Full textAn activity monitoring health smart home (HIS type) based upon an infrared sensor network and the related data fusion was deployed in intermediate and long-term geriatric wards. Frail elderly people in those facilities are the closest substitute to home-dwellers, yet the staff provides the standard for activity monitoring. We could show that: 1. HIS is little intrusive and readily accepted. 2. We may model the capabilities of HIS to trigger an alarm and compare it to other devices measuring activity in specific frail populations. 3. We proved our model on the clinical case of a falling Lewy's bodies disease patient. 4. ISOFDIS 14971 norm on risk management may apply to HIS. 5. Returns may be expected from the first implementation year if an HI Sis deployed at the home a frail elderly lady with cardiovascular condition. Full textThe concept of « smart » invades more and more our daily life. A typical example is the smartphone, which becames by years an essential device. Soon, it’s the city, the car and the home which will become « smart ». The intelligence is manifested by the ability for the environment to interact and to take decisons in its relationships with users and other environments. This needs information on state changes occurred on both sides. Sensor networks allow to collect these data, to apply on them some pre-processings and to transmit them. Sensor network, towards some of their caracteristics are closed to Swarm Intelligence in the sense that small entities with reduced capababilities can cooperate automatically, in unattended, decentralised and distributed manner in order to accomplish complex tasks. These bio-inspired methods have served as basis for the resolution of many problems, mostly optimization and this insipired us to apply them on problems met in Ambient Assisted Living and on the data clustering problem. AAL is a sub-field of context-aware services, and its goals are to facilitate the everyday life of elderly and disable people. These systems determine the context and then propose different kind of services. We have used two important elements of the context : the position and the disabilty. Although positioning has very good precision outdoor, it faces many challenges in indoor environments due to the electromagnetic wave propagation in harsh conditions, the cost of systems, interoperabilty, etc. Our works have been involved in positioning disabled people in indoor environment by using wireless sensor network for determining the caracteristics of the electromagnetic wave (signal strenght, time, angle) for estimating the position by geometric methods (triangulation, lateration), fingerprinting methods (k-nearest neighbours), baysiens filters (Kalman filter). The application is to offer AAL services like navigation. Therefore we extend the definition of sensor node to take into account any device, in the environment, capable of emiting and receiving a signal. Also, we have studied the possibility of using Pachycondylla Apicalis for data clustering and for indoor localization by casting this last problem as data clustering problem. Finally we have proposed a system based on a middleware architecture

Full textSocial exclusion is today one of the major social issues of our societies, whether developed or developing. In France, the system of social assistance and social action has, over time, undergone a significant evolution, at the juridical, administrative and financial levels, which has enabled it to ensure to all persons in situations of exclusion, social assistance to answer their primordial basic needs ; and social action to help them overcome the situation. In Lebanon, aid and social action, regulated by a few scattered texts, have so far largely been the work of charitable associations and religious institutions, in the absence of a social plan adopted by the State in this domain. The presentation of the French experience, very rich in the material and field, allow to offer new perspectives for the establishment in Lebanon of a socio-juridical regime and rule of aids and actions for the family, childhood, the disabled, dependent elderly, and others. Through the institutionalization of a social aid and social action law, Lebanon could evolve as a "Social State" that recognizes and guarantees social rights for everyone and for all

Lately, Taiwan government has paid much more attention to the social welfare policies, so the policy of discounted fare ticket in public transportation has become more and more important. Central government, local government and all kinds of the transportation departments have all started to set up some preferential treatments to these elderly and handicapped citizens when these people would have to use the public transportation. They hope these policies made would improve the social welfare in transportation. The laws in our country regulate that when the elderly and handicapped use the public transportation, they would have a premium of half ticket price. And the government should subsidize the shortage cased by this welfare policy. The suggested funding sources of the national government include General Budget, Air Pollution Fee, Social Welfare Fund, National Annuity in Lottery Revenues, Motor Fuel Usage Fee and National Freeway Construction and Management Fund. After we analyze some expert questionnaires filling by some professionals of finance and directorate general of budget, we recommend the proportion of the shortage with each source should share. Finally, we give some suggestions in this paper. First of all, we recommend the Directorate-General of Budget, Environmental Protection Administration, Ministry of the Interior and Ministry of Transportation and Communications to bear the funding as suggested by this research, but if the funding source is not enough, we suggest the short-haul transit carriers be subsidized first. Secondly, we propose to establish “Mass Transit Development Fund”, and this fund should include each source and new taxes we’ve considered in the research. Thirdly, in the future, if this social welfare policy in transportation would like to go on well, all the transportation carriers would have to cancel the old tick fare count formula in cross subsidization. Then the policy could just put in practice.

Nineteen counties provide the social welfare of free transit to the elderly and handicapped passengers in Taiwan. The county governments pay the transit providers for the eligible passengers. We categorized the implementation of free transit either provided by the county government or contracting out. Both approaches have the same and complicated problems especially in outsourcing. We compared the differences of free transit among counties and established an effective mechanism for the free transit. Besides, we demonstrated a contracting out for establishing an effective mechanism. The workflow of free transit contracting out contains "four stages and ten steps", which are: 1.beforehand assessment,2. selection of contractor and contract signing, 3. impletementation, 4. rewiew and continuation. After analyzing and examining the current policy in every county, it revealed that most of the results were not satisfying. Therefore this study was proposed to formulate thirteen key success factors (KSF) and established an effective mechanism. For each of the key success factor, we developed the "necessary requirement" and "optional requirement". The former is the basic requirement to avoid the exploitation of social welfare; the later is the particular action plan to prevent the inflexibility of this mechanism. Consequently, the effective mechanism must contain all the "necessary requirement" of the thirteen or more key success factors. In the case of Taoyuan county, from the interviews and with survey passengers, it was found that the policy was being implemented poorly. Only one key success factor matched their “necessary requirements” out of thirteen key success factors. A suggestion was provided for Taoyuan county government to improve their policy-making.
