American higher education is at a crossroads. Technological innovations and disruptive market forces are buffeting colleges and universities at the very time their financial structure grows increasingly fragile. Disinvestment by states has driven up tuition prices at public colleges, and student debt has reached a startling record-high of one trillion dollars. Cost-minded students and their families--and the public at large--are questioning the worth of a college education, even as study after study shows how important it is to economic and social mobility. And as elite institutions trim financial aid and change other business practices in search of more sustainable business models, racial and economic stratification in American higher education is only growing. In American Higher Education in Crisis?: What Everyone Needs to Know, Goldie Blumenstyk, who has been reporting on higher education trends for 25 years, guides readers through the forces and trends that have brought the education system to this point, and highlights some of the ways they will reshape America's colleges in the years to come. Blumenstyk hones in on debates over the value of post-secondary education, problems of affordability, and concerns about the growing economic divide. Fewer and fewer people can afford the constantly increasing tuition price of college, Blumenstyk shows, and yet college graduates in the United States now earn on average twice as much as those with only a high-school education. She also discusses faculty tenure and growing administrative bureaucracies on campuses; considers new demands for accountability such as those reflected in the U.S. Department of Education's College Scorecard; and questions how the money chase in big-time college athletics, revelations about colleges falsifying rankings data, and corporate-style presidential salaries have soured public perception. Abstract:
Is higher education a right, or a privilege? The author argues that all citizens in a free and open society should have an unconditional right to higher education. Such an education should be costless for the individual and open to everyone regardless of talent. A readiness and willingness to learn should be the only qualification. It should offer opportunities that benefit citizens with different interests and goals in life. And it should aim, as its foundational moral purpose, to help citizens from all walks of life live better, freer lives. Using concepts and ideas from liberal political philosophy, the author argues that access to educational goods and services is something to which all citizens have a right over a full life. Such goods, it is argued, play a key role in helping citizens realize self-determined goals. Higher education should therefore be understood as a basic social institution responsible for ensuring that all citizens can access such “autonomy-supporting” goods. The book examines the implications of this justification of the right to higher education for questions of educational justice, political authority, distributive justice, civic education, and personal autonomy.

Abstract:
This close investigation of student protests represents the first comparative review of the subject. Setting the wave of demonstrations within the contexts of student activism, social issues, and political movements, the book casts new light on their impact on higher education and on the broader society. The book begins with an overview of the analysis of transformation in higher education (HE) policies and student politics, linking them to research on the policy outcomes of social movements. HE policies have been shaped by various waves of student mobilization. Students have often been important actors in contentious politics, mobilizing on all main cleavages in society and often stimulating spin-off movements, as well as affecting institutional politics at large. Student protests are therefore affected by public policies at least as much as they affect them. The book focuses on these complex interactions, aiming at understanding the development of student protests within neoliberal universities. It explores four episodes of student contestation over HE reforms, which have recently taken place in Chile, Quebec, England, and Italy. In light of the findings, the book reflects on the impacts of neoliberal policies in contentious politics and point at the relevance of coalitions for a sustained impact of mobilization campaigns. The discussion also points toward the student movements' effects in terms of empowerment, the triggering of spill-over movements, and transformations in electoral and party politics. Offering sophisticated new theoretical arguments based on fascinating empirical work, the insights and conclusions revealed in this study are of value to anyone with an interest in social, political, and related studies.
