Abstract:
The purpose of the study was to develop economic and legal measures to create a green economy model by assessing the effectiveness of greening tools. To achieve the goal it was necessary to solve several problems. Firstly, to evaluate the effectiveness of greening tools using expert analysis techniques. Secondly, to develop measures to ensure the economy greening through the use of the most effective greening tools. Theoretical basis. The economy greening is extremely important, especially in the post-pandemic period - a period of intensive economic recovery, which might contribute to the strengthening of environmental problems. Accordingly, the study aims to identify the most effective tools for greening to develop measures for the ecologigaly healthy economic recovery in the post-pandemic period. Scientific novelty. The effectiveness of greening tools was evaluated and several economic and legal measures were developed, which will contribute to the economy greening intensification. Conclusions. The study proposed to intensify the economy greening by using the most effective greening tools whose effectiveness was assessed by using expert analysis. The most effective greening tools were identified: environmental taxes, quotas, environmental funds, environmental audit, and environmental certification. Based on the results of the study, several economic and legal measures for economy greening in the post-pandemic period were developed.

Abstract:
The article is devoted to solving the problem of environmental pollution, which is one of the main negative factors of economic development in the coal-mining regions of the Russian Federation. The study of theoretical and practical approaches to the formation and implementation of the mechanism of greening at the level of subjects of the Russian Federation and their municipalities, the comparison of the definitions of “greening of the economy” and “greening of the regional economy”, “greening of production (enterprise)” in a multi-level context, taking into account the differentiation of the scale and instruments of environmental policy. A multi-level and multi-criteria approach to the study of the process of greening, the formation of ecological and economic mechanism of functioning of coal-mining regions, taking into account the processes of localization and globalization. It is proved that greening is the most important factor in ensuring the transition to sustainable development of coal-mining regions, and economic growth involves an inextricable combination of economic and environmental management.

Abstract:
The study is devoted to the environmental aspects of coal mining enterprises’ activity in digitalization of economy. It substantiates the statement that the innovative development of coal mining enterprises should be based on the concept of greening economy and greening production. The authors proposed modern environmental and economic instruments of state environmental policy. It is substantiated that in order to ensure the effective functioning of coal mining enterprises, it is necessary to apply new digital tools of resource and environmental policies focused on the use of modern software and analytical technologies: optimization packages of applied programs, solving geo-economic problems of visualization of ecological-and-economic state and development of territories. The results of study presented in the paper allow reconciling the complex and controversial tasks of greening enterprises and territories, implementing an adequate local environmental policy, taking into account the human adaptation to harmful natural and man-made factors.

The differential dynamic model of a two-sector economy in the conditions of greening of production and consumption processes has been developed, in which one sector is engaged in the production of the main aggregate product, and the other – in utilization of environmentally hazardous production and consumption residues. A specific feature of the model is also taking into account the socio-economic clustering of society, which allows in a sense to reflect both environmental, economic and social aspects of the economy uder the study. Spatial variables of the model are liquid savings or liquid capital of production owners and workers in each sector, the price of the main aggregate product, the tariff for waste disposal, the amount of environmental pollution. The proposed model serves as a theoretical basis for building models of ecological and economic dynamics and the basis for some of its modifications, taking into account the specifics of behavioral functions and parameters, and is designed for experimental research in computer simulation of major trends and features of real ecological and economic systems. The results of such a study with models of this class also provide an opportunity to analyze acceptable environmental standards of production and consumption, test and improve the relevant information support, detail the fundamentally important requirements for the functions and parameters used in formalizing the model and ultimately create a valuable information base for systems support of management decisions on forecasting and implementation of ecological and economic processes.

Abstract:
Purpose: To test the hypothesis of the relationship between the degree of business greening on the basis of a circular economy and indicators that determine the level of international tourism attractiveness of European countries in the context of sustainable tourism. Findings: The author puts forward a hypothesis about the existence of a stable relationship between the business greening degree, which based on the principles of a circular economy, and the level of tourist attractiveness of the country. Based on the analysis of the basic provisions of the circular economy concept and the principles of sustainable development, the author provides a theoretical substantiation of this relationship. The author testes the hypothesis by clustering European countries according to the Environmental Performance Index and, based on correlation analysis, determines a close relationship between economic and environmental indicators within each of the clusters. Calculations show that in some regions of Europe there is a positive impact of the spread of the circular economy on the intensification of migration flows to the country. Practical Implications: The results of the research can be used in the practice of international companies when justifying the feasibility of investments in circular projects and programs for the transition to environmental development of territories, as well as for public administration in the development of a positive tourist image of the country. Originality/Value: For the first time, the author proposes a methodological approach to assessing the tourist attractiveness of a country in the context of business greening based on a circular economy. Future Research: Image-making of territories based on a circular economy, systematization of world experience in tourist consumption greening, the formation of tourist clusters in countries with a high level of development of the circular economy. Abstract:
This article examines relationships between a new wave of radical green activism and an increase in greening businesses in Britain. We examine the spread of the movement through the formation of businesses implementing more environmentally sustainable practices. Our empirical data, combined with Office for National Statistics data, are drawn from both the supply and the demand side of the economy. Our analysis tests key individual-level determinants (education, energy conscientiousness, localism) and area-level determinants (party politics, population density). Our findings indicate the main factors in determining the growth of the ethical marketplace. We draw conclusions about relationships between environmental social movements and SME business sectors. Our results have implications for research on ethical business development and consumerism and for literature on social movements and political geography.

Abstract:
The object of this study is the further development of eco-innovations for the rise of industry and the economy. Emphasis is placed on the growing relevance of "green" incentives in line with climate challenges, the economical use of natural resources, as well as the need for a systematic vision of environmental issues and the implementation of international requirements. The study is based on the work of foreign scientists, international rankings and world best practices for the introduction of modern economic mechanisms of state incentives for greening the economy, green modernization, the transition to a circular model of the economy. There is a difference in the implementation of environmental policy - some local projects in Ukraine and the European approach - with the assessment of eco-innovation, systemic change, the formation of ecosystems, scaling technological solutions. The main methods used in the study are: methods of system-structural analysis, analysis and synthesis, grouping - for preliminary analysis and selection of appropriate tools in the study of the implementation of eco-innovation in Ukraine and EU countries; index valuation method and method of comparative analysis - used in the analysis of public policy to stimulate the company to "green" growth; abstract-logical method - used to establish the relationship between the need to introduce new instruments of public policy in the environmental sphere with elements of large-scale reform in the context of climate modernization of industry and to form a systematic vision of major achievements in implementing international requirements for eco-modernization of industrial enterprises. The paper analyzes the forms of international assistance that can compensate for the lack of available financial resources for the purposes of green modernization of the economy in conditions of limited financial capabilities of the state, intensification of competition for European and international environmental investments. The obtained result - a set of possible tools to stimulate Ukrainian industry - allows more systematic implementation of "greening" of Ukrainian industry, and their implementation and combination in a specific mechanism will determine the success of an industrial socially-oriented economy.

Sustainable development of mankind, which consists in meeting the needs of the present day without undermining the possibilities of future generations, enshrined in the UN program documents, is becoming a necessary condition for the survival of civilization. The growing scale of global environmental problems makes it vitally important to find solutions to combine global economic growth and sustainable development of mankind with the preservation of the environment. Today, the issues of energy and resource efficiency of production are especially relevant, particularly in the agricultural sector, which environment burden has increased. In conditions of high global competition and aggravated issues of the world ecology, the country faces the task of modernizing its economy. The new national development goals of Russia directly resonate with the sustainable development goals defined by the UN and are reflected in the general policy of resource use and environmental protection. However, additional steps are needed to maintain positions in world trade. The paper formulates the prerequisites and solutions for the greening of agricultural production and identifies the leaders of the process, as well as the segment of producers, for which greening measures are factors of survival. Indicators of environmental efficiency, the use of which will make it possible to make greening measures the engine of the country's economic agricultural production, as well as goals and solutions for the greening of agricultural production are proposed.

Rapid economic development in the XX century. brought a lot of benefits to mankind, as well as a significant man-made burden on the environment. Diversification in overcoming economic and environmental problems is especially felt in agricultural production, as the industry is most dependent on natural factors and it is here that the closest connection with the key problems of the state economy is revealed, and therefore requires skilled management. An urgent problem in the development of agricultural production management is the harmonization of economic processes in the ecological space, which are realized through a combination of natural resources and human labor, the reflective aspect of which is manifested in understanding the coexistence of both systems with positive feedback. Consideration of environmental issues through the prism of the economy of agricultural production, and vice versa, will provide an opportunity to resolve the contradictions in these areas and develop strategic priorities for marketing management of personnel in the direction of environmental protection, responsible attitude to land and natural resources. The main way to reflect on the greening of the economy is to rethink the need for agricultural production through the implementation of resource-saving and environmental technologies that provide an opportunity to work for the long term socio-economic development of the country. With the signing of the Association Agreement with the EU by Ukraine, the problem of greening economic activity requires the development of new approaches to its solution, taking into account the requirements for the organization of environmentally friendly agricultural production. The article deals with the main problems of the impact of agricultural production on the ecological environment which has an interconnection and it influences on the development of production in the strategic perspective. It is considered the reflexive aspect of management of labor processes in the context of development of strategy of greening of agricultural production. In theory the reflective aspect is considered through the perception of the economic system of environmental problems and also considering the mutual influence and equivalence of metabolic processes occurring between systems which are presented. The article analyzes the essence and the basic tool of managing the processes of greening of agriculture production. Abstract:
Purpose In the context of the environmental impacts caused due to the increasing volumes of discarded technologies (e-Waste), this paper aims to critically evaluate whether environmental policy, the Waste of Electronic and Electrical Equipment (WEEE) legislation in particular can contribute to a shift in logic from neoliberal growth to green growth. Design/methodology/approach Drawing upon empirical research, this paper shows how three computer waste organisations evolve through the imbrication of pre- and post-policy logics in collaborative and heterogeneous ways to create an “economy of greening”. Findings Extending the concept of a fractionated trading zone, this paper demonstrates the heterogeneous ways in which computer sourcing is imbricated, providing a taxonomy of imbricating logics. It is argued that what is shared in a fractionated trading zone is a diversity of imbrications. This provides for a nuanced perspective on policy and the management of waste, showing how post-WEEE logics become the condition to continue to pursue pre-WEEE logics. Research limitations/implications This research focuses on three organisations and the EU 2003 and UK 2006 versions of the WEEE legislation. Practical implications The research findings have important implications, more specifically, for how e-Waste policy is enacted as an “economy of greening” to constitute managerial and organisational adaptation needed to create a sustainable economy and society. Originality/value This paper’s contribution is threefold. First, theoretically, the literature on trading zones and imbrication is extended by considering how they can complement one another. Our focus on imbrication is a “zooming in” on the managerial and organisational implications and dynamics of a trading zone. Second, the literature on imbrication is added to by identifying a diverse range of imbricating logics that can be used to discern a more nuanced understanding of the translated effects of policy. Abstract:
The article focuses on identifying priority areas for greening and sustainable development for OECD countries and Ukraine. They aim to achieve overall progress in the interaction between the economy and the environment. Additionally, the aim is to create prerequisites for encouraging innovation and investment to find new sources of economic growth that are compatible with ecosystems that are capable of recovering from damage. It has been demonstrated that although the global goals of greening economies are relevant for all countries, they must be tailored to the regional and national specificities, as well as each country’s level of economic development. The study used general qualitative and quantitative methods of economic research, including systematic, comparative analysis, methods of logical and statistical analysis, and index method, among others. The applied theoretical and methodological approach allowed us to identify general trends in the development of environmental factors in the OECD countries and Ukraine and their impact on economic growth. Specifically, the study analyzes the current state of affairs and perspectives for greening and sustainable development based on a comprehensive assessment of the level of greening in these economies and the relationship between the internal ecological environment – assessed using the indicators of “green growth” – and their economic development. The article also justifies priorities for greening and sustainable development and suggests practical measures for their implementation. They can serve as a basis for developing a policy of effective environmental management and elaborating a national system of environmentally friendly management and administration.

The term ecologization (“greening”) is becoming increasingly common for scientific studies and legal acts. The present article is devoted to the ecologization problem of one sector of the Russian economy. This study is aimed at formulation of theoretical statements on the construction industry ecologization, analysis of the current legislation with regard to ensuring this process, as well as at identification of the existing defects of legal regulation of corresponding relations. The study shows the importance of greening for the country´s economy, the author proposes to define greening as a complex of diverse measures, united by a single purpose. As one of the ways to ensure the greening in the construction industry the author proposes a conceptual approach to the land development as a specific type of management, as an activity that has an integrated impact on the environment and determines a long-term prospective use of the relevant territory. Based on the analysis of the current legislation on natural resources, the author suggests some changes in the forest, water, town planning legislation and legislation on subsoil.

We examined not only the theoretical aspects of restraining the development of individual elements of the green economy, but also the territory as a whole. It is concluded that for the regions of the Far North, it is necessary to focus on the development, first of all, of an integrated transport, energy and social infrastructure. This article provides a brief overview of the main elements of a green economy that represent the most potential for the northern territories and can serve as a basis for their development.

This paper focuses on two main topics: presenting a novel framework for assessing the sustainability of a productive process and the application of the framework to the specific case of Chile. The proposed framework integrates green supply chain management and circular economy within the sustainability perspective as drivers for improvements in sustainable development. Within the framework, the greening factor is introduced as a new concept that measures the required effort for a productive process to become sustainable. On one hand, the framework aims at computing the greening factor based on the impacts of resources exploitation and products generation. Additionally, the greening factor computation was designed based on qualitative and quantitative analysis of economic, social, and environmental mainstays. On the other hand, this paper presents a general application of the framework on the five biggest Chilean industries, i.e., mining, wine, forest, agriculture, and aquaculture. Based on the presented generalized application, it is possible to foresee the potentiality of Chile becoming a green country in spite of its productive matrix being mainly based on primary industries.

Specialised dairy farms are challenged to be competitive and yet respect environmental constrains. A tighter integration of cropping and livestock systems, both in terms of feed and manure flows, can be beneficial for the farm economy and the environment. The greening of the direct payments, which was introduced in the European Union’s greening reform in 2013, is assumed to stimulate the transition towards more sustainable systems. The aim of this study was to quantitatively assess the impacts of greening policies on important economic and environmental indicators of sustainability, and explore potential further improvements in policies. The Farm System SIMulator (FSSIM) bioeconomic farm model was used to simulate the consequences of scenarios of policy change on three representative dairy farms in Piedmont, Italy, i.e., an ‘intensive’, an ‘extensive’, and an ‘organic’ dairy farm. Results showed that in general, there is a large potential to increase the current economic performance of all of the farms. The most profitable activity is milk production, resulting in the allocation of all of the available farm land to feed production. Imposing feed self-sufficiency targets results in a larger adaptation of current managerial practice than the adaptations that are required due to the greening policy scenario. It was shown that the cropping system is not always able to sustain the actual herd composition when 90% feed self-sufficiency is imposed. Regarding the greening policies, it is shown that extensive and organic farms already largely comply with the greening constrains, and the extra subsidy is therefore a bonus, while the intensive farm is likely to sacrifice the subsidy, as adapting the farm plan will substantially reduce profit. The introduction of nitrogen (N)-fixing crops in ecological focus areas was the easiest greening strategy to adopt, and led to an increase in the protein feed self-sufficiency. In conclusion, it is important to note that the greening policy in its current form does not lead to reduced environmental impacts. This implies that in order to improve environmental performance, regulations are needed rather than voluntary economic incentives.

In the current economic situation, the solution to the problems of diversification of mining regions is relevant not only in terms of economic outcome, but also the need to change the ecological situation in industrial regions towards its improvement. Diversification of the region’s economy is associated with the idea of expanding the range of economic activities and considered as a mechanism to reduce risks and mono-dependence of the regional economy. The study suggests that tourism could become one of the areas of diversification and greening of the mining region economy by the example of the Kemerovo region. The structure of the GRP and individual indicators characterizing the state of the tourism sector were analyzed to assess the impact of tourism on the diversification of the economy of the Kemerovo region. Despite the fact that the total share of the tourism sector has changed slightly over the 5 years, its multiplier effect has a positive impact on the state of the service sector and the economy of the entire region. It was confirmed by the results of the analysis. The optimistic scenario for the development of the Kemerovo region determines the large role of tourism in the diversification and greening of the region’s economy. The implementation of the conservative scenario that provides the supportive development of traditional sectors, does not exclude opportunities for the development of tourism, which will ensure the effective and long-term sustainable development of the Kuzbass.

Here, it is supplemented by the proposal of a procedure for selecting an instrument for greening the economy according to the area of economic activities (NACE coding). The methodological principles and the proposed procedure are applied through a case study in a small car repair company.

The aim of the study is to present the concept of green economy and other notions and concepts related to it and to assess their significance for the formation of development policy and practical solution of problems of socio-economic development. In the part focusing on information and definitions, the premises for the emergence of the issue of the greening of economic processes as a new phenomenon of contemporary development have been presented, as well as various definitions of green economy, green growth, the principles of implementing green economy, and the implementation of green transformation processes. In the further part of the study, measures and indicators of green economy and green growth are presented, as well as the connection of these concepts with the idea and objectives of sustainable development. The review of green economy and green growth indicators includes indicators prepared by specialised agencies of the United Nations, UNEP, UNCTAD, UN ESCAP, UN FGG, OECD, the European Union, and the World Bank. Selected indicators of individual authors and countries have also been presented. The last part of the study presents the concept of the New European Green Deal and its link to the implementation of the Sustainable Development Goals adopted for the current decade. In conclusion, an attempt has been made to present both the expectations and opportunities of emphasising the issue of the greening of the economy, as well as the weaknesses and threats resulting from the excessive confidence in this concept.

National and foreign analysts assess by common consent the demand for green products as the most important factor and condition determining the depth and speed of economy greening processes. From this viewpoint, the analysis of the processes forming green demand in the country is of great interest. The role of the tourism industry in the global economy and in the processes of transition to the green economic growth model defines the importance of the impact analysis of dynamic aggregate green demand for economy greening in the regions with recreation and tourism specialization. The article shows the results of studying the components of aggregate demand for the main institutional economic entities: households, state and corporations. The paper analyzes the factors and conditions of its forming. A special focus is on the problems of forming green demand for tourism industry products. The low level of aggregate green demand in Russia is substantiated in the conclusion. This proves the fact that economic entities are not ready to change their behavior in production and consumption processes in order to reduce negative effect on the environment and requires urgent measures for the formation and efficient application of green demand stimulating devices and the environmental transformation of the economy. The results of analyzing the conditions and dynamics of forming aggregate green demand give much better sense of the mechanism of economy ecological modernization in general and its separate sectors and form a methodological basis for the determination of its structure and functions.

Abstract Within sub-Saharan Africa South Africa is one of the leaders in greening and initiatives for sustainable urban development. Notwithstanding the central role of climate change impacts and of the green challenge for the future, the greening of urban development has not been a major focus in local geographical research. The task in this paper is to investigate one aspect of reorienting the economy towards a pathway of low carbon growth and of addressing the green urban challenge. Specifically, issues around the greening of commercial property developments in South Africa are explored. Under the ratings of the Green Building Council of South Africa 50 green buildings existed by early 2014. Geographically these properties cluster in South Africa’s major cities, in particular Johannesburg, the country’s economic powerhouse and centre for corporate headquarters, and Pretoria, the administrative capital. New proposals for building retrofitting may result in a greater spatial spread of green buildings in the near future.

AbstractIn this paper we present an example where a domestic import-competing industry can benefit from a pollution tax borne by its consumers. We show that this pollution tax can be similar to a traditional trade barrier (such as a tariff) and can raise the price received by the domestic industry. Given an open economy, we highlight conditions under which domestic producers prefer a higher consumption-based pollution tax than is socially optimal. In contrast, when the economy is closed, we find that producers prefer a pollution tax that is lower than socially optimal. Domestic producers turn ‘green’ only when faced with import competition.

The growing role of logistics as a means of improving business efficiency and global trends in the greening of economic activity have highlighted the need for the introduction of eсо-friendly logistics tools and the formation of eсо-friendly logistics. To perform the tasks of this scientific work, the following general scientific methods of cognition were used, in particular, analysis to determine the main advantages of the development of logistics activities in Ukraine and the world in general; synthesis to identify obstacles to the implementation of logistics activities in Ukraine; deduction to determine the goals and environmental and economic effects of greening logistics activities; hypothetical used to justify logistics as a tool for environmental and economic security of the state; formalization and generalization for the formation of the main directions of greening of modern logistics. The study examines the importance of logistics in the process of competition in national and international markets. Emphasis is placed on the security aspects of logistics. It has been established that security plays an important role in the world's leading companies. It is noted that logistics is an area of activity that allows you to optimize material, information and financial flows, which helps to increase the economic and environmental efficiency of business. Economic security is considered a component of National Security, but it is argued that economic activity causes significant damage to the environment and causes the formation of potential environmental problems. The analysis of approaches to the definition of the theoretical content of the concepts of environmental, economic and ecological-economic security is carried out. It is claimed that eco-friendly logistics is a tool to ensure such development that will help ensure the achievement of economic objectives while minimizing the damage caused to the environment. It has been established that in recent years’ Ukrainian enterprises have appreciated the important role of logistics in improving business efficiency. The main advantages of logistics for business efficiency and the main obstacles for the development of logistics are highlighted. The main goals and directions of greening of modern logistics are singled out, the corresponding ecological and economic effects are formed. Given the global trends of greening and EU integration requirements, it is recommended to strengthen measures of state support and promotion of logistics activities, development of logistics infrastructure and greening of logistics. Summarizing the results of the study, it is established that logistics should be identified as a tool to ensure environmental and economic security of the state. Given the global trends of economic greening, EU integration requirements and trends in the inner economy, there is an urgent need for state support to promote the development of logistics and infrastructure, greening of logistics. The goals of greening logistics are to reduce resource consumption and reduce pollution. In the course of the conducted research the perspective directions of further researches were formed: research of expenses of greening of logistics and their correlation with logistic expenses; formation of measures for the greening of logistics activities of enterprises and industries; development of modern logistics technologies.
