Abstract:
The future power system, characterized by lower inertia, reduced programmability and more distributed architecture, will depend on prompt and reliable control systems. Quick ancillary services provided by battery energy storage systems (BESS) could be a resource in order to deliver fast and precise response to frequency events. Degrees of freedom in the design of innovative products traded on ancillary services markets give the asset manager room for developing state-of-charge (SoC) restoration mechanisms. These are necessary to effectively exploit BESS as key resources for electricity balancing. This study compares the main SoC restoration strategies. It aims to define which ones are suitable for guaranteeing the reliability of the provision and the return on the investment. A robust regulatory framework analysis describes the degrees of freedom guaranteed by the main experiences around Europe. In this paper, a BESS model with variable efficiency is used to compare the provision of Frequency Containment Reserve (FCR) with different SoC restoration strategies exploiting one or more degrees of freedom. Here, we show that the degrees of freedom are key to the reliability of provision. Among most diffused mechanisms, dead-band strategies secure the desired consistency, but require large energy flows for SoC management. Thus, BESS life and economics decrease. The strategies based on minimum available energy guarantee assured reliability while being fair with BESS life and operation costs.

Abstract:
The article presents a simulation model for estimating the economic effect of the energy storage systems providing the balancing electricity to the Transmission System Operator in the balancing market segment. The model simulates the serial charge and discharge of storage (i.e., sequential provision of unloading and loading services). Peculiarities of considering the cost of purchase, installation, and maintenance of energy storage systems with reduction both to the guaranteed service life and the guaranteed resource of charge/discharge cycles are given. An example of the application of the simulation model for estimating the economic effect and payback period of energy storage systems in the provision of electricity balancing services in the balancing market segment is shown. Abstract:
A virtual router model with a static and dynamic resource reconfiguration for future internet networking was developed. This technique allows us to create efficient virtual devices with optimal parameters (queue length, queue overflow management discipline, number of serving devices, mode of serving devices) to ensure the required level of quality of service (QoS). An analytical model of a network device with virtual routers is proposed. By means of the mentioned mathematical representation, it is possible to determine the main parameters of the virtual queue system, which are based on the first in, first out (FIFO) algorithm, in order to analyze the efficiency of network resources utilization, as well as to determine the parameters of QoS flows, for a given intensity of packets arrival at the input interface of the network element. In order to research the guaranteed level of QoS in future telecommunications networks, a simulation model of a packet router with resource virtualization was developed. This model will allow designers to choose the optimal parameters of network equipment for the organization of virtual routers, which, in contrast to the existing principle of service, will provide the necessary quality of service provision to end users in the future network. It is shown that the use of standard static network device virtualization technology is not able to fully provide a guaranteed level of QoS to all present flows in the network by the criterion of minimum delay. An approach for dynamic reconfiguration of network device resources for virtual routers has been proposed, which allows more flexible resource management at certain points in time depending on the input load. Based on the results of the study, it is shown that the dynamic virtualization of the network device provides a guaranteed level of QoS for all transmitted flows. Thus, the obtained results confirm the feasibility of using dynamic reconfiguration of network device resources to improve the quality of service for end users.

Abstract:
Cloud computing is an emerging distributed computing paradigm. However, it requires certain initiatives that need to be tailored for the cloud environment such as the provision of an on-the-fly mechanism for providing resource availability based on the rapidly changing demands of the customers. Although, resource allocation is an important problem and has been widely studied, there are certain criteria that need to be considered. These criteria include meeting user’s quality of service (QoS) requirements. High QoS can be guaranteed only if resources are allocated in an optimal manner. This paper proposes a latency-aware max-min algorithm (LAM) for allocation of resources in cloud infrastructures. The proposed algorithm was designed to address challenges associated with resource allocation such as variations in user demands and on-demand access to unlimited resources. It is capable of allocating resources in a cloud-based environment with the target of enhancing infrastructure-level performance and maximization of profits with the optimum allocation of resources. A priority value is also associated with each user, which is calculated by analytic hierarchy process (AHP). The results validate the superiority for LAM due to better performance in comparison to other state-of-the-art algorithms with flexibility in resource allocation for fluctuating resource demand patterns.

Increased operational effectiveness and the dynamic integration of only temporarily available compute resources (opportunistic resources) becomes more and more important in the next decade, due to the scarcity of resources for future high energy physics experiments as well as the desired integration of cloud and high performance computing resources. This results in a more heterogenous compute environment, which gives rise to huge challenges for the computing operation teams of the experiments. At the Karlsruhe Institute of Technology (KIT) we design solutions to tackle these challenges. In order to ensure an efficient utilization of opportunistic resources and unified access to the entire infrastructure, we developed the Transparent Adaptive Resource Dynamic Integration System (TARDIS). A scalable multi-agent resource manager providing interfaces to provision as well as dynamically and transparently integrate resources of various providers into one common overlay batch system. Operational effectiveness is guaranteed by relying on COBalD – the Opportunistic Balancing Daemon and its simple approach of taking into account the utilization and allocation of the different resource types, in order to run the individual workflows on the best-suited resource respectively. In this contribution we will present the current status of integrating various HPC centers and cloud providers into the compute infrastructure at the Karlsruhe Institute of Technology as well as our experiences gained in a production environment.

The purpose of the article is, based on the analysis of the best international experience, to formulate theoretical aspects and offer recommendations aimed at developing an effective system of credit guarantees to increase financial support for small and medium-sized agricultural enterprises. Research methods. In the process of research, depending on the goals and objectives, the following methods of cognition and analysis of economic processes were used: theoretical generalization - when substantiating theoretical provisions on the functioning of the system of credit guarantees; statistical comparisons - in identifying and assessing the effectiveness of state regulation of the system of financing small and medium-sized businesses; analysis of hierarchies - when determining promising ways of financial support for small and medium-sized agricultural enterprises; systemic method - in assessing the effectiveness of government regulation of the system of credit guarantees as one of the key tools widely used with the support of enterprises in the agricultural sector of the economy; expert assessments - when systematizing the main guarantee schemes and types of guarantee products and restrictions on their practical application; analysis and synthesis, induction and deduction, comparison - in the study of international experience in the implementation of guaranteed lending programs and consideration of the existing schemes for organizing this activity. Research results. The main provisions of the development of the system of financial support for small and medium-sized agricultural enterprises are formulated and methodological approaches to its improvement in the context of reforming the national economy are developed. The expediency of the development of programs for providing loans was determined, taking into account their role in reducing the restrictions on lending by banks to small and medium-sized agricultural enterprises. Conceptual foundations for the implementation of guarantee programs carried out with state participation have been developed. It has been established that targeted long-term and medium-term loans and guarantees allow covering the risks associated with agricultural activities by providing financial resources for the development of production. The necessity of developing a system of credit guarantees as the most effective instrument of financial support for enterprises in the agricultural sector of the economy has been proved. It was found that a good result can be achieved through the provision of guarantees that provide a partial amount of credit, when the farmer also bears some responsibility for the return of the funds received. Scientific novelty. Conceptual foundations for the development of a loan guarantee system have been developed The introduction of government measures aimed at increasing the volume of lending to small and medium-sized agricultural enterprises is proposed. The system of credit guarantees was further developed as the most effective instrument capable of alleviating difficulties in obtaining a bank loan for small and medium-sized agribusiness. On the basis of the best international experience, the national system of guaranteeing loans was improved with the formation and functioning of specific financial institutions (funds) specializing in ensuring the provision of commercial loans to enterprises of the agro-industrial complex. Practical significance of the article lies in bringing the theoretical and methodological provisions to the level of practical recommendations in the development of national measures for financial support and stimulation of the development of small and medium-sized agricultural enterprises in Ukraine. The formulated provisions, conclusions and recommendations are of interest to managers and employees of enterprises in the agricultural sector of the economy. Abstract:
The study of the peculiarities of the infrastructure provision of persons with disabilities in the market of medical services is considered in the article. It has been identified that the state of the infrastructure of the domestic healthcare market is characterized by the provision of medical services for people with disabilities. Every year it decreases due to the reduction of public financing of the medical sector, the inefficient use of budgetary funds, and the imperfection of national legislation, which regulates the functioning of this market. The financial resource and economic potential of the country are not able to meet the needs of persons with disabilities in medical care at a state-guaranteed quality level, especially, despite the rapid increase in the number of persons with disabilities. The factors, which influence the infrastructure provision of persons with disabilities in the market of medical services, are determined. The necessity to develop forms of public and private partnership in this area is grounded. The preconditions for forming the system of infrastructure provision of persons with disabilities in the market of medical services are defined. They are considered as a complex of organizational and economic instruments. This complex aims to expand the opportunities for persons with disabilities, taking into account their individual characteristics. The success of functioning of the whole system of social and economic provision of persons with disabilities and of the separate components of this system mostly depends on the complex and systematic approach to its institutional regulation.

Дисертація на здобуття наукового ступеня кандидата технічних наук зі спеціальності 05.05.03 – двигуни та енергетичні установки. – Національний технічний університет "Харківський політехнічний інститут". –Харків, 2018. Дисертація присвячена моделюванню в САПР нестаціонарних термічних навантажень та ресурсної міцності поршнів швидкохідних дизелів. З'ясовано, що для моделювання температурного стану поршня в перехідних процесах дизеля необхідно застосування нестаціонарних моделей експлуатації. При цьому, при завданні граничних умов необхідно мати дані щодо функцій керування, які враховують час перехідного процесу. Визначено допустимі спрощення завдання ГУ в характерних зонах поршня при розрахунках температурного та термонапруженого стану поршня на стаціонарних та в перехідних процесах дизеля. Їх використання дозволяє скоротити час проектування без порушення концепції гарантованого забезпечення ресурсу кромки КЗ на початкових етапах застосування САПР. Проведено експериментальне дослідження з визначення температурного стану поршня для дизеля 4ЧН12/14 в перехідних процесах дизеля. За даними дослідження визначені функції керування для кожного перехідного процесу. Запропоновано комплекс математичних моделей для визначення температурного та термонапруженого стану поршня в перехідних процесах дизеля. Для цього визначені рівняння функцій керування ГУ для ділянок першого та другого ПК. При спрощені ГУ достовірність результатів запропоновано встановлювати за показником відносного розрахункового збільшення ресурсу. За результатами досліджень встановлено вплив запізнення в часі ступінчастої зміни ГУ 3-го роду поршня в перехідному процесі дизеля на ресурсну міцність кромки КЗ. Означений захід дає змогу підвищити ефективність САПР на стаціонарних та нестаціонарних навантаженнях та при виконанні оцінки ресурсної міцності поршнів. Запропоновані нові конструкції поршнів з порожнинами масляного охолодження.
Thesis for the science degree of the Candidate of technical sciences by specialіty 05.05.03 – engines and power plants. – National Technical University "Kharkov polytechnic institute", Kharkov, 2018. The thesis is devoted to modeling in CAD of non-stationary thermal stresses and resource durability of pistons of high-speed diesel engines. The dissertation is devoted to the modeling of non-stationary thermal loads and resource strength of high-speed diesels in CAD. It has been found that for modeling the thermal state of the piston in the transient processes diesel, it is necessary to use non-stationary models of operation. In this case, when the boundary conditions are imposed, it is necessary to have data on control functions that including the time of the transition process. The allowable simplifications of the border conditions problem in the characteristic zones of the piston in the calculations of the thermal and thermo-stressed state of the piston on the stationary and in the transient processes of the diesel load are determined. Their use allows to shorten the design time without violating the concept of guaranteed maintenance of the resource of the edge of the combustion chamber in the initial stages of CAD application. An experimental study was conducted to determine the thermal of a piston for a 4CHN12/14 diesel engine in transient diesel processes. According to the study, control functions are defined for each transient process. A complex of mathematical models for the determination of the thermal and thermo-stressed state of the piston in the transient processes of the diesel is proposed. With simplified border conditions, the reliability of the results proposed to set the indicator of the relative estimated increase in the resource. According to the results of the research, the effect of the shift in time of the step change of the BC of the 3rd kind of a piston in the transient process of the diesel engine on the resource strength of the edge of the combustion chamber is established. This measure allows to increase the efficiency of CAD on stationary and non-stationary loads and when performing the evaluation of the resource strength of the pistons. New designs of pistons with oil-cooling cavities are proposed.

Abstract:
Determining the amount of resources needed, specifically food and water, following a hurricane is not a straightforward task. Through this research effort, an estimating tool was developed that takes into account key demographic and evacuation behavioral effects, as well as hurricane storm specifics to estimate the number of meals required for the first fourteen days following a hurricane making landfall in the State of Florida. The Excel based estimating tool was created using data collected from four hurricanes making landfall in Florida during 2004-2005. The underlying model used in the tool is a Regression Decision Tree with predictor variables including direct impact, poverty level, and hurricane impact score. The hurricane impact score is a hurricane classification system resulting from this research that includes hurricane category, intensity, wind field size, and landfall location. The direct path of a hurricane, a higher than average proportion of residents below the poverty level, and the hurricane impact score were all found to have an effect on the number of meals required during the first fourteen days following a hurricane making landfall in the State of Florida.

Using objects to structure distributed systems is becoming an increasingly popular paradigm. This thesis examines some of the fundamental problems associated with resource provision in such systems. A conceptual framework for the work is created by the development of a reference model for object oriented distributed systems. Within this framework, several aspects of resource provision are examined in detail. In each case, an object oriented solution is sought rather than applying existing, process based solutions. The problem of object construction in a heterogeneous environment is addressed, leading to the development of a distributed transformation algorithm for the automatic construction of object representations. A novel scheduling mechanism is developed based upon statistical hypothesis testing. Two applications of this mechanism are simulated in detail: the assignment of invocation messages to object instances, and the suppression of redundant status update messages. The concept of 'virtual properties' is introduced, leading to the development of virtual templates as a re-usable mechanism for endowing objects with properties such as resilience and persistence. The separate resource provision issues addressed are then drawn together to demonstrate how the techniques developed can be used to satisfy users' resource requirements.

Actuality of work is to increase the efficiency of the design process on the basis of compliance with the concept of guaranteed provision of the resource design. The analysis of the current state of methods, models and methods for predicting the heat stress state and edge resource of the combustion chambers of the forced engine pistons, the routes of the projects passing through the CAD/CAE is carried out in the work. It is shown that the existing deviations from the concept of guaranteed reliability in the applied techniques and models are associated with the possible unreasonable level of assumptions and simplifications of input, external, internal and output parameters of models and, accordingly, with unreasonable design routes. It is suggested to increase the efficiency of the design process on the basis of a comprehensive analysis of the permissible simplification of the geometric and design models, the engine operation model and the corresponding boundary conditions of the piston heat conduction problem. The technique of forecasting the accumulation of damages in the material of the piston is specified. The model of prediction of boundary conditions of the third kind is improved. A dependence of the heat transfer coefficient local on the surface of the combustion chamber is proposed, which takes into account the fuel advance angle. It is established that an increase in the fuel feed angle by 6 ° can more than double the relative damage of the piston material in the combustion chamber edge zone. The recommendations on the choice of the determining mode of loading of the engine are developed. The analysis of the features of the change in the temperature and thermonuclear state in the circumferential direction of the edge of the combustion chamber taking into account changes in the geometry of the piston, the engine boost level and other weighty factors is analyzed. It is shown for the first time that local changes in the geometry of the piston's fire surface can lead to multidirectional changes in the temperature and thermo-stressed state of such zones. The notion of the effect of the levels of simplification of geometry, the calculation model, the boundary conditions of the thermal conductivity of the piston on the results of calculating the strength of the edge of the combustion chamber of the piston is expanded. It has been established that simplifying the geometry of the piston in the zone of the edge of the combustion chamber can lead to a significant over-reduction, more than 35%, of the criterion of relative damage to the material. Such a simplification of the model leads to a violation of the concept of guaranteed assurance of the resource. The technique of passing the piston design in multi-stage CAD/CAE is improved. The example of diesel 4CHN12/14 analyzed the measures to ensure the resource strength of pistons and determined the numerical values of their impact. Two new designs of the piston with cavities of gallery oil cooling are offered.

The objective of this research is to investigate and develop an efficient and seamless data transport protocol for a heterogeneous wireless mobile network. In next-generation network, most of heterogeneous wireless mobile networks will be combined and complementarily constitute a hierarchical network. To integrate different networks, many challenging issues should be solved. In this thesis, an efficient and seamless data transport mechanisms are explored. We investigate the problems that the current transport control protocol (TCP) will experience within the heterogeneous mobile network. In a heterogeneous network, a mobile host experiences drastic changes in network condition during a session. Traditional TCP struggles with abrupt network changes by intersystem handoff and cannot work efficiently in this environment. We propose a TCP scheme to be tailored to the heterogeneous mobile network to support seamless data transport. In the proposed scheme, a TCP is informed the impending handoff events and works differently based on a handoff type. Simulation results present the proposed algorithm improves throughput, stabilizes data transmission rapidly, and provides a seamless data transfer. We also propose an adaptive resource management scheme within a 3G cellular network based on a users priority level to reduce the call dropping and blocking rates. In a heterogeneous network, a network that provides smaller bandwidth may struggle with handed-off calls being served with a higher bandwidth. Therefore, a resource management algorithm should be defined so that an ongoing call is not dropped by a handoff and provides seamless data transfer. We propose an adaptive resource management scheme based on downgrading the quality of some existing services in a 3G cellular network. We analyze the system capacity, call blocking rate and call dropping rate of the proposed algorithm, and simulate the performance variation of the downgraded traffic. The results show that the proposed scheme increases system capacity, and decreases the call dropping rate at the cost of small delay of the downgraded data traffic.

Abstract:
Municipal solid waste from Lee County and Hendry County is processed at the Lee County Solid Waste Resource Recovery Facility (the “Facility”). Lee County (the “County”) owns the Facility, which began commercial operation in December 1994. The Facility’s current permitted capacity is 1,320 tons per day (tpd), provided by two 660-tpd boiler units, at a reference waste of 5,000 Btu. Covanta Energy of Lee, Inc. operates and maintains the Facility under the terms of a Service Agreement with the County that runs through 2014. Covanta also designed and constructed the Facility. The expansion of this Facility will be the first new construction of a municipal waste combustion (MWC) unit since the New Source Performance Standards were adopted. Despite the County’s comprehensive recycling program, the amount of solid waste the County delivers to the Facility has increased each year since the Facility began operation, primarily due to population growth. In 1999, this amount reached the Facility’s guaranteed annual capacity of 372,300 tons. In 2000, the Facility processed over 392,000 tons of municipal solid waste, while the County landfilled nearly 44,000 additional tons of processible waste. Current population projections for Lee and Hendry Counties suggest that processible solid waste generation will continue to increase, reaching nearly 550,000 tons by 2010. Rather than landfilling processible waste generated in excess of the Facility’s current capacity, it is the County’s intention to expand the Facility by adding a third 660-tpd boiler unit which would increase the Facility’s permitted capacity to 1,980-tpd. The original application for the Facility’s Power Plant Site Certification anticipated such an expansion, including provisions for a third 660-tpd MWC unit. Certain provisions for this third unit were incorporated into the Facility’s design and construction as well. These included providing the physical space for the third unit, the physical space for an additional flue for the third unit, and sizing the tipping floor, refuse pit, and certain common equipment for three units. The expansion will require a second turbine-generator unit and expanded switchyard, an extension to the existing turbine-generator building, as well as the addition of a third boiler unit and air pollution control equipment. The expansion will also require modifications to certain equipment and systems common to all boiler units in order to meet the additional capacity requirements of the expanded Facility. As of February 2003, the County is waiting for the Florida Department of Environmental Protection to issue a draft PSD Air Permit and is on scheduled to go before the Power Plant Siting Board in September 2003.

The ratification of the European Charter of Local Self-Government and the adoption of the Concept of the Reform of Local Self-Government and the Territorial Organization of Power in Ukraine in April, 2014 laid the groundwork for the approval of fiscal decentralization and the creation of fiscal frameworks for the development of rural areas. One of the defining conditions of fiscal decentralization is the provision of the local government with financial resources in an amount sufficient to perform their tasks for development of rural areas. Therefore, the purpose of the article is to study the peculiarities of rural development of Ukraine in terms of fiscal decentralization, identify the main problems, and present an argument for the directions towards enhancing the positive impact of fiscal decentralization on the social and economic development of rural areas. The methodological basis of the article is general scientific and special methods of research, in particular: economic and statistical; analysis and synthesis; tabular and graphical. The conducted research has made it possible to establish that the implementation of fiscal decentralization has resulted in greater interest of village council in increasing revenues to local budgets by transferring the right to receive more tax revenues and non-tax revenues, finding contingency local budgets, improving the efficiency of tax administration and fees. The study gives grounds for proposing approaches to increase the effectiveness of fiscal decentralization in the context of rural development, including expanding of the list of taxes and fees in budget revenues of united territorial community (e.g. corporate income tax, personal income tax, environmental tax); improving the mechanism for providing local budgets with inter-budget transfers from the State Budget of Ukraine; optimization of budget expenditures under the condition that a guaranteed and affordable level of public services is provided; increasing the accountability of local governments in order to prevent corruption; involvement of the population in active participation in development policy of rural areas.

The article discusses the main provisions (methods, risk models, calculation algorithms, etc.) of theissue of organizing the protection of personal data (PD), based on the application of anonymizationprocedure. The authors reveal the relevance of the studied problem based on the tendency of thegeneral growth of informatization and the further development of the Big Data technology. Thiscircumstance leads to the need to use the so-called risk approach based on calculating the risk of PD asa probabilistic assessment of the amount of possible damage that the owner of the data resource mayincur as a result of a successfully carried out information attack. For this purpose, the article describesan algorithm for calculating the risk of PD and proposes a risk model of the depersonalizationprocedure, which considers confidentiality problems arising both as a result of unauthorized accessand as a consequence of planned data processing. To describe the risk model of the anonymizationprocedure, the types of attacks on the confidentiality of personal data, anonymization metrics andequivalence classes are analyzed, as well as the attacker's profiles and data distribution scenarios.Thus, the choice of a risk model for the depersonalization procedure was justified, and calculations forthe generated synthetic set of PDs were presented. As a conclusion, it should be noted that the modelof anonymization risk assessment proposed and tested on synthetic data makes it possible to abandonthe concept of guaranteed anonymized data, introducing certain boundaries for working with risks andbuilding a continuous process for assessing PD threats, taking into account the constantly growingvolume of stored and processed information.

In the Philippines, demand for family planning (FP) is high, and the government is committed to helping the population achieve universal access to quality FP information and services. Reach Health Assessing Cost-Effectiveness for Family Planning (RACE-FP) is a decision support tool designed to estimate the impact FP interventions have on averting unintended pregnancies and on downstream maternal and neonatal health (MNH) outcomes. This report provides technical details of the RACE-FP model. RACE-FP is organized by objectives: improve postpartum FP, improve public sector and private sector provision of FP, improve demand for FP, reduce contraceptive stockouts, and introduce a modern contraceptive method. Although other models have been developed to estimate the impact of contraceptive use on averting unintended pregnancy at the national level for the Philippines, RACE-FP is the only model to provide estimates at national and regional levels, include intervention and commodity costs, disaggregate outcomes by age group and setting (public, private, community), and estimate the broader impact of modern contraceptive prevalence on MNH outcomes. RACE-FP can be an important resource to determine the relative benefit of FP interventions in the Philippines and could support policy decisions globally.

Abstract:
The Colombian financial system has not suffered major structural disruptions during these months of deep economic contraction and has continued to carry out its basic functions as usual, thus facilitating the economy's response to extreme conditions. This is the result of the soundness of financial institutions at the beginning of the crisis, which was reflected in high liquidity and capital adequacy indicators as well as in the timely response of various authorities. Banco de la República lowered its policy interest rates 250 points to 1.75%, the lowest level since the creation of the new independent bank in 1991, and provided ample temporary and permanent liquidity in both pesos and foreign currency. The Office of the Financial Superintendent of Colombia, in turn, adopted prudential measures to facilitate changes in the conditions for loans in effect and temporary rules for rating and loan-loss provisions. Finally, the national government expanded the transfers as well as the guaranteed credit programs for the economy. The supply of real credit (i.e. discounting inflation) in the economy is 4% higher today than it was 12 months ago with especially marked growth in the housing (5.6%) and commercial (4.7%) loan portfolios (2.3% in consumer and -0.1% in microloans), but there have been significant changes over time. During the first few months of the quarantine, firms increased their demands for liquidity sharply while consumers reduced theirs. Since then, the growth of credit to firms has tended to slow down, while consumer and housing credit has grown. The financial system has responded satisfactorily to the changes in the respective demands of each group or sector and loans may grow at high rates in 2021 if GDP grows at rates close to 4.6% as the technical staff at the Bank expects; but the forecasts are highly uncertain. After the strict quarantine implemented by authorities in Colombia, the turmoil seen in March and early April, which was evident in the sudden reddening of macroeconomic variables on the risk heatmap in Graph A,[1] and the drop in crude oil and coal prices (note the high volatility registered in market risk for the region on Graph A) the local financial markets stabilized relatively quickly. Banco de la República’s credible and sustained policy response played a decisive role in this stabilization in terms of liquidity provision through a sharp expansion of repo operations (and changes in amounts, terms, counterparties, and eligible instruments), the purchases of public and private debt, and the reduction in bank reserve requirements. In this respect, there is now abundant aggregate liquidity and significant improvements in the liquidity position of investment funds. In this context, the main vulnerability factor for financial stability in the short term is still the high degree of uncertainty surrounding loan quality. First, the future trajectory of the number of people infected and deceased by the virus and the possible need for additional health measures is uncertain. For that reason, there is also uncertainty about the path for economic recovery in the short and medium term. Second, the degree to which the current shock will be reflected in loan quality once the risk materializes in banks’ financial statements is uncertain. For the time being, the credit risk heatmap (Graph B) indicates that non-performing and risky loans have not shown major deterioration, but past experience indicates that periods of sharp economic slowdown eventually tend to coincide with rises in non-performing loans: the calculations included in this report suggest that the impact of the recession on credit quality could be significant in the short term. This is particularly worrying since the profitability of credit establishments has been declining in recent months, and this could affect their ability to provide credit to the real sector of the economy. In order to adopt a forward-looking approach to this vulnerability, this Report presents several stress tests that evaluate the resilience of the liquidity and capital adequacy of credit institutions and investment funds in the event of a hypothetical scenario that seeks to simulate an extreme version of current macroeconomic conditions. The results suggest that even though there could be strong impacts on the credit institutions’ volume of credit and profitability under such scenarios, aggregate indicators of total and core capital adequacy will probably remain at levels that are above the regulatory limits over the horizon of a year. At the same time, the exercises highlight the high capacity of the system's liquidity to face adverse scenarios. In compliance with its constitutional objectives and in coordination with the financial system's security network, Banco de la República will continue to closely monitor the outlook for financial stability at this juncture and will make the decisions that are necessary to ensure the proper functioning of the economy, facilitate the flow of sufficient credit and liquidity resources, and further the smooth operation of the payment systems. The Safe Motherhood Demonstration Project (SMDP) implementation framework was developed as a result of lessons learned and approaches used during SMDP in Western Province, Kenya, 2000–04. All the components require cooperation and support at the provincial and national level. The six components, as outlined in this brief, are: preparation; safe motherhood (SM) rapid appraisal; analysis; intervention planning; implementation; and evaluation. The development of a Safe Motherhood Rapid Appraisal Tool has been an important outcome of the DFID Western Province SMDP. The intervention in Western Province was based on addressing resource and skills gaps in service provision, which were identified by a situation analysis carried out in each district. Through the introduction of training programs tailored to staff needs, ensuring that basic equipment and drugs were available, and ensuring greater community involvement, safe motherhood services have been improved in Western Province. The situation analysis exercise was refined during the project, resulting in the development of the Safe Motherhood Rapid Appraisal Tool.

Non-state actors’ role extends beyond provision of schooling to interventions at various education levels and influence spheres. Alongside its review of progress towards SDG 4, including emerging evidence on the COVID-19 pandemic’s impact, the 2021/2 Global Education Monitoring Report urges governments to see all institutions, students and teachers as part of a single system. Standards, information, incentives and accountability should help governments protect, respect and fulfil the right to education of all, without turning their eyes away from privilege or exploitation. Publicly funded education does not have to be publicly provided but disparity in education processes, student outcomes and teacher working conditions must be addressed. Efficiency and innovation, rather than being commercial secrets, should be diffused and practised by all. To that end, transparency and integrity in the public education policy process need to be maintained to block vested interests. The report’s rallying call – Who chooses? Who loses? – invites policymakers to question relationships with non-state actors in terms of fundamental choices: between equity and freedom of choice; between encouraging initiative and setting standards; between groups of varying means and needs; between immediate commitments under SDG 4 and those to be progressively realized (e.g. post-secondary education); and between education and other social sectors. Supporting the fifth Global Education Monitoring Report are two online tools: PEER, a policy dialogue resource describing non-state activity and regulations in the world’s education systems; and VIEW, a new website consolidating sources and providing new completion rate estimates over time.
