AbstractWhat are the consequences of understanding a musical score as an ‘action plan’ – a composed set of performance instructions – rather than as a document, a transcript, or a concretization of a composer's idea and, ultimately, of a fixed musical work? This question is discussed through a consideration of four examples of contemporary percussion music – solo pieces by Karlheinz Stockhausen, Morton Feldman, David Lang, and Helmut Lachenmann. Considering the musical text in relation to the dynamics of a work's execution and performance can give us not only a ‘sound picture’ but also a kinaesthetic picture of the performer on stage. Through this shift of perspective the score comes to be viewed as a script or an agent, which then acts as both a foundation and a catalyst for the actions of the performer and his or her production of sound.

Abstract:
Coolness is a desired but overlooked concept in fashion. The thesis The Vincent Vega in Helmut Lang: Framing Helmut Lang’s Coolness in Relation to Cool Movie Characters sheds light on how coolness is created in Helmut Lang’s spring 2004 collection in relation to movie representations. The thesis frames coolness as a myth and gendered performance. With the method of representation studies, several movies are analysed in how they present coolness. It is discovered that movies continuously reproduce the same myth. With critical visual analysis, Lang’s collection is put in context to these movies. It is shown that Lang’s collection has many similarities to the movie costumes and although he tries to break out the gendered myth, he still reproduces it. The thesis contributes to understand coolness as a concept but also that coolness, at least in Lang’s case, is heavily dependent on the cinematic representations rather than pursuing his own unique approach.

本研究では、低粒子エネルギー領域における金属表面からの反射水素原子を水素原子バルマーアルファ(Hα)発光ドップラー分光計測によって検出する実験系を構築し、ヘリウムによるタングステン表面の微細構造化が水素粒子反射特性に与える影響を調査した。表面構造を持たないタングステンと比較して、Fuzz構造をもつタングステン試料では200 - 300 eVの入射粒子エネルギー領域にて粒子反射係数が1/2程度まで減少することが明らかになった。
In this study, the author developed a measurement technique to detect hydrogen atoms reflected from a metal surface based upon the Doppler-spectroscopy of hydrogen Balmer-(Hα) emission. The developed measurement technique is a promising method to investigate the hydrogen particle reflection properties in low incident particle energy range, which has been considered difficult. The author applied the developed method into practice to clarify the effects of helium (He) induced tungsten (W) surface nanostructure upon the low energy hydrogen particle reflection. A W-fuzz sample was found to reduce the particle reflection coefficient by 1/2 of the flat reference W surface in low incident particle energy range of 200-300 eV.

Abstract:
This book examines the role of the United Nations in the confounding geopolitical tensions arising from key international conflicts in the Cold War and post-Cold War periods, including the hostilities between Palestine and Iraq and between Libya and Syria. It explores how the UN has been shaped by the Palestine question and how the struggle over Palestine produced the institutions of “peacekeeping” and of the “UN mediator.” It also discusses the politics around the UN and shows that it is always constrained by geopolitics despite serving as a site of struggle over legitimacy claims by warring factions. The book is divided into four sections dealing with themes that are considered the most important elements of UN work in the Arab world: diplomacy, enforcement and peacekeeping, humanitarianism and refugees, and development. This introduction provides an overview of the literature on the UN that emerged in the post-Cold War period in line with the complexity and reach of various UN missions and agencies.

This chapter provides an overview of the key activities undertaken by each United Nations secretary-general in the Middle East and draws some lessons and comparisons: Trygve Lie, Dag Hammarskjöld, U Thant, Kurt Waldheim, Javier Perez de Cuellar, Boutros Boutros-Ghali, Kofi Annan, and Ban Ki-moon. Since 1947, the Middle East—especially the Palestine question—has played a defining role in the history of the UN. This applies both to the intergovernmental bodies and to the Secretariat, the organ headed by the secretary-general. Every secretary-general has made strenuous efforts to resolve conflicts in the Middle East, or at least to mitigate their more brutal effects. Each has condemned Arab acts of violence or terrorism against Israel and has unequivocally supported Israel's right to live within secure, recognized borders. Similarly every secretary-general has publicly condemned Israeli actions (responsive or preemptive) against Arab states or civilians when they have considered that excessive force was used or that these actions were in violation of international law.

This chapter examines the United Nations's engagement with Palestine through its Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Population of the Occupied Territories (“Special Committee”) in a broader Third World context of “global war against the forces of imperialism and neo-imperialism.” It first discusses the history of Palestinian commitment to UN special commissions as a means to the just resolution of the conflict with Israel before turning to the symbolic aspects of UN politics. It then provides a background on the UN Special Committee, whose stated mission was to investigate human rights violations in the Occupied Palestinian Territory. In particular, it considers the key challenges faced by the committee, such as the refusal of the government of Israel to cooperate with it. The chapter suggests that UN special commissions came and went in Palestine, but little progress was made in terms of an emancipatory politics.

This chapter reflects on the role as special rapporteur of the United Nations Human Rights Council (HRC), which investigated the human rights situation in the Occupied Palestinian Territory. The chapter first provides an overview of the role and office of special rapporteur, noting that UN concerns about Israel and responses to Palestinian grievances are highly politicized within the organization, before discussing some of the characteristics that distinguish the mandate established by the HRC and made applicable to Occupied Palestine. It also explains what was accomplished in six years as special rapporteur of the HRC and details the controversies and pressures attached to that job. It shows that the “UN” comprises different layers, agendas, and interests. The chapter claims that while the United Nations secretary-general in New York permitted personal attacks against the special rapporteur, the leadership and professionals of the Office of the High Commissioner for Human Rights in Geneva strongly supported his efforts in what the chapter calls the “legitimacy war”.

This chapter focuses on the United Nations's Palestinian “statehood” bid starting in 2011. In May 2011, the Palestine Liberation Organization (PLO)/Palestinian Authority (PA) announced that it would seek membership as a state within the UN. The UN statehood bid would alter the PLO's status as a nonmember observer entity, conferred upon it by the UN General Assembly in 1974. While the benefits of UN membership, or in the alternative, a UN upgrade, are manifold, none of them guarantee Palestinian self-determination or freedom from Israeli control. The chapter suggests that this statehood bid could have been a pivot away from complete reliance on the United States to deliver independence and a return to multilateralism that positioned the world superpower as part of the problem rather than the solution. However, the promise of multilateralism, signaled by Palestinians in 2011, has not been realized. The Palestinian leadership has responded to the ever-diminishing potential of the US-brokered peace process with incremental steps into international forums.

This chapter focuses on the United Nations's intervention in Syria since early 2011, with particular emphasis on its efforts to address the civil war's international security dimensions, to respond to the urgent humanitarian needs of the civilian population, and to create a political framework for conflict resolution. It first considers how local and external forces have generated cyclical dynamics within Syria that not only have compromised each prong of the organization's work but also have led to increasingly disastrous results. It then discusses the UN's approach to Syria through the Security Council, along with the work of the organization's humanitarian agencies. It also describes the repeated failure of peace and humanitarian efforts in Syria, emphasizing the multiple forms of foreign intervention currently at play in the country and the extent to which such intervention—working to prolong the military character of the conflict—is fundamentally divorced from and at odds with UN initiatives.

Abstract:
This chapter examines how the “war on terror” gave global meaning to the 2006 Lebanon-Israel War and to the construction of the United Nations Security Council Resolution 1701, which authorized a more robust mandate to the long-standing peacekeeping mission in southern Lebanon: the United Nations Interim Force in Lebanon (UNIFIL). After providing an interpretative framework showing how the “powerful discourse” that emerged after 9/11 linked Hizbullah and its assumed patron, Syria, with global terrorism, the chapter considers the construction of a UN-legitimated international regime, centered on Resolution 1559, that translated this war on terror discourse into domestic Lebanese terms. It then analyzes the construction of Resolution 1701, arguing that it made further violence in Lebanon inevitable. It also shows how the discursive contest over interpretations of Resolution 1701 transformed the conflict in Lebanon from an international to a domestic one and how the production of a hegemonic national discourse emerged following the signing of the 2008 Doha Agreement that precipitated the formation of a national unity government.

Abstract:
This chapter examines the lingering effects of the United Nations Security Council's engagement with Iraq over four decades. When Iraq invaded Kuwait in 1990, the Security Council responded by imposing mandatory sanctions against Iraq and later that year authorized a United States-led military intervention. The Council then mandated weapons inspections and eventually a complex humanitarian program to mitigate the deleterious effects of the sanctions imposed against Iraq. In the next round of events in 2002–2003 it proved an ultimately unsuccessful political broker. Finally, the Council resorted to a marginal peacebuilding role after 2003. This chapter first retraces the Security Council's engagement with Iraq from 1980 onwards before discussing the Bush administration's unilateralism in the Iraq War. It also considers the Council's decision making on Iraq from 2002 to 2014 and how this engagement has both reflected and defined wider patterns of international relations, and how learning from Iraq has changed the Council's approach to promoting international security.

Abstract:
Modular high temperature gas-cooled reactor (HTGR) coupled with helium turbine is considered as one of the leading candidates for future nuclear power plants. This paper analyzes the thermodynamic process of the precooled, intercooled and regenerated HTGR gas turbine cycle, presents the effects of various parameters on the efficiency, and derives an optimum pressure ratio. In addition, the turbine cascades performances of different working fluids, say helium and air, are numerically simulated with CFD software. Comparisons between the two cascades are made in this paper.

Abstract:
This paper focuses on an experimental investigation of a helium compressor, a major component of the Power Conversion Unit (PCU), used in a High Temperature Gas Cooled Reactor (HTGR). The PCU system uses a direct Helium Brayton cycle for the power conversion. In this configuration, there is a strong coupling between the helium compressor and the other components of the PCU system. The estimations of compressor performance in stable and transient operational states are of high importance for the designer. Because of the difficulties in testing a compressor with helium as a working fluid, simulations methods using air to replace helium as a compressor working fluid in the experiments are researched. An experimental compressor system is built to investigate the performance of a helium compressor. Under different operating conditions, the compressor performance characteristics are obtained and compared with that of an air compressor. The possibility and the effective approach of designing a helium compressor based on the experimental data of an air compressor are studied. The experimental results showed that air under the correct flow conditions, identified using similitude analysis, can be used to test a helium compressor instead of far more expensive helium.

A design study of the multistage axial helium compressor of a 300MWe nuclear gas turbine is presented in this paper. Helium compressor is characterized by shorter blades, narrow flow channels, numerous stages and longer slim rotor, which result in losses due to blade surface and end wall boundary layers growths, secondary flows and clearance leakage flows, any occurrence of flow separation and stage mismatch. Therefore, the purpose of this paper is to improve and optimize the aerodynamic design of the helium compressor. The property of helium is different from that of air, so how to choose the design parameters of a helium compressor is discussed first. And then how to shorten the length of the helium compressor or how to decrease the number of stages for a certain pressure ratio by increasing the stage loading are investigated. The new highly loaded helium compressor of larger flow coefficient and high reaction is designed and optimized. The three-dimensional flow patterns in a helium stage are simulated with CFD software (NUMECA). Adjusting the position of blade maximum camber deflection position; redistributing radial compression work; modifying the configuration of blade at inlet and outlet; using CDA technique to optimize blade profile; 3D blading techniques to mitigate end wall boundary layers and corner separation have improved the performance of the first stage of the helium compressor cascades.

The investigation of the airfoil is a key design issue in the development and deployment of helium compressor for High Temperature Gas Cooled Reactor. As the helium physical properties are different from the air’s, three flow cases are studied to find out the similarities between helium and air using Fluent in this paper. They are flow within the divergent nozzles, flow around cylinders and flow over cascades under same inlet conditions and geometry. The results indicated some similarity relationships between helium and air cascade flow. NACA 65-(12A10)10 compressor blade was used as sample blade for both air and helium cascades. To test the performance of the blades, calculations were carried out under the condition of kinematics similitude, but different working fluid. The numerical simulation results of air cascades are correlated with NACA experiment results of air subsonic cascades very well. The numerical simulation models for the air subsonic cascades were used to test the performance of similar helium cascades. The cascade performance for helium flows were compared with the air flows and the results are presented in this paper. The purpose of numerical studies is to use blades in the current air compressor as the blades for helium compressor, to develop scaling blades in NACA 65-(12A10)10 blade size range, and to identify practical limitations to the scaling of current conventional blades. The analysis and conclusions presented in this paper can be used as a reference to helium compressor design features and the experimental research works.

In designing of a helium axial compressor from its homologous air compressor, the similarities between them have to be investigated. Such as how to establish the similarity criterion, how to prescribe the experimental air compressor’s parameters by the similitude laws, how to get the performance data of helium compressor from the air compressor test data etc, are important for the accurate design. The first stage of a high pressure helium compressor is taken as experimental model, with air as the working fluids in the experiments. The differences of physical parameters of helium and air, like density, viscosity, adiabatic exponent have been considered. The similitude laws used in the experiment have been established, and the reasons of deviation and correcting methods are analyzed. These results are useful references for the aerodynamic design of helium compressor.

Abstract:
The High Temperature Gas-cooled Reactor (HTGR) and external-combustion heat engine firing with non-traditional fuel bring Brayton-cycle helium turbine a very good prospect. If the helium compressor is designed according to conventional air-compressor rule, the compression ratio of single stage will be smaller and the number of stages will be excessive. These problems present a topic which must be solved in further development. Therefore a new velocity triangle of helium compressor is presented and analyzed. It can increase severalfold stage loading. The test data and experiences of air cascade are used to estimate the profile losses and stage efficiency of the new helium cascade. On the basis of validation for selected turbulence model and mesh division, fluid analysis software FLUENT6.3 is used to simulate the flow of new helium cascade. Simulation results show that, comparing with the conventional design, the new stage loading can be increased by 2 to 4 times when inlet Mach number is 0.466 to 0.7013. Therefore the stage number of helium compressor is reduced severalfold, while profile efficiency can reach 0.939 to 0.894; The air turning angle reaches 38.75° to 49.43°, while the outlet angle reaches 0.78° to −12.45°; There is basically no separating phenomenon in flow field. Because the experimental data are lacking to support the new cascade structural parameters and air cascade test is a kind of low-speed test, there is some deviation to estimate helium cascade performance at the higher Mach number by use of air cascade experiences. In this cascade simulation, traditional original profile thickness distribution (C-4 blade profile) is applied, therefore the optimizing for the profile thickness distribution and the shape of flow field are expected to be a greater potential for enhancing performance.

This paper describes the design of a 300MW HTGR-GT power plant which was completed in the framework of the HTGR-GT feasibility study project. The project is assigned to JAERI by the Science and Technology Agency of Japan. The inlet and outlet gas temperatures in the reactor are 550°C and 900°C, respectively. Helium gas pressure is 6MPa. The turbine system is a recuperative intercooled direct cycle one. Designs of helium turbine, LP and HP compressors and generator are presented, whose adiabatic efficiencies are 93.09, 89.92 and 90.25%, respectively. A horizontal single-shaft configuration was adopted whose rotor dynamics is given.

This paper describes the conceptual design of a 600MW HTGR-GT power plant which has been completed in the framework of the HTGR-GT feasibility study project. The gas turbine system type is intercooled recuperative direct cycle. Designs of helium turbine, LP and HP compressors and generator are presented. Efforts have been focussed on reducing their dimensions and weight in the preliminary design to facilitate the mechanical design of the rotor and also reduce the size of power conversion vessel. Rotor dynamics behavior and maintenance procedures of the horizontal single-shaft configuration adopted are explained.

Abstract:
This paper describes the steady state performance analysis of a 3-shaft closed cycle helium turbine using nuclear heat source. The analysis is carried out using a computer program, which is specifically made for this cycle. The computer model was tested for various Turbine Entry Temperatures (TET) and absolute pressures. The analysis of the change was focused on the compressors, as these are relatively more critical than the rest of the equipments. The change in TET triggered changes in shaft speed, mass flow rate, power output, absolute pressure etc. Adjustable guide vanes were used to study the operation with constant surge margin. The closed cycle was tested for various absolute pressures and it was established that the efficiency will not be affected in using the inventory control for the load variation.

Abstract:
Denna rapport presenterar en studie av Vilhelmina Södra samebys erfarenheter av de konsekvenser som gruvan på Stihken fört med sig, en gruva som drevs av Boliden Mineral AB 1976–1988. Det finns i dag ett stort kunskapsglapp angående vilka de faktiska konsekvenserna är av gruvindustri på samisk markanvändning, inklusive renskötseln. Detta är så vitt vi vet första gången som forskningen empiriskt belyser konsekvenserna av gruvindustrin, och de faktiska utfallen av försöken till efterbehandling, utifrån en samebys egna erfarenheter och kunskap. Studien genomfördes 2019–2020 i ett samarbete mellan samebyn, Svenska Samernas Riksförbund och Stockholm Environment Institute. Datainsamlingen har bestått av arbetsmöten, intervjuer, workshops, dokumentanalys och kartering med stöd av RenGIS och forskning om störningszoner. Fokus i denna rapport ligger på just Vilhelmina Södra samebys erfarenheter och gruvans konsekvenser för andra samebyar eller icke-renskötande samer i området har därför inte inkluderats. Resultaten visar den omfattande påverkan som gruvan haft på samebyn, dels under driftperioden men i högsta grad också efteråt. Under drifttiden förorsakade gruvan stora direkta och indirekta markförluster, med störningar från brytningen och trafiken, damning på betet, blockering av det naturliga flyttstråket och förlust av stora delar av samebyns renar in i Norge eller in på grannbyarnas mark på svensk sida. I nutid handlar de största konsekvenserna om en omfattande störning från besöksnäringen på grund av vägen som drogs i tidigare väglöst land. Detta föranleder i sin tur stort betesbortfall; försämrad djurhälsa och kondition för renen; förhöjd arbetsbelastning, fysiska påfrestningar, och arbetsmiljörisker för renskötarna; ökade kostnader för renskötselaktiviteter; samt förlust av samiska kulturminnen, ökad psykisk påfrestning, försämrade möjligheter för samebyns unga att satsa på renskötseln, och förlust av traditionell kunskap. Dessa forskningsresultat är viktiga för att korrigera vanligt förekommande missuppfattningar i den politiska och offentliga debatten kring gruvindustrin: nämligen att gruvindustrin och renskötseln kan samexistera utan någon större påverkan på renskötseln. De visar också tydligt vem som har bäst kunskap att bedöma riskerna vid en gruvetablering: samebyn identifierade redan på 1960-talet, och det ganska så exakt, de risker som denna studie nu kunnat visa blivit verklighet medan försöken från statens representanter var långt mindre precisa. Exempelvis antog statens experter en total störningszon på 500 meter runt gruvområdet och 100 meter på bägge sidor om vägen. Detta står i stark kontrast till de störningszoner som samebyn faktiskt har upplevt, nämligen upp mot 10 kilometer för gruvan och 1,5 kilometer för vägen. Problemen härrör främst från det faktum att svensk lagstiftning inte ger tillräckligt skydd för samiska rättigheter. De hänger även ihop med statens tvetydiga roll i hanteringen av de intressekonflikter som uppstår när man både har en skyldighet att skydda samiska rättigheter och ska tillgodose olika samhälls- och företagsekonomiska intressen i utvinningen av mineraler. Denna brist på ansvarstagande, som samebyn upplever från statens sida, visar med all tydlighet att den koloniala exploateringen av naturresurserna i Sápmi inte är ett historiskt fenomen utan något som i allra högsta grad fortgår än i dag. Som ett exempel har inga ansträngningar som helst gjorts för att se över huruvida den begränsade ekonomiska ersättningen som staten genomförde under 1960–70 talet verkligen motsvarar de faktiska skador som samebyn fått uthärda. Det finns flera sätt att åtgärda problemen i området vid Stihken. Exempelvis skulle regeringen kunna ge SGU i uppdrag att återställa området från tidigare prospekteringsverksamhet och kommun och länsstyrelse skulle i sin tur kunna ingripa för att hantera besöksnäringen och friluftslivet. Vad denna studie främst belyser är dock behovet av en genomgripande strategi från statens sida för att komma till rätta med konsekvenserna av Bolidens gruvprojekt och dess följdeffekter. Utifrån senaste årens rättsutveckling torde det numera finnas goda möjligheter för staten att se över sitt ansvar för de skador som framkommit på området vid Stihken.
