Abstract:
Electronic platforms and high frequency traders (HFTs) have changed the nature of trading. Like equity markets, commodity markets have experienced an influx of algorithmic traders and a decline in “pit” or open outcry trading. Regulatory efforts to understand the effects of HFTs and to offer prudent guidelines or new rules are in their infancy. An overall hesitancy exists because academic studies have produced diverse results on liquidity, volatility, and market quality. This survey focuses on high frequency trading research in commodity derivative markets, documenting basic results and extracting inferences when warranted. Evidence indicates that HFTs act as market makers and their speed advantage has lowered transaction costs, generally during normal markets. Although not entirely conclusive, evidence also suggests that HFTs may exacerbate volatility by withdrawing liquidity in times of market stress, such as during “flash” crashes.

Abstract:
This chapter analyses the MiFID II rules on algorithmic trading (AT), including high-frequency trading (HFT). The author argues that AT raises serious issues of volatility and systemic risk, and HFT issues of systematic front-running of investors. However, opinions are divided on the benefits and risks of these techniques, especially HFT. MiFID II takes a technical approach mostly focused on prevention of a repeat of the 2010 ‘Flash Crash’ with provisions on market abuse. The ESMA 2012 Guidelines remain the most effective regulation to frame the development of HFT, able to tackle market developments with relative speed. However, with implementation of the directive still far away, prosecution of market abuse among HFT traders by legislators and supervisors could lead to a de facto ban of HFT in some Member States. However, the author argues that supervisors would need to allocate scarce resources to it, at great cost, and only the most motivated supervisors will do so.

Abstract:
This chapter provides a U.S. perspective on the MiFID II equity trading regulation. The author concludes that a comparison of the EU and U.S. market structure rules, and the concerns that generated them, suggests four three key differences. Relative to the United States, the EU shows (i) more concern with having an effective price formation process, (ii) more concern with the possibility that HFTs contribute to price instability and engage in market abuse, (iii) less concern with promoting competition among trading venues. These differences have characterized the MiFID I era and are reflected in MiFID II as well, although MiFID II does evince somewhat greater concern about competition among trading venues than was true before.

Abstract:
This chapter examines high-frequency trading (HFT), including core groups of strategies and resulting impacts. Using order-by-order market data analysis, the chapter shows that much of what is often construed to be useless noise of order cancellations actually represents meaningful order revisions, part of the real-time market bargaining. The chapter further shows that a small fraction of the order cancellations are a product of purely toxic liquidity. Market participants of different frequencies tend to react differently to such toxic orders, with higher-frequency traders largely ignoring and lower-frequency investors interacting with toxic liquidity.

Abstract:
Theoretical and empirical work using concepts of data, information, and knowledge have been widely addressed in management scholarship. The author observes how these terms have been used in chronological order over four decades in Management Information Systems (MIS) and finance disciplines. Observing that management research has not made any significant inroads in understanding the complex and dynamic relationship between finance and technology (FINTECH) in the events leading up to the financial crisis of 2008, the chapter promotes a closer collaboration between MIS and finance. These issues are explored in the context of High Frequency Trading (HFT). A broader theoretical and empirical focus offers greater opportunities for policy direction, guidance for decision-makers and for new directions in academic research.
