Abstract:
This article examines recent ongoing churning around independent regulatory authorities in higher education in India in the context of the changing relationship between polity and policy in the emergent neoliberal state discourse. The disconnect between polity and policy needs to be examined concerning people’s power in liberal democratic theory. People’s power and higher education are intertwined since the former has legitimate claim over the latter. Hence, this article, at the outset, examines the anatomy of regulation vis-à-vis people’s power. Thereafter, regulation and knowledge are examined congruently. Regulation and higher education in India are explained by way of clarifying the constitutional provisions and analysing emerging policy proposals regarding centralisation, commercialisation and regulations. This article highlights the importance of higher education for transformation. In this regard, ten challenges are outlined in the end.

Abstract:
The Ministry of Human Resource Development (MHRD) has come out with the draft of ‘National Education Policy (NEP) 2016’ in April 2016. The new NEP 2016 seeks to create conditions to improve the quality of teaching, learning and assessment, and promote transparency in the management of education in the country. The policy prescriptions enunciated in the policy document are critically examined in the context of the objectives set out in the document. An attempt is made to survey some of the recommendations of the report and examine issues related to higher education in the country. The issues include financing education and the policy initiatives, language policy and higher education, accreditation and quality assurance in higher education, International linkages in higher education and autonomy of higher educational institutions. The general trend seen in the document in support of private investment and justification of moving private involvement from periphery to the centre in higher education is critically commented in the paper.

Abstract:
AbstractThe analysis of American experience of higher education transnationalization, as well as influence of these processes on various spheres of social development has been done. The main factor is the desire to improve the quality of higher education national system, which leads to positive competition between local and foreign universities and serves as an important incentive for improving the quality of educational services. The obtained results testify that over the past decades the higher education transnationalization has become a subject of state “soft power” policy aimed at addressing specific internal political, social and financial problems. The “soft power” policy concept (by J. Nye) defines it as the ability of a country to get the desired issue by self-attractiveness rather than conquest power or money. The key of “soft power” is the image of the state, which is formed and managed not only by the government, but the citizens themselves, the country as a whole, including its history, achievements, culture, etc. The study leads to the conclusion that higher education transnationalization in the United States is a result of active international marketing activities of universities, as well as targeted state economic, political and information support. The prognostic potential of the conducted scientific research enables the concept development of Ukrainian higher education integration into the world educational space on the basis of constructive ideas of foreign experience consideration at the state and institutional levels.

The Government of India published, after independence, nation’s third policy on education on July 30, 2020. This policy on education titled as “National Education Policy- 2020” (NEP-2020). This much anticipated education policy is a widespread policy covering all level and aspects of education of the country. Part ‘Two’ of NEP- 2020 covered the area of higher education and detailed about the expectations in this area. For an economically developing country like India, where the demand for a quality skilled workforce is very high it becomes necessary to keep a check on the quality of education provided in the higher education system. Assessment plays a crucial role in improving the quality of education by giving feedback. Normally assessment is done as objectives of education are formulated. Any teaching-learning process is incomplete without a proper assessment mechanism. National Education Policy- 2020 is expecting and suggesting fundamental change in the traditional assessment system in higher education. This paper is an attempt to explore the important recommendations made by National Education Policy- 2020 on ‘Assessment’ in the area of higher education.

Abstract:
The study explores on the assessment of the Multicultural Education in St. Bridget College, Batangas City in the following areas: School Community and Policy, Curriculum, Instruction, and Student Services. This utilized a descriptive method with a researcher-made questionnaire based on the works of Banks. Mean, standard deviation, percentage, Cronbach alpha, and T-test were used in the study. Findings revealed that Multicultural Education is observed in the institution. More so, no significant difference is determined in the perceptions of both teachers and students regarding their assessment of the school program. Subsequently, the findings suggest that the strengths to be enhanced in the Multicultural Education Program in the institution are the School Community and Policy, Curriculum and Instruction. On the other hand, the student services area needs to be improved based on total quality assurance. Thus, the study recommends Multicultural Education Program to be part of the institutional development plan. In-service training could also be conducted to increase the level of awareness of faculty and students on Multicultural Education and how to effectively integrate it into the classroom and school policy.

PurposeThis paper aim to argue for Cambodia to take internationalization of higher education seriously and strategically to position it for higher education development, and this starts with enhancing its buy-in among the key stakeholders, fine-tuning its conceptualization and contextualization and a government-funded comprehensive policy and investment program.Design/methodology/approachThis paper explores policies and practices of internationalization in Cambodia, using Knight's (2004, 2007) conceptualization of internationalization and Wan's (2018) list of six dimensions, by which the authors track and measure internationalization.FindingsSystematic policy implementation to position internationalization to achieve national and institutional goals is little. Given utilitarianism of internationalization, policy statement has geared more toward employing internationalization to achieve institutional building, in order of significance: mobility, research collaboration, policy formulation and quality control, and much less on networking and aligning with international instruments. Subtle differences among the four universities under investigation exist. While all focus on student and faculty mobility and exchange, some aim at research collaboration and networks; some at indigenous “international” and language programs, and some at joint degree programs. But, internationalization is not a key priority nor is it strategically positioned to achieve institutional aspirations.Practical implicationsWithout comprehensive, strategic policy guidance and implementation from the government, internationalization has taken its own course, and such is not healthy for higher education development.Originality/valueThere are few studies on internationalization in Cambodia. Clayton and Yuok (1997), Clayton (2002) and Pit and Ford (2004) examine politics or its politicization and higher education development after the end of the Eastern Bloc's support (Tek and Leng, 2017). Recent studies (Leng, 2015; Leng, 2016; Yun, 2014) underline institutional case studies to illustrate status, issues and challenges in internationalization. This article attempts to provide an overarching map of internationalization to inform policies and practices toward higher education and national development.

Education has a significant impact on economic growth since it boosts productivity and hence raises the country's gross domestic product. Higher education is becoming increasingly important in policymaking because of the growing value of knowledge in the growth process. Through its research and development (R&D) operations, higher education plays a significant role in the creation of new knowledge and in the utilisation of knowledge that has been developed elsewhere. In many countries, governments and individuals/households have been expanding their investments in higher education, which has resulted in massification and eventually universalization of higher education. However, the most difficult task is to keep the country competitive while still providing an inexpensive and high-quality education to people from all walks of life. As a result of the affordability issue, the public sector plays an increasingly important role in funding postsecondary education.
