In 1862, F. Walker described Darala lineosa in the family Liparidae (now Erebidae, subfamily Lymantriinae) on a single female (he stated that it is a male but see Swinhoe 1892: 209) from Australia (Walker 1862: 269). The genus Darala is now considered a synonym of the large genus Anthela which belongs to the Anthelidae, a family entirely confined to the Australian region with representatives in Australia and New Guinea (Edwards & Fairey 1996: 258). These authors mention 61 Anthela species with about the same amount of synonymic species-group names, but they do not cite Darala lineosa, already indicating that this species does not belong to the Australian fauna and hence that the indication of “Australia” in the original description, and repeated in Walker (1865: 369), is erroneous.

Abstract:
Theories of citizenship and, in particular, its exclusionary features in a period of globalization have particular significance for an avowedly immigrant society such as Australia with a policy commitment to multiculturalism. The nature of Australian national identity and citizenship reemerged on the political agenda in conjunction with the 1988 Bicentennial celebrations of European settlement. Debate continues as moves towards becoming a republic with an Australian head of state replacing the British monarch strengthen. As elsewhere, government is focusing attention on the need for citizenship and civics education. An important constituency in this process are the immigrants, especially those from Asia whose ancestors were the target of nationalistic exclusion critical to the formation of the Commonwealth of Australia. This article examines the views on citizenship and identity of a national sample of recent Asian immigrants to Australia. We argue that for considerable numbers an instrumental conception of citizenship underlies their approach to acquiring Australian citizenship. This ‘instrumental citizenship’ is located within their migratory experience and the political traditions of their homelands as well as within their Australian settlement experiences. For many, legal citizenship has not led to a sense of full incorporation into Australian society as indicted by their continuing perception of themselves as ‘migrants’. Reasons for this are complex and involve an interplay of personal factors as well as attitudes and experiences in Australian society whose significance varies from group to group. Such a disjuncture between legal citizenship and personal identity has implications for both governmental policies and theorization about the nature of citizenship.

Abstract:
This paper was part of a large study that aimed to explore determinants of increased suicides among African youths in South Australia. As part of this larger study, narratives from participants indicated that identity crisis could be a potential determinant of suicide. This paper reports on how African youths negotiate and form identity in Australia. A qualitative inquiry was undertaken with 31 African youths using a focus group and individual interviews. Data analysis was guided by a framework for qualitative research. These youths negotiated multiple identities, including those of race, gender, ethnicity and their origin. ‘Freedom and opportunity’, ‘family relationships’, ‘neither belonging here nor there’ and ‘the ability to cope against the paradox of resourcefulness in Australia’ appeared to be important themes in negotiating individual identities. An opportunity was used to acknowledge privileges available in Australia relative to Africa. However, the extent to which individuals acted on these opportunities varied, affecting a person’s sense of purpose, identity formation and belonging in Australia. The loss of social networks following migration, and cultural differences between African and Australian societies, shaped the experience of belonging and identity formation. These findings are crucial as they indicate the need for policies and practices that consider experiences of youths as they form their identity in Australia. Further studies with large numbers of participants are needed to explore these issues further among African youths in Australia.

This article describe how pengajian (Islamic study groups) and other socio-religious events among Indonesian Muslims as a constructive effort to change the perception of insiders over their social status in order to strengthen their identity as a member in a multicultural societies as theoretically, religion is believed to provide not only the meaning for life but also as social system which provides social control, cohesion, and purposes. AbstractThe existence of collective guilt and its influence on pro-social behaviours was investigated in the context of Indigenous and Non-Indigenous reconciliation in Australia. After the presentation of one of three (negative, positive, ambiguous) one-page Australian histories, 80 psychology undergraduates (47 females) from the Northern Territory University, aged from 18-50 years, indicated their level of national identity, perceived in-group variability, feelings of collective guilt, and how participants and the government should compensate Indigenous groups. Participants were also shown an internet petition, a ‘Sorry list’ apologising to Indigenous Australians, to which they could add their name. Perceptions of in-group variability, collective guilt, and out-group compensation were found to be dependent on participants' level of national identity. In order to facilitate reconciliation, the present data indicate psychographic segmentation of the Australian population, in order to tailor specific reconciliation information to these groups.

Abstract:
Indigenous movements in Australia are at a crossroad in their efforts to protect their intrinsic relations with land, nature and culture on the one hand and engaging with the reconciliatory and developmental dynamics of the state on the other. This paper examines the process of articulation and rejuvenation of indigenous identities that negotiate across culture, environment, sustainable livelihood and the developmental needs of the community. Locating these movements within wider socio-historical contexts it focuses on the tensions between a pro-conservation and a pro-development approach in grass roots indigenous movements. Three case studies are presented – drawn from the Sydney region. One indigenous group’s struggle against a housing development, defined as a threat to indigenous and environmental heritage, is contrasted with an indigenous group that is internally divided over an agreement with a mining developer, and a third group that has engaged in constructing housing and welfare projects, and in part has itself become a developer. The article thereby addresses the reformulation of indigenous identities in Australian society as indigenous peoples’ movements have renegotiated the contending pressures of environment and development.

This study examines the role of schooling and ethnic community contact in ethnolinguistic and cultural identity construction and heritage language maintenance through the surveys and narratives of three groups of Japanese-English bilingual youths and their parents in Sydney, Australia, as a part of a larger longitudinal study from childhood. The bilingual youths were either born in Australia or immigrated there at a young age, and one or both of their parents are Japanese. All youths attended local Japanese community (heritage) language schools on weekends for varying periods of time while receiving Australian education (one group received some Japanese education as well) during the week. The bilinguals were grouped by types of schooling and community contact. The results show that community schools foster positive Japanese inclusive identity and heritage language development, especially with home, community, and peer support. Contrary to previous studies, positive attitudes toward hybrid identities and Japanese maintenance were found, regardless of the levels of Japanese proficiency. The development of identity and heritage language appear to be influenced not only by schooling and community, but also by wider socio-cultural contexts.

In memory studies, concepts of cosmopolitan, transnational and transcultural memory have been identified as a means of studying mnemonic symbols, cultural forms and cultural practices that cross national, ethnic and territorial borders. However, what do these concepts deliver for memory work that originates in an ‘off-centre’ location such as Australia, where outsiders often lack an understanding of the history and cultural codes? A recent Indigenous Australian film, The Sapphires, set in 1968, provides an opportunity to consider some of the claims that are made for the transnational travels of memory. The film tells the story of an Aboriginal girl group that travels to Vietnam to perform for the American troops. I discuss the mnemonic tropes and transcultural carriers of memory, particularly soul music, that enable this popular memory to circulate nationally and internationally. While global tropes and icons of the 1960s can be imported into Australia, and used to construct Australian cultural memory and identity, how effectively does cultural memory travel transnationally from Australia?

AbstractThis paper focuses on personal statements written by 23 Year 11 students about what outdoor recreational activities they participated in and their sense of cultural identity in the culturally plural context of Australia.. A sociological approach of inductive analysis of their comments was employed to investigate the extent to which those of culturally diverse identities were actually participating in outdoor recreational activities. The respondents came from six Adelaide co-educational secondary schools which agreed to participate in the study. The responses given to the guideline questions provided evidence of participation in twelve different outdoor recreational activities, some involving individual pursuits and others group activities. Twelve students identified themselves as ‘mainstream Australian’, while eight claimed identities linked to other European and Asian cultural groups and three reported no sense of cultural identification. The evidence from this exploratory study was that those of culturally diverse identities were actually participating in outdoor recreational activities. However, they were more likely to be involved in individual rather than group activities. Furthermore they preferred land-based activities to those requiring water skills. The paper discusses the significance of the findings, implications for making future initiatives and policies in outdoor recreational activities more inclusive, as well as directions for further research.

This thesis argues that performance can be seen to constitute both a critical discipline and a set of activities entailing an engagement with spatial, temporal, physical and material relations, rather than as a product of linguistic, textual and discursive relations. As such, performance is able to critique the functioning of language, text and discourse in assuming space, time, bodies and matter. Performance also suggests ways of working on and informing writing practices. The social relations of performance pertain to times and spaces which are temporary and processual, to activities which imagine other times, spaces and people, and seek to realise them for a specific time in a specific space for a specific group of people. The social relations realised in this process of contingent realities are able to inform writing, that is, to produce writing which connects theatre with other discourses, and which connects words with bodies in time and space. It is argued that theatre and performance's process of imagination and realisation and its engagement with spatial, temporal, physical and material relations provides a valuable site for critically examining the ways in which Australia privileges and remembers specific configurations of space, time, bodies and matter, while marginalising others, in producing official representations of the Australian nation. Such representations, reflected ingovernmental programmes such as those concerning citizenship and national security, have a bearing on how Australians view their national past, present and future, and how they perceive their social connections with each other. Just as specific performances are made subject to the textual and discursive categories of literature and social theory, official enactments of the Australian nation are able to 'contain' Australians who spatially, temporally and physically transgress national boundaries. As a material practice, performance is able to engage with official enactments of the nation in order to 're-open' the spaces, times and encounters concealed within these sites.

In his book, Inventing Australia: Images and Identity 1688-1980, Richard White argues that: There is no 'real' Australia waiting to be uncovered. A national identity is an invention [. ..]. When we look at ideas about national identity, we need to ask, not whether they are true or false, but what their function is, whose creation they are, and what interests they serve. White's argument is a useful starting point when considering the “obsession” Australian intellectuals have always felt to uncover their national identity, which goes back to the very birth of Australia as a settler-colony. Australia’s beginning as a colony not only implied a complete dependence in terms of economy, defence and culture towards Great Britain but also the dispossession of the indigenous population under the legal doctrine of Terra Nullius. All settler-colonies in search for a national identity follow the same initiatory path. The settlers at first feel isolated and in exile, far away from any familiar landmark and find it difficult to measure up with the mother country. After having, not without difficulty, defined itself through the invention and the appropriation of myths originating from the dominant Anglo Celtic society, Australia now seems to suffer from a national identity crisis. The last three decades saw the challenging and eroding of the mainstream white Australia identity by minority groups such as women, non Anglo-Celtic migrants and indigenous Australians. While those groups have made their voices heard throughout the last thirty years, we can easily identify a dominant decade for each group. Women saw most of their claims settled in the 1970s, multiculturalism became a reality in the 1980s while indigenous Australians stamped on the 1990s with native title laws, the reconciliation movement and the growing acceptance and adoption of Aboriginality as a desirable component of the Australian national identity.

Abstract:
This thesis explores the sense of place formed during childhood, as remembered by adult Australians who reconstruct their youth through various forms of life writing. While Australian writers do utilize traditional tropes of Western autobiography, such as the mythology of Eden and the Wordsworthian image of the child communing with Nature, these themes are frequently transformed to meet a uniquely Australian context. Isolation and distance from Europe, and the apparent indifference of our landscape towards white settlement, have received much critical attention in Australian studies generally and, indeed, broadly influence the formation of children’s sense of place across the continent. However, writers are also concerned with the role of place on a more local level. Through a comparison of writing from Western Australia, Queensland and Victoria, this thesis explores regional landscape preoccupations that create an awareness of local identity, variously contributing to or frustrating the child’s sense of belonging. Western Australian writing is dominated by images of isolation, the fragility of white settlement in a dry land lacking fresh water, and a pervasive beach culture. A strong sense of the littoral pervades writing from this region. Queensland’s frontier mythology is of a different flavour: warm and tropical, nature here is exuberant, constantly threatening to overwhelm culture, already perceived as transient due to the flimsy aspect of the “Queenslander” house. Writing from Victoria, to some extent, tends to more closely follow English models, juxtaposing country and city environments, although there is a distinctly local flavour to many representations of urban Melbourne and its flat, grid-like organization. As Australian society becomes more concentrated on the coastal fringe, the beach is an increasingly significant environment. Though more prominent in writing from some regions than others, coastal imagery broadly reflects the modern Australian’s sense of inhabiting a liminal zone with negotiable boundaries.

This research focuses on the cultural identity of Chinese Australian adolescents in Canberra between the ages of 18 and 21. Adolescence is a developmental stage in which young people feel a need to define their cultural identity. According to social identity theory, being a member of the group provides individuals with a sense of belonging that contributes to a positive self-concept. In particular, young people belonging to ethnic minority groups need a firm sense of group identification in order to maintain a sense of wellbeing (Tajfel & Turner, 1979). The purpose and significance of this study is to update our understanding of how adolescents from a specific ethnic minority group (Chinese Australian) adjust to the mainstream Australian culture. The information gathered will be significant to the wellbeing of these individuals in helping them to come to terms with their own identity. It will also provide useful information for effective cross-cultural interaction for a range of services such as education, law, health and social services. The quantitative and qualitative approaches employed in this study include a questionnaire and a semi-structured interview. The semi-structured interview complements the questionnaire in confirming the adjustments of these adolescents within an analytical framework that is a replica of Phinney's framework (1994). In her research on bicultural identity orientations of African American and Mexican American adolescents, Phinney categorised these adolescents under four distinct types of interaction with the mainstream culture. These are namely: separation (focus only on the ethnic culture), assimilation (identifying solely with the dominant culture), integration (relating well to both cultures) and marginality (relating to neither culture). In this dissertation the researcher also aims to determine the cultural identity of Chinese Australian adolescents in Canberra in the study using these four categories. The results of this study demonstrate that this framework is an appropriate analytical tool for the study of the cultural identity of Chinese Australian adolescents, most of whom classified themselves as integrated. Overall, Chinese Australian adolescents between the ages of 18 and 21 in the Canberra region were well adjusted and showed little tension or stress in relating to their ethnic culture or to the mainstream Australian culture.

Abstract:
The focus of this sociological research is on the five most popular and commercially successful Australian indie music festivals: Livid, Big Day Out, the Falls festival, Homebake, and Splendour in the Grass. The three key features of Australian indie music festivals are, firstly, that they are multi-staged ticketed outdoor events, with clearly defined yet temporal boundaries. Secondly, the festivals have a youth-orientated focus yet are open to all ages. Finally, the festivals are primarily dominated by indie-guitar culture and music. My aim is to investigate how these music festivals are able to strike an apparently paradoxical balance between the creation of a temporal community, or network of festivalgoers, and the commodity of the festivals themselves. My research methodology utilises a postmodern approach to ethnography, which has allowed me to investigate the festivalgoers as an ‘insider researcher.’ Data was collected through a series of participant observations at Australian indie music festivals which included the use of photographs and field notes. In addition I conducted nineteen semi-structured interviews and two focus groups with festivalgoers and festival organisers. The thesis adopts a post-subcultural approach to investigating the festivalgoers as an ideal type of a neo-tribal grouping. Post-subculture theory deals with the dynamic, heterogeneous and fickle nature of contemporary alliances and individuals’ feelings of group ‘in-betweeness’ in late capitalist/ global consumer society. I argue that Maffesoli’s theory of neo-tribalism can shine new light on the relationships between youth, music and style. Music festivals are anchoring places for neo-tribal groupings like the festivalgoers as well as a commercialised event. An analysis of the festivalgoers’ ritual clothing (t-shirts as commodities), leads to the conclusion that the festivalgoers use t-shirts to engage in a process of identification. T-shirts, I argue, are an example of a linking image which creates both a sense of individualism as well as a connection to a collective identity or sociality. Through a case study of moshing and audience behaviour it is discovered that the festivalgoers develop neo-tribal sociality and identification with each other through their participation in indie music festivals. Although pleasure seems to be the foremost significant dimension of participating in these festivals, the festivalgoers nevertheless appear to have developed an innate sense of togetherness and neo-tribal sociality. The intensity and demanding experience of attending a festival fosters the opportunity for a sense of connectedness and belonging to develop among festivalgoers.

Abstract In this chapter, we show how multiplicative components that capture the underlying structures of migration flow tables can be used to inform forecasts of interstate migration in Australia. For our illustration, we decompose 5-year census migration flow tables by state or territory of origin, state or territory of destination, 5-year age group and sex for seven census time periods from 1981–1986 to 2011–2016. The components are described over time and then fitted with time series models to produce holdout sample forecasts of interstate migration with measures of uncertainty. Goodness-of-fit statistics and calibration are then used to identify the best fitting models. The results of this research provide (i) insights into the different migration patterns of an important aspect of subnational population growth in Australia and (ii) potential inputs for standard or multiregional cohort component projection models.

AbstractThis chapter places the preceding papers into a wider context. As part of the Innovative Learning Environment and Teacher Change (ILETC) project, seven Transitions symposia were held in five cities across Australasia, Europe and North America during 2017, 2018 and 2019. Each aimed at investigating how teachers adapt to innovative learning environments. The resulting accumulation of approximately 150 papers by graduate researchers and research groups, of which this book’s chapters are a sample, constituted a reasonable representation of international thinking on this topic. When added to three years of ILETC case studies, surveys, systematic literature reviews and teacher workshops, the project team was able to identify consistent patterns in teachers’ spatial transition actions. This chapter places the material of this book within that larger picture, specifically in terms of one project output—the development of a Spatial Transition Pathway. The Pathway emerged from these data and can be seen as an output of the material sampled in previous chapters. Certainly, the considerable work teachers had been doing to re-conceptualise their pedagogies for new spaces (done both intentionally, and at times, without realising) deserved to be mapped as a resource for others undertaking this journey. This chapter makes the case that while each teacher or school’s journey from traditional to ‘innovative’ spaces is unique, there exists some common issues that most seem to face at some time, in some way. It provides a description of fourteen ‘grand themes’ that appear commonly through the data and describes how these can be organised in a way that provides temporal and theme-based strategies and tools, developed by fellow educators to assist in this transition. This final chapter leads the reader to consider ‘where to now’? It celebrates the fact that teachers have enormous capacity to work out how to utilise innovative learning environments well and provides a framework for evidence-based actions into the future.

The conclusion will propose that the Asian American, Asian Canadian, and Asian Australian writers discussed represent different modes of an Asian diasporic poetics; linked by a shared history of exclusion and racialization, their poems express formally the intersection of national and transnational forces that give a political meaning to “Asian” identity. A brief discussion of the Facebook group subtle asian traits illustrates the way diasporic Asian cultures are emerging online. The group, founded by young Asian Australians and now including over a million members from around the world, explores the images, tropes, and languages that can be used to express diasporic “Asianness,” while facing continual reminders of the political nature of what is often seen as a purely cultural identity.

The politics of identity discussed here are still at the heart of current Indigenous Australian struggles for recognition. In the 1960s, for ethical and political reasons, the term Aboriginal became an ethnonym written with a capital ‘A’ to designate the descendants of the first inhabitants of Australia, some 500 groups speaking different languages. Aboriginal groups have not only different language names and cultural backgrounds, but different histories — massacres, forced sedentarisation in reserves, separation from their parents of children of mixed descent, discrimination, criminalisation — all of which broke the transmission of some peoples’ heritage. Yet many claim their ‘Aboriginality’ which gathers all under an Aboriginal flag (since 1972), even if not everyone agrees on the definition of a common identity. Some priviledge an identity of continuity, based on language, localised spirit-children and ritual links with the land, pre-contact modes of existence; others put forward an identity of resistance, rewriting colonial history, valorising a national Aboriginal identity that encompasses all mixed descendants, struggling for land-rights, against bad living conditions, exclusion and exploitation. One relatively distinct group in the British empire were the millions of Scots who extended their cultural networks in the various new worlds. From New Zealand to Australia and Canada, Scottish settlers used their books and reading as a means of replicating and promoting their own cultural values far from home. This chapter examines a number of pioneer communities settled by Scots, particularly members of the Free Church, established after the Disruption of 1848. Under the fiercely sectarian leadership of a number of prominent church ministers in Dunedin, Waipu, and elsewhere, institutional libraries were established that reflected the cultural and religious affiliations of home. Later in the nineteenth century, even in these enclaves of Scottishness these same communities became increasingly integrated into an overseas colonial identity. A key figure in this regard was the pastoralist, George Russell of Victoria. An important colonial representation of Scottishness in this stage of transition was articulated by Catherine Helen Spence in her novel Handfasted. By the twentieth century, almost in direct proportion to their distance from their national origins, colonial Scots remained faithful to a number of cultural practices, not least of which was the keen promotion of literary works by their countrymen and women.

The contact hypothesis has been the go-to social psychology concept for promoting better relations between unequal social groups since its inception in the context of ‘racial’ de-segregation in the USA. The idea that contact between groups reduces prejudice has been applied to a range of dominant / subordinate social groups such as ethnic groups, homo/heterosexuals, cis and trans people. This chapter will question whether the aims and premises of contact theory are still useful in the context of increasingly subtle and systemic biases and inequalities, and whether and how it might be usefully extended to relations between more complex identities than simple pre-defined oppositional ‘in’ and ‘out’ groups. To do so, it considers some examples of intergroup othering using case studies pertaining to backlashes against gender, sexual and ethnic diversity in the contemporary Australian context. This chapter proposes the fruitful combination of queer ethics, post-tolerance political theory and the social psychology concept of ‘allophilia’ (love for the other) to move towards fostering ‘positive regard’ as an alternative way to tackle prejudice. It suggests that queer ethics can lend a convincing strategy here, which I call ‘reading queerly’, that is, being able to approach an other with an openness that neither homogenises nor subordinates difference.

As an indigenous scientist, I have dedicated all my professional life to protecting people using informatics for public policy to the privacy of users, patients, clients, and citizens as a human right and obligation as part of the United Nations international development goals. I am reflecting on my earliest knowledge of the impact of data and information privacy on my journey as scientist. I was just a number out of many other numbers as a indigenous child. The aim of this paper is to share my own personal experience together with one of my students. Now working with data as a scientific task within the data modeling to measure poverty. As a datum with human value, I was a 1) Female child with young parents, 2) Low socioeconomic status & 3) Identified as an indigenous person within a minor language group. These three data descriptions described me as a person who needed protection of my human dignity and identity as a child, based on all the protocols of social services for providing help. In conclusion, as scientists, we need to remember when using client data in vulnerable contexts and protection of their privacy, due to the potential risk of active discrimination. Thanks to my extensive education in Australia, I became an outlying datum that deviated from the data modeling applied to me. Today, I work for Privacy digital standards to impact real life with respect to human dignity and obtain accurate scientific interpretations of human beings’ realities.

Abstract In this chapter on therapeutic residential care in Australia, the authors identify what is perhaps an overemphasis on “downsizing”—for example, reducing to units of four or fewer—without comparable efforts at “specialization” of programs and attention to their critical elements as inadequate to meet the complex needs of differing at-risk youth. More generally, they also question inadequate emphasis on group processes and structure, which they argue is central to the therapeutic milieu; inadequate emphasis on evidence-based practices, including model programs; inadequate national data gathering; and continuing disproportionality of Aboriginal children in out-of-home care as areas of continuing concern. They conclude that the idea of a “revitalized” residential care sector in Australia seems a long way off.

In the current century the extreme or ‘ultra’ position on the university campus has been to argue for its dissolution or abolition. University leaders and campus planners in Australia have mostly been unmoved by that position and ploughed on with expansive capital works campaigns and ambitious reformulations of existing campuses. The pandemic, however, provided ideal conditions for an unplanned but thoroughgoing experiment in operating universities without the need for a campus. Consequently, the extreme prospect of universities after the era of the modern campus now seems more likely than ever. In this paper we raise the question of the dematerialised or fully digital campus, by drawing attention to the traditional dependence of universities on material and architectural identities. We ask, what is the nature of that dependence? And consider how the current uncertainties about the status of buildings and grounds for tertiary education are driving new campus models. Using material monikers to categorise groups of universities is something of a commonplace. There is the American Ivy League, which refers to the ritualised planting of ivy at elite colleges in the late nineteenth and early twentieth centuries. The English have long referred to their “red brick” universities and to a later generation as the “plate glass” universities. In Australia, the older universities developed in the colonial era came to be known as the “sandstones” to distinguish them from the large group of new universities developed in the postwar decades. While some of the latter possess what are commonly called bush campuses. If nothing else, this tendency to categorise places of higher learning by planting and building materials indicates that the identity of institutions is bound up with their materiality. The paper is in two parts. It first sketches out the material history of the Australian university in the twentieth century, before examining an exemplary recent project that reflects some of the architectural and material uncertainties of the present moment in campus development. This prompts a series of reflections on the problem of institutional trust and brand value in a possible future without buildings.

Many higher education institutions are moving towards blended learning environments that seek to move towards a student-centred ethos, where students are stakeholders in the learning process. This often involves multi-modal learner-support technologies capable of operating in a range of time and place settings. This article considers the impact of an Audience Response System (ARS) upon the ongoing development of an Information Systems Professional course at the Masters level in the College of Business at Victoria University in Melbourne, Australia. The course allows students to consider ethical issues faced by an Information Systems Professional. Given the sensitivity of some of the topics explored within this area, an ARS offers an ideal vehicle for allowing students to respond to potentially contentious questions without revealing their identity to the rest of the group. The paper reports the findings of a pilot scheme designed to explore the efficacy of the technology. Use of a blended learning framework to frame the discussion allowed the authors to consider the readiness of institution, lecturers, and students to use ARS. From a usage viewpoint, multiple choice questions lead to further discussion of student responses related to important issues in the unit. From an impact viewpoint the use of ARS in the class appeared to be successful, but some limitations were reported.

In social science research, the demographic categories of ethnicity are linked to what the census bureau considers as a person’s ethnic heritage. However, these categories are based on the societal assumption that members of a given category share the same characteristics and life experiences, even though the heterogeneity between members within a category may be as diverse as between categories. The paper examines the 15 interview subjects of a research study drawn from 10 minority migrant groups, where seven of them indicated significant transcultural experiences before migrating to Australia. It argues that their lived experiences and subjectivity vary from others who migrated directly from their native countries. The formers’ diaspora consciousness and transcultural mixtures may introduce an artifact to a research study’s design, affecting the validity of the data collected. The paper examines other situations where this anomaly can occur and proposes precautions to minimize its negative effects.

Abstract With the recognition of demographic change and impacts on the workforce, there is an increased focus on competency management within the pipeline industry. The Canadian Energy Pipeline Association (CEPA) is a voluntary, non-profit industry association representing major Canadian transmission pipeline companies that has been particularly active in this area. With recent publication of CEPA’s guidance document on competency management, CEPA member companies identified a need for a companion set of competency standards for technical staff. As such, the Pipeline Integrity Community of Practice (CoP) within CEPA formed a task group to identify and better understand potential solutions to address this need. The challenge in maturing competency management within the Canadian pipeline industry, as identified by the task group, is two fold: 1. First, the competency system needs to be flexible to address a broad range of topics, operation types as well as a progression of proficiencies (e.g., engineers in training through to senior level subject matter experts). 2. Second, there is a need for a system that is practical and can be developed / adopted in a relatively short time frame. In undertaking an assessment of the options available in industry, the adoption of the system that has been developed by the Australian Pipeline and Gas Association (APGA) was selected as the optimal path forward. The APGA Pipeline Engineer Competency System (APGA PECS) provides a mechanism for understanding competency as well as a means of assessing and documenting competency for pipeline engineers. Specifically, industry expert panels were used to develop the competency standards which were then published for broad consultation prior to finalizing. Within Australia, the system is now the responsibility of the APGA’s Pipeline Engineering Competency System (PECS) Committee for ongoing development, review and maintenance to ensure the system remains current and fit for purpose. One of the key characteristics of the APGA competency standards is the consistency of elements and a standard format for requirements in every stream of pipeline engineering. Further, the APGA System has been demonstrated to be practical and sustainable through use within Australia. The APGA System is now being customized for use in the Canadian Pipeline industry under an agreement announced in October 2019. This paper will provide insights into key aspects of competency system, the approach taken to assess viable options as well as the experience of customizing the APGA system for Canadian use. The system is anticipated to be available for Canadian companies in 2020 and provides a pathway to meeting the two main challenges identified for managing competency in the Canadian industry.

This paper aims to identify associations between demographic and socioeconomic factors and home Internet use patterns in the Central Queensland region, Australia. It found that people living outside of Rockhampton, male, those with higher education levels, married, those with higher income level, or fully employed tend to use Internet more for work at home; people living in Rockhampton, those within the youngest group (18-24), or with secondary education level or higher tend to use Internet more for education; people living in Rockhampton, those within the youngest group, never married, or unemployed tend to use Internet more for entertainment; males, people within the youngest group, those with lower family income, or either semi-employed or unemployed tend to use Internet more for information search; females, people with no children, or lower family income tend to use Internet more for communication through email; married people tend to use Internet for financial management; and people within 25-39 year old group, with higher education levels tend to use Internet more for on-line purchases. It is suggested that further research should be conducted to monitor the youngest age group in home Internet use for entertainment and information search.

This paper reports on a social survey that was conducted in 2001 in Central Queensland, Australia, in order to identify the disadvantaged groups in relation to accessing the Internet from home. The research found that people in younger age groups, with higher education levels, being married , having children at home, owning a house/flat, with the higher income level, or being employed, had higher levels of Internet access from home respectively, compared to their counterparts. Regression analysis found that variation of any factors of education levels, marital status, children at home, income level and employment status may affect the decision to access the Internet from home. It also found that unemployment and low education levels were two major factors detrimentally affecting home Internet access and that seniors (>55 years of age) were disadvantaged because of lack of awareness and capability to use the Internet.

In 1968, the Housing Commission, Victoria, built a series of high-rise towers in response to an identified metropolitan planning issue: urban sprawl and the outward growth of metropolitan Melbourne. This “solution” precipitated a crisis in urban identity. The construction of the first of a series of these modern high-rise towers at Debney Park Estate, Carlton and Park Towers, South Melbourne displaced significant immigrant communities. This became the impetus for the formation of Residential Associations who perceived this project a major threat to existing cultural values pertaining to social and built heritage. This paper examines the extremely polarising events and the positions of both the Housing Commission and the Residential Associations over the course of fifteen years from 1968. The research is grounded in an historical review of government papers and statements surrounding the social housing towers, as well as scholarly articles, including information gathered by Renate Howe and the Urban Activists Project (UAP, 2003-2004). The historical review contextualises the dramatically vocal and well-publicised positions of the Residential Associations and the Housing Commission by reference to the wider social circumstances and the views of displaced community groups. Looking beyond the drama of the heated debate sparked by this crisis, the paper exposes nuances within the positions, investigates the specifics of the lesser known opinions of displaced residents and seeks to re-evaluate the influence of the towers on the establishment of an inner urban community identity.

Abstract:
One of the few acoustic travelling wave systems (TWS) in the world has been developed by Defence Science and Technology Group Australia (DST). This system uses acoustic excitation of blisks by means of a high-powered speaker cluster. The response to this acoustic excitation is measured by a laser doppler vibrometer which shows the natural frequencies and mode shapes of the blisk. To date, this system has been verified and validated on a simple, twelve-bladed research blisk with a maximum error of 3.78% from FEM modal and harmonic analysis. Furthermore, the system has been refined and tested on a current in-service blisk with an accuracy of approximately 1%. This study outlines how the TWS has been used to investigate the effects of mistuning on blisks. Promising results have been achieved with the system able to accurately identify changes in resonant behaviour due to mistuning with correlation to finite element modelling predictions. The limitations are also outlined, along with suggested areas of research and improvement. This may ultimately result in the ability to verify manufacturer blending limits and assess the effect of foreign object damage and repairs on the dynamic response characteristics of a blisk without a complex and labour intensive mechanical spin rig investigation.

Abstract:
In the 1970s, rapid modernisation fuelled population displacement and increased the number of workers in the large cities of Iran, in particular Tehran. In response, the Imperial Government initiated several housing programs focusing on the provision of megastructures on a large scale. Consequently, a new opposition formed among some sectors of society, regarding the dissemination of gigantic buildings in the International or Brutalist styles. Critics and clerics argued that the radical government interventions not only polarised the image of Islamic identity in cities, but also affected the behaviour of people towards, and their opinions concerning, the Islamic lifestyle. Additionally, some claimed the state aimed to normalise its project of modernity and rapid westernisation for the mid- and lower classes using housing. In this regard, this article investigates the 1970s imperial government social housing programs to verify these claims. Using an extensive literature review, documentary research, observation, and descriptive data analysis, this article argues that, despite the government politics and modernisation tendencies in the 1970s, consumerism, political competition, the state of Cold War, and the emergence of new construction techniques, all resulted in the emergence of mass-produced megastructures offering a new luxurious lifestyle to residents. While the life and hygiene of the different classes were improved, these instant products inevitably facilitated the normalisation of Western lifestyle among the mid- and low-income groups of the society. Eventually, this visible social transition was utilised by opposition leaders as another excuse to topple the Pahlavi regime under the 1979 Islamic Revolution.

Abstract:
Australia's and China's resources (e.g. Olympic Dam Cu-U-Au-Ag and Bayan Obo REE deposits) highlight how discovery and mining of iron oxide copper-gold (IOCG), iron oxide±apatite (IOA) and affiliated primary critical metal deposits in metasomatic iron and alkali-calcic (MIAC) mineral systems can secure a long-term supply of critical metals for Canada and its partners. In Canada, MIAC systems comprise a wide range of undeveloped primary critical metal deposits (e.g. NWT NICO Au-Co-Bi-Cu and Québec HREE-rich Josette deposits). Underexplored settings are parts of metallogenic belts that extend into Australia and the USA. Some settings, such as the Camsell River district explored by the Dene First Nations in the NWT, have infrastructures and 100s of km of historic drill cores. Yet vocabularies for mapping MIAC systems are scanty. Ability to identify metasomatic vectors to ore is fledging. Deposit models based on host rock types, structural controls or metal associations underpin the identification of MIAC-affinities, assessment of systems' full mineral potential and development of robust mineral exploration strategies. This workshop presentation reviews public geoscience research and tools developed by the Targeted Geoscience Initiative to establish the MIAC frameworks of prospective Canadian settings and global mining districts and help de-risk exploration for IOCG, IOA and affiliated primary critical metal deposits. The knowledge also supports fundamental research, environmental baseline assessment and societal decisions. It fulfills objectives of the Canadian Mineral and Metal Plan and the Critical Mineral Mapping Initiative among others. The GSC-led MIAC research team comprises members of the academic, private and public sectors from Canada, Australia, Europe, USA, China and Dene First Nations. The team's novel alteration mapping protocols, geological, mineralogical, geochemical and geophysical framework tools, and holistic mineral systems and petrophysics models mitigate and solve some of the exploration and geosciences challenges posed by the intricacies of MIAC systems. The group pioneers the use of discriminant alteration diagrams and barcodes, the assembly of a vocab for mapping and core logging, and the provision of field short courses, atlas, photo collections and system-scale field, geochemical, rock physical properties and geophysical datasets are in progress to synthesize shared signatures of Canadian settings and global MIAC mining districts. Research on a metamorphosed MIAC system and metamorphic phase equilibria modelling of alteration facies will provide a foundation for framework mapping and exploration of high-grade metamorphic terranes where surface and near surface resources are still to be discovered and mined as are those of non-metamorphosed MIAC systems.

Abstract:
Overview Skin cancer prevention is a component of the new Cancer Plan 2022–27, which guides the work of the Cancer Institute NSW. To lessen the impact of skin cancer on the community, the Cancer Institute NSW works closely with the NSW Skin Cancer Prevention Advisory Committee, comprising governmental and non-governmental organisation representatives, to develop and implement the NSW Skin Cancer Prevention Strategy. Primary Health Networks and primary care providers are seen as important stakeholders in this work. To guide improvements in skin cancer prevention and inform the development of the next NSW Skin Cancer Prevention Strategy, an up-to-date review of the evidence on the effectiveness and feasibility of skin cancer prevention activities in primary care is required. A research team led by the Daffodil Centre, a joint venture between the University of Sydney and Cancer Council NSW, was contracted to undertake an Evidence Check review to address the questions below. Evidence Check questions This Evidence Check aimed to address the following questions: Question 1: What skin cancer primary prevention activities can be effectively administered in primary care settings? As part of this, identify the key components of such messages, strategies, programs or initiatives that have been effectively implemented and their feasibility in the NSW/Australian context. Question 2: What are the main barriers and enablers for primary care providers in delivering skin cancer primary prevention activities within their setting? Summary of methods The research team conducted a detailed analysis of the published and grey literature, based on a comprehensive search. We developed the search strategy in consultation with a medical librarian at the University of Sydney and the Cancer Institute NSW team, and implemented it across the databases Embase, MEDLINE, PsycInfo, Scopus, Cochrane Central and CINAHL. Results were exported and uploaded to Covidence for screening and further selection. The search strategy was designed according to the SPIDER tool for Qualitative and Mixed-Methods Evidence Synthesis, which is a systematic strategy for searching qualitative and mixed-methods research studies. The SPIDER tool facilitates rigour in research by defining key elements of non-quantitative research questions. We included peer-reviewed and grey literature that included skin cancer primary prevention strategies/ interventions/ techniques/ programs within primary care settings, e.g. involving general practitioners and primary care nurses. The literature was limited to publications since 2014, and for studies or programs conducted in Australia, the UK, New Zealand, Canada, Ireland, Western Europe and Scandinavia. We also included relevant systematic reviews and evidence syntheses based on a range of international evidence where also relevant to the Australian context. To address Question 1, about the effectiveness of skin cancer prevention activities in primary care settings, we summarised findings from the Evidence Check according to different skin cancer prevention activities. To address Question 2, about the barriers and enablers of skin cancer prevention activities in primary care settings, we summarised findings according to the Consolidated Framework for Implementation Research (CFIR). The CFIR is a framework for identifying important implementation considerations for novel interventions in healthcare settings and provides a practical guide for systematically assessing potential barriers and facilitators in preparation for implementing a new activity or program. We assessed study quality using the National Health and Medical Research Council (NHMRC) levels of evidence. Key findings We identified 25 peer-reviewed journal articles that met the eligibility criteria and we included these in the Evidence Check. Eight of the studies were conducted in Australia, six in the UK, and the others elsewhere (mainly other European countries). In addition, the grey literature search identified four relevant guidelines, 12 education/training resources, two Cancer Care pathways, two position statements, three reports and five other resources that we included in the Evidence Check. Question 1 (related to effectiveness) We categorised the studies into different types of skin cancer prevention activities: behavioural counselling (n=3); risk assessment and delivering risk-tailored information (n=10); new technologies for early detection and accompanying prevention advice (n=4); and education and training programs for general practitioners (GPs) and primary care nurses regarding skin cancer prevention (n=3). There was good evidence that behavioural counselling interventions can result in a small improvement in sun protection behaviours among adults with fair skin types (defined as ivory or pale skin, light hair and eye colour, freckles, or those who sunburn easily), which would include the majority of Australians. It was found that clinicians play an important role in counselling patients about sun-protective behaviours, and recommended tailoring messages to the age and demographics of target groups (e.g. high-risk groups) to have maximal influence on behaviours. Several web-based melanoma risk prediction tools are now available in Australia, mainly designed for health professionals to identify patients’ risk of a new or subsequent primary melanoma and guide discussions with patients about primary prevention and early detection. Intervention studies have demonstrated that use of these melanoma risk prediction tools is feasible and acceptable to participants in primary care settings, and there is some evidence, including from Australian studies, that using these risk prediction tools to tailor primary prevention and early detection messages can improve sun-related behaviours. Some studies examined novel technologies, such as apps, to support early detection through skin examinations, including a very limited focus on the provision of preventive advice. These novel technologies are still largely in the research domain rather than recommended for routine use but provide a potential future opportunity to incorporate more primary prevention tailored advice. There are a number of online short courses available for primary healthcare professionals specifically focusing on skin cancer prevention. Most education and training programs for GPs and primary care nurses in the field of skin cancer focus on treatment and early detection, though some programs have specifically incorporated primary prevention education and training. A notable example is the Dermoscopy for Victorian General Practice Program, in which 93% of participating GPs reported that they had increased preventive information provided to high-risk patients and during skin examinations. Question 2 (related to barriers and enablers) Key enablers of performing skin cancer prevention activities in primary care settings included: • Easy access and availability of guidelines and point-of-care tools and resources • A fit with existing workflows and systems, so there is minimal disruption to flow of care • Easy-to-understand patient information • Using the waiting room for collection of risk assessment information on an electronic device such as an iPad/tablet where possible • Pairing with early detection activities • Sharing of successful programs across jurisdictions. Key barriers to performing skin cancer prevention activities in primary care settings included: • Unclear requirements and lack of confidence (self-efficacy) about prevention counselling • Limited availability of GP services especially in regional and remote areas • Competing demands, low priority, lack of time • Lack of incentives.

Abstract:
Background Lung cancer is the number one cause of cancer death worldwide.(1) It is the fifth most commonly diagnosed cancer in Australia (12,741 cases diagnosed in 2018) and the leading cause of cancer death.(2) The number of years of potential life lost to lung cancer in Australia is estimated to be 58,450, similar to that of colorectal and breast cancer combined.(3) While tobacco control strategies are most effective for disease prevention in the general population, early detection via low dose computed tomography (LDCT) screening in high-risk populations is a viable option for detecting asymptomatic disease in current (13%) and former (24%) Australian smokers.(4) The purpose of this Evidence Check review is to identify and analyse existing and emerging evidence for LDCT lung cancer screening in high-risk individuals to guide future program and policy planning. Evidence Check questions This review aimed to address the following questions: 1. What is the evidence for the effectiveness of lung cancer screening for higher-risk individuals? 2. What is the evidence of potential harms from lung cancer screening for higher-risk individuals? 3. What are the main components of recent major lung cancer screening programs or trials? 4. What is the cost-effectiveness of lung cancer screening programs (include studies of cost–utility)? Summary of methods The authors searched the peer-reviewed literature across three databases (MEDLINE, PsycINFO and Embase) for existing systematic reviews and original studies published between 1 January 2009 and 8 August 2019. Fifteen systematic reviews (of which 8 were contemporary) and 64 original publications met the inclusion criteria set across the four questions. Key findings Question 1: What is the evidence for the effectiveness of lung cancer screening for higher-risk individuals? There is sufficient evidence from systematic reviews and meta-analyses of combined (pooled) data from screening trials (of high-risk individuals) to indicate that LDCT examination is clinically effective in reducing lung cancer mortality. In 2011, the landmark National Lung Cancer Screening Trial (NLST, a large-scale randomised controlled trial [RCT] conducted in the US) reported a 20% (95% CI 6.8% – 26.7%; P=0.004) relative reduction in mortality among long-term heavy smokers over three rounds of annual screening. High-risk eligibility criteria was defined as people aged 55–74 years with a smoking history of ≥30 pack-years (years in which a smoker has consumed 20-plus cigarettes each day) and, for former smokers, ≥30 pack-years and have quit within the past 15 years.(5) All-cause mortality was reduced by 6.7% (95% CI, 1.2% – 13.6%; P=0.02). Initial data from the second landmark RCT, the NEderlands-Leuvens Longkanker Screenings ONderzoek (known as the NELSON trial), have found an even greater reduction of 26% (95% CI, 9% – 41%) in lung cancer mortality, with full trial results yet to be published.(6, 7) Pooled analyses, including several smaller-scale European LDCT screening trials insufficiently powered in their own right, collectively demonstrate a statistically significant reduction in lung cancer mortality (RR 0.82, 95% CI 0.73–0.91).(8) Despite the reduction in all-cause mortality found in the NLST, pooled analyses of seven trials found no statistically significant difference in all-cause mortality (RR 0.95, 95% CI 0.90–1.00).(8) However, cancer-specific mortality is currently the most relevant outcome in cancer screening trials. These seven trials demonstrated a significantly greater proportion of early stage cancers in LDCT groups compared with controls (RR 2.08, 95% CI 1.43–3.03). Thus, when considering results across mortality outcomes and early stage cancers diagnosed, LDCT screening is considered to be clinically effective. Question 2: What is the evidence of potential harms from lung cancer screening for higher-risk individuals? The harms of LDCT lung cancer screening include false positive tests and the consequences of unnecessary invasive follow-up procedures for conditions that are eventually diagnosed as benign. While LDCT screening leads to an increased frequency of invasive procedures, it does not result in greater mortality soon after an invasive procedure (in trial settings when compared with the control arm).(8) Overdiagnosis, exposure to radiation, psychological distress and an impact on quality of life are other known harms. Systematic review evidence indicates the benefits of LDCT screening are likely to outweigh the harms. The potential harms are likely to be reduced as refinements are made to LDCT screening protocols through: i) the application of risk predication models (e.g. the PLCOm2012), which enable a more accurate selection of the high-risk population through the use of specific criteria (beyond age and smoking history); ii) the use of nodule management algorithms (e.g. Lung-RADS, PanCan), which assist in the diagnostic evaluation of screen-detected nodules and cancers (e.g. more precise volumetric assessment of nodules); and, iii) more judicious selection of patients for invasive procedures. Recent evidence suggests a positive LDCT result may transiently increase psychological distress but does not have long-term adverse effects on psychological distress or health-related quality of life (HRQoL). With regards to smoking cessation, there is no evidence to suggest screening participation invokes a false sense of assurance in smokers, nor a reduction in motivation to quit. The NELSON and Danish trials found no difference in smoking cessation rates between LDCT screening and control groups. Higher net cessation rates, compared with general population, suggest those who participate in screening trials may already be motivated to quit. Question 3: What are the main components of recent major lung cancer screening programs or trials? There are no systematic reviews that capture the main components of recent major lung cancer screening trials and programs. We extracted evidence from original studies and clinical guidance documents and organised this into key groups to form a concise set of components for potential implementation of a national lung cancer screening program in Australia: 1. Identifying the high-risk population: recruitment, eligibility, selection and referral 2. Educating the public, people at high risk and healthcare providers; this includes creating awareness of lung cancer, the benefits and harms of LDCT screening, and shared decision-making 3. Components necessary for health services to deliver a screening program: a. Planning phase: e.g. human resources to coordinate the program, electronic data systems that integrate medical records information and link to an established national registry b. Implementation phase: e.g. human and technological resources required to conduct LDCT examinations, interpretation of reports and communication of results to participants c. Monitoring and evaluation phase: e.g. monitoring outcomes across patients, radiological reporting, compliance with established standards and a quality assurance program 4. Data reporting and research, e.g. audit and feedback to multidisciplinary teams, reporting outcomes to enhance international research into LDCT screening 5. Incorporation of smoking cessation interventions, e.g. specific programs designed for LDCT screening or referral to existing community or hospital-based services that deliver cessation interventions. Most original studies are single-institution evaluations that contain descriptive data about the processes required to establish and implement a high-risk population-based screening program. Across all studies there is a consistent message as to the challenges and complexities of establishing LDCT screening programs to attract people at high risk who will receive the greatest benefits from participation. With regards to smoking cessation, evidence from one systematic review indicates the optimal strategy for incorporating smoking cessation interventions into a LDCT screening program is unclear. There is widespread agreement that LDCT screening attendance presents a ‘teachable moment’ for cessation advice, especially among those people who receive a positive scan result. Smoking cessation is an area of significant research investment; for instance, eight US-based clinical trials are now underway that aim to address how best to design and deliver cessation programs within large-scale LDCT screening programs.(9) Question 4: What is the cost-effectiveness of lung cancer screening programs (include studies of cost–utility)? Assessing the value or cost-effectiveness of LDCT screening involves a complex interplay of factors including data on effectiveness and costs, and institutional context. A key input is data about the effectiveness of potential and current screening programs with respect to case detection, and the likely outcomes of treating those cases sooner (in the presence of LDCT screening) as opposed to later (in the absence of LDCT screening). Evidence about the cost-effectiveness of LDCT screening programs has been summarised in two systematic reviews. We identified a further 13 studies—five modelling studies, one discrete choice experiment and seven articles—that used a variety of methods to assess cost-effectiveness. Three modelling studies indicated LDCT screening was cost-effective in the settings of the US and Europe. Two studies—one from Australia and one from New Zealand—reported LDCT screening would not be cost-effective using NLST-like protocols. We anticipate that, following the full publication of the NELSON trial, cost-effectiveness studies will likely be updated with new data that reduce uncertainty about factors that influence modelling outcomes, including the findings of indeterminate nodules. Gaps in the evidence There is a large and accessible body of evidence as to the effectiveness (Q1) and harms (Q2) of LDCT screening for lung cancer. Nevertheless, there are significant gaps in the evidence about the program components that are required to implement an effective LDCT screening program (Q3). Questions about LDCT screening acceptability and feasibility were not explicitly included in the scope. However, as the evidence is based primarily on US programs and UK pilot studies, the relevance to the local setting requires careful consideration. The Queensland Lung Cancer Screening Study provides feasibility data about clinical aspects of LDCT screening but little about program design. The International Lung Screening Trial is still in the recruitment phase and findings are not yet available for inclusion in this Evidence Check. The Australian Population Based Screening Framework was developed to “inform decision-makers on the key issues to be considered when assessing potential screening programs in Australia”.(10) As the Framework is specific to population-based, rather than high-risk, screening programs, there is a lack of clarity about transferability of criteria. However, the Framework criteria do stipulate that a screening program must be acceptable to “important subgroups such as target participants who are from culturally and linguistically diverse backgrounds, Aboriginal and Torres Strait Islander people, people from disadvantaged groups and people with a disability”.(10) An extensive search of the literature highlighted that there is very little information about the acceptability of LDCT screening to these population groups in Australia. Yet they are part of the high-risk population.(10) There are also considerable gaps in the evidence about the cost-effectiveness of LDCT screening in different settings, including Australia. The evidence base in this area is rapidly evolving and is likely to include new data from the NELSON trial and incorporate data about the costs of targeted- and immuno-therapies as these treatments become more widely available in Australia.

Abstract:
The goal of the one-year feasibility study was to identify specific cytotoxic T-lymphocyte (CTL) epitopes to Neosporacaninum in the natural bovine host in order to make progress toward developing an effective peptide-based vaccine against bovine neosporosis. We tested the hypothesis that: N. caninum SRS2 peptides contain immunogenicCTLepitope clusters cross-presented by multiple bovine MHC-I and MHC-IIhaplotypes. The specific objectives were: (1) Map bovine CTLepitopes of N. caninum NcSRS-2 and identify consensus MHC-I and class-II binding motifs; and (2) Determine if subunit immunization with peptides containing N. caninum-specificCTLepitopes cross-reactive to multiple bovine MHChaplotypes induces a CTL response in cattle with disparate MHChaplotypes. Neosporosis is a major cause of infectious abortion and congenital disease in cattle, persisting in cattle herds via vertical transmission.5 N. caninum abortions are reported in Israel; a serological survey of 52 Israeli dairy herds with reported abortions indicated a 31% infection rate in cows and 16% infection rate in aborted fetuses.9,14 Broad economic loss due to bovine neosporosis is estimated at $35,000,000 per year in California, USA, and $100,000,000 (Australian) per year in Australia and New Zealand.13 Per herd losses in a Canadian herd of 50 cattle are estimated more conservatively at $2,305 (Canadian) annually.4 Up to date practical measures to reduce losses from neosporosis in cattle have not been achieved. There is no chemotherapy available and, although progress has been made toward understanding immunity to Neospora infections, no efficacious vaccine is available to limit outbreaks or prevent abortions. Vaccine development to prevent N. caninum abortion and congenital infection remains a high research priority. To this end, our research group has over the past decade: 1) Identified the importance of T-lymphocyte-mediated immunity, particularly IFN-γ responses, as necessary for immune protection to congenital neosporosis in mice,1,2,10,11 and 2) Identified MHC class II restricted CD4+ CTL in Neosporainfected Holstein cattle,16 and 3) Identified NcSRS2 as a highly conserved surface protein associated with immunity to Neospora infections in mice and cattle.7,8,15 In this BARD-funded 12 month feasibility study, we continued our study of Neospora immunity in cattle and successfully completed T-lymphocyte epitope mapping of NcSRS2 surface protein with peptides and bovine immune cells,15 fulfilling objective 1. We also documented the importance of immune responses NcSRS2 by showing that immunization with native NcSRS2 reduces congenital Neospora transmission in mice,7 and that antibodies to NcSRS2 specifically inhibition invasion of placental trophoblasts.8 Most importantly we showed that T-lymphocyte responses similar to parasite infection, namely induction of activated IFN-γ secreting Tlymphocytes, could be induced by subunit immunization with NcSRS2 peptides containing the Neospora-specificCTLepitopes (Baszler et al, In preparation) fulfilling objective 2. Both DNA and peptide-based subunit approaches were tested. Only lipopeptide-based NcSRS2 subunits, modified with N-terminal linked palmitic acid to enhance Toll-like receptors 2 and 1 (TLR2-TLR1), stimulated robust antigen-specific T-lymphocyte proliferation, IFN-γ secretion, and serum antibody production across different MHC-IIhaplotypes. The discovery of MHC-II cross-reactive T-cellinducing parasite peptides capable of inducing a potentially protective immune response following subunit immunization in cattle is of significant practical importance to vaccine development to bovine neosporosis. In addition, our findings are more widely applicable in future investigations of protective T-cell, subunit-based immunity against other infectious diseases in outbred cattle populations.

Abstract:
Under the United Nations Charter, the U.N. Security Council has several important functions and powers, not least with regard to taking binding actions to maintain international peace and security. The ten elected members have the opportunity to influence this area and others during their two-year terms on the Council. In this paper, we aim to illustrate some of these opportunities, identify potential guidance from prior elected members’ experiences, and outline the key procedures that incoming elected members should be aware of as they prepare to join the Council. In doing so, we seek in part to summarize the current state of scholarship and policy analysis in an effort to make this material more accessible to States and, particularly, to States’ legal advisers. We drafted this paper with a view towards States that have been elected and are preparing to join the Council, as well as for those States that are considering bidding for a seat on the Council. As a starting point, it may be warranted to dedicate resources for personnel at home in the capital and at the Mission in New York to become deeply familiar with the language, structure, and content of the relevant provisions of the U.N. Charter. That is because it is through those provisions that Council members engage in the diverse forms of political contestation and cooperation at the center of the Council’s work. In both the Charter itself and the Council’s practices and procedures, there are structural impediments that may hinder the influence of elected members on the Security Council. These include the permanent members’ veto power over decisions on matters not characterized as procedural and the short preparation time for newly elected members. Nevertheless, elected members have found creative ways to have an impact. Many of the Council’s “procedures” — such as the “penholder” system for drafting resolutions — are informal practices that can be navigated by resourceful and well-prepared elected members. Mechanisms through which elected members can exert influence include the following: Drafting resolutions; Drafting Presidential Statements, which might serve as a prelude to future resolutions; Drafting Notes by the President, which can be used, among other things, to change Council working methods; Chairing subsidiary bodies, such as sanctions committees; Chairing the Presidency; Introducing new substantive topics onto the Council’s agenda; and Undertaking “Arria-formula” meetings, which allow for broader participation from outside the Council. Case studies help illustrate the types and degrees of impact that elected members can have through their own initiative. Examples include the following undertakings: Canada’s emphasis in 1999–2000 on civilian protection, which led to numerous resolutions and the establishment of civilian protection as a topic on which the Council remains “seized” and continues to have regular debates; Belgium’s effort in 2007 to clarify the Council’s strategy around addressing natural resources and armed conflict, which resulted in a Presidential Statement; Australia’s efforts in 2014 resulting in the placing of the North Korean human rights situation on the Council’s agenda for the first time; and Brazil’s “Responsibility while Protecting” 2011 concept note, which helped shape debate around the Responsibility to Protect concept. Elected members have also influenced Council processes by working together in diverse coalitions. Examples include the following instances: Egypt, Japan, New Zealand, Spain, and Uruguay drafted a resolution that was adopted in 2016 on the protection of health-care workers in armed conflict; Cote d’Ivoire, Kuwait, the Netherlands, and Sweden drafted a resolution that was adopted in 2018 condemning the use of famine as an instrument of warfare; Malaysia, New Zealand, Senegal, and Venezuela tabled a 2016 resolution, which was ultimately adopted, condemning Israeli settlements in Palestinian territory; and A group of successive elected members helped reform the process around the imposition of sanctions against al-Qaeda and associated entities (later including the Islamic State of Iraq and the Levant), including by establishing an Ombudsperson. Past elected members’ experiences may offer some specific pieces of guidance for new members preparing to take their seats on the Council. For example, prospective, new, and current members might seek to take the following measures: Increase the size of and support for the staff of the Mission to the U.N., both in New York and in home capitals; Deploy high-level officials to help gain support for initiatives; Partner with members of the P5 who are the informal “penholder” on certain topics, as this may offer more opportunities to draft resolutions; Build support for initiatives from U.N. Member States that do not currently sit on the Council; and Leave enough time to see initiatives through to completion and continue to follow up after leaving the Council.
