Zusammenfassung In der »Nachkriegszeit« (1948) entstand auf Anregung des jungen Hans-Joachim Kraus die Initiative für einen neuen Kommentar zum Alten Testament, der gründliche exegetische Arbeit und theologische Auslegung vereinigen sollte. Hans Walter Wolff, Martin Noth, Gerhard von Rad und Walther Zimmerli wurden für den Gründerkreis gewonnen. Gemeinsam stellten sie das hinter dem Kommentar stehende Konzept 1952 in der »Evangelischen Theologie« vor. Es findet auch in der Gliederung jedes Kommentarabschnitts in »Text - Ort - Zeit - Wort - Ziel« seinen Ausdruck, zeigt aber im Übrigen eine große theologische Vielfalt, die in diesem Beitrag näher entfaltet wird. Seither hat der Kommentar eine bewegte Geschichte durchlaufen und hat sich zu einem unentbehrlichen exegetischen und theologischen Arbeitsinstrument entwickelt. Inzwischen findet man unter den Mitarbeitern schon die dritte Generation.

Abstract:
Hans Walter Kosterlitz will be remembered as the winner of an international race to identify the first endogenous opioid, enkephalin. He came to the UK from Berlin in 1934, one of the many scientific émigrés of that period who later so enriched biochemistry, physiology and pharmacology. His entire career was spent at the University of Aberdeen, where he developed a reputation first in carbohydrate metabolism and later in the pharmacology of opiates. His strong experimental skills, and particularly the use of bioassays on tissues from laboratory animals, allowed him to predict the effectiveness and abuse potential of opiate drugs. Most notably, this led to the isolation of the peptide hormone enkephalin, the first of a group of such peptides now often known as endorphins. This work was done in his seventies, after his official retirement, with an energy and enthusiasm that could leave younger colleagues physically tired but intellectually stimulated.

Abstract:
This essay aims to examine the contents of the picture and the connection between viewer and picture in some of the works of Swedish artist Max Walter Svanberg. The methods applied are the semiotic methods of Charles Sanders Pierce and Roland Barthes to analyse the pictures both in themselves, but also in the context of the written material the artist has left behind about his art. Emerging from these writings is that the overall goal of the artist was to awaken the imagination of the viewer. The results show that Svanbergs’ art distances itself from the Icon and approaches a state as Index of the world. The artist shies away from giving one meaning to any part of his art, and always forces the viewer to interpret. The imagination is sprung by the process of interpretation and association.

It provides information on species diversity, host records, distribution records by province in Iran, as well as world distribution. Comparison of the leucospid fauna of Iran (six species) with adjacent countries shows that it has the same number of species as Turkey, followed by Russia (five species), United Arab Emirates (four species), Afghanistan, Kazakhstan and Turkmenistan (each with three species), Armenia, Azerbaijan and Pakistan (each with two species) and Saudi Arabia (one species); no species have been recorded from Bahrain, Iraq, Kuwait, Oman or Qatar. Furthermore, six species were recorded from the former USSR and if the exact localities of these species were known then the number of species from Russia and Middle Asian countries adjacent to Iran would be increased. All the species recorded from Iran are shared with Turkey, whereas five species are shared with Russia, three species with Afghanistan, Kazakhstan and Turkmenistan, and two species with Armenia, Azerbaijan and Pakistan. Four species are recorded from United Arab Emirates, none of which are yet known from Iran, but Leucospis elegans and L. vanharteni might be expected in southern Iran.

Introdução: O termo sustentabilidade, idealizado pelo engenheiro e cientista alemão Hans Carl Von Carlowitz, recebe sentidos latinos como suportar, continuar, manter e sustentar. Na CF/88 é marco axiológico da solidariedade (art. 3º, I), esteio do art. 225 na garantia do direito humanofundamental ao equilibrio ecológico e à sadia qualidade de vida, abrangendo as dimensões ambiental, econônica e social. Por sua vez o termo biodiversidade é atribuído a Walter G. Rosen, no Fórum Nacional sobre Biodiversidade, ao abordar a destruição de habitats e extinção acelerada de espécies. A biodiversidade hierarquiza grandezas genéticas, de espécies e ecossistemas, integradas no conceito legal de meio ambiente do art. 3°, I, da lei fed. nº 6.938/81. Já o art. 225 da CF/88requer a preservação e restauração dos tão combalidosprocessos ecológicos essenciais e o manejo ecológico das espécies e ecossistemas; e, veda práticas de risco a funçãoecológica ou a extinção de espécies. Objetivo: Analisar aatuação pública e resultados da Polícia Militar Ambiental catarinense (PMA), de gestão e controle dos impactosnegativos da espécie invasora Sus-scrofa. Material e métodos: Análise legislativa e bibliográfica, associada a estudo de caso, focalizando no construtivismo social e, abordagem qualitativa e quantitativa. Resultados: Docontexto e normas acima, dentre outras, especialmente pela ordem da Port. PMA nº 04/2010 e a Portaria SAR nº 20/2010 (reconhecido potencial de danosidade da invasora espécie Sus-scrofa), integraliza sim a PMA, pelo poder de polícia administrativa, efetiva e pioneira gestão, que em 2011/2012concedeu 22 autorizações de captura, manejo e abate no oeste catarinense, resultando no controle populacional de 237 animais (134 machos e 103 fêmeas), atendidas 07 propriedades nos municípios de Água Doce (09), Passos Maia (104) e Ponte Serrada (124). Conclusão: Obtidos os escoposcomo assente os resultados, demostra-se que a inovadora atuação da PMA catarinense, com tangível efetividade, gestão e controle do Sus-scrofa, sendo medida de sustentabilidade em interconexão à preservação da biodiversidade.

Due to demographic development and rising problems in cost and resource management in health care and social systems, higher demands with respect to assistance for the elderly in everyday life are to be expected. Especially the need for mobile walker to assist people with developmental differences has risen throughout the years. Against this background, ergonomic product design is used in most parts of the construction of such walkers and their properties. On this basis, much care is taken in designing the man/technology interfaces (MTI) to increase the usability of medical products. Surveys of users have shown that an improvement of MTI of mobile walkers is necessary. This medical equipment allows deriving forces which need to be transmitted by the human hand. The ergonomic design of the walker handles needs to be adapted to the user requirements. In this paper, several problems with conventional handles and the problems such handles cause are discussed. To prove the benefits of adapting the handles to ensure better support, conclusions based on the results from experiments that were carried out are drawn. Increasing the usability by reconstructing the product with a user-oriented geometry and taking ergonomic aspects into consideration is achieved comparatively easily.

Fifteen competitive race walkers ran and race walked over a force plate. The loading rate of the vertical ground reaction force was 46% lower for race walking in comparison to running. This suggests race walking is a lower impact exercise safer for the joints. This may be advantageous for people who would like to exercise at a higher intensity that walking provides but have joint problems, e.g. those with osteoarthritis.

Abstract Race walking has grown over the past decade because it provides exercise without the high impact loads of running. In fact, race walking has been shown to result in decreased ground reaction forces. We predict these lower ground reaction forces will extend to knee joint loading as well, thus explaining the decrease rate of knee osteoarthritis in race walkers compared to runners. This is a secondary analysis of instrumented motion capture data collected from fifteen competitive race walkers as they ran and race walked over a force plate. A Visual3D to OpenSim pipeline was used to create muscle actuated forward dynamics simulations of race walking and running. The resulting muscle forces were subsequently used to actuate a discrete element knee model to calculate joint forces. The peak tibiofemoral joint contact load during race walking was 18% lower than the load during running. This load was distributed between the medial and lateral compartments such that the medial load was 27% lower and the lateral load 35% lower in race walking. This suggests race walking is a lower impact exercise safer for the joints. This may be advantageous for people who would like to exercise at a higher intensity that walking provides but have joint problems, e.g. those with osteoarthritis.

Abstract Nearly half of older people cannot easily walk 400 meters. Powered mobility aids such as seated scooters discourage healthful walking and have limitations due to size and cost. Using human-centered design, we have developed a novel power assisted walker (PAW), which can be used as a manual walker or as a standing electric scooter. A user can push the device manually supported by a four-wheeled walker or step onto a footplate and ride it as a three wheeled standing scooter, with safety enhanced by two anti-tip casters. A working prototype has demonstrated the feasibility of this design. It also meets user-defined requirements for safety, usability, and transportability. Designs for additional prototypes overcome several engineering challenges and will enable a wide variety of users to meet their mobility needs in the community.

On 31st March 2018, there were 6,405 children looked after in Wales, almost 1,900 more children than were looked after in 2006. Over that time Wales has consistently had more children looked after per 10,000 of the population than the rest of the UK, and that gap has widened. Within Wales, while most Local Authorities have seen a rise in both the number and rate of children looked after, there is significant variation; and some have seen the rate of children looked after fall since 2014. Using published data, this report explores what we can say about the factors that are driving these trends. The following infographics drawing on our data analysis show the kinds of placements children in Wales are in and where they’re placed.

Walter Bagehot (1873) published his famous book, Lombard Street, almost 150 years ago. The adage “lending freely against good collateral at a penalty rate” is associated with his name and his book has always been set on a pedestal and is still considered as the leading reference on the role of lender of last resort. Nonetheless, without a clear understanding of the theoretical grounds and the institutional features of the British banking system, any interpretation of Bagehot’s writings remains vague if not misleading—which is worrisome if they are supposed to provide a guideline for policy makers. The purpose of the present paper is to determine whether Bagehot’s recommendation remains relevant for modern central bankers or whether it was indigenous to the monetary and banking architecture of Victorian times.

In addition, Wales has consistently had more children looked after per 10,000 of the population than the rest of the UK. This trend is a cause for concern; particularly the impact on the outcomes of children who are taken into care in terms of educational attainment, health, unemployment, homelessness, and criminal justice. Moreover, the Covid-19 pandemic is expected to have worsened the situation. To understand better the factors influencing care rates, the Welsh Government commissioned the Wales Centre for Public Policy and the Centre for Children’s Social Care Research and Development (CASCADE) at Cardiff University to undertake a survey with the children’s social care (CSC) workforce.

Under the Food Hygiene Rating Scheme (FHRS), places where food is supplied, sold or consumed are given a rating ranging from 0 to 5, with 5 indicating ‘very good’ food hygiene and 0 indicating ‘urgent improvement necessary’. In Northern Ireland and Wales, businesses are legally required to display their food hygiene rating sticker in a prominent place like the front door, entrance or window of the business. Businesses in England do not have to display their rating at their premises but are encouraged to do so. Across England, Northern Ireland and Wales, food hygiene ratings are also available to search on the FSA website. The Food Standards Agency (FSA) has conducted research into the Display of Food Hygiene Ratings in England, Northern Ireland and Wales since 2011, although the research was paused in 2020 due to COVID-19 pandemic. In 2021, the FSA commissioned IFF Research to update the research with the following aims: Provide a representative estimate of the display of food hygiene ratings by food businesses Explore the reasons and drivers for display and non-display Explore business awareness and attitudes towards the scheme Fieldwork in November and December 2021 comprised 1,522 covert audits of food businesses in England, Wales, and Northern Ireland and 1,500 telephone interviews of food businesses.

The transportation studies literature recognizes the relationship between accessibility and active travel. However, there is limited research on the specific impact of walking and cycling accessibility to multi-use paths on active travel behavior. Combined with the culture of automobile dependency in the US, this knowledge gap has been making it difficult for policy-makers to encourage walking and cycling mode choices, highlighting the need to promote a walking and cycling culture in cities. In this case, a clustering effect (“you bike, I bike”) can be used as leverage to initiate such a trend. This project contributes to the literature as one of the few published research projects that considers all typical categories of explanatory variables (individual and household socioeconomics, local built environment features, and travel and residential choice attitudes) as well as two new variables (accessibility to multi-use paths calculated by ArcGIS and a clustering effect represented by spatial autocorrelation) at two levels (level 1: binary choice of cycling/waking; level 2: cycling/walking time if yes at level 1) to better understand active travel demand. We use data from the 2012 Utah Travel Survey. At the first level, we use a spatial probit model to identify whether and why Salt Lake City residents walked or cycled. The second level is the development of a spatial autoregressive model for walkers and cyclists to examine what factors affect their travel time when using walking or cycling modes. The results from both levels, obtained while controlling for individual, attitudinal, and built-environment variables, show that accessibility to multi-use paths and a clustering effect (spatial autocorrelation) influence active travel behavior in different ways. Specifically, a cyclist is likely to cycle more when seeing more cyclists around. These findings provide analytical evidence to decision-makers for efficiently evaluating and deciding between plans and policies to enhance active transportation based on the two modeling approaches to assessing travel behavior described above.

A total of 5,796 adults from 4,026 households (an overall response rate of 28.5%) across England, Wales, and Northern Ireland completed the ‘push-to-web’ survey (see Annex A for more information about the methodology). This report presents findings from the F&Y2: Wave 4 ‘Eating out and takeaway’ module relating to the Food Hygiene Rating Scheme (FHRS). A total of 4,755 adults across England, Wales, and Northern Ireland completed the ‘Eating out and takeaway’ module via the online or the ‘Eating out’ postal questionnaire. Food and You 2: Wave 4 data were collected during a time and context which has seen changes in UK and global economics and politics, the context in which the public make food decisions, and the effect of Omicron restrictions. The Food Standards Agency (FSA) is responsible for public health in relation to food in England, Wales and Northern Ireland. It makes sure that people can trust that the food they buy and eat is safe and is what it says it is. As part of this responsibility, the FSA works to understand the continuing evolution of the food landscape to identify opportunities to improve standards of food safety and/or authenticity. As well as any new or magnified risks from which consumers should be protected. One area that has evolved rapidly is that of digital platforms in the food and drink industry. Consumers are increasingly purchasing food via third party intermediaries, known as ‘aggregators’, from a range of vendors. Digital platforms remain a relatively new concept, with many launching in the past decade. As such, there has been a knowledge gap in government about how these platforms work and how they impact the landscape in which they operate.

The overarching goals for the UK in relation to global water security are to; tackle and reverse growing water insecurity and its consequences caused by depletion and degradation of natural water sources; and address poor water management and increasing demand. To do this, the UK has a well-developed water ‘offer’ that together can help reach the goal of global water security. This note details some of that water offer: UK water leadership: The UK developed the concept of modern sanitation and water supply, with an early example being the Victorian Bazalgette London sewer; Ownership and regulation: The UK has four models of ownership: government department in Northern Ireland, GoCo in Scotland, Mutual in Wales, and private companies in England. But the common thread is strong and clear, regulation to deliver the right outcomes for society; Competition and markets: The UK set up the world’s first water retail markets for business customers, delivering savings and environmental benefits. Similar market mechanisms are being developed for sewage sludge, which will help drive circular economy solutions; Innovation: The UK has a huge number of water tech start-ups and most water companies have labs and pilot schemes to support these fledgling companies. At the same time, the English regulator, Ofwat, has established a huge innovation fund, which along with the Scottish Hydro Nation initiative has made the UK the best place in the world for water innovation and tech.
