Abstract:
This study focuses on the practices of human resource management among headmasters in primary schools across Malaysia. It concentrates on how headmasters perceive the concept of human resource management and translate it into practice. The qualitative research design is applied on six headmasters, four males and two females who serve in selected national and private primary schools. The qualitative data from the interviews are organized into themes and sub-themes. The major findings of this study reveal that a majority of the headmasters perceive human resource management as a shared responsibility among teachers and school administrators while the headmaster is the key manager. It also reveals that headmasters in national schools believe that human resource management is important to reach the educational goal. In contrast, a majority of headmasters in private schools believe that it is important for sustainability. In addition, this study also reveals that the headmasters of national schools have less autonomy in decision-making process as compared to headmasters of private schools. The results have implications on two major aspects; the leadership in human resource management and the system. The leadership implication will help headmasters identify the best practices of human resource management including support and professional development for the teachers. System refers to teacher placement and other policy implementation. Finally, this study recommends more authority to be given to headmasters in managing human resource in schools, especially in the national schools.

Abstract:
Introduction. The use of adequate stress-coping strategies by the headmasters of general secondary education institutions involves the study of these institutions' organizational and psychological characteristics that affect headmasters' choice of stress-coping strategies. Methods. The following instruments were used to collect and analyze data «How is your organization developing?» (V. Siegert, L. Lang, modification by L. Karamushka), «A Method of research into coping behavior in stressful situations» (S. Norman, D. Endler, D. James, M. Parker; adaptation by T. Krukova), and a passport-questionnaire. Aim: to analyze the relationship between organizational and psychological characteristics of general secondary education institutions and headmasters' stress-coping strategies. Results. Statistically significant relationships, both positive and negative, have been found between the organizational and psychological characteristics of general secondary education institutions and their headmasters' stress-coping strategies. It was shown that the higher the level of organizational development of general secondary education institutions, the more frequently their headmasters used such a coping strategy as social support seeking, but as the number of headmasters in one institution increased, the frequency of use of this coping strategy decreased. It was also shown that as the administrative status of the town/city where the general secondary education institution was located increased, the frequency of headmasters' use of such coping strategies as avoidance and distraction increased, too. Conclusions. The findings can be helpful in managing general secondary education institutions, in particular, in headmasters' choosing adequate stress-coping strategies.

Abstract:
This paper studies the way in which headmasters and class masters perceive and estimate the factors, obstacles and incentives to building up a partnership between school and parents. The sample consists of 60 headmasters and 305 class masters from 60 schools (37 urban and 23 rural) in Serbia. Headmasters and teachers filled in separate, but parallel questionnaires (modified only in the segment of different roles) that were created for the purposes of research. Questionnaire items inquire about the factors contributing to the inclusion of parents, the obstacles in developing the cooperation between parents and school and the peculiarities of school environment that can contribute to the development of that cooperation, as well as about the peculiarities of the communication with parents. Research findings indicate that headmasters and teachers assess the importance of different components in the field of cooperation with parents in a similar, but not identical way. Most similarities are found in the perception of obstacles for establishing cooperation (the problems of coordinating time periods for meetings, previous bad experiences of parents regarding cooperation). The majority of differences lie in perceiving the importance of cooperation factors (headmasters emphasise the "parent factor", while teachers do so both for the "parent factor" and "child factor"), as well as in perceiving the necessary incentives for the improvement of cooperation between school and parents (headmasters emphasise the spatial-temporal organization components, and teachers do so for spatial components and personal initiatives). In the assessments of both the headmasters and teachers we obtained differences marked by gender, the longitude of years of service, size of the settlement where the school is located (town-village). The general conclusion indicates that the topic of cooperation between school and parents is highly and in many ways context sensitive, and that the building of cooperation program must be preceded by the process of systemic and systematic dialogue shaping of the topic on the level of every individual school, in order to purify the existing multiverse meanings and thus provide foundation for clear, locally meaningful and sustainable cooperation programs.

Abstract:
Research background: The fundamental conclusions about the relationship be-tween personnel management and organizational performance can be also applied to personnel management in primary and secondary schools, which play an important role in the society. There is no doubt that headmasters, deputy headmasters and other school managers who want to achieve excellent performance of their schools, must pay special attention to management of all employees (including teaching and non-teaching staff) because their abilities, motivation and performance determine the desired results of schools. Purpose of the article: The purpose of the article is to define particular categories of man-agers in Czech primary and secondary schools and specify their responsibilities and competencies in personnel management in order to propose an optimal organization of personnel management at Czech schools. Methods: Achieving the purpose of the article is based on the analysis of available scientific literature and the results of the authors' questionnaire survey on the organization of personnel management at Czech primary and secondary schools. The survey was conducted from January to March 2017. The respondents were headmasters, deputy headmasters and other managers of Czech primary and secondary schools. The relevant data were obtained from 90 respondents. The data analysis was based on the calculation of relative frequencies and the evaluation of the dependence of responses using contingency tables and chi-square tests of independence. Findings & Value added: The findings show that responsibilities for managing teaching and non-teaching staff at Czech schools belong not only to headmasters, but also to other managers at schools, including deputy headmasters, head teachers, heads of school clubs, heads of school canteens, educational consultants, school psychologists, treasurers, or school caretakers. Anyone who influences and directs others in the organization should be involved in personnel management and participate in various personnel management activities related to employee selection, appraisal, compensation or training. The significant competencies of headmasters and other managers in personnel and school management include managerial competencies (the ability to manage others), personal competencies (the ability to manage yourself), or professional competencies (the ability to manage the school).

Data were collected through observation, interview and documentation. Validation of the data was done through data reduction, data presentation and data verification. The results of the research, in terms of the leadership of the principal, show that the principals have the ability and readiness of knowledge. From the behavioral aspect, the principals can establish good relationship which is familial and democratic. Therefore, the leadership situation of female principals creates a humane and democratic atmosphere. The advantages of female principals are seen in terms of emotional stability, awareness, communicative, detail and confidence, however, there are still weaknesses in terms of assertiveness, with strong patriarchal values. Nevertheless, female principals still can work in the public sphere by attending training and becoming organizational officials. Female principals face more challenges not only to advance the school but to provide good leadership proof in order to reduce the paradigm of ideal male leader. It can be concluded that the female principals’ leadership is able to provide a new, democratic, and humanist ambience. Abstract:
Although the ability to deal with stress is one of the key competences of people working in managerial positions in schools and educational establishments, principals in this area are very poorly diagnosed. The aim of this study was to consider the coping strategies used by headmasters and deputy headmasters of schools and educational establishments during the COVID-19 pandemic. For this purpose, Mini-COPE was used. The respondents (N = 159) obtained a higher mean for “active coping”, “planning”, “positive reframing”, “acceptance”, “use of instrumental support”, “venting”, and “problem-focused strategies” than the normative value. Compared to deputy headmasters, headmasters obtained higher mean results for “planning” and “religion”, and lower results for “behavioral disengagement”. Respondents with longer job seniority in a managerial position, obtained a higher mean for “use of instrumental support” and lower for “religion”. Compared to respondents employed in private schools, people in the public education sector are more likely to use “behavioral disengagement” and less their “sense of humor”. The respondents working in primary schools scored higher on average for “use of instrumental support” and “problem-focused strategies”. It would be advisable to compare the results with the teachers and the persons holding managerial positions in institutions and organizations not related to education.

Abstract:
This study aims to identify the correlation between the instructional leadership practices by the headmasters with the level of performance and achievement of schools in Malaysia. A total of 141 respondents comprised of senior assistants of primary schools were examined. Respondents' perceptions of instructional leadership practices by the headmasters were gained using a set of questionnaire that was modified from the Principal Instructional Management Rating Scale (PIMRS). Descriptive statistical analysis was used to obtain the mean score, percentage, and standard deviation of the instructional practices. At the same time, ANOVA test was applied to obtain the perceptions from demographic factors and Pearson Correlation to measure the relationship between the instructional leadership and the schools’ performance that is based on band measurement. The findings show that the level of instructional leadership practice is high, with a mean of 4.24. Band 1, 2, 3 and 4 schools each have min of 4.37 4.23, 4.23 and 4.05 respectively. Pearson correlation analysis shows that there is a weak negative correlation between the headmasters’ instructional leadership practices level and the performance of the schools (r = -0.210). Thus, findings conclude that the level of instructional leadership practices among headmasters in primary schools is high and has a weak negative relationship in-term of schools’ achievement.

Abstract:
PURPOSE In India in 2010, tobacco use accounted for more than 1 million deaths. There is a profound need for evidence-based interventions (EBIs) that promote tobacco control on a large scale, particularly in low- and middle-income countries. Our goal was to identify creative strategies for the broad-based implementation of tobacco control EBIs that can be embedded in existing organizational infrastructures and accommodate the realities of low-resource settings. We built on an intervention for schoolteachers, called the Tobacco-Free Teachers/Tobacco-Free Society (TFT-TFS) program, which had been shown to be efficacious in increasing tobacco use cessation and tobacco policy implementation in a cluster randomized controlled trial in the Bihar School Teachers’ Study. Teachers in India are an important channel for promoting tobacco control given their roles as community leaders and role models. This study tested whether TFT-TFS can be successfully implemented by building capacity within the education department to train and support headmasters to implement TFT-TFS in their schools. METHODS Six blocks from 3 districts in Bihar, India, were randomly assigned into either the intervention or control arm. Using a cascade-training model, intervention cluster coordinators—who routinely interact with headmasters—were trained to train headmasters from their respective clusters to implement TFT-TFS over 1 academic year. This study used a noninferiority design to test if program implementation will not be inferior to the high standards demonstrated in the Bihar School Teachers’ Study and assessed program effectiveness in improving cessation and policy implementation. RESULTS Nearly all of the 46 trained intervention cluster coordinators further trained more than 90% of the 218 headmasters to implement TFT-TFS. Preliminary data also indicate that two thirds of headmasters reported implementing 3 of 4 program components. Additional findings will be available Spring 2020. CONCLUSION This research is innovative because it systematically examines the process of scaling up one of the first EBIs to promote tobacco use cessation among teachers in India.

Abstract:
This study investigated the importance school headmasters attach to a number of activities associated with the effective performance of their duties. This recording aims to examine the potential of these school headmasters to exercise their role and work within the highly bureaucratic and hierarchical Greek educational system. These activities include (a) establishment and realization of a common vision and mission of the school unit as well as its culture identification and formation, (b) teaching and tutoring of students, (c) management and development of the educational personnel, (d) conducting of administrative affairs and management of resources, and (e) good relations with parents, entities of external environment of the school unit, and the local community. The study found that the headmasters consider activities concerning their bureaucratic/conductive role as well as their leading behaviour as “very important” at very high percentages (over 70.0%). However, tasks involving them in administrative issues are, according to them, “less” up to “least important” so that their role is effectively fulfilled. Statistically significant diversifications have been observed in certain activities associated with the efficient performance of their duties in relation to their gender, years of experience in leadership position, and the size of the school unit.
