Abstract Many states and nations bloat their constitutions with procedural and policy details that other polities leave to statutory or regulatory discretion. American state constitutions vary in length from under 9,000 to almost 400,000 words. Long-lived constitutions can provoke fears that the dead hand of the past may reach into the present; lengthy constitutions strengthen the dead hand’s grip, binding states to a former generation’s solutions to modern problems. Constitutional specificity restricts state discretion, with three major results. First, it compels states to resort more often to burdensome amendment procedures, increasing amendment rates as states flail against constitutional constraints. Second, it increases judicial invalidation rates as state supreme courts enforce narrower limits on state action. Third, and most important, constitutional specificity leads to lower incomes, higher unemployment, greater inequality, and reduced policy innovativeness generally as constrained states struggle to keep pace with social, technological, political, and economic change. Long constitutions harm states.

Abstract:
Decreased nutrient intake, increased body requirements, and/or altered nutrient utilization are frequently combined in critically-ill patients. The initial nutritional status and the extent of the disease-related catabolism are the main risk factors for nutrition- related complications. Many complications are related to protein energy malnutrition, which is frequent in the ICU setting. Assessing nutritional status pursues several different goals. Nutritional assessment is required for patients presenting with clinical evidence of malnutrition, with chronic diseases, with acute conditions accompanied by a high catabolic rate, and elderly patients. Recording the patient’s history, nutrient intake, and physical examination, and subjective global assessment allows classification of nutritional status. All the traditional markers of malnutrition, anthropometric measurements and plasma proteins, lose their specificity in the sick adult as each may be affected by a number of non-nutritional factors. Muscle function evaluated by hand-grip strength in cooperative patients and serum albumin provide an objective risk assessment. Several nutritional indices have been validated in specific groups of patients to identify patients at risk of nutritionally-mediated complications and, therefore, the need for nutritional support. A strong suspicion remains the best way of uncovering potentially harmful nutritional deficiencies.

Abstract:
The Covid-19 pandemic initially broke out in the Asia and the Pacific region in late 2019, with the first cases in Wuhan, China. The pandemic has served as a magnifier of pre-existing democratic strengths and weaknesses within governing systems around Asia and the Pacific. In the majority of cases, the region’s hybrid and authoritarian regimes tightened their grip on society in response to the pandemic. Quality of democracy continued to decline in number of region’s democracies. Despite these challenges, in its response to the Covid-19 pandemic, the Asia and the Pacific region has demonstrated impressive democratic resilience and innovation. In contrast to other regions, several countries already had legal and institutional frameworks in place tailored to dealing with global health emergencies and were able to activate these rapidly. Importantly, experiences by several Asian countries have highlighted the fact that such a crisis can be contained while respecting legal constraints and coordinating across an array of elected and unelected institutions. All democracies needed to balance between individual and collective rights. This Report provides lessons and recommendations that governments, political and civic actors, and international democracy assistance providers should consider in order to counter the concerning trends in the erosion of democracy, and to foster its resilience and deepening.
