Abstract:
While debt has the capacity to sustain social relations by joining together the two parties of a debt relation, it also contains the risk of deteriorating into domination and bargaining. Throughout history, different understandings of debt have therefore gravitated between reciprocity and domination, making it a key concept for understanding the dynamics of both social cohesion and fragmentation. The book considers the social, spatial and temporal meanings of this ambiguity and relates them to contemporary debates over debts between North and South in Europe, which in turn are embedded in a longer global history of North-South relations. The individual chapters discuss how debts incurred in the past are mobilised in political debates in the present. This dynamic is highlighted with regard to regional and global North-South relations. An essential feature in debates on this topic is the difficult question of retribution and possible ways of “paying” – a term that is etymologically connected to “pacification” – for past injustice. Against this backdrop, the book combines a discussion of the multi-layered European and global North-South divide with an effort to retrieve alternatives to the dominant and divisive uses of debt for staking out claims against someone or something. Discovering new and forgotten ways of thinking about debt and North-South relations, the chapters are divided into four sections that focus on 1) debt and social theory, 2) Greece and Germany as Europe’s South and North, 3) the ‘South’ between the local, the regional and the global, and 4) debt and the politics of history.

The exhibition "Osmanen in Hamburg - a relationship history during the First World War" which was shown in the Hambrug State and University Library from November 6th, 2014 to January 4th, 2015, devoted itself to the 100th anniversary of the "Urkatastrophe" (the Great War) to he German-Ottoman relations from the perspective of Hamburg, and focused on the years between 1914 and 1918. The archival objects were presented for the first time and are documented in this publication. They illustrate not only economic, diplomatic and cultural contacts., but also give an impression of the presence and the life of the ethnically and religiously heterogeneous group of the Ottomans (e.g. Armenians, Greeks, Sephardic Jews, Muslim Turks) in Hamburg who can be traced back to the 19th century. This catalog, however, does not only want to document the exhibition which was divided into eight sections. With an additional eight contributions, it provides a deeper insight into the complex and ambivalent Ottoman-German and/ or Hamburg-Ottoman relations. In addition to transcultural encounters such as cultural differences between the time of 1850 and 1909 the colonial ambitions and oriental emblems of the German Reich, as well as the role of German women in the Ottoman Empire between 1914 and 1918, are illuminated in three chapters.

Abstract:
Climate neutrality is being put on the political agenda of an increasing number of countries around the world, including Germany and Europe. The goal of achieving greenhouse gas neutrality in Europe by 2050 is a politically agreed consensus through the European Green New Deal. But how should an ecological, economic and social transformation of this magnitude be financed? As diverse and plural as the effects of climate change are, the political and financial cooperation for mitigating and adapting to climate change is decentralized and fragmented. The master's thesis therefore examines the question: What does the degree of fragmentation of global climate finance depend on and how can this be empirically recorded? Starting from a theoretical perspective of fragmented climate finance, German, European and global actors are evaluated with the help of a visual network analysis and structural patterns are interpreted with regard to the degree of fragmentation. Post-colonial structures, changes in norms and sectoral shifts can thus be worked out, as can changes in the constellations of actors and their types. As a result, the German level can be interpreted as largely synergetically fragmented. The European level, on the other hand, is mostly cooperatively fragmented, while the global level is viewed as cooperatively to conflictively fragmented. The innovative approach of evaluating cooperation in climate finance using OECD data in a network analysis is associated with both opportunities and risks. In addition to the content-related results, the method reflection therefore contributes to a scientific discourse on the meaningfulness, usability and didactics of the method in international relations.
