Abstract:
The experience in teaching in engineering learning contexts has lead to the idea to study in depth this theme Curriculum evaluation in the field of engineering due to the acknowledged real life situations in our current practice. This paper wishes to create a modern vision of this important stage of the teaching and learning process in the field of engineering. This is to say, through the establishment of the ideal stages in the design and administration of an assessment test. Last but not least, similarly to the education process where there is no real unique recipe to approach education in the assessment process no unique recipe can be given. This works on a situation-based basis so as to indeed be one of the real instruments that help us improve the added value in the context of the entire educational process. In conclusion, the novelty brought about is that assessment in any field of education, in engineering also, must be regarded as a specific part of the educational field, where all factors psychological and material that are characteristic to the instructive and educational activity are taken into consideration.

Abstract:
The article deals with increasing the efficiency of scientific project management in higher military educational establishments by introducing the method of distribution of research works among the teams of performers of scientific projects of higher military educational establishments, analyzes the load of scientific and pedagogical workers of typical structural units of higher educational establishments of higher educational establishments. Actions of the functional leader in the selection of the team of executors of the scientific project. Specificity of scientific tasks in the military field is the need to overcome the uncertainties caused by the unpredictability of the enemy during combat. The complexity and multidimensionality of the problem of planning and managing the scientific and technical activities in the security and defense sector necessitate the improvement of existing planning and management mechanisms in the Armed Forces of Ukraine. Management activities of functional leaders is one of the important factors for the success and quality of scientific tasks. In the teaching and research processes of higher military education there is a wide range of management entities. The content and scope of managerial functions of heads of departments, faculties and departments are defined in the relevant charters, guidelines and instructions. However, it is very difficult to identify the quantitative weight of each institution of management of the scientific-pedagogical system of higher education institutions and its structural units. The order of performing management functions during certain periods of activity is worked out by each entity, mainly independently, on the basis of personal experience, the choice of forms, methods and means of influencing the management object is, for the most part, a creative process. One of the important aspects of the implementation of a scientific project that depends on the end result is the selection of the "right" team of project executors and the project resource, namely: specialists in the field of research, motivated by the result, able to achieve it by their competence, not overloaded with other work , plus - comprehensive security of the project. In order to increase the effectiveness of management activities, to apply the management of the institution (the chief and his deputy for scientific work) by the apparatus, to qualitatively evaluate and make the right management decisions at the stage of appointment of the project manager and the team of executors of the scientific project, to determine the resource base and limitations in this particular scientific project, this technique is proposed. Management of scientific projects in all phases of their implementation - from order to implementation, is a priority direction of increasing the efficiency of the system of scientific and scientific-technical activity of the Armed Forces of Ukraine. The implementation of the algorithm of selection of the team of executors of the scientific project is an effective mechanism for optimizing the decision-making process by functional managers in the early stages of scientific projects.

In this article the author tries to objectively evaluate the establishment of a higher technical institution, namely, from the three-class real-school to the Technical Academy, which consists of two branches: technical and trade-school and real-school, the reaction of the ruling circles. The process of reorganization of this institution, for which the college of professors prepared a project based on the organization of training of Austrian technical institutions, was approved by the Ministry of Education and Religion and provided for a thorough study of theoretical and practical disciplines, and running the academy was compared to other technical academies of the monarchy. Accordingly, the main provisions of the educational procesus that were approved by the Galician Regional Council and the Austro-Hungarian Ministry of Education were approved. As the reaction of the Austrian and Polish authorities to the development of a higher technical school was largely positive, there was no such conflict situation as was observed at the University of Lviv, as it was about the establishment of the Ukrainian university and the policy of the Viennese government on the educational issue. The reaction of the Polish ruling circles towards the development of higher technical education was also calm, since the teaching languages in this institution were German and Polish, and the Poles predominated in nationality.

It is a difficult and expensive task to collect all the subsystems required in the educational environment of a higher education institution. The cost of complex solutions from well-known brands is measured in thousands of dollars, and their implementation requires the same integrated approach. For Ukrainian educational institutions, the solution may be to build their own information and educational environment using open source components. In most cases, such programs already have options for integrating with one another based on the same open standards. It is important to know and understand the possibilities of such integration. Its use will allow to create environment for own needs and organizational features of each institution. The possibility of gradually connecting the necessary components will make it easier to go through the process of introduction of information and educational environment and involvement of all departments of higher education in it. The examples and links in the article demonstrate the potential of open source software as an integral part of the educational environment.

Abstract:
Today, the system of higher education around the world continues to take measures to effectively organize educational activities in the context of the COVID-19 pandemic. All METHODS OF TEACHING AT HIGHER EDUCATIONAL ESTABLISHMENTS Issue I (81), 2021 131 countries of the world had to face unexpected difficulties in connection with the introduction of self-isolation. The higher education system was "on the front lines" with a large number of people. The closure of higher education institutions and the emergency transition to distance learning have led to obvious problems, mainly due to insufficient technical equipment, lack or poor preparation of both teachers and students to work in the new environment. These and other problems pose another challenge to the higher education system in a critical situation. At the same time, along with the obvious challenges and problems, the new format of distance learning provides a wide range of opportunities and prospects for change and improvement of educational systems, for which the critical situation creates forced conditions. The article substantiates the importance of effective distance learning in higher education in the context of the COVID-19 pandemic and outlines the main problems of the individual in the relationship "teacher-student" in quarantine. The current stage of informatization of society cannot be imagined without the introduction of information and communication technologies in all parts of the education system, educational institutions and government. These technologies are especially relevant in quarantine, as they allow you to implement distance learning. It is also important that distance education expands and renews the role of the teacher, makes him a mentor-consultant who should coordinate the cognitive process, constantly improve the courses he teaches, and increase creativity and skills in accordance with innovations and innovations. During distance education, there is also a positive impact on higher education: increasing their creative and intellectual potential through self-organization, the desire for knowledge, the use of modern information and telecommunications technologies, the ability to make responsible decisions. The analysis of the research devoted to distance educational process, has allowed to reveal its other basic features, in particular: orientation on independent cognitive activity; significant potential opportunities for distance learning to intensify educational and cognitive activities; the possibility of organizing open learning, expanding the audience of consumers of educational services; integration of world educational services; reduction, under certain conditions, of material costs for the organization and implementation of the learning process.

Abstract:
In the 1920–1930s the Ural industries and regional authorities were in need of qualified economists and engineers, which resulted in establishing in Ekaterinburg (Sverdlovsk) its own university, technical institutes, and the Ural Branch of the USSR Academy of Science. The article reveals the reasons of failures in technical institutes’ development and the mistakes in training of economic specialists. The educational organizations and scholarly institutions faced the lack of funding from national and local authorities, whose intention was to make the process cheaper and faster, which resulted in disrupting operation of technical institutes and decreasing the quality of the students’ training. Such attitude on the part of the authorities became the crucial factor for the crises of higher education in the city. Poor communication with the local industry, ideologically based restrictions in teaching of economic disciplines, as well as separate reporting lines of technical institutes, higher education establishments and scholarly institutions also negatively affected the situation. The article proves that the best solution for the city could have been establishing a single research and education center at the State University, which was the original intention of its foundation in 1920. The lack of funding and inconsistent policy of the national and local authorities have led to abandoning the initial program of the university development. Only in 2019, they returned to the program at a new level, when they started to establish a research and education cluster at the Ural Federal University.

Abstract:
The purpose of the article is to analyze the dynamics of foreign missions of teachers of higher educational establishments of the Ukrainian SSR during the 1920s – early 1930s, the goals and results of their cooperation with the international scientific centers in the context of the communication strategies of scientists in general. Research methods: methods of sociocultural and local analysis have become important for the writing of this article, in particular for the study of individual experiences of international communication of teachers, bringing microhistorical analysis into a single system of interconnection, the transformation of the multiplicity of individual “stories” into a holistic picture, as well as general scientific methods of analysis and synthesis, retrospective and historical-comparative. Main results. The analysis of the basic principles of organization of foreign missions of scientists of Ukraine: financial, formal-organizational, by scientific directions and by scientific status. Summary. It has been established that during the 1920s, the previous contacts of scientists with foreign colleagues were maintained, the new contacts were made. The majority of business trips were provided to the representatives of industrial, technical and agricultural verticals. It was noted that only representatives of higher educational establishments of the USSR, mainly Kharkiv, had the opportunity to visit European scientific centers, and only known scientists could constantly maintain contacts with foreign countries. For the postgraduate students and young scientist quotas were set aside for international business trips at the expense of People’s Commissariat of Education, but they were not enough to establish the strong communication with a particular scientific community abroad. It was proved that communication practices were not limited to the scientific cooperation of individual scientists or institutions, they were also the examples of cultural interaction with the general public – teachers were invited to read public lectures in front of diverse audiences, to give speeches at solemn receptions, to visit colleagues abroad at home. The sightseeing programs were also an integral part of this process, helping to establish closer contacts. Practical implication. Results and conclusions can be used to further explore the problem outlined. Originality. The research was carried out a thorough analysis of a large number of archival documents, most of which were first put into circulation. Scientific novelty. Data on the number of business trips received during the 1920s were clarified. The issue of state funding of business trips was first solved, the requirements for candidates for business trips were analyzed, and the achievements of the Ukrainian SSR scientists were evaluated by the international community and the reasons of the decline of communication activity.
