Sabemos pelo Teorema da Incompletude de Godel que existem afirmações verdadeiras sobre números naturais que não podem ser demonstradas na aritmética de Peano. Paris e Harrington deram um exemplo de uma variação do Teorema de Ramsey finito que não pode ser demonstrada em aritmética de Peano apesar de ser facilmente demonstrável na Teoria de Conjuntos usual. Este é geralmente considerado o primeiro exemplo matematicamente natural de uma sentença indecidível. Além da demonstração original, apresentamos nessa dissertação outra usando Teoria de Modelos.
From Godel’s Incompleteness Theorem we know that there are true sentences about natural numbers which can not be proved in Peano Arithmetic. Paris and Harrington gave an example of a variation of the finite Ramsey Theorem which can not be proved in Peano Arithmetic although it can be easily proved in usual Set Theory. This is usually considered the first example of a mathematically natural undecidable sentence. Besides the original proof, another one, using Model Theory, is presented in this dissertation.

Les visions de l'histoire sont empreintes d'intentions politiques et religieuses, surtout dans la période révolutionnaire 16401660. En dépit de leurs choix partisans opposes, Hobbes et Harrington reflètent ces tendances dans leurs œuvres par des méthodes différentes. Hobbes dérive sa méthode des sciences exactes naissantes (Galilée), et ne recourt à l'histoire que pour démontrer la validité de sa science du politique à la fin de sa production. Harrington fonde sa théorie de l'action politique républicaine sur une philosophie de l'histoire. Ils tentent tous deux d'établir une méthode rationnelle, Hobbes par une méthode déductive et une théorie de l'homme, Harrington par la compréhension de l'histoire par des textes qui empruntent tantôt la méthode géométrique de Hobbes, tantôt la tradition de l'utopie. The 17th century in England is an age of mutations in political theory and in the representations of history. Visions of history are pregnant with political and religious intentions, especially in the revolutionary period 1640-1660. In spite of their opposite partisan choices, Hobbes and Harrington reflect these tendencies in their works through their different methods. Hobbes follows a method derived from the nascent exact sciences (Galileo) and resorts to history at the end of his production, to demonstrate the validity of his science of politics. Harrington founds his theory of republican political action upon a philosophy of history. Both try to establish a rational method, Hobbes through deduction and a theory of man, Harrington through understanding of history, and in works that either borrow Hobbes’ geometrical method, or take up the utopian tradition. Abstract:
The Harrington Peak Quadrangle is located within the Caribou National Forest of southeast Idaho. Within this quadrangle are outcrops of olivine trachyte of Pliocene(?) age overlying sedimentary rocks of Mississippian to Tertiary age. The region contains thrust faults and later normal faults (generally trending north-south} formed during Basin and Range extension. The Largest outcrop of olivine trachyte (approximately1 1/2 X 3 km) probably formed as the result of a fissure eruption. Two other outcrop areas show evidence of being sites of local extrusion. Whole-rock chemical analyses revealed the olivine trachyte to have moderate amounts of SiO2 and Al2O3, high MgO and CaO, and K2O in excess over Na2O (approximately 2:1). Mineralogical characteristics include microphenocrysts of Mg-rich olivine and diopsidic augite in a groundmass of Ba-rich sanidine, diopsidic augite, Fe-Ti oxides, and less commonly phlogopite and/or plagioclase. The olivine trachyte closely resembles the ciminites from the Viterbo region of Italy and has some petrological and mineralogical similarities to many other continental potassic volcanic rocks. The olivine trachyte may have formed by partial melting of a heterogenous mica peridotite mantle source enriched in incompatible elements during a previous tectonic event.

L'objectif de notre étude sur le concept de «civil» dans la pensée de Montesquieu consiste à établir, dans un premier temps, le contexte dans lequel, après Adam Smith en particulier, et dans le cadre du processus de la séparation des sciences économiques et des sciences juridiques, le domaine du «civil», plus tard désigné comme «société civile», devient l'objet des sciences économiques, et, en second lieu, à voir comment, en même temps, cette notion de «civil» perd la connotation de «société politique et juridique» (c'est-à-dire « civitas »). Pour aborder cette question, nous nous intéressons tout d'abord à l'accroissement de l'intérêt pour l'histoire de I'Antiquité romaine qui connaît un renouveau avec l'humanisme en Europe. Les interprétations portant sur l'histoire romaine reflètent les intérêts des intellectuels aux prises avec leur propre société contemporaine, et la diversité de ces interprétations nous permet de retracer l'évolution des moyens analytiques employés pour penser la société en général. Dans cette perspective, nous étudions Montesquieu en référence à Machiavel qui a vécu à une période cruciale dans le Nord de l'Italie entre la fin du 15e et le 16e siècle, puis, à Harrington qui a vécu à l'époque de la 1ère révolution anglaise au milieu du 17e siècle et, finalement, à David Hume qui a défendu le régime établi après la Glorieuse révolution en 1688. À partir de ces analyses, nous rendront compte des causes de l'évolution des sciences sociales au cours de ces siècles, qui constituent la période historique dans laquelle s'est établi graduellement le système étatique moderne
The objective of our study on the concept of "civil" in the thought of Montesquieu consists at first in presenting the context in which, especially after Adam Smith, and in the process of the separation of economical sciences from legal sciences, the sphere of the "civil", la ter called "civil society", becomes the object of economical sciences, and second, in understanding how, at the same time, the notion of "civil" lost the connotation of "political and legal society", that is "civitas". To approach this question, our first concern focuses on the increasing interest on R.oman antiquity which begin as renewal in huamnist thought in Europe. lntepretations of Roman history actually reflect the interests of intellectuals preoccupied with their own contemporary society. Nonetheless the divcrsity of these interpretations helps to understand the evolution of the analytical means used to analyse the society in general. ln this perspective, we compare Montesquieu with Machiavelli who lived in an incisive period in North of ltaly in the 15th, and the begging of the 16th, century, along with Harrington who lived in the time of the Civil War in England in the middle of the 17th century and, fïnally, with David Hume who defended the govemement established after the Glorious Revolution in 1688. From these analyses, we show the causes of the progressive sophistication of the social sciences matching the historical period during which the modern state system has gradually been established

Was ihn zum wohl berühmtesten deutschen Scharfrichter der Frühen Neuzeit machte, war sein Journal, in dem er akribisch seine Taten verzeichnete. Mehrfach ist dieses „Tagebuch“ bereits ediert und nachgedruckt worden – eine interessante, aber doch eher spröde Quelle. Joel Harrington beweist nun, wie viele Informationen und Interpretationen man dieser Quelle trotzdem abringen kann. Das hat seinen Grund nicht zuletzt in der erweiterten Materialgrundlage.

Abstract:
This dissertation has two main objectives. First, we investigate the effectiveness of penalties and other enforcement tools on regulatory compliance, and comprehensively address problems that exist in previous regulatory compliance studies. Second, we develop a model that explains why most empirical studies of regulatory compliance yield results that seem to be inconsistent with the theoretical predictions of Harrington’s (1988) seminal article on regulatory compliance. Thus the dissertation comprises two essays. In Essay One, we estimate facility compliance with the Clean Water Act (CWA) by comprehensively addressing the problems that exist in previous studies. The first problem is the failure to take into account undetected violations. To address this problem, we employ Detection Controlled Estimation (DCE) model, developed by Feinstein (1990). The DCE variant that we use is the two-sided expectation simultaneity version. We use this version because we assume that potential violators will react to what the regulator would do, and vice versa. The second problem that we address is in the measurement of regulatory penalties. Previous studies use dummy variables, but using a continuous measure of penalty enables us to differentiate the responses of minor from substantial violators, and avoid measurement error. Finally, we use a richer set of covariates. We include variables that were found to be statistically and economically significant in different previous studies, but which have never been estimated jointly. The results in Essay One indicate that facilities do respond to penalties, but the effect is economically insignificant. We argue that the small effect of penalties in reducing noncompliance comes from the way regulators enforce the regulations: penalties are rarely imposed on detected violators, or if imposed, the amount is usually negligible. The policy implication that arises from our findings is that if regulators want to see a substantial increase in the probability of compliance, it should consider imposing more frequent and severe penalties. The positive effects of more stringent enforcement on compliance rates come from three sources: (1) through specific deterrence effect; (2) through general deterrence effect; and (3) through an increase in the probability of self-reported violations, which allows for more efficient use of inspection budgets. In Essay Two, we extend Harrington’s (1988) theoretical model by (1) introducing an imperfect detection parameter, and (2) relaxing the movement between the groups, as in Friesen (2003). The extended model shows that when detection is imperfect, the zone for the “always-violate” strategy expands. This expansion has two implications. First, when firms are uniformly distributed in cost space, the number of firms that choose the “always-violate” strategy increases. Second, any empirical study that uses major facilities will be more likely to confirm “always-violate” strategy, but fail to confirm the other two strategies discussed in Harrington (1988). We also discuss other possibilities that can contribute to the difference between empirical results and theoretical predictions.

The period of English history between the second Civil War and the Restoration opened up seemingly unlimited possibilities for shaping the country's future. The period likewise witnessed an unprecedented surge of political imagination, a development which is particularly visible in Interregnum utopianism. More than ever before, utopianism orientates itself to a hopeful and expectant reality. It is no longer fictional or contemplative. Its ambitions and fulfilment are political; there is a drive towards active political participation. Utopianism reshapes its former boundaries and reinvents itself as reality utopianism. Considering this new reality-orientated identity, the utopias of the 1650s are especially useful in providing an insight into the political imagination of this period. This thesis studies three reality utopias of the 1650s: Winstanley's The Law of Freedom, Harrington's Oceana and Hobbes's Leviathan. Each work represents a uniquely different utopian vision: Winstanley imagines an agrarian communism, Harrington revives classical republicanism, and Hobbes stresses absolute sovereignty. These three different utopian visions not only illustrate the range of the political imagination; they provide an opportunity to examine different ways to deal with the existing political and social concerns of the Interregnum and different perspectives for ideal solutions. Interregnum utopianism is shaped by the expectations and violence of the English Revolution and accordingly it is characterised by the heightened hopes and fears of its time. Despite substantial differences in the three utopias, the elemental hopes and fears expressed in these works remain similar. The hope for change and a better future is negotiated textually with a fear of anarchy and violence. In the end a compromise between opportunity and security has to be found. It is this compromise that shapes the face of Interregnum utopianism and reflects a major aspect of the post-revolutionary political imagination in England.

Cette thèse se propose d’opérer un rapprochement entre quatre penseurs emblématiques de la période qui va de la Grande Rébellion à la Glorieuse Révolution en Angleterre au dix-septième siècle : Thomas Hobbes, James Harrington, Algernon Sydney et John Locke. Ces penseurs au statut et à la postérité différents se caractérisent par de fortes divergences théoriques : théoricien de l’absolutisme pour Hobbes, partisans d’un régime de représentation populaire pour Harrington et Sydney, tenant d’une monarchie parlementaire pour Locke. Malgré ces divergences, on a pu dégager une perspective commune chez ces auteurs, marquée par le souci de prendre en compte les conditions réelles dans lesquelles s’exerce le pouvoir politique. Cette perspective commune, qualifiée de réaliste, s’articule autour de trois grands axes : tout d’abord elle se signale par une volonté de fonder l’organisation politique dans les principes de nature, tels qu’ils sont découverts par un examen historique des sociétés humaines, ainsi que par une démarche rationnelle ; elle les conduit ensuite à rechercher les conditions optimales de préservation de la République ainsi fondée ; enfin, elle les entraîne à prendre en compte l’intérêt de la République dans le traitement d’un certain nombre de questions politiques fondamentales qui se posaient alors. On conclura en établissant que ce réalisme les pousse à formuler des propositions similaires sur la nature et l’étendue du pouvoir qui doit être confié aux gouvernants, quel que soit le régime envisagé
The purport of this doctoral thesis is to bring in perspective four emblematic thinkers of the period of English history extending between The Great Rebellion and the Glorious Revolution : Thomas Hobbes, John Harrington, Algernon Sydney and John Locke. These authors, whose respective status and posterity widely differ, are divided by strong ideological differences : Hobbes was a proponent of absolutist government, Harrington and Sidney inclined in favour of a regime based on popular representation and John Locke was a partisan of parliamentary monarchy. Whatever their differences, these philosophers share a common attitude that consists in taking into account the real conditions presiding over the exercise of political power. This common perspective which has been described as political realism is founded on three main axes : the first one is the will to choose a foundation of all political organisations the principles of nature as evidenced by the historical study of human societies and rational analysis ; the second axis is to be found in their search for optimal conditions to ensure the preservation of the Commonwealth built on such foundation ; the third and last axis consists in taking into account the Commonwealth ‘s interest in the resolution of a certain number of fundamental political questions that prevailed during that period. We shall establish in conclusion that their common realism induces them to put forward similar propositions on the nature and extent of the power that political leaders must be entrusted with, whatever the chosen form of government may be

Abstract:
Sir George Grey (1812-1898) served as Governor of South Australia, of New Zealand twice, and of the Cape Colony. This thesis explains his policy for the first time for a history of the political ideas of colonization. Grey introduced the policy of racial amalgamation to settler colonies after the 1837 Report of the Select Committee into Aboriginal Affairs, that had advised the policy of segregation as had been North American policy under Sir William Johnson. This thesis demonstrates that Grey was a Liberal Anglican who had adopted neo-Harringtonian thought, and who introduced Jeffersonian native policy into British native policy. He practised the strategic theory of Antoine-Henri Jomini, applying it to native policy. Grey captured the monarchical constitution of the empire for what had been a settler policy of dissent to the segregation of indigenes that dated back to Tudor Ireland and early Viginia. Grey's distinctive intellectual practices were ethnograpical research and speculation, for which he enjoyed an international reputation, and the constitutional design of settler colonies, an activity he came to totally identify with. The thesis concentrates on his first New Zealand governorship (1845-53) and upon the resumption of his second New Zealand governorship (1861-68) because it was in that colony he first fully practised his native policy and participated in constitutional design, and into which he brought about a crisis of indigenous amalgamation on the eve of the Waikato War in 1863, having introduced full responsible government.

Abstract:
Harrington Sound, located in east central Bermuda, is almost entirely enclosed by land except for a 26.4 m wide channel called Flatts Inlet. This limited connection to the open ocean restricts Harrington Sound’s tides, resulting in a near 3 hour delay and dampening the tidal range to 35% of those on the coast. By comparing the tidal amplitude and surface area of Harrington Sound, tidal exchange can be determined. Past research has shown Flatts Inlet only supplies the Sound with about half of its tidal water. The remaining tidal exchange enters and leaves the Sound either via groundwater influx through pores in the rock or through the traversable passageways of limestone cave systems in the land that encloses the Sound. The aim of this study was to model hydrodynamic tidal flux and current through marine caves into Harrington Sound. One of the goals of Bermuda’s cave habitat protection plan is to track tidal circulation of water through these cave systems. Information on such cave water transport would facilitate future pollution and nutrient exchange studies. This research was initiated during a six week trip to Bermuda by Jonathan Stoffer as he obtained tidal and water quality data from caves along the perimeter of Harrington Sound. Additional flow data was collected with instruments placed by local cave divers. A YSI 600XLM water quality sonde, Norteck Vector Current Meter, and an in-situ level Aqua TROLL were used to monitor tidal amplitude, periodicity, current velocity, and water quality in cave pools and submerged passages. Profiles of the top 1-2 meters of water at each pool were taken at 56 sites. Tidal gauges were placed in 27 major cave pools surrounding Harrington Sound, as well as Harrington Sound itself, for 48 hours, to monitor tidal propagation through the island. The vector current meter was placed for six weeks to measure water flow in and out of Harrington Sound in six cave passageways known to have high flow rates. The resulting data have been compared to atmospheric data obtained from the Bermuda Weather Service and analyzed using Microsoft Excel, MATLAB and ArcGIS. The final goal of this project was to create a hydrological model able to predict flow rate and water depth in Bermudian caves with water depth data from the ocean and Harrington Sound. In constructing a water budget for Harrington Sound, I was able to account for 72.3% of all tidal inflow and 43.3% of all tidal outflow from the Sound as passing through either Flatt’s Inlet or one of the six tested caves. In creating my tidal models, I was able to achieve an averaged sum of squared deviation (SSD) normalized against count ranging from 5.1x10^-4 to 8.4x10^-4 m^2. The flow model achieved a SSD of 3.8x10^-3 m^2. My data also suggest that exchange between Harrington Sound and other inland waters, through cave systems, does exist.

Abstract:
Characterization of the determinants of economically important phenotypes showing complex inheritance should lead to more effective use of genetic resources. This study was conducted to determine the number, genome location and effects of QTLs determining malting quality and agronomic traits in the two North American barley quality standards. Using a doubled haploid population of 140 lines from the cross of Harrington x Morex, agronomic phenotype and malting quality data sets from nine and eight environments, respectively, and a 107-marker linkage map, QTL analyses were performed using simple interval mapping and simplified composite interval mapping procedures. Thirty five QTLs were associated either across environments or in individual environments, with five grain and agronomic traits (yield, kernel plumpness, test weight, heading date and plant height). Thirteen QTLs were associated with five malting quality traits (grain protein percentage, soluble/total protein ratio, ��-amylase activity, diastatic power and malt extract percentage). QTLs for multiple traits were coincident. The loci controlling inflorescence type [vrsl on chromosome 2 (2H) and int-c on chromosome 4 (4H)] were coincident with QTLs affecting all traits except heading date and malt extract percentage. The largest effect QTLs -for yield, kernel plumpness test weight, plant height grain protein percentage, S/T ratio, and diastatic power- were coincident with the vrsl locus. QTL analyses were conducted separately for each sub-population (six-rowed and two-rowed). Ten new QTLs were detected in the sub-populations. There were significant interactions between the vrsl and int-c loci for plant height, grain protein percentage, and SIT protein ratio. Positive transgressive segregants were found for all agronomic traits. They were more prevalent in the six-rowed sub-population, indicating that more favorable alleles were fixed in the two-rowed parent. Results suggest that this mating of two parents representing different germplasm groups caused a disruption in the balance of traits involved in malting quality, which resulted in no progeny carrying all favorable alleles and therefore surpassing the quality of either parent. This study describes some of the genetic determinants of agronomic and malting quality traits in a two-rowed x six-rowed cross and it is a first step toward the further characterization and manipulation of these determinants.

Abstract:
This thesis represents an attempt to comprehend what is implied by or included in the idea of commonwealth. The principal authority on this subject is taken to be James Harrington, author of The Commonwealth of Oceana [1656]. But Harrington's political thinking drew upon the political experiences of other times and places: Athens, Rome, and Florence. We will consider the various insights Harrington took from his reading and his travels: civic virtue, an agrarian law, mixed government, checks and balances, tolerance. An attempt will be made to complement Harrington's political ideas by linking them with a theory of political judgment analogous to Aesthetic and Teleological judgment, as elaborated by Immanuel Kant in The Critique of Judgement . And, finally, Harrington's idea of commonwealth is shown to be consistent with a theory of rights, as institutionalized in the English Bill of Rights [1693], the American Declaration of Independence and subsequent amendments to the American Constitution and the Universal Declaration of Human Rights.

A two-year study was conducted at the Narellan Creek Catchment between September 1998 and August 2000. To improve the quality of the water that flows in to the Nepean River, the Harrington Park retention basin was enlarged and rehabilitated from 7.0 ha to 12.0 ha area. This study measured several parameters of water quality to assess the efficiency of the Harrington Park retention basin for water quality improvement. Three sampling sites – the Camden Valley Way (CVW), Harrington Park retention basin (HPK) and Kirkham Lane (KLN) were selected for sample collection. Water flows from CVW to HPK then to KLN and finally to the Nepean River. Rainfall, water level, discharge rate and ambient temperature were recorded at the KLN site while the selected water quality parameters were determined at all the three sites. Low flow samples were manually collected at monthly intervals. An auto-sampler which collected water samples during rain events (for high flow data) was set up at the KLN site. Rising stage samplers which collected water at different water levels during a rain event, was set up at all the sites but data from this device was found to be of limited use due to the varying time lags between the filling of each bottle. Statistical analyses by various measures show that the Harrington Park retention basin played a significant role in improving the upstream and in-stream water quality. These study shows that constructed wetlands like the Harrington Park retention basin has the ability to significantly improve the water quality of a catchment. The water quality improvement is greater at lower water flow rates.

The theoretical bases of formation of competitive strategy on the principles of "lean production" are considered in the work. The competitive position of the enterprises has been evaluated. It is substantiated that competitive advantages should be sought in the direction of cost leadership. A lean manufacturing system plan was developed, a 5S system was implemented, and optimal costs were calculated.
