Our ability to see fine detail decreases with reduced luminance. This worsening of visual acuity at low luminance can be attributed to at least three factors: increase in photon noise, change in the optical properties of the eye (increased peripheral optical aberrations and night myopia: Campbell & Green, 1965; Coletta & Clark, 1993) and the shift from cone- to rod-mediated vision, in which resolution capability is poorer (Hecht, 1928; Shlaer, 1937). Another characteristic of vision under low luminance is an increase in the integration period, defined as the duration within which energy from the stimulus can be summed to elicit a visual response. For visual acuity, the integration period has been reported to increase from about 100 ms to about 200 ms as luminance decreases from photopic to scotopic levels (Brown & Black, 1976; Kahneman, 1964).

Artificial neural networks have gained significant popularity over the past several years in a wide variety of engineering applications. This popularity is due in part to the ability of a neural network that is trained using a supervised training rule such as error backpropagation to acquire a nonparametric representation of the mapping between a set of inputs and outputs without any specific knowledge of the application domain. Given a sufficient number of nonlinear terms, represented by a number of hidden-layer neurons, a multilayer neural network can model any mathematical function that is continuous and differentiable (Hecht-Nielsen, 1990). Difficulties can arise however when a network is trained with a limited amount of noisy “real” data and is then expected to operate as part of a system for a specific application. The network must acquire an internal representation, as stored in its weights, during the training phase that subsequently generalizes well to unseen data. In the case of a prediction application, generalization capability becomes the paramount design criteria. The generalization performance of a trained network is a strong function of several factors, including: the architecture and complexity of the network, the type of supervised training rule employed, and the manner in which data is preprocessed and presented to the network.

Abstract:
Vertebrate vision is mediated by two different types of photoreceptors. Although the range for optimal responsivity of rods and cones differs considerably, both respond over a retinal illuminance range of approximately 1–1000 trolands (T), the visual environment typically provided by modern civilization. Over this range, subjective experience as well as psychophysically measured visual capacity of normal humans relates almost exclusively to cones (e.g. Hecht, 1938). But rods greatly outnumber cones. As a consequence, the corneal electroretinogram (ERG), a field potential reflecting the sum of all transretinal components of stimulus-induced currents, is dominated by the much more numerous rods and other retinal cells involved in the scotopic pathway (Rodieck, 1973; Armington, 1974). This is particularly true of clinical ERGs which are typically elicited by brief duration, high intensity, ganzfeld stimuli and recorded by amplifiers with bandpass set between about 1–1000 Hz. Unless flash intensity is great and/or flashes are presented against a prevailing background level which saturates rods, such ERGs overwhelmingly reflect rod activity. Even with rod–saturating retinal illuminances exceeding 1000 scotopic trolands (Ts), the small amplitude of the cone response makes computer averaging essential. However, the responses so obtained have little obvious relationship to the visual capacity measured by "less objective" psychophysical procedures, since they are usually obtained with uncomfortably bright stimuli rarely encountered in everyday life.

Abstract:
La evaluación entre compañeros es una forma de aprendizaje colaborativo en el que los estudiantes valoran el producto de aprendizaje de otros estudiantes. En nuestro caso, efectúan dos tipos de evaluación relacionados con la comunicación efectiva: en equipo evalúan cuantitativamente documentos con la resolución de problemas de otros equipos, y, posteriormente, evalúan cualitativamente las presentaciones orales de los ejercicios. Se les han dado pautas sobre como llevar a cabo la evaluación. El resultado ha sido comparado con la evaluación hecha por los profesores. En la evaluación cualitativa de las presentacions no se ha encontrado diferencias significativas entre la realizada por los alumnos en equipo y la de los profesores. Además, la argumentación que hacen a las valoraciones son rigurosas y muestran su aprendizaje a través del trabajo hecho por los compañeros.

Cuando el tejido urbano existente es una disposición de fragmentos que se unen entre sí por su cercanía o vecindad, el eje que los vertebra permite, a través de él, realizar una lectura eficaz de todos sus componentes. En Barcelona, al mismo tiempo que se empieza a construir el Ensanche, se distinguen sobre el territorio algunos núcleos periféricos que forman una corona que lo rodea. Hacia el oeste, los pueblos de Hostafrancs, Sants, Les Corts y Sarrià componen un eje imaginario que, al ir edificándose la ciudad, también se va consolidando. El presente trabajo pretende realizar un estudio de la configuración del eje, reconociendo en los fragmentos que le dan forma, aquellas características físicas que permiten su consolidación; analizándolas no sólo como entidades aisladas sino como elementos que integran un todo, que se relacionan y articulan entre sí, y, destacar aquellos atributos esenciales de cada pieza urbana que facultan una reinterpretación de su composición. When the existing urban fabric is an arrangement of fragments that are joined together by their proximity or neighborhood, the axis that joins them, allows, through it, an efficient reading of all its components. In Barcelona, at the same time that the city started to build the “Eixample”, there were on the territory some peripheral towns that were forming a crown around the planned city. To the west, the towns of Hostafrancs, Sants, Les Corts and Sarrià made up an imaginary axis that at the same time that the city was built it would also be consolidated. This paper aims to conduct a study of the axis configuration, recognizing in their fragments, the morphological conditions that shapes it, analyzing them not only as isolated entities but as elements that make up a whole, that relate and articulate between them, and highlight those essential attributes of each urban piece that allows a reinterpretation of the axis composition.

Abstract:
Es imposible analizar los orígenes del control fiscal en Centroamérica y Colombia sin hacer referencia directamente a los descubridores y conquistadores, los cuales influenciaron la concepción administrativa y forjaron la historia del continente con la realidad existente en España y la cultura anglo-francesa. Una historia en clara discordancia con el deber ser y el real hacer de los gobernantes de las denominadas “Nuevas Indias”. La presente investigación se desarrolla de forma historiográfica estudiando el control fiscal en el trascurso del tiempo: desde la conquista hasta el inicio de la llamada república de Colombia. La metodología aplicada se fundamenta en el enfoque cualitativo, el cual se apoyó en un análisis historiográfico abordado a partir de múltiples fuentes históricas, recopiladas, muchas de ellas, en artículos científicos y trabajos de grado sobre la evolución del control fiscal en los territorios geográficos en cuestión. El resultado obtenido evidencia que aun cuando los sistemas de control fiscal en Colombia y Centroamérica presentan divergencias, en la actualidad es notable la existencia de unas fuentes comunes que unen los orígenes de estos tipos de controles fiscales.

Abstract:
Los programas de Transferencias Monetarias Condicionadas (TMC) se expandieron rápidamente en América Latina y el Caribe (ALC) desde mediados de los noventa. Desde entonces, el BID ha hecho contribuciones importantes a los países en las distintas etapas de ejecución de estos programas. Esta nota revisa las metodologías utilizadas para la identificación de sus beneficiarios y discute las recomendaciones que se han hecho para mejorarlas. Asimismo, utilizando criterios tradicionales de evaluación del desempeño de los modelos de focalización y técnicas de micro-simulación, muestra que puede mejorarse la efectividad de los TMC para identificar a sus beneficiarios poniendo énfasis en las carencias que estos programas buscan reducir.
