Abstract:
The current phase of the socio-economic development in Ukraine is marked by the transformation in the national higher education system in order to harmonize it with international standards. These standards are based on the basically new competence-oriented paradigm of the higher education, making emphasis on the quality of higher professional education. An important component of the education quality is the performance of a higher education establishment (HEE), which significance is growing given the increasing competition among HEEs and stricter requirements to the transparence and information openness of their operation. This raises the relevance of the problem related with selection of indicators for assessment of HEE performance. It is pointed out that methodical approaches to quality assessment of HEEs for official accreditation and ranking purposes, practiced in Ukraine now, include the indicators capable for only fragmented assessment of HEE results and focused on education processes. These approaches to performance assessment in HEEs cause a gap between the quality of HEE performance and the quality of education provided by them. It is found that variations between indicators of domestic and international rankings by which HEE performance is assessed occur because international rankings, in contrast to domestic ones, account only for HEE performance, including job placement of graduates or applications of R&D, whereas ways to achieve the performance are considered as a matter of HEE choice. A theoretical and methodological approach to constructing a set of indicators of HEE performance is justified, which is based on the principle that a set of these indicators must provide as full as possible coverage of goals and operative tasks of HEEs, specified in the Law of Ukraine “Higher Education”. It is argued that the result of education process as a propriety operative task of HEE must be specific achievements of graduates, expected and measurable. A set of the indicators measuring results of education activities is proposed. A number of new indicators in addition to R&D spending are proposed for assessment of R&D in HEEs. Also, specific indicators are proposed for assessment of task completion: established international relations and performed international actions in the field of education; the increased education and cultural level of citizens. It is concluded that assessment of HEE performance need to be made by multi-criteria set of components and be based on a system of estimates.

Abstract:
Malaria is one of the most important infectious diseases in Africa especially in Cameroon. The nonaccessibility to current treatments for poor people and the appearance of drug-resistant Plasmodium falciparum parasites stimulate the search for alternative treatments. The aim of this study was to evaluate the antimalarial activity and the safety of hydroethanolic extracts from Erigeron floribundus and Azadirachta indica. The crude hydroethanolic extracts of E. floribundus (HEEF) and A. indica (HEAI) were prepared via maceration of the whole plant powder of E. floribundus and the leaves of A. indica in 70% ethanol. The antimalarial activity was determined according to Peter’s 4-day suppressive test using the murine model Plasmodium berghei/Balb C mice, while the acute and subacute toxicity tests were assessed according to the OECD 425 and 407 guidelines, respectively. The results indicate a reduction of parasitemia ranging from 49.75 ± 3.64 to 69.28 ± 1.36% for HEAI and from 30.46 ± 4.30 to 62.36 ± 2.32% for HEEI. Overall, HEEF and HEAI at doses of 60, 120, and 240 mg/kg b.w. and 75, 150, and 300 mg/kg b.w., respectively, showed a significant (p≤0.001) parasitemia reduction on P. berghei infecting BALB/c mice. HEEF and HEAI caused a significant (p<0.001) attenuation of body temperature drop in mice compared to negative control, except for the 150 mg/kg b.w. dose in the female group. Moreover, there was no mice mortality observed with these extracts even at 5000 mg/kg, while the aspartate amino transferase (ASAT) level of mice treated with 300 mg/kg b.w. of HEAI extract increased when compared with the control. The results of this study support the traditional use of these plants species extracts against malaria infection in rural zones of Northern Cameroon, therefore confirming their potential as sources for the development of efficient phytomedicines for malaria-poverty disease alleviation.

The fossils originally assigned to the family Hydrophilidae (Coleoptera, Polyphaga) from the late Miocene locality of Öhningen (southern Germany) are revised. Nine hydrophilid species are recognized, most of them representing the tribe Hydrophilini. Five species are reliably assigned to genera: Hydrochara noachica (Heer, 1847), n. comb. (=Hydrophilus rehmanni Heer, 1847, n. syn.), Hydrobiomorpha braunii (Heer, 1847), n. comb. (=Hydrous escheri Heer, 1862, n. syn.), Hydrobiomorpha heeri n. sp., Hydrophilus spectabilis Heer, 1847 (=Hydrophilus knorrii Heer, 1847, n. syn., =Hydrophilus giganteus Heer, 1862, n. syn.), and Hydrophilus vexatorius Heer, 1847. Two taxa are treated as Hydrophilini incertae sedis: Hydrophilopsis elongata Heer, 1862, and Hydrous ovalis Heer, 1862. Two species represent Hydrophilidae incertae sedis: Escheria ovalis Heer, 1847 and E. bella Heer, 1862. The fossil genus Hydrophilopsis Heer, 1862 likely represents the modern genera Sternolophus Solier, 1834 or Hydrobiomorpha Blackburn, 1888, the fossil genus Escheria Heer, 1847 likely represents some modern genus within the Hydrophilini or Hydrobiusini. Six taxa are excluded from the Hydrophiloidea: Helophorus magnus Heer, 1862, H. exilis Heer, 1862 (possibly belonging to Curculionidae), Hydrobius couloni Heer, 1862 and H. godeti Heer, 1862 (both possibly belonging to Curculionidae: Zygopinae), Hydrophilus braunii var. minor Heer, 1862, and Hydrophilus stenopterus Heer, 1862 (likely a leaf fossil). Our revision revealed a rather high amount of inaccurate family and genus assignments and a moderate amount of species-level synonymy in the original treatment of Öhnigen fauna by O. Heer. The diversity of the hydrophilid beetles in Öhningen is thus lower than previously reported, but still being slightly higher compared to other European Paleogene and Neogene localities.

Background: Heel cord lengthening is a common component of foot and ankle surgery. If the tendon is anatomically or functionally over lengthened patients may develop plantarflexion weakness and heel overload problems such as symptomatic plantar heel callosities and heel ulceration. Methods: Nine patients who developed heel overload or heel ulcer after a heel cord lengthening or an irreparable rupture were identified. Initial foot injury, risk factors, treatment, and followup were reviewed. Results: Five of the nine patients had diabetes and an insensate heel. The ulcer healed in two of five patients with a dorsiflexion stop brace, two with a tendon transfer, and one required a below knee amputation. There were four patients with heel overload with normal sensation and no diabetes. One improved with strengthening exercises, two with tendon transfer, and one required a below knee amputation. Conclusions: Heel cord insufficiency can lead to an overload callus or a heel ulcer. Patients with diabetes and an insensate heel are at highest risk, but this problem also can occur in patients with normal sensation. Obesity and ipsilateral first toe amputation also may be risk factors.

Loss of heel pad elasticity has been suggested as one of the possible explanations of heel pain. This study aimed to determine the effect of heel pad thickness and its compressibility to heel pressure distribution, in 47 (94 feet) normal subjects and 59 (94 feet) patients with heel pain, using radiological measurements and EMED-SF (Novel, Munich) plantar pressure distribution measurement system. Both heels of the patients and control group were radiographed with and without weight bearing. The ratio of the heel pad thickness in loading to unloading position was defined as “the heel pad compressibility index.” The plantar peak pressure of the heel was measured at heel strike phase of the gait cycle. The compressibility index for control and patient groups were found to be 0.60 and 0.69, respectively. The peak pressure under the heel pad was recorded to be 28.4 N/cm2 for patients and 31.7 N/cm2 for control group. No significant difference was found for heel pad compressibility index and heel pad pressures between patient and control groups (p>0.05). This study revealed that there is no relationship between heel pad compressibility and pressure distribution of the heel pad both in control and patient group. We feel the flexibility of the heel pad does not have any influence on heel pain syndromes.

The heel pad acts as a shock absorber in walking and in heel-strike running. In some patients, a reduction of its shock-absorbing capacity has been connected to the development of overuse injuries. In this article, the shock absorption of the heel pad as well as external shock absorbers are studied. Individual variation and the effect of trauma and confinement on the heel pad were specifically investigated. Drop tests, imitating heel impacts, were performed on a force plate. The test specimens were cadaver heel pads (n = 10); the shoe sole component consisted of ethyl vinyl acetate (EVA) foam and Sorbothane inserts. The shock absorption was significantly greater in the heel pad than in the external shock absorbers. The mean heel pad shock absorption was 1.1 times for EVA foam and 2.1 times for Sorbothane. The shock absorption varied by as much as 100% between heel pads. Trauma caused a decrease in the heel pad shock absorbency (24%), whereas heel pad confinement increased the shock absorbency (49% in traumatized heel pads and 29.5% in nontraumatized heel pads). These findings provide a biomechanical rationale for the clinical observations of a correlation between heel pad shock absorbency loss and heel strike-dependent overuse injuries. To increase shock absorbency, confinement of the heel pad should be attempted in vivo.

Royal prince Pippin in Carolingian historiography This article investigates the rather fluid process of character assassination of Pippin, nicknamed “the Hunchback”. In 792 Pippin joined a conspiracy led by more than a few noblemen against his father, Charlemagne. However, the plot came out just in time and Pippin was confined to a monastery for the rest of his life. His memory was subsequently besmirched by quite a number of writers, who walked the line between blackening Pippin while at the same time ensuring that Pippin’s misstep was never presented as a stain on the reputation of the Carolingian dynasty as a whole. As a result, the character assassination had to be modified time and again to constantly fit the present-day needs of the dynasty. As long as the Carolingians were safe and sound, as a ruling dynasty, Pippin could be blackened. But when the Carolingian family found itself in trouble with regard to securing the family bloodline, the literary Pippin made a spectacular comeback in order to contribute to the preservation of the Carolingian royal dynasty.

Abstract Promises and disappointments of artificial intelligence for scientific discovery Recent successes within Artificial Intelligence with deep learning techniques in board games gave rise to the ambition to apply these learning methods to scientific discovery. This model for discovering new scientific laws is based on data-driven generalization in large databases with observational data using neural networks. In this study we want to review and critical assess an earlier research programme by the name of BACON. Though BACON was based on different AI technology, we can learn from its limitations and thus adjust our expectations. The BACON program had two ambitions, one descriptive and one normative. On the one hand, it wanted to provide an explanation how philosophers of nature in history arrived at general laws from observational data and on the other hand it also aimed to reconstruct historical discoveries and realize new ones. We will assess the claims of the BACON program by means of two historical cases studies: the discovery of the sine law of refraction in optics and the discovery of Kepler’s third law of planetary motion. I will demonstrate that, despite the formulated claims, BACON did not use the same historical data available to its discoverers and, more importantly, that the model of inductive generalization of observational data does not correspond with the historical methods. Finally I will question the value of data-driven induction for scientific discovery in general.

Summary In the Late Roman period the Batavians disappeared from the written sources, and archaeologically speaking, nearly all rural settlements and cities of the Southern Netherlands ceased to exist, alongside the civilian centres. There is no good explanation for this depopulation but slight hints point to the population’s deportation. In the early 5th century several settlements were inhabited again. Judging by the style of the house plans, the pottery and jewelry, the inhabitants came from the area north of the Rhine. Ubiquitous gold finds in the same area imply that they were paid by the Roman government. They are called Franks in the written sources and most likely served as foederati when regular Roman troops left in 401/402. Migration has always been a thorny issue in archaeology: based on ethnic interpretation of artefacts, arrows were drawn on maps, but theoretical objections silenced this approach, at least in theoretically-oriented archaeology. Migration can further be researched by new scientific methods (aDNA and isotope analysis of human remains); the results for the Roman period are not yet spectacular. More is expected from the analysis of settlement complexes by various methods: a) provenancing pottery by geochemical and mineralogical analysis, b) combined with stylistic study; c) isotopic analysis of associated animal bones, to see whether the animals were brought on the hoof over long distances; d) stylistic analysis of the house plan, and e) plotting the circulation area of the metal jewelry. This combination can ascertain whether the inhabitants of settlements were migrants originally and how quick they adapted to their new environment.
