Abstract:
The role and responsibilities of our creative Higher Education are evolving in our ever-changing society. Systemic design thinking equips our design students with the means to promote sustainable development objectives via engagement, community building and discourse. This study reflects on interdisciplinary resource recovery projects for the City of Adelaide (CoA) during a final-year systemic design course in the Product Design programme at the University of South Australia. Since 2015, the core design team has collaborated with external partners outside of HE sectors, including NGOs, local councils, the Australian Capital Territory (ACT) government and the South Australia (SA) government, to promote social innovation towards sustainability. Systemic design is one of the core courses of the Bachelor of Design, Product Design programme within the faculty of Creative, University of South Australia. In this course, system thinking combined with project-based learning (PBL) was adapted and illustrated to demonstrate good systemic design practice for social innovation. This study was focussed on how we can collaborate on a variety of interdisciplinary projects to contribute to the realisation of the United Nations’ (UN) Sustainable Development Goals (SDGs) from a human-centred systemic design perspective.

Abstract:
We document the spectral characteristics of echolocation sequences of Setirostris eleryi recorded from riparian zones in the Central Ranges in Western Australia, near Warakurna. These are the first records of this species in Western Australia. The sequences are comparable to reference S. eleryi sequences from near Alice Springs, as well as to sequences from a nearby vouchered specimen locality (Hull River in the Northern Territory), yet distinct from Scotorepens greyii sequences from Western Australia, including locations in the Central Ranges. The central Australian S. eleryi sequences average 3kHz higher in frequency than reference S. eleryi recordings from eastern Australia. We deduce the species’ foraging strategy, microhabitat, wing beat frequency and flight speed from the echolocation sequences, then show that these deductions are consistent with calculations based on an airframe analysis of museum specimens, and with available field observations. The echolocation recordings provided a quick, passive, cost-effective characterisation of foraging niche, useful for conservation planning.

Abstract:
Higher education for sustainable development (HESD) plays a key role in achieving the United Nations’ 17 Sustainable Development Goals (SDGs). This research study specifically examined HESD in terms of eLearning initiatives in Australian private higher education providers from the perspective of teachers. A qualitative structured interview method was adopted wherein 10 teachers were interviewed in order to gain an understanding of their general knowledge of HESD, their attitudes and experience towards HESD, their teaching practices related to HESD, and their understandings of strategy as well as planning initiatives for their institution. The main findings suggest that (1) teachers in private higher education providers tend to have a limited knowledge of sustainability concepts and limited experience in teaching sustainability; (2) eLearning can be a valuable approach in teaching sustainability, but this approach presents teachers with challenges such as student engagement; and (3) private higher education providers require proper resources and governance frameworks in order for any sustainability initiative to be successful. This research highlights the resourcing aspect of private higher education providers in training staff, developing learning materials, and developing practical guidelines to achieve the SDGs by 2030.

Although there has been some discussion in the academic literature on the relationship between planning and performance of small and medium enterprises(SMEs), no prior research has attempted to capture the control aspect of planning and its possible impact on performance. Furthermore, most of the studies on this aspect have been concentrating on long-range strategic planning with little attention being devoted to financial planning based on annual budgeting. Therefore, based on the results of a study involving a questionnaire survey of budgetting and budgetary control processes of 473 manufacturing SMEs in Australia, this paper attempts to provide an analysis of the impact of both financial planning and control of the sample firms on their performance. The results reveal that greater comprehensiveness in both financial plannig and control processes leads to higher sales performance of these firms.

Our objective was to examine associations between self-reported sexually transmitted infections (STIs) and sociodemographic, lifestyle, health status, health service use and quality of life factors among young Australian women; and their use of family planning and sexual health clinics and associations with health, demographic and psychosocial factors. The study sample comprised 14,762 women aged 18–23 years who participated in the mailed baseline survey for the Australian Longitudinal Study on Women's Health, conducted in 1996. The main outcome measures are self report of ever being diagnosed by a doctor with an STI, including chlamydia, genital herpes, genital warts or other STIs, and use of family planning and sexual health clinics. The self-reported incidence of STI was 1.7% for chlamydia, 1.1% genital herpes, 3.1% genital warts, and 2.1% other STIs. There was a large number of demographic, health behaviour, psychosocial and health service use factors significantly and independently associated with reports of having had each STI. Factors independently associated with use of family planning clinic included unemployment, current smoking, having had a Pap smear less than 2 years ago, not having ancillary health insurance, having consulted a hospital doctor and having higher stress and life events score. Factors independently associated with use of a sexual health clinic included younger age, lower occupation status, being a current or ex-smoker, being a binge drinker, having had a Pap smear, having consulted a hospital doctor, having poorer mental health and having higher life events score. This study reports interesting correlates of having an STI among young Australian women aged 18–23. The longitudinal nature of this study provides the opportunity to explore the long-term health and gynaecological outcomes of having STIs during young adulthood.

Australia could have shale gas resources several times bigger than the existing conventional gas resource base, which is estimated at about 5,300 BCM (190 TCF) by Geoscience Australia (GA). The Australian Government has no estimate of potential shale gas resources. The US Department of Energy (EIA) in 2011 estimated Australian shale gas resources to be 400 TCF. The quantity of this estimate is supported by an Australian study—which estimates resources of 600 TCF—conducted by Advanced Well Technologies (AWT) in conjunction with DSWPET. While there are significant technical differences between the shale gas plays in the US and Australia, it is too early to tell if the technical differences are barriers. There are also significant differences in the commercial landscape. The lack of capacity in Australia has lead to much higher costs for drilling and fracture stimulation than in the US. The size of the domestic gas market is much greater in the US and its existing infrastructure allows for production to come onstream quickly. In Australia this infrastructure is not present in most areas and the domestic market cannot support another large gas development. Perhaps the greatest challenge to this great opportunity is politics. There is a public, hence political,perception that all gas sources have the same gasland problems. These perceptions can be changed. First, the petroleum industry and governments need to understand the potential size of the gas resource and the possible strategic opportunity for Australia. Also these parties need to recognise that the shale gas resources are often located away from areas of high social and environmental impact. Once these factors are understood by these parties, factual information about the environmental impact of shale gas plays in comparison with coal seam methane and other alternative gas supplies can be factored into gas resource planning.

Abstract:
Through my work in various contexts, as a senior leader, a curriculum improvement officer, a deputy principal, a project manager for professional learning and now as principal, I recognised from experience and dabbling in research that there were gaps in professional learning offered to aspirant and beginning secondary school principals in the public system. Undertaking research in this field would either confirm or refute my theory that support for secondary principals through professional learning in the Western Australian Department of Education was limited. The premise that quality leadership enhances quality teaching was a driver in establishing my goal, which is to inform and influence the system to better support secondary principals in public schools in Western Australia. Therefore, this is a unique study of beginning principal preparation in the public secondary education sector in Western Australia. The specific purpose of the study was to investigate the level of preparation undertaken by new and experienced principals for their role and to explore to what extent entry planning could assist in the preparation for principalship. A comprehensive literature review was undertaken and to date the majority of the literature investigates the challenges facing beginning principals and how well prepared they felt they were to meet those challenges. Clarke, Wildy and Styles (2011) argue that:in educational settings where generations of school principals have taken up their appointments without any prior preparation, who have learned to do the job while on the job, and whose professional development has been driven mainly by their own initiative, it is unlikely that incumbents have an understanding of what might have been different for them in their work had they experienced a formal preparation program prior to appointment. (p. 174) The study sought to ask questions of practitioners that would either validate the global research or support the view of Clarke, Wildy and Styles. The findings were consistent between the literature and the case studies. The participating principals articulated the components of effective principal preparation programs and they have a keen desire to see these implemented in support of public education in Western Australia. The study found that professional learning and preparation for secondary principals in the public sector is adhoc, and often developed, or not, at the personal level. There were three main findings: effective principal preparation can reduce the perceived complexity of the role and therefore minimize the expectations experienced by the beginning school principal; formal implementation of informal learning opportunities such as mentoring, coaching and networking can reduce the drift from the profession; and that entry planning has a significant effect in assisting in preparation for the principalship. Principals from a range experience, from 18 months to 20 years, agree that a systemic, coordinated approach would more adequately prepare secondary principals for the complexity of expectations from local, state and national perspectives, and encourage aspirant school leaders to move into the principalship during a time when a predicted shortage in the teaching profession is making the role even more complex.

This study presents a narrative inquiry of Chinese nursing students at Australian universities in order to examine these students’ motivations, learning experiences and future career planning. Australia seeks to attract international nursing students from China to maintain its economic advantage and alleviate its projected nursing shortage. In contrast, China desperately needs its best and brightest citizens who have trained abroad as nurses to return to China in order to cope with its current challenges in the healthcare system and nursing education. Little is known about the underlying factors that motivate Chinese nursing students to study in Australia, these students’ learning experiences at Australian universities, and whether or not these students will return to China after graduation. This study undertook a narrative inquiry using the three-dimensional space narrative structure approach, with an epistemological perspective drawing on constructivist and interpretivist theory. Through interviews, the authentic voices of six participants’ stories were collected to capture the entire emotional, social, intellectual and reflective processes of each student’s motivations, learning experiences and future career plans. The research findings from this study are presented as both narrative and thematic representations. By exploring and representing each theme and narrative that emerged from the field texts, meaning was unpacked to provide insights to the ‘reality’ as seen by the study participants. The findings revealed that the students’ key motivation to study in Australia was related to the possibility of permanent residency post-qualification. The decision to move was dynamic, with the participants describing cultural and social push and pull factors. Encouragement and support from peers and family were strong contributors to the motivation to study nursing and eventually work and live in Australia. Parents played an especially vital role in this decision-making process. In addition, the participants expressed a strong desire to maximise Australia’s opportunities and cultural experiences. The participants’ experience of studying in Australia was characterised by the need to learn a new language, feeling lost in a new education system vastly different to the one at home, the challenge of making new friends and socialising, and eventually successfully completing their study and attaining their goals. The experience of being an international student was not described as easy. It requires taking risks, courage, determination, motivation and persistence to succeed. Through their lived experiences and reflections of their learning journey in Australia, the six participants reconstructed their personal identity and worldviews, which ultimately helped them locate their place in Australia. The conclusion of the participants’ journey highlighted that their learning experiences have particular implications for international education, healthcare development, future educational connections and investment globally. The insight gained from this study can support the development of successful human capital investment strategies for all parties involved. In the field of international student education, nursing education is relatively understudied. This thesis presents insight into the reality of international student migration through the lens of individual actors in the process, the students themselves.

Abstract:
This study identifies and articulates the interrelationships between six key components essential for authentic learning to maximise the student-centred learning opportunities in kitchen and garden-based learning projects. Interpretative case study methodology using multiple qualitative methods for data analysis were used to direct three layers of inquiry around kitchen and garden-based learning: the context, content and characteristics of kitchen and the garden-based learning, the student learning, and the teachers’ work. Review of the literature indicated significant gaps in understanding how teachers can foster children’s interest in nature, and plan for effective authentic learning experiences in the garden. Through analysis of the literature, together with the perspectives of the Grades 4, 5 and 6 children, and their teachers, key components for authentic, contextualised learning were identified. These included: a real-world context, the opportunity for working as professionals, within a collaborative learning community, work requiring higher-order thinking, ownership of learning and authentic integrated assessment. Teachers’ pedagogy and practices are often hidden but were nevertheless significant factors affecting student outcomes. Teachers made the learning experiences more meaningful by ensuring student reflection was embedded in learning tasks. Planning and providing arenas or “safe platforms” for discursive reflection was an essential step in transforming tacit understandings to explicit knowledge enabling children to connect their personal experiences with the experiences of others. From this discourse deeper understanding of ecoliteracy emerged with one cohort, and understandings about the intricacies of collaborative teamwork with another. The focus group discussions about common experiential learning experiences had wider implications for teaching; they were a key step in making the children’s tacit understandings explicit. Examination of the staff and students’ immersive experiences within a kitchen garden learning environment, led to the development of a model of learning that provides educators with a comprehensive approach to scaffold authentic learning opportunities.

High-performance athletes are known to be at risk of adverse physical and mental health outcomes related to the extreme performance demands they face. Australian high-performance sport has traditionally been reactive to the healthcare needs of athletes who present having experienced compromised health, whether that be in the form of an illness, an injury, or a mental health challenge. Recently, there has been a move toward implementing limited health promotion approaches addressing identified health risks in the current athlete/sport environment. At present, there is no theoretical framework to help those working with this highly selective group to promote the development and maintenance of optimal holistic health. Moreover, the early and ongoing development of optimal holistic athlete health has not commonly been viewed as a performance requirement within sporting organisations. This research aimed to understand health and its determinants for Australian high-performance athletes from the perspective of a representative sample of expert health practitioners who currently work or have recently worked in high-performance sports healthcare. Determinants of health are factors that influence how likely we are to stay healthy or become ill/ injured. Understanding these determinants will help researchers and practitioners develop a theoretical health promotion framework that may be applied broadly across Australian high-performance sport. This study used a mixed-methods approach, including a Delphi survey and subsequent semi-structured one-to-one qualitative interviews to derive a consensus on athlete health determinants and the factors which influence these. The purpose of the qualitative interviews was to explore, more deeply, the experiences, beliefs and thinking behind participant responses to the questions posed in the Delphi survey, to add both nuance and context to those responses. The Delphi survey was conducted at two time points over a period of three months. Descriptive statistical analysis of the Delphi survey results demonstrated that there was general recognition of the relevance of the World Health Organisation definition of health and its determinants to the health of high-performance athletes, a finding that is not usually evident in the literature, nor reflected in the provision of health services to this population cohort. Thematic analysis of the Delphi survey data, using a socio-ecological theoretical lens, revealed a need to consider a broader range of influences on athlete health than those that relate specifically to participation in high-performance sport. These include geographic isolation, access to appropriate health services, ethnicity, and socio- economic status. The interview findings revealed that there is a need to apply additional consideration to factors that can be categorized as social determinants of health in healthcare planning for, and management of, Australian high-performance athletes. This study's findings will help form a theoretical framework for Australian high-performance athlete health. Specifically, this framework would address the need for sporting organisations to create and provide health-promoting environments for their athletes and to support athletes in developing their capacity to manage better the impact of the health stressors to which they are exposed, as identified by the high-performance healthcare experts surveyed in this study.

It is expanding outward while also growing upward through vast new high-rise developments in the inner suburbs. With an estimated 1.6 million additional homes needed by 2050, planners and policymakers need to address current and emerging issues of amenity, function, productive capacity and social cohesion today. Planning Melbourne reflects on planning since the post-war era, but focuses in particular on the past two decades and the ways that key government policies and influential individuals and groups have shaped the city during this time. The book examines past debates and policies, the choices planners have faced and the mistakes and sound decisions that have been made. Current issues are also addressed, including housing affordability, transport choices, protection of green areas and heritage and urban consolidation. If Melbourne’s identity is to be shaped as a prospering, socially integrated and environmentally sustainable city, a new approach to governance and spatial planning is needed and this book provides a call to action.

Concern about rising crime rates, high levels of unemployment and anti-social behaviour of youth gangs within particular urban neighbourhoods has reinvigorated public and community debate into just what makes a functional neighbourhood. The nub of the debate is whether concentrating disadvantaged people together doubly compounds their disadvantage and leads to 'problem neighbourhoods'. This debate has prompted interest by governments in Australia and internationally in 'social mix policies', to disperse the most disadvantaged members of neighbourhoods and create new communities with a blend of residents with a variety of income levels across different housing tenures (public and private rental, home ownership). What is less well acknowledged is that interest in social mix is by no means new, as the concept has informed new town planning policy in Australia, Britain and the US since the post Second World War years. Social Mix and the City offers a critical appraisal of different ways that the concept of ‘social mix’ has been constructed historically in urban planning and housing policy, including linking to 'social inclusion'. It investigates why social mix policies re-emerge as a popular policy tool at certain times. It also challenges the contemporary consensus in housing and urban planning policies that social mix is an optimum planning tool – in particular notions about middle class role modelling to integrate problematic residents into more 'acceptable' social behaviours. Importantly, it identifies whether social mix matters or has any real effect from the viewpoint of those affected by the policies – residents where policies have been implemented.

Urban nature-based solutions (NBS) comprising green (vegetation) and blue (water) infrastructure need to be considered at multiple scales from the bioregions, through to catchments, neighbourhoods/precincts, blocks, streets, and buildings, including linkages through and in GPR areas. This chapter describes how climate change—particularly extreme urban heat—is expected to affect Australian cities, and how green and blue infrastructure can help GPR to be incorporated into urban adaptation and mitigation solutions. Topics covered include water-sensitive urban design, nature-based solutions, and urban cooling. The chapter outlines how nature-based solutions can be incorporated into higher-density regenerative urban redevelopment through new technologies and supported by planning models, many of which can be best designed and managed at precinct scale. The ‘additionality’ of green and blue nature-based solutions can offer residents of GPR areas increased liveability and enhanced resilience in both normal and extreme weather.

Abstract The Eight Ds model (Carson and Carson 2014) explains the unique characteristics of human and economic geography for sparsely populated areas (SPAs) as disconnected, discontinuous, diverse, detailed, dynamic, distant, dependent and delicate. According to the model, SPAs are subject to dramatic changes in demographic characteristics that result from both identifiable black swan events and less apparent tipping points in longer-term processes of demographic change (Carson et al. 2011). The conceptual foundations for this assertion are clear. Populations in SPAs can experience large and long-term impacts on the overall demographic structure as a result of decisions by a relatively small number of people. High levels of migration and mobility cause constant shifts in the demographic profile and prime SPAs to adapt to many different demographic states (Carson and Carson 2014). The Northern Territory of Australia, for example, experienced previously unseen waves of pre-retirement aged migrants in the past decade or so (Martel et al. 2013) as evidence of detailed but important changes to past trends. However, while dramatic demographic changes are conceptually possible and occasionally observable, there have been few attempts to examine the conditions under which such changes are likely to occur or not to occur. This is an important question particularly in relation to black swan events such as natural disasters because effective disaster management policy and planning is at least partially dependent on understanding who is affected and in what ways (Bird et al. 2013).

AbstractThe civil wars that devastated Liberia between 1989 and 2003 displaced an estimated 800,000 people internally, with more than a million people travelling to neighbouring countries in West Africa in search of protection and the opportunity to rebuild their lives. More than 15 years after the Accra Comprehensive Peace Agreement was signed, tens of thousands of Liberians continue to be displaced in Liberia, Ghana, and Côte d’Ivoire. Whilst some have been resettled – primarily to Canada, the US, Australia, and European countries – most have been left ‘hanging in the air’, living in extreme poverty, marginalised from mainstream development policies and planning, and unable to either contribute to, or benefit from, efforts to rebuild peace and security in their home country. Their needs, interests and aspirations have been largely ignored by academics and policymakers in the Global North whose focus, particularly over recent years, has been primarily on the drivers of migration from West Africa across the Mediterranean to Europe. At a regional level, there have been efforts by the Economic Committee of West African States (ECOWAS) to provide alternative models of integration, particularly since the United Nations High Commissioner Refugees (UNHCR) announced the cessation of refugee status for Liberian refugees in Ghana and Côte d’Ivoire in June 2012. However, significant barriers to both local integration and safe-third country resettlement remain. This chapter examines the experiences of Liberian refugees living in Ghana and their struggles to secure national and international protection in a context where returning to Liberia remains impossible for many.

It also outlines the guiding principles of the change process, which was informed by a concern to develop coherent student learning journeys, cross-institutional planning, and a community development approach to engage the hearts and minds of staff. Small to medium-sized enterprises (SMEs) have limited power in the Supply Chain Management Network (SCMN), as they come with limited resources to invest in advanced planning systems. This makes it difficult for them to cope with the latest challenges such as mass customization, which places higher demands on the company’s ability to attune its production planning to customers’ wishes and their suppliers in supply chain management. This chapter discusses the challenges (barriers and risks) that SMEs face today based on the findings of a survey that examined the extent of e-commerce adoption in Australia and New Zealand. The findings revealed how technical issues impact two groups of adopters, namely leaders and followers. Leaders refer to businesses that are willing to take risks and invest in IT, whereas followers refer to businesses that were more conscious of their IT investments. We conclude the chapter with key findings and implications to practice.

The Enterprise Resource Planning (ERP) entrepreneurial venture challenge for the innovators was to develop an ERP database using standard generic database software within existing resources and available data at lowest cost in minimum time. The generic ERP database model so developed was completed as a part time task by two innovative entrepreneurs over twelve months for the Australian Department of Defense. They used standard generic database software, existing data, with no additional resources or external consultants. This action research was undertaken on a longitudinal basis by the two entrepreneurs networking closely with the many internal and external stakeholders. The Australian Department of Defense is a complex, high tech Australian Federal Government Department of around 90,000 employees. In 2008-09 the Australian Department of Defense will spend more than $9.6 billion acquiring and sustaining military equipment and services, and will employ over 7,500 people in more than 40 locations around Australia and overseas (Department of Defense, 2009). This comprises the procurement of defense capability products (goods and services) and their support and maintenance from almost every industry sector, on a global basis. Hundreds of small to large enterprises are dependent on the Australian Department of Defense for such orders. The anticipation of the developers of the ERP database was that this entrepreneurial venture could not only help the Australian Department of Defense become an inclusive knowledge based learning society, but subsequently provide an inexpensive database model for other organizations, large or small.

To test the influence of urban built environment on walkability in residential areas, this study developed a questionnaire to perceive the users’ perception of walkability around their neighbourhood in residential areas, which was based on the Neighbourhood Environment Walkability Scale for Mainland China (NEWS-MC). The original Neighbourhood Environment Walkability Scale (NEWS) are developed for use in USA to measure residents’ perceptions of the environment attributes, and has been applied in many countries, such as US, Australia, Korea and Hong Kong, and be modify to be Neighbourhood Environment Walkability Scale for Mainland China (NEWS-MC) and been applied in Chinese cities. NEWS-MC has been found have moderate to high rest-retest reliabilities and good criterion The evidence illustrated high-walkable neighbourhoods be found with higher density, land-use mix, street connectivity, more safety and have more aesthetics elements. In this study, we modified NEWS-MC to reflect the characteristics of cold region Chinese built environment and people’s behaviour mode. To perceive the final version of Neighbourhood Environment Walkability Scale for cold region Chinese cities (NEWSCRC), We made a pilot study which include 50 samples, then interview 800 residents from 6 selected residential districts in Harbin (the capital city with highest latitude in China) which were different in walkability attributes and economic status. The final version of the NEWS-CRC included 8 subscales and 3 single items (76 items in total). Test-retest reliability showed moderate to high except 4 items . In total, the NEWS-CRC could illustrate residents’ perceptions of walkability attributes in cold region Chinese cities and could be use in other Chinese urban attributes studies related to walking

While typical gas transmission pipelines operate at pressures up to about 100bar, a number of applications in North America and Australia use or are planning pipelines operating at significantly higher pressures. Often, these operations are referred to as ‘dense phase’. Several existing installations are described and analyzed. We will explain the underlying reasons why higher pressure pipelines are considered, as well as the trade-offs compared to traditional, lower pressure pipelines. A parametric study is presented to evaluate the impact of higher operating pressures on the net present value. The impact of a larger effort to bring the gas to the higher pressure is discussed. Since some of the pipelines are designed to transport CO2, the particulars of high pressure CO2 transport are highlighted. The impact on compressor and driver selections is also considered, in particular the impact of the higher power density of the centrifugal compressors at higher pressures.

One type of energy demand is the electricity demand, which measures the electricity consumption Wh (watt-hour). Forecasting this electricity demand is very crucial and plays a fundamental role in the electrical industry, as it provides the basis for making decisions in the operation and planning procedures of power systems. Forecasting is important for development experts and are of great interest to energy authorities, power utilities, and private investors. Inaccurate projections can have disastrous social and economic implications, whether they over-or under-predict demand. Supply shortages and forced power outages occur from underestimating demand, wreaking havoc on productivity and economic growth. Overestimating demand can result in overinvestment in generation capacity, financial hardship, and, eventually, higher power costs. This paper has validated several methodologies such as ARIMA, XGBOOST, LSTM and Bi-LSTM towards forecasting the energy demand for different regions of Australia during different season. The models were validated towards energy demand forecasting in terms of error and accuracy resulting in LSTM with 2 layers outperforming the other models.

The Australian Bureau of Statistics (ABS) is planning to put the user at the centre by giving to them a chance to speak directly with our data. Our catch cry has become ‘freedom to share data will make data more valuable – but only if it’s managed differently.’ The ABS mission is “We assist and encourage informed decision-making, research and discussion within governments and the community, by providing a high quality, objective and responsive national statistical service.” Informed decision making presupposes a level of statistical ability which we know needs development within the Australian community. The ABS has an important leadership role in improving the statistical capability and literacy of our current and future customers. Our statistical output and communication strategy is vital to achieve the aspirational goal of a citizenry that uses statistics to make sensible, informed decisions, whatever their job, community or situation. This paper outlines some aspects of the ABS output and communication strategy, how it has changed and how the strategy increasingly supports a diverse range of customers and their requirements. The paper finishes by examining a range of innovative ABS outputs that have a stronger focus on building statistical capability in communities with lower statistical literacy, such as our youth community.

Enterprise Resource Planning (ERP) systems offer a software-based system that handles an enterprise’s total information system needs in an integrated fashion. Such systems have seen a significant growth in the last decade in the US, Europe and Australian markets and, more recently, increasing growth in Asian countries. This increase in demand for ERP systems in Asia offers opportunities for the provision of high-quality ERP education programs in the region. This paper describes the issues and barriers associated with integrating ERP systems into university curricula. It outlines the experiences of Victoria University in offering ERP education through a strategic alliance with SAP. The University is extending its offshore programs by offering ERP education in the region to take advantage of the current increase in demand in ERP applications. To assist with the delivery of offshore ERP education an ERP e-Learning model has been developed that integrates synchronous and asynchronous content. Asynchronous e-learning does not involve the presence of a teacher. Typically the learning content is located on a web server that students can access using the Internet. Synchronous e-learning requires the learner and teacher to be present in the event at the same time. It is a real-time, instructor-led online learning event in which all participants are available at the same time and can communicate directly with each other. The model uses four technologies to facilitate teaching: application service provision (ASP), web-CT, computer-based training and virtual classroom technology. The ERP e-learning model provides an innovative and efficient means to deliver ERP curriculum. It is able to provide greater flexibility in offshore subject delivery and to maximise student learning outcomes. This is particularly relevant in light of recent international medical (SARS) and terrorists incidents.

This semi-structured qualitative study maps out the diversity of career paths of Australian and New Zealand (ANZ) learning designers (LDs) and summarises their career advice for those aspiring to be LDs. It identifies that, among the 92 participants, there were many different pathways into the profession both from an academic and from professional backgrounds. It identified that the most common entry points into the postsecondary LD profession come through previously working: as a primary and secondary teacher; in higher education student services, as an English as a Second Language (ESL) professional, a sessional academic seeking job stability; in private industry, such as in film and television and in the area of training and development. Most career transitions into LD were serendipitous, or a natural progression rather than a deliberate and planned process. The study further identified a paucity of LD and associated professions career information in ANZ public domain, which held some back from entering a Learning Design career earlier. This paper concludes with some recommended strategies to address this, to the extent that it is hoped that this paper will aid aspiring LDs in planning their career transitions more effectively.

The construction of the first of a series of these modern high-rise towers at Debney Park Estate, Carlton and Park Towers, South Melbourne displaced significant immigrant communities. This became the impetus for the formation of Residential Associations who perceived this project a major threat to existing cultural values pertaining to social and built heritage. This paper examines the extremely polarising events and the positions of both the Housing Commission and the Residential Associations over the course of fifteen years from 1968. The research is grounded in an historical review of government papers and statements surrounding the social housing towers, as well as scholarly articles, including information gathered by Renate Howe and the Urban Activists Project (UAP, 2003-2004). The historical review contextualises the dramatically vocal and well-publicised positions of the Residential Associations and the Housing Commission by reference to the wider social circumstances and the views of displaced community groups. Looking beyond the drama of the heated debate sparked by this crisis, the paper exposes nuances within the positions, investigates the specifics of the lesser known opinions of displaced residents and seeks to re-evaluate the influence of the towers on the establishment of an inner urban community identity.

Abstract:
Background Lung cancer is the number one cause of cancer death worldwide.(1) It is the fifth most commonly diagnosed cancer in Australia (12,741 cases diagnosed in 2018) and the leading cause of cancer death.(2) The number of years of potential life lost to lung cancer in Australia is estimated to be 58,450, similar to that of colorectal and breast cancer combined.(3) While tobacco control strategies are most effective for disease prevention in the general population, early detection via low dose computed tomography (LDCT) screening in high-risk populations is a viable option for detecting asymptomatic disease in current (13%) and former (24%) Australian smokers.(4) The purpose of this Evidence Check review is to identify and analyse existing and emerging evidence for LDCT lung cancer screening in high-risk individuals to guide future program and policy planning. Evidence Check questions This review aimed to address the following questions: 1. What is the evidence for the effectiveness of lung cancer screening for higher-risk individuals? 2. What is the evidence of potential harms from lung cancer screening for higher-risk individuals? 3. What are the main components of recent major lung cancer screening programs or trials? 4. What is the cost-effectiveness of lung cancer screening programs (include studies of cost–utility)? Summary of methods The authors searched the peer-reviewed literature across three databases (MEDLINE, PsycINFO and Embase) for existing systematic reviews and original studies published between 1 January 2009 and 8 August 2019. Fifteen systematic reviews (of which 8 were contemporary) and 64 original publications met the inclusion criteria set across the four questions. Key findings Question 1: What is the evidence for the effectiveness of lung cancer screening for higher-risk individuals? There is sufficient evidence from systematic reviews and meta-analyses of combined (pooled) data from screening trials (of high-risk individuals) to indicate that LDCT examination is clinically effective in reducing lung cancer mortality. In 2011, the landmark National Lung Cancer Screening Trial (NLST, a large-scale randomised controlled trial [RCT] conducted in the US) reported a 20% (95% CI 6.8% – 26.7%; P=0.004) relative reduction in mortality among long-term heavy smokers over three rounds of annual screening. High-risk eligibility criteria was defined as people aged 55–74 years with a smoking history of ≥30 pack-years (years in which a smoker has consumed 20-plus cigarettes each day) and, for former smokers, ≥30 pack-years and have quit within the past 15 years.(5) All-cause mortality was reduced by 6.7% (95% CI, 1.2% – 13.6%; P=0.02). Initial data from the second landmark RCT, the NEderlands-Leuvens Longkanker Screenings ONderzoek (known as the NELSON trial), have found an even greater reduction of 26% (95% CI, 9% – 41%) in lung cancer mortality, with full trial results yet to be published.(6, 7) Pooled analyses, including several smaller-scale European LDCT screening trials insufficiently powered in their own right, collectively demonstrate a statistically significant reduction in lung cancer mortality (RR 0.82, 95% CI 0.73–0.91).(8) Despite the reduction in all-cause mortality found in the NLST, pooled analyses of seven trials found no statistically significant difference in all-cause mortality (RR 0.95, 95% CI 0.90–1.00).(8) However, cancer-specific mortality is currently the most relevant outcome in cancer screening trials. These seven trials demonstrated a significantly greater proportion of early stage cancers in LDCT groups compared with controls (RR 2.08, 95% CI 1.43–3.03). Thus, when considering results across mortality outcomes and early stage cancers diagnosed, LDCT screening is considered to be clinically effective. Question 2: What is the evidence of potential harms from lung cancer screening for higher-risk individuals? The harms of LDCT lung cancer screening include false positive tests and the consequences of unnecessary invasive follow-up procedures for conditions that are eventually diagnosed as benign. While LDCT screening leads to an increased frequency of invasive procedures, it does not result in greater mortality soon after an invasive procedure (in trial settings when compared with the control arm).(8) Overdiagnosis, exposure to radiation, psychological distress and an impact on quality of life are other known harms. Systematic review evidence indicates the benefits of LDCT screening are likely to outweigh the harms. The potential harms are likely to be reduced as refinements are made to LDCT screening protocols through: i) the application of risk predication models (e.g. the PLCOm2012), which enable a more accurate selection of the high-risk population through the use of specific criteria (beyond age and smoking history); ii) the use of nodule management algorithms (e.g. Lung-RADS, PanCan), which assist in the diagnostic evaluation of screen-detected nodules and cancers (e.g. more precise volumetric assessment of nodules); and, iii) more judicious selection of patients for invasive procedures. Recent evidence suggests a positive LDCT result may transiently increase psychological distress but does not have long-term adverse effects on psychological distress or health-related quality of life (HRQoL). With regards to smoking cessation, there is no evidence to suggest screening participation invokes a false sense of assurance in smokers, nor a reduction in motivation to quit. The NELSON and Danish trials found no difference in smoking cessation rates between LDCT screening and control groups. Higher net cessation rates, compared with general population, suggest those who participate in screening trials may already be motivated to quit. Question 3: What are the main components of recent major lung cancer screening programs or trials? There are no systematic reviews that capture the main components of recent major lung cancer screening trials and programs. We extracted evidence from original studies and clinical guidance documents and organised this into key groups to form a concise set of components for potential implementation of a national lung cancer screening program in Australia: 1. Identifying the high-risk population: recruitment, eligibility, selection and referral 2. Educating the public, people at high risk and healthcare providers; this includes creating awareness of lung cancer, the benefits and harms of LDCT screening, and shared decision-making 3. Components necessary for health services to deliver a screening program: a. Planning phase: e.g. human resources to coordinate the program, electronic data systems that integrate medical records information and link to an established national registry b. Implementation phase: e.g. human and technological resources required to conduct LDCT examinations, interpretation of reports and communication of results to participants c. Monitoring and evaluation phase: e.g. monitoring outcomes across patients, radiological reporting, compliance with established standards and a quality assurance program 4. Data reporting and research, e.g. audit and feedback to multidisciplinary teams, reporting outcomes to enhance international research into LDCT screening 5. Incorporation of smoking cessation interventions, e.g. specific programs designed for LDCT screening or referral to existing community or hospital-based services that deliver cessation interventions. Most original studies are single-institution evaluations that contain descriptive data about the processes required to establish and implement a high-risk population-based screening program. Across all studies there is a consistent message as to the challenges and complexities of establishing LDCT screening programs to attract people at high risk who will receive the greatest benefits from participation. With regards to smoking cessation, evidence from one systematic review indicates the optimal strategy for incorporating smoking cessation interventions into a LDCT screening program is unclear. There is widespread agreement that LDCT screening attendance presents a ‘teachable moment’ for cessation advice, especially among those people who receive a positive scan result. Smoking cessation is an area of significant research investment; for instance, eight US-based clinical trials are now underway that aim to address how best to design and deliver cessation programs within large-scale LDCT screening programs.(9) Question 4: What is the cost-effectiveness of lung cancer screening programs (include studies of cost–utility)? Assessing the value or cost-effectiveness of LDCT screening involves a complex interplay of factors including data on effectiveness and costs, and institutional context. A key input is data about the effectiveness of potential and current screening programs with respect to case detection, and the likely outcomes of treating those cases sooner (in the presence of LDCT screening) as opposed to later (in the absence of LDCT screening). Evidence about the cost-effectiveness of LDCT screening programs has been summarised in two systematic reviews. We identified a further 13 studies—five modelling studies, one discrete choice experiment and seven articles—that used a variety of methods to assess cost-effectiveness. Three modelling studies indicated LDCT screening was cost-effective in the settings of the US and Europe. Two studies—one from Australia and one from New Zealand—reported LDCT screening would not be cost-effective using NLST-like protocols. We anticipate that, following the full publication of the NELSON trial, cost-effectiveness studies will likely be updated with new data that reduce uncertainty about factors that influence modelling outcomes, including the findings of indeterminate nodules. Gaps in the evidence There is a large and accessible body of evidence as to the effectiveness (Q1) and harms (Q2) of LDCT screening for lung cancer. Nevertheless, there are significant gaps in the evidence about the program components that are required to implement an effective LDCT screening program (Q3). Questions about LDCT screening acceptability and feasibility were not explicitly included in the scope. However, as the evidence is based primarily on US programs and UK pilot studies, the relevance to the local setting requires careful consideration. The Queensland Lung Cancer Screening Study provides feasibility data about clinical aspects of LDCT screening but little about program design. The International Lung Screening Trial is still in the recruitment phase and findings are not yet available for inclusion in this Evidence Check. The Australian Population Based Screening Framework was developed to “inform decision-makers on the key issues to be considered when assessing potential screening programs in Australia”.(10) As the Framework is specific to population-based, rather than high-risk, screening programs, there is a lack of clarity about transferability of criteria. However, the Framework criteria do stipulate that a screening program must be acceptable to “important subgroups such as target participants who are from culturally and linguistically diverse backgrounds, Aboriginal and Torres Strait Islander people, people from disadvantaged groups and people with a disability”.(10) An extensive search of the literature highlighted that there is very little information about the acceptability of LDCT screening to these population groups in Australia. Yet they are part of the high-risk population.(10) There are also considerable gaps in the evidence about the cost-effectiveness of LDCT screening in different settings, including Australia. The evidence base in this area is rapidly evolving and is likely to include new data from the NELSON trial and incorporate data about the costs of targeted- and immuno-therapies as these treatments become more widely available in Australia.
