Abstract:
A Queensland statewide study of guidance officer stress was undertaken with the support of the Queensland Guidance and Counselling Association Inc. (QGCA). The results showed that guidance officers were under a high level of stress due to a multitude of situational and organisational stressors. The survey also showed that key factors helped to reduce the degree of guidance officer stress. These were peer support and debriefing, access to supervision, centrebased support, networks and professional associations. The challenge for guidance officers is to consolidate factors that reduce occupational stress and target factors that increase stress to minimise the consequences.

Abstract:
About eight years ago I co-wrote a paper on guidance officer training in Victoria which argued that guidance officers required training in six core competency areas. There were identified as assessment, counselling, research, educational consultancy, systems intervention, and professional practice.At the time, the intent was to argue for a broader training for guidance officers rather than the traditional focus on issues of assessment and counselling. It was recognising an international trend in service delivery from individual casework models to those which incorporated consultancy and direct classroom interventions. The paperwas arguing fora comprehensive training program which supported guidance officers and gave them the skills and strategies required to make this shift.

Over the last decade, Australian Guidance Officers have been facing well documented challenges to their roles, training and their profession. This study surveyed 146 Guidance Officers and found them to report abnormally high stress levels but average burnout and self-efficacy scores. Previous research suggests that the most difficult aspect of the Guidance Officer's role, and the job for which they often feel least prepared, is dealing with the support needs of students with mental illness, emotional disturbance, behavioural and learning difficulties. Responses from Guidance Officers who deal with these students relatively often revealed significantly higher self-efficacy scores than the remainder of the group, higher emotional exhaustion (as anticipated) and reassuringly low depersonalisation scores. The good and bad news in these results are discussed and implications drawn for the profession.

Abstract:
Police officers in many countries face a myriad of social, psychological, and occupational challenges in their line of duty which has a significant effect on their mental health; Kenya is no exception. The Administration Police Service established a guidance and counselling programme to address the said challenges. This study, sought to assess the effectiveness of the Guidance and Counselling programme on Administration Police (AP) officers’ self-efficacy. The study was guided by the Self-efficacy theory by Albert Bandura and the Well-being theory by Martin Seligman. The study adopted the ex-post-facto research design. Stratified random sampling technique was used to select 367 participants from a total population of 7,404 AP officers while 20 key informants were purposively sampled. The study utilized both qualitative and quantitative methods in data collection. The study revealed that though the APS offers peer counselling services to its officers, these services were not effective in training self-efficacy among AP officers. Additionally, it was established that the individual counselling services offered to AP officers were not effective in enhancing the officers’ self-efficacy in the delivery of service. The study recommends the introduction of incentives for officers to encourage them to seek professional guidance and counselling training; decentralization of the APS guidance and counselling services up to the County level; employment of professional counsellors to cater for the counselling needs of the APS; the continuous awareness training of the officers on the existence of the Guidance and Counselling programme within the APS; and, provision of environments where officer counsellors can share experiences, exchange ideas and have professional and intellectual discourses.

Clinical supervision of counsellors is linked to accountable practice and the quality of service to clients. Despite this, there is a gap between the rhetoric of the literature and the practice of clinical supervision. This study, set in the context of the Queensland Department of Education, examined the perceptions of guidance officers and senior guidance officers about the clinical supervision provided for guidance officers by senior guidance officers in relation to their counselling practices. The findings echo concerns expressed in the literature that supervisors have received little training in supervision, and the provision of supervision outside of training settings is less than adequate.

There is a perception among educational communities that guidance officers are often working on their own agendas which are at cross-purposes to the needs of schools. This study was undertaken to investigate the legitimacy of those perceptions using 22 areas of guidance operation. The sample included 80% of secondary principals and 100% of secondary guidance officers in Clusters 1-5, South Coast Educational Region in Queensland. The study found that there were high correlations between guidance officers and principals in their perceptions of present and preferred guidance practice. The area of consultation with administration and staff however indicated that there was little or no correlation between present and preferred operation. This was targeted by both guidance officers and principals for improved operation. Consultation and communication represents a key area for supervision of operation.

An 18-item questionnaire was used to obtain details of characteristics and daily work of 155 guidance officers. The results show demographic information, guidance officer:student ratios, professional membership, qualifications and daily work. These results are discussed and implications for guidance officers' work and training explored.

The role and training of Queensland guidance officers appears to be set toward the practice end of the scientist-practitioner continuum. Yet data are presented which demonstrate that the expectations placed on many guidance officers are relatively sophisticated and specialised. Particularly in the areas of personal crisis counselling, family support and community-school development, today's guidance officers working in Queensland schools are required to demonstrate considerable specialisation. The profession seems to be facing a choice, attempt to develop into a group of true educational specialists with all the required training, supervision and in-service education or move to become a group of expert general practitioners. Some implications of these two options for the profession are explored.

This study aims to obtain empirical data related to the influence of coping strategies and support officers in the formation of psychological well-being of conflicted-children with law. The Conflicted children with law is the children of the perpetrators of criminal acts and must undergo guidance in Protective Institution for children (LPKA). This research is a quantitative descriptive approach. Subject of this study amounted to 43 conflicting children with the law who undergo guidance in LPKA Tangerang selected through purposive sampling technique. The measurement tool used in this study consists of the questionnaire of integrative well-being (Maslihah, 2017) , coping strategy (Moos, 2002),and officer support (Maslihah, 2017). The result of this study shows that when faced with pressing situation, psychological well-being can be influenced by coping strategy (internal factor) and officer support (external factor). Support officers can serve as a moderator variable in the relationship of coping strategies and psychological well-being of conflicted children with law. Future research can analyze based on cases of criminal acts committed by children accompanied by qualitative data.

It was found that although their professional contribution is vital in successful implementation, there are other obstacles namely, financial constraints, very high workload, lack of government support and inferior appointment procedures for District Education Officers which tend to hamper them to fulfil their duties.

Abstract:
Guidance officers are members of the counselling profession who provide counselling to children and adolescents in state schools in Queensland. A guidance officer's clinical practice is generally regarded as including counselling and related activities such as consultation and referral. An expectation of the guidance officer who works for Education Queensland, as prescribed in their position description, is that they should seek clinical supervision. Those guidance officers who are members of the Queensland Guidance and Counselling Association would find this expectation reinforced in their association's code of ethics. There is an expectation therefore that those in the counselling profession such as guidance officers working as counsellors should seek regular clinical supervision. It is one of the roles of the senior guidance officer in the Education Queensland organisation to develop and implement a system of clinical supervision for guidance officers. This responsibility for the supervision of guidance officers has occurred in the last ten years and in the last five years or so the role of clinical supervision has become clear. As a result there are now organisational requirements in addition to the professional expectations that clinical supervision be sought and provided. However there has been little training provided by university guidance training programs or by Education Queensland in clinical supervision of guidance officers. This has meant that as a supervisor of clinical practices I have learned the role "on the job", by talking with other supervisees and supervisors, by reading the literature, attending two two-day training workshops and by reflection on these experiences. I saw that educational action research would improve supervision practice in our school district. My thesis tells the story of my professional development as a clinical supervisor of guidance officers over a two-year period in what I have called "A Supervision Improvement Cycle". Each chapter of the thesis tells the story of a part of the cycle. In chapter one the context of the study is established. In particular the focus is on supervision roles, the dominant supervision culture and an assessment of my clinical supervisor learning needs. In chapter two the methodology is discussed and the educational action research plan outlined. In the following chapter there is a review some of the clinical supervision literature in preparation for the educational action research. In chapter four the story of the educational action research project with a focus on my supervision relationships, negotiating supervision and the use of supervision interventions is told. The final chapter is written in the genre of a journal article and has been published in the guidance and counselling periodical "Connections" (Shaw, in press). As such it has been subjected to a process of professional critique through the publishing process. As an article its purpose is to inform the judgement of others and as chapter five of the project its purpose is to discuss the findings of the action research and make recommendations. The chapter/article has been written in such a way so as to be able to achieve both these aims.

Utbildningen av officerare är omdiskuterad och har kanske alltid varit det. Men de senaste årens förändringar av officersutbildningen och akademisering av yrket samt ändrade befälsstrukturer i Försvarsmakten (FM) har återigen satt fart på diskussionen. Det handlar bland annat om FM får den officer som man behöver för att kunna bygga starka krigsförband och om officeren har de kvalifikationer som detta kräver? Men vad är officersyrket för något och vad är det egentligen FM vill ha? Studien undersöker just det, vad en officer är och vilka egenskaper som en officer förväntas att ha med sig in i yrket.  Utbildningen vid Försvarshögskolan (FHS) Officersprogrammet (OP) är det som skall leda till en officer med rätt kvalifikationer och egenskaper vilket leder till den andra delen av studien, där bilden av vad en officer är jämförs med de examensmål som programmet har. Dessa examensmål framgår av förordningen för FHS och med de 17 examensmålen examinerade så skall kadetten vara klar att påbörja sitt yrke som officer. Frågan är om den förutsättningen verkligen finns?   För att kunna göra denna jämförelse har studien, genom intervjuer, tagit fram en modell av en officer från det unika med officersprofessionen, våldsmonopolet, via antagningskrav för utbildningen till egenskaper som officeren måste ha och roller som officeren utövar. Modellen har två portalparagrafer som är att betrakta som en sammanställning, vilka studien anser är nödvändiga för att hantera de mest allvarliga frågor som i förlängningen kan innebära beslut om liv eller död.  Portalparagraferna är mångsidighet och en väl utvecklad inre kompass.   I jämförelsen mellan modellen och examensmålen har studien funnit att examensmålen är avmilitariserade och har en teoretisk slagsida. Den väpnande striden har kommit i skymundan och officerares ansvar för det statliga våldsmonopolet inte finnsmed. De tydliggör inte heller en del av de egenskaper och kvalifikationer, som studien har visat, är nödvändiga för att officeren som ledare ska kunna hantera yrkesprofessionen och axla det ansvar detta kräver. Det gör att kadetten inte fullt ut får den möjlighet att bli den officer som FM behöver.   Studien visar bland annat att examensmålen bör ses över och kanske även till del skrivas om.
The training of military officers is well debated and has always been. But the recent years' changes in officer training and the academisation of the profession and also changed command structures in the Swedish Armed Forces (SAF) have once again set the stage for discussion. Among other things, it is about SAF getting the officer they need to build strong units and whether the officer has the qualifications that this requires? But what is the profession as an officer and what does the SAF really wants? The study examines just that, what is a military officer and what qualities an officer is expected to bring into the profession.  The education at the Swedish National Defense University (SDU) and the military officers’ program (OP) is the education, which should lead to a profession as an officer with the right qualifications and characteristics. This leads to the second part of the study, where the image of an officer is compared to the exam objectives for the program. These exam objectives are stated in the ordinance for SDU, and with the 17 exam objectives examined; the cadet should be ready to begin his profession as an officer. The question is whether this condition really exists?  In order to make this comparison, the study, through interviews, has developed a model of an officer from the unique with the profession, the monopoly of violence, via admission requirements for the education, to characteristics that the officer must have and roles that the officer exercises. The model has two portal paragraphs that are a compilation of the model, which the study considers necessary to deal with the most serious issues that may ultimately involve decisions on life or death.   The portal paragraphs are versatility and a well-developed inner moral guidance.  In the comparison between the model and the exam objectives, the study found that the objectives are demilitarized and have a theoretical approach. The armed battle is overshadowed and the officers' responsibility for the state monopoly of violence is not included. Nor do they clarify some of the characteristics and qualifications that the study has shown are necessary for the officer to be able to manage the profession as a leader and shoulder the responsibility this requires. This means that the cadet does not fully get the opportunity to become the officer that SAF needs.  The study shows, among other things, that the exam objectives should be reviewed and perhaps even partly rewritten.

Abstract:
This thesis examines the perceptions and experiences of school guidance personnel in relation to clinical supervision. Specifically the study sought to discover how clinical supervision is conceptualised by school guidance personnel, and how it is experienced by them. In addition, it examined how school guidance personnel perceive that the supervisory context affects the conduct of clinical supervision. The study also evaluated the use of teleconference calls as a medium for conducting focus group interviews with participants in remote locations. The study was conducted in three parts. First, data was gathered through a survey questionnaire. Two versions of the questionnaire were developed. One version was worded to reflect the role of guidance officers in the supervisory process, and the other version was worded to reflect the role of senior guidance officers in the supervisory process. The questionnaires were distributed to all guidance officers and senior guidance officers employed by the Queensland Department of Education (renamed Education Queensland since the time of the study). Second, focus group interviews were conducted using teleconference call facilities. The focus group interviews were conducted with a random sample of guidance officers and senior guidance officers who had completed the questionnaires. Guidance officers were interviewed separately from senior guidance officers. In addition, guidance officers who received clinical supervision were interviewed separately from those who did not receive clinical supervision. Third, the use of teleconference calls as a medium for conducting focus group interviews with people from remote locations was evaluated by means of a questionnaire sent to all participants. The data was analysed quantitatively and qualitatively as appropriate. The findings established that the provision of clinical supervision was perceived as inadequate by most senior guidance officers and guidance officers. In addition, most participants perceived that the amount of training they had received in clinical supervision was inadequate. The study also found that the training and induction of those new to the profession are inadequate. The inadequacy of clinical supervision, supervision training, and the training and induction of those new to the profession was attributed to the supervisory context and a lack of professional leadership on the part of Education Queensland. In addition, differences were found between supervised guidance officers and senior guidance officers, males and females, supervised and unsupervised guidance officers, primary and secondary guidance officers, and experienced and less experienced guidance officers. The study also found that the use of teleconference calls was a successful method of conducting focus group interviews. As a result of this study, the recommendations relate to the issue of professional leadership. In particular, recommendations are provided for Education Queensland, the Queensland Guidance and Counselling Association Inc., the professional organisation representing guidance personnel, and the universities who conduct counsellor training and guidance training courses. Specifically, the recommendations address the establishment of clinical supervision guidelines, supervision training, induction of those new to the profession, and closer communication between the Queensland Guidance and Counselling Association Inc. and Education Queensland.

AbstractThis research focuses on the energy performance of office building in Wuhan. The research explored and predicted the optimal solution of design variables by Multi-Island Genetic Algorithm (MIGA) and RBF Artificial neural networks (RBF-ANNs). Research analyzed the cluster centers of design variable by K-means cluster method. In the study, the RBF-ANNs model was established by 1,000 simulation cases. The RMSE (root mean square error) of the RBF-ANNs model in different energy aspects does not exceed 15%. Comparing to the reference case (the largest energy consumption case in the optimization), the 214 elite cases in RBF-ANNs model save at least 37.5% energy. By the cluster centers of the design variables in the elite cases, the study summarized the benchmark of 14 design variables and also suggested a building energy guidance for Wuhan office building design.

Activity in this area is guided by WHO Europe’s Child and Adolescent Health Strategy 2015–2020, which all 53 member states in the region endorsed. The strategy sets out principles and priorities, which countries adapt to their national needs, with WHO monitoring overall implementation. This chapter details initiatives that are guided by this strategy, that the WHO Regional Office for Europe oversee and have helped develop. This includes assessing causes of morbidity and mortality, development of adolescent friendly health services, development of tools and guidance for member states, supporting school-based health promotion and ongoing strategic development.

Turkey’s diaspora engagement has taken various forms in line with the domestic and international developments over the decades. From the early 2000s, the Turkish state has adopted an active approach to diaspora policies, in accordance with its assertive neo-Ottomanist foreign policy (Aydin Y, The new Turkish diaspora policy: its aims, their limits and the challenges for associations of people of Turkish origin and decision-makers in Germany (working paper). Stiftung Wissenschaft und Politik-SWP-Deutsches Institut für Internationale Politik und Sicherheit, Berlin, 2014; Mencutek ZS, Baser B, J Balkan Near East Stud 20:86–105, 2018). In this period, the Turkish Government has depicted the Turkish diaspora both as a political and economic resource in the transnational policy-making and lobbying procedures, and as a population that needs protection and guidance vis-à-vis host country authorities (Mencutek ZS, Baser B, J Balkan Near East Stud 20:86–105, 2018). This chapter demonstrates that this two-dimensional approach has also been influential in social protection policies addressing Turks abroad. Turkish authorities mostly aim to assist migrants with navigating the welfare system in the receiving countries. This approach is complemented by a strategy of fortifying transnational economic, political and cultural ties with Turks abroad as part of public diplomacy and the attainment of soft power goals. With elements such as child benefits, expansion of the related attaché offices, and educational services for children, family-related benefits constitute the most accentuated social protection policies adopted by the Turkish state. The significance of family in Turkish diaspora social protection policies fits well with the Government’s emphasis on family values as an intrinsic part of its conservative policies.

Abstract Police officers shoot roughly 1,000 people each year in the line of duty. Police killings typically occur in the context of fraught encounters with people carrying guns or other weapons, who in many cases are intoxicated or impaired due to mental illness, and who pose an imminent threat to the officer or others. Most police shootings are legally justifiable but are still problematic and preventable. Police departments need to improve their internal accountability mechanisms in order to launch a powerful response to officer-involved shootings. Nonlethal means of responding to tense situations must receive priority attention in training and departmental policy. Other reforms include better training for dealing with mental health crises, and strategies to prevent people from dying after being shot. Many police departments fail to provide sufficient training, guidance, and options to the great majority of officers who want to do the right thing in challenging circumstances.

From the beginning of the war to the summer of 1862, officers in the West adopted policies toward fugitive slaves that ranged from barring them altogether from their lines to aggressively liberating them. In August 1861, Congress offered some guidance on the issue with the First Confiscation Act, but the act’s limited scope led to minimal confiscation or none at all by top officers. Sensitive to the sentiments of border states like Missouri, who supported the Union but wanted slavery preserved, Lincoln was not yet ready to push for emancipation. At times, however, officers in the Border South still carried out the First Confiscation Act, but much depended on the dispositions and political views of the officers. Some Union officers, like William T. Sherman, Henry Halleck, and Ulysses S. Grant, held conservative views and pushed back against letting fugitive slaves enter Union lines and confiscating slaves belonging to Unionists. Officers, particularly in states like Tennessee, Alabama, and Louisiana, had very different ideas about how to handle fugitive slaves, and they were willing to pursue them even if it meant conflict with each other, their superiors or subordinates, or Washington.

Like Levmore, Masur observes that the quintessential feature of the absurdist guidelines in Catch-22 is that they are all structured as rules, rather than standards. There is no discretion available to the officers charged with implementing the army’s battery of legal commands and regulations. But whereas Levmore sees this as unrealistic, Masur argues that strict legal rules are endemic to large organizations such as the army. Governing millions of people is an immense logistical and organizational challenge. Upper-level commanders must ensure that mid-level officers follow orders consistently; mid-level officers must ensure that they are treating their soldiers equitably and without favoritism. In fact, as Masur observes, the modern US Army operates under the guidance of hundreds of minute and often preposterous rules, just like the army in Heller’s novel. In this respect, Catch-22 succeeds in capturing important features of both war and other types of mass mobilization.

Iivari and Ervasti’s (1994) Construct for User Information Satisfaction is used within a case study to examine information quality and the satisfaction of the students, teachers and guidance officers with curriculum and career guidance information. It was found that there are curriculum quality differences and dissimilar levels of IT resources available between schools. Independent school students had access to additional IT subjects and information, which enabled them to make a more informed decision about studying IT in higher classes or tertiary institutions. Independent school students were also better equipped to enter elective IT subjects in Years 11 and 12, having gained the foundations of the knowledge in earlier years. Finally, there was general dissatisfaction amongst the students with the educational experience and problems with the ability of teachers and guidance officers being able to remain current about new technologies and the changes in job descriptions in the IT industry.

A CFD-based model has been developed for predicting the aerodynamic forces on the rig and sails of the U.S. Brig Niagara. Wind tunnel tests and full-scale experiments were performed to validate the model. The model was then used to predict both the optimum sail trim for various points of sail, as well as the heel angle for different wind speeds. The results show that the optimum bracing (or trim) angle for square sails when sailing off the wind differs significantly from conventional wisdom. The stability analysis shows that the maximum heeling moment occurs when the apparent wind is approximately 80° from the bow, and that with a typical heavy weather sail configuration Niagara would be at risk of capsize in about 40 knots of wind. These results are useful for learning about square rig sailing as well as providing guidance to the Niagara’s officers regarding survivability of the ship.

High-rise building construction accidents are observed within the construction industry in Sri Lanka. These accidents represent a significant loss for the construction industry in terms of lives, cost, time, and the reputation of the construction company. To overcome those losses, this research aimed to develop the framework as guidance to mitigate frequently happening accidents in high-rise building construction in Sri Lanka. It was achieved by three main objectives, identify the frequent accidents in high-rise building construction, investigate the causes of frequent accidents happen and analyze the strategies to minimize them. The first two objectives were completed by literature review, and the third objective was completed by data collection while developing the second objective. The data collection was done through semi-structured interviews with 12 professionals who work as health and safety officers, project managers, engineers, and quantity surveyors in high-rise building construction. Only those who work in the Colombo area were considered here as a limitation. Under the first objective, scaffolding accidents, struck by falling objects, plant, and machinery accidents, falling from a height, and fire accidents were identified as frequent accidents in high rise building construction, and causes were listed below the human factors, material, and equipment factors, environmental Factors, safety technology factors, and management failures as the second objective. Essentially risk assessment, developing the site conditions, conducting training programs establishing safety system with the procedure control system, and establishing penalty procedure were the discoveries of the third objective, and those are categorized separately in the pre-construction stage and post-construction stage. According to all these findings, the framework was developed to identified relevant mitigation practices for the causes of high-rise building construction accidents, and this research recommended for government to introduce new regulations for safety while strictly following up the safety system of the high-rise building construction sites to reduce the accidents. The U.S. Nuclear Regulatory Commission (NRC) has provided set guidance that hydrogen concentrations in radioactive material packages be limited to 5 vol% unless the package is designed to withstand a bounding hydrogen deflagration or detonation. The NRC guidance further specifies that the expected shipping time for a package be limited to one-half the time to reach 5 vol% hydrogen. This guidance has presented logistical problems for transport of retrieved legacy waste packages on the Department of Energy (DOE) Hanford Site that frequently contain greater than 5 vol% hydrogen due to their age and the lack of venting requirements at the time they were generated. Such packages do not meet the performance-based criteria for Type B packaging, and are considered risk-based packages. Duratek Technical Services (Duratek) has researched the true risk of hydrogen deflagration and detonation with closed packages, and has developed technical justification for elevated concentration limits of up to 15 vol% hydrogen in risk-based packages when transport is limited to the confines of the Hanford Site. Duratek has presented elevated hydrogen limit justification to the DOE Richland Operations Office and is awaiting approval for incorporation into the Hanford Site Transportation Safety Document. This paper details the technical justification methodology for the elevated hydrogen limits.

Purpose: Lots of research has been published about the impact of COVID-19 pandemic on education, students in particular. However, little is known about the challenges and stress Slovenian Student Administration Office staff experienced during and after the lockdown, which is what this survey aims to address. Methodology: The survey was created in the 1KA survey platform and carried out between 27th May 2021 and 27th August 2021. We invited 120 higher education institutions to participate in the survey, out of which 30 responded. Results: The results indicated that Slovenian Student Administration Office staff were versed with digital technology before the COVID-19 pandemic. Most of them were equipped with digital skills and had prior experience with remote access, e-learning system, video-conferencing and preparing video contents. During e-learning, their work overload increased and they were putting in longer hours. Also, students demanded more instructions and guidance on distance learning compared to the times before the COVID-19 pandemic. The vast majority of the staff surveyed experienced technical barriers but most of them felt able to cope functionally with the stress.

Based on a recommendation from the Defense Nuclear Facilities Safety Board, the Department of Energy (DOE) Office of Nuclear Safety Policy and Assistance (HS-21) has recently issued DOE Manual 441.1-1 entitled Nuclear Material Packaging Manual. This manual provides guidance regarding the use of non-engineered storage media for all special nuclear material throughout the DOE complex. As part of this development effort, HS-21 has funded the Oak Ridge National Laboratory (ORNL) Transportation Technologies Group (TTG) to develop and demonstrate testing protocols for such onsite containers. ORNL TTG to date has performed preliminary tests of representative onsite containers from Lawrence Livermore National Laboratory and Los Alamos National Laboratory. This paper will describe the testing processes that have been developed.

In the past the design of a new product used to be performed by intuition and by expertise based on previous successes, and even better on previous failures. When designing a product, a young engineer was fully dependent on the guidance, inspection and help of his superior in the design office. Such guidance was essential for long periods. In the second half of the 20th century systematic design methods have been developed, with the aim that even a novice designer will be able to devise a novel good product. The methods were developed in two very different trends, one in the USSR by G. Altshuller, by the name of TRIZ — a Russian acronym for the Theory of Inventive Problem Solving — and the other in Germany, by a few contributors and is generally known as the Pahl and Beitz method. These two techniques are quite different in approach and in details and have been further developed in the recent years. The Pahl & Beitz method has been enhanced by the ICDM tools and TRIZ has been further developed into SIT, ASIT and USIT versions. In this study, a comparison of all the versions will be made and differences and similarities are highlighted. The methods started very different, but as the development advanced, now quite a few basics and details of both methods, are getting closer to each other. Both ways became quite popular, and attracted many followers. This study presents a comprehensive comparison of the two routes of methods in solving engineering problems.

During the COVID-19 pandemic, federal and state restrictions hindered many aspects of clinical trials, such as recruiting patients, which made completing required research tasks difficult or impossible. Many existing guidance documents and policies were redesigned rapidly during the pandemic to accommodate COVID-19-related emergencies. Such policies laid the foundation for change in clinical research. The purpose of this clinical research regulatory review is to determine how regulatory bodies such as the Food and Drug Administration, Office of Human Research Protections, and institutional review boards have responded to challenges in running clinical trials during the COVID-19 pandemic.

Abstract:
On Thursday, 30 April 2020, the EdTech Hub participated in an “Ask me anything” session for policy-makers and funders in Nepal. The session focused on designing high-quality, effective, distance education programmes during the COVID-19 pandemic. Participants included high-level officials from the Nepalese government (e.g., the Ministry of Education, Science and Technology, the Curriculum Development Office and the Education Review Office), representatives from development partners (e.g., the World Bank, UNICEF and USAID) and other education organisations (e.g., OLE Nepal). The session was convened for two purposes. First, to consider international good practice and current trends in distance education during the COVID-19 pandemic, presented by the World Bank EduTech team and the EdTech Hub. Second, for the EdTech Hub team to gather questions from participants, to be able to target guidance specifically to the situation in Nepal. This document provides answers to a consolidated list of 10 questions received from stakeholders during the session. To consolidate any overlap, we have occasionally combined multiple questions into one. In other cases, where multiple important issues required a focused response, we split apart questions.

Abstract:
Public procurement of goods and services contributes to about 15% of global greenhouse gas emissions. In the EU, public purchasing represents 15% of its GDP, acting as a major influencer on the market through the products and services acquired by governments from the local to national levels. The public sector has a role to play in leveraging this purchasing power to achieve the best societal value for money, particularly as we scramble to bend the curve of our planet’s warming. Globally, the construction and transport sectors each represent about 12% of government procurements’ GHG emissions. Furthermore, these sectors’ decarbonization efforts demand profound and disruptive technological shifts. Hence, prioritizing these sectors can make the greatest impact towards reducing the environmental footprint of the public sector and support faster decarbonization of key emitting industries. Meanwhile, the EU committed to achieving 55% reduction in GHG emissions by 2030 compared to 1990 levels. Drastic emissions reductions are needed at an unprecedented speed and scale to achieve this goal. Green Public Procurement (GPP) is the practice of purchasing goods and services using environmental requirements, with the aim of cutting carbon emissions and mitigating environmental harm throughout the life cycle of the product or service. While the EU and many of its Member States alike have recognized GPP as an important tool to meet climate goals, the formalization of GPP requirements at the EU level or among local and national governments has been fragmented. We call for harmonization to achieve the consistency, scale and focus required to make GPP practices a powerful decarbonization tool. We surveyed the landscape of GPP in the EU, with a focus on construction and road transport. Through interviews and policy research, we compiled case studies of eight Member States with different profiles: Sweden, the Netherlands, France, Germany, Estonia, Poland, Spain and Italy. We used this information to identify solutions and best practices, and to set forth recommendations on how the EU and its countries can harmonize and strengthen their GPP policies on the path toward cutting their contributions to climate change. What we found was a scattered approach to GPP across the board, with few binding requirements, little oversight and scant connective tissue from national to local practices or across different Member States, making it difficult to evaluate progress or compare practices. Interviewees, including policy makers, procurement experts and procurement officers from the featured Member States, highlighted the lack of time or resources to adopt progressive GPP practices, with no real incentive to pursue it. Furthermore, we found a need for more awareness and clear guidance on how to leverage GPP for impactful societal outcomes. Doing so requires better harmonized processes, data, and ways to track the impact and progress achieved. That is not to say it is entirely neglected. Most Member States studied highlight GPP in various national plans and have set targets accordingly. Countries, regions, and cities such as the Netherlands, Catalonia and Berlin serve as beacons of GPP with robust goals and higher ambition. They lead the way in showing how GPP can help mitigate climate change. For example, the Netherlands is one of the few countries that monitors the effects of GPP, and showed that public procurement for eight product groups in 2015 and 2016 led to at least 4.9 metric tons of avoided GHG emissions. Similarly, a monitoring report from 2017 showed that the State of Berlin managed to cut its GHG emissions by 47% through GPP in 15 product groups. Spain’s Catalonia region set a goal of 50% of procurements using GPP by 2025, an all-electric in public vehicle fleet and 100% renewable energy powering public buildings by 2030. Drawing from these findings, we developed recommendations on how to bolster GPP and scale it to its full potential. In governance, policies, monitoring, implementation and uptake, some common themes exist. The need for: • Better-coordinated policies • Common metrics for measuring progress and evaluating tenders • Increased resources such as time, funding and support mechanisms • Greater collaboration and knowledge exchange among procurers and businesses • Clearer incentives, binding requirements and enforcement mechanisms, covering operational and embedded emissions With a concerted and unified movement toward GPP, the EU and its Member States can send strong market signals to the companies that depend on them for business, accelerating the decarbonization process that our planet requires.
