Abstract:
The Millennium Development Goals—global targets that the world's leaders set at the Millennium Summit in September 2000—are an ambitious agenda for reducing poverty. As a central plank, these goals include halving the proportion of people living below a dollar a day from around 30 percent of the developing world’s population in 1990 to 15 percent by 2015—a reduction in the absolute number of poor of around one billion. This paper examines what economic research can tell us about how to fulfill these goals. It begins by discussing poverty trends on a global scale—where the poor are located in the world and how their numbers have been changing over time. It then discusses the relationship of economic growth and income distribution to poverty reduction. Finally, it suggests an evidence-based agenda for poverty reduction in the developing world.

Cette thèse propose trois essais contribuant à déterminer les opportunités et les défis des technologies blockchain et des crypto-monnaies, afin de comprendre leur possibilité d’adoption dans le système bancaire et l’économie en général. Tout d’abord, nous avons montré, à travers une revue de littérature, des expérimentations pratiques, et une analyse comparative des différentes plateformes de DLT existantes, que les DLT alternative de consortium sont les prototypes qui devraient prédominer dans le système bancaire à l’avenir. Ensuite, nous avons mis en évidence la résistance et la résilience des principaux systèmes de récompenses utilisés par les pools de minage face aux événements du halving de Bitcoin. Cette comparaison est complétée par des calculs supplémentaires qui enrichissent véritablement l’analyse des décisions et des comportements des mineurs rejoignant un pool. Enfin, nous avons développé une solution de tokenisation adaptée pour le Liban, visant à assurer une reprise économique, tout en abordant le contexte économique tumultueux du pays et en étudiant les défis des solutions numériques existantes
This thesis presents three essays that contribute to determining the opportunities and challenges of blockchain technologies and cryptocurrencies, in order to understand their potential for adoption in the banking system and the economy in general. Firstly, we have demonstrated, through a literature review, practical experiments, and a comparative analysis of different existing DLT platforms, that consortium alternative DLTs are the prototypes likely to predominate in the banking system in the future. Next, we highlighted the resilience and robustness of the main reward systems used by mining pools in the face of Bitcoin halving events. This comparison is complemented by additional calculations that truly enrich the analysis of the decisions and behaviors of miners joining a pool. Finally, we developed a tokenization solution tailored for Lebanon, aimed at ensuring economic recovery, while addressing the country’s tumultuous economic context and examining the challenges of existing digital solutions

Abstract:

Halving poverty until 2015 is something that all member states of United Nation have agreed up on by adopting the Millennium Development Goals MDG in 1991. The question asked in this paper is how much aid is needed in Tanzania, to reduce poverty by half. The method we use links estimated annual economic growth rates to the required amount of aid needed to halve poverty.

This study finds that during 2002-2015 Tanzania should receive between $37 to $43 (2002 US dollar) per year and capita depending on the underlying assumptions. Between 1994 and 2002 Tanzania received 36 dollar per year and capita so the amount of aid must at least be kept on the same level as preceding years and perhaps be increased to reach the goal of halving poverty until 2015.

Moreover, this study only calculates the cost of reaching the first MDG and not the cost of reaching the remaining goals stated in the United Nations Millennium Declaration.

This thesis examines the vehicle design and sales mix changes necessary to double the average fuel economy of new U.S. cars and light-trucks by model year 2035. To achieve this factor of two target, three technology options that are available and can be implemented on a large scale are evaluated: (1) channeling future vehicle technical efficiency improvements to reducing fuel consumption rather than improving vehicle performance, (2) increasing the market share of diesel, turbocharged gasoline and hybrid electric gasoline propulsion systems,and (3) reducing vehicle weight and size.The illustrative scenarios demonstrate the challenges of this factor-of-two improvement -- major changes in all these three options would need to be implemented before the target is met. Over the next three decades, consumers will have to accept little further improvements in acceleration performance, a large fraction of new light-duty vehicles sold must be propelled by alternative powertrains trains, and vehicle weight must be reduced by 20-35% from today. Theadditional cost of achieving this factor-of-two target would be about 20% more than a baseline scenario where fuel consumption does not change from today's values, although these additional costs would be recouped within 4 to 5 years from the resulting fuel savings.Thus, while it is technically feasible to halve the fuel consumption of new vehicles in 2035, aggressive changes are needed and additional costs will be incurred.Results from this study imply that continuing the current trend of ever increasing performance and size will have to be reversed if significantly lower vehicle fuel consumption is to be achieved.

Abstract:
Multi-armed bandit (MAB) algorithms could be used to select a subset of the k most informative summary statistics, from a pool of m possible summary statistics, by reformulating the subset selection problem as a MAB problem. This is suggested by experiments that tested five MAB algorithms (Direct, Halving, SAR, OCBA-m, and Racing) on the reformulated problem and comparing the results to two established subset selection algorithms (Minimizing Entropy and Approximate Sufficiency). The MAB algorithms yielded errors at par with the established methods, but in only a fraction of the time. Establishing MAB algorithms as a new standard for summary statistics subset selection could therefore save numerous scientists substantial amounts of time when selecting summary statistics for approximate bayesian computation.

Cryptographic hash functions are an important tool in cryptography to achieve certain security goals such as authenticity, digital signatures, digital time stamping, and entity authentication. They are also strongly related to other important cryptographic tools such as block ciphers and pseudorandom functions. The standard and widely used hash functions such as MD5 and SHA-1 follow the design principle of Merkle-Damgard iterated hash function construction which was presented independently by Ivan Damgard and Ralph Merkle at Crypto'89. It has been established that neither these hash functions nor the Merkle-Damgard construction itself meet certain security requirements. This thesis aims to study the attacks on this popular construction and propose schemes that offer more resistance against these attacks as well as investigating alternative approaches to the Merkle-Damgard style of designing hash functions. This thesis aims at analysing the security of the standard hash function Cellular Authentication and Voice Encryption Algorithm (CAVE) used for authentication and key-derivation in the second generation (2G) North American IS-41 mobile phone system. In addition, this thesis studies the analysis issues of message authentication codes (MACs) designed using hash functions. With the aim to propose some efficient and secure MAC schemes based on hash functions. This thesis works on three aspects of hash functions: design, cryptanalysis and applications with the following significant contributions: * Proposes a family of variants to the Damgard-Merkle construction called 3CG for better protection against specific and generic attacks. Analysis of the linear variant of 3CG called 3C is presented including its resistance to some of the known attacks on hash functions. * Improves the known cryptanalytical techniques to attack 3C and some other similar designs including a linear variant of GOST, a Russian standard hash function. * Proposes a completely novel approach called Iterated Halving, alternative to the standard block iterated hash function construction. * Analyses provably secure HMAC and NMAC message authentication codes (MACs) based on weaker assumptions than stated in their proofs of security. Proposes an efficient variant for NMAC called NMAC-1 to authenticate short messages. Proposes a variant for NMAC called M-NMAC which offers better protection against the complete key-recovery attacks than NMAC. As well it is shown that M-NMAC with hash functions also resists side-channel attacks against which HMAC and NMAC are vulnerable. Proposes a new MAC scheme called O-NMAC based on hash functions using just one secret key. * Improves the open cryptanalysis of the CAVE algorithm. * Analyses the security and legal implications of the latest collision attacks on the widely used MD5 and SHA-1 hash functions.

La compréhension de la dynamique des réarrangements génomiques est importante en phylogénie. La phylogénie est l'étude de l'évolution des espèces. Un but majeur est d'établir les relations d'évolution au sein d'un groupe d'espèces, pour déterminer la topologie de l'arbre d'évolution formé par ce groupe et des ancêtres communs à certains sous-ensembles. Pour ce faire, il est naturellement très utile de disposer d'un moyen d'évaluer les distances évolutionnaires relatives entre des espèces, ou encore d'être capable d'inférer à un groupe d'espèces le génome d'un ancêtre commun à celles-ci. Ce travail de thèse, dans la lignée d'autres travaux, consiste à élaborer de tels moyens, ici dans des cas particuliers où les génomes possèdent des gènes en multiples copies, ce qui complique les choses. Plusieurs hypotèses explicatives de la présence de duplications ont été considérées, des formules de distance ainsi que des algorithmes de calcul de scénarios ont été élaborés, accompagnés de preuves de complexité.

In 2014, the Ministry of Finance announced the new policy: Strengthening Fiscal Administration. Accordingly, the amended Income Tax Law was enforced, starting from January 1, 2015. The Amendment includes the following important revisions: 1) the shareholder tax deductible amount is halved; and 2) the progressive tax rate on taxpayers whose net consolidated income exceeds NT$ 10 million is increased to 45%. These amendments have great impacts on both the individuals and the profit-seeking enterprises regarding their future tax burden. Those who receive dividends shall either pay higher tax amount or suffer a reduced amount of tax return. This study investigated whether enterprises would increase dividend payouts to their shareholders to reflect the aforementioned law amendment before it was effective. The study selected samples from those non-financial listed companies for the periods of 2012 and 2013. 795 companies were chosen and 1590 samples were taken from them. Multiple regression analysis was conducted on these samples. The study found that enterprises increased the total dividend and cash dividend for the year 2013 (that were paid out in 2014), but did not increase the stock dividend in the last year (2013) that shareholders could deduct the full tax-deductible amount. The results suggest that enterprises might indeed take into account the tax burden of their shareholders.

Taiwan from 1998 began to implement the Imputation Tax system (ITS)with full imputation credit system and led to a substantial reduction in taxation. After the enactment of Income Tax Act of 2014, from 2015 implement partial imputation credit system to replace full imputation system. This study examines the effects of the ITS changed on the earnings management and dividend policy. The empirical results show that the dividend payment rate and the degree of earnings management are lower with partial imputation system than full imputation system. In other words, companies increased the dividend payment rate and degree of earnings management before adapted the partial imputation credit system, and firms with higher ownership concentration have the same results, however, the lower ownership concentration did not have the phenomenon.

Abstract:
This report prepared by an Asia–Pacific Road Safety Observatory (APRSO) taskforce analyzes how improving crash and accident data collection can better protect lives on the region’s roads. It looks at the type of data countries should prioritize and explains why bolstering data quality would help reach targets of halving road injuries and deaths. APRSO recommends collecting aggregated data to analyze trends and set strategic priorities. In presenting a sample questionnaire for countries, it shows that generating robust data and analysis is key to improving actions and policies on road safety for the region.
