Abstract:
AbstractKagami-Ogata syndrome (KOS) (OMIM #608149) is a genetic imprinting disorder affecting chromosome 14 that results in a characteristic phenotype consisting of typical facial features, skeletal abnormalities including rib abnormalities described as “coat hanger ribs,” respiratory distress, abdominal wall defects, polyhydramnios, and developmental delay. First identified by Wang et al in 1991, over 80 cases of KOS have been reported in the literature. KOS, however, continues to remain a rare and potentially underdiagnosed disorder. In this report, we describe two unrelated male infants with differing initial presentations who were both found to have the characteristic “coat hanger” rib appearance on chest X-ray, raising suspicion for KOS. Molecular testing confirmed KOS in each case. In addition to these new cases, we reviewed the existing cases reported in literature. Presence of polyhydramnios, small thorax, curved ribs, and abdominal wall defects must alert the perinatologist toward the possibility of KOS to facilitate appropriate molecular testing. The overall prognosis of KOS remains poor. Early diagnosis allows for counseling by a multidisciplinary team and enables parents to make informed decisions regarding both pregnancy management and postnatal care.

Abstract:
Paternal uniparental disomy 14 (patUPD14) is a distinct, clinically recognizable syndrome. Using a clinical SNP microarray, we identified patUPD14 in a boy with a normal karyotype presenting cardiomyopathy and facial anomalies, a specific configuration of the thoracic ribs (‘coat hanger sign'), and hypospadias. Analyses of polymorphic microsatellites confirmed the diagnosis of patUPD14. We discuss the functions of the genes included in the rearrangement and their involvement in the pathogenesis of these disorders, especially hypospadias. ESR2 single nucleotide polymorphisms (rs944050; 2681-4A>G) have been associated with an increased risk of hypospadias in previous studies. The patient's ESR2 (rs944050) genotype is GG, whereas the parents both exhibit an AG genotype. This report sheds light on the genetic phenomenon in which the combination of a polymorphism and UPD can lead to new phenotypes, such as hypospadias.

Abstract:
To the authors' knowledge, this is the first report of the use of anterior orbitotomy via the supraorbital eyelid crease to repair a dural tear caused by an orbital roof fracture. When transorbital penetrating injuries occur in children, they are commonly caused by accidental falls onto pointed objects. The authors report on their experience with a 7-year-old girl who fell onto a blunt metal rod hanger that penetrated her left eyelid, traversed superior to the eye globe, and penetrated the orbital roof at a depth of 3–4 cm, lacerating the dura mater and entering the cerebrum. An anterior transpalpebral transorbital approach was used to perform the microsurgical anterior skull base and dural repair. The authors advocate the application of this approach to orbital roof fractures because it provides excellent access to the orbital roof, eliminates the need for more invasive craniotomy, results in a small and well-hidden scar in the eye crease, and overall offers a shorter recovery time with less psychological stress to the patient.

Abstract:
The work is to understanding the behaviour of structural components like beams and columns during loading is crucial for the development of efficient and safe structures. In this report, the reinforced concrete beam has been analyzed and modelled when subjected to two-point loads and single-point load conditions, using the Finite Element Analysis tool, popularly called ANSYS software. The analyzed and modelled beam has a dimension of 500mm × 100 mm × 100 mm with 2 numbers of 8mm diameter bars are main reinforced, and 2 numbers of 8 mm diameter are hanger bars. The behaviour of the analysed beam has been observed regarding the shear behavior, crack widths and displacement for various static loading. According to the analysis carriedout on the Reinforced Concrete beams using ANSYS, it is observed that results are more profound to reinforcement size, materials properties, load percentage increment, etc.

Abstract:
Vibration of process heater tubes in a fired heater can cause fretting-wear damage of the tubes at the locations of contact points with the supports. For the reboiler of a naphtha splitter in a naphtha hydrotreating unit, a scenario of fretting-wear damage was observed exactly at contact areas between the top return bends and the hanger supports, which likely indicated constant rubbing between them during vibration. A root-cause analysis of this tube vibration problem was carried out through a combined study of process simulation, Computational Fluid Dynamics (CFD) and vibration analysis. Results from CFD simulations revealed dual phase flow inducing pressure fluctuations inside the radiant tube. The predicted pressure fluctuations were further analyzed using Fast Fourier Transform (FFT) to identify the dominant frequency of pressure fluctuations. Some of the resulting dominant frequencies were within 20% band of the estimated natural frequency of the tube, which could lead to resonance mode. This predicted resonant vibration matched with the locations of severe grooving, as reported in the heater inspection report. A scenario of mitigating this resonance mode has also been presented through decreasing feed flow rates to the radiant tube coils and installing additional support at the mid-height of the radiant tube coils.

Abstract:
This paper presents the development of a visual inspection methodology for engineered wood products that are commonly used in residential construction in the USA. Engineered wood products include wood composite structural elements such as I-joists, oriented strand board, and structural composite lumber products, and metal plate connected wood trusses. Due to the proprietary nature of wood composite engineered products, there are no uniform standards between different manufacturers for installation and use. If improper installation methods are used, engineered wood products may not be able to safely carry design loads. Improper use or modifications constitute prescriptive code violations. Construction errors that result from the unique installation requirements demonstrate the need for specific inspection methods to detect installation errors early in the construction process. The goal of this research is to develop an expert-validated visual inspection methodology, associated knowledge base, and software application for selected engineered wood products and hanger hardware for non-compliance at the pre-drywall stage of new residential construction. A modified Delphi method was used to solicit and refine inspection methods from subject matter experts. Based on these results, an inspection method and computer software application were developed. The method establishes a systematic expert-validated inspection procedure that identifies known high-risk areas for installation problems for engineered wood products. The software contains the instructions for implementing the inspection method, a reference library of authoritative installation guidelines and illustrations, the ability to document observed defects, and a vehicle to create a report. The experts validated the method and software application, and confirmed the usefulness for detecting construction errors.

As evidence for the hypothesis on the claim of reduced longevity for left-handers, Coren in 1989 reported data which suggested that left-handers were 1.89 times more likely to report injuries which required medical attention. This left-handed group included both left- and mixed-handed individuals. To clarify the results of his study, we repeated in part Coren's study but defined handedness so that groups of right-, mixed-, and left-handed individuals were considered. In contrast to Coren's data, we found that right- and left-handers did not differ significantly in the frequency with which they reported having experienced accidents with injury and that mixed-handers reported being significantly more likely to have had an injury-accident than either right- or left-handers. These data underscore the need to consider mixed-handedness as a separate group in studies of this type.

Severe damage or collapse of reinforced concrete dapped-end beams (RC-DEBs) may occur during the service life. The collapse of the Concorde overpass structure in Laval, Quebec, Canada, in 2006 revealed the causes of collapse, i.e., insufficient shear strength (no stirrups), misplacement of hanger reinforcement, etc. In addition, the inspection report of RC half-joint bridges in England until 2018 expressed that damages or failures of half-joint structures can be attributed to the poor condition of structures or non-compliant reinforcement detailing. These conditions exhibited how important it is to understand the proper detailing of dapped-end reinforcement. To date, some studies have performed investigations on the effect of inadequate dapped-end reinforcement on the structural behavior of DEBs. However, the results of the research to date were not yet complete enough to disclose the role of each group of dapped-end reinforcement in resisting the working load. Therefore, this study was carried out to investigate the main role of each group of dapped-end reinforcement separately on the structural performance of RC-DEBs. Eight large-scaled RC-DEBs (with sizes of 1800 mm length, 120 mm width and 250 mm height) were prepared, cast and cured. All DEB specimens were tested under the three-point loading up to failure. To localize the effect of shear failure, the shear span-depth ratio (av⁄d) of 1.43 was set. Test results exhibited that arrangement of a specific group of dapped-end reinforcement separately affects the structural performance of DEBs significantly. The diagonal reinforcement (DR) group was found to be more effective than the vertical hanger reinforcement (HR) group. The failure load capacity of the DR group (DEB-18) achieved 0.29 times that of the control beam (DEB-3). Meantime, the nib flexure reinforcement (NFR) group demonstrated the most important role in the structural performance of DEBs compared to other dapped-end reinforcement groups. The failure load capacity of the NFR group (DEB-39) reached 0.62 times that of the control beam, while rupture deflection of the NFR group also exhibited the highest value than other groups, i.e., 0.62 times that of the control beam. In addition, analysis results of rosette strain gages (RSGs) data indicated that regions near to re-entrant corner and its vicinity experienced the highest stress concentration factor (SCF) compared to other places of the beams. These regions were more susceptible to experiencing the first crack, progressive crack, damage or failure first than other regions of DEBs. The greater the value of SCF, the greater the probability of collapse occurring in the related structural elements, which is also followed by a lower failure load capacity. DEB-1 (without dapped-end reinforcement) has the highest SCF (205.68), and the lowest failure load capacity (12.58 kN), whilst DEB-3 (with the complete dapped-end reinforcement) has the lowest SCF (79.62), but the highest failure load capacity (105.26 kN). Obviously, DEB-3 can withstand the working load properly. Its adequate dapped-end reinforcement is able to accommodate and distribute the high stress flows in the dapped-end region properly, which causes the SCF value to decrease.

In a self-report survey of a representative national sample of 4081 Scottish schoolchildren, injuries requiring medical assistance were more common in left-handers; these were also more severe and likely to involve an overnight stay in hospital. Particularly at risk were adolescent girls with a 32% greater chance of being injured if they were left-handed compared with their right-handed peers. The corresponding relative risk for boys was not significant.

This thesis sets out to examine the capacity of new governments to influence partisan-based policy and legislation. It examines two newly elected Queensland governments - the Nicklin Country-Liberal government in 1957- 1961 and the Goss Labor government in 1989- 1990 and analyses the introduction by those governments of major industrial relations legislative reform. The Nicklin Coalition government was elected to the Queensland parliament in 1957 after the collapse of the Gair Labor government. The Coalition was committed to extensive industrial relations legislative reform but had not prepared for, or anticipated the constitutional, administrative and legal problems associated with such reform. Nor had it taken into account the concessions that would need to be made to the state's trade unions in order to effect its reforms. Consequently it was not until 1961 that it found the time was propitious for the introduction of its major legislative reforms and the restructuring of the state's principal industrial relations legislation. By contrast, in 1989 the Goss government elected as a consequence of the National Party's collapse in the face of the Fitzgerald Inquiry of 1987 had prepared itself for government. As a result it was able to take advantage of its newly elected status and the existence of the Hanger Report (1988) to introduce its legislative intentions quickly, in such a way that it did not alienate the business community. Preparation and circumstances therefore allowed Labor to repeal earlier legislation supported by business and introduce its own changes with little or no opposition. The thesis concludes that their political and economic inheritance and the existing policy environment will in varying degrees limit new governments. But their ability to introduce partisan-based legislative change quickly is also determined by the degree of preparation for the process of government, undertaken prior to their election. This thesis demonstrates that new governments can make a difference and effect changes to the industrial relations environment. However if this potential is to be realised and new governments are to take advantage of their newly elected status it will require a significant degree of administrative preparation or a considerable period of acclimatisation to the rigours of office.

Abstract:
The purpose of this dissertation is to take into consideration the design and the steel structure assessment of the hangar for small propeller aircraft type Cessna. The platform dimensions are 40,0 by 60,0 metres. Headroom is around 10,0 metres. The object’s location is in Brno. The main structural material is steel S355J2. There are two initial geometric alternatives, in other words structural modifications of desired solution. These are spatial truss arc tie beam and garland tie beam. The two alternatives were tentatively designed according to their dimensions and the main supporting elements of both alternatives were also assessed and considered. The alternatives were finally evaluated and one option was selected for detailed processing. In turn of the chosen option, there had been drawing of detailed analysis of the main load bearing parts of the construction with joints and some other details included. Furthermore there is drawing documentation and supervisor’s technical report attached. The valid standards CSN EN were used in processing of this dissertation.

Die Flächeninanspruchnahme liegt im Vierjahresdurchschnitt der Jahre 2011 bis 2014 mit 69 Hektar pro Tag immer noch mehr als doppelt so hoch wie von der Bundesregierung vor 14 Jahren in der nationalen Nachhaltigkeitsstrategie festgelegt. Vor dem Hintergrund des 30-Hektar-Zieles hat die Bundesregierung in den Koalitionsverträgen der 17. und 18. Legislaturperiode vereinbart, gemeinsam mit den Städten und Gemeinden den kommunalen Handel mit Flächenzertifikaten in einem Modellversuch zu erproben. Der vom Umweltbundesamt beauftragte Modellversuch wurde als Planspiel durchgeführt. Kernstück des Planspiels war ein praxisnahes kontrolliertes Feldexperiment, an dem sich 87 Kommunen beteiligten. In diesem Feldexperiment simulierten die teilnehmenden Kommunen für eigene, real geplante Baugebiete den Flächenzertifikatehandel über einen Zeitraum von 15 Jahren (2014-2028) mittels einer Online-Plattform. Die Ergebnisse zeigen, dass ein Flächenhandelssystem in der Lage ist, die Flächenneuinanspruchnahme effektiv zu verringern. Flächensparziele lassen sich zudem im Verbund aus Planung und flexibler Mengensteuerung effizient erreichen. Die Kommunen konnten die überörtlichen Mengenvorgaben durch den Kauf und Verkauf von Zertifikaten flexibel vor Ort umsetzen. Insgesamt belegen die Ergebnisse, dass ein Flächenhandelssystem geeignet ist, eine nachhaltige Siedlungsentwicklung zu fördern und Kommunalfinanzen zu entlasten.

Food-borne illnesses are responsible for disease globally. One of the most important strategies for combating food-borne diseases is the training of food handlers. Using social cognition theory as a framework, the purpose of this study was to assess the effectiveness of the mandatory training program for food handlers in a rural parish in Jamaica. A cross-sectional survey, using self-administered questionnaires, was used to assess and compare food safety knowledge and self-reported practices of food handlers trained in 2 government training programs, while using untrained food handlers as controls. Descriptive and inferential statistics such as t test, chi-square test, and ANOVA were used to explore relationships between training and knowledge and practice. According to study results, trained food handlers had a statistically significant higher mean knowledge score (65.61% vs. 59.0%, p < 0.05) and mean practice score (67.40% vs. 60.35%, p < 0.05) than untrained food handlers, although these scores were significantly lower than the minimum acceptable standards of 70%. Results of this study may assist policy makers in designing effective training programs for food handlers, which should ultimately lead to a safer food supply for the consuming public and a reduction in food-borne disease outbreaks in Jamaica.

The robin was twitching, tremoring, convulsing uncontrollably, and peeping occasionally. The student handed the bird to me, and in a few minutes it was dead in my hands. It was April 23, 1963, and I was in my laboratory at Dartmouth College in Hanover, New Hampshire, when the student walked in with the bird. A week earlier the elm trees of Hanover had been sprayed with the insecticide DDT to control the spread of Dutch elm disease by elm bark beetles. In the following weeks 151 dead birds filled my freezer, many of them exhibiting before they died the tremors that we later learned were typical of DDT poisoning. Four of us were conducting a small-scale study of the effects, if any, of the DDT spray program in Hanover. We were shocked by what was happening to the local birds, but we would have expected this reaction to DDT if we had read the scientific literature on earlier DDT spray programs on elm trees. We had not. We soon realized that we had rediscovered what other ornithologists had already reported from DDT spray programs in the American Midwest. We also soon learned that DDT was ineffective in preventing the spread of Dutch elm disease and that another procedure, sanitation without insecticides, effectively protected the elms. This DDT spray procedure was all costs and no benefits. Hundreds of towns were killing thousands or millions of birds while not protecting their elms. The whole thing struck me as absurd and tragic. It became a life-changing event for me. I decided that DDT was a chemical that had to be stopped, although I hadn’t the slightest idea where such a conclusion was going to lead. I was 33 years old and had become what in those days was usually called a conservationist. Now such people have been renamed “environmentalists.” I had a dubious beginning as such a person. When I was about seven and living in a northern suburb of Philadelphia, I came across a couple of snakes.

Many teams and groups use brainstorming to improve their creativity. Brainstorming can be supported with Group Support Systems (GSS). However, GSS are most successful when offered in combination with facilitation or at least training. Unfortunately, facilitation or training will impose a barrier to use such systems. In this chapter the use of a GSS for a multi-step creative problem solving task was evaluated. The groups using this GSS got no training, had no GSS experience and got no support, other than a 1 page log-in instruction. With this limited instruction and no training all participating groups handed in a report with the results of their brainstorm, using the tool. This chapter will report the process, the way it is embedded in the tool, and the results of our exploratory questionnaire among the participants.

Those movements were designed to force the enemy to collect in front of those advanced forces in order for their commanders to report the enemy movements to Meade and to fall back to Emmitsburg and the Pipe Creek line if vigorously attacked. Those orders were straight out of the teachings and writings of West Point professor Dennis Hart Mahan as well the written works of Carl von Clausewitz and Antoine Henri de Jomini.

Deep brain stimulation (DBS) of the globus pallidus internus (GPi) is a safe and long-term effective treatment for medication-refractory dystonia. However, complications and side effects may occur. Freezing of gait (FOG) is a rare phenomenon in patients with dystonia, although very frequently this complication is observed in patients with Parkinson disease (PD). FOG can be disabling and may severely impair quality of life, even when episodic. This chapter reports on a case of a 49-year-old left-handed man presenting with FOG, impairment in balance, and walking difficulty. These issues emerged 3 years after successful bilateral GPi DBS for primary generalized dystonia.

Context: The Broca’s (BA) and Wernicke’s Area (WA) are fundamental for the language function. Surgical interventions in proximal areas can cause functional deficits. The left brain (LB) contains BA and WA in 92.5-97% of the right-handed individuals and 2/3 of the left-handed. The mapping of these functional areas is done with functional magnetic resonance (fMRI), which identifies which cerebral hemisphere is responsible for to the language function. In slow-growing tumor lesions, there might be plasticity in these areas, which allows tumor resection with functional recovery. In high-grade tumors, growth is fast and there is usually no significant plasticity. This article aims to demonstrate that even in high-grade tumors, brain plasticity in language areas can occur. Case report: T.R.P., male, 20 years old, right-handed, with type-2 neurofibromatosis. Evaluated due to the epileptic seizure with a lesion suggestive of high-grade glioma (IV-WHO) affecting the lower frontal gyrus in magnetic resonance imaging. Results: Undergoing surgical resection with awake craniotomy for functional language mapping. Functional studies have shown that the anatomical area corresponding to BA had no function and was surgically removed. T.R.P. evolved without functional deficits and fMRI showed complete resection of the Broca’s area and the anatomo-pathological exam confirmed that the tumor was a high-grade Glioma (IV-WHO). Conclusions: Even in the presence of a fast-growing lesion, the possibility of brain plasticity in the language areas should be considered. When plasticity is found, complete resection of the tumor is possible using invasive brain mapping, which has a direct impact on prognosis and survival.

We report here strong dissymmetry between left- and right-handed circularly polarized photoluminescence enhancement (PLE) induced by two-dimensional chiral gold nanostructures, which can be utilized to provide circularly polarized luminescence. We employed the dye molecule IR-125 as an emitter whose photoluminescence was enhanced by a near-field interaction between the chiral plasmon and the molecule. The difference between the PLE factors for left- and right-handed circular polarizations induced by the near-field enhancement was correlated to the dissymmetry of left- and right-handed extinction of the gold nanostructures.

Accommodations for disabilities in the workplace have improved significantly in recent years. Despite these improvements, an analysis [1] found that only “15.6% of workers with disabilities report needing accommodations, and 12.2% report receiving them.” Cottonwood Industries was founded in 1972 and is located in Lawrence, KS. A variety of jobs such as labeling, textiles, medical, and packaging are completed by employees. A large portion of the 140 person workforce at Cottonwood Industries is limited by physical and/or mental disabilities. Of these disabilities, 10 workers have full use of only one hand and struggle daily with simple tasks such as packaging. Manager, Steve Steinbach, identified a strong need for a device which would assist these workers by reducing frustration and speeding up the packaging process for them.

We report an experiment on the observation of Hanle resonances in sinusoidally amplitude modulated, weak, phase diffusing optical fields. The J = 0 to J = 1 transition in an atomic beam of barium was probed with a frequency stabilized dye laser, whose bandwidth and bandshape were precisely controlled with an extra-cavity noise modulation system. Phase sensitive detection of the Hanle fluorescence signal at the amplitude modulation frequency revealed resonances in the in-phase and in-quadrature parts, whose position, shape, and strength were sensitive to the laser bandwidth. These resonances, which were Lorentzian or dispersion shaped or a combination of the two, occurred when the Zeeman splitting of the exited sublevels equaled the modulation frequency for monochromatic light and at splitting of half the modulation frequency for broadband light. The results are in good agreement with the theoretical predictions of Saxena and Agarwal.1

Introduction: Foix-Chavany-Marie syndrome, also known as opercular syndrome, consists of voluntary orofacial muscle paralysis due to bilateral lesions in the anterior frontotemporal operculum. Classically, there is an automatic-voluntary dissociation, with impairment of speech and chewing. We present a case of a patient who had a similar presentation to opercular syndrome, secondary to unilateral ischemic lesion in the right frontal operculum. Case report: A 55-year-old, right-handed, black woman with history of arterial hypertension was admitted to the emergency department presenting left-sided weakness and inability to speak, noticed upon waking. When approached, the patient was unable to produce sounds but managed to communicate through articulatory movements of lips and was able to write correctly without signs of aphasia. On examination, there was left central facial paralysis, marked reduction in mouth opening amplitude, inability to perform tongue protrusion without lateral deviation and bilateral reduction in palate elevation. There was also a mild left brachial- predominant hemiparesis (grade IV). A cranial computed tomography scan exhibited an acute ischemic lesion of the right frontal opercular region, without other lesions in the homologous contralateral area. The etiological investigation with electrocardiogram, echocardiogram and carotid doppler ultrasound had no significant abnormalities. Conclusion: We reported a case of a patient presenting with aphonia and bulbar musculature paresis due to a right unilateral frontal opercular lesion, mimicking the opercular syndrome presentation.

We report improvements to the integral transform implementation of the Abel inversion.1 Our experimental data set is the 2-D projection of a 3-D cloud of ionized photofragments of methyl iodide. A typical cloud consists of two thin shells bunched together on the surface of a sphere. These shells correspond to the dissociation channels of iodine. The outer-most shell is much fainter than the inner one. The symmetry of this arrangement is such that any 2-D cross section through the poles of the sphere is the same as any other. Consequently, it is possible to reconstruct the 3-D photofragment distribution by Abel inverting the 2-D projection data line by line. Noise in the data makes it difficult to resolve the two dissociation channels appearing in the Abel inversion. We have therefore concentrated our efforts on the trade-off between resolution and signal-to-noise ratio which inevitably occurs in these reconstruction techniques. Our choice of the integral transform approach to Abel inversion was motivated by computational simplicity and straightforwardness in implementing noise smoothing and data symmetrizing. The transform technique requires a Fourier transform followed by an inverse Hankel transform. We find that presmoothing the projection data with a small 2-D Gaussian convolution mask produces a dramatic enhancement of the final reconstruction. The effects of noise and asymmetric backgrounds are reported.

Ship construction and modernization costs for naval vessels are escalating and becoming unaffordable relative to authorized funding levels. The Navy and its contractors must find new and innovative ways to reduce the cost of ship system design and upgrades. The current engineering processes for layout, production planning, and management of cable installations for electrical power and signals of Navy vessels are extremely complex and time consuming, taking hundreds of thousand man-hours for large naval combatants. Millions of feet of cabling are required to support the advanced and highly sophisticated systems now common to most ships of the U.S. Navy. While in the last thirty years 3D CAD packages and multi-physics analysis have become common in the design of ships, the cable route validation, production planning, and installation management for ships has remained unchanged: a labor-intensive process that cannot meet the current cost and schedule demands. In fact, the current cable management processes found in U.S. shipyards is not integrated and there are no tools currently available that address the complete process from validation to final production planning. A two-year National Shipbuilding Research Program (NSRP) project began in late 2011 focusing on the adaptation, enhancement, and customization of wiring application software applicable to all ship programs to reduce cost and time for validation of cable layout design, creation of wiring and signal schematics, generation of production work packages, progressing the installation of hangers and cables, and the generation of test procedures. The project builds upon a proven wiring and cable management solution developed by TechnoSoft and successfully deployed on military aircraft. The same basic approach applies to a complex ship design with the potential to save millions of dollars based on the Navy’s shipbuilding plan. Newport News Shipbuilding in conjunction with TechnoSoft is customizing the wiring application software and plans to validate the application on the first ship of a new aircraft carrier class (CVN 78) with the intent of deploying it on numerous ship acquisition and modernization programs. CVN 78 includes hundreds of systems for power, communication, and control. These systems are connected through wire ways with more than fourteen million feet of cables over thousands of hangers. The validation and updates of the cables’ layout and hangers, the generation of the schematic drawings, installation drawings, and work packages along with the planning and tracking of the installation schedules is estimated to take hundreds of thousands of man-hours. The application will be used on the CVN 78 in parallel with the current “as-is” process on at least five cable systems to validate the application and to provide metrics against a baseline design process. Expected benefits resulting from the application development include a fifty percent reduction in initial deployment and a ninety percent reduction in the work associated with design modifications. This paper will document savings realized to date via the deployment of the application on CVN 78 and report on the progress towards transitioning this technology on different ship programs.

Abstract:
Constitution of Latvia of 1922 consisted of 88 articles. Chapter VIII of the Constitution addressing human rights’ protection became a part of the Constitution only in 1997. Article 105 provides that everyone has the right to own property. Article 105 of Constitution corresponds with the contents of the paragraph 1 of the First Protocol to the European Convention of Human Rights. Protection of the right to ownership as provided by the Constitution is carried out by the Constitutional Court of Latvia. The latter was established in 1996. The current report is based on the analysis of a significant number of judgements which have been handed down by the Constitutional Court in order to establish whether certain acts of legislation are compatible with the Constitution. The effectiveness of such protection could be achieved, if Constitutional court were to scrutinise each contested norm against the Constitution as a whole.

Abstract:
Background Australia is a multi-cultural society with increasing rates of people from culturally and linguistically diverse (CALD) backgrounds. On average, CALD groups have higher rates of tobacco use, lower participation in cancer screening programs, and poorer health outcomes than the general Australian population. Lower cancer screening and smoking cessation rates are due to differing cultural norms, health-related attitudes, and beliefs, and language barriers. Interventions can help address these potential barriers and increase tobacco cessation and cancer screening rates among CALD groups. Cancer Council NSW (CCNSW) aims to reduce the impact of cancer and improve cancer outcomes for priority populations including CALD communities. In line with this objective, CCNSW commissioned this rapid review of interventions implemented in Australia and comparable countries. Review questions This review aimed to address the following specific questions: Question 1 (Q1): What smoking cessation interventions have been proven effective in reducing or preventing smoking among culturally and linguistically diverse communities? Question 2 (Q2): What screening interventions have proven effective in increasing participation in population cancer screening programs among culturally and linguistically diverse populations? This review focused on Chinese-, Vietnamese- and Arabic-speaking people as they are the largest CALD groups in Australia and have high rates of tobacco use and poor screening adherence in NSW. Summary of methods An extensive search of peer-reviewed and grey literature published between January 2013-March 2022 identified 19 eligible studies for inclusion in the Q1 review and 49 studies for the Q2 review. The National Health and Medical Research Council (NHMRC) Levels of Evidence and Joanna Briggs Institute’s (JBI) Critical Appraisal Tools were used to assess the robustness and quality of the included studies, respectively. Key findings Findings are reported by components of an intervention overall and for each CALD group. By understanding the effectiveness of individual components, results will demonstrate key building blocks of an effective intervention. Question 1: What smoking cessation interventions have been proven effective in reducing or preventing smoking among culturally and linguistically diverse communities? Thirteen of the 19 studies were Level IV (L4) evidence, four were Level III (L3), one was Level II (L2), none were L1 (highest level of evidence) and one study’s evidence level was unable to be determined. The quality of included studies varied. Fifteen tobacco cessation intervention components were included, with most interventions involving at least three components (range 2-6). Written information (14 studies), and education sessions (10 studies) were the most common components included in an intervention. Eight of the 15 intervention components explored had promising evidence for use with Chinese-speaking participants (written information, education sessions, visual information, counselling, involving a family member or friend, nicotine replacement therapy, branded merchandise, and mobile messaging). Another two components (media campaign and telephone follow-up) had evidence aggregated across CALD groups (i.e., results for Chinese-speaking participants were combined with other CALD group(s)). No intervention component was deemed of sufficient evidence for use with Vietnamese-speaking participants and four intervention components had aggregated evidence (written information, education sessions, counselling, nicotine replacement therapy). Counselling was the only intervention component to have promising evidence for use with Arabic-speaking participants and one had mixed evidence (written information). Question 2: What screening interventions have proven effective in increasing participation in population cancer screening programs among culturally and linguistically diverse populations? Two of the 49 studies were Level I (L1) evidence, 13 L2, seven L3, 25 L4 and two studies’ level of evidence was unable to be determined. Eighteen intervention components were assessed with most interventions involving 3-4 components (range 1-6). Education sessions (32 studies), written information (23 studies) and patient navigation (10 studies) were the most common components. Seven of the 18 cancer screening intervention components had promising evidence to support their use with Vietnamese-speaking participants (education sessions, written information, patient navigation, visual information, peer/community health worker, counselling, and peer experience). The component, opportunity to be screened (e.g. mailed or handed a bowel screening test), had aggregated evidence regarding its use with Vietnamese-speaking participants. Seven intervention components (education session, written information, visual information, peer/community health worker, opportunity to be screened, counselling, and branded merchandise) also had promising evidence to support their use with Chinese-speaking participants whilst two components had mixed (patient navigation) or aggregated (media campaign) evidence. One intervention component for use with Arabic-speaking participants had promising evidence to support its use (opportunity to be screened) and eight intervention components had mixed or aggregated support (education sessions, written information, patient navigation, visual information, peer/community health worker, peer experience, media campaign, and anatomical models). Gaps in the evidence There were four noteworthy gaps in the evidence: 1. No systematic review was captured for Q1, and only two studies were randomised controlled trials. Much of the evidence is therefore based on lower level study designs, with risk of bias. 2. Many studies provided inadequate detail regarding their intervention design which impacts both the quality appraisal and how mixed finding results can be interpreted. 3. Several intervention components were found to have supportive evidence available only at the aggregate level. Further research is warranted to determine the interventions effectiveness with the individual CALD participant group only. 4. The evidence regarding the effectiveness of certain intervention components were either unknown (no studies) or insufficient (only one study) across CALD groups. This was the predominately the case for Arabic-speaking participants for both Q1 and Q2, and for Vietnamese-speaking participants for Q1. Further research is therefore warranted. Applicability Most of the intervention components included in this review are applicable for use in the Australian context, and NSW specifically. However, intervention components assessed as having insufficient, mixed, or no evidence require further research. Cancer screening and tobacco cessation interventions targeting Chinese-speaking participants were more common and therefore showed more evidence of effectiveness for the intervention components explored. There was support for cancer screening intervention components targeting Vietnamese-speaking participants but not for tobacco cessation interventions. There were few interventions implemented for Arabic-speaking participants that addressed tobacco cessation and screening adherence. Much of the evidence for Vietnamese and Arabic-speaking participants was further limited by studies co-recruiting multiple CALD groups and reporting aggregate results. Conclusion There is sound evidence for use of a range of intervention components to address tobacco cessation and cancer screening adherence among Chinese-speaking populations, and cancer screening adherence among Vietnamese-speaking populations. Evidence is lacking regarding the effectiveness of tobacco cessation interventions with Vietnamese- and Arabic-speaking participants, and cancer screening interventions for Arabic-speaking participants. More research is required to determine whether components considered effective for use in one CALD group are applicable to other CALD populations.
