Deploying the concept of the entrepreneurial labor of reinvention, this article contrasts the experiences of elite and grassroots IT entrepreneurs as they navigated China’s post-2008 economic restructuring centered around IT innovation and entrepreneurship in Beijing’s Zhongguancun high-tech district, also known as China’s Silicon Valley. By situating the changing labor practices and subjectivities of a new generation of Zhongguancun IT entrepreneurs in the history of the post-Mao evolution of IT labor and entrepreneurship, this article emphasizes the specificities of digital work that both continue from and reinvent historically situated local labor practices. It also deconstructs the universalism of the state-led entrepreneurialization campaign to highlight its regime of inequalities and persisting politics of exclusion.

Abstract:
For many years, Russia has benefited mainly from the sale of raw materials, but as a transition to a new level of development, ways to reduce the share of extractive industries in the economic structure were considered. With the emergence of new external factors that directly affect the demand and price formation of the country’s main export products on world markets, the need for structural reforms has become a priority for its economic system to overcome the crisis. The paper studies regional production of high-tech products, which in the future may become the basis for expanding the share of manufacturing enterprises in the volume of manufactured goods. The structure of high-tech industries located in the regions of the Central Federal district is considered, and the share of exports in the total volume of their production is highlighted. Based on Rosstat data for 2018, the types of production that are developed and require additional incentives from Executive authorities have been identified. Due to the fact that the main consumer of products with high added value is located in the domestic market, the development of a set of support measures is necessary for the growth of its export volumes. It should be based on a system of incentives for enterprises, together with the active participation of institutions involved in bringing domestic producers to foreign markets.

Executive Letter (95)5 initiated a change of health policy preventing general practitioners (GPs) from prescribing packages of 'high-tech healthcare at home' (HTHC). From 1 April 1995, district health authorities were required to establish contracts to purchase such care. Several reasons were behind this policy change including the belief that contracting would improve service quality by encouraging competition between potential suppliers, securing better value for money, and establishing service specifications and monitoring mechanisms. Our survey of 98 health authorities, however, highlighted that contracting for home total parenteral nutrition, intravenous antibiotics for patients with cystic fibrosis, intravenous chemotherapy and continuous ambulatory peritoneal dialysis is largely undeveloped. The majority of districts contracted with historic providers and authorities freely admitted that they did not know whether they were obtaining value for money or a service of adequate quality. Only three districts had developed a strategy for purchasing HTHC as required by the Executive Letter, and only 17 had plans to re-examine their approach. Contracting for HTHC presents practical problems, including the complexity of the process and the significant time demands for efficient and effective contracting. Phase two of this research sought to produce a 'guide to good practice' for health authorities wishing to re-examine and improve their purchasing. We conducted case study analyses in districts that had made effective progress and those that had encountered difficulties, drawing upon lessons learned. We reported our findings to the NHS Executive and supplemented this with a 'toolbox' that included sample documents covering areas such as tendering, monitoring mechanisms, service specifications and different purchasing approaches.

MNTH follows several high school redesign principles such as small learning communities and rigorous coursework with real-world applications, and is focused on Science, Technology, Engineering, and Mathematics (STEM). Through a case study analysis based on teacher surveys, interviews, and site visits, the researchers identify practices that potentially apply to comprehensive high schools committed to improving student outcomes in STEM fields.

Nowadays, many high-tech SMEs have gradually focused on innovation-orientation and have adopted various measures to create an organizational climate, stimulate knowledge workers’ enthusiasm for innovation, and promote individual innovation behavior, but met with little success. Based on the stimulus organism response (SOR) model, the objective of this study is to explore the mediating factors that affect knowledge workers’ innovative work behavior, and construct a three-level model of the external environment, psychological factors, and individual behavior. This study selected 575 valid samples from 24 high-tech SMEs in Zhongguancun, which is a technology hub in Haidian District, Beijing, China. Through the convenience sampling method, This study analyze the data and perform structural equation modeling (SEM) using AMOS 23.0. The external environment (i.e., organizational climate, innovation orientation) and psychological factors (i.e., intrinsic motivation, psychological safety) have a significant positive impact on innovative work behavior. Psychological factors have the most significant impact on innovative work behavior. Besides, psychological factors also mediate the relationship between the external environment and innovative work behavior. The findings indicated that high-tech SMEs need to formulate scientific innovation-orientation when implementing strategies, and continue to shape a harmonious and equal organizational climate. Furthermore, high-tech SMEs should encourage knowledge workers to speak the truth, express different voices, and stimulate work enthusiasm to improve psychological safety and intrinsic motivation, thereby enhancing knowledge workers’ innovative work behavior.

Industrial migration is a hot topic in economic geography. This study traces the migratory process of key high-tech enterprises in Beijing during 2008–2016, revealing the migratory characteristics and patterns of high-tech enterprises within the metropolitan area by using spatial analysis methods and mathematical statistics. The results show that: (1) Migrating enterprises are mainly mixed-ownership and foreign-funded or privately-owned enterprises. Medium-sized enterprises are more likely to relocate than small and large enterprises, especially in lucrative sectors. (2) The migration of high-tech enterprises is mainly based on proximity migration. More than 77.19% of enterprises tend to move to agglomerations or agglomeration expansion areas such as Jiuxianqiao and the Beijing Economic-Technological Development Area (BDA) in Daxing District. In addition, 33 enterprises experience varying degrees of scale expansion after relocation. (3) Most high-tech manufacturing enterprises are in the growth stage of their life cycle. They initially relocate between 7 and 16 years after their establishment, which means that there is roughly a 7-year adaptation or development period for firms within a region after their establishment. During the adaptation period, companies do not tend to relocate; afterwards, as they grow, they need to find other spaces in which to do so. For reasons such as familiarity with the environment, enterprises give priority to finding new locations within the agglomeration and the surrounding area. These results deepen the understanding of the temporal and spatial characteristics of the migration of enterprises within the city from the microscopic perspective and provide a scientific basis for the optimization of industrial space in a metropolis.

The study was carried out to investigate constraints and determinants of high tunnels adoption for tomato production in the North-East District of Botswana, using household survey data sourced directly from 116 horticultural farmers during the months of May and June 2017. Descriptive statistics and a binary probit regression model were employed to analyze constraints and determinants of high tunnels adoption for tomato production. The prohibitive cost of high tunnels, inadequate knowledge on high tunnels, inadequate capital and markets were identified as major constraints that hinder high tunnels adoption. The adoption of high tunnels was found to be positively influenced by years of education, access to extension services and farm size. The findings suggest that encouraging tunnel designers to consider constructing the structure using local materials could be ideal to cut down on the startup cost. Strengthening extension service and re-engineering of the current extension system is necessary to improve the adoption rate of the technology. Int. J. Agril. Res. Innov. Thus, a total of 120 extension personnel’s were selected randomly. Ex post-facto research design was used and data was collected interview schedule. The Technology enabled platforms used were Applications like Pantala yajamanyam, Rythu bandhu, Kisan Suvidha and portals like OLMS (Online License Management System), OSSDS (Online subsidy seed distribution system), Farm inventory, Agrisnet, PM kisan yojana, PMKSY, PKVY, m-kisan and Soil health card portal, m- kisan and Kisan Suvidha were not at all used by the AEOs. Knowledge test is conducted and the results AOs had high level of knowledge and AEOs had medium Knowledge.

Sumedang City as one of the hinterland cities, is trying to solve the development problem by providing increased development in the aspects of city facilities and infrastructure, settlements, offices, industry, worship, transportation and especially education. Jatinangor is one of the areas that has experienced significant regional development in Sumedang City. With the construction of the superblock in the Jatinangor sub-district it can encourage the growth of various activities in an integrated manner in an adequate container. This design aims to determine the facilities and facilities needed so that the occupants' activities can be well accommodated, Determine a good building layout in designing the Jatinangor Superblock, design the Jatinangor Superblock area which can be a solution to the problem of minimal land and mixed-used areas in urban areas and be a comfortable area and able to participate in building the surrounding area. In addition, this design also aims to resolve issues related to inadequate infrastructure so that they can be equipped so that the creativity and needs of building users can be fulfilled. The superblock design uses the High Tech Architecture theme. The application of the High Tech Architecture theme is quite flexible and can adjust the four functions contained in the Jatinangor superblock. With this planning and design, it is hoped that it will set a design precedent related to the superblock function. In the face of solving the urban traffic congestion problem radically, emphasis has been laid on the research on slow traffic planning of urban built environment. Hence, research on slow traffic demand forecasting can provide a basis for the planning of urban slow traffic systems. Based on land use, the overall planning of the new Guangming (GM) district, and the population prediction results, the slow traffic demand within the scope of the new district was forecasted by combining the per capita trip frequency, and the spatial distribution of the slow traffic flow of the new GM district was forecasted per the forecasted demand quantity for slow traffic. The following research conclusions were obtained. Within the new GM district, the correlation of the total demand for slow traffic with the land use functions and population distribution was high, and the cross-zone traffic was mainly decided by the land usage of this district. The cross-unit slow traffic flow was concentrated in the Gongming central, Guangming central, high-tech zone, and Yutian zones. This research provides a guideline for the layout of slow traffic facilities in the future.

Abstract:
High-tech zones (HTZs), as important economic growth poles, have played a key role in China’s economic boom. A method based on multi-criteria decision-making (MCDM) and particle swarm optimization (PSO) is proposed to evaluate economic benefits of HTZs. MCDM involves analytic hierarchy process (AHP) and technique for order preference by similarity to an ideal solution (TOPSIS) as they are easy and simple to calculate. AHP is used to construct judgment matrix. Then, the judgment matrix is converted to a constraint optimization problem. PSO is adopted to optimize the problem and get weights of indicators. TOPSIS is used to make the evaluation. The results from 2012 to 2016 of 105 HTZs are obtained and hierarchical clustering analysis is applied to cluster results. The results have demonstrated that the rankings of Zhongguancun Technology Park and Wuhan East Lake HTZ have always been at the forefront, and the ranking of Kunshan New District has risen rapidly, while Shenyang HTZ has dropped significantly. According to the results, some targeted suggestions have been proposed for the development of HTZs.

The knowledge related to available high-quality sand deposits, Si manufacturing process and different challenging issues in manufacturing is essential for developing the silicon industry in Bangladesh, which is addressed in this article. For high-tech applications, the primary element silica needs to be 98% pure, at least. A case study in Bangladesh shows that Bipinganj sand, with the high quartz percentages, low moisture content, is suitable for the industrial-grade silicon production. No trace of Boron content has been found in the sand of Shameshwari river near Bipinganj locality. Some other potential sand deposits in Bangladesh which contain a high amount of silica are Balijuri of Sherpur district, Moulvibazar, Dakshin zangal of Hathhazari Upazila in Chittagong district, Chauddagram of Comilla district and Shajibazar of Habiganj district etc. Metallurgical grade silicon (MG-Si) is the precursor for the solar grade (SoG) and electronic-grade silicon. In photovoltaic and electronic applications, an electric arc furnace is used for the growth of MGS. Some parameters, such as furnace temperature and heat loss, need to be considered for good quality material production. MG-Si can be produced through both carbon reduction and magnesium reduction processes. Mg reduction is comparatively expensive. Silicon production from waste glasses can be a potential technology for MG-Si production in respective to Bangladesh.

Therefore, an extended fuzzy-VIKOR approach that the expert-based and trapezoidal fuzzy number decision-making techniques, embedded into the VIKOR steps is proposed. Farmer, faria, bepari, wholesaler, commission agents and retailer were involved in marketing of summer tomato. Marketing cost of farmar, faria, bepari, wholesaler, retailer (urban) and retailer (rural) were 430.00, 691.00, 2184.00, 2443.00, 1857.00 and 1074.00 Tk ton-1, respectively. Net margin or profit of the faria, bepari, wholesaler and retailer were 1300.00, 817.00, 557.00 and 2143.00 Tk ton-1, respectively. There were seven marketing channel exist in tomato marketing. Total marketing cost of all intermediaries was 7604.00 Tk ton-1 and net margin was 4826.00 Tk ton-1. Marketing efficiency was 2.25. Price spread between consumer paid and producer received was 8000.00 Tk ton-1. On the other hand, producer share was 78 percent. Pakistan is a major tea consumer country and ranked as one of the largest importer of tea worldwide. This research has been conducted over district Mansehra and district Abbottabad in Khyber Pakhtunkhwa province of Pakistan where the most favourable conditions for tea cultivation already exist and National Tea Research Institute has done successful experiments to cultivate high quality tea. High tech approach is adopted to meet the objectives of this research by using the remotely sensed data i.e. Aster DEM, Land sat8 Imagery. Results showed that in study area 13.24% (778.3 sq.km.) is highly suitable, 33.44% (1966 sq.km.) is suitable, 30.71% area (1805 sq.km.) is moderately suitable, 16.13% area (948.5 sq.km.) is less suitable, and 6.46% (379.3 sq.km.) is not suitable for tea cultivation. This geomatics based model and approach could be used to identify more areas for tea cultivation to meet country's demand.

The relevance of the article is connected with the need for competent financial planning of the activities of medical organizations, which is especially significant in the provision of high-tech medical care. The organ transplantation is performed in addition to the capital of Russia only in a few regional medical centers, therefore the analysis of the adequacy of the financial quota for such an operation with its real cost price has not been carried out yet. Aim: to determine the adequacy of the financing of transplantation of human organs at the expense of the federal budget quotas for high-tech medical care to the real cost of this type of medical care. Research methods. The calculation of the cost of kidney and liver transplantation in case of intravital and posthumous donation was carried out by direct costs in the Volga district medical Center. It was found that the size of the quota for these operations is lower than their cost in the context of a regional organ transplantation center. Conclusion: the results indicate that it is mandatory for managers to assess the cost of organ transplants in the implementation of financial planning to improve the economic efficiency of medical organizations.

Modern high-technology methods for ischemic stroke treatment (systemic thrombolysis, mechanical thrombectomy, thrombaspiration, stenting of cerebral arteries) can improve the rehabilitation potential and survival of patients. Important tasks here are selection for reperfusion and its performance on the greatest possible number of peracute patients. Mechanical thrombectomy combined with systemic thrombolysis is the most effective reperfusion strategy in the therapeutic window, but the availability of endovascular methods is limited to highly specialized centres. The Ghanaian government developed and implemented an ICT in Education Policy in 2008. ICT was integrated into instructing and education at all levels of the country's educational system as a result of this approach. This study looks at the challenges that rural communities in Ghana confront in securing the benefits of ICT in tutoring at various levels. The study used a sample size of 142 ICT instructors and heads of schools, as well as a small number of students, with a 90% confidence level. The district's respondents were chosen using planned and practical sampling methods. A structured form was used to gather primary data from all participants; however, only 93.67 percent responded. With the use of SPSS, tables were used to examine the primary data. According to the students, the number of hours per week dedicated to teaching ICT in schools is positively connected with their dedication to learning ICT. In terms of the impact of ICT on students' daily lives in the district, the reading discovered that ICT instruction had both beneficial and adverse consequences for kids. Based on the findings, the various stakeholders in education should conduct periodic on-the-job training for all teachers on evolving e-learning high-tech and approaches to provide them with the necessary abilities to effectively teach ICT. Advancements in satellite sensor technology enabling capturing of geometrically accurate images of earth's surface coupled with DGPS/ETS and GIS technology holds the capability of large scale mapping of land resources at cadastral level. High Resolution Satellite Images depict field bunds distinctly. Thus plot parcels are to be delineated from cloud free ortho-images and obscured/difficult areas are to be surveyed using DGPS and ETS. The vector datasets thus derived through RS/DGPS/ETS survey are to be integrated in GIS environment to generate the base cadastral vector datasets for further settlement/title confirmation activities. The objective of this paper is to illustrate the efficacy of a hybrid methodology employed in Pitambarpur Sasana village under Digapahandi Tahasil of Ganjam district, as a pilot project, particularly in Odisha scenario where the land parcel size is very small. One of the significant observations of the study is matching of Cadastral map area i.e. 315.454 Acres, the image map area i.e. 314.887 Acres and RoR area i.e. 313.815 Acre. It was revealed that 79 % of plots derived by high-tech survey method show acceptable level of accuracy despite the fact that the mode of area measurement by ground and automated method has significant variability. The variations are more in case of Government lands, Temple/Trust lands, Common Property Resources and plots near to river/nalas etc. The study indicates that the adopted technology can be extended to other districts and cadastral resurvey and updating work can be done for larger areas of the country using this methodology.

This upgrade allows to minimize the cost of funds, it is beneficial for educational institutions. At the same time, the availability of laboratory equipment, hardware capabilities of which allow to create a modern high-tech research jobs for scientists and students. In this regard, the process of upgrading of basic laboratory equipment is relevant technical and socio-economic problems. This paper describes the results of upgrading in the microbiological laboratory. Added features greatly expand the use of the microscope and modern element base allows to upgrade with minimal expense. The upgrade can be similarly applied for a large list of basic medical laboratory equipment. The proposed modernization project aimed at the implementation of the orders of the President of the Russian Federation and the Government of Russia on "Development of youth policy and the active involvement of young people in scientific and technical activities".

The study was conducted to determine the socioeconomic characteristics and constraints of participatory pond fish farmers in Muktagachha upazila (sub-district) under Mymensingh district of Bangladesh. Data were collected by using a structured interview schedule during 01 to 31 October 2018 from a sample of 100 fish farmers (50% of total population) who were selected randomly from a population of 200. Data were analyzed using descriptive statistics, rank order and coefficient of correlation. The majority of the participatory pond fish farmers (90%) faced medium to low constraints. Among 22 constraints, lack of training on aquaculture was identified as the most critical one, followed by high price of various inputs. The least important constraint of the farmers was crisis of water in dry season. It was revealed that fish farming experience, annual family income and training exposure were significantly associated with the constraints of participatory pond fish farmers. It is therefore recommended that the Department of Fisheries (DOF) and other related organizations can offer credit facilities, proper training and suitable extension services to minimize the constraints of participatory pond fish farmers and meet the increasing demand of fish in Bangladesh. The large size of the Russian Federation, different size and density of the child population in the regions of the country require for careful planning organization of care for children with cancer and the rational use of available resources, since in spite of the significant progress made in pediatric oncology, malignant neoplasms (External testing) are the second most common cause of the death in children. Purpose of the study. Perfection of the organizational-methodological approaches to care for children with cancer in Russia in order to improve the quality and effectiveness of treatment. Material and methods. In a non-randomized non-controlled study there were included reports of regional ministries and departments of health from 83 subjects of the Russian Federation for 2013. Results. The highest incidence rate of malignant tumors (per 100,000 ofpopulation agedfrom 0 to 17 years) was registered in the Lipetsk region - 21.7, the lowest - in the Republic of Tyva - 5.5. The number of patients newly diagnosed in 2013 was the highest in the Central and Volga Federal Districts - 775 and 653, respectively. The smallest - in the Far Eastern Federal District - 138. The number of primary patients referred to the federal clinic, was the largest in the North Caucasus Federal District (North Caucasus Federal District) - 80%, the lowest - in the South - 32.5%, the largest number of doctors who do not have primary specialization in “Children’s oncology”, was registered in the North Caucasus Federal District and the Volga Federal District - 50%, the lowest - Urals - 14.2%. Total in Russia 51 children’s oncological department operate, while the number of beds in which we treat these patients, including beds in non-core branches is 2021. 390 doctors treat children with cancer, out of which 252 (64, 6%) did not have a certificate in pediatric oncology. In 2013, 33 78 children were registered with the External testing, 1705 (50.5%) of them were directed for the management in federal clinics. Conclusion. It is necessary to improve further the existing vertical provision of high-tech medical care for children with cancer, the creation of regional cancer registers, certification of specialists and the quality control of medical care through the implementation of internal and external audit.

It rests on comparing the dynamics of Russian imports by major commodity group and the dynamics of investment in fixed assets by type of economic activity. The study revealed two trends. First, the development of substitute goods production. Second, the commodity sector development. It was found that in 2013–2019, investments in the sectors of mining and processing of mineral resources demonstrated faster growth. At the same time, investments in the production of import substituting goods did not show a stable positive dynamics. Thus, the enterprises of the Ural Federal District are more focused on the production of traditional export goods; the orientation of the import substitution policy to the domestic market and high-tech exports currently does not give the expected results and is local in nature. Conclusions. The results of the study can be used by Federal and regional authorities to assess the impact of import substitution policies on the investment activity of enterprises.

This article describes the effect of high-power electromagnetic environments (HPEMs) on the operation of all basic elements of electrical power networks. Frequency bands are defined for the HPEM environments. Attention is focused particularly on directed energy weapons (DEWs) and intentional electromagnetic interference (IEMI). A classification of DEW and IEMI generators in terms of E-field level and target distance from the DEW or IEMI generator antenna aperture is also described. The main focus of this article is on the design and testing of a low-tech DEW generator used to determine the electromagnetic immunity of standard electronic circuits. In addition, verification of electromagnetic immunity for a simple electronic circuit without adequate protection against the E-field is also explained. The outcome of this article is the determination of the E-field limits for fault-free operation, for malfunctioning states of the tested circuits and for irreversible destruction of the circuits. The measured E-field was compared to basic microwave radiation theory and to simulation results in COMSOL Multiphysics software (COMSOL, Inc. 100 District Avenue Burlington, MA 01803 USA).

Introduction. In Russia, there is a need to reorganize the system of providing specialized surgical care to children, primarily in emergency and urgent care and in remote, sparsely populated, and hard-to-reach areas. This need is evidenced by the significant persisting disparities in the mortality rate in the countrys various regions. Purpose of the study. This study aims to provide multifactorial substantiation of the expediency, profile, and location of specialized (surgical) interregional centers (MRC), including high-tech, medical care for children, by the priority profiles of activity, about medical organizations of the federal districts (FD) of Russia. Materials and methods. The study design included a two-level (regional and federal) system of professional expertise and justification in terms of the profile, location, and area of responsibility of the MRC in the federal district of the country. At the regional level, Delphi technology was implemented with a mathematical and statistical analysis of 103 expert opinions from 85 constituent entities of Russia, the result of which activities priority profiles were substantiated (newborn surgery, neurosurgery, thoracic surgery, oncology, combustiology) and patient routing preferences. At the second stage of the work, with the involvement of federal experts, the SWOT analysis technology was implemented as a universal method of strategic planning, with the justification of the location and number of MRCs in individual FD of the country, about specific medical organizations where they are based. For an objective (quantitative) assessment of the provision of the Federal District of Russia with the MRC of specialized medical care for children according to the established profiles of activity, we have proposed a calculated indicator the regional contingency coefficient (CRC), representing the ratio of two uniformly calculated values the number of MRCs and regions in a particular Federal District, or the country as a whole. Results. The consolidated position of federal experts regarding the location of the MRC was formulated according to the established profiles of activity about FD and specific medical organizations in the Russian Federation constituent entities. The cattle in the profile of the activity of neonatal surgery was 0.14, and about neurosurgery, thoracic surgery, and oncology, respectively, 0.12, 0.11, and 0.11 for Russia as a whole. The lowest (0.09) cattle in the country characterized the situation with the combustiology profile. In the overwhelming majority (76.0%), the location of the MRC is tied to the administrative centers of the Federal District or cities of federal significance. Among the 50 MRCs of all priority profiles, 43 (86%) were potentially designated by experts based on multidisciplinary pediatric medical organizations. Discussion. The effectiveness of the MRC functioning is due to the organization of medical and evacuation support for children with diseases and injuries. The development of consultative and resuscitation centers in the primary hospital structure is promising. Its functionality, along with remote counseling, treatment, and evacuation activities, includes monitoring the condition of sick and affected children at the place of primary hospitalization. An alternative is a presence on the clinical base of the MRC of a structural unit or a branch of the regional center for emergency medical care and disaster medicine. Conclusion. Overcoming the inequality in the availability and quality of medical care for children in certain FD and regions of Russia is necessary to reorganize the current system of staged medical care. Optimal logistics of medical and evacuation support for specialized patients and injured people include the MRC as a collector for children in need of specialized care, including high-tech medical care, with the implementation of the predominant principle of evacuation of oneself.

The recent decision issued by the European Commission against Microsoft raises legitimate concerns in many respects. Firstly, the way the Commission handled the proceeding highlighted the impasse that characterises antitrust authorities when dealing with complex cases from the high-tech world. Secondly, the Commission adopted an incorrect approach to interoperability, confusing it with perfect emulation of Microsoft’s copyrighted source code. Thirdly, the Commission showed little or no attention to the economics of technological leveraging in dealing with the media player market, and ended up awkwardly mimicking the rationale upheld by the US District Judge in the "browsers war". We conclude by calling for more sound economic analysis at the European Commission, and suggesting solutions which would significantly improve the level-playing-field in the server software and in the media player markets without hindering incentives to invest and consequently stifling innovation.

In recent times, the emergence of a new conception of knowledge as an open resource and of innovation as a non-linear and iterative process has stimulated a rethink of urban space as an alternative environment to the standard ‘islands of innovation'. The planning challenges that this involves for urban space result from the need to open up innovation processes to broader layers of urban society, while at the same time maintaining the operational closed nature of science parks. This paper examines the spatial structure that emerged from the meeting of the needs of a city - Barcelona - to attract high-tech innovative companies with the major urban regeneration project 22@ Bcn, discussed here as an attempt to create an new generation district for innovation.

Purpose. Carrying out medical and statistical analysis of morbidity and mortality of the population with malignant neoplasms, development of proposals for greater accessibility and areas of improvement of specialized including high-tech medical care (HTMC) for patients with cancer in the Moscow region.Materials and methods. The analysis of morbidity and mortality of the population of the Moscow region from malignant neoplasms and the organization of specialized, including high-tech, medical care to cancer patients on the basis of forms of Federal state statistical observations in relation to the three-level system of the organization of medical care to the population of the region with identification of organizational and financial problems.Results. The incidence of malignant neoplasms in the Moscow region in 2017 amounted to 364.9 per 100 thousand population, which is 1.0% below the level of 2016-365.9 per 100 thousand population and below the average for the Central Federal district and the Russian Federation. The mortality rate from neoplasms in the Moscow region decreased in 2017 to 174.7 cases per 100 thousand population, which is less than the average for the Central Federal district — 207.1 and the Russian Federation — 196.9 per 100 thousand population. At the same time, the volume of specialized medical care (including high — tech medical care) for malignant tumors, in a 24-hour hospital is more than twice the average Russian standard — 13% for SMC and 50% for HTMC. Exceeding the standard of medical care is mainly due to the HTMC 2, which is not planned in the subject of the Russian Federation and is usually in Federal clinics. The share of oncological medical care received outside the medical organizations of the MR is 16%, which exceeds the share of medical care in all other profiles received outside the Moscow region (12%). This situation contributes to the availability of cancer care to the population of the Moscow region.Conclusion. The performed work allowed to draw conclusions that in normative legal acts of Federal level it is necessary to define separately the standard of volumes of specialized, including hi-tech medical care, on the profile of Oncology. Large volumes of HTMC cannot be an unambiguous characteristic of the availability of medical care in General, since HTMC is medical care with the use of complex methods of diagnosis and treatment in clinically complex cases. Large volumes of HTMC can be a consequence of the complexity of clinical cases, but also a consequence of neglect of the disease due to the lack of diagnosis and treatment in the provision of primary health care (PHC) at the 1st level. In the Moscow region, there is a need to redistribute the volume of this medical care not only to cancer dispensaries, but also to other medical organizations. After that, there is a need for the distribution of patients, taking into account the morbidity in the territories, the place of residence of citizens, and taking into account the capabilities of medical organizations for the treatment of cancer patients (surgical treatment, chemotherapy, radiotherapy). Medical organizations of the subject of the Federation shall be ranked taking into account the applied technologies and opportunities of drug therapy. As a result, a clear routing of patients with cancer should be developed in the subject of the Russian Federation.

Hydroponic system for demonstrating these techniques to Agri- tech park visitors to acquaint them with futuristic farming operations.
