China, with GDP growth averaging more than 9 percent per annum since the launching of economic reform in the late 1970’s and reached to 9.5 percent per annum in 2004(statistics from The World Bank). China’s economic scale resided the seventh in the world , was next to USA, Japan, England, German, France and Italy. For considering the cheaper purchasing power parity,China’s economic achivement may have exceed Japan and was only next to USA. The mainland China was already transformed into World-Consume Market from World-Factory. High-Tech Industry carried demonstration-effect for domestic economic.There are total 53 H-T Development Zone established under Torch-Plan in Mainland China . This resarch is based on spatial econometrics theory and apply spatial statistic software-Geoda,for trying to find out what kinds of factors influence H-T Zone’s Innovative activity and if spillover effect were exist in China’s provincial level. The statistic evidence shows significantly that there are five theoritical factors influence innovative activity of the Mainland China, they are R&D Fees,FDI,Scienists and Engineers,Degrees of Market-Open,Transportation Convenience,besides, there is spatial autocorrelation relationship exist in provincial level,means that continguity is the other influant factor of innovative activity in H-T development zone. For restriction of data-gathering, statistic conclusion only shows that there is innovative cluster-evidence exist in provincial level of H-T development zone. As for spatial dependence correlation in H-T development zone and transmissive path of spill-over effect are the other direction for further researcher.

Abstract Since 1991, Mainland China has established 53 National Hi-Tec Industry Development Zones. These zones provide attractive incentives to lure global investments, such as vast land, low labor force, rich resources, and large domestic market. In fact, China economic development benefited a lot due to the increase of the number of Hi-Tec corporations, annual income, people employed, taxes and annual export volume in Hi-Tec Industry Development Zones. Past literatures on China Hi-Tec Industry Zones focused mainly on the issues of resource allocation and development strategy. This study attempts to look at the issue from a different angle. We have developed and implemented a production efficiency evaluation model for 53 Hi-Tech Industry Development Zones with multiple outputs and inputs and extend the research to investigate the influence of the exogenous variables on technical efficiency. The research results should benefit policy-makers and Hi-Tech Industry Zone Authorities in their strategic decision-making. In the first phase of the research, we apply Data Envelopment Analysis to assess the production efficiency of National Hi-Tec Industry Development Zones in Mainland China. In DEA analysis, the results showed that only very few Hi-Tech Industrial Zones had good development, most others did not. The second phase research investigates the influence of the environment variables on production efficiency using Tobit Regression model. The results showed that 1 % increase in economy power index will lead to a 1.5708 % increase in production efficiency; 1 % increase in location index will lead to a 0.4066 % increase in production efficiency; 1 % increase in social contribution index will lead to a 1.0732% decrease in production efficiency, and 1 % increase in innovation ability index will lead to a 0.5172% decrease in production efficiency.
