Abstract:
The Hawke Box is an offshore area (8610 km2) of the boreal Northwest Atlantic that at the request of local fishers was closed to trawling and gillnetting in 2003, but remained open to seasonal snow crab (Chionocetes opilio) pot fishing. Closure was a precautionary management measure primarily to sustain the crab fishery and secondarily to conserve cod known to aggregate there. Fall (1996–2013) and spring (1996–2003, 2015) surveys indicated that biological community assemblages changed significantly before–after and inside–outside the closure (PERMANOVA P < 0.01). Crab fishery data (1996–2013) indicated that landings and relative production declined throughout the region after closure, but was significantly more outside than inside. Atlantic cod (Gadus morhua) increased inside and outside the closure, and several other demersal species increased significantly more inside. The Hawke Box provides a unique boreal area for the study of restrictions on trawling and gillnetting in an area with historically strong fisheries, restrictions that are strongly supported by local fishers. The overall evidence suggests that within a decade the Hawke Box has benefited fisheries communities, fisheries production, and biodiversity conservation.

Abstract:
The National Gallery of Naval Art was situated within the Painted Hall at Greenwich Hospital from 1824 until 1936. This collection of British naval paintings, sculptures and nautical curiosities was one of the first ‘national’ collections to be acquired and exhibited for the general public, preceding the foundation of the National Gallery by a matter of months. Installed in the wake of the Revolutionary and Napoleonic Wars, the Naval Gallery, as it was more commonly known, was primarily founded to commemorate ‘the distinguished exploits of the British Navy’. This thesis examines how the Gallery presented a unique type of national naval history to the early nineteenth-century public, contributing to the development of contemporary commemorative culture as a result. In addition, the Naval Gallery also functioned as a forum for the exhibition of British art. This study examines how the Gallery was actively involved in the contemporary art world, liaising with the Royal Academy of Arts and the British Institution, providing patronage for contemporary artists and actively contributing toward the development of a national patriotic aesthetic. In 1936 the Naval Gallery was dismantled and the collection was given, on permanent loan, to the newly founded National Maritime Museum. As a result of this closure the Gallery ceased to be the subject of contemporary commentary and knowledge of its existence gradually declined. This thesis conducts a dedicated institutional study of the Naval Gallery in an attempt to re-establish its status as the first ‘national’ naval art collection, as a major site for the public commemoration of Nelson and as an active participant in the early nineteenth-century British art world.

Abstract:
General perceptions of foreign aid commonly engender images of humanitarianism and altruism, whereby the humanitarian needs of the recipient of development assistance are of the utmost priority of the aid donor. However, the Australian governments led by Hawke, Keating and Howard often gave humanitarianism a low emphasis, frequently placing Australia’s own foreign policy and economic concerns at the forefront of aid allocation – often unashamedly. This self-interest met through aid meant that most was provided to Australia’s regional neighbourhood, neglecting some of the poorest, most struggling states, including South Africa. Other issues and events, including the Cold War, apartheid, terrorism and HIV/AIDS also affected Australia’s aid policy; mostly, they were used as excuses to limit aid to states like South Africa.

Abstract:
Over the last three decades neoliberalism has transitioned from occupying the margins of economic policy debate to becoming the dominant approach by governments and their economic advisers, a process that has accelerated with the collapse of the former Stalinist states in Eastern Europe and the Soviet Union. This thesis adopts a Marxist framework for understanding this process, beginning as it did in the realm of relatively abstract philosophical and ideological debate to the permeation of neoliberal values throughout all capitalist institutions, including the state bureaucracy. This necessarily means a focus on the dialectical relationship between the rise of neoliberalism and the shifting balance of class forces that accompanied the success of the neoliberal project in transforming the dominant economic policy paradigm. The extent to which neoliberal reforms impacted on workers and public sector institutions, along with the success or otherwise of traditional working class institutions in defending the material interests of workers will therefore be a recurring theme throughout this body of work. The evidence borne from this research and analysis suggests a major shift in the dialectic of class struggle in favour of the power of capital over labour during the period covered, with the neoliberal age being one of defeat for a labour movement that largely failed to adopt successful strategies for defending itself.

Recently Nalcor announced the discovery of three newly defined hydrocarbon basins located primarily in deep water in the Labrador Sea, off the east coast of Newfoundland and Labrador, Canada. The basins are Henley, Chidley and Holton Basins and expanded the extent of the Hawke Basin. On behalf of Nalcor Energy, C-CORE recently completed the Offshore Newfoundland and Labrador Metocean Study which summarizes environmental conditions of these regions to support offshore petroleum exploration and development in the Labrador Sea and to outline the resource potential to the global oil and gas industry. Defining iceberg densities was one of the required tasks for the study. Among various environmental conditions, iceberg density is one of the most challenging parameter to define accurately both spatially and temporally. Aerial iceberg reconnaissance flight surveys provided by IIP (International Ice Patrol) and CIS (Canadian Ice Service) were studied, classified and analyzed to compute iceberg density (number of icebergs per square km). Only open water icebergs were considered for analysis because of the difficulty associated with reliably identifying icebergs in pack ice, which may lead to an underestimation of iceberg occurrence. Therefore, aerial reconnaissance data were compared with CIS pack ice charts to eliminate any possibility of iceberg sightings in pack ice being included in the analysis. Satellite radar data acquired using Envisat wide swath mode (WSM) imagery was also used for iceberg detections in order to provide full coverage of the study area. Again, sea ice was outlined in the imagery to ensure no targets in sea ice were counted. The WSM imagery provided a 400 km wide swath with an approximate radar resolution of 150 m, meaning smaller targets were not detected. In order to combine satellite radar data with aerial reconnaissance surveys a non-detection factor was calculated using a comparison of concurrent Envisat and aerial coverage to compensate for missed targets due to the coarser radar resolution. The resulting map of open water iceberg densities will provide a baseline for the region which shall be further refined through an on-going program using high-resolution Sentinel satellite data. Detailed descriptions of the analysis, procedures and results are presented in this paper. Areal density results of the newly defined basins are compared to the other frontier regions, where iceberg risks are higher.

Abstract:
In this paper, we develop an efficient non-parametric Bayesian estimation of the kernel function of Hawkes processes. The non-parametric Bayesian approach is important because it provides flexible Hawkes kernels and quantifies their uncertainty. Our method is based on the cluster representation of Hawkes processes. Utilizing the stationarity of the Hawkes process, we efficiently sample random branching structures and thus, we split the Hawkes process into clusters of Poisson processes. We derive two algorithms --- a block Gibbs sampler and a maximum a posteriori estimator based on expectation maximization --- and we show that our methods have a linear time complexity, both theoretically and empirically. On synthetic data, we show our methods to be able to infer flexible Hawkes triggering kernels. On two large-scale Twitter diffusion datasets, we show that our methods outperform the current state-of-the-art in goodness-of-fit and that the time complexity is linear in the size of the dataset. We also observe that on diffusions related to online videos, the learned kernels reflect the perceived longevity for different content types such as music or pets videos.

Abstract:
Hawkes processes are a popular framework to model the occurrence of sequential events, i.e., occurrence dynamics, in several fields such as social diffusion. In real-world scenarios, the inter-arrival time among events is irregular. However, existing neural network-based Hawkes process models not only i) fail to capture such complicated irregular dynamics, but also ii) resort to heuristics to calculate the log-likelihood of events since they are mostly based on neural networks designed for regular discrete inputs. To this end, we present the concept of Hawkes process based on controlled differential equations (HP-CDE), by adopting the neural controlled differential equation (neural CDE) technology which is an analogue to continuous RNNs. Since HP-CDE continuously reads data, i) irregular time-series datasets can be properly treated preserving their uneven temporal spaces, and ii) the log-likelihood can be exactly computed. Moreover, as both Hawkes processes and neural CDEs are first developed to model complicated human behavioral dynamics, neural CDE-based Hawkes processes are successful in modeling such occurrence dynamics. In our experiments with 4 real-world datasets, our method outperforms existing methods by non-trivial margins.

Hawks and owls can negatively impact a variety of human interests, including important natural resources, livestock and game bird production, human health and safety, and companion animals. Conflicts between raptors and people generally are localized and often site-specific. However, the economic and social impacts to the individuals involved can be severe. Despite the problems they may cause, hawks and owls provide important benefits and environmental services. Raptors are popular with birdwatchers and much of the general public. They also hunt and kill large numbers of rodents, reducing crop damage and other problems. Hawks and owls are classified into four main groups, namely accipiters, buteos, falcons, and owls. All hawks and owls in the United States are federally pro-tected under the Migratory Bird Treaty Act (16 USC, 703−711). Hawks and owls typically are protected under state wildlife laws or local ordinances, as well. These laws strictly prohibit the capture, killing, or possession of hawks or owls (or their parts) without a special permit (e.g., Feder-al Depredation Permit), issued by the USFWS. State-issued wildlife damage or depredation permits also may be required.
