Abstract:
The author explores the critical phenomena in modern library and information education which he regards as “ringing bells”. That is decrease of the state-financed openings in universities and specialized colleges of library and information studies; introduction of the Unified State Exam which has destroyed the system of occupational orientation at library departments; merging library departments with other departments; the problems of the faculty staffing. Arkady Sokolov identified these malignant processes as “the library school annihilation”.The author puts forward the suggestions to change the situation: restitution of Moscow State Institute of Culture as a head of professional educational institute; summoning professional conference to develop a strategy and tactics of library education; building post-graduate program to prepare professors for regional professional higher schools and colleges. The author emphasizes the critical need for the national policy for the library industry and consolidation of resources, not only those of library university department and colleges, but also the educational centers to train and retrain librarians on the premises of several major libraries.

Abstract:
Background The acute hospital setting has become a key site of care for people living with dementia. People living with dementia are one of the largest populations in our hospitals, with the Department of Health and Social Care recognising that 25–50% of all acute hospital admissions are people who are also living with dementia. However, people living with dementia are a highly vulnerable group in the hospital setting and, following an acute admission, their functional abilities can deteriorate quickly and significantly. Detailed research is required to explore what constitutes ‘good care’. Objectives This study’s focus was a common, but poorly understood, aspect of everyday care for people living with dementia during an acute admission, that is continence care. We asked the following questions: what caring practices are observable when interacting with this patient group? How do ward teams respond to and manage continence needs? What informs these approaches? What are staff doing and why? Design This ethnography was informed by the symbolic interactionist research tradition, focusing on understanding how action and meaning are constructed within a setting. In-depth evidence-based analysis of everyday care enabled us to examine how ward staff responded to the continence care needs of people living with dementia and to follow the consequences of their actions. We carried out a mixed-methods systematic narrative review to refine our approach to fieldwork and analysis. Setting This ethnography was carried out for 180 days, across 12 months, in six wards in three hospitals across England and Wales that were purposefully selected to represent a range of hospital types, geographies and socioeconomic catchments. Participants In addition to general observations, 108 individuals participated directly in this study, contributing to 562 ethnographic interviews. Ten detailed case studies were also undertaken with people living with dementia. Results This study identified ‘pad cultures’ as an embedded practice on these acute wards. The routine use of continence pads among people living with dementia (regardless of continence and independence) was widespread. The use of continence pads was viewed as a precautionary strategy, the rationale being to provide safeguards, ensure containment and prevent ‘accidents’ or incontinence episodes, with an expectation that patients living with dementia not only will wear pads, but will use them. Conclusions These ‘pad cultures’ enabled the number of unscheduled interruptions to the institutionally mandated timetabled work of these wards to be reduced, but had significant impacts on people living with dementia and, in turn, wider consequences for these individuals and their identities. Ward staff described feeling abandoned with the responsibility of caring for large numbers of people living with dementia, believing that it was impossible to work in other ways to support their patient’s continence. Limitations The limitations identified included the potential for the Hawthorne effect to influence data collection. Future work In collaboration with a specialist dementia care and continence teams, the findings are informing the development of education and training at the interactional and organisational level. This aims to develop the range of services provided by the faculty law library in order to support academics and students to the highest possible level given available resources. Abstract:
A descriptive analysis of the histories of the Institute of Professional Librarians of Ontario (1960â 1976) reveals not only the circumstances surrounding the creation, growth, and decline of this singular expression of the professionalization of librarianship but also foregrounds the ways in which the historical narration of the profession must look beyond the traditional delineation of intrinsic traits in order to circumscribe librarianship more adequately. To that end, consideration is given to one important factor, the Royal Commission Inquiry into Civil Rights (1964-71). It is evident that historical recovery of this sort is crucial to the profession's self-understanding as it negotiates its contemporary stance with respect to both librarians and the publics that they serve.

Abstract:
The present study attempted to measure library literacy levels of open or flexible learners at the Canberra Institute of Technology (CIT) during the 1995 academic year, and to investigate to what extent the information skills component of TAFE open learning modules influence adult learners' library literacy levels. To address these issues, a quasi-experimental research methodology was used to measure library literacy levels at the beginning and, again, on or near course completion to ascertain whether any change had occurred, through the administration of a questionnaire. A number of participants were then interviewed to further validate the responses fiom the questionnaires. The study attempted to show that though courses claim to address key competencies in a vocational education and training environment, one component of the key competencies, the ability to collect, analyse and organise information, was not being met. That one component was the ability to locate (or collect) information. No strong correlations resulted fiom the library literacy levels measured and the degree to which the key competency was addressed within course modules. No statistical measures were possible due to the small sample population that eventuated, though it was almost half the original targeted population. No real gain was achieved in library literacy levels between the pretest and posttest stages of the research for either the Experimental or Control groups. Though a highly suitable research methodology, the quasi-experimental research design did have some limitations in this piece of research. The CIT flexible learning environment at the time of the study contributed to the limitations of the study. However, a number of recommendations were made on the basis of the research results, advocating some strategies that might be implemented to improve the library literacy levels of learners undertaking open or flexible delivery courses within CIT, and suggestions to change the research environment to avoid many of the problems experienced. The CIT pilot study was the first known formally documented study of library literacy levels in an Australian TAFE environment of its kind. The study reflects the literature published at the time of the study. At that time, the research in this field was minimal. Many publications and research have emerged since 1995 when this study was conducted, indicating this is an area of great interest.

Resumo: Este trabalho privilegia a Biblioteca do Instituto Franciscano de Antropologia (IFAN) da Universidade São Francisco, localizada em Bragança Paulista (São Paulo - Brasil), criada em 1984. Sua origem localiza-se na conexão de demandas, embates políticos e teológicos, num país recém-saído da ditadura militar. Seu acervo acolhe obras oriundas de diferentes conventos franciscanos e aquelas que foram incorporadas com o intuito de atender reflexões balizadas por questões sociais, cujos referenciais teóricos situam-se na teologia da libertação. Essa biblioteca se inscreve na história da presença franciscana na educação superior brasileira, sobretudo na década de 1970, quando os franciscanos assumiram a direção do Instituto de Ensino Superior da Região Bragantina, em 1976. Essa pesquisa contemplou duas linhas de investigação simultâneas. Na primeira, analisou obras e documentos que permitiram identificar aspectos das histórias e memórias da formação de tal biblioteca e, na segunda pesquisou a composição de seu acervo e os princípios que nortearam sua organização e acesso. Tomar essa biblioteca como objeto de pesquisa significou refletir tanto acerca das implicações da valorização das histórias e memórias franciscanas quanto atentar para conservação de um patrimônio bibliográfico singular pela Ordem Franciscana.
Abstract: This thesis focuses the Library Library of the Franciscan Institute of Anthropology - IFAN of the University San Francisco, located in Bragança Paulista (São Paulo - Brazil), established in 1984. The Library emerged from necessity of the Institut, but in the middle of demands and theological and political conflicts of a country recently emerged from the military dictatorship. The collection hosts singular documents from Franciscan convents in addition to those that were incorporated to meet reflections buoyed by social issues, whose theoretical frameworks on the Theology of Liberation. This library is inscribed in the history of the Franciscan presence in the Brazilian higher education, especially in the 1970s, when the Franciscans took charge of the Institute of Higher Education the region of Bragança Paulista in 1976. This research included two simultaneous lines of inquiry. At first, it analyzed works and documents that have identified aspects of the stories and memories of the formation of such a library and the second line investigated the composition of its collection and the principles that guided its organization and access. Having this library as research object meant to reflect both on the implications of the valuation of Franciscan stories and memories and the attention to the conservation and preservation of a unique bibliographic patrimony of the Franciscan Order.

Pesquisa aplicada que visa propor e adequar produtos e serviços nas bibliotecas do IFSC em relação às necessidades informacionais do corpo docente do ensino superior, quanto às atividades de docência. O referencial teórico aborda à educação superior no Brasil, as bibliotecas universitárias e conceitos de informação e de conhecimento. O instrumento de coleta de dados foram dois questionários distintos, aplicados aos bibliotecários e docentes do ensino superior do IFSC. Os resultados demonstraram que os docentes investigados pouco se utilizam dos recursos informacionais disponíveis nas bibliotecas para o desenvolvimento das atividades de docência. Ficou evidente que a interação entre bibliotecários e docentes do ensino superior precisa ser incentivada nas bibliotecas do IFSC. A análise dos resultados permitiu apontar propostas e adequações de serviços para as bibliotecas do IFSC que atendam às necessidades de informação dos docentes e contribuam para o processo de interação entre bibliotecários e docentes do ensino superior.

No âmbito das bibliotecas do Ensino Superior, o desenvolvimento das tecnologias da informação e comunicação, promoveram novas formas de acesso à informação, gerando um novo paradigma. Hoje é impossível pensar-se em unidades de informação sem as associar à revolução das tecnologias, uma vez que a pesquisa da informação necessita cada vez mais de competências para acompanhar a evolução e a velocidade de actualização. É por esta razão que o serviço de referência tem sido alvo de várias metamorfoses com vista à adequação a esta nova era tecnológica e difusão do conhecimento. Esta mudança de paradigma tem reflexos inquestionáveis no papel destes serviços, cujo serviço tradicional passa a ser igualmente disponibilizado na forma digital. Pretende-se com este estudo traçar um diagnóstico, com recurso a um questionário enviado a todas as bibliotecas do Ensino Superior Público Politécnico em Portugal, acerca das práticas relativas aos serviços de referência, com o objectivo de caracterizar os diferentes cenários existentes e identificar a tipologia de oferta - tradicional, digital ou misto -, e o consequente impacto na comunidade académica. Nesta investigação de carácter exploratório adoptou-se por uma abordagem de natureza quantitativa. Partindo da análise dos inquéritos, pode afirmar-se que uma grande percentagem de bibliotecas dos Politécnicos, disponibilizam um Serviço de Referência Tradicional e que, só um pequeno número permite o acesso ao Serviço de Referência Digital. Constata-se ainda que, noutras bibliotecas, há emergência de Serviços de Referência Digital e diagnosticou-se a existência de serviços sem regras de funcionamento, dificuldades relativas ao espaço físico e recurso humanos. Com base nos resultados obtidos pode, ainda, afirmar-se que a tendência dos serviços de referência tradicionais é para a sua disponibilização ’on-line’. Os múltiplos desafios com que são confrontados os serviços de referência das bibliotecas dos Institutos Politécnicos, obrigam a uma visão estratégica para que a sua prestação atinja um nível de excelência, tendo como objectivo rentabilizar o investimento para que este se torne um meio de acesso à informação rápido, eficaz, e tenha impacto significativo na qualidade do ensino e da investigação promovida pela instituição.
In the scope of Higher Education, a new paradigm has been generated, due to the development of information and communication technologies, which promoted new ways of information access. Today it is impossible to think about information units without relating them to the technological revolution, because information research needs more and more skills to keep up with evolution and updating speed. That is why the reference service has been subjected to several metamorphoses aiming for the adequacy of this knowledge diffusion and technological era. This shift of paradigm brings unquestionable consequences to the provided services, in which the traditional service is also digitally available. A questionnaire about reference services practices, characterizing different existing scenarios and identifying types of service – traditional, digital or both – and impact in the academic community, in order to outline a diagnosis will be sent to all Portuguese Polytechnic Public Higher Education libraries. In this exploratory type investigation a quantitative approach has been adopted. From the enquiries analysis, we can say that a great percentage of Polytechnics libraries provide a Traditional Reference Service, and that just a small number allows Digital Reference Service access. Other libraries have emergent adoption of Digital Reference Services and services with no functioning rules, and physical space and human resources restraints have been diagnosed. Upon the results we can say that traditional reference services are moving towards providing on-line services. Multiple challenges confronting Polytechnic Institutes libraries reference services force a strategic vision so that a level of excellence is attained, the main goal being making profit of the investment, so that this may become a quick and effective information access and with significant impact in teaching and investigation quality provided by the institution.

Hundred (100) questionnaires were distributed to the medical scientist of JNIMS. Findings: Services and facilities provided by the library are not satisfied by the medical scientist; library lack qualified manpower to function the library. Conference presentations and vendor demonstrations are valuable, and these options often seem more economical as well. However, the benefits that can be gained for an individual and the institution from attending an intensive institute cannot be underestimated. Among the benefits of an intensive institute are gaining more in-depth knowledge about the topic, learning and collaborating more through the extended schedule, greatly enhanced opportunities for networking and learning from peers, and taking part in a learning community. This chapter will discuss these benefits and others. Just as research shows that semester-long courses can be more effective for developing information literacy skills than one-shot library instruction sessions, intensive institutes can provide a much richer professional development opportunity than an hour-long conference presentation. For adult learners, this type of environment can be much more valuable for short-term and long-term benefits.

Abstract:
This chapter describes a learning object repository case study undertaken at the Waikato Institute of Technology, Hamilton, New Zealand, during 2005 to 2006. The project, known as the open source learning object repository (OSLOR), involved establishing a functional learning object repository, using open source software, able to be populated with digital resources from across the various education communities. Input from librarians was deemed a critical success factor; high quality metadata determine the searchability, durability, and ultimate value of the repository. The metadata application profile developed was specific to a learning object repository but was also designed to be both reducible and extensible. It was also interoperable to ensure future viability. Close consultation with the National Library of New Zealand was an additional prerequisite. The author hopes the decisions underpinning the application profile design will inform others involved in describing digital resources for a specific community.

Kanazawa Institute of Technology (hereinafter KIT) started its education reform in April 1995. The basic principle behind the reform is to develop students who can learn autonomously. The idea comes from education inadequacies up to that time, where instructors “crammed” knowledge into students. KIT established the “Factory for Dreams and Ideas” (hereinafter “Yumekobo” which is the original Japanese name of the facility), a facility open to all KIT students. There they can create things any time they like. The students can utilize “Yumekobo” freely, in the same manner as a library. In Japan, the national holidays and Sundays total sixty-five days in a year leaving three hundred days for potential use of “Yumekobo”. University classes are in session one hundred and fifty days. This means it is necessary for KIT professors and instructors to come up with good strategies to have the students spend the remaining one hundred days in a productive way that will help students to raise their academic performance. To facilitate increased performance, KIT built a library center in 1982. There, learning takes place mainly through reading books. However, we felt that another new facility to stimulate students’ interest in creating things would be an excellent way to motivate further learning for the students. Here the author will explain present state of “Yumekobo” and how it has helped students continually seek to implement their ideas, especially through team activities.

With the formation of the Parliamentary Republic of Latvia in the early 1920s, higher education in Latvia underwent the changes that affected the Baltic Germans. The necessity to obtain higher education in the Latvian language was perceived with mixed feelings, and the interest in the establishment and development of the University of Latvia (UL) and involvement in the reorganisation of the Riga Polytechnic Institute (RPI) went hand in hand with the reluctance to accept the full Latvianization of higher education. In the circumstances, the students used contacts established by their student corporations and sought for higher education in Germany, where it could be obtained in German but later equated to the higher education obtained in Latvia. Thus, the aim of the article is to evaluate the possibilities for the Baltic German students from the parliamentary state of Latvia (1920–1934) to study in German universities. The research is based on the documents of UL and Baltic German student corporations from the Latvian State Historical Archive (LVVA), Baltic German student corporation press (journals and anniversary books) kept in the UL Library, UL activity reports (1924–1931) stored in UL Museum history collection and available research on the Baltic German minority in the Parliamentary Republic of Latvia. The study showed that during the parliamentary period, the Latvian Baltic Germans used the state granted minority rights to find alternative ways to obtain higher education in German. The parliamentary system did not discriminate against the Baltic Germans for their use of the German language and allowed them to study in Germany but demanded that their diplomas be equated with the diploma obtained at the UL. The contacts established by student corporations helped Baltic German students to better integrate into the German study environment offering accommodation on the premises of student corporations in Germany. At the same time, additional knowledge through lectures on the political situation of Baltic Germans in the parliamentary state of Latvia did not allow them losing their historical connection with the Baltic region.

Como resultado, pode-se salientar que há poucas produções na área, o que aponta para a necessidade de pesquisas relevantes quanto à EaD e sua institucionalização nas instituições públicas brasileiras.
