indigenous people being made to disappear from their countries, from non-indigenous view and from the written record. The symbols I surprisingly most engaged with and which most affected me were the gaols and prisons which the imperialists used as tools of their trade in disappearance. The sense impressions I experienced – extreme beauty, isolation, heat and sandflies – reinforced the complexity of Western Australian contact history. I began to see the central achievement of Bran Nue Dae as being the return of indigenous people to country and to story. This return, so beautifully realised in when the characters finally reach Lombadina and a state of acceptance, is critical to healing the country and to the attainment of an equitable “kind of citizenship” that denotes belonging for all. Abstract:
Introduction In a period marked by the pervasiveness of new mobile technologies saturating urban areas of the Asia-Pacific region, it can be easy to forget the realities of life in the rural areas. In a location such as Australia, in which 80% of the population lives in urban areas, one must be reminded of the sociotechnological realities of rural existence where often-newer mobile communication devices cease to function. This paper focuses on these black spots – and often forgotten areas – where examples of older, mediated technologies such as UHF Citizen Band (CB) radios can be found as integral to practices of everyday rural life. As Anderson notes, constructs of the nation are formed through contested notions of what individuals and communities imagine and project as a sense of place. In Australia, one of the dominant contested imageries can be found in the urban and rural divide, a divide that is not just social and cultural but technological; it is marked by a digital divide. This divide neatly corresponds to the images of Australia experienced by Australians (predominantly living in urban areas) and exported tourist images of the rugged vast rural landscapes. The remote Australia Outback is a popular destination for domestic tourists. Its sparsely populated and rough terrain attracts tourists seeking a quintessentially Australian experience. Roads are often unmade and in poor condition. Fuel and food supplies and health services are widely separated and there is almost no permanent accommodation. Apart from a small number of regional centres there is no access to mobile phones or radio broadcasts. As a consequence tourists must be largely self sufficient. While the primary roads carry significant road traffic it is possible to drive all day on secondary roads without seeing another person. Isolation and self-sufficiency are both an attraction and a challenge. Travelling in campervans, towing caravans or camper trailers and staying in caravan parks, national parks, roadside stops or alone in the bush, tourists spend extended times in areas where there are few other tourists. Many tourists deal with this isolation by equipping their vehicles with CB radios. Depending on the terrain, they are able to listen to, and participate in conversations with other CB users within a 10-20 kilometre range. In some areas where there are repeater stations, the range of radio transmissions can be extended. This paper examines the role of these CB radios in the daily life of tourists in the Australian Outback. Theoretical Issues The links between travel, the new communications technologies and the diminished spatial-time divide have been explored by John Urry. According to Urry, mobile electronic devices make it possible for people “to leave traces of their selves in informational space” (266). Using these informational traces, mobile communication technologies ‘track’ the movements of travellers, enabling them to communicate synchronously. People become ’nodes in multiple networks of communication and mobility’ (266). Another consequence of readily available communication independent of location is for the meaning of social connections. Social encounters provide tourists with the opportunity to develop and affirm understandings of their shared common occupation of unfamiliar social and cultural landscapes (Harrison). Both transitory and enduring relationships provide information, companionship and resources that allow tourists to create, share and give meaning to their experiences (Stokowski). Communication technology also enables individuals to enter and remain part of social networks while physically absent and distant from them (Johnsen; Makimoto and Manners, Urry). The result is a “nomadic intimacy” in an everyday social and physical environment characterised by extended spaces and individual freedom to move around in these spaces (Fortunati). For travellers in the Australian Outback, this “nomadic intimacy” is both literal and metaphorical. Research has shown that travellers use mobile communications services and a range of other communication strategies to maintain a “symbolic proximity” with family, friends and colleagues (Wurtzel and Turner) and to promote a sense of “presence while absent”, or ‘co-presence’ (Gergen; Lury; Short, Williams and Christie; White and White, “Keeping Connected”; White and White, “Home and Away”). Central to the original notion of co-presence was that it was contingent on those involved in a given communication both being and feeling close enough to perceive each other and to be perceived in the course of their activities (Goffman). That is, the notion of co-presence initially referred to physical presence in face-to-face contact and interactions. However, increasing use of mobile phones in particular has meant that this sense of connection can be affirmed at a distance. But what happens when travellers do not have access to mobile phones and the Internet, and as a consequence, do not have access to their networks of family, friends and colleagues? How do they deal with travel and isolation in a harsh environment? These issues are the starting point for the present paper, which examines travellers’ experience of CB radio in the remote Australian Outback. This exploration of how the CB radio has been incorporated into the daily lives of these travellers can be seen as a contribution to an understanding of the domestication of mobile communications (Haddon). Methodology People were included in the study if they used CB radios while travelling in remote parts of Western Australian and the Northern Territory. The participants were approached in caravan parks, camping grounds and at roadside stops. Most were travelling in caravans while others were using camper trailers and campervans. Twenty-four travellers were interviewed, twelve men and twelve women. All were travelling with partners or spouses, and one group of two couples was travelling together. They ranged in age from twenty five to seventy years, and all were Australian residents. The duration of their travels varied from six weeks to eleven months. Participants were interviewed using a semi-structured interview schedule. The interviews were transcribed and then thematically coded with respect to regularly articulated points of view. Where points of view were distinctive, they were noted during the coding process as contrasting instances. While the relatively small sample size limits generalizability, the issues raised by the respondents provide insights into the meaning of CB radio use in the daily life of travellers in the Australian Outback. Findings Staying Safe The primary reason given for travelling with a CB radio was personal safety. The tourists interviewed were aware of the risks associated with travelling in the Outback. Health emergencies, car accidents and problems with tyres in a harsh and hot environment without ready access to water were often mentioned. ‘If you call a May Day someone will come out and answer…” (Female, 55). Another interviewee reported that: Last year we helped some folk who were bogged in the sand right at the end of the road in the middle of nowhere. The wife just started calling the various channels explaining that they were bogged and asking whether there was anyone out there….We went and towed them out. …. It would have been a long walk for them to get help. (Female, 55) Even though most interviewees had not themselves experienced a personal emergency, many recounted stories about how CB radio had been used to come to the aid of someone in distress. Road conditions were another concern. Travellers were often rightly very concerned about hazards ahead. One traveller noted: You are always going to hear someone who gives you an insight as to what is happening up ahead on the road. If there’s an accident up ahead someone’s going to get on the radio and let people know. Or there could be road works or the road could be shitty. (Male, 50) Safety arose in another context. Tourists share the rough and often dusty roads with road trains towing up to three trailers. These vehicles can be 50 metres long. A road train creates wind turbulence when it passes a car and trailer or caravan and the dust it raises reduces visibility. Because of this car drivers and caravanners need to be extremely careful when they pass or are passed by one. Passing a road train at 100 km can take 2.5km. Interviewees reported that they communicated with road train drivers to negotiate a safe time and place to pass. One caravanner noted: Sometimes you see a road train coming up behind you. You call him up and say ” I’ll pull over for you mate and slow down and you go”. You use it a lot because it’s safer. We are not in a hurry. Road trains are working and they are in a hurry and he (sic.) is bigger, so he has the right of way. (Male, 50) As with the dominant rationale for installing and using a CB radio, Rice and Katz showed that concern about safety is the primary motive for women acquiring a mobile phone, and safety was also important for men. The social contact enabled by CB radio provided a means of tracking the movements of other travellers who were nearby. This tracking ability engendered a sense of comfort and enabled them to communicate and exchange information synchronously in a potentially dangerous environment. As a consequence, a ‘metaworld’ (Suvantola) of ‘informational traces’ (Urry) was created. Making Oneself Known All interactions entail conventions and signals that enable a conversation to commence. These conventions were also seen to apply to CB conversations. Driving in a car or truck involves being physically enclosed with the drivers and passengers being either invisible or only partially visible to other travellers. Caravanners deal with this lack of visibility in a number of ways. Many have their first names, the name of their caravan and the channel they use on the rear of their van. A typical sign was “Bill and Rose, Travelling Everywhere, Channel 18” or “Harry and Mary, Bugger Work, Gone Fishing”, Channel 18” clearly visible to anyone coming from behind. (The male partner’s name was invariably first.) A sign that identified the occupants was seen as an invitation to chat by other travellers. One traveller said that if he saw such a sign he would call up by saying: “Hello Harry and Mary”. From then on who knows where it goes. It depends on the people. If someone comes back really cheery and a bit cheeky I can be cheery and cheeky back. (Male, 50) The names of caravans were used in other more personal ways. One couple from South Africa had given their van a Zulu name and that was seen as a way of identifying their origins and encouraging a specific kind of conversation while they were on the road. This couple reported that People call us up and ask us what it means. We have lots of calls about that. We’ve had more conversations about that than anything else. (Male, 67) Another caravanner reported that he had seen a van with “Nanna and Poppa’ on the back. They used that as a cue to start a conversation about their grandchildren. But caravan names linked to their CB radio channel can have a deeper personal meaning. One couple had their first names and the number 58 on the rear of their van. (The number 58 is beyond the range of CB channels.) On further questioning the number 58 was revealed to be the football club number of a daughter who had died. The sign was an attempt to deal with their grief and its public display a way of entering into a conversation about grief and loss. It has probably backfired because it puts people back into their shell because they think “We don’t want to talk about death”. But because of the sign we’ve met people who’ve lost a child too. (Male, 50) As Featherstone notes, drivers develop competence in switching between a range of communicative modes while they are travelling. These range from body gestures to formal signalling devices on other cars. Signage on caravans designed to invite conversation was a specialised signalling device specific to the CB user. Talking Loneliness was another theme emerging from the interviews. One of the attractions of the Outback is its sparse population. As one interviewee noted ‘You can travel all day and not see another soul’ (Female, 35). But this loneliness can be a challenge. Some of these roads are pretty lonely, the radio lets you know that there’s somebody else out there. (Male, 54) Hearing other travellers talk was comforting. As with previous research showing that travellers use mobile communications services to maintain a “symbolic proximity” (Gergen; Lury; Short, Williams and Christie; White and White, “Keeping Connected”) the CB conversations enabled the travellers to feel this sense of connection. These interactions also offered them the possibility of converting mediated relationships into face-to-face encounters along the road. That is, some travellers reported that CB-based chats with people while they were driving would lead to a decision to stop along the road for a shared morning tea or lunch. Conventions governed the use of specific channels. Some of these are government regulated, while others are user generated. For instance, Channels 18 and 40, were seen as ‘working channels’. Some interviewees felt very strongly about people who ‘cluttered up’ these channels and moved to another unused channel when they wanted to have an extended conversation. One couple was unaware of the local convention and could not understand why no one was calling them up. They later discovered that they were on the ‘wrong channel’. Interviewees travelling in a convoy would use the standard channel for travellers and then agree to move to another channel of their choice. When we travelling in a convoy we go off Channel 18 and use another channel to talk. The girls love it to talk about their knitting and work out what they’ve done wrong. We sometimes tell jokes. Also we work out what we are going to do in the next town. (Male, 67) These extended conversations parallel the lengthy conversations between drivers equipped with CB radio in the United States during the 1970’s which Dannaher described as ‘as diverse as those found at a cocktail party’. They also provided a sense of the “nomadic intimacy” described by Fortunati. Eavesdropping While travellers used Channel 18 for conversations they set their radio to automatically scan all forty channels. When a conversation was located the radio would stop scanning and they could listen to what was being said. This meant that travellers would overhear conversations between strangers. We scan all the channels so you can hear anyone coming up behind, especially trucks and you can hear them say “that damn caravan” and you can say ’ that damn caravan will pull over at the first opportunity.” (Female, 44) But the act of listening in to other people’s conversations created moral dilemmas for some travellers. One interviewee described it as “voyeurism for the ears”. While she described listening to farm conversations as giving her an insight into daily life on huge cattle station she was tempted to butt into one conversation that she was listening to. On reflection she decided against entering the conversation. She said: I didn’t want them to know that we were eavesdropping on their conversation. I’d be embarrassed if a third-party knew that we were listening in. I guess that I’ve been taught that you shouldn’t listen in to other people’s conversations. It’s not good manners… (Female, 35) When travellers overheard conversations between road train or truck drivers they had mixed responses. These conversations were often sexually loaded and seen as coarse by the middle class travellers. Some were forgiving of the conversational excesses, distinguishing themselves from the rough and tumble world of the ‘truckies’. One traveller noted that the truck drivers use a lot of bad language, but you’ve got to go with that, because that’s the type of people they are. But you have to go with the flow. We know that we are ‘playing’ and the truckies are ‘working’ so you have to be considerate to them. (Female, 50) While the language of the truck drivers was often threatening to middle class travellers, overhearing their conversations was also seen as a comfort. One traveller remarked that sometimes you hear truckies talking about their families and they obviously know each other. It’s kind of nice to see how they think. (Female, 50) Travellers had similar feelings when they overheard conversations from cattle stations. Also, local cattle station workers and their families would use CB radios for their social and working communications. Travellers would often overhear these conversations. One traveller noted that when we are driving through a cattle station we work out which channel they are using, and we lock it on that one. And then we listen until they are out of range. We are city people and listening to the station chatter gives us a bit of an insight into what it must be like as a farmer working land out here. And then we talk about the farmers’ conversations. (Female, 35) Another traveller noted: If you are travelling and there’s nothing you can see you can listen to the farmer talking to his wife or the kids. It’s absolutely awesome to hear conversations on radio. (Female, 67) This empathic listening allows the travellers to imagine the lives of others in settings quite different from those with which they are familiar. Furthermore, hearing farmers talking about fixing the fence in the left paddock or rounding up strays makes ‘you feel that you’re not alone’. The networking of the travellers’ social life arising from listening in to others meant that they were able to learn about the environment in which they found themselves, as well as enabling them to feel that they continued to remain embedded or ‘co-present’ in social relationships in circumstances of considerable physical isolation. Conclusions The accounts provided by tourists illustrated the way communications technologies – in this case, CB radio – enabled people to become ’nodes in multiple networks of communication and mobility’ described by Urry and to maintain ‘co-presence’. The CB radio allowed tourists to remain part of social networks while being physically absent from them (Gergen). Their responses also demonstrated the significance of CB radio in giving meaning to the experience of travel. The CB radio was shown to be an important part of the travel experience in the remote Australian Outback. The use of CB made it possible for travellers in the Australian Outback to obtain information vital for the safe traverse of the huge distances and isolated roads. The technology enabled them to break down the atomism and frontier-like isolation of the highway. Drivers and their passengers could reach out to other travellers and avoid remaining unconnected strangers. Long hours on the road could be dealt with by listening in on others’ conversations, even though some ambivalence was expressed about this activity. Despite an awareness that they could be violating the personal boundaries of others and that their conversations could be overheard, the use of CB radio meant staying safe and enjoying guilty pleasures. Abstract:
Traditionally, the country way of life, the country worldview -- the country culture -- has been understood differently to the city way of life. Notions of rural have been represented in terms such as 'Eden', 'Arcadia', 'Golden Age', and associated with beauty, fertility, moral uprightness and authenticity. In contrast, notions of urban have been characterised by pollution, sterility, degeneration and artificiality. In Australia, the culture of the first white settlers developed out of this tradition, but with its own distinctive characteristics. The harshness and indomitability of the landscape became the means by which unique character, unifying myths of belonging and societal significance were constructed and asserted. In contrast to the communities of the country's original inhabitants, which were perceived as passive, unproductive and disconnected, the new culture was characterised by notions of 'land', 'masculinity', 'white', 'productive', 'homogenous' and 'nationalistic' (Moore 54; Turner 6; Ward; White 16ff.). Defining the country worldview in contemporary Australia, however, is problematic. Question marks hang over the continued significance, even existence, of a specifically country culture. Post-war Australia has witnessed enormous economic and social changes, wrought by improved transport and communication networks, a shrinking rural population, and the decreasing importance of the agricultural industries. The steady decline in grass roots support for the National Party of Australia, traditional defender of the country way of life, suggests that the voting population no longer views the upholding of specifically pro-country policies as necessary to the well-being of the nation. Australia is now recognised as the most urbanised, sub-urbanised and multi-cultural of the western industrialised nations. Globalisation of the mass communications media has blurred the boundaries between rural, urban, state and national. Consequently, many argue that the differences between the country and city are now insignificant (for example, Aitkin 34-41). Yet notions of country that are distinct, even definitive, continue to be represented in various urban-based communications industries, cultural policies, and the discourses of environmental politics and nationalism. Examples include John Laws's very popular Across Australia radio talk-back programme which celebrates the outback, the farmer and 'battler', and the 'True Blue' music of country artist John Williamson; the push by the Green movement to separate and protect wilderness areas of 'natural' bushland from the corrupting influences of human cultivation; and the continued significance of the 'bush' and 'bushman' in divers constructions of national cultural identity. Share and Lawrence argue that such representations are a state of mind rather than a state of being, "in the imagination of the cosmopolis" only (Share & Lawrence 101). Imagined or otherwise, however, the evidence suggests that they are representations which are nevertheless there -- albeit constructed in varying ways, with varying emphases, and in a variety of settings. Tamworth: Country at Heart Jacka argues that it is the 'local', constructed by a specific set of forces and circumstances and operating within a particular time frame and place, that provides the best or most 'authentic' means of analysing notions of the 'country' (qtd. in Share & Lawrence 102). Tamworth, situated in North Western New South Wales, approximately four hundred kilometres from Sydney, is one such 'authentic' locality. The city of Tamworth and its surrounding hinterland is populated by some 55,000 people. Timber and farmland constitute 95% of its land use. Agricultural production generates the bulk of its net income. The Tamworth electoral district has been designated 'country' by the State Electoral Office. Promotional billboards erected by the Tamworth City Council and situated on all major highways into the city describe Tamworth as 'the heart of country'. Tamworth is renowned as 'the Country Music Capital of Australasia' and celebrates 'country' values annually through a highly successful Country Music Festival. Clearly, notions of country are significant in the shaping of how Tamworth is perceived as a community locally and nationally. These notions are an important component of the process of meaning generation, circulation and exchange inTamworth -- indeed, they are an important component of the essential fabric that constitutes the Tamworth culture. Analysis The Tamworth worldview was studied through an analysis of the coverage of the local NSW state election campaigns of 1995 and 1999 by Tamworth's only regional daily newspaper, the Northern Daily Leader. Regional daily newspapers are a useful means of analysing the major preoccupations of a culture. They contribute significantly to the construction and representation of the communities they serve: they are moulded by the specific needs of their communities; they are prominent influences of the norms, values and processes of these communities; they are the product of a community that is connected by common and local interests and knowledge, written with and by the people of this community (Mules et al. 242). The coverage of the 1995 and 1999 election campaigns represented a discrete sample of texts with a common focus. An important aspect of this focus was Mr Tony Windsor, Independent State Member for Tamworth. Windsor's Independent status was significant to the study. Firstly, it suggests that he was elected to office on his own merits or on the merits of his policies, as against any particular party affiliation. Papadakis and Bean argue that a vote for an Independent most often represents a protest vote against the dominant players in the political system rather than any systemic approval of the policy positions or other qualities of the recipient (109). This may well have been the case for Windsor's initial victory in 1991. However, in the 1995 election he won an unprecedented 83% of the primary vote, representing voters from right across the political spectrum. He further increased his majority in the 1999 election. Windsor's extraordinary popularity suggests that his appeal cut across the political boundaries into the social and cultural realms. As such, Windsor embodies a singular means of analysing the socio-politico-cultural preoccupations of those he represents. The study tracked story frequency and space, and analysed pictorial, headline and lead texts in terms of story focus, personal and thematic associations, and candidate agency. It was found that the Leader markedly privileged Windsor over his opponents in regards to story frequency and space. The pictorial and key word analyses identified Windsor's public persona as more active and more person-oriented than those of his opponents, and as associated more often with exterior settings, particularly those in or connected with 'bush' locations. This stood in contrast to the representations of his major ALP opponents. In both elections they were female, associated more with interior settings, and represented as speaking more than doing, passive more than active, and concerned more with their emotions and states of being than was Windsor. Overall, the Leader's representation of Windsor was found to comprise the six notions noted above as being characteristic of the traditional country worldview. Windsor's connections with and concerns for the land and country issues were significant. The construction of male and female gender roles was masculinist in nature. The absence of any signifiers associated with notions of 'Aboriginality', 'ethnicity', even 'diversity', indicated the existence of naturalised discourses of 'white' and 'homogeneity'. Notions of productivity were evident through Windsor's preoccupation with the business and industry. Nationalism was implied through Windsor's association with characteristics that epitomise traditional understandings of what it is to be an Australian. Two additional characteristics were also identified. The first of these was named 'Independent', as indicated through the significance placed upon Windsor's politically Independent status. It was defined by the traditional understandings of the country worldview and ideas of integrity, 'a fair go' for the country, and of giving power back to the people. In contrast, the major political parties, ALP and National Party, were associated with the city, corruption, interference, lack of democracy, the undermining of country values by city values, and a subordination of the country to the city. The second characteristic was named 'community'. It was indicated through ideas of belonging and like-mindedness, andWindsor's representation as friendly, person-oriented and concerned with the active provision of services for the people. Implications The Tamworth culture is characterised by the notions of 'land', 'masculinity', 'white', 'productive', 'homogenous', 'nationalistic', 'Independent' and 'community'. This very characterisation, however, is one that gives rise to a number of questions. What drove the Leader to construct and represent the Tamworth culture in this way? How did and does this particular characterisation serve the needs of the Tamworth people? How and why are these needs different to the needs of city people -- or even people in other rural communities? Perhaps the best answer lies with the demonstrated longevity of the essential nature of the Tamworth worldview. Traditional notions of country have remained distinctive, even definitive, despite Australia's urbanisation, suburbanisation, multiculturalism; despite the enormous economic and social changes that have been wrought by globalisation; despite the consequent blurring of boundaries between rural, urban, state and national. This traditional nature, it seems, is resistant to change. Yet there is also evidence that a blurring of boundaries, even change, has occurred in Tamworth. Examples include the fact that the combined income generated by secondary and tertiary industries in the Tamworth district is now greater than that generated by agriculture; Windsor, with whom the Leader so closely associates the land and other notions traditionally associated with the country, also holds a university degree in economics; the annual Country Music Festival is celebrated largely from within the confines of the city of Tamworth itself; Tamworth City Council and Country Music Festival both have sites on the World Wide Web, thereby connecting them with the very globalisation that the Leader would have them resisting. Although this may suggest that the country has actually appropriated, even assimilated many of the notions that are most often associated with change in today's society, it also seems that this assimilation is one that is on the country's terms only. Notions of the city are subordinated to notions of the country. Change is appropriated, but in a way that maintains the status quo -- that perpetuates the essential country worldview, both locally and nationally. Such evidence of change may also suggest that the Leader's representation of Windsor, of Tamworth, is perhaps a state of mind rather than a state of being. It is a representation that taps into the imagination of the people rather than their everyday existence. In so doing, it worked to position over 85% of the population into voting a particular way in the 1995 and 1999 NSW State elections. It may also work to draw the many people from around Australia who bring their tourist dollars into Tamworth each year to celebrate country values through the Country Music Festival. The Tamworth culture may well uphold a construction of Australian identity that is outside the direct experience of those who live on the coastal fringes, yet it provides an attractive, even desirable holiday destination for many. Perhaps this is because people, country and city alike, continue to see the country as a place that offers them a simple solution to tensions and conflicts that are otherwise unresolvable. Change produces anxiety -- especially a postmodern change in which all semblances of certainty have been removed. On the other hand, the study suggests that the country worldview represents that which does not change. Its definitive nature stands in contrast and provides an alternative to the relativism of the city. Notions of country represent a surety in a world that is otherwise uncertain. References Aitkin, D. Abstract:
Different forms of transport have always had different effects on the cityscape, landscape, nationscape and airscape. Modes of moving from A to B have consumed, manipulated and divided this space, often requiring other activities to operate around it. This division is seen most obviously in roads and their effect on community (see for example The Castle), but also in other scapes such as the control of airspace through flight paths which has had a marked effect on, for example, the migratory flight paths of birds. With the adoption of new transport technologies, scapes are manipulated to accommodate the needs of this technology. The bicycle is an interesting example of a technology, which in its popularity last century began to affect the architecture of the landscape, before the automobile left its indelible imprint. With the disenchantment with cars in the Western world, it is interesting to ponder on the effect that bicycles are now having with the resurgence of their popularity. At this point, it must be noted that this is a purely Western orientated study and it would be worthwhile comparing these spatial effects to the scapes in a highly cycle-dominated country such as China. The popularity of bicycles peaked in the 1880-90s (Bardou et al. 7). This craze was partly due to the attraction of the technology, but also due to an associated sense of freedom and escape. This attitude to the bicycle is expressed in H.G. Wells's novella, Wheels of Chance (based in 1895) where the main character, a draper called Mr Hoopdriver, undertakes a cycling tour of the south coast of England. Freedom takes on two meanings -- firstly, Mr Hoopdriver finds a sense of freedom in being able to escape from his mundane life and travel the long distances solo and in a shorter time. He also observes another type of freedom in the form of the Young Lady in Grey who is also on a cycling tour. Mr Hoopdriver is shocked to see a woman exerting herself physically and wearing pants, yet realises that there is no question of women cycling side saddle wearing a skirt. It seems that in this form of transport, the emancipation of women progresses a little further. This freedom led to the enormous popularity of bicycles and as a result, bicycle organisations began to petition for the improvement and expansion of roads which were in a poor state due to the use of horses (Fink 8). And so bicycles began to impose their needs on the landscape and with the expansion of road networks, the landscape was altered markedly. Interestingly enough, these roadworks were one factor which led to the bicycle's demise in popularity and the accelerated manufacture of cars (Bardou et al. 9). At the time that roads were being improved, farmers in the United States were becoming distressed by the railway's monopolised power over mass transport. Due to the improved roads, the agricultural industry pushed towards using these roads for transporting produce. A number of automobiles had been designed and tested since Leonardo da Vinci first sketched the idea. 1860-90 had seen a number of reasonable size steam engines which had reasonable power/weight radio, and an electric car, invented by William Morrison (US) in 1890, had a running time of 13 hours at 14 mph (Fink 9). However, it was the internal combustion engine that revolutionised this form of transport, and it did not take long before the utopia was conceived. Not only could cars move faster than a horse and cart, they were originally deemed cleaner and healthier, according to an 1899 article from the Scientific American: The improvement in city conditions by the general adoption of the motorcar can hardly be overestimated. Streets clean, dustless and odourless, with light rubber tired vehicles moving swiftly and noiselessly over the smooth expanse, would eliminate a greater part of the nervousness, distraction, and strain of modern metropolitan life. (Conyngton 19660) There existed some initial resistance to the introduction of cars. Pedestrians, horse owners and cyclists began to feel that their road space was being impinged upon and speed laws were introduced to attempt to counteract the fanaticism (Flink 25). However, little could be done to dissuade the masses about the benefits of the car. Given the car's enormous popularity and the spatial needs of this vehicle, it is interesting to consider the architectural changes to the city and landscapes necessary to account for the requirements of the car. As the rail trucks needed tracks, so too the cars needed roads. Already existing roads in cities were altered significantly and in particular, enormous amounts of money were injected into building highways to link major cities. Examples of these projects are the now defunct Highway Trust Fund in the United States and the Pacific Highway system in Australia. These roads have always been built with great opposition from people whose homes or land were rezoned for use by governing bodies. The consumption and division of established city scapes to accommodate for the cars' needs has severely altered the spatial priorities. Leavitt (1970) suggests that previously cohesive neighbourhoods have become socially and spatially divided as a result. Small corner stores have closed down due to bypasses, neighbours cannot visit each other on foot due to uncrossable motorways, animals are killed as a result of normal routes being intersected by highways, and the airscape has become dominated by the engine fumes especially in places such as Mexico City. On a larger scale, it may be suggested that cars has had scape-altered effects on a national and transnational level. The rise of the use of motorised transport can be considered in conjunction with the growing popularity of communication systems, more specifically at this time, the telephone. Both the car and the telephone have changed the perception of space between previously distant neighbours. Travelling time and communication time have decreased as a result of the use of these devices, resulting in a greater unification of the nation state. The negative corollary to this is the disintegration of these nation states through war. The use of cars and the expanded and improved highway systems had devastating effects in World War II. The increased mobilisation of soldiers and weaponry increased the efficiency of destruction, resulting in razed city and landscapes and a shift in national borders and nation space. Thus the demands of cars have altered these scapes and subsequently dictate the use of this space. It may be suggested that the car no longer is a tool for humans, but tends to control human activity within the space it dominates. People must use a bypass to drive further for a loaf of bread which was previously bought from the corner shop now closed from a lack of business due to the same bypass. Commuters in Mexico City are forced back into cars to escape the hazardous chemicals now dominating this space. This almost master/servant relationship over space allocation in the land, city and airscapes led to the disenchantment with cars which began in the 70s. One of the results of this disenchantment was to reconsider the bicycle as an alternate, less impinging form of transport. It has taken a number of decades but, in terms of space and scapes, an interesting phenomenon is occurring with the resurgence of the popularity of bicycles in the Western world. Cycling advocate groups are highlighting the advantages of this mode of transport. Cycling is no longer discussed in the 1890 discourses of freedom and adventure, but in terms of the environment and health. The environmental rhetoric, in particular, can be framed in terms of space. For example, it may be suggested that bicycles do not tend to permeate the airscape to the degree that cars do. It is through these types of discourses that advocate groups have been arguing for the right to take back some of the space that cars have since subsumed. A struggle exists over this space. For example, in many European cities, bicycle lanes on the far left of the road (between the footpath and carlanes) have been drawn on many intra-urban roads. In Amsterdam, vehicle access is colour coded, with bikeways being marked by red bricks (Poindexter). The cityscape is not altered as a result, but challenges to the space already filled by cars are made. In Australian capital cities, these bikelanes are less successful. Many of these bike lanes exist where car parking is permitted and a line of parked cars potentially subsumes this designated space, such that it no longer exists. Thus many cyclists resort to using pathways, some specific to cyclists, others shared with pedestrians. Other innovations from the Netherlands, which have perpetuated this challenge to the car's control of space, are traffic lights with special signals for bicycles and right-of-way laws which include specific give way to cyclists rules (Poindexter). These practices question the dominion of cars in travelling spaces and go towards changing this transport paradigm. As natural resources are depleted further and little progress is made on green cars, bicycles may again find their niche. It will be interesting to see another architectural evolution of the city, land, air and nationscapes as this space changes to accommodate another shift in transport trends. Peru is one of the most biodiverse countries on the planet. More than 65% of the country is covered by the Amazon rainforest, and the Andes region is home to more than 70% of the world’s tropical glaciers. This abundance of natural resources also makes the country highly vulnerable to the effects of climate change.The Peruvian government therefore requires the development and implementation of action plans to adapt to the present and future impacts of climate change. At the same time, it requires the development of sound communication strategies that include collaboration with stakeholders such as the media and nongovernmental organizations. Media coverage of climate change can have important implications for policy decision making. This is especially salient in a context of low information availability where media reports play an important role in filling knowledge gaps that in turn can affect the way policies are developed.Climate change, as an environmental and social issue in Peru, is not highly politicized, as it is in countries such as the United States and Australia. There is no major debate about the reality of climate change, the scientific evidence, or the need for political action and technological and policy innovations. This approach is also reflected in the media’s coverage of the issue. Peru’s media tend to focus on climate change mostly during key policy events. Among these major events was the capital city of Lima’s hosting in 2010 of the V meeting of Latin American, Caribbean, and European Union countries, where the main topics of discussion were climate change and poverty. In addition, Lima hosted the COP20, which preceded the Paris meeting in 2015 that led to a major global agreement. The media’s coverage of these events was intense. These were the exceptions: A good proportion of Peru’s newspaper coverage comes from international news wire agencies. Coverage from those sources focuses mostly on mitigation actions, instead of adaptation, which is more relevant to vulnerable countries such as Peru. This coverage is in line with the government’s view of mitigation as a business opportunity. There is, however, a lack of studies that explore, first, the factors that affect this coverage, and, second, the way other mediums such as television or radio cover the issue.Strategic communication by governmental organizations, as well as accurate and fact-based media reporting about climate change, is necessary to better communicate the urgency and magnitude of the problem to the general public, grassroots organizations, industry, and international agencies, among others.

AbstractIn a world of increasing awareness of the many drivers of anthropogenic climate change, all of which fall under the larger rubric of global capitalism with its emphasis on profit-making, economic growth, and a strong dependence on fossil fuels, many universities, particularly in developed societies, have proclaimed a staunch commitment to the notion of environmental sustainability. Conversely, the growing emphasis on internationalisation of higher education, particularly in Australia, entails a considerable amount of air travel on the part of university staff, particularly academics but also support staff, and overseas students and occasionally domestic students. Australia is a generally highly affluent country which is situated in the driest inhabited continent and increasingly finds itself functioning as a “canary the coal mine” with respect to the ravages of anthropogenic climate change. Ironically, climate scientists and other observers often refer to various regions, such as the Arctic, low-lying islands, the Andes, and Bangladesh, inhabited by indigenous and peasant peoples as the canaries in the coalmines when it comes to the adverse impacts of anthropogenic climate change. It is often said that those people who have contributed the least to greenhouse gas emissions are the ones suffering the most from climate change, a more than accurate observation.

This chapter discusses the use of abstract multi-agent models of conflict — ABDs (Agent-Based Distillation) — for security and defense purposes. The chapter promotes a complex-systems, bottom-up approach to modeling conflict in a highly abstracted manner. Three ABDs drawn from three application areas – Operations Analysis, Wargaming (decision support) and Counter-Terrorist Activity — are used as illustrations. The history, philosophy and design approach of ABDs are discussed, including the key features of abstraction, bottom-up modeling, ease of use and rapid exploration of the parameter space of a problem. Challenges facing the successful design, implementation and deployment of ABDs are discussed, including appropriate level of abstraction, validation, acceptance, parameter setting and understanding of the range of outcomes generated. The Conceptual Research Oriented Combat Agent Distillation Implemented in the Littoral Environment (CROCADILE) ABD is used to illustrate the design of an ABD, highlighting that they are not complex pieces ofsoftware by military simulation standards. A patrol scenario is constructed in which a team of patrolling agents seeks to intercept an infiltrator crossing a border. The relative benefits of increasing sensor and communication capabilities of the patrol are explored in terms of the patrol’s ability to successfully intercept the infiltrator. The Tactical Decision Support System (TDSS) ABD shows a different application of the technology — in this case, wargaming Courses Of Action (COA). An experiment is described utilizing officers from the Australian Royal Military College to wargame COA using both traditional and TDSS approaches. For the TDSS approach, significant improvement in outcomes across a range of criteria was found by both the officers using the system and the evaluating staff. Finally, the System for Life and Intelligence Modeling (SLIM) ABD is used to explore the consequences of a government’s arrest policies in a homeland defense scenario. The model incorporates different geographic regions (homeland, foreign deployment, etc.), borders, terrorists, civilians, police, military, forensic evidence and bomb attacks. The consequences of lowering or raising the arrest threshold in terms of the amount of evidence required against an individual agent are shown in terms of bomb attacks, deaths, terrorists arrested and civilians wrongly arrested.

Governments provide a wide range of services, and the digital economy provides both threats and opportunities in this sector. The Transport Accident Commission (TAC) is a compulsory, government owned and operated insurance scheme for third-party, no-fault liability insurance for transport accident victims, operated in Victoria, Australia. E-business has now been widely used in all sectors from small business (Loane, McNaughton, & Bell, 2004) to emerging economies (Li & Chang, 2004), and in very different industry sectors (Cagno, Di Giulio, & Trucco, 2004; Golden, Hughes, & Gallagher, 2003). Major steps forward and applications have occurred in retailing (Leonard & Cronan, 2003; Mackay, Altmann, & McMichael, 2003; Starr, 2003). Applications need to be highly customized as the business-to-consumer (B2C) and business-to-business (B2B) environments are very different, and requirements of industries such as retailing and mining, and indeed government, differ substantially (Carter, 2003; He & Lung, 2002; Rotondaro, 2002). Government provides a particularly different environment for e-business applications because government services are often delivered in monopoly circumstances, with no real profit motive behind them. At the height of the technology boom in October 1999, Tony Marxsen joined the TAC as head of IT to develop a new IT outsourcing contract for the organization as the current 5-year contract was due to end in July 2000. He quickly realized that the TAC IT systems were out of date, lacked IT process integration, and were constraining improvement in business processes, and that no significant investments had been made for some time. Renewing or redesigning the outsourcing contract, the basis for which he had been employed, would only be a short-term solution. The problem was that the cost of new infrastructure would be high, and return on technology investment would mainly be realized from redesigned business processes enabled by the new technology. Tony wanted to propose a business transformation, with process changes as well as significant investment in IT infrastructure. Together, these would take the TAC from 1970s technology into the 21st century. The problem was that their (investments in such transformation) payoffs are not easily and quickly achieved. Their value does not come from installing the technology; it comes from changing both operating and management processes—perhaps operating and managing cultures too. (Ross & Beath, 2002, p. 53) Tony knew he would have to win the support of the board and senior management, but he could not immediately give them a concrete business case for the investment. He also knew that any infrastructure investment had to be linked with a major process-improvement initiative from the start to avoid the double investment of building new applications to support old processes, and then undertaking major modifications or even replacement when the need for improvement became obvious to the board and management team. He compared investing in IT infrastructure to rewiring and replumbing your house: as far as visitors are concerned, there’s no visible difference, everything’s behind the walls, but as the owner you get the benefits of things like cheaper electricity and water bills because of efficiencies in the new redesigned systems. The problem is convincing people that they will get these results in the future, but that they need to hand over the money now, when there’s no hard evidence for the benefits they’ll get, just a bunch of assumptions and no guarantees. It’s a big ask for any Board. (Marxsen, personal communication, September 4, 2003) Tony knew that the first hurdle he would have to overcome would be getting the board to agree to give him the opportunity to put together a team to develop a business case for the board’s further consideration.

In recent years, software development in the Kyrgyz Republic demonstrated 60-70% growth rate. Kyrgyz software products are exported to Central Asian neighbors and to the Western countries such as Italy, Australia and Holland. With the highest Internet penetration in the region and pool of qualified staff Kyrgyzstan has real chances to sustain the growth rate of the industry. Moreover, the cheap labor creates comparative advantage for local software producers. The break-up the Soviet Union lead to bankruptcies of traditional industries in the Kyrgyz Republic and thousands of highly qualified engineers were left unemployed. Simultaneously since independence Kyrgyz government implemented number of reforms to encourage development of Information and Communication Technologies which lead to the establishment of ICT infrastructure in the region. The paper analyzes the development trend of the software production industry in the Kyrgyz Republic. We will also overview international experience as in the leading software producers as well as in neighboring countries. The study also builds projections for the next decade and draw on certain policy implications. In addition the paper will provide policy recommendations. The data used is from by the Association on IT companies, questionnaires, National Statistics Committee, Word Bank and Asian Development Bank.

This paper synthesises the results of three participatory action research (PAR) studies undertaken to improve the integration of evidence-based practice (EBP) education in three undergraduate health courses at one Australian university: Bachelor of Nursing, Bachelor of Occupational Therapy, and Bachelor of Physiotherapy. The PAR process with interested academics uncovered a range of EBP education strengths and weaknesses in the three courses. Common themes were evident, which are likely to be applicable in other similar courses. Identified weaknesses included a lack of explicit teaching about the meaning, principles, steps, and importance of EBP, partly stemming from a lack of shared understanding. A relative lack of emphasis on certain EBP steps was also noted, particularly the first step of ‘asking’ questions. A lack of communication with workplace learning (WPL) supervisors about how to facilitate EBP was also noted, raising concerns about variable EBP-education quality across WPL settings. Opportunities for improvement were identified by academics in each course, across multiple subjects and year levels. In our experience, PAR has been a highly constructive approach to EBP curriculum improvement. We encourage consideration of a PAR approach for addressing similarly complex curriculum challenges.
