Target audience for this monograph: hospital leadership, including CMO, deputy CMO on quality, head of quality control committee or designated quality control specialist, other medical workers. ABOUT «THE BASICS OF MEDICAL CARE QUALITY AND SAFETY PROVISION» All changes and reforms in healthcare should provide for medical care quality improvement, preservation of life and health of all citizens. Once an abstract word “quality” has its’ own specific meaning today, acquired by means of legislative validation of the term “medical care quality and safety”. Providing healthcare quality and safety is one of the key priorities within the confines of Russian Federation national policy for citizens’ health protection. Current issue represents actual knowledge and practical experience in terms of medical care quality and safety control, continuous medical organization efficiency improvement. Current issue addresses the matters of theoretical and practical aspects of introducing management and internal quality and safety control system in medical care. This chapter introduces the politics, geography, economic status, and religious variation in Southeast Asian countries including Taiwan, China, Japan, and Indonesia. The themes explored in this chapter are: (1) the coercive treatment used in the hospital and community mental healthcare systems across these countries; (2) the evaluation of health-care legislation and Mental Health Act amendments; (3) the distribution of mental health and social services resources in the community; and (4) the struggle between paternalism and autonomy in Eastern social contexts. Finally, there is a discussion of the roles of health policy makers and government in mental health legislation and the balance between protecting public safety and respecting the best interests of individuals.

In order for children to develop, achieve their potential, and be healthy, they must be safe. Child safeguarding is entrenched in the policy, legislation, and statutory guidance of each UK country. All NHS organizations are accountable for the commissioning and provision of services designed to safeguard and promote the welfare of children. Where possible, child safeguarding is informed by scientific evidence and good practice incorporates the lessons from statutory reviews and child abuse inquiries. This chapter describes the epidemiology of maltreatment, summarizes the legal framework, and addresses the roles and responsibilities of healthcare practitioners in safeguarding children, with a focus on child protection and the prevention of child maltreatment.

Abstract:
The majority of mentally disordered offenders are never treated within forensic mental health services. Instead, they remain within the criminal justice system, where care and treatment for complex and co-morbid mental health, substance-misuse, and personality disorder issues remain secondary to justice and punishment. In this chapter, we explore the policy, practice, and legislative drivers influencing healthcare delivery throughout the criminal justice pathway. Firstly, we consider the current liaison and diversion programme in England, which aims to identify people with mental health issues at the point of entry into the criminal justice system. Secondly, we review the state of mental healthcare in prisons, a quarter of a century after the clinical improvement partnership between the National Health Service and HM Prison Service. Thirdly, we discuss issues around court mandated mental health treatment in the community. Finally, we consider initiatives designed to meet the discrete needs of offenders with personality disorders.

Pharmaceuticals play a critical role in the raging debate over how best to advance and improve healthcare in the United States and the rest of the world. Using the analytical tools of economics, this book explores the conflicting priorities and aims of the biopharmaceutical industry. It starts out by describing the supply side of pharmaceuticals in all its forms, including the traditional pharmaceutical sector, the biotechnology sector, and the generic sector, as well as the increased blending among them. It next turns to the demand side, looking at the determinants of demand for pharmaceutical products. It discusses third-party payer coverage and patient access issues, and considers pharmaceutical demand factors in both emerging markets and industrialized parts of the world. Drawing extensively from recent economics and policy literatures, this book examines if and how a drug’s pricing strategy is influenced by clinical and economic attributes, characteristics of third-party payers, cost of research and development, competition from other branded drugs and generics, and other factors. An in-depth analysis looks at various drug promotional programs, their effectiveness in influencing demand and price, and the corresponding controversies and ensuing public debates. The focus of the book then turns toward pharmaceutical regulation, including the patent system, the approval process for both branded and generic drugs, the regulation of drug promotion, and major drug legislations since the beginning of the twentieth century. The book concludes by offering a look ahead at evolving industry structure, research methods, product characteristics, financing mechanisms, and regulatory policies affecting both price and access to pharmaceuticals worldwide.
